Zambian athletes win some medals in Gaborone

5

Zambia’s bronze medallist in 800 meter men’s category Geoffrey Chama has qualified to compete at the Nanjing Olympics to be held in China next month.

This was after Chama emerged third in today’s 800 meter race finals at the Africa Youth Games taking place in Gaborone, Botswana.

Chama is also among the four Zambian athletes who have qualified to compete at the World Junior athletics championship to be held in the United state of America in July this year.

The Zambian sprinter will be among the 9 African athletes to fill the slots given to Africa for the Nanjing Olympics.

Chama qualified after he emerge third in the 800 meter men’s race today at the 2nd African Youth Games in Gaborone to reap the eighth and last medal for Zambia at the competition.

The Zambia bronze medallist finished with 1:53.09, slightly below his closest opponent Gorata Gabanketse of Botswana who finished second on 1:52.52 while the first position was taken by Kenya’s Anthony Kiptoo with a timing of 1:52.07.

Other Zambia athletes who have qualified for the World Junior athletics championship include Brian Kasinda, Joseph Sinkala and Sydney Siame.

Siame was last Thursday erroneously declared third in the 100 meter men category which was tightly contested but later the judges corrected their mistake and awarded the Zambian athlete a silver medal.

Meanwhile, another Zambian, Brian Kasinda has minted Silver in the 200 meter men’s race after he completed slightly behind Botswana’s Tierelo Baboloki Thebe who reaped silver.

Kasinda who started a little later than his opponents ran past South Africa’s Kyle Appel who emerged third and managed to take home a bronze.

Zambia has ended the Gaborone youth competition with 8 medals, 6 silver and 2 bronze.

In athletics alone Zambia has reaped 3 medals while in Boxing the lads mint 2 medals, 2 in judo and 1 medal in swimming.

And Athletics National Junior Chief coach Sydney Mushipe has praised his athletes for minting three medals and qualifying for both the Nanjing Olympics and USA world Junior athletics championship. Mushipi was happy that all his athletes managed to reach the finals in their respective categories and hope to perform even better at the next competition.

He noted that his athletes will now focus on preparing for the Zone 6 and other forthcoming competitions to ensure that they do the country proud again.

Meanwhile, the delegation leader for Team Zambia at the 2014 African Youth Games Boniface Nalishiwa says the Zambian team has a lot of work to do in order to win medals at the international sporting competition.

Naliwisha stated that Zambian athletes have the skills to emerge champions but are not trained enough and that they are small in stature to compete with huge opponents.

He however praised the athletes for minting medals at the competition but noted that more was required from them to make the country proud.

Secretary to the Cabinet Roland Msiska has reiterated government’s commitment to promoting a gender responsive and inclusive development for all Zambians.

Dr. Msiska said government has continued to demonstrate this by strengthening gender equality in prioritised areas of the economy such as agriculture, construction, infrastructure development, job creation and tourism.

He said effective gender mainstreaming is a tool that will enable government make the development agenda more inclusive and responsive to the needs of women, men, girls and boys.

ZANIS Reports that Dr. Msiska said this in a speech read on his behalf by his deputy Ambassador Peter Kasanda during the official opening of the two days Retreat for a Committee of Permanent Secretaries on Gender.

The two days gender retreat is a joint support programme between Government, the United Nations Development Programme (UNDP) and the Department for International Development Aid (DFID).

Dr. Msiska has since urged the committee to accelerate gender responsiveness development by ensuring that sector plans and budgets are fully engendered.

And Dr. Msiska has directed the Public Service Management Division (PSMD) to ensure that the Strategy and Implementation Plan for Engendering the Public Service is fully operational.

Dr. Msiska also urged the PSMD to make tangible follow ups on the recommendations of the gender strategy plan which he said is cardinal in strengthening the Gender Focal Point System in the public sector.

Government has assured the public that the reported sporadic out break of the contagious chicken pox has been contained.

Speaking in an interview Health deputy Minister Dr. Chitalu Chilufya said government has put in measures to ensure that disease does not spread.

Dr. Mulenga said government has instructed health workers in the country to sensitize members of the public to avoid an escalation in the spread of the disease.

He further called on the public not worry as the disease has been controlled after recording sporadic cases across the country.

He also said by sensitizing the public the levels of suspicion will be raised hence leading to early detection of the disease before it spreads.

The MMD National Executing Committee has stripped five of its senior members of their positions after they lost a court battle they initiated against the leadership of party leader Dr Nevers Mumba.

