The Communications Authority of Zambia (CAZ) has warned that mobile service providers which would fail to improve on the quality of service to customers in the next three months may have their licenses revoked.
CAZ Acting Chief Executive Officer, Richard Mwanza, said revoking the licenses would be a drastic measure which the authority would not hesitate to take if mobile service providers failed to improve the quality of services offered to their customer.
Mr. Mwanza said this in an interview with ZANIS in Livingstone today.
He expressed disappointment with the quality of service offered by mobile service providers to their customers countrywide saying customers were being denied the right to get value for their money.
Mr. Mwanza bemoaned the increased number of calls being dropped without warning while customers were being charged even for unsuccessful calls.
He noted that customers were paying for each call that was made and subsequently dropped without any room for compensation.
He has since advised mobile service providers to increase their network uptake to enable them satisfy customer requirements.
Earlier, Mr. Mwanza officially opened a Human Resource and Performance Improvement workshop organized by CAZ and the International Telecommunications Union (ITU) at Zambezi Sun hotel in Livingstone today.
He called for increased productivity, efficiency and investment in the telecommunications sector despite available resources being scarce.
He added that this was the only way the sector could contribute to the development process of the country.
He further observed that infrastructure alone was not sufficient for economic growth, adding that human and capital resources were also needed for greater benefits to be derived from the telecommunications sector.
Mr. Mwanza said the workshop provided a good platform for mobile service regulators and operators to formulate better ways of making productive use of people through analyzing and evaluating rather than guessing.

Mobile service providers providing sub standard services are actually stealing in broad daylight.
Yes i agree that there is a strong need to improve the standards of our mobile service providers in zambia. For example when celtel was sold a lot of us hoped things will improve but is actually the opposite just to call from europe to zambia is now an uphill battle and i cant remember when i last had a sms delivered successfully to zambia. So i totally agree with this suggestion
I
I hope the suggestion will be implemented. Saying the right things is not enough. Right thoughts followed by right words and right actions is the way to success. Unfortunately, we Zambians are very poor implementors, but can spend alot of time talking and commenting on anything and everything until the much needed energy for implementation is used up.
5th! Read between the lines, zain must remove that connection fee thing. Thats straight stealing.
This is politics, you don’t need to speak through the press.
Meet with the service providers or the law makers and solve the problem.
Grow up and stop whining you are the chief for God’s sake.
#6 Mr Mweene
Which statement(s) do you think i have missed the point in my contributions at #2 & #5
what happened with ma comment ba LT does this mean we are not supposed to express ourself on how we feel not getting in touch with our families..come on these people should improve their services aight and this aint no joke they gata do it
I cant even text ma family Celtel was the best wats wrong with this Zain thing they just have to do dat or else they gone get their licenses revoked and dat should be implemented….should it take revocation of licenses to improve services come this is a world of technology ya just gata improve the services…and this is happening mainly coz there isnt enough competition in the communication market dat one reason why they are so reluctant to improve their services..look at the states there are so many mobile services if ya offer is wack 4get it ya aint gona see no customer..improve ya services aight not coz ya licenses is gona be revocked do it for the people
you revoke licences any way,caz has worse laws which leads to poor performance, you refused to have vodacom.shame to caz.
International traffic switch mustbe liberalised zamtel has failed to run the switch and caz does nothing about it dissipite the many complaints which has made it impossible for communication outside zed.
Do you guyz sleep? what is latest in kachibiya?
# 13 remember that ziko ino ili na ma time differences so when you sleep others are just waking up
I think Zain is the main culprit
kanchibiya 98 % PF 1.8% MMD 0.2 % UPND
#15, It has just been confirmed on radio phoenix news, out of the 32 ballot boxes counted (two or so remaining), PF has over 4300 votes, MMD over 1300 votes, UPND only 52 votes. 500 votes to some party i have forgotten.
what’s wrong with zambia?Things are really bad.I can’t send smc home.
We are living in the world of technology. Can u please find new investors in the country. Those arabs lack knowledge of running a company.we know they have money but nothing they can offer about new technology.Too bad celtel was bought by these people.
Threatens, ok, so what?…….why not revoke and then inform us………
Its good that finally CAZ has issued a strong statement against these so called mobile companies. Indeed its frastrating to even use their services. If you are trying to call Zambia from abroad, its very hard to go through even in emergency cases and you really wonder if these companies really do there work. These people are actually stealing from people due to their poorest services. The charges are so high despite their poor services, I think it also good for the to review their charge, they are really high.
in terms of performance, Zain is Wack! in technology terms CelZ is the worse! Zamtel has the equipment which mtn & Zain uses. despite that, they turn out to be the fast growing networks. so, celz must be dealt with. u cnt send an sms on celz to another country. u can send using zain or mtn. no internet on celz, internet on zain & mtn. We can all see that the celz management is pretty wack and so poli-tic-al. too many tics in the company! we need serious and educated pipo to run these companies & their departments. Ok, but its cheap kwati…..
