Eastern Province Permanent Secretary, Chanda Kasolo has warned that he will not shield anyone engaging in corrupt activities but will use his authority to ensure that perpetrators of the vice are disciplined.

Mr Kasolo said the region cannot develop in a corruption prone environment because it robs people of desired developmental goals.

Speaking in a speech read for him by Provincial Education Officer at the commemoration of the International Corruption Day in Chipata this morning, Mr Kasolo pledged to prioritize the fight against corruption by mainstreaming it in all programmes.

Mr Kasolo said Government prioritizes the fight against corruption saying that the enactment of the public finance management Act of 2018 will ensure accountability, transparency and effective utilization of public funds.

He noted that with the enactment of this law, it is evident that Government remains steadfast in the fight against corruption.

Mr. Kasolo stated that government recognizes the importance of young people in the fight against corruption because of their potential to bring a new culture of integrity at all levels of society.

He commended Anti-Corruption Commission (ACC) in the Province for engaging young people through various school club activities and the distribution of books from grade 5 to 12 by the commission in the region.

Meanwhile, Caritas-Chipata Governance Programmes Coordinator, John Zulu commended government for its efforts and political will in fighting corruption.

Mr Zulu has however charged that many Zambians have gone through pain and sufferings because of corrupt leaders in successive Governments.

And Acting ACC Regional Manager, Brian Mbewe said there is need to form integrity committees that help in combating corruption at institutional levels.

Mr Mbewe observed that there can never be development where corruption is rife as mismanagement of public resources lead to underdevelopment because money meant for development of the nation ends up in pockets of individuals.

He pointed out that corruption should be fought aggressively if the country is to attain meaningful development.

President Edgar Lungu says government is committed to making Zambia a corruption free zone on the continent.

President Lungu said his Patriotic Front (PF) administration is committed to combating corruption and is working round the clock to ensure that the scourge is curbed from the country’s political, socio-economic and political landscape.

The Head of State said the fight against corruption must not be politicized and called on all stakeholders to join the crusade to rid the country of the cancer.

President Lungu said this today at the commemoration of the 2018 International Anti-Corruption Day held in Lusaka under the theme “United against Corruption”.

The event was attended by several Cabinet Ministers, Senior Government Officials, Members of the Diplomatic Corp, Parliamentarians, Civil Society organisiations, Institutions from the Public and Private Sectors, as well as the general public led by pupils from various schools.

The President took time to visit various stands of public and private institutions that exhibited and participated in the commemoration of the International Anti-Corruption Day.

He stated that consequences of corruption are that much needed resources needed for public service delivery are diverted from critical areas of socio-economic agenda to pockets of those perpetrating corrupt practices and stealing public resources.

The President said corruption has been recognized the world over as threatening the attainment of sustainable development and that no country can develop if it promotes and condones corruption.

The Head of State said Zambia will continue to collaborate with the international community to fight corruption because it deprives people in rural areas access to basic services.

President Lungu urged Zambians to use the International Anti-Corruption Day as an opportunity to reflect on their involvement and role in helping eliminate corrupt practices in the country.

“Let us reflect at personal level our involvement to fight against corruption, we must assess and know what we can do personally to curb corruption,” said President Lungu.

The President pointed out that government has devised measures and policies such as the Public Finance Management Act to tackle abuse of public resources and warned that people caught committing corruption and abusing public resources will face the full wrath of the law.

President Lungu has since directed the Anti-Corruption Commission to collaborate with other law enforcement agencies and ensure that culprits cited in the Auditor General’s report are quickly brought to book regardless of their political affiliation and status.

He observed that young people must be incorporated in the fight against corruption as they have power to influence social change.

Speaking at the same event, Minister of Justice Given Lubinda praised President Lungu for providing strong and exemplary leadership to Zambia’s anti-corruption crusade.

Mr Lubinda said President Lungu approved a ten percent budgetary increment for Anti-Corruption activities and is the only Zambian President to lead commemorations for the fight against corruption.

Speaking earlier, Chairperson of the Zambian Chapter of the African Parliamentarians Network Against Corruption, Cornelius Mweetwa called on government to be open and accountable in its governance and provision of service delivery to Zambians.

Mr Mweetwa said it is disheartening that public resources are being looted with impunity in government ministries and departments despite the existence of integrity committees.

And Transparency Zambia President, Reuben Lifuka said there is need to take an introspection of the achievements made todate in the fight against corruption which the United Nations recognized 15 years ago on the effects corruption was placing on the world and the need to curb the scourge.

Mr Lifuka said there is need to criminalize the perpetration of corrupt practices as they affect service deliver and sustainable development.

