Smart Zambia Pushes for Shift to Electronic Health Records

The Smart Zambia Institute is advancing efforts to eliminate paper-based patient files and transition to a fully digital health records system.

Smart Zambia National Coordinator Percy Chinyama said the country aims to ensure that patients no longer need to carry physical files between health facilities.

He explained that under the proposed system, patient records would be accessible electronically at any medical facility.

The transition is being implemented through the SmartCare Pro, which is being rolled out across health facilities nationwide.

Chief Technical Officer Kasali Musenge said digital records will improve treatment accuracy by allowing healthcare providers to access patient histories instantly.

She noted that the system enables doctors to retrieve medical records quickly and deliver appropriate care.

The move to electronic health records is expected to reduce the loss of files, enhance patient tracking, and support the use of health data in policy planning.

Meanwhile, Smart Zambia is also developing a national digital identity system aimed at improving access to public services, including taxation, insurance, and financial transactions.

Chinyama said the digital identity platform will be used not only for identification but also to access services and interact with government systems.

He added that the system will help authorities better identify and support different groups of citizens, improving the delivery of subsidies and social programmes.

Musenge said digital identity is a key component of Zambia’s digital transformation, as it enhances security in online transactions and reduces identity fraud.

She explained that secure digital identification will help build trust and enable more services to be delivered online.

Government plans to issue four million digital IDs by 2030 under the Digital Zambia Acceleration Project, which is supported by the World Bank to expand digital infrastructure and e-government services.

SME Ministry Engages Stakeholders on 24-Hour Economy Rollout

The Ministry of Small and Medium Enterprise Development has welcomed Cabinet’s decision to extend business and operating hours to a 24-hour cycle for businesses, markets, and bus stations, stating that the move is expected to promote job creation.

Permanent Secretary Subeta Mutelo said the ministry is engaging key stakeholders, including local authorities, market associations, bus station management, and security agencies, to establish a framework for smooth implementation.

She said the focus will be on ensuring the safety of traders and customers, improving lighting and sanitation in markets, and facilitating access to affordable credit for small businesses to support extended operations.

Mutelo noted that the policy is seen as a tool to boost economic activity and support micro, small, and medium enterprises (MSMEs).

She explained that extended business hours could allow small retailers to serve both daytime and nighttime customers, potentially increasing income and supporting sustainability.

Mutelo said the 24-hour economy is expected to contribute to economic growth, employment, and improved service delivery, while enabling MSMEs to expand their market reach beyond traditional operating hours.

She added that the initiative could enhance competitiveness by aligning Zambia’s business environment with global trends, improving efficiency in supply chains, logistics, and delivery systems.

Mutelo further stated that maximising the use of markets, bus stations, and industrial facilities throughout the day and night would help increase returns on infrastructure investments and improve service delivery.

She said the ministry remains committed to ensuring that the policy is implemented in a safe and supportive manner for entrepreneurs.

Mutelo also called on small business owners to prepare for the changes and take advantage of the opportunities presented, adding that the ministry will provide support and guidance to help MSMEs benefit from the initiative.

Police arrest 259 more in Kalumbila mob killing

Police have arrested 259 additional suspects in connection with the killing of a woman in Kalumbila District, widening a high-pressure investigation that has now placed 276 people in custody over one of the most serious mob attacks recorded in recent months.

The arrests followed a coordinated overnight operation across Kisasa and surrounding areas, where officers moved in large numbers to identify and detain individuals believed to have taken part in the assault or contributed to the violence. The sweep, which began late Monday and extended into early Tuesday, was carried out by teams drawn from North-Western Province and reinforced by units from the Copperbelt.

The victim, Eneless Kamutumbe, 46, was attacked in a public setting while on a business trip after being accused of involvement in claims that circulated within the community. The allegations triggered a rapid escalation, drawing a crowd that turned violent within a short period and carried out a sustained assault.

Of the 259 suspects arrested in the latest operation, 163 are male and 96 female, with 50 identified as juveniles. Among those detained is a woman captured in widely shared video footage wearing a zebra-print dress, who was later tracked to Mwinilunga after leaving the area following the incident.

Police have begun a detailed screening process to establish individual roles in the attack, separating those directly involved from those present at the scene. Preliminary charges under consideration include murder, riotous behaviour, malicious damage to property and assault on police officers. Investigators are also examining whether there were individuals who incited or coordinated the attack, a line of inquiry that could extend the scope of the case beyond those physically present.

ERB Approves Energy Investments Worth Over K1.1 Billion

The Energy Regulation Board (ERB) has approved 24 licenses, seven construction permits, and other authorisations, representing an investment pledge exceeding K1.1 billion.

