CSPR urges Zambians to support debt restructuring programmes

2

A representative of the Civil Society for Poverty Reduction (CSPR) in Southern Province, Partner Siabutuba, says the debt restructuring programme which government embarked on should be supported by all Zambians as it will significantly contribute to the actualization of the eighth National Development Plan (8NDP).

Mr Siabutuba has explained that debt structuring is a huge priority for Zambia and hence the need to support the government as it makes certain decisions, some of which might be very unpopular.

He observed that one of the unpopular decisions which the government has made in the removal of fuel subsidies.

He said it is important for citizens to understand that the money which will be saved from removal of subsidies is channeled to other sectors of the economy in order to actualise the 8NDP.

Mr Siabutuba has commended the government for still prioritizing free education, skills training, providing jobs, and increasing the Constituency Development Fund (CDF) amidst a stressed economy due to debt.

He noted that because of such economic policies, Zambia’s image to the international community is now improving, making it possible for the country to borrow from cheaper sources in order to finance its development agenda.

He was speaking in Choma during a stakeholders’ training workshop on public debt monitoring and management. The workshop, which was organised by CSPR, was attended by the media and civil society organizations (CSOs).

Mr Siabutuba has since challenged CSOs and the media to monitor developmental programmes financed by borrowed money to ensure prudent use of such funds.

Meanwhile, some civil society organisations have called for improved communication on the acquisition and expenditure of public debt to enable CSOs participate in monitoring of programmes financed by borrowed money.

Maggie Mbulo, a member of the Young Women’s Christian Association (YWCA) said it is important for government to communicate to people at the grassroots regarding borrowed funds and the implication of mismanaging them.

Appointment of Judges challenged in Court

32

Two citizens have challenged the process of recommending and appointing Judges of Superior Courts by the Judicial Service Commission and the President for lacking in transparency and failing to accord adequate opportunities to all suitably qualified legal practitioners as required by the Constitution.

Governance Activist Isaac Mwanza and Maurice Makalu stated in their petition that the Constitution and the law provide for recommendations for appointment and promotion of Judges on the basis of merit, adequate and equal opportunities for all suitably-qualified persons, conducted in accordance with a system that is fair, transparent, and competitive selection in filling of vacancies.

“There is no known record of any recommendation that may have been made by the Judicial Service Commission on the appointments that were made nor the criteria that was used to arrive at the said names,” reads the petition.

The Petitioners have told the Court that no record exist of any advertisement having been made by the Commission in respect of vacancies for positions of President of the Constitutional Court, Deputy President of the Constitutional Court, President of the Court of Appeal and Judges of the superior courts, or any record to indicate the criteria applied for recommending of the individuals selected for appointments by the President.

“There is no known record that the Judicial Service Commission offered all suitably-qualified legal practitioners an opportunity to be interviewed and assessed for possible recommendation and appointment by the President,” reads the petition

The petitions are seeking the Court to declare that appointments of Judges must done on merit and using a transparent procedure that affords adequate opportunities for suitably qualified legal practitioners to apply, be assessed before being recommended to the President for an appointment.

The petitioners have asked the Court to quash all appointments made by the President on 14th February 2023 for failing to adhere to Constitutional provisions that require transparency, merit and provision of adequate opportunities in appointments and promotions.

The petitioners have since applied for an interim Injunction to preserve the status quo on the number of Judges in the superior courts until the final determination of the main matter.

Zambia reaffirms commitment to partnering with stakeholders for water and sanitation services

1

Minister of Water development and Sanitation Mike Mposha has reaffirmed the government’s commitment to partnering with various stakeholders in a quest to provide water and sanitation services to the Zambian people.

During the troika meeting attended by the representative of the lead cooperating partners that included the Germany ambassador Mitchell Wagner, Mr. Mposha said to improve access to water supply and sanitation, the government is focusing on infrastructure development and maintenance.

Mr. Mposha said water quality monitoring, sanitation and hygiene promotion as well as investment promotion were also a priority.

