Bishop Mambo maintains call for 50+1 %

Bishop Mambo has reiterated his earlier call on the National Constitution Conference (NCC) to consider implementing the 50+1 percent clause in its draft and final constitution with a view to enhancing transparency in the country’s electoral system.

Bishop Mambo says the NCC should not dilute some of the important recommendation that were made by the Zambian poeple in the Willa Mung’omba draft constitution if the new constitution is to stand the taste of time.

He told ZANIS in an interview in Lusaka today that there is need for the NCC delegates to ensure that the 50+1 percent is implemented in the new constitution in order to spell out electoral malpractices in the electoral system of the country and enhance confidence in the electorates.

Bishop Mambo, who is also Church of God former Regional Overseer, said that the NCC should work-out modalities that would ensure that the views and recommendations of the people in the Willa Mung’omba Draft constitution were respected and represented in the final constitution.

He said the 50+1 percent clause should not be ignored in both the draft and final constitution because the majority Zambians had supported the clause.

He however commended the NCC delegates for working tirelessly to ensure that the draft constitution was published in July this year.

Bishop Mambo also called on the NCC delegates to devote most of their time to working on the draft constitution in an effort to complete the process within the stipulated 12-month time frame.

Meanwhile, Bishop Mambo has supported calls from the cross-section of the society that the appointment of Ambassadors and High Commissioners should go through a process of ratification.

Bishop Mambo said there is need for government to support calls for the ratification of Ambassadors and High Commissioners in order to avoid shortcuts in appointing envoys in foreign embassies.

He further said that the ratification of Ambassadors and High Commissioners would also help in building transparency and accountability in the utilization of public resources in foreign embassies.

  1. Does anybody know where Godfrey Miyanda is and is doing now. Those of you who support him. Can you tell your man to be active and vocal on some of these issues. Why is he so quiet. And he expects Zambians to give him the presidency? Or should I just say this man is selfish and all he wants is to just get to State house

    Great stuff Mr Bishop Mambo. We need the recommendations of the Wila Mung’omba draft constitution in the NCC one and ulimately the final Zambian Republican Consitution.There is not need to play games like Tom and Jerry on the part of the current President RB Banda GRZ. Meanwhile, please consider the age limit of 65 yrs old for a Presidential Candidate, as this is the starting age of Senior Citizens, as maximum.Otherwise,remove the minimum one of 35 yrs old from the current one.

  4. 50%+1vote is a sheer waste of resources. Zambia will end up going for second round of voting. 50%+1 vote will never be attained in the first round because of a horde of people scrumbling to be presidents. This scrumble causes vote splits and so nullifyong the possibility of first round outright win.

    NCC delegates should think thrice about this matter. Mark my words…..

    “Advising these politicians sitting at the NCC is like trying to get milk out of a stone. It’s practically impossible because nobody at the NCC can sacrifice for the common good of all Zambians. There is nobody who is going to sit at the NCC and get nothing. They are there for money; they are there to fatten their bank accounts. The only answer is to suspend it completely and divert that K350 billion for development to solve cholera problems, repair roads and bridges and improve conditions of civil servants,” Sata said.

  10. 50%+1 eliminates presidential candidates playing “manyengwe” or “ukubuta” so that by the second round, only the top two with serious prospects remain standing. Look at last October’s election when spoiled votes counted more than Gen Miyanda’s.

  14. # 9 VCT I’m with you on this one my friend. To start with, the calls for 50+1 is based on the assumption that a president by the majority is better, that regionalism will be defeated and peace and harmony will be heralded and perhaps many other poorly disclosed reasons. But the practical situation in places with this requirement loudly says otherwise. This NCC is heavily laden by politicians and therefore considerations outside the political mindset are minimal. We are slowly making a constitution that will eat Zambia. Have you heard? 250 MPs coming!

  18. Seeing that most of you do not even know that it is: 50% +1 (and not 50+1%!) … i have my doubts. You do not debate what you even do not understand. %0% + 1 vote would be a waste of resources.
