Protracted negotiations on debt restructuring is putting pressure on the strength of the Kwacha

Zambia’s Finance Minister, Dr. Situmbeko Musokotwane, revealed that the country’s protracted negotiations on debt restructuring are putting pressure on the strength of the Kwacha. He noted that the prolonged negotiation process has caused some people who are supposed to buy government bonds to hold on to them, further exacerbating the situation.

Dr. Musokotwane made this statement during a virtual interaction with Zambians on the Ministry of Finance Facebook and Zoom accounts. He stated that measures are being put in place to stabilize the Kwacha amid the uncertainty surrounding the debt restructuring process.

The Finance Minister’s concerns come at a time when Zambia is facing a severe economic crisis, exacerbated by the COVID-19 pandemic. The country’s debt burden has risen to unsustainable levels, with the government struggling to repay its creditors. This has led to several lenders, including China, to request debt restructuring talks.

Negotiations on debt restructuring have been ongoing for several months, with no significant progress being made. Dr. Musokotwane’s statement is an indication that the delay is starting to impact the country’s currency, which has been weakening against major currencies like the US dollar.

According to the Finance Minister, the uncertainty surrounding the debt restructuring process has caused investors to hold back from buying government bonds, resulting in a decline in demand. This has put pressure on the Kwacha, which has weakened against major currencies.

To stabilize the Kwacha, Dr. Musokotwane noted that the government is implementing measures such as prudent borrowing, improved fiscal management, and the promotion of non-traditional exports. The government is also seeking support from its development partners and multilateral institutions such as the International Monetary Fund (IMF) to provide assistance to help stabilize the economy.

The Finance Minister’s comments highlight the urgent need for Zambia to address its debt crisis and put in place measures to stabilize its economy. The country’s high debt burden has limited its ability to invest in critical sectors such as health, education, and infrastructure, hindering economic growth and development.

Zambia’s debt crisis has been a source of concern for several years, with the country’s debt-to-GDP ratio rising from 35% in 2014 to over 100% in 2020. The COVID-19 pandemic has only exacerbated the situation, with the country’s revenue streams declining due to reduced economic activity.

To address the debt crisis, the government has sought debt relief from its creditors, including China, which is Zambia’s largest creditor. The government is also seeking support from multilateral institutions such as the IMF, which recently sent a team to Zambia to assess the country’s economic situation.

In addition, Dr. Musokotwane’s comments on the impact of the protracted negotiations on debt restructuring on the strength of the Kwacha are a wake-up call for Zambia to take urgent action to stabilize its economy. The government must work with its creditors and multilateral institutions to find a sustainable solution to its debt crisis, while also implementing measures to promote economic growth and development. Failure to do so will have severe consequences for the country’s economy and its citizens.

Lusambo and Malanji win case in Constitutional Court

Hon. Joseph Malanji and Hon. Bowman Lusambo have won their case in the Constitutional Court, which ruled that they were eligible to contest the Kabushi and Kwacha Constituency by-elections. The decision was made in a judgement delivered on Friday, March 10, 2022, in case 2022/CCZ/0018 against the Attorney General and Electoral Commission of Zambia.

According to the judgement, the applicants were not disqualified and were eligible to contest the elections after their seats were nullified by the courts. The judges, including Justice Palani Mulonda, Justice Mungeni S. Mulenga, Justice Judy. Z. Mulongoti, and Justice M. Chisunka, stated on page J50 of the judgement that the applicants whose seats were nullified by the High Court or the Constitutional Court did not fall under the category of those who could not contest an election under article 72(4).

The judges emphasized that article 72(4) specified which categories of candidates could not contest an election, including those specified in Article 72(2) (a), (b), (c), (d), (e) and h. However, these categories did not include members whose seats fell vacant due to nullification.

Amb. Emmanuel Mwamba, who obtained the judgement, expressed shock at the unethical reporting and propaganda churned out by the public media, which misinformed the nation that Lusambo and Malanji lost the case. Mwamba stated that the media, especially credible media, should never be yoked to lies and schemes of politicians.

It is important to note that the minority judgement of Justice Margaret Munalula, who dissented to the majority judgement, had no effect or cause. The decision of the Constitutional Court is final and binding.

“Controversy Surrounds Milupi’s PPP Road Project as Bidders Cry Foul”

Milupi Accused of Breaching Tender Process in Ndola-Sakania-Mufulira-Mokambo Road PPP Upgrading Project

Bidders who participated in the tender process for the Ndola-Sakania-Mufulira-Mokambo Road Public-Private Partnership (PPP) upgrading project have expressed shock after Minister of Infrastructure and Urban Development, Hon. Charles Milupi, announced that the government had concluded discussions with a private entity for the project. The bidders, who were shortlisted as final for the PPP procurement model and passed through both financial and technical evaluation, have expressed concern that pre-signing negotiations are being done with a new private consortium that did not participate in the tender.

