
Government has announced that the tender for the installation of Closed Circuit Television (CCTV) cameras on the streets of Lusaka awarded to to Zhongxing Telecom Services (ZTE) of China has been terminated to pave way for the investigations.
Announcing the termination in a statement today, Home Affairs Minister, Edgar Lungu said that he has communicated to the Anti-Corruption Commission (ACC), the Auditor General and the Ministry of Justice to scrutinise the contract following allegations of single-sourcing the contractor.
The contract involving ZTE and the Ministry of Home Affairs was for the Public Security Safety Network Phase III project also called the Safe City Project.
Mr Lungu said the contract termination follows mounting allegations of non-compliance to standard regulations in the manner it was awarded.
Mr Lungu said that following the allegations of failure to comply with the procurement regulations, requirements and processes, Government had decided to terminate the contract.
“The Ministry of Home Affairs wishes to inform the public that in view of the various allegations made in the manner in which the Ministry entered into a contract on the Safe City Project, the manner in which the contract for the Phase III Project was awarded to ZTE by the Ministry of Home Affairs be referred to the ACC and the Auditor General for thorough investigations,” he said.
Glad to hear this.This is in the best interest of the nation.May the culprits, if any dance to the tune of the law.
Why put all that money on cameras and not education or health care? What manpower is going to be monitoring those cameras?
I wouldn’t even invest this money in Health or Education because I do not believe these to be the best at the moment. I would instead invest this money in a project that would yield a profit for Zambia and also create jobs. This is how my mind works. I believe the education levels in Zambia are adequate though not excellent. The only way I would invest in Education, would be for research and development type of ventures in something promising and something that will yield results in the not too distant future. The biggest failure of Zambia and other poor countries is the failure of imagination and creativity. When the time is right I will come back to Zambia and show the nation what I mean. Good luck!!

This is a government that can’t even supply water to its toilets at Mulungushi house trying to go first world without sorting out the basics. $210million is a heap of money in any economy and can’t just be spent so carelessly on less important ventures. Here’s what I can do with this money:
1. Build a totally new airport in Solwezi or Ndola, or
2. Upgrade Lusaka’s KK international airport to Johannesburg’s OR Tambo standard, or
3. Address ALLstudent accommodation problems at CBU, UNZA and Evelyn Hone College AT ONCE, or
4. Build three new 200 bed hospitals, or
5. Build 8 new high schools, each with 1000 students, or
6. Build 30 new rural health centers, each with a casualty and maternity ward, or
7. Constructed a totally new 200km road anywhere in this countryTHANKS TO AN…

As much as I do not support this Government, I have to commend them for listening to reason and taking decisive action. The outcomes of recent bye-elections is also an indication of the strength and independence of critical institutions such as the Judiciary and Electoral Commission. Its not a perfect system and has a lot more room for improvement BUT it is doing its part in keeping the PF Government on its toes.
