UPND vows to go on with their public rally, but Home Affairs advise against the idea

The United Party for National Development(UPND) has vowed to go ahead with a public rally scheduled for Sunday in Lusaka’s Kabwata area.

This is despite police refusing to issue a permit for the event.

UPND Deputy Spokesperson Cornelius Mweetwa says the party will go ahead with the rally because the police have not given any reasonable justification for refusing to give them a permit.

But Inspector General of police Stella Libongani says police has already given enough grounds on why they did not give the permit to the UPND.

She says she supports the stance taken by Lusaka division Commissioner Joyce Kasosa on the denial of the permit to the UPND.

Meanwhile the UPND has given the Zambia police service a forty eight hour ultimatum in which to apologize for allegedly brandishing it to the general public as a violent party failure to which it will seek legal redress.

The UPND deputy spokesperson says the party will proceed with legal redress if the apology is not received from the police within two days.

But Inspector General of police Stella Libongani says she will only react to the ultimatum after it has been served to her by the UPND.

And the Ministry of Home Affairs has said that, in view of Police in Lusaka denying the UPND notice to hold its planned rally in Kabwata on grounds that the opposition political party cannot be trusted to hold a violent-free rally, UPND should go by what police have advised.

In a statement to the media, Home Affairs spoeksperson said that the Ministry is aware that the Lusaka Division Police Commissioner Ms Joyce Kasosa has invited the UPND for dialogue over this development and as Home Affairs, they encourage this move.

” We therefore encourage the UPND to respond positively and dialogue with police and come up with an amicable solution,” the statement said.

“If UPND go ahead with their planned rally with or without Police approval in kabwata this Sunday, they will be breaking the law as they will be conducting themselves in a manner likely to cause a breach of the peace.”

” After being informed not to go ahead, they will have themselves to blame for the consequences of their acts and they should not claim that they were not forewarned, ”

” We therefore implore UPND to dialogue with police unlike taking a confrontational approach towards the issue as police are not willing to be at variance with UPND but instead promote a spirit of dialogue as stakeholders, ” concluded the statement

  1. Sad!!! I think Police should be neutral in all decision making. Unless they can prove it that this rally would result in bloodshed, then its justifiable. However, if this is coming from SATA…NA then the Police should think twice. This is why Policemen are fired whenever new government take over, otherwise they really really need to read the law-understand it-interprete and know when to use it.

    • Do you need any justification when they publicly stoned a policeman last week with no public apology from UPND ranks. I think opposition parties should not be denied public meetings but when they seek provocation to incite publicity then really that defeats the object.

    • Mature, if Joyce Kasosa allows these lunatics to go and get beaten in Kabwata, the police will be blamed. Believe it or not in Kabwata the UPND will be whipped by the masses. They have no presence in this contituency and the rally is born out of malice as they are trying to provoke PF to fire Lubinda. Is this really a good reason to hold a rally? If they go on without a permit, Kabwata PF and all lumpens should just give them a good thrushing and police should not rescue them at all! ATASE FYOLA!

  17. Who gave the Police the right or powers to issue permits?. Which law gives them this power of whether to accept or deny a rally to a political rally?. The law is very clear.Notify them before the event takes place not get permission from them. How many police permits did SATA get when he was in opposition?. He only notified them and went ahead to hold the rally.So why is he twisting the arms of the law to suit himself?.UPND go ahead,let history be written that you fought for our right to free asembly.One day SATA will answer for his crimes,together with his cheap commissioners.

  18. @ Kwekwe & Mature. I couldn’t agree with you more! UPND were invited to meet with the ZP to discuss the way forward but have decided to ignore the call for dialogue. As usual our youths will be used to further some selfish politicians agendas, who will not even be in the frontline should violence erupt.