The Munali Members of Parliament has since appealed to cooperating partners to support the implementation of the 8ndp interventions the government was carrying out.

“As you are aware, the troika meeting provides a platform for the ministry and cooperating partners to meet and share ideas on accelerating the implementation of programmes in the water sector undertaken by the ministry in conjunction with various stakeholders. The troika meeting also provides an opportunity for the ministry and various cooperating partners to interact and exchange information and most importantly agree on areas of focus. This is in order to ensure effective and efficient implementation of programmes. Today’s meeting therefore provides an opportunity for troika members to take stock of the progress made so far on various issues since the last troika meeting that was held on 23rd June, 2022. The meeting is also aimed at providing an update on the 8ndp implementation plan, 2023 action plan, zip resource mobilisation strategy and capacity development priorities. As part of the underlying principles of the sector coordination framework, it is anticipated that you, our cooperating partners, will also highlight your short to medium-term commitments as inputs to the ministry’s plans,” Mr. Mposha stated.

He said the Government was implementing the eighth national development plan which sets out Zambia’s strategic direction in terms of ‘development priorities and implementation strategies for the period 2022-2026.

“The New Dawn Government under the leadership of his Excellency the president of the republic of Zambia, Mr Hakainde Hichilema, is implementing the eighth national development plan which sets out Zambia’s strategic direction in terms of ‘development priorities and implementation strategies for the period 2022-2026. The plan is a critical vehicle to support Zambia’s international and regional commitments under various sustainable development goals and SADCregional indicative strategic development plan. The 8ndp is anchored on four strategic development areas namely; economic transformation and job creation, human and social development, environmental sustainability and good governance environment.”

Mr. Mposha continued:”As you are already aware, the water sector has two main sub sectors namely, water resources development and water supply and sanitation. Under strategic development area 1, water is one of the key economic enablers in all sectors of our economy as it is the basis for sustainable economic development. To enhance management and productive use of water resources and ensure national water security, the government is focusing on water harvesting, groundwater resources development, aquifer and water source protection, inter- and intra-basin water transfer, transboundary water cooperation and benefit sharing as well as water resources management.”

“You may be aware that human and social development is fundamental to inclusive development and is a catalyst to the transformation of the country. This strategic area of our eighth national development plan addresses the need to develop human capacity through investments and intervention in water and sanitation. To improve access to water supply and sanitation, the government is focusing on infrastructure development and maintenance, water quality monitoring, sanitation and hygiene promotion as well as investment promotion. In this regard, I wish to appeal to our cooperating partners to support the implementation of the 8ndp interventions that I have alluded to. The government of the republic of Zambia through my ministry remains committed to providing the much needed leadership in ensuring the attainment of the government and all stakeholders’ aspirations on water and sanitation in line with the vision 2030 and the sustainable development agenda,” Mr. Mposha said.

“As I conclude, I would like to thank all our cooperating partners for your support in past years. I would also like to assure you that my ministry has a continued commitment towards accountability and transparency in the use and management of resources. This is in order to ensure that resources are prudently utilized for the intended purposes of enhancing service delivery to our people. On behalf of the ministry and indeed on my own behalf, I wish to reaffirm the government’s commitment to our partnership with you in the quest to provide water and sanitation services for our people. It is my hope that our partnership will continue to grow from strength to strength,” he concluded.

By Benedict Tembo

AS Nestlé East, and Southern African Region (ESAR) launched a plastic neutrality project initiative partnership with Chilanga Cement to reduce plastic pollution in Zambia, Government hailed private and public sector collaboration as an important factor in addressing global sustainability challenges which deliver integrated services.

Minister of Local Government and Rural Development Garry Nkombo witnessed the signing of the Memorandum of Understanding between Nestlé ESAR and Chilanga Cement to create a partnership, which will bringing together the private sector and local communities using an innovative solution that will address plastic waste.

The launch of the project in Zambia is in line with this year’s Global Recycling Day theme, which is creative innovation.