The NEC which met at Chrismar Hotel in Lusaka Saturday afternoon resolved to drop party Spokesperson Dora Siliya, Vice Presidents Michael Kaingu and Brian Chituwo and NEC member Lucky Mulusa including National Youth Secretary Tobias Kafumukache.

Announcing the resolution by the party National Secretary Muhabi Lungu said the party’s two vice presidents Michael Kaingu and Brian Chituwo as well as three other NEC members Lucky Mulusa, Dora Siliya and Thobais Kafunkache have been stripped off their party positions and will remain in the party as ordinary members.

Mr Lungu said the 5 will be put under observation for a period of time and if they are found wanting during this period the National Secretary has been instructed to take immediate actions towards expulsion.

“The resolution of the national executive committee meeting after an intensive deliberation has been that the five members of the NEC who were charged will be stripped off their positions in NEC but they shall continue to enjoy full rights as members for the MMD. Under their rights and obligations there will be a period of observance by the secretariat,” Mr. Lungu said.

Mr. Lungu further said he has been instructed to write to the 5 members informing them of the party’s decision.

The meeting which was held at Chrisma Hotel was attended by over 45 NEC members including 4 of the rebel members. Mumbwa MP Chituwo was out of the country.

The 4 rebel members were made to wait outside for more than 3 hours as NEC deliberated on their fate.

The five are now ordinary members of the former ruling party.

The NEC also resolved to appoint a party Spokesperson at a later date while the positions of Vice President will remain vacant.

The five senior members had dragged Dr Mumba and then Acting National Secretary Chembe Nyangu to court for allegedly failing to obey a court order not to proceed with a NEC meeting which was elect a new National Secretary.

Judge Eddy Sikazwe however ruled on Friday that the injunction served on Dr Mumba and the NEC restraining them from holding their meeting was irregular as the applicants had not sought leave from court to deliver their injunction on a Sunday.

And MMD Mwandi member of parliament Michael Kaingu claims the decision to strip him off his position was timely as he had made a decision to resign from the position by himself.

Hon Kaingu said he would have resigned as party vice president if the party hadn’t stripped him off his position because he was tired of arguing.

He said he won’t resign from the party because he is a member of parliament for the people of Mwandi and that the people in Mwandi still needs his representation in parliament.

The 5 positions have since been declared vacant and will be filled in soon.

MMD NEC holds meeting after High Court clears Dr Mumba

The MMD is today expected to hold a national executive committee meeting to decide the fate of its two vice-presidents Dr Michael Kaingu and Dr Brian Chituwo along with Dora Siliya, Lucky Mulusa and Tobias Kafumukache a day after the Lusaka High Court dismissed the contempt of court case against the former ruling party president Nevers Mumba.

MMD national secretary Muhabi Lungu told the Daily Nation yesterday that he would be presenting a report to NEC members on the rebel members after they had refused to exculpate themselves over charges of indiscipline.

Yesterday, the Lusaka High dismissed the contempt case against Dr Mumba on account that the injunction to stop the MMD leader from going ahead with a NEC meeting was served on a Sunday.

High court Judge Eddie Sikazwe said the preliminary issues of the injunction which were raised by Dr Mumba Advocates contending that although there was a court order for an injunction it was served on a Sunday which was not in line with the High Court Order of the laws of Zambia.

Judge Sikazwe ruled that the second preliminary issue raised by Dr Mumba was to do with personal service of the MMD president could not render him (Dr Mumba) to be liable for contempt proceedings.

Judge Sikazwe added that the applicants Dr Micheal Kaingu and Dr Brian Chituwo knew that there was going to be a NEC meeting with a programme of electing a new National Secretary of the party.

Judge Sikazwe further added that the litigants before court were coming from one party, MMD and he therefore ordered no costs to either party.

This is in a case where the two MMD Vice Presidents Micheal Kaingu and Dr.Chituwo sued Dr Mumba and 34 NEC members for allegedly convening a NEC meeting which elected Mr.Muhabi Lungu as the party national secretary.

It was alleged that upon granting this order at around 13:00 hours then national secretary Chembe Nyangu was served with the same order at around 14:10 hours while preparing documents for the meeting at the Movement for Multi Party Democracy-MMD Secretariat by Messer Katolo and associates and he acknowledged receipt.

But Dr.Mumba disregarded the Court’s order of an injunction on the basis of that the court order could not be served on a Sunday and the disobeying of this court order was thereby lowering the Court’s dignity and authority.