In 2022, the Ministry of Commerce, Trade, and Industry received an unsolicited bid to upgrade the Sakanya border facilities and access road. The unsolicited bid was reviewed using the provisions of the Public-Private Partnership Act No. 14 of 2009 as amended. The Ministry then submitted competing sector entities for the finance, build, operate, and transfer of the border facilities at Sakanya and Mokambo, as well as for the construction of the Ndola-Sakanya-Mufulira-Mokambo road. On April 4th, 2022, the Public-Private Partnership Council of Ministers approved the viability of the project proposal.

The total roadworks proposed for construction cover 86.8 km broken down into four sections, including the construction of two ultra-modern one-border posts at Sakanya and Mokambo border posts, access road, and the Ndola-Sakanya-Mufulira-Mokambo road. This road is the shortest route for cargo transiting from south-eastern SADC ports to south-eastern DRC. Currently, auxiliary support infrastructure at both Sakania and Mokambo border posts is in a state of disrepair and is inadequate. The infrastructure is a bottleneck without improvement. The border posts lack modern facilities for customs and immigration inspection, potentially paving the way for grave problems of smuggling of goods. The border posts also pose a very high risk of human and drug trafficking and other vices.

On May 6th, 2022, the Ministry advertised for competing proposals in the national public and private media, and the closing deadline was June 30th, 2022. A multi-sectoral team of experts from ministries, ZRA, Immigration, and law enforcement agencies evaluated both financial and technical proposals. The team further evaluated if bidders or members of the consortium had any legal, immigration, or professional encumbrances. Sunshare Construction, in association with China Railway Construction Engineering Group and CRJE East Africa, was responsive to all the parameters of the bid and scored the highest. They were followed by Jiayou International Logistics, the firm that had put up the unsolicited bid. Zambia (IP) Border Crossing (ZIPBCC), which was running Kasumbalesa Border Post and had previously held a ten-year PPP with ZRA, came third in their bid. Citizen for Better Environment, a Zambian Consortium that had partnered with China Geo-Engineering Group and Iliso, came out number four. Citizen for Better Environment had secured $76 million from China and a financing model involving NAPSA and WCFCB.

However, it has emerged that the Ministry of Infrastructure and Road Development Agency have submitted a new and different proposal outside the publicly tendered process. The parties that participated in the long tender approved by the Public-Private Partnership Council of Ministers are likely to go to court if the tender is illegally given to Hon. Milupi new entities

Chishimba Kambwili denies being part of any PF cartel amid increasing allegations of factionalism within the party

Chishimba Kambwili, a leading member of Zambia’s Patriotic Front (PF) party, has denied being part of any PF cartel amid increasing allegations of factionalism within the party.

Kambwili, a former minister and Member of Parliament, has been linked to a group known as the “true greens” alongside Geoffrey Bwalya Mwamba and Miles Sampa, who are said to be opposed to the leadership of former president Edgar Lungu.

However, in a recent voice note addressed to one of his supporters, Kambwili made it clear that he is not part of any cartel and is ready to work with anyone within the party.

“What you are saying that the only true greens are Kambwili, GBM and Miles, please stop mentioning me. Your disrespect for leaders is too much my young man,” Kambwili said in the voice note.

“I am not in any cartel. Me, I am ready to work with everyday. I am not working with any particular person, and you are creating a narrative as if me, I support Miles’ decision to take the party to court … I am not a person who brings confusion in the party. The party is bigger than all of us and we must respect the party and its leaders.”

The PF party has been experiencing internal conflicts, with various factions vying for power and influence within the party. These conflicts have led to allegations of cartels being formed within the party, with each group seeking to advance their interests and agenda.

Kambwili’s statement is significant as it highlights the need for party members to work together towards a common goal, rather than pursuing their individual interests. It also sends a clear message to the public that the PF is committed to unity and is working towards resolving internal conflicts.

In recent weeks, the PF has been embroiled in a legal dispute after Miles Sampa, a former mayor of Lusaka and a member of the party, filed a petition challenging the election of the party’s new leadership at a recent conference.

Sampa claims that the election was marred by irregularities, and that the party’s new leadership is not representative of the views of the majority of party members. His decision to take the matter to court has caused further divisions within the party, with some members supporting his move, while others have criticized it.

Kambwili’s statement is also significant in the context of the upcoming general elections, which are due to be held in August 2021. The PF is facing a strong challenge from the main opposition party, the United Party for National Development (UPND), led by Hakainde Hichilema.

We are still investigating UPND cadres who said the First Lady Owns Mines in Mkushi-Zambia Police

We are wrapping up investigations in case involving five people that were insinuating that the First Lady was involved in the running of Sacko Manganese Mine, Central Province Police Commissioner David Chileshe Mukuka has said.

In an interview, Mukuka explained that the delay to take the matter to court in which the five men have been charged with one count of conduct likely to cause the breach of peace and another count of criminal libel is because the Police Command in Central Province wanted to do thorough investigations before proceeding with the case to court for prosecution.

Asked why it was taking too long for the case to proceed to court, considering the fact that he had earlier indicated that the five men will appear in court on March 6, 2023, Mukuka said that the Police Command wanted to have empirical evidence by interviewing more people.

“I have actually travelled to Lusaka specifically for this matter. We are getting a few statements from certain individuals before proceeding with the case to court,” Mukuka explained. “The thing is that we want to have enough evidence, we want to have empirical evidence. We are wrapping up investigations in the case involving five men that were insinuating that the First Lady was involved in the running of Sacko Manganese Mine. They should be appearing in court before the end of this week. We will let you know so that you can make a follow up.”