Speaking during the launch of the partnership, Mr Nkombo said Government, through the Ministry of Local Government, has prioritised actions towards the attainment of Sustainable Development Goal number 11, which promotes sustainable and inclusive human settlements as well as goal number 12, which speaks to responsible consumption and production by substantially reducing all waste generation through the prevention, reduction and recycling of waste.

“The memorandum of understanding being effected today, therefore comes at an opportune time when government is seeking meaningful collaboration towards the development and implementation of innovative strategies to promote healthy and productive settlements,” Mr Nkombo said.

He said the partnership will not only contribute to improved livelihood but will also create communities that cognisant of their relationship with the environment.

“The partnership between Nestlé and Chilanga Cement being actualised through his MoU is an outstanding example of how the private sector can leverage on their enterprise for the betterment of our environment as well as our communities. I can only urge other businesses to emulate what you have embarked on today. Indeed, sustainability and environmental conservation are important global challenges that require societal response in which everyone from the government, business and civil society, must play their part,” Mr Nkombo said.

Speaking at the launch of the project, Country Business Manager for Nestlé in Zambia and Malawi, Zubayer Davids said his company was are pleased to be partnering with a leading local business and the local community in delivering meaningful change in managing waste.

“This is an exciting project for us here in Zambia, and we are taking charge, aiming our efforts at reaching plastic neutrality by rethinking how we reduce plastic waste in landfills. Innovation in the ways we dispose of the plastic is at the heart of this project,” Mr Davids said.

He said equally important to note is how this project will help sustain and improve livelihoods in Zambia. “We have created and sustained jobs for 37 direct employees and indirectly impacted over 600 community-based collectors within the plastics waste recovery programme, majority who are youth and women in Zambia. That is how we are making the ultimate goal of a waste free future, and reaching net zero by 2050, matter to local communities in the region,” Mr Davids said.

Chilanga Cement acting Chief executive officer Chibuye Ngulube said the company has committed itself to reducing energy consumption through the use of alternative fuels such as plastic waste through the utilisation of innovative co-processing technology for waste-to-energy disposal.

“Not only does this method combat climate change by reducing carbon emissions from landfills and fossil fuels, but it has also promoted the safe disposal of waste, leading the way for a healthier and cleaner future for our planet.in Zambia,” Mrs Ngulube said.

She said waste management has been an ongoing challenge for years, threatening the country’s ability to reach sustainable development goals.

“I am however proud to make mention that our employees, contractors, and stakeholders are fully integrated into our sustainability values which recognise the importance of safeguarding our environment,” she said

PF should brace for harder, oppressive times – Lubinda

25

Former Minister of Justice, Given Lubinda, has warned the Patriotic Front (PF) to brace themselves for oppressive times ahead as the United Party for National Development (UPND) becomes more tyrannical. Lubinda’s comments come in response to the vulgarities and invectives that have been directed towards former President Edgar Lungu by his successor, President Hakainde Hichilema.

Lubinda, who is a former member of the PF and now serves as an independent member of parliament, has cautioned that the UPND is threatened by the PF’s growing strength, unity, and popularity. He believes that the governing party will employ all dictatorial schemes in the book to annihilate the former ruling party, so that it can have an easy passage to victory in the 2026 elections.

The former minister’s warning comes amidst a heated political climate in Zambia, with tensions running high between the ruling UPND and the opposition PF. The UPND came to power in August 2021, after winning a decisive victory in the presidential elections. However, since then, there have been reports of harassment, intimidation, and violence directed towards opposition party members and supporters.

According to Lubinda, the recent invectives directed towards former President Lungu by President Hichilema are a warning sign of the UPND’s growing authoritarianism. The former minister has accused Hichilema of using vulgar language and threatening violence against his political opponents. He also claims that the UPND is using state power to harass and intimidate opposition party members.

Lubinda has warned that if the UPND continues on this path, it will only lead to a more oppressive and tyrannical government. He has called on the international community to pay close attention to the situation in Zambia and to hold the government accountable for any abuses of power.

