The Young African Leaders Initiative (YALI) has added its voice in expressing disappointment over the continued reshuffles that have characterized the Patriotic Front (PF) government’s Cabinet.

YALI is of the thought that such reshuffles which are being done consistently are bringing about policy incoherence in terms of the way government plans on how it does its activities and the implementation of its programs.

YALI President Andrew Nthewewe said that if the nation is going to have a change of Ministers every time the country will experience disorder in all the Ministries.

President Sata transferred Minister of Lands, Natural Resources and Environmental Protection Hon. Harry Kalaba to the Ministry of Foreign Affairs in the same capacity. Hon. Kalaba replaces Hon. Wylbur Simusa, who has been transferred to the Ministry of Agriculture and Livestock in the same capacity.

The President also transferred Hon. Emmanuel Chenda from the Ministry of Commerce, Trade and Industry to the Ministry of Local Government and Housing. Hon. Chenda replaces Hon. Emerine Kabanshi, who has been transferred to the Ministry of Community Development, Mother and Child Health in the same capacity.

President Sata also moved Hon. Mwansa Kapeya from the Ministry of Information and Broadcasting Services to the Ministry of Lands, Natural Resources and Environmental Protection. Hon. Kapeya has been replaced with Hon. Dr. Joseph Katema, who before the reshuffle was Minister of Community Development, Mother and Child Health.
Hon. Robert Sichinga has been transferred from the Ministry of Agriculture and Livestock to the Ministry of Commerce, Trade and Industry in the same capacity.

Meanwhile Mr. Nthewewe has implored the Minister of Information and Broadcasting Services Joseph Katema to firstly attend to the Access to Information Bill at his call of duty at his new Ministry.

He noted that this is because that the Access to Information Bill is a vital piece of legislation that that will allow the free flow of information in the country.

DIY Guide – Nissan X-Trail Hand Brake Adjustment

As with all things, the more you use your vehicle, the more things start to wear out or go out of adjustment.The key to maintaining proper operation of your Nissan X-trail, even in the face of these, is regular maintenance. A knowledgeable and experienced automobile technician can often determine the condition of your vehicle, and the appropriate measures to take, in less than half an hour.

One common issue that is overlooked, especially on vehicles equipped with an automatic transmission, is the parking brake. After all, putting your vehicle in “Park” (1st or Reverse on manual transmission) is typically enough to keep the car from moving, so many people forget to engage the parking brake. Make sure you are in the practice of using the parking brake every time you park your Nissan X-Trail, and be sure to release it every time you move again. This will help to keep the cables from freezing up.

Of course, using your Nissan X-Trail’s parking brake will stretch the cables, especially when new, and will wear the parking brake shoes. This stretch and wear is minimal, and you may never have to actually replace parking brake shoes, at least for the first 150,000 km, some for at least 300,000 km. During that time, the cable and brake shoes will most likely require adjustment to keep them functioning properly. When the vehicle was new, the parking brake, also referred to as “hand-brake,” “foot-brake,” or “emergency-brake,” just two or three clicks may have been sufficient to keep it from moving.

Over time and use, however, cable-stretch and shoe-wear may render the parking brake useless, even if you pull it to the limit. You could include a brake cleaning and adjustment in your regular maintenance when you bring it to the shop. On the other hand, if you have the proper tools and are mechanically-inclined, you can do it yourself.

How To Adjust Your Parking Brake

Now, some DIY guys and even inexperienced mechanics make the mistake of adjusting the end of the cable at the parking-brake handle. It’s a quick and dirty fix, but it really only creates further problems. Do not adjust the cable. When the parking brake is not engaged, there should be absolutely no tension on the cable. Adjusting the cable may bring back brake function, but it will stretch the cable again. Here, we’re going to give you the proper method to adjust the parking brake on your Nissan X-Trail.