Recently Police in Central Province arrested five people who were agitating for the running of Sacko Manganese Mine in Mkushi and, subsequently, circulated a video in which they were insinuating that the First Lady was involved in the mining activities taking place at the said mine.

Those arrested are Evans Bwalya (aged 36) of Itala compound and a builder by profession, Didan Mwiinga (aged 32) who is also a resident of Itala compound in Mkushi district and a businessman by profession.

Others are Royan Dilamonu (aged 44) of R compound in Mkushi district who is a businessman, Charles Mwansa (aged 44) of Itala compound an electrician by profession and Frederick Bwalya (aged 37) who is a businessman by profession.

Emmanuel Mwamba calls for action to uphold anti-homosexuality laws despite President Hichilema’s stance

President Hichilema’s recent stance against gay rights in Zambia has been welcomed by Patriotic Front Presidential Aspirant, Amb. Emmanuel Mwamba, but he is calling for corresponding actions to be taken by the government to stop the promotion of LGBTQ rights in the country.

While appearing on Radio Christian Voice’s “Chatback” Programme, Amb. Mwamba stated that promoting homosexuality in Zambia must be rejected as it offends Christian, traditional, cultural, and Zambian values. He praised President Hichilema’s strong stand against homosexuality, but bemoaned that there were no corresponding activities by the police and other institutions to stop the promotion of LGBTQ rights and activities in Zambia.

Amb. Mwamba called on President Hichilema to match his words with action and uphold meaningful principles and national values in the country. He pointed out that when foreign embassies flew the LGBTQ flag, there was no action or public information against the act by the Ministry of Foreign Affairs and International Cooperation. Similarly, when gay activists hijacked the Lusaka July fashion show event in September 2022, there was no action against the organizers or the perpetrators.

Amb. Mwamba also called for attention to be paid to certain policies and programs for children and adolescents such as Sexual and Reproductive Health and Rights and Comprehensive Sexuality Education (CSE) where promoters of LGBTQ rights have attempted to infuse awareness and promotion of homosexuality. He urged the Registrar of Societies to deregister organizations that were promoting LGBTQ rights as homosexuality remains illegal in Zambia.

Police in Lusaka recently detained four people in connection with a pro-homosexual march past that took place on 4th March 2023 ahead of International Women’s Day. The four, who all belong to Sistah Sistah Foundation Zambia, were charged with giving false information to a public officer and unlawful assembly.

The flying of the rainbow flag, a symbol of the LGBTQ community, by Swedish and Finnish Embassies in Lusaka brought wide and heated condemnation against the Embassies and Zambia’s Ministry of Foreign Affairs and International Cooperation. President Hakainde Hichilema reiterated his stance against gay rights during a funeral church service held on 30th May 2022.

Amb. Mwamba’s call for action is a timely reminder that words must be followed by actions. The Zambian government must take decisive action to uphold the country’s laws and values and protect its citizens from the promotion of LGBTQ rights.

President Hakainde Hichilema should swallow his pride and privately engage his predecessor Edgar Lungu

Civil Rights Activist Brebner Changala has said President Hakainde Hichilema should swallow his pride and privately engage his predecessor Edgar Lungu over their differences.

The cold relationship between President Hichilema and former President Lungu was highlighted that Monday when the head of state used strong language against ECL.

During a UPND party meeting in Kitwe on Monday, President Hichilema said it was stupid “Kutumpa” that Mr. Lungu and PF wants to retain power through violence and falsehoods.

Featuring on HOT FM’s Hot Seat, Mr. Changala said the tension between President Hichilema and Mr. Lungu was not healthy because of their huge followings.

Mr. Changala described President Hichilema’s strong comment against Mr. Lungu as threatening and disastrous.

“That is a disaster. When I listened to a clip that went viral on social media I could not believe that it was President Hakainde Hichilema threatening a former President and warning him not to attempt coming back to power. Those were threats and most importantly the language he was implying Ukutumpa. For whatever differences they have, ECL is not a small boy nor is he a son to Mr. Hakainde. Having said that, ECL lost power but he never lost his rights as enshrined in our constitution. ECL is not under house arrest. Mr.Hakainde was adequately advised when he took over power to constitute a commission of inquiry to look into the seven-year period under ECL which everybody could see with a naked eye that things didn’t go well and he has been marked timing. He has never made any move. Now today the President wants ECL or Mr. Edgar Chagwa Lungu to toll the UPND line. It won’t happen and most dangerously the President should not be the arresting officer, the judge and the jury, convicting people on public platforms. If ECL has done anything wrong, let him follow the due process of the law,” Mr. Changala said.

He added that the tension between the two is hurting President Hichilema the most because is the one currently occupying the office of President.