The former minister’s comments have been met with mixed reactions from across the political spectrum. While some have praised him for speaking out against the UPND’s alleged abuses of power, others have accused him of sour grapes, given his past affiliation with the PF.

The UPND has dismissed Lubinda’s claims, describing them as baseless and unfounded. In a recent statement, the ruling party accused the former minister of trying to stir up trouble and create divisions within the Zambian political landscape.

An 8-year old boy of Katozi village in Nakonde district is nursing serious burns after his biological mother poured hot water on him for allegedly stealing K100.

Muchinga Province Police Commanding Officer, Kaunda Mubanga, confirmed the incident to ZANIS and identified the mother to the victim as Esnart Nakonde of the same abode.

Mr Mubanga said the suspect, who is a single mother of two boys, noticed that her money amounting to K100 was missing from her bedroom when she returned home from ordering vegetables for her business.

“On 14 March, 2023 at around 05:00 hours, she left her two children in the house and went to town to order vegetables for selling. She also left a K100 note hidden in some clothes in her bedroom. However, when she returned home around 10: 00 hours, she discovered that the money was missing and she immediately knew it was her son,” Mr Mubanga explained.

He also explained that upon realising that the money was missing, she followed her child at Katozi primary school where he is a pupil and found him buying fritters and ice blocks.

Mr Mubanga added that she later took him back home where she poured hot water on him causing him to sustain burns on the left side of the body and left hand.

He explained that the incident attracted attention from some members of the community, including Katozi village head woman, Lean Namukonda, who initially reported the matter to the One Stop Centre and thereafter to the police.

He said the victim is currently admitted at Nakonde urban clinic where he is receiving medical treatment while the suspect is in police custody.

“Acting on the matter, officers visited the victim at Nakonde urban clinic where he is admitted and issued him with a medical report form to facilitate medical examinations,” he said.

Mr Mubanga said a docket of case has since been opened adding that the suspect will soon appear in court.

Pamela Chisumpa adductors to appear in court soon-Home Affairs Minister

10

Minister of Home Affairs and Internal Security, Jack Mwiimbu, says the two suspects in the Pamela Chisumpa and 12 others abduction case are safe and in the custody of the Zambia Correctional Service.

Mr Mwiimbu said the two suspects will be appearing in court soon as investigations have been concluded and the dockets are with the Director of Public Prosecution (DPP).

He disclosed that the two suspects in the abduction case are classified as high risk and the Ministry of Home Affairs and Internal Security has been applying appropriate measures through the Zambian Correctional Service.

The Minister said this in a ministerial statement in Parliament today to responding to a matter of urgency raised by Mpika Member of Parliament, Francis Kapyanga.

Mr Mwiimbu said on February 26, 2023 around 13:00 hours, the Zambia Correctional Service at the new Mwembeshi Remand Prison and Correctional Centre recorded one escape incidence.

He added that the escape incidence involved two convicts and one remandee who escaped after scaling the perimeter wall fence of the facility.

He added that the two convicts were admitted to the facility for the offence of stock theft while the remandee was admitted for the offence of aggravated robbery.

Mr Mwiimbu explained that on the same date and time, one remandee, who is one of the two suspects arrested in connection with the alleged abduction of Pamela Chisumpa and 12 others, attempted to escape.

“The remandee climbed the wall fence and jumped off but injured himself on landing. He was recaptured immediately thereafter and is receiving medical attention under the custody of the Zambian Correctional Service. The remandee was admitted to the facility in December 2022,” he explained.

He disclosed that there were no gunshots fired at the convicts and remandee contrary to what was circulating on some media platforms.

He explained that the Zambia Correctional Service has put appropriate measures that are consistent with the control and management of high-risk inmates.

“Madam Speaker, the Zambian Correction Service has put in place measures to disrupt attempts to escape lawful custody,” he said.

Mr Mwiimbu further said on 28th February 2023, one of the convicts was recaptured while the other convict was recaptured on 4th March, 2023 around 22:00 hours in Linda compound in Lusaka but one still on the run.