And United Nations Resident Coordinator Janet Rogan who was represented by Chief of Missions of the International Organisation for Migration, Marianne Lane said the UN System in the country stands ready to continue supporting and helping Zambia fight corruption.

Ms Lane said the UN is pleased with the roll out of integrity committees in public institutions and called for their strengthening to build a foundation of trust and network to fight corruption.

ACC Deputy Director Rosemary Kuswayo urged Zambians to treat the International Anti- Corruption Day as an opportunity to raise awareness on the dangers of corruption and the need to curb the vice.

Government to work with traditional leaders

Government says it will continue working closely with traditional leaders to find lasting solutions to challenges affecting people in the country.

Minister of Chiefs and Traditional Affairs, Lawrence Sichalwe said traditional leaders play a significant role in the country’s development agenda especially the rural population.

The Minister said this in a speech read on his behalf by Ministry of Chiefs and Traditional Affairs Permanent Secretary Michael Pwete during this year’s Lwiindi ceremony of the Toka-Leya of Chief Sekute in Kazungula district.

Mr. Sichalwe further said government will continue to value traditional ceremonies as crucial cultural activities that add to the call of people’s existence.

He noted that cultural ceremonies have proved to be platforms that bring people together to share cultural values, customs, traditions and other developmental issues.

Mr. Sichalwe added that Chief Sekute has played a big role in fostering development in the chiefdom through partnering with various private organizations and working together with the government of the day.

He stated that government is also happy with development taking place in the chiefdom resulting of collective efforts and cited the construction of a bridge at Kazungula border.

And Deputy Chieftainess, Princess Joyce Sekute in a speech ready for her by Sekute Royal Establishment Prime Minister Sitali Sandavu said a community without a culture is dead hence the need to uphold traditional ceremonies.

Kapijimpanga woos Indian investors

Zambia’s High Commissioner to India Judith Kapijimpanga has called on investors from the Indian State of Punjab to consider Zambia as a destination of choice for trade and investment.

Mrs Kapijimpanga has also called on the Zambia Chamber of Commerce and Industry (ZACCI) to consider Punjab State and India in general to facilitate investment.

She said Zambia is politically stable, centrally located with access to eight neighbouring countries with whom Zambia has peaceful brotherly relations adding that it has a strong legal framework that protects private sector investment.

The High Commissioner said this when she addressed the 6th Machma Expo 2018 at the Glada ground in Ludhiana, Punjab, India, where experts showcased products from machine tools, automation and cutting industries, machinery and industrial products.

Mrs Kapijimpanga said Zambia is yearning for investment in the field of energy especially that energy tariffs are now cost reflective.

She stated that the exhibition is important as it gives great opportunities to over five hundred industrialists who exhibited to help them champion business growth in their fields.

Mrs Kapijimpanga has commended the Chamber of Industrial and Commercial Undertakings of Punjab for working with Zambia High Commission in India to woo investors.

She further said her Mission believes that technological empowerment is crucial for the promotion of products and services in a dynamic business environment.

Mrs Kapijimpanga has urged the one thousand two hundred members of the Chamber of Industrial and Commercial Undertakings of Punjab who undertake trips abroad to promote exports and investment abroad to sample what Zambia can offer.

She also praised other Indian companies that have a footprint in Zambia such as Nava Bharat running a sugar plantation in Kawambwa, SAFAL running a manganese plant in Serenje and TATA running various joint ventures among others.

Rogan hails Luapula Chiefs on GBV fight

United Nations Resident Coordinator, Janet Rogan has commended Chiefs in Luapula Province for their efforts in the fight against Gender Based Violence (GBV).

Ms. Rogan Gender Based Violence is deep-rooted in some cultural practices hence the need for traditional leaders to take a leading role to combat the negative practices that contribute to the vice.

She was speaking during the 2018 Luapula Chiefdoms’ global entrepreneurship week celebrations and cultural gala dinner in Mansa.

Ms Rogan observed that traditional leaders being custodians of culture have the responsibility to help curb the vice.

And speaking at the same event, Luapula Province Chiefs Council Vice Chairperson, Chief Nsamba of the Uunga people of Lunga District pledged their commitment in the fight against Gender Based Violence.

Chief Nsamba noted that GBV has impacted negatively on the gains and development of society and the nation as a whole.

He has since assured government of Chiefs’ commitment towards ensuring that the battle against Gender Based Violence is won.

Former Chief Justice Ernest Sakala says the Zambian judiciary is independent and operates without any undue influence from any arm of government.