The approvals are aimed at improving energy service delivery across the country.

ERB Public Relations Manager Namukolo Kasumpa said the developments reflect continued investor confidence and highlight the effectiveness of the board’s regulatory framework in supporting compliant and sustainable energy investments.

She explained that among the approved licenses are nine for the manufacture, supply, installation, and maintenance of renewable energy equipment.

Kasumpa added that the ERB has also licensed 80 petroleum fuel tankers to strengthen the supply chain and enhance national distribution capacity.

She further stated that seven construction permits for retail service stations were approved, along with the commissioning of four service stations.

In addition, the board approved 73 Liquefied Petroleum Gas (LPG) retail kiosks and one LPG storage facility to increase access to LPG across the country.

‎Daka has arrived in Lusaka as Chipolopolo regrouped to get ready for the Argentina friendly match.

‎He arrived in the country on Tuesday alongside newly called-up Chipolopolo striker Chanka Zimba and Austria-based striker Kingston Mutandwa via the Kenneth Kaunda International Airport.

‎Speaking to the media, Daka said Zambia has an opportunity to compete with the best talents in the global game.

‎He branded playing against the FIFA World Cup winners as a lifetime opportunity for Zambia.

‎”It’s a once in a lifetime opportunity for all of us, not only for the players but for the nation.This is not an ordinary game,” Daka said.

‎Daka predicted a tough match against Argentina.

ZDA Offers 10-Year Tax Holiday to Attract Foreign Investment

The Zambia Development Agency has announced a 10-year tax holiday for foreign companies investing in multi-facility economic zones.

ZDA Director General Albert Halwampa said Zambia is targeting investment in sectors such as mining and energy. He noted that increased investment in mining is essential to achieving government’s goal of producing three million metric tonnes of copper by 2031.

Halwampa also pointed to the need for significant investment in the energy sector, citing a power deficit resulting from the 2024 drought. He made the remarks in Lusaka during the Finland Business Forum.

At the same event, Zambia Chamber of Commerce and Industry Acting Chief Executive Officer Emmanuel Mumba encouraged Finnish investors to explore opportunities in mining and energy.

Meanwhile, Matti Terva, Senior Specialist at Global Gate Financing, reaffirmed the institution’s commitment to supporting capital investment in Zambia.

Zambian Councillor Chewe Munkonge Named Oxford’s First Black Lord Mayor

Councillor Chewe Munkonge has been announced as the new Lord Mayor of Oxford, becoming the first Black person to hold the ceremonial position.

In his role, Munkonge will oversee civic activities such as the city’s Remembrance service, school visits, and charity events. He will also lead fundraising efforts during his one-year term, with Sobell House Hospice and St Theresa’s selected as his official charities for 2026/27.

Born and raised in Zambia, Munkonge moved to the United Kingdom in 2003 and settled in Oxford in 2008. He holds a Master of Business Administration from Oxford Brookes University and works as a Central Administrative Officer for a local charity.

He was first elected to Oxford City Council in 2014, representing Quarry and Risinghurst ward. He currently serves as Cabinet Member for a Healthy, Fairer Oxford and as the council’s Small Business Champion.

Council leader Susan Brown made the announcement during a council meeting held on March 23. She also confirmed that Louise Upton will serve as Deputy Lord Mayor, while Linda Smith will take up the role of Sheriff of Oxford for the 2026/27 term.

The appointments of Munkonge and Upton remain subject to their re-election in May.

Smart Zambia Develops System to Penalise Non-Compliant Mining Firms

Government’s electronic division, Smart Zambia Institute, has developed a digital content management system for the mining sector that will automatically penalise companies that fail to meet local content requirements.

The system is part of efforts to increase Zambian participation in the mining industry.

Last year, Government introduced a Local Content statutory instrument requiring mining firms to allocate at least 20 percent of their annual procurement budget to local suppliers, with the target set to rise to 40 percent within five years.

The policy is intended to support local manufacturing, create employment, and ensure citizens benefit from the mining sector, with Smart Zambia advancing its implementation through digital solutions.

Smart Zambia National Coordinator Percy Chinyama said the system has been designed to monitor in real time the share of business awarded to local suppliers and service providers.

He explained that the platform will automatically impose penalties on mining firms that exceed limits on foreign procurement or fail to meet the required local content thresholds.

Chinyama said the initiative aligns with government’s broader economic goals, including increasing copper production to three million metric tonnes annually and growing the economy to US$60 billion.

He added that the system is intended to address practical challenges by ensuring that digital solutions directly respond to issues affecting the sector.