The Minister has since called on the general public to work with the Zambian Correctional Service to curb escapes and provide information that will lead to the recapture of escapees.

Mr Mwiimbu has strongly warned those contemplating escaping from lawful custody, members of the public and individuals with the intention of aiding or harbouring escapees that they will face the wrath of the law if found wanting.

He further appealed to the media houses to be cautious when reporting on issues of security nature as their reporting can have negative outburst.

Pamela Chisumpa and 12 others were found in Lusaka’s Chalala area where they were being kept captive for six months.

Japan to improve health care delivery in Kitwe, Ndola

2

By Benedict Tembo

THE Japanese government has committed 4.534 billion Japanese yen to strengthen the Zambian health system to deal with infectious diseases and other common but serious ailments in the long term. Japan expects that Zambia, with a wholly strengthened health system, will emerge as a stronger and more resilient player in sub-Saharan Africa and demonstrate its success stories.

“This is how Japan sees its own role in Zambia’s development and Zambia’s role as a model for Africa in the course of achieving sustainable development in the health sector of the country,” Japanese Ambassador to Zambia Kazuyuki Takeyuki said.

Speaking at the signing ceremony on the Amendment of Grant Agreement and Exchange of Notes for the Project for Upgrading Health Centres to District Hospitals on the Copperbelt Province in Lusaka yesterday, Mr Takeyuki said the fundamental improvement of health services in densely populated areas was yet another significant initiative by the Zambian government to effectively overcome the challenges arising from medical problems such as HIV/AIDS, malaria and lifestyle-related diseases like hypertension.

Mr Takeyuki said the project will be provided with additional funding to improve health centres on the Copperbelt Province. He said the project was originally planned with the budget of 2.654 billion Japanese Yen, but with the signing of the notes yesterday, Japan will provide an additional grant of 1.88 billion yen, making the total amount of the grant 4.534 billion Japanese yen.

“We have been cooperating with Zambia in the health sector for many years , and as a result, many citizens in such places as Lusaka have improved access to high-level medical services,” Mr Takeyuki said.

“As we deal with current challenges, we must prepare for the future when we face the surge of a new pandemic,” Mr Takeyuki said.
Speaking at the same occasion, minister of Finance and National Planning Situmbeko Musokotwane said Zambia has made strides in improving the health status of citizens through increased investments in health infrastructure such as the construction of general hospitals, specialist hospitals, and mini-hospitals as well as health posts.

“However, there remains constraints in the sector such as inadequate and obsolete medical equipment and supplies and long distances to health centres. In this regard, this additional grant by Japan towards upgrading health centres to district hospitals on the Copperbelt Province will assist the government to adequately cater for primary health care needs of the people of Chamboli township in Kitwe and Mushili township in Ndola,” Mr Musokotwane said.

Mr Musokotwane said lack of first and second-level public hospitals in the two districts had put pressure on the existing third-level hospitals such as Kitwe and Ndola teaching hospitals due to great demand of basic medical services.

“Therefore, the improvement and expansion of first-level hospitals in both areas will reduce the burden on the third-level hospitals to access better basic medical services. Through this grant from Japan, the two hospitals will be supplied with medical equipment such x-ray diagnostic equipment, ultrasonic diagnostic equipment, operating table, anesthesia machine with artificial respirator, high-pressure steam sterilizer, hand washing machine, mobile ventilators, electrocardiographs, defibrillators and incubators,” he said

Mr Musokotwane said this was in line with the priorities of the Eighth National Development Plan, which aim at increasing access to quality health care through the development of health infrastructure, as well as the equipping of health facilities.

“I am confident that through the upgrading of the two health centres to district hospitals, the zambian government and you as our supporting partner will make a real socially desirable impact on the health of the Zambian people in Chamboli and Mushili. The two health facilities will indeed go a long way in achieving the universal health coverage,” Mr Musokotwane said

Chief Representative of JICA Zambia Office Norihito Yonebayashi said upon the completion of the project, the target health facilities should be able to conduct Caesarean operations and other specialised medical services to the communities.