And President Edgar Lungu who is Chair of the Southern African Development Community (SADC) organ on Politics, Defence and security has appointed Justice Sakala to head the SADC election Observer Mission to the Democratic Republic of Congo (DRC).

Justice Sakala who has 35 years of experience in the judiciary said all verdicts by the courts are made independently after careful study and analysis without any interference from anyone.

The Former Chief Justice was speaking in Addis Ababa, Ethiopia when he transited to Congo DR to lead the SADC election Observer mission in that country.

He however emphasized that the kernel of juridical autonomy and independence also lies in the attitude of individual judges.

“In the year 2000, I did a study on judicial autonomy and independence, realities and challenges. I clearly stated that the autonomy of the judiciary also lies in the attitude of individual judges. When we train judges we normally tell them that the best judgment is on that pleases the loser, where everyone goes satisfied with the verdict,” he said.

Justice Sakala said the role of the SADC Elections observer Mission will be to see to it that the elections DRC follow the SADC principles and standards of elections.

President Edgar Lungu who is Chair of the SADC organ on Politics, Defense and Security appointed the retired Chief Justice to lead the SADC Election Observer Mission to monitor elections in Congo DRC scheduled for 23rd December, 2018.

Wedson Nyirenda says he is still finding his feet in the South Africa PSL despite winning the 2018 Telkom Cup with Baroka FC on Saturday.

Nyirenda guided Baroka to their debut cup title triumph in their eleven years of existence when they beat favourites Orlando Pirates 3-2 on post-match penalties following a 2-2 draw at the end of extra -time.

Baroka’s Cup win comes just five months after Nyirenda was appointed coach of the struggling South Africa PSL club after he quit his post as Zambia coach.

“The first Cup for Baroka and the entire Limpopo. It gives me pleasure to give those people the first trophy,” Nyirenda said.

“It is only five months for me in the PSL. I’m still learning PSL football and already we have bagged one cup. It is so pleasing. I want to thank my wife who has been supportive.

“This lifts a lot of burden that I had throughout this year including losing my mother.

“We knew what to expect from Pirates they are a good ball distributing team, ball holding team and they can run. They did all they could but tactically we had planned to close their switch play and channels on the wings.”

Nyambe Mulenga slams Chipolopolo’s 2019 AFCON qualifying flop

Ex-Zambia and Zesco United defender Nyambe Mulenga has slammed Chipolopolo players after the team’s failure to qualify for the 2019 Africa Cup.

The retired versatile defender has pinned Zambia’s failure to qualify for the Africa Cup twice in a row on players.

Mulenga wants Chipolopolo players to up their game when representing the nation.

“We didn’t play very well in the Africa Cup qualifiers. We had a good team and selection was good but the players themselves are a letdown,” he said in Ndola.

“Players don’t seem to believe in themselves. Players should change their mentality and know what they are playing for,” the 2012 Africa Cup winner said.

Zambia is out of the race to next year’s Africa Cup with one round of matches left to play after last month’s 1-0 away loss to Mozambique in Maputo.

That was Chipolopolo’s third loss in five qualifying matches.

“It is very disappointing that we have failed to qualify for the Africa Cup. Not too long ago we were African champions and now we can’t even qualify. It is a big disappointment. Players should improve their play,” Mulenga said.

Zambia concludes the flopped Africa Cup qualifying campaign with a home match against Namibia on 22nd March 2019.

Batoka Gorge Hydro power project to create more than 2 million jobs

Government says more than two million jobs are expected to be created through the US$5 billion Batoka Gorge Hydro Electric Scheme joint project between Zambia and Zimbabwe.

Minister of Energy Mathew Nkhuwa says the 2,400 Mega Watts power project between the two countries was expected to create 2, 450, 000 jobs because of the economic impact expected to arise from increasing access for both industrial and domestic use.

Mr. Nkhuwa explained that 1,185 direct jobs would be created, while 552 indirect jobs would be created by suppliers of goods and services and 1,070 induced jobs would be created by the spending of direct and indirect workers.

“The project is critical to the development of both Zambia and Zimbabwe and the SADC region. It has been chosen as one of the priority projects under NEPAD and as such has been given a continental status as well as a regional priority under SADC due to the economic impact it is set to have on the region,” he said.

Mr. Nkhuwa said this in a communiqué following the 36th Council of Ministers Meeting of the Zambezi River Authority (ZRA) at Elephant Hills Hotel in Victoria Falls town, Zimbabwe.

The Energy Minister who was accompanied by his Finance counterpart Margaret Mwanakatwe, said the two countries were in the process of assessing ways of empowering and equipping local industries.

He said this is meant to ensure that most of the raw materials like cement and steel, which are major inputs into the construction of the project, were produced locally in Zambia and Zimbabwe.