1. First, you’ll need a level place to work on, since we’ll have to leave the vehicle in neutral to work on the parking brake. Chock both front wheels to keep the vehicle from moving, make sure the parking brake is disengaged, and leave the transmission in Neutral.
2. Jack up the rear of the vehicle until the rear wheels are off the ground a few centimeters. Place jack stands under the frame of the vehicle to support it, and lower the jack until the vehicle is resting on the stands.
3. Never go under a vehicle supported solely by the jack.
4. At this point, you should be able to spin the rear wheels freely. Behind each rear wheel is a brake assembly. There are actually two sets of brakes. The hydraulic brakes act on the brake calipers on the outer rim of the brake disc, which is shaped like a hat. The brim of the hat is the disc brake, which we’re not going to touch. The inside of the hat is where the parking brake works, and it’s a breeze to adjust.
5. Taking a look at the diagram, you can see the adjuster, No.5, which is located at the same side as the brake caliper. You should be able to see it with a flashlight. If there is a lot of brake dust, as is common, use a liberal amount of brake cleaner spray to clean it up, spinning the wheel to get the brake cleaner into the whole drum.

6. Use safety glasses, a dust mask, and nitrile rubber gloves, to protect yourself from the brake dust and cleaner.
7. You’ll note the parking brake adjuster has a toothed wheel, which you can use a small screwdriver or brake-adjusting tool to turn. You’ll have to figure out which way to turn the adjuster until you can no longer turn the wheel. Then, back off the adjuster until you can turn the wheel a little bit. Go inside the vehicle, pull the parking brake, and then release it.
8. Check to see if you can spin the wheel without any resistance from the brake. You should be able to hear if the brake is rubbing. If so, back off the adjuster another notch (the adjuster teeth rub on a spring), engage and disengage the parking brake again, and make sure the brake isn’t rubbing.
9. It may take a few tries to get the adjustment right, so that the wheels spin without dragging on the brake. If the brakes drag, they will heat up the drum and wear out the shoes, both of which cause problems with overheating and dust. If the parking brake is too loose, then it won’t work when you need it to. Generally speaking, the hand brake should be pretty solid if you pull it two or three clicks, but no more than four or five.
10. Once you drop the vehicle back on the ground, take it for a test drive. Walk around the vehicle to check for burning, which would indicate brake dragging. At low speed, engage the parking brake to stop the vehicle, maybe once or twice, but no more. Find a hill to park on and fully engage the brake to park the vehicle. Three or four clicks on the parking brake should be sufficient to hold the vehicle, even if it’s not in “Park” or in gear.
Given that this is such a simple adjustment that often goes overlooked, it’s probably a good idea to do this right now, before you have a need for the emergency function of the brake. If the handle doesn’t move very well, chances are that the cables have seized. Don’t force it, as you might immobilize your vehicle by locking up the parking brake.
Following these DIY steps, with the proper tools, and keeping safety in mind, you can probably do this the second time in about 15 minutes. You’ll also save yourself a trip to the garage and the bill that goes with it!

New Constitution is not magic formula for Zambia-Scott

Vice President Guy Scott has charged that enacting a new constitution will not automatically solve all of Zambia’s problems.
Dr Scott said the opposition and the NGOs have misled many Zambians into believing that having a new constitution will dramatically change the way the country is governed.
He was speaking Sunday evening when he featured on a live ZNBC Sunday Interview programme.

“Can we guarantee everybody secondary education? You can write it in the constitution but you can’t guarantee it because you have limited level of resources and limited ability to manage your country which is the size of Texas,” Dr Scott charged.

He added, “So some people have been naughty and irresponsible telling people that the constitution will change everything. I met a taxi driver in Livingstone and he was busy telling me that he is very hungry and he waiting for the new constitution to get him the food and this guy was serious.”

“Let me give you another example, the late David Phiri, the forming sports and mining executive was on that Chona Constitution review commission and they flew over to the Barotse wetland in a helicopter to meet villagers and ask them what they wanted to see in the constitution and some villager rose and told them that he wants crocodiles banned in the new constitution. That shows you that people don’t understand this constitution issue and they want to make crocodiles unconstitutional.”

Dr Scott however said the PF government is committed to finalizing the enactment of a new constitution.
“It would be very nice to get finality on this issue of the constitution because we have been on this road before. I personally would like to have it changed because the present constitution does not allow me to stand as President, it’s a deficiency but I’m not prepared to enter into a battle of insults over that issue, I would rather retire.”