And Mr Lungu said he NEC to be held today would decide what action to take against its rebel members and added that now that the court battle was over, it was important for the party to move forward to catch up with the time lost in mobilization.

Mr Lungu said while the ideal situation would have been to see reconciliation between the Dr Kaingu faction, discipline was cardinal for the smooth running of the party.
He said it would not help the MMD to have a small group of people moving in a different direction from the rest of the members because that was what was causing disunity in the former ruling party.

He said if there was going to a complete secession from maligning the leadership of Dr Mumba by those who had been calling for the removal of the MMD president, it would be prudent to consider reconciliation because the party was running out of time.

“We are having a NEC meeting tomorrow and I will be submitting my report over the disciplinary action that commenced against our colleagues. And the ideal situation after this episode should have been reconciliation but if you a small group in an organisation pulling in the wrong direction, then it is difficult to stay together. So NEC will decide on what action would be taken,” Mr Lungu said.

Kwacha fall can be arrested by introduction of proper tax on the mining sector -HH

HAKAINDE HICHILEMA ON The Falling Kwacha

The continual sliding of the Kwacha is not only an indication of the PF’s failure to run the economy, but it actually borders on economic sabotage.

It is unacceptable and embarrassing that since PF took over power in 2011, our currency can today be on free fall where it is always being declared as the worst performing currency in the world, as if there are no people running a government in place.

The excuse being given that the weakening of the currency is as a result of low copper prices does not hold water because the metal prices are way still higher than 2000s when the Kwacha was still doing better.

To cure the situation, the PF must first accept that among the reasons for the depreciation of the Kwacha are careless policies and wanton expenditure that are having a telling effect on our fledging economy.

By deciding to tie all the revenues and borrowed money into infrastructure, PF have made our economy consume more than it is producing to generate more wealth.

Also other than the poor policies such as the introduction of statutory instruments 33 & 55 that killed our monetary policies, PF are also not generating enough revenue from the few productive sectors of the economy.

As UPND we insist that the Kwacha fall can also be arrested by introduction of proper tax on the mining sector such as windfall tax.

As country, whereas we need investment infrastructure, there is also need to heavily release money for the manufacturing sector so as to reduce our heavy dependency on imports, and therefore create jobs.

With the free-falling Kwacha, we have consigned our small scale businessmen such as cross border traders, motor vehicle parts dealers, those young men and women who make a living selling fruits and other imported items such as toys in our streets and roads to perpetual poverty.

At this rate, the prices of fuel, basic food prices, fertiliser and other agriculture inputs will continue going up thereby increasing the cost of living for our people.

Amnesty International has demanded for the immediate release of James Mwape and Philip Mubiana the two men of Kapiri accused of having sex “against the order of nature” under Section 155 of Zambia’s Penal Code.

Amnesty International Zambia Researcher Simeon Mwanza says the continued incarceration of the two men is an abuse of human rights and reflects badly on the country’s justice system to the international world.

Mr. Mwanza said his organization considers the continued incarceration of the duo who deny the accusations is an affront to all who believe in fundamental human rights, equality and non-discrimination hence the two should be released immediately.

He said the duo have already spent over a year in jail after their application for bail was denied in may last year something he said reflects badly on the country’s justice system.
Mr. Mwanza also said people should not be locked up on the basis of their sexual orientation as it is a clear breach of international law and justice.

“These men have already spent over a year in prison having been denied bail in a case where they are accused of something that should not be a crime. Locking up people on the basis of their real or perceived sexual orientation is reprehensible and a clear breach of international law and justice”

And Amnesty international has called on government to fulfill its obligation in protecting all human rights respect and protect all human rights and end the persecution of individuals on the basis of their real or perceived sexual orientation or gender identity.

“Amid a growing climate of fear in Zambia, Amnesty International is calling on the authorities to fulfill their obligations to respect and protect all human rights and end the persecution of individuals on the basis of their real or perceived sexual orientation or gender identity.

We are worried about the shrinking space for human rights in Zambia under the current administration. Fundamental freedoms have increasingly come under attack with political opponents, civil society and sexual minorities being systematically suppressed,” said Mr. Mwanza.

The duo who face up to 14 years in prison if found guilty were first arrested on 25th April 2013 before being released on bail on 2nd May but re-arrested 6th May 2013 and have been in jail ever since.

The international human rights organization has also condemned the examinations done on the two men describing them as forms of torture.

“They were arrested again on 6 May and subjected to forcible anal examinations by government doctors to “prove” their involvement in sexual activity. These examinations are tantamount to torture,” added Mr. Mwanza.