“This implies that the project will not export jobs but retain the jobs in the region as well as promoting the establishment of new industries and help in the resuscitation of other industries,” he said.

And Mr. Nkhuwa said tremendous progress had been made on the Kariba Dam Rehabilitation Project and the Contractor was set to be on site by the first quarter of 2019.

“In particular, the plunge pool reshaping works contractor has advanced with works and the spillway refurbishment works tender process is nearly complete and the Contractor will mobilise to site by the first quarter of 2019,” he said.

Meanwhile, the Council of Ministers were happy with positive impact by the Zambezi River Authority’s corporate social responsibility initiatives on communities displaced by the Kariba Dam Project.

More than ten projects were implemented for the enhancement of access to education, water supply and health services and these include Hamatuba Health Post in Gwembe, Nang’amba Weir in Sinazongwe in Zambia and Chiroti Health Post in Hurungwe and Chikango Primary School in Gokwe North, in Zimbabwe.

Seven more projects are scheduled for implementation under the corporate social responsibility programs in 2019.

The communiqué was signed by Zimbabwe’s Minister of Energy and Power Development Dr Joram Gumbo who is also Chairman of the Council of Ministers; Zambia’s Energy Minister Matthew Nkhuwa who is also co-chairperson of the Council of Ministers, Finance counterparts Professor Mthuli Ncube of Zimbabwe and Zambia’s Margaret Mwanakatwe.

The Batoka Gorge Hydro-Electric Scheme Project was conceived in 1972 out of a study instituted by the predecessor of Zambezi River Authority, (Central African Power Corporation).

The Patriotic Front (PF) in Muchinga Province says it is happy with the landmark judgement on the eligibility of President Edgar Lungu to stand in the 2021 general elections.

Muchinga Province PF Women’s Chairperson Mary Chifuna says the decision by the Constitutional Court to declare President Lungu eligible to stand in the General Elections in 2021 is a victory for all party members.

Ms Chifuna said the court ruling is good for the party to continue preparing for the 2021 general elections.

She stated that the party in the province has already adopted President Lungu as its sole candidate in the 2021 general elections.

Ms Chifuna added that the ConCourt ruling has just consolidated the party’s resolve and decision to have President Lungu as its candidate in the 2021 General Elections.

She observed that President Lungu is very popular and people’s best preferred choice for presidency hence the fever and panic in some opposition political parties .

Ms. Chifuna said the party is strong in the province and has continued to mobilise itself in readiness for the 2021 general elections.

The ConCourt yesterday ruled that President Lungu is eligible to contest the 2021 General Elections.

CEEC urged to fund projects in rural districts

Masaiti District Council Chairperson, Christine Chande has called on the Citizens Economic Empowerment Commission (CEEC) to prioritise funding projects in rural districts to ensure equal opportunities for all Zambians.

Ms Chande said rural districts like Masaiti has great potential for development hence the need for support to such districts.

She observed that urban districts unlike rural areas have continued receiving attention and support from different stakeholders.

ZANIS reports that Ms Chande was speaking during the Women in Business Entrepreneurship Conference in Luanshya.

And CEEC Provincial Coordinator Martha Sanjobo disclosed that four districts in the province namely Luanshya, Kitwe, Ndola, and Kalulushi have been earmarked for support by the commission.

But the Council Chairperson stressed that there was need to support rural districts as well because they have the necessary land and natural resources to support ventures in the agriculture sector such fish farming.

“These programmes concentrate on livestock and fishing for instance. These are things rural areas can easily implement and engage in because we have rivers and the land, including the people, women and youths, who are eager to participate,” she said.

Ms Chande also called on people especially women not to wait for government to employ them but engage in entrepreneurship programmes that can improve their livelihoods.

And a participant, Anna Daka, has implored Zambians to utilise forums that aim at providing them with skills instead of only depending on handouts as a solution to their problems.

Ms Daka said entrepreneurship remains a key tool for any country that needs to secure meaningful development for its people.

Speaking at the same event, a Zambian entrepreneur and mentor, Jonas Banda encouraged people to desist from being dependent on government or politicians but to utilise their talents to bring about change in their communities.

The three year old boy with 44 needles and wires embedded in his body has been evacuated from Chipata Central Hospital to the University Teaching Hospital (UTH) following a directive by President Edgar Lungu.

Minister of Health Chitalu Chilufya who was accompanied by Presidential Affairs Minister Freedom Sikazwe and Chipata Central Member of Parliament Moses Mawere yesterday led a team of experts from UTH to assess the condition of the toddler before he was evacuated.