She noted that digital systems help ensure that economic benefits reach intended beneficiaries and support overall economic growth.

The platform forms part of government’s wider push to digitise public sector management systems, with a focus on improving transparency, strengthening enforcement, and reducing manipulation of procurement data.

Chinyama said training for mining companies on how to use the system has already started, and the platform will also provide data to guide policy decisions on local content compliance.

Fuel farm expansion project launched at KK International Airport

Government has partnered with Total and Puma Energy to expand the Jet A1 Fuel Farm at Kenneth Kaunda International Airport as the country continues to position itself as a regional transport and logistics hub

Speaking during the groundbreaking ceremony in Lusaka, Minister of Transport and Logistics, Frank Tayali, says the 12.7 million dollars project is critical to enhancing operational efficiency, improving fuel reliability and reducing aircraft turnaround times.

“I am directing Zambia Airports Corporation Limited to extend similar Public-Private Partnership initiatives for fuel storage and supply infrastructure to provincial airports across the country,” said Mr Tayali.

He also called on stakeholders to push for a deliberate agenda towards increasing aviation cargo volumes, in order to unlock new markets for local producers and enhance the overall contribution of the aviation sector to economic growth.

Mr Tayali said the current storage capacity of approximately 1.5 million liters of Jet A1 and 150,000 liters of Avgas is no longer sufficient to support the country’s long-term ambitions.

And Zambia Airports Corporation Limited (ZACL) Managing Director Urvesh Desai, said reliable and efficient fuel infrastructure is fundamental to attracting airlines, supporting cargo operations, and enabling tourism and trade.

Mr Desai added that the upgraded fuel farm will double storage capacity, enhance system reliability, and integrate with the existing hydrant system that will offer improved refueling efficiency and resilience in fuel supply management.

Meanwhile, Puma Energy General Manager Zweletini Mlotshwa, said the fuel farm will solidify the country’s standing as a premium aviation hub and provide a superior experience to airline operators.

The fuel farm is being financed through a Public-Private Partnership model, and is expected to be completed in the next 18 months.

Chama residents warned over flooding risk

The Chama District Administration has cautioned residents living in low-lying areas near the Luangwa River to immediately relocate to higher ground due to rising water levels that are causing floods.

Chama District Commissioner, Yobe Goma says the river has overflowed, posing a serious risk to lives and property.

Mr Goma said this when he conducted a spot check on the Luangwa River following days of rainfall activities in the area.

He urged communities in flood-prone areas to prioritise their safety by moving to safer locations.

He also warned motorists travelling to and from Chama via Matumbo road to temporarily halt their movements and wait for the water levels to subside before attempting to cross.

He further advised young people to stay away from the flooded waters, noting that the Luangwa River is infested with crocodiles, making it extremely dangerous to play or swim in it.

Mr Goma added that the government will assess all affected areas once the water levels go down to determine the extent of the damage and provide necessary assistance.

60 – year- old Chisamba man die of bee attack

A 60-year-old man of Chisamba District of Central Province has died after being attacked by a swarm of bees.

Sibutu Muyunda of Chawama Compound died on Sunday, March 22, 2026 around 12:00 hours upon arrival at Chisamba Rural Health Centre, following the attack by bees.

Chisamba District Commissioner, Joel Mboyoma, and Rural Health Centre In-Charge, Merry Muyembe, have confirmed the incident in separate interviews with the media.

According to Mr Mboyoma, the deceased was attacked and stung by a swarm of bees at Chisamba Market on Sunday around 11:00 hours, while enroute to a restaurant.

“I wish to confirm that Sibutu Muyunda was stung by bees. The people who were there picked him up and rushed him to Chisamba Rural Health Centre but within no time he was pronounced dead,” Mr Mboyoma said.

The District Commissioner, however, ordered immediate action by the Ministry of Health and Chisamba Town Council to prevent a recurrence.

Chisamba Taxi Rank Chairperson, Patrick Chinengu, stated that four bee nests located at Chisamba trading area have become a menace and have been a threat to life for a long time.

Mr Chinengu said the victim, believed to have been intoxicated, died after rescue efforts failed.

“He was going back to a restaurant where he had earlier come from when bees attacked him. We tried to rescue him but we failed but later managed to lift him and took him to the clinic,” he said.

Mr Chinengu has called on relevant authorities to remove the bees to prevent further loss of life.

Meanwhile, Chisamba Rural Health Centre In-Charge, Merry Muyembe, has confirmed that an elderly man was brought in dead (BID) at the facility on Sunday.

Ms Muyembe disclosed that the deceased’s body is currently at the mortuary awaiting burial.