Dr Scott explained that a new constitution is important for Zambia but cautioned that it is not a magic formula that can take the place of good governance.
“Good governance is much more important than the constitution. The constitution can’t even guarantee you good governance. Good governance is the people you choose to lead you, they have to be sincere, they have to be genuine and take seriously their obligation to build schools and clinics,” Dr Scott stated.
Dr Scott said he also does not know when the Technical Committee will hand over the final draft and report to the report.
“We want the report delivered to State House because it is our report, we appointed the Technical Committee incidentally, the technical committee didn’t have PF cadres in it, it had people in it who were not even friendly to the PF, Ernest Mwansa was a PF rebel in the previous election but we appointed him because we do not want a rubberstamp job. The technical committee is not God which can produce a constitution which we can’t even read or comment on. Who gave the technical committee such supernatural powers?”
The Vice President said he is hopeful that the Technical Committee will hand over the report and draft constitution to President Sata in a matter of weeks.
He also said the 2016 general elections might be held under a new constitution.

Bank of Zambia moves to explain the depreciation of the Kwacha

WITH fears grappling the market on the downfall of the Kwacha against major currencies, the Bank of Zambia (BoZ) has moved in to explain the reasons behind the depreciation of the local currency.

The central bank says increased demand for imports of capital goods has contributed to the loss of value of the Kwacha against major currencies.

This is as a result of consistent economic growth the country has recorded over the years which has led to a steady increase of imports particularly capital goods critical for sustaining such growth.

“Although exports have continued to show impressive growth, demand for imports has relatively been stronger, thereby contributing to the exchange rate depreciation,” said the central bank in a statement.

The Kwacha is currently trading at about K6 against the United States Dollar while the Pound and the Euro are trading at K9.9 and K7, respectively.

Apart from the demand for import, the central bank noted that Zambia’s increased integration with the world economy has had an impact on the performance of the local currency.

“It is important to note that US Federal Reserve Broad’s decision to reduce the amount of US dollar liquidity supplied through its quantitative easing programme has broadly affected several emerging markets including Zambia,” the statement added.

The Federal Reserve’s course of action has led to fears of slower growth of major economies particularly China.

This has resulted into the price of copper, Zambia’s major export earner, subdued thereby undermining investor optimism.

The Bank stated that the impact had also resulted into a slowdown in portfolio investment inflows, which have hitherto played an important role in financing the country’s current account deficits.

The central bank has responded to panic in the market by tightening monetary policy to stay on course with the attainment of the inflation target of 6.5 per cent.

“The Bank wishes to dispel the notion espoused on some media platform such as Reuter’s network that it does not intent to intervene in the markets.

“On the contrary, the Bank of Zambia, as always, stands ready to take actions that are appropriate at maintaining foreign exchange stability without compromising the external competitiveness of Zambian economy,” it stated.

Last week President Micheal Sata said the recent depreciation of the Kwacha is due to a combination of domestic and international market developments.

Mr Sata assured that the Government was closely monitoring the developments in the foreign exchange market.

The President said his administration had tightened monetary policy consistent with the attainment of the inflation target of 6.5 per cent for 2014.

AUDITOR General Anna Chifungula has named councillors and council employees as culprits in the abuse of Constituency Development Funds (CDF).

Ms Chifungula says the officials have benefited from CDF by paying themselves hefty allowances at the cost of development at constituency and ward levels.

Recently the Parliamentary Public Accounts Committee (PAC) chaired by Chipangali MMD Member of Parliament Vincent Mwale, grilled several public officials for misapplying public funds.

In her 2012 audit on the management of CDF and grants to local authorities, Ms Chifungula cited Kaputa Constituency, whereK29, 700 catered for councillors’ allowances.

This contravened CDF guideline number 3 (d) which underlines that “no allowances whatsoever shall be paid from the CDF.

Another anomaly was the failure to account for K220, 000 funded to train women and youth groups, in that there were no records both at the council and at the visited clubs on how the funds had been utilised.

In Mporokoso, K168, 342 was paid as sitting allowances for councillors and transport costs, while in Chilubi, K18, 000 was also paid as sitting allowance, refreshments and payment of casual workers.