  19. If I were PF, I would prevail on the authourities to allow opposition parties to hold their rallies. It is easier to deal with what appears to me as wholesale rejection of PF and its policies in bite-size portions .The continous suppression of the opposition is unsustainable in the long term. Inevitably, the opposition will get their chance to have a rally and given the number of times they have been obstructed by unconstitutional use of state machinery, I imagine they will have record breaking numbers . The PF’s continous suppression of the opposition is very poor political strategy. I’m reminded of Dr Kaunda’s insistence that Zambians wanted a one party state and how it gave birth to the MMD – warts and all. PF if you have ears to hear.. listen

  20. 90% contributors on this blog do not understand why it is difficult for the police to trust UPND. UPND has a long standing history of violence remember the Mumbwe saga, Livingstone, lusaka, eastern province and not forgetting the death of a innocent man axed to death. Also during bye elections. My undes=rstanding is that UPND should brand itsel as a peaceful and caring party. Secondary, those who are comparing USA or Britain to Zambia is like poking your eyes with a steel bar.

    • PF has a long history of violent compared to UPND. I have been a PF member and i know the chaps very well. UPND is a peaceful party though they lack leadership..

  22. I have been in SA for 30 yrs. Never have I seen party leaders like Buthelezi or Bantu Holomisa organize the so called shanty township rallies except during election campaigns. People have time for everything in Zambia. Why cant UPND organize such meetings throughout the country like Mansa and Solwezi where people are less pre-occupied?

  23. 31, Its one of the more crued crimes that even a bush product will defend. #31 to a politician you need to be smart, pragmatic and more importantly per attention to the rules of engagement. For sure Sata showed how an opposition should play with the ruling party. There were times when they he was frustrated by the MMD but applied the rules of engagement by sticking to the rule of law applying for permits long before. UPND want to hold a rally in Kabwata because they want to start campigning and if anyone says they will brutalised anyone. Paramilitary officers will meet them and there brutality will meet with the uniform of brutality

  24. THE REASON OF INFORMING THE POLICE IS TO HAVE SECURITY, THEREFORE IT IS NOT JUST A MATTER OF INFORMING THEM AND DO IT IN YOUR OWN WAY.
    UPND MUST BE AWARE THAT EVEN ASSASSINATIONS HAPPENS AT THE RALLYS MOSTLY. SO THEY NEED A SPECIAL SECURITY FROM THE POLICE. IT IS WELL KNOWN THAT IF ANYTHING HAPPENS THEY WILL STILL BLAME ZAMBIAN SECURITY AND THE POLICE.
    THEREFORE IT IS JUST LOGIC THAT THEY COMPLY WITH THE POLICE.
    UPND SENT A LETTER OF APOLOGY TO THE POLICE WHICH MEANS THAT THEY ARE GUILTY OF BEING VIOLENT.

    • That was one of Chilubas biggest mistakes. No country that truly wants to have a real democracy should have any link between church and state. Leaders are free to live their lives according to any moral code or religion they like and so should the citizenry of our nation.   29. With me I have NO problems for UNDP to hold the rally but Iam un comfortable for the rally to be held in Kabwata this time around.
    I am strongly convinced that the choice is done in bad faith under the guise of democratic right to to hold a rally at any place of the party’s choice.
    However that place has been chosen because of G Lubinda’s pending case. Believe me or not holding a rally in Kabwata between now and 23rd Feb would be highly provocative to the other named political party.
    Kabwata being a strong hold of Pf would definitely treat it as a contest. This doesn’t require a political scientist to predict this out come, so prevention is better than cure.

  32. What we should all remember is “Inclusion and not exclusion is the way a society advances.” To silence opposition is to end democracy. All that we have achieved as a nation is at risk when we start to treat those we disagree with as enemies. We all love our country dearly and it should be the common goal of a better society that we should promote. Transparency dictates that the reasons any group of people should not have the right to assemble because they are a threat to public peace and order be clearly outlined and addressed. It seems our police force is not acting with full disclosure if it all any of the vague claims made against UPND are valid. To ensure public trust we dutifully ask that our police force acts fairly with professionalism. It’ time to get to Work, Zambia is back