GOVERNMENT has said it will not take kindly to investors particularly in agriculture and mining sectors who are disregarding the country’s labour laws with impunity.

Vice-president Guy Scott said Government had no problems with investors getting a return of their investment as long as they were in compliance with the country’s laws.
Dr Scott said this in Kitwe yesterday when he officially opened the 57th Copperbelt Mining, Agriculture and Commercial Show (CMACS) held under the theme ‘Sustainable and Environmentally Responsible Development –Beyond Zambia’s Jubilee’.

The vice-president was particularly disappointed with expatriate farmers in Mkushi district who said were disregarding the country’s labour laws by not paying their employees the Government prescribed minimum wage.

“I am very disappointed that there was even a meeting in Mkushi where they were discussing why farm workers are not being paid according to the minimum wage,” he said.
Dr Scott said investors should not only rush to building houses and buying posh vehicles such as limousines but fail to pay workers according to Government prescribed minimum wage.

He advised investors particularly white farmers against coming to invest in the country with the view of making quick profit and leave the country there after.

“When you come to invest in the country know that you are here to stay and we want you to start behaving like Zambians. We don’t object to you making your money because we want you to make money and that way the economy of Zambia will develop, but again you need to respect the law of the country,” he said.

Dr Scott assured investors in the mining sector of protection of their investment saying Government was not interested in grabbing any of their assets as long as they complied with the country’s laws particularly those on tax.

“We don’t want to see people jumping up and saying we are making so much profit but then you are involved in tax avoidance,”

“Don’t make boastful remarks, on how much you are making, its offensive, lets be civilized,”Dr Scott said.

He said Government would not go to sleep and allow investors engage in tax avoidance.

Dr Scott called players in the mining industry to put their acts together and ensure that the country got back on top in terms of being number one copper producing nation on the continent.

And Copperbelt Show Society chairperson Bill Osborne said the agriculture sector in Zambia was proving to be vibrant as witnessed by the recorded maize bumper harvest.
Mr Osborn also cited other sectors such as the livestock, poultry which he said had continued to show positive growth.

However, called Government to address challenges such the high cost of production as well as cost of doing business which he said were hampering the smooth growth and development of the agriculture sector.

Mr Osborne expressed happiness with this year’s show which he said had attracted quality exhibition from players in various sectors of the economy both locally and internationally.

Earlier, Dr Scott toured exhibitors stands round the show and was accompanied by Mines Minister Christopher Yaluma, Agriculture Minister Wilbur Simuusa, his Commerce Trade and Industry counterpart Bob Sichinga and Copperbelt Minister Mwenya Musenge.

Patriotic Front (PF) Secretary General Wynter Kabimba who is also Justice Minister also joined the vice-president at the official opening of the show.

Magistrate Court refers RB’s case to High Court, Mutembo Nchito asked to recuse himself

Zambian Fourth president Rupiah Banda
Zambian Fourth president Rupiah Banda

THE Lusaka Magistrate Court has referred to the High Court an application by former President Rupiah Banda where he is asking the Director of Public Prosecution (DPP), Mutembo Nchito to recuse himself from handling his case citing unfairness.

Principal resident Magistrate Obbister Musukwa in his ruling yesterday said from the submission and evidence on record, it was clear that there appeared to be an argument which could not be determined by his Court.

“Since this court has no powers to determine the application by Banda which is bordering on conflicting issues, I now refer the matter to the High Court for determination on whether Mr Mutembo Nchito should recuse himself or not,” Mr Musukwa said.

The Court had also ruled that the indictment be used in its perceived defective form in terms of content which was said to be malicious saying striking it out completely would not be in the interest of justice.

Mr Musukwa ruled that the indictment should remain on record in spite of its defectiveness as he was satisfied that it was duly sworn by a competent person.

He said his Court had no jurisdiction to interpret constitutional issues and that it was only vested in the higher court.

“There appears to be a conflict between the rights of the accused as guaranteed by Article 18 (1) and (11) of the Bill of Rights of the Constitution on one side and the Powers of the DPP to prosecute this matter in line with the provisions of Article 56 on the other,” he said.

This is in a case in which Banda had pleaded not guilty to two counts of corrupt practice and concealing gratification of motor vehicles received from a Chinese Company valued at US$180,000.

Banda complained that he was not comfortable with the DPP handling his case due to the alleged grudge against him arising from the collapse of the Zambian Airways which was being run by Mr Nchito, his brother Nchima and Post Newspaper editor-in-chief Fred M’membe.