Especialy Zain the Pain
Yes! Finally caz has woken up! zain is not up to standards. This is not politics..they are stealing! I hav told my wife to go MTN and hey! We hav instant sms no dropped calls, swift GPRS. Zayini’ as the tongas call it must go!
Alice pliz contact me at [email protected] its better en cheapr than 4on! Pf has won the kanchibaya seat! Pa bwato bane!
pf has won in kanchibiya imagine guys 102for pf against 15 for mmd ni pa bwato fyeeeeeee!!!!
CAZ shud nt even waste time to warn these pipo..why hav they refused to gve a licence to a quality network like VODACOM,we use ths vodacom netwok wen we travel and we js wnda why thy are bein blocked to cum to our country..Celtel aka Zain wil neva improve their services believe me,iv bn inside that Organisation, thy are nt proactive bt reactive..please CAZ if ur reading ths wthdraw tht court case against Vodacom and let them start operating.
Am giving away my Zain USB edge who wants it free? it is worth 1 meter? Am getting the MTN one am told it is better.
Where has CAZ been all this time?
Why are these guys not allowing VODACOM to come to zambia?
Revoking the licenses wont solve the problems and I do not think CAZ can do it. Mobile operators should be encouraged to buy state of the art trouble shooting tools and equipment. All those dropped calls will be a thing of the past
caz do not be loud act even atificial teeth can tear
I didnt know Celtel was sold out. Its hard nowadays to phone my family back home. I have to keep trying for hours before i manage to be thru.
where has CAZ been all this time? We have been complaining for a long time and these guys(CAZ) have not responded. This move is long overdue. i’m equally dissappointed with the so called “CONSUMMER PROTECTION COMMISSION” for not protecting us. It should not take workshops for you to make such pronouncements. May be ZAIN sibamichekelako. We have evidence that Celtel used to bribe cabinet Ministers and CAZ officials to protect it from competitors. Shame to CAZ and Government. We strongly wonder who you serve! WE WANT ACTION NOW!
Vodacom wanted to come into Zambia but because of your Mwanawansa “legacy” we are stuck with crooks pretending to be investors. I m sure we could have had very good service by now if our politicians did not block the Vodacom deal!
You are astaunch MMD, you dont just want people to talk to the media, why are you jelousy,?, you are fearing PF.
zamtel,s cellz is the worst…IN ZAMTEL EDUCATED AND WELL KNOWLEDGED YOUNG MEN ARE BEING SIDELINED FOR OLD PEOPLE WITH BASIC QUALIFICATIONS….WHAT A SHAME..NO WONDER MANY YOUNG MEN AND WOMEN WITH TECHNICAL KNOW HOW HAVE LEFT THE COMPANY FOR GREENER PASTURES.
MOST OF THEIR AREA MANAGERS HAVE BASIC CERTIFICATES …YOU JUST HAVE TO ATTEND ONE OF THEIR MEETINGS TO REALIZE HOW INCAPABLE THEY ARE…ITS ALL ABOUT ALLOWANCES..WHAT SHAME..CAN SOME ONE OUT THERE WAKE UP AND SAVE ZAMTEL….MAY BE UBWATOOOOOOOOOOOOOOOO ..PF….PF
CAZ is useless and very toothless.they might as well just shut up.
My ZAIN USB is only 800pin. I can even set it up for you for MTN if you want.
PF is leading Kanchibiya.
Bane twebeniko uko ku Kachibiya cili shani? Did Pipo see chimphuno or chiboat chambe?
These Kuwait guys their network ni malambishi,I thought maybe my phone was cheap thats why could not get or make calls inside my house but found out that its poor network problem with the service provider.
Please Richard – In your dreams. Zambian’s cannot outsmart these multinationals.
ba CAZ just open up the internatinal Gate Way
Kwamene uko navi ma company vanu! In other countries, mobile communication is next to free with proper service. Pa Zed nivo dula koma service is woyo.
Stanyoko mpaka pa Friday, okay?
This is not the first time CAZ is making this statement. They should seriously take up this issue with the mobile service providers not leaving out TEL Z the landline prepaid phone run by Zamtel which probably is the worst in the world.
It is ridiculous to hope for perfect telecomms services in a country like Zambia whose people only sit and complain about how bad things are or how the past was better. Lets face people, we are a population that has to depend on countries like SA even for our vegetables. Are we ever going to do anything for ourselves?……..Let anyone who has done anything positive to helping the development of telecomms in this country throw the first stone people……..