“This Japanese grant aid project will be implemented based on the experience of past and on-going grant aid projects, namely, “The Project for Upgrading of Lusaka Health Centres to District Hospitals” namely, Chawama, Matero, Chilenje, Kanyama, Chipata, which have assisted in upgrading five health centres to First level hospitals now General hospitals in Lusaka district

TB still major public health concern-Masebo

0

Minister of Health, Sylvia Masebo, says tuberculosis (TB) remains a major public concern in the country and globally. Ms Masebo said Zambia is classified as one of the 30 TB high burden countries with an annual estimation of at least 59,000 new cases.

She said this in a speech read on her behalf by Acting Director for Public Health in the Ministry of Health, Matilda Simpungwe, at a media engagement workshop in Lusaka.

The Minister of Health said over 7,000 lives were lost in 2021 alone due to TB, adding that the trend is not different from the other years before.

Ms Masebo revealed that her ministry has since placed modern and robust equipment at the community level in the form of mobile TB trucks for screening.

“These trucks are equipped with a digital chest X-ray machine and a genexpert equipment. With these tools, we are able to confirm TB diagnosis within two hours,” she said.

She further said her ministry, through the National Tuberculosis and Leprosy Control Programme in Zambia, understands the value of media in the fight against TB.

Ms Masebo said her ministry has since made various efforts to engage various media to raise awareness on tuberculosis.

She explained that it is very difficult for journalists to effectively and fully cover issues related to TB if the right information about the disease is not given to them.

“We cannot effectively fight TB without reaching all the people who need to hear messages about TB prevention, symptoms and treatment and act on them,” she said.

Ms Masebo said working with media can have a significant impact because it is highly influential and reaches a wider audience.

She said the media has an agenda-setting role and can influence the silence of TB as an issue in a public arena.

“Providing complete and correct information to people can ensure early diagnosis and treatment and lack of knowledge creates myths and misconceptions which result in stigma against the TB,” she said.

Ms Masebo further explained that the Ministry of Health, in collaboration with other stakeholders, has devised a package plan of action for print and electronic media personnel.

She added that with the media scope and influence, people who need treatment can be reached and the public can be educated, including transporters on the health risk in their midst.

“Media can advocate for increased awareness of TB among health workers, encourage authorities to implement policies towards proper housing that promote TB infections control,” she said.

The media engagement was organised by the Tuberculosis Local Organization Network (TLON).

And Tuberculosis Local Organization Network Advisor for USAID, Mwaba Kasese, reiterated the importance of completing TB treatment.

Sugulite Scandal; why the president might want to intervene!

20

By Prince Bill M. Kaping’a Political/Social Analyst

There’s a video clip which is trending particularly on PF aligned social media platforms whereby an individual who is identified as Mwense Council Chairman, Stephen Chikota, and another an unidentified person seem to create a captivating scene in police custody.

The video can be said to be quite agonizing.,… disheartening, heart wrenching as the men are confidently and openly making disturbing remarks about a certain ethnic group let alone a provincial minister duly appointed by the president.

“You guys are idiots…….Cowards!” they can be heard screaming. “How come the Tongas and Lozis who are equally suspects in this matter have been released?”

“You are taking advantage of Bembas!” another voice adds. “We are not fools. You are enjoying peace because of Bembas.”

“Where’s Chikundika, the provincial minister?” The other voice continues. “He knows about this deal, how come he hasn’t been arrested? What about Mulele, the Tonga police commissioner who has quickly been transferred, why isn’t she in police custody?”

Whichever way we may choose to look at this, it doesn’t smell well! We may decide to ignore it at our own peril. These are some of the issues that are causing us serious problems in this country. It may be incumbent upon the president to immediately grab the Buffalo by the horns and address the matter, fairly and squarely, pronto!

First and foremost, it would be important for us to remember that whenever we steal, we don’t do so on behalf of our tribes. We do so on our own behalf as the president would love to remind us! It would therefore be totally wrong to drag in the entire tribe in our own wrong doing simply because we belong to that particular tribe.