“Yesterday in that clip, he reminded the people of Zambia of the atrocities that the PF committed. He (HH) is President today, what has he done to make those men and women accountable other than to go and withdraw the rights that accrue to our former President. He has no right to do that. ECL has a right to say what he said in Church it is up to the people of Zambia to judge him and judge him harshly. It does not take a President to use public office to run over his former President. This is not the way you reconcile. ECL is one gentleman who appears once in a while in public and every time he walks out of his home to go to Church. These churches are for sinners and he went to cleanse himself and while there he passed comments. Of course ECL is politicking and he has come to realise that every time he speaks, the UPND is rattled and he is enjoying it because you know when it comes to the balance of assessment the greater responsibility when you talk is when on Mr. Hakainde Hichilema. ECL has got very little if any responsibilities at this moment in time. We look up to the Head of State to steer the ship forward,” Mr. Changala said.

“My worry is that this enmity won’t end until one of them for some reason is retired into heaven because if the President is going to keep on saying what you did to me if I want I will stop you from going to Church. Not the law but him. I am extremely worried about that. The bigger person is the current President and I would have loved him to have swallowed his pride a long time ago to take a walk and visit ECL. I knew the gates were going to open there and have a private chat. Outside the media, outside anybody, it could be in the evening or on Sunday when he is free so that they reduce tension. Mind you this is where I am extremely worried. Both Mr. Hakainde Hichilema and ECL have a huge following. ECL has not lost touch with the people of this country,” Mr. Changala added.

Mafinga residents appeal to be connected to ZESCO

Residents of Mafinga District in Muchinga Province have appealed to the government to connect the region to the national electricity grid.

They say electricity supply from Malawi is unstable as power outages usually last up to 5 days in some cases more than necessary.Speaking to the Zambia News and Information Services, Geoffrey Ngambi, a business man of Thendele, has described the latest power outage that has dragged on for 9 days now as not good for business.

Mr. Ngambi lamented that his business and many others have been negatively affected especially perishable goods among others such as barbershops and salons.

“We lose a lot of money as business owners especially for us dealing in perishables, because in many cases they go bad, so we just throw them away,” He Lamented.

Mafinga District Commissioner, Boyd Kaonga said his office has engaged officials from the Zambia Electricity Supply Corporation (ZESCO) to come up with a lasting solution to power challenges in Mafinga.

And Muchinga ZESCO Regional Manager, Bridget Sianthika has described the power outages in the district as regrettable.

Ms. Sianthika said that the problem is not with ZESCO but with the Electricity Supply Company of Malawi (ESCOM), adding that ZESCO is experiencing challenges with the power line that supplies Mafinga.

PF fumes over “Kutumpa” statement

Zambians know that former republican President Edgar Chagwa Lungu (ECL) ‘Tatumpa’ (he is not stupid) and actually they are the ones who are pushing further ‘ the Alebwelelapo’ agenda which has continued to unsettle the ruling party especially after the huge turn out of PF members on Women and Youth Day Celebrations,’’ the PF has said

PF Copperbelt Media Director said Zambians were pushing the ‘Alebwelelapo’ agenda because the UPND leadership which was claiming to be more wiser and intelligent than the PF leadership of ECL has actually failed to provide leadership, but has instead plunged the country into serious poverty and hunger.

Mr Moola was reacting to President Hakainde Hichilema slighting his predecessor, describing insinuations that the former head of State would be returning to power as ‘ Kutumpa Uko’ (That is being stupid.)

Mr Moola said the PF was disappointed and angered by the disparaging remarks from the President, but was not surprised because the turn-out of the PF members and its sympathisers on Women and Youth Day Celebrations had unsettled the ruling party and its leadership.

He said the PF was wondering what kind of a coincidence it was that the disparaging remarks against Mr Lungu from President Hichilema had come a day after the suspected UPND cadres ran riot beating up PF youths who had outnumbered the ruling party youths.

Well it is sad that after suspected UPND cadres beat up PF youths, the next day, the UPND President who is also republican President goes full throttle to call ECL stupid because of Alebwelelapo agenda. We expected the President to condemn the violence but he is being quiet.

“Anyway, we are not worried because Zambians know that ECL Tatumpa (ECL is not stupid).No, they know he is not stupid and this is why they are the ones pushing the Alebwelalapo Agenda. If ECL is stupid, he should face him in 2026 so that Zambians make a decision on who is stupid,’’ Mr Moola said.

Mr Moola said President Hichilema’s disparaging remarks against President Edgar Lungu was a clear indication that he has no message for the people of the Copperbelt and is now trying to save his face by attacking.

He said the UPND might have succeeded in stopping the PF youths from attending the International Youth Day in various parts of the country through violence, but the reality on the ground is that, the popularity of the ruling party is diminishing at a fast rate while the PF was becoming popular on the ground.

Mr Moola said the UPND should be wise enough to get worried and possibly find a reason and solution, as to why, its popularity has taken a nose-dive in less than two years in government, instead of hiring thugs to attack PF youths after realising that they had been outnumbered at the International Youth Day.

Mr Moola was reacting to International Youth Day which turned violent leaving hundreds of PF youths brutally injured after suspected UPND cadres caused mayhem in Kitwe, Kasama, Ndola and other parts of the country.

In an interview in Kitwe at the weekend, Mr Moola said it was shameful that the New Dawn administration of President Hakainde Hichilema which promised a better future for the youths has lamentably failed to fulfil its promise, but was instead using the youths for political violence.