Ladies & Gentlemen on this blog, dont cheat yourselves by claiming that you are abroad.the flags you get on your comments replesents where your ISP is e.g if you are in Zambia and you subscribe your internet from USA,the LT servers will pick your ISP base in USA
so mwilatubepa kwati muli kumangalande nelyo mwikala mukomboni mu zambia
#47. You are a brainwashed piece of junk. So you think living in Italy makes you better. If you really knew it, educated Zambians can make better money at home than working as waiters in foreign countries. No wonder you ran away. Actually I just came with this computer and it doesn’t want to change settings to Zambia.
imwe bantu nichai kusaganiza lets reomve this chi boma from office no wonder vi ma GATE WAY kupaka.vivw HHHHHHHHHHHHHHHHHHHHHHHHHHHHH
Abapamano ni mwe mwalanda boss. Now it makes sense because some of these kaponya’s are just around the corner but they come out big like they are in Europe or wherever.Ata se ba mumbwe aba. Now boss can you high light us on the thumbs the green and the red ones. We want to know what they mean
# 48 ba mikita boss tefyo? you one of the kaponya’s masquarading like you are kumangalande. Dont blame the computer your secret is out . Kapoli iwe
CAZ why even warn the mobile service providers just act if you are seriouse with your job. you just say things zambians good at talking not action thats why we will not develop.
We just need to survive all this. Like many services at zed, they want yr money and when they get it they start being impossible to you the customer.
Are we wining in kanchibiya? i mean pa bwato? MMD abash!
why are cell fones to Zambia almost impossible to get thru from Joburg. CAZ needs to look at this. Sms dont go calls dont go thru, kanshi what is theproblem pa Zed
This chi Zain thing needs serious competitors that why we must allow other players to come on board to much monopoly, poor service, expesive and many more.CAZ is not doing its job.let the boss at CHAZ be fired minister of communication should also be fired.VIVA oposition,pf upnd
zain should cater for da poor and introd mobl for low
I will be watching you CAZ chief to see wether you stand true to your word or you are just politikn. We know you chaps how you behave talk to much but once a politician tells you to shut up mwaingila na pachani.
#50. So you prefer to face Xenophobia than to be at home. Now I understand why we have these problems. #47 they call you niga there.
I think the biggest problem is that these same govt. officials have an interest in these mobile service providers. I just wish some of these guys could be banned. We are having a lot of difficulties getting thru. “Cetel” numbers. They need to do something about it.
Honestly does this acting someone even know what hez saying.
the powers that run this country wouldnt let the investments of MTN, Zain or even CellZ go just like that. There is a reason why they have lasted this long.
CAZ is main funded comes from these Companies, so hez basically pissin where he sleeps!
Some 1 tell me.whats the average age on this blog? I dont know of a pipo that dont believe in their country like the ones on this blog. Good riddance your crap is offshore motherfathers!
ZAIN is one of the mobile service providers who should have their licence revolked. Their services have become so terrible that a number of users are now switching to other providers. Shame on you ZAIN.
we want the presidential one
Zain is doing a bad job , they should think twice about their Service. i am on two networks Cell Z,. is crystal clear and reasonably rated.
Meanwhile Private operators in Zambia must route their international calls through the government-owned Zambia Telecommunication Company (Zamtel), which owns and operate the international gateway. However, Zain Zambia and MTN issued a joint statement recently claiming that Zamtel’s gateway is experiencing increased failures on international calls.
THE PROBLEM IS AS USUAL WITH THE ZAMBIAN GOVERNMENT
SATA SAID IT REMEMBER,OUR COMMERCE MINISTER IS CORRUPT.BRING VODACOM U MMD THIEVES.PABWATOOOOOOOOOOOOOOOOOOOOOFYE
You are very right CAZ,Please do as you have said these people are making good money but they are failing to deliver the services that we people of Zambia deserve.I have been trying to get in touch with my people back home unfortunately all my efforts are in vain because of the poor services these people are offering Zambia.

Zamtel land line is out dated. da management has gone 2 sleep.please wake up and stop charging pipo 4 da services not rendered.
CAZ sort out the international gateway first. Ati national security, national securitiiiiiy for what. Ask UK, US, SA Botswana or even Namibia how they safe guard that. Do you really have professionals???????????
JUST DEAL WITH THE INTL GATEWAY!! ZAMTEL HAS FAILED US> Let them finish their optic fibre network then consider them. In the interim LIBERALISE.
HOW IS THE HEAT IN KANCHIBIYA????
wise way to save customers, only wish ERB would do the same to ZESCO bcoz ZESCO is also stealing in broad day light by charging fixed customers for what they havent used
Zain shares have been falling like under the influence of gravity….it all boils down to the poor service they are giving customers. Investors have no confidence in them. Sell yous shares if you have…things gonna get worse!!!! I have warned you. Zain Informer.