Banda also submitted that it was a matter of public policy and a rule of natural justice that one should not be a prosecutor and judge in their own case hence the reason for the DPP to recuse himself claiming the alleged grudge was as a result of the defunct Zambian Airways.

He said a fair hearing in its nature, required equality between the contestants, subject to the supreme principles of among others the presumption of innocence and when one of the contestants had no pre-trial access to the statements taken by police from potential witnesses, the contest could neither be equal or fair.

Banda said this was a clear infringement of the right to fair hearing and the right to be afforded adequate time and facilitated for preparation under the Constitution.

But Mr Nchito had opposed the application on grounds that it was an attempt by the defence to delay proceedings and asked the court not to hear the appeal.

Government suspends Chinese Company following accident that claimed two workers

GOVERNMENT has suspended China Henan International Corporation from carrying out civil works for Southern Water and Sewerage Company (SWASCO) in Livingstone following the recent accident in the tourist capital in which two of its workers died while one survived.

The accident happened on May 14, 2014 when the soil buried them as they were digging trenches in readiness for the laying of new water pipes for SWASCO.

Labour and Social Security Minister Fackson Shamenda announced the development at a media briefing at Zambezi Sun Hotel in Livingstone yesterday.

Mr Shamenda said the Government had suspended civil works by China Henan International Corporation which was contracted by SWASCO until safety measures were fully adhered to by the contractor.

He said he was further consulting the Attorney General’s office for legal action to be evoked on China Henan International Corporation.

“The Ministry of Labour and Social Security has recommended that China Henan International Corporation which was contracted by SWASCO to carry out civil works in Livingstone suspend work at the site of an occupational accident until safety measures that were prescribed are fully adhered to by the contractor.

This recommendation follows an occupational accident that occurred on May 14, 2014 in which two employees were killed and one was injured,” Mr Shamenda said.

He said inspectors from the Ministry of Labour and Social Security who investigated the accident established various issues with the contractor.

“Prior to the accident, two workers were digging a trench at a depth of four meters while another was working at the two metres level but within the same trench, the walls of the trench collapsed caving in the loose soil around the trench and burying the three workers alive,” he said.

The workers on site attempted to rescue their colleagues and only managed to dig out one worker after 15 minutes who was rushed to the Livingstone General hospital, while the bodies of the other two workers were taken out 1 hour 30 minutes later.

This part of the trench had earlier collapsed several times the previous day, and workers reported the matter to their supervisors, but no action was taken by the supervisors.

“Arising from these findings and several others that have occurred in the past, the Ministry has directed all contracted companies to adhere to safety and health regulations in the workplace failure to which, it will invoke the provisions of the Factories Act and suspend operations until safety measures are put in place,” he said.

The findings from this investigation reveal that the soil at the site was too sandy to hold the walls of a four meter trench.

There was need to support the trench walls with timbering and shutter structures and prevent the caving in;

Mr Shamenda said the weight of heaped soil on the sides of the trenches at surface and at two meter level, exerted too much pressure on the trench walls causing the collapse of the walls.

In addition, the company did not issue any notice of commencement of works of engineering construction to the Ministry of Labour and Social Security as required by Regulation 3 of the Construction (Safety and Health) Regulations of the Factories Act, Cap 441 of the Laws of Zambia;

He said Contrary to Section 37 paragraph (1) of the Factories Act, China Henan International Corporation, did not take any measures to ensure safety at the site for the workers.

“China Henan International Corporation did not even have a copy of the Construction (Safety and Health) Regulations at the site contrary to Regulation 101 of the same Statutory Instrument.

The construction site had no trained First Aiders and First Aid boxes contrary to section 67 of the Act; and some workers were not registered with the Workers Compensation Fund Control Board,” Mr Shamenda said.

Government says the Medical Stores Limited has enough medical supplies and that the reported shortages of drugs in some health facilities in the country are artificial.

Health Deputy Minister Chitalu Chilufya who toured Medical Stores Limited in Lusaka on Thursday said there were enough stocks which needed to be shipped to needy health facilities.

He said it was sad to see the fully stocked warehouse of drugs awaiting orders when some health facilities were reportedly giving patients prescriptions for even simple drugs like Panado.

Dr Chilufya has since directed officers in the supply chain to up their game in making sure that the drugs did not run out of supply in health facilities.

“We are not going to tolerate a situation where people are given prescriptions to buy drugs when government has procured enough drugs for them. There is no shortage of drugs, what is actually there is shortage of space to store the drugs,” he said.

