Home Affairs Minister Edgar Lungu has defended the deployment of Police officers around Paramount Chief Chitimukulu’s palace as an operational instruction from the higher authority.

Mr Lungu says has since appealed to the Bemba Traditional Council not to feel intimidated with the presence of Police officers in the area.

He has told Q-News that the deployment of Police officers to the area which has raised suspicions means no harm.

Mr. Lungu said that the presence of the Police should assure the residents in the area of total security as it an operational instruction.

Mr. Lungu added that the presence of Police Officers in the area should also reassure the Bemba traditional Council of safety measures in case anything arises.

He stated that the Bemba Traditional Council should get back to their daily activities without worrying as the Police are there to protect and secure them.

And the Church has said that there is no reason for the Government and the Bemba Tradition Council Royal to be at logger heads with each other.

Evangelical Fellowship of Zambia Executive Director, Pukuta Mwanza said that the issue at hand is a matter that can be resolved through dialogue over at a round table despite traditional leaders having reputation of enjoying a particular level of autonomy.

Reverent Mwanza said that it would be imperative to synchronize the interest of government and the concerns of the Bemba traditional leadership.

He called on government to facilitate talks with the Bemba Traditional Council and resolve any misunderstandings.

Reverend Mwanza said that there is need for harmony to prevail between government and traditional leaders.

Reverent Mwanza has since implored government through the Chiefs and Traditional Affairs Minister to facilitate serious dialogue with the Bemba Royal Establishment.

    • Operational instruction from the higher authority indeed for a clique that has been declared a threat to the nation.

Lawyers have a way with words!

    • Lungu of course the president makes the ruling on such parallel small misunderstanding trust mr sata
He knows what he is doing

He is our beloved president adored by million and million of Zambians
No one is as experienced as mr sata

    • So Edgar Lungu acknowledges that there is interference by the Executive in the police force.Powers of the ‘higher authority’ need to be stripped. The Zambian people did not vote PF in power to start intimidating our chiefs, insulting our traditions and polarizing the society…We need the youth to arise and lead our nation back to civility. These Freedom fighters are taking our nation backwards.Viva Chitimukulu,Viva the Bemba people abash Sata, abash Kabimba, abash PF

    • Anyone got an idea what the Bembas and their Bashilubemba’s options are after their Chitimukulu elect is dethroned and arrested and eventually jailed for impersonation?

    • This is a lame excuse. Those people were not at war with anyone for the state to feel that they needed protection. Why do politicians always think that the public are like kindergarten kids, who will not see through lies? Why have battalions not been deployed at other Chief’s palace, if it is indeed for protection? We are tired of lies. CRIMINALS!!!

  1. We need law and order, but we hope that there wont be any blood shade. Just send peharps only two police officers rather than 500
Where were the police when cadres were killing innocent people?

  2. If Edgar Lungu says something, then I start to trust and get some assurance. Not that “higher authority”, who like to insult ministers.

    • Playing with words. The Minister of Home Affairs reports and receives instructions from the Republican President. Why not just say H.E President Sata has issued an executive order?

  3. light and darkness not meeting is normal but this is a case of darkness refusing to meet with darker darkness! intriguing may l say!

  4. It is so perplexing to see that within a short period of time PF has deployed over 500 policemen to surround the palace when the Police Force (PF) keeps saying there is no man power to man the opposition political rallies. This is so disgusting and it is very clear Stella Libonking and Jere are now PF cadres and not in their positions to serve the nation. Shame on these two morons who have no (will never have) integrity and morals.

  5. The major question here is who should choose the Chitimukulu and what is the purpose of deploying police officers where no war is being fought ? Is the Chitimukulu chosen by the president or the President is just there to approve the choice which has been made by the Royal Establishment Committee ? Furthermore, why dictating when the issue is very straightforward, what is the hidden agenda behind ? That’ s why African governments are very difficulty to trust because immediately one ascends to power, they feel they themselves are gods and they begin to behave like Supreme Leaders.

  6. In the first place, was the Chitimukulu palace in any danger such that Deployment of 500 police officers was inevitable? And who told you Lungu that the Chitimukulu area needed police officers?

  7. am sure the police are there to beat up the bembas traditional council members in-case they go ahead with the installation of their chief.

  8. Looks like we are turning Zambia into a police state. we are always told that our police service is understaffed, where have we found all these cops to send to the Bemba Palace? The other question that begs an answer is; what insecurity is there in a traditional set-up for govt to dispatch such a large number of cops? From the way things are going in this country, I think I’m inspired to study law! Who wants to join me?

  9. Mr. Lungu added that the presence of Police Officers in the area should also reassure the Bemba traditional Council of safety measures in case anything arises.

A Lungu, please find a better bufi. what kind of leaders are you people? You are too allergic to truth, that is the problem.

  10. There is no need to antagonize government and traditional leaders. Lack of adequate information about the situation on the ground is calling for the media to report accurately. The basis of disagreement between government and the traditional leaders over a succession suggests government interference rather than traditional rulers disrupting government operations. In short, some votes will lost, depending on how the standoff is resolved.

