The Ministry of Small and Medium Enterprise Development has welcomed Cabinet’s decision to extend business and operating hours to a 24-hour cycle for businesses, markets, and bus stations, stating that the move is expected to promote job creation.
Permanent Secretary Subeta Mutelo said the ministry is engaging key stakeholders, including local authorities, market associations, bus station management, and security agencies, to establish a framework for smooth implementation.
She said the focus will be on ensuring the safety of traders and customers, improving lighting and sanitation in markets, and facilitating access to affordable credit for small businesses to support extended operations.
Mutelo noted that the policy is seen as a tool to boost economic activity and support micro, small, and medium enterprises (MSMEs).
She explained that extended business hours could allow small retailers to serve both daytime and nighttime customers, potentially increasing income and supporting sustainability.
Mutelo said the 24-hour economy is expected to contribute to economic growth, employment, and improved service delivery, while enabling MSMEs to expand their market reach beyond traditional operating hours.
She added that the initiative could enhance competitiveness by aligning Zambia’s business environment with global trends, improving efficiency in supply chains, logistics, and delivery systems.
Mutelo further stated that maximising the use of markets, bus stations, and industrial facilities throughout the day and night would help increase returns on infrastructure investments and improve service delivery.
She said the ministry remains committed to ensuring that the policy is implemented in a safe and supportive manner for entrepreneurs.
Mutelo also called on small business owners to prepare for the changes and take advantage of the opportunities presented, adding that the ministry will provide support and guidance to help MSMEs benefit from the initiative.