Dr Chilufya explained that the boy has been evacuated for further treatment because some of the needles and wires were found in the liver, intestines and the diaphragm and will require more specialized care.

He told journalists that the case is a complicated one that will require more expertise for his recovery.

Dr Chilufya noted that the boy’s unique case has drawn interest both locally and internationally.

He commended the team of doctors at Chipata Central Hospital for the way they resuscitated the boy who was in a critical condition when he was brought to the facility on October 22, this year.

Dr. Chilufya stated that government has not only improved infrastructure in the health sector but also placed skilled human resource in all health facilities in a quest to ensure universal health coverage.

He said Chipata Central Hospital is a living testimony as evidenced by the way the complicated case of the young boy has been managed.

Dr Chilufya noted that the child who weighed seven Kilogrammes when he was first admitted to Chipata Central Hospital after being referred from Namuseche Prison Clinic, now weighs 9.2 kilogrammes.

And Presidential Affairs Minister, Freedom Sikazwe has commended doctors at the health facility for their dedication to duty following the manner they handled the boy’s case.

And the boy’s mother, 19 year old Rosemary Jere said she was shocked to learn that her son was found with the needles and wires in his body despite that he has been sickly.

A month ago, young Richard was admitted to the Chipata Central Hospital where 25 of the 44 needles that where lodged in his body in what are so far inexplicable circumstances, have been removed.

Yesterday, Republican President Edgar Lungu commissioned the Health Minister to travel to the Eastern Province to facilitate the evacuation of the Child to UTH.

The Health Minister then led a delegation which included the Presidential Affairs Minister, Hon. Freedom Sikazwe, the Minister of youth and Sport, Hon. Moses Mawere and the Kasenengwa Lawmaker, Hon. Sensio Banda with Medical experts from the University Teaching Hospital, to Chipata Central Hospital, to facilitate the evacuation of the boy.

It is expected that the remaining 19 needles, some of which are lodged in the liver of the child, will be successfully removed.

The case of little Richard who has been dubbed the Miracle Child by Journalists has sent shock waves around the country as nothing of its kind has been witnessed before.

Several people talked to including the mother to the child have said that it can only be an act of witchcraft whilst others have said its possibly one of the worst forms of child abuse recorded in the country.

Investigations are still on going by the law enforcement officials in Chipata.

The Minister of Health has stated that the evacuation of little Richard is evidence of the Presidents commitment to provide the necessary health care to Citizens without leaving anyone behind.

Zambia quality to COSAFA U20 semi ‘s… but plucky Mozambique ask questions

Hosts Zambia are through to the 2018 COSAFA U20 Cup semifinals as group winners following a 1-1 draw with Mozambique at Nkana Stadium in Kitwe on Saturday.

It was a game Zambia would have won but elementary defending gifted Mozambique a point in their final Group A match.

Zambia captain Edward Chilufya put the 2018 hosts ahead in the 13th minute of the first half in which they played the better football.

But Zambia had the post and some leniency from the referee thereafter to thank in the second half in which Mozambique were also denied a penalty call.

But Mozambique equalized in the 78th minute through Cumbane to earn a deserved draw.

Zambia win Group A on 7 points but second placed Mozambique will have to wait for outcome of the Zimbabwe versus Angola Group C game on Sunday to know their fate.

Zambia will face Zimbabwe on December 11 in the semifinals.

But Mozambique, on 5 points, will be banking on Zimbabwe to beat Angola, who have 2 points, for their semifinal place as the best runners-up to qualify.

Defending champions South Africa await the best group stage losers in the semifinals.

President Edgar Lungu says the Constitutional court’s ruling over his eligibility to stand as President in 2021 has put a lot of anxiety to rest.

President Lungu has also clarified that he will be available for adoption to run as President on the PF ticket in 2021.

President Lungu is pleased that the ruling has addressed all questions and concerns among political players and Zambians at large.

The Head of State says there was a lot of speculations as to who would have been the candidate to contest on the PF ticket in 2021 if he was NOT eligible to stand.

President Lungu adds that some Members within the party also started positioning themselves to take over before the pronouncement by the courts.

He says he is aware that some had good intention to takeover, but others had evil intentions to supplant him.

President Lungu was speaking in an interview after the routine early morning run with over One Hundred and 50 staff from Barclays bank at State lodge, this morning.

Meanwhile, President Lungu has expressed concern with the number of youths dying from non-communicable diseases due to lack of exercise.

He says the Nation invests a lot in youths and that it is unacceptable to see them die at a tender age.

President Lungu has further encouraged youths across the country to adopt a life style of fitness to avoid non-communicable diseases.