During campaigns for 2021 elections, President Hichilema spoke highly about the youths, but after winning the elections, there is little or nothing to point at for the youths. Even from the Black Mountain, youths were sidelined while others ended up suffering injuries as they tried to jump on moving trucks.

“This UPND has no plan, no regard for youths and will only use them for destructive activities like political violence. But, one thing which is a reality is that violence is not a solution to high cost of loving. No. UPND succeeded in stopping PF youths from attending the Youth Day celebrations, but the reality is that PF is getting stronger every day. Those planning ill about the PF will have themselves to blame,’’ Mr Moola said

President Hichilema meets CB clergy, calls for hard work

President Hakainde Hichilema has urged Zambians to embrace the culture of hard work to ensure that the country’s economic status is improved.

President Hichilema said when he met the clergy In Copperbelt Province in Chingola yesterday that the government is committed to fostering development in critical areas that will allow the country to boost the economy from its low level.

Mr Hichilema noted that leadership is critical in developing the country to the highest level as most countries, which are even smaller than Zambia, have managed to develop and improved their citizens’ lives through having prudent management.

The President has further appealed to Zambia to attach a premium on leadership that they put in place to govern them in order to ensure that the country is counted among the best in development.

“Government is committed to provide leadership that will ensure that the country is raised from bottom to the highest level in development,” Mr Hichilema said.

He said his government will do something different and ensure that his team works hard to place the country where it deserves to be economically.

President Hichilema further pointed out that the country can only achieve economic development if all citizens apply themselves to working hard.

“Let us direct the country in the direction of hard work, honesty, and differentiating public property from private so that there is no abuse,” he said.

The President said economic development should be the top priority for the government to meet the social needs of the people.

President Hichilema stated that government will work on the damaged roads in the province to speed up the economic development.

He said it is not gladdening to finds the same challenge of bad roads each time he visits the Copperbelt province.

The roads which he said government will work on are Ndola-Mufulira, Ndola-Lusaka, Kipushi, Izhimbe in Ikelengi district, and the Chadiza-Chipata using the public private partnership (PPP) arrangement.

The President told the gathering that government will also maintain the declaration of Zambia as a Christian nation to uphold the moral principles and values of the country.

He also reiterated that government will not support gays and lesbians as it is against the country’s constitution and against Christian values.

And President Hichilema has called for unity among Zambians saying no one should preach about discrimination because the Zambia has many ethnic groups.

Meanwhile, Mr Hichilema assured the people that farming inputs for this year will be delivered on time as government was last year screening some suppliers that were given contracts but failed to supply the commodity.

And Secretary for Chingola Council of Elders, John Lumbwe, has appealed to government to consider recapitalising the Nitrogen Chemicals of Zambia (NCZ) industry in Kafue for it to start the producing urea fertiliser and revitalise the nitric acid plants.

Reverend Lumbwe said recapitalising NCZ will make the company a major player in fertiliser production and distribution.

He said although NCZ will be contracted to supply the 43,292.70 metric tonnes of D-compound fertilizer, this amount is still too low for the capacity of the company.

“NCZ’s capacity was built to feed the Southern African region with fertiliser. We pray for the government in power to revitalise the same vision,” he said.

Rev. Lumbwe has meanwhile observed that although the Food Reserve Agency (FRA) is offloading cheaper maize to millers, the benefit is not trickling down to the consumers at household level.

“There seems to be quite some serious seepage somewhere that disguise that maize is being offloaded to the millers,” he said.

Rev. Lumbwe pointed out that the cost of living is too high as most people are failing to afford mealie meal which is selling at around K200 per 25 kilogram bag in some areas in the Copperbelt province.

And Bishop Joseph Kazhila of The Life Cathedral Church in Chingola thanked government for maintaining the declaration of Zambia as a Christian nation.

Bishop Kazhila noted that peace is cardinal for the country to achieve economic development and that the church wants the country to be united.

If the law allows Edgar Lungu to stand in 2026 let him do so, and defeat him at the polls-M’membe

In a statement, M’membe criticized the use of “uncouth” and “seriously lacking in civility” language by some members of the United Party for National Development (UPND), particularly towards former President Edgar Lungu.

M’membe, who has himself been a victim of political persecution under the Lungu regime, argued that Hichilema and other opposition leaders should still respect Lungu’s human, constitutional, and legal rights, despite any personal animosity they may feel towards him. He pointed to the Christian teaching of loving one’s enemies as a model for how politicians should behave towards those they disagree with.

“There is no doubt that Mr Hakainde Hichilema and many in the UPND have very good reasons to detest or even hate Mr Edgar Lungu. They were badly treated and brutalised by him and his regime. Mr Lungu was cruel to his opponents, to those who were not with him. I was a victim of his cruelty and that of his league. It’s not easy to forget such things and forgive,” M’membe said in his statement.

However, M’membe stressed that even in the face of such mistreatment, it is important to remember that all individuals have basic human rights that must be respected. “Mr Hichilema may harbour a lot of hatred and anger towards Mr Lungu and he is entitled to. But Mr Lungu is still a human being with human, constitutional, and legal rights,” he said.