    • @Dodoma
but majority bembas are not reasonable, that is why sata is still commanding a loo…ooot of support from the bemba voting block. infact, majority of them are just thieves here where I am, gerabos

  11. Rupiah banda has deployed 500 armed police around chitimukulu…i wonder what bembas and Post would say about this issue.its a pity that we lack a paper of Post character to spread information to the majority.even this police isue at chit palace is only known by key board players many of whom are in diaspora.i think the Daily Nation needs financial suport to replace the once upon a time might Post.there is total media blackout pa zed.

  12. This President has a knack for turning the mundane and straight-forward into seriously complicated national issues…and for trivializing the seriously complicated! What was meant to be a routine selection of a chief using time-tested methods has suddenly become a national crisis, consuming all our energies and resources! Think of how much is being spent on fuel and allowances for the 500 cops just to obey this ‘operational’ instruction, money that could be better spent elsewhere. Worse, we don’t really know what is at the root of this unfortunate fandango.

  13. The bashilubemba has not asked for this protection as they say they don’t need it. Who is the protected one from this police presence if its not Sata for sole reason of blocking them and their already installed paramount chief access to his home. How do the police lock up your home and say we are protecting you while you spend time in a waiting place.

This is total being a criminal, that palace is a house and home for that chitimukulu and must be given respect.

  14. Lungu, are you talking to children? In the first place, was the Chitimukulu palace in any danger such that Deployment of 500 police officers was inevitable? And who told you Lungu that the Chitimukulu area needed police officers?

    • Ba Chikwanda for how long was an Easterner at the helm of MMD for you to accuse EP of tribal voting? Just accept what Chloroquin has stated. The Bembas vote their own full stop.

  15. Hon. Edgar Lungu should be told that his High Authority has over-stepped His limits. Lungu’s High Authority is on the path to commit political suicide.

This time around President Sata has created an environment where he cannot freely visit Kasama and Chinsali districts.

There is no basis for dialogue. President Sata is a human being who must admit to have blundered, and hence should just pluck-up some courage and apologise to the Bemba Chiefs.

  16. LT please get a multi-lingual person to do moderation. Some people are so uncivilized that they will take every opportunity to insult others. Your number 18 commentator who calls himself/herself ‘Chloroquin’ is one example. Such people are not supposed to be given such platforms. Bembas, just like any other tribe in Zambia do not deserve to be insulted this way. Let’s have social commentators of the calibre of Ndobo, St.Jude, Nostradamus, Mature, and many others capable of analyzing issues (even though we sometimes have divergent views). Characters such as ‘Chloroquin’ seem to have reasoning challenges and resort to insults to show their frustrations. Thank you.

  17. Another set of irrational, senseless reasons for the interference of a government into Traditional and Cultural matters. Still more senseless is the infuriating and kidding statement that the police in chitimukulu the area is to protect the BTC! How foolish! This govt talks like it were addressing imbeciles. The BTC has refused the way of Sata and Luo, but all of a sudden it (BTC) has to be protected by the very persons whose corrupt and crooked intentions it has refused to honor? This stupid gvt expects us to believe and accept such reasoning! From whom are the people and the BTC being protected? Lungu says people should feel secure because it is an”operational instruction”. what is this? Words fumbled together to form a senseless statement! just what is an operational instruction??

  18. What an awful thing, some one is not telling the truth. 500 police officers is exaggerated, the population of Chitimukulu village is less than 300 people. History repeats itself, the Lunda and Luvale in northwestern province were killing each other because of Anosh Chipwaya and his heartless group. Let us look at the genesis of this standard-off between Ba Sata and Ba Sosala. I Strongly believe that GBM is behind this.

  19. What safety, why now and all along? Others are killing themselves and there is no police not even one officer. Mwanya 2016 yakwa Nevers Mumba.

  20. The president and his side-kick, Luo, should just humble themselves and acknowledge the unchangeable reality that Sosala is the Chitimukulu of the Bemba people. All the Bemba people are happy with the choice bashi Lubemba has made. The unnecessary acrimony between these humble folk and the president is just working to expose the president and his minister as simply arrogant, unreasonable and daft people. Now will you kindly please leave bashi Lubemba alone to carry on their lives? You should be ashamed of yourself for flexing military muscles at innocent and unarmed people.

  21. Am sure this is the first time, this is happening in Zambia. Sata has is behaving as if he own zambian pipo. Jst wait and watch where this is going.

  22. Hon. Lungu is just playing Tribal Cousinship with Bena Lubemba. Remember Chibesa of Glorious Band song on Easterners: Samsung Ndovi, Motorola Phiri, Celtel Mwale, Tsunami Banda as ‘ubututu kuba ku Chipata’.

  23. The goodness about this whole issue is that there is one from the bemba people who is opposed to mr. Sosala to being installed as ChitiMukuklu except Mr Sata and Luo who I am told are not members of the royal family. I think the president has no mature advisers to stop this nonsense. As some one has rightly stated its very expensive to maintain 500 police officers when its most un necessary . sata power has really gotten to his head. you will reap what you sow Mr. president.