Dr Chilufya said poor leadership in the supply chain had led to some reported artificial shortage; a situation that he says would not be condoned by government.

He said his office had received reports from Mansa General Hospital that the aforementioned hospital had run out of drugs to the extent of people only receiving prescriptions to buy basic drugs like Panado.

He said government had put in place a workable mechanism where emergency order of drugs from Medical Stores could be made as the medical centres wait for the routine supply.

Medical Stores Limited, director for pharmaceutical, Anne Zulu said in order for them to operate effectively, the company had opened up regional hubs in most parts of the country.

“The opening of regional hubs means we will be able to distribute drugs to the lowest medical facilities which are away from the districts,” she said.

Micheal Kaingu and Brian Chituwo lose their case against Nevers Mumba

THE Lusaka High Court has halted contempt proceedings against MMD leader Nevers Mumba on grounds that the applicant did not obtain special leave of the court in order to serve an injunction on him and others ahead of the party’s National Executive Committee (NEC) meeting in Lusaka recently.

This is in a matter in which MMD’s vice presidents for politics and administration, Micheal Kaingu and Brian Chituwo respectively sought the court’s intervention to restrain Dr Mumba from convening a NEC meeting.

Dr Kaingu and Dr Chituwo had asked the court to cite Dr Mumba for contempt for disobeying a Court order that restrained the party from convening the NEC meeting.

High Court Judge, Eddie Sikazwe in his ruling yesterday said the applicant should have put in place all the necessary means to avoid being caught unawares since their intention was to block the NEC.

Mr Justice Sikazwe said even though the injunction was obtained rightfully from his Court on Sunday, on April 27, this year, at 13:35 hours and served at 14:10 on the acting national secretary Chembe Nyangu, special leave to serve the injunction order on the material day was not obtained by the applicants.

“Accordingly, I therefore find Mr Nyangu, sued in his capacity as acting national secretary of MMD, Dr Mumba and all the 34 members cited in these proceedings not guilty of contempt of this court,” Justice Sikazwe said.

Mr Justice Sikazwe said the litigants in the matter were coming from one party which was the first to bring multiparty democracy in Zambia’s politics and as such, it should be the last party to drag itself to Court over its party matters involving two different camps.

He said the applicant’s knew about the dates of the NEC convention way back and only went to court for an injunction at the eleventh hour to block it and they should have started the process earlier so that all was put in place.

Dr Mumba in addressing his supporters outside Court said he was delighted that justice had prevailed and that the ruling would teach others with hidden agendas in the party a big lesson especially on the basis of talking from without.

“I am happy that the contempt proceedings against us have been dropped, we were innocent from the beginning, we have been vindicated by the courts, this is a fair judgement and now we shall concentrate on our meetings,” Dr Mumba said.

People spreading false rumours about the President risk being arrested-Mangani

LAMECK Mangani,
LAMECK Mangani,

THE Patriotic Front (PF) in Eastern Province has warned that those spreading false rumours that President Michael Sata was evacuated to London hospital risked being arrested.

PF Provincial Chairperson Lameck Mangani said yesterday that he had been receiving a lot of phone calls from PF members expressing concern over the rumours.

Mr Mangani said people should be aware that causing of serious alarm to the nation was an offence.

He explained that President Sata was fit and able to execute his national duties in his office.

“It is a serious offence to anyone spreading false rumours that President Michael Sata was evacuated to London hospital. Such alarm should be stopped by people more especially from Eastern Province,” He said.

Mr Mangani also said the PF party had performed well in all sectors of the economy.

He said he was extremely happy that the PF Government’s work had become visible to many people.

Yesterday, President Sata swore-in Mr Kapumpa along with Salome Mwananshiku as Zambia’s ambassador to neighbouring Malawi.

Mr Sata urged Mr Kapumpa to perform his duties in a sober manner as Zambia works to strengthen diplomatic relations with South Korea.

“I was the first Zambian to go to South Korea. South Koreans are extra intelligent people and I expect you to be sober,” Mr Sata said.

Similarly the President advised Ms Mwananshiku to ensure the same was emulated in her discharge of duties in Malawi.

“Zambia has a Constitution which you have taken oath, so what Constitution are they talking about,” he said.

Mr Sata reiterated that Zambia’s Constitution was functional and there was no need for civil society groups to continue pushing for the enactment of a new Constitution.

President Sata said there was no need for agitation over the Constitution as there was an existing Constitution already in place.