M’membe went on to argue that the use of disrespectful language towards political opponents is “contrary to Christian teachings, liberal democratic values, and the rule of law.” He called for a more respectful and civil approach to political discourse, even when dealing with those who may be seen as enemies.

“To love our enemies we must have them in the first place. It’s very easy to love your friends and it doesn’t need much effort. What’s difficult is to love your enemies and that requires much effort, much humanity,” M’membe said.

“Let Mr Lungu enjoy his rights to the full as long as he acts within the law. If the law allows him to stand in 2026 let him do so, and defeat him at the polls, ‘ he concluded

Bowman…… Where the heck is Los Angeles?

A couple of weeks ago, we suffered the misfortune of finding ourselves in Ndola’s Kabushi Constituency attending a funeral. It is best known as known as the place where Bowman Lusambo, a loquacious and boastful towering individual once served as MP. Of course, Lusambo is never shy of reminding the nation about his unparalleled performance there!

The funeral attracted mourners from further afield as Lusaka and Chipata. Once these visitors had finally located the funeral house after getting lost in the laybrinth of walk paths, they couldn’t waste time sharing what they had just witnessed.

“Is this the place where Lusambo was area MP?” a lady wondered as she wiped off beads of perspiration. “The roads are literally impassable…….pot holes everywhere!

“I equally witnessed heaps of garbage on every street corner…..” exclaimed a young man. “Ati Los Angeles……”

“There are blocked sewer lines everywhere making raw sewer spill on the streets!” someone that seemed to be a local resident quickly added.” While the roof top of one of the classroom blocks at Kabushi Secondary School that got blown off by heavy rains a while ago remains unattended to.”

There can never be a better description of Kabushi than this. Kabushi constituency largely remains undeveloped…….a backwater constituency! Where are the wonders that Bowman bragged ?

Immediately after being elevated to the lofty position as Lusaka province minister in 2018, Bowman scaled the mountain top and declared that he would transform Lusaka to something that non of us had seen before!

“My record is clear where I am coming from and I am confident that with the support of our people here, we will change the face of Lusaka because that is what we are here for,” enthused, Bowman.

Those listening to him obviously thought he had performed wonders where he had come from. And 2 years later, he would recount to a shocked US diplomat thus, “The people who visited Lusaka three, four years ago, if they come today, they will think they are in Los Angeles!”

Wow….really, Bowman? As renowned vlogger Simon Mwewa would tell you, Lusaka remains generally a very dirty city…… unplanned settlements, litter plagued streets let alone perennial floods due to poor planning!

Of course, we won’t pretend we’ve been to Los Angeles…….but according to what we’ve seen on our small screens, this is a modern city surrounded by vast mountain ranges, valleys, forests, beautiful beaches along the Pacific Ocean, and nearby desert.

And according to our ever faithful uncle Google, Los Angeles is known as the entertainment capital of the world offering a myriad attractions and activities: movie studios, the Sunset Strip, Venice Beach, landmark museums, world-famous theme parks, wineries, breweries, outdoor activities, exciting nightlife, and much more.

Honestly, can you compare our Lusaka with such a mega city? This is as good as comparing a lizard to a crocodile……stop day dreaming!

Manganese poisons 299 workers in Serenje

Acting Minister of Health Brenda Tambatamba says Government is aware of an outbreak of a strange disease in Kanona and Chitambo wards of Serenje and Chitambo districts respectively. Centre for Environment Justice (CEJ) Executive Director Maggie Mwape has in the recent past consistently called for fair treatment of the affected employees in Serenje and evacuation abroad for specialized treatment.

Addressing Parliament, Ms Tambatamba said on September 20, 2022, the Ministry of Health responded to an alert concerning employees of the Southern Africa Ferro Alloys Limited – (SAFA), who presented loss of balance, tremors, impaired speech, uncomfortable drooling or dropping saliva from the mouth and decreased movements.

She said the Ministry of Health records indicated that 28 people had shown the above symptoms but no mortality had been associated to the disease.
Ms Tambatamba said the Occupational Health and Safety Institute (OHSI) was notified and blood samples taken from 281 employees to determine the cause of the problem.

She said results revealed that 271 employees, which was 96.4 percent of the total workforce, had blood levels of manganese above the normal level.

“The results showed in the ranges of 0.116 to 0.623 parts per million. The average was 0.244 parts per million. The normal range is 0.005 parts per million to 0.02 parts per million,” the minister said.

According to CEJ media which monitored the Parliamentary proceedings, Ms Tambatamba said the strange disease which was observed was manganese poisoning arising from repeated occupational exposure to the metals.

“Manganese poisoning is a toxic condition resulting from chronic exposure to manganese. It is mainly manifested as a neurological disorder with symptoms that include tremors, difficulty in walking and facial muscle spasms,” she said.

Ms Tambatamba revealed that SAFAL changed the type of manganese ore feed from March 9, 2022 to September 5, 2022.
The minister said the ore introduced was a fine manganese concentrate sourced from Sanhi Mining Limited in Kabweand the concentrate was later onverted into pellets bound by five percent cement.