For instance, one of the voices is heard complaining that the Tongas and Lozis who were equally involved in the scandal have been let off the hook without any explanation while others remain in police custody. Is this correct? Who are those Tongas and Lozis that have been released? How come the others are still in custody?

What about police commissioner Mulele, how come she has been quietly transferred to another province? According to our investigations, whenever the police are moving from one jurisdiction to another, they ought to seek express permission from the provincial command. Was she aware of thie movement of minerals? Did she give authorisation? From whom did she seek permission, the provincial minister?

This now brings us to the provincial minister himself. In the video, the aggrieved individuals are openly complaining that the provincial minister is equally involved. What does the minister have to say about this? Was he involved? Did the police commissioner alert him about such a movement? What about the intelligence?

Truth be told, this issue has now become very embarrassing and yet so polarizing at worst as some individuals have seemingly gone out of the way to claim that characters from certain tribes are now being sacrificed on the alter of other tribes……ukufilila munsenga!

Is it true that police commissioner Mulele is being shielded from prosecution simply because she is Tonga?

The president might have no choice but to immediately intervene in the matter in order to enhance peace and harmony in the nation.

If indeed the provincial minister has been fingered for any impropriety, he must be suspended from official duties to allow for fair investigations. Equally, if Mulele was involved in any wrong doing, she must be hauled wherever she may be and made to answer for any wrong doings!

Stephen Chikota is a very senior member of UPND. That he can easily dismiss other tribes expose himself as cowards and blubber that Bemba speaking people have been used by Tongas to get to power is very disturbing.

When this country successfully managed to break the chains of captivity from our colonial masters, we can not simply say it was one tribe that did all the work. All the tribes played one role or another. While others were carrying out clandestine operations such as planting bombs, others were agitating openly while some were equally mobilizing funds to send a delegation to Lancaster House to negotiate for our Independence.

Similarly, not a single tribe can claim to have single handedly used it’s power or mighty to extract PF from authority in order for us to start enjoying the peace as Chikota might want us to believe.

Mr. President Sir, may you kindly get to the bottom of this matter and help us find answers.

Until next time……

Zambia’s labour productivity shrunk in 2019 and 2020-Report

The government has expressed concern with the low levels of labour productivity growth in the country.

Ministry of Labour and Social Security Acting Permanent Secretary, Zechariah Luhanga, said labour productivity in Zambia contracted by 21 percent between 2019 and 2020.

Mr Luhanga said the Zambia Productivity Report indicated that only five industries registered positive growth in labour productivity.

These industries are electricity, mining and quarrying, water supply, sewerage and waste management, real estate and information and communication.

He was speaking in Lusaka today during the hybrid productivity sensitisation seminar for universities in Zambia.

Mr Luhanga stressed the need to enhance action towards addressing the low productivity statistics in the country.

He noted that universities have since been targeted as they are better placed to initiate and sustain the process of mindset transformation which is necessary for the country to attain the required levels of productivity.

The Acting Permanent Secretary said this is an essential prerequisite for Zambia to be able to effectively compete on a global level.

He has since challenged the universities to encourage research in productivity as this will help make higher education more relevant to the current and future needs of the country.

“The Ministry recognises tertiary institutions as breeding grounds for productivity growth, innovation and competitiveness. They also serve as primary sources of critical skills needed on the labour market,” Mr Luhanga noted.

Mr Luhanga further urged university communities to avail themselves as sources of solutions to the country’s problems.

And Ministry of Labour and Social Security National Productivity Director, Cyprian Mayamba, said there is need for students and higher learning institutions to look at productivity as an enabler to resolve challenges.

Mr Mayamba explained that today’s seminar enhances the need to adopt good productivity traits in various endeavors that students and institutions are engaged in.

He noted that arising from the discourse of the seminar, an action plan will be developed for students and higher learning institutions to contribute to Zambia’s productivity levels.

The seminar, which attracted 16 universities across the country, carried the theme; improve productivity for a better Zambia.
