LCC didn’t approve Forest 27 building plans-Harrington

Former Environmental Minister William Harrington says the Lusaka City Council did not approve any building plans in the controversial Forest 27.

This came to light when Mr Harrington and fellow Activist Robert Chimambo met the Directorate of Planning at Lusaka City Council as part of their ongoing research on the de-gazetting of Forest 27.

He described the revelations from LCC as shocking.

Mr Harrington stated that no developer has obtained Council approval prior to construction as required by law.

He said the Directorate however confirmed that plans were underway to undertake a site inspection and verification exercise on what is going on in Forest Reserve No. 27 as it was only brought to the attention of the LCC through recent press coverage.

Mr Harrington said the Directorate also assured that all structures which had not obtained Council approval are illegal and therefore the relevant law would be applied without fear or favor.

“Accordingly, all illegal structures should not be spared from demolition,” he said.

    • Waste of time. PF is a party of perpetual fraudsters, starting with Sata who defrauded ZISC (avondale housing) , Medical board, Merzaf , stolen vehicles and houses.

      Look what has happened to Madison Assets Management belonging to Larry Sikutwa who was given two tracts of land in Forest 27 in exchange for 30,000,000 donation to PF.

    • This is the big problem in Zambia. Vice president, lands minister, chief justice, speaker erecting illegal structures. And you expect an ordinary citizen to have planning permission before he can start building?

What you chaps are forgetting is protecting the forest is about pushing for legislation that will protect forest through wanton cutting of trees and illegal bush fire starting. If you have entered Zambian airspace from any angle, you must have sees multiple charcoal sites with bellowing smoke. This is evidently absent in all our neighboring countries.
      Ask William Harrington to push government to revive bakapenda mabula under forestry department and not checking who has approved plans or not. I am sure his ramshackle at his farm has no building permit.

Show one person who can anand the kind of wealth HH has amassed without cutting deals, taking advantage of the system (ZPA), tribal influence (Mazoka and Anglo American nexus and appointment of freebies earning boards), stolen animals (Zambia Railways ) , Zambezi sun (recommendation to give entire Zambezi river front on Victoria Falls to one group which he is appointed chairman of, illicit flesh trade (Maureen ).

  9. The fight by Mr. Harrington is good and need the support of every meaningful Zambian. But he is leading nowhere considering the people who got land there including the Head of the Judiciary herself.

  10. Most probably Harrigton was fishing in a wrong river. Forest 27 falls either under the jurisdiction of Chongwe Planning Authority or Lusaka Province Planning Authority.

  11. Bungwe – Sounds very dull. The fact is Harrington has enough food even to feed you and your family if he wanted. But what he is doing is a matter of patriotism. You think if you brought ba kapendamubula they will control Lungu and his cohort of thieves. In fact bakapendamubula are already there in the forestry department, the only power they have is to control charcoal burners. Can they control Jean Kapata & Lungu? Kolwe iwe.
    The laws are already there we don’t need any new laws. If the law that stops them from sharing land in forest reserve and constructing buildings without plans was broken, what will bakapendamabula stop?

  14. @bungwe, are you of sober mind? i will avoid commenting on your class of language because we all have our faults..but to the point you thought u raised, u want Mr William to push for legislation to protect forests, in-case you are not aware for some crazy reason, those already exist, did that stop this bunch of mentality delinquent nincompoops from chopping up area 27???

  15. When our forests are destroyed that is the beginning of hunger in our country. No forest no rain no food. See Tanzania they respect their forest like anything. Some Tanzanian come to do chitemene in Zambia where the government is weak. Please protect the forests and let every well meaning Zambian not politicise this.