  24. Since the PF took over 2 years ago the phrase ‘from higher authority’ has become the PF ministers common language.
What Lungu is actually implying is that he does not support the deployment of troops to the chief’s palace as such but has to in order to keep his job. If he supported the move and felt it was necessary his statement would not have included ‘from higher authority’. In other countries Lungu would have opted to resign on moral grounds rather than betray his conscious. You know they are all in GRZ to eat..

  25. Sata must count himself lucky because these days, most Chiefs are Christians. If it were those days, they would have sent him akalumba in dry season during one of his rare public engagements. Lol

    • He meant the almighty omnipotent one the Great Ukwa, Butcher of Chawama, Impregnator of Sisters to Bishops, he of the 7 guns, Cleaner of train stations, Carrier of urine bags of Chitulika village which am reliably informed is currently missing its id.iot.

    • The guy comes from Chitulika Village, this explains all, His Brain CHALITULIKA!!!
His peeing, CHALITULIKA hence needs his URINE BAGS!!!! LOL!!!!!!!

  26. Good morning

This is a clearly misplaced operational instruction.

Even if they mean no harm, the mere presence of armed forces at the Chief’s palace just does’nt show reverence to the Chief or to the people that surround him. A more appropriate approach would be to set up a camp outside the vicinity of the palace.

In the midst of all misunderstandings or differences, I would expect the president to know that Bembas are good-natured and benevolent people with the ability to communicate their feelings/demands openly and honestly without complication.
At the heart of it all, full recognition and respect for the cultural structures of our people, based on their traditional morals and the dignity of their Chief is what is required from the government.

  27. Never in the history of Zambia has the chiefdom been under siege. This is the answer sceptics to Chanda Chimba’s pre-election warning have been waiting for. I repeat what I have said before, If this isn’t the ugly manifestIon of Sata’s heavy handed dictatorship, I don’t know what is ? Journalists work in fear, politicians are scared stiff of being locked up, cadre-ism and uncondenmed political killing are rife, presidential corruption on infrastructure projects at its highest, prices Millie meal, national quickly through the roof and general population’s silent resentment says it all. Reversal of this crisis is possible. Popular demonstration is part and parcel of democracy. Destruction has quick and intense this chimbwi-no-plan. He needs removal by any means possible!!

  28. Meant to say prices of Millie meal are high, national debt has quickly gone through the roof,. Sata’s destruction of the country morally, politically, socially and economic is so severe that that leaving him in office a little longer will take us decades of repair. Do we still have the Godwin Yorum Mumbas, the Edwarrd Jack Shamwanas, the Christon Tembos, the Simbas, the Bri. Gen Bizwayo Nkunikas, the Valentine Musakanyas, the maj Knight Mulengas in this world now that our democracy is not working under PF thugs?

  29. “He stated that the Bemba Traditional Council should get back to their daily activities without worrying as the Police are there to protect and secure them.” to protect them against who??? “Mr. Lungu added that the presence of Police Officers in the area should also reassure the Bemba traditional Council of safety measures in case anything arises”. Since when did the Bemba council need protection from the Govt.?Is there any past precedence?

  30. People have you noticed that traditional rulers actually have respect from the general populace that politicians? Nobody insults them. Can’t say the same for politicians. We need such leaders who can actually command respect.

  31. “Mr. Lungu added that the presence of Police Officers in the area should also reassure the Bemba traditional Council of safety measures in case anything arises.”
What do they mean, “in case anything arises?” The Bemba clan has been celebrating the appointments of their chiefs since time immemorial and never has “in case anything arises” been a source of concern because they have always conducted themselves in a mature manner as opposed to the case of the PF cadres who have been killing even among themselves, to me those are the ones that need heavy police presence not the respected palace.

  32. This is abuse of power, you cannot deploy 500 police officers to an area where there is no insecurity of any kind. The costs are colossal as each officer has to be catered for in terms of food, allowances, fuel and other incidentals. Is this expenditure necessary? And the number also makes your mind spin. 500? There is now a policing vaccum in the areas where these officers have been taken from.

  33. viva BTC we re behind you presidents come & go but chiefs ll remain forever, politicians stay away from chiefs installations becoz 2moro u wont be there, but chitimukulu ll continue bisa’s dont succeed chitimukulu

  34. At first it was the Barotse Royal Establishment and now the Bemba Traditional Council having serious conflicts with govt. What is really the problem; the chiefs or the Head of State? Its now alphabetical order type of intimidation-next is the Chewa Royal Establishment and so on. Eventually all chiefs will be involved to be against government and that is what will bring trouble in the country. We need to stop this now or never.

  35. Sata has no BALLS to arrest the Chitimukulu & he Knows it!!!!
Let him try it TODAY!!! He will probably spend or find himself hiding in ahole like Gaddafi did!!!!

  36. This is an illegal invasion of the bemba palace.. I have never voted for any presidental candidate apart frm Sata since 2006. This man is doing well on roads, taxation, but for this one he is losing my Vote! 2016 will RESPECT THE LUBEMBA.

  37. Ubu bufi ubwafitisha fititi! What and who is threatening bashiLubemba? Sata ofcourse! Naimwe ba Pukuta, stop beating about the bush. Just tell this Sata(n) to stop interfering in issues that do not concern him, Atase!