Lawyer Urges LAZ to Act Against Dickson Jere’s Free Legal Content

A lawyer has called on the Law Association of Zambia to stop Dickson Jere from providing free public education on legal matters, arguing that it affects the legal profession’s business.

She stated that Jere’s regular social media posts explaining court judgments amount to free legal advice.

According to the lawyer, this practice threatens the sustainability of legal work, as members of the public are increasingly accessing professional insights without paying consultation fees.

She added that even her husband follows Jere’s articles and appreciates their educational value.

The lawyer said it is unfair for practitioners who underwent rigorous training, including ZIALE, to compete with freely distributed legal knowledge, noting that lawyers rely on consultation fees for income.

She further argued that sharing legal information at no cost reduces the perceived value of licensed practitioners.

In her submission, she has asked LAZ to consider whether Jere’s actions are consistent with professional ethics.

When contacted for comment, Dickson Jere said he would not respond unless he is formally addressed by LAZ.

Zambian Music Star Chiko Wise Dies of Heart Complications

The Zambian music industry has been plunged into mourning following the death of celebrated artist Chiko Mwenya Mumba, popularly known as Chiko Wise, as the sector continues to recover from the recent loss of Charlie Bravo.

According to the Zambia Association of Musicians, Chiko Wise died in the early hours of March 24, 2026, at University Teaching Hospitals in Lusaka after complications related to a pre-existing heart condition.

ZAM publicity secretary Edmond Miti said the artist was rushed to the hospital around 03:00 hours after his condition worsened, but was declared dead on arrival.

Miti confirmed the development, stating that the association was informing the public and the arts community of the passing of the artist, which occurred in the early hours of the same day.

Chiko Wise was known for songs such as Mukasende (Napapata Ba Mayo), Shintwala featuring Afunika, Kumanda featuring B1 Mr Perfecto, and Gelo Wamawanu featuring Afunika. He was recognised for his energetic performances and a career marked by consistency and creativity.

His death comes weeks after the passing of Charlie Bravo, founder of Sling Beats, who died on March 3, 2026, at Levy Mwanawasa Hospital following a short illness.

Messages of condolence have continued to pour in on social media from fans and fellow musicians. Afunika, who collaborated with Chiko Wise on several songs, also shared a tribute mourning his colleague.

Meanwhile, ZAM said funeral arrangements will be announced at a later time.

Government Puts Measures in Place to Secure Fuel Supply in Luapula

Government says it has implemented measures to secure fuel supply in Luapula Province amid potential global disruptions.

During a tour of the Mansa-Tazama Fuel Depot, Luapula Province Minister Engineer Nason Musonda described the facility as a key strategic reserve with the capacity to store up to 6.5 million litres of fuel, including diesel, petrol, and kerosene.

He stated that the depot is intended to ensure a stable and consistent fuel supply in the province, particularly as global supply chains face uncertainty linked to geopolitical tensions affecting major fuel routes.

The minister added that government is exploring alternative supply methods to maintain fuel availability and support economic activity. He also noted that petroleum products play an essential role in the country’s economy.

Engineer Musonda said the facility has reached a satisfactory level of preparedness and called on Tazama Pipelines Limited to complete outstanding works, including meter calibration, to allow commissioning by the end of the following month.

He further indicated that once operational, the depot will be able to sustain Luapula Province for more than a month without new supply and will help reduce transportation costs, as oil marketing companies will source fuel directly from Mansa instead of Ndola.

He added that government, through the Ministry of Energy, plans to stockpile fuel at the depot to mitigate supply disruptions and maintain economic productivity.

Meanwhile, Mansa Fuel Depot superintendent Mazimba Ng’onga said the facility includes two diesel tanks with a combined capacity of 4 million litres, two petrol tanks with a total capacity of 2 million litres, and a 500,000-litre kerosene tank.

Ng’onga said the depot is structurally complete but has not yet been commissioned, with initial fuel stocks expected before the end of the second quarter of 2026. He added that the facility is expected to improve fuel distribution efficiency in the region once operational.

259 Suspects Arrested Over Mob Killing in Kalumbila

KALUMBILA — Police in Kalumbila District have apprehended 259 suspects in connection with the mob killing of Eneless Hellen Kamutumbe.

North-Western Province Police Commanding Officer Brighton Siwale confirmed the arrests, stating that 96 of the suspects are female while 163 are male.

Siwale said police are preparing multiple charges against the suspects, including murder, assault on police officers, malicious damage to property and riotous behaviour.

The arrests follow the violent incident that occurred last Friday, which led to the death of Kamutumbe.