How can CAZ issue such a statement when last weekend they were attending a seminar all of them rigged out in zain tshirts, caps and carryin zain bags!!! they are just issuing statements for show when their pockets have been well greased. how many times are they goin to issue these tooth less statements????
Yes that is how things are supposed to be. These mobile service providers are supposed to improve, talking esspecially with the ZAIN NETWORK, please listen to as. Make us value our money by making value of your services.
Improve mwee, mwachilamo, better you are stopped from operating than eating our money . You are sucking. Wish you all the best as you plan to improve.
On 1st November Zain becomes Vain
#75 that cracked me up hahahaha
CAZ are good at isssuing press statements, having workshops, seminars, but poor at implementing what they discuss in these workshops, pipo do not be cheated they will not revoke the licences.
Communication authority gets license fees from these companies of which they pay themselves lavishly; do you think they bite the figures that feed them? Stop playing to the gallery; is it because of the boat that is anti regulatory bodies? How many times have customer complained about these mobile service providers? Spare us the moment please.
ZAIN AND MTN HAVE BEEN ISSUING JOINT STATEMENTS THROUGH THE PRESS PUTTING THE BLAME ON ZAMTEL RUN GATEWAY. YOU CAN’T REALLY BLAME THEM. THE ROOT OF THE PROBLEM IS THE GOVT. RUN ZAMTEL
wht has got the gateway got to do with the dropping pf local calls? common guys
Shame!toothless bulldog
Pabwato zebige
What is the latest on Kachibiya?
Yes plse revoke now coz the mobile service providers e.g zaini, they are useless, its hard to get phone from abroad
CAZ should first liberalise the gateway and allow Zain and MTN to have their own gateways. Security is no longer an excuse.
How can a developing country like ours have one gateway? That is sheer nonsense!
CAZ should be ashamed of themselves cause they are to blame for the mess Zain, MTN and Cell Z are in right now. CAZ took away the much needed GSM spectrum (capacity) from all 3 networks to create capacity for ‘Kavindele’s Vodacom’ a deal which we all know stank corruption from the word go.
CAZ should just shut up and help the service providers improve instead of threatening them. Threats are so backward and primitve.
Zain is the most useless of all mobile service providers. They must improve or they go back where they came from. They have become big headed so fast and no wonder the CEO has resigned. He is feeling the heat.
makamaka zain !!!shut them up bakawalala!!
Iwe Ka 18, you are probably one of those useless Zambians living as illegal immigrants out there happy to be used as “shinda paper” but saying a lot of nonsense about your country. Come back home and be proudly Zambian makaka

Three months for what? Take action now!! They can improve now coz of the warning and fear of loossing out then go back to the same old rot. You seldom go through especially on ZAIN of calling out side Zed. Ridiculous.
Bapya bankusa.Come 30th October we will wire the big nose and send the young tuck to college of politics to learn more before he can come on the scene.VIVA pa Bwatoooooooooo
Let CAZ just grab the Licence we are not benefiring from their internal gateway fees.Internaltion calls are too expensive in Zambia, Its not the first time CAZ is issuing those threats, what are they doing with MUVI TV, which is everyday stealing poor pipo’s money with those quiz without disclosing the cost of those sms.
CAZ should be seen to have teeth, not just back.
#87 you speak with knowledge and authority.GRZ must update their policies instead of bleming others.zambians are losing money through these shaby services.expensive and advanced sets mean nothing, you just send and recieve just like any boby else. other special fitures are non existance. at this age? shame.

Wait a minute ladies and Gentlemen, is there no provision to sue these service providers in individual capacities as customers? These are cases where a Lawyer can make a name for him/herself.After all even the Judge will be an interested party.
To Zain Zambia Plc. All eyes are on you cause you have deliver what you promise. We are behind you with your innovative services. All those who have something ill to say are merely illeterate, they dont know what it takes to run such a big successful operation. You have given the other two operators a good chase for their money. VIVA ZAIN ZAMBIA.
MTN and CellZ,its about time you pulled up your socks. If ZAIN leaves there wont be CellZ or MTN, you are pathetic excuses for a mobile network.
Ba pokeni cabe more espercialy Ci Zain no quality.
was disappointed with td jakes how can he be scared of a disease pipo carefull these big shots are after backs and are fake
International calls are not caused by Zain, MTN or CellZ. Zamtel has just installed a new switch and works are going on to move all the traffic from the old switch. Some of you may have noticed some small improvements already.
When you complain about poor quality of services sight specific cases that can be channeled to the operators for them to improve. Generalisation just creates panic and is not constractive.
Call Zain/MTN/CellZ customer care and log your cases, they will be addressed. Complaining generally to a wrong audience will not improve the service quality.
Let us be champions of positive change.