She said the development resulted in high dust films in the process of smelting at the plant which potentially increased the risk of workers over exposure to manganese in the platform, tapping and deking areas.

Ms Tambatamba said urgent measures had been put in place to contain the disease, which entailed the immediate suspension of sourcing and processing fine manganese concentrate from Sanhi Limited of Kabwe until such a time when the investigation by a joint team compromising of the Ministry of Labour’s Department of OSI and the Ministry of Health, Zambia Environmental Management Agency (ZEMA), Mine Safety Department and the Occupational Health and Safety Institute are concluded.

The minister said medical surveillance of all workers would be conducted in line with the Occupational Health and Safety Act No. 36 of 2010 and rotational work to avoid long periods of exposure introduced.

She said the employer was guided to report the cases to the Workers Compensation Fund Control Board for compensation purposes while all workers with symptoms were referred to the University Teaching Hospital in Lusaka for further management.

“All workers with manganese levels above the recommended concentration limits but without symptoms have been relocated to areas of low risk of exposure. Engineering controls will instituted and assessed regularly to ascertain performance,” she said.

Ms Tambatamba added that prior to the incident, ZEMA conducted an inspection and issued a compliance order to SAFAL to comply with the conditions set out in the decision letter.

She said prior to implementation, SAFAL was required to obtain all necessary authorizations under the Mines and Minerals Development Act, the Local Government Act, the Urban and Regional Planning Act, the National Heritage Conservation and Control Act, the Public Health Act, the Workers Compensation Act and the Energy Regulation Act Conditions 3.2.1 of the decision letter.

SAFAL was required to put in place Occupational Health and Safety Measures. Conditions 3.2.3. of the Decision Letter and provide employees with personal protective equipment and ensure that they undergo medical check ups in Conditions 3.2.5. of the Decision Letter.

Ms Tambatamba said a joint inspection team had been constituted consisting of staff from the Ministry of Health, the Ministry of Labour and Social Security, Ministry of Mines and Minerals Development, ZEMA, Mine Safety Department and the Occupational Health and Safety Institute and Mines Safety Department to urgently undertake full investigation of the risk assessment at SAFAL.

“Members of the public will be informed of the outcome of the investigation and appropriate actions to be taken. Further, this Joint Investigations Team will extend the exercise to all manganese processing plants in order to ensure compliance to all relevant laws,” Ms Tambatamba said

She warned all manganese processing plants in the country to put in place measures to ensure that they were fully compliant to all relevant laws before the law enforcement wings visit them.

Ms Tambatamba was responding to Chitambo Member of Parliament Chanda Mutale who was concerned about the manganese victims.

“Madam Speaker, having interacted with the affected people, it brings a lot of sadness because from the way the minister is responding compared with what these people are going through, it is quiet sad. I am aware that up to now there is no cure for the disease that is affecting these people. My question to the Minister is, this team which has been constituted to go and investigate what is obtaining and the measures given to SAFAL, can you tell this House if the disease has stopped spreading because of the measures that you have put in place? I thank you Madam Speaker,” he said.

Pambashe Member of Parliament Ronald Chitotela was concerned that several workers were affected.

“Madam Speaker, sitting here and listening to the minister respond, it sounds that this is an occupational safety hazard as much as it becomes a health issue, she is the right person to answer to this question because they are suffering from neurological disorder. Neurological degenerative condition has to do with the brain because of high exposure to radiation coming from manganese. This draws me to the people of Luapula where the largest part of manganese is being produced. Minister, understanding and bearing in mind that the occupation hazard under OHSI sits under your Ministry. Do you intend to intensify inspections in these factories and employing Labour and OSI Inspectors in districts where you may have not have staff as a preventive measure? I thank you Madam Speaker,” Mr. Chitotela said.

Mkushi North Member of Parliament Christopher Chibuye called for Investigations to be extended to Mkushi.

“Honourable Acting Minister of Health, in your explanation you have actually told the House that the team which has been constituted will be getting back on the ground to ascertain the disease. How soon will this team be on the ground and are they going to extend to areas like Mkushi where manganese mines are mushrooming?” Mr. Chibuye asked.

Bwacha Member of Parliament Sydney Mushanga demanded that government discloses when it detected the problem.

“Minister, this is a very serious health matter looking at the high number of staff that are affected and exposed to manganese particles that are in their bodies. I want to find out when the Government came to know about this problem of the workers having manganese particles in their blood at SAFAL and those interventions that you itemized about 16 of them. Looking at the different Government departments who is doing what when it comes to the 16 measures that Government has put in place. Thank you very much, Madam Speaker,” Mr. Mushanga said.

In response, Ms Tambatamba said Government detected the problem in June 2022.

“There are ongoing inspections that are undertaken by these various units that constitute this Ministerial team. As far back as June 2022, there was an inspection by ZEMA where issues of occupational health and safety were raised for not being complied to or the law was being breached,” she said.

Ms Tambatamba added that at the time, ZEMA suspended operations of SAFAL until they were compliant.

“After a few months, they went back in operation because matters of PPE (personal protective equipment) and most of the occupational safety matters that were raised were attended to. There are issues of protecting our workers of course and growing more jobs so at that time they were allowed to start operating again, ” she said.

The minister said recently when this matter came up, alarm was raised about the affected workers who were then referred to UTH. Mkushi South Member of Parliament Davies Chisopa accused the company of negligence. Shiwan’gandu Member of Parliament Steven Kampyongo wondered why the company had continued operating.

Mr Kampyongo said manganese mining has been there for a long time and what could be new is the new precious mineral, sugilite which may also be posing a danger to those doing illegal mining.

“Honourable minister, it would appear this factory is acting with impunity. You have stated that they were closed for being non compliant with the environmental requirements and when they got back into operation, we have seen their workers get affected by this peculiar disease which appears to be incurable and we need a multi-sectoral response involving your ministry, the Ministry of Health, and the Ministry of Mines. Why is this mine still in operation with such potential danger? Who is being bribed? We smell corruption.

“My question is who is being bribed to ignore the impunity of this manganese processing plant? I thank you Madam Speaker,” Mr. Kampyongo said.

Absa Group reports strong earnings; remains well positioned for growth

Absa Group reported strong normalised headline earnings of R21 billion for the 2022 financial year, representing a 13 percent increase from last year and well above pre-Covid levels. The result was driven by significantly higher pre-provision profit which, in turn, was driven by very strong revenue growth of 15 percent to just under R100 billion.

Strong pre-provision profit growth was tempered by a 61 percent increase in impairments. This reflects the impact of higher interest rates and inflationary pressures in South Africa and significant Ghana sovereign debt related impairments.

“Our consistent strategy execution produced strong results in 2022,” said Arrie Rautenbach, Absa Group Chief Executive Officer. “We believe in our strategy and we have momentum behind us. Along with a stable and experienced leadership team, I am confident that we will be able to sustainably achieve our targets,” he said.

Absa’s customer base grew through improved product offerings and enhanced digital platforms.

In South Africa, Absa’s largest market, the number of customers increased from 9.6 million to 9.7 million, with digitally active customers increasing by 10 percent as stability improved and functionality was enriched.

Absa was among the first to go to market with Google Wallet and the rollout of the Abby chatbot; Absa ID was also effective, with over two million enrollments in the first year.

Absa won more than 15 awards in the digital space, including Best Digital Bank in South Africa, Mauritius and Tanzania. Key metrics including return on equity and cost-to-income ratio continued to improve as the group continues to deliver against its growth strategy adopted in 2018 and which was refreshed last year.

“We are building a strong and consistent track record of delivery against our strategy and we are well positioned for growth, notwithstanding the more difficult operating environment,” said Jason Quinn, Absa Group Financial Director.

The group capital position remains above the board approved target range and the Common Equity Tier 1 ratio was strong at 12.8 percent. The group loan coverage ratio of 3.9 percent remains robust and well above the pre-Covid position.

Government concluding youth internship process-Nkandu

Minister of Youth, Sport and Arts, Elvis Nkandu, says his government is concluding the implementation process of the youth internship programme.

Under this programme, youths with various professions will be attached to work in different government ministries and institutions as a way of empowering them.

Mr Nkandu told the media that the process had to be paused at some point to allow for the completion of the recruitment process for defense service personnel to avoid a situation where some youths are picked for both.

He said government has also engaged some corporate organisations that have also agreed to take up some interns.

He explained that the coming on board of corporate entities will increase the number of interns that can be taken up from the initial 2,000.

And Mr Nkandu has disclosed that government will unlock jobs for youths in the mining sector in the Copperbelt Province, particularly at Mopani and KCM mines once the two companies begin operating at full capacity.

He said the youths will be empowered with resources so that they can also participate in the supply business.

Meanwhile,Ministry of Youth, Sport and Arts Permanent Secretary, Kangwa Chileshe, says government remains committed to supporting all major sports disciplines in the country.

Mr Chileshe said any sports federation that requires funding or support from government is required to write a letter to the National Sports Council which subsequently submits to the ministry.

He was reacting to the failure by the national boxing women’s team to participate at the International Boxing Association world Elite Women’s boxing championship, which started today, 14th March and will end on 26th March 2023.

The national boxing women’s team failed to participate because it failed to raise funds.

Last week, the National Paralympics team also missed the world Para Athletics Grand Prix which took place in Marrakesh, Morocco due to the same reason.

Mr Chileshe was speaking in a telephone interview with ZANIS in Lusaka today.

He said that the Ministry of Youth, Sport and Arts did not receive any letter of request to support the women’s national boxing team and the national paralympics team.

“When we have an entire arrangement, we meet, discuss and agree, then we can sponsor. So if they come through and discuss how we can assist in terms of tickets and any help, we will do,” he explained.

Mr Chileshe said he was only aware of the Zambia youths with intellectual disabilities taking part in a tournament to be held in Berlin, Germany.

He said the youth group reached out to the ministry for support and has since been assisted with air tickets to travel for the competition.

And Mr Chileshe has said government, through the Ministry of Youth, Sport and Arts, will soon begin rehabilitating the Heroes Stadium and Olympic Youth Development Centre (OYDC) in preparation for hosting the All African Athletes Amateur games to be held in Zambia this year.