She said another K69, 607 was paid to three officers in Mporokoso to facilitate for the payment of allowances and fuel imprest to other officers to carry out project appraisals and verification of CDF projects for Mporokoso and Lunte Constituencies.

“However an examination of records revealed that there were no acquittal sheets to support the payments to the other officers. In addition, inquiries made revealed that the activity was not undertaken and as of January this year, no action had been taken by the Council,” she said.

In Nalikwanda Constituency, the council irregularly paid K13, 840 from the CDF to cater for rentals of Nalwei Police post and accommodation for three police officers.

In Senanga District, the council irregularly transferred K83, 390 involving 14 transactions, from the CDF account to the district fund account and applied on the daily operations of the council, contrary to the guidelines.

In Monze District, the council neglected CDF guidelines by purchasing furniture for the chamber and new offices, using K54, 588 CDF.

In Lusaka Province, the Lusaka City Council and their Chilanga counterparts spent K13, 889 from the CDF to insure an ambulance and a grader, contrary to guidelines.

On grants, the Ms Chifungula said an audit of the Ministry of Local Government and Housing, 42 payment vouchers in amounts totalling K479, 951 processed at five local authorities, were not availed for audit.

On unsupported payments, 324 payments involving K3 million processed at 33 local authorities, were not supported with relevant documents such as quotations, cash sale receipts and local purchase orders among others.

Several local councils fail to remit pay statutory obligations despite effecting deductions from employees

AMOUNTS totalling K8.1 million deducted from employees of 17 local authorities were not remitted to pay statutory obligations, the latest Auditor General report has revealed.

Auditor General Anna Chifungula’s report showed that the local authorities owed K7.6 million in Pay As You Earn (PAYE), K220, 642 was owed to the Local Authorities Superannuation Fund (LASF) while K217, 440 was owed to the National Pension Scheme Authority (NAPSA).

The affected local authorities were, Mansa, Milenge, Kawambwa, Samfya, Nchelenge, Ndola, Mufulira, Kitwe, Luwingu, Kaputa, Mporokoso, Mongu, Senanga, Livingstone, Sinazongwe, Mazabuka and Siavonga.

The report on the management of CDF and grants to local authorities also stated that the Livingstone City Council inflated retirement package and fraudulently paid, Oscar Nyaywa, who was not a former council employee but an acquaintance of accountants in charge of processing payments.

A review of cheque counterfoils, cash books, ledgers and payment vouchers revealed that three payments in amounts of K6, 840 were made to three retirees from June to September 2012.

She said a scrutiny of the paid out cheques with the same cheque numbers revealed that instead of the approved amounts of K6, 849 being processed, the figure was inflated to K16, 340 and paid to a Mr Nyaywa.

“Inquires with the Town Clerk revealed that a Mr Oscar Nyaywa was actually an acquaintance of the accountants who were in charge of processing the payments,” she said.

UPND fumes after Police in Eastern Province cancel the issued permit to hold meetings

UPND Presidential Adviser Douglas Siakalima has warned that Zambians have had enough and will soon be forced to react to the PF government’s alleged poor governance.

Mr Siakalima said Zambians are currently boiling over the high levels of arrogance and intolerance exhibited by the PF Government.

He was speaking in Lusaka Sunday afternoon during a news conference where he reveled that Police in Eastern Province have u-turned on its earlier decision to allow UPND leader Hakainde Hichilema to proceed with his 15 day tour of the Eastern Province.

“The Police through Dr Solomon something (Police Deputy Inspector General) called the Regional Police Command in Chipata to cancel the so called permits issued to us by Police in Eastern Province allowing us to go ahead with our planned meetings. We were only informed Saturday night that the permit is cancelled,” Mr Siakalima said.

“As the party’s policy bureau, we have advised Hakainde Hichilema to proceed with the tour of Eastern Province. If Jere wants to arrest HH, let him go ahead and do so but he should be aware that he is just being used by President Sata and once they leave power in 2016, Jere will have to pay.”

Mr Siakalima said majority of Zambians are boiling because President Sata has allegedly decided to impose a silent state of emergency to oppress his political rivals.
“We have had it with this Government and when Zambians react, Mr Sata should not be surprised. He has suspended the constitution and he is now denying people’s basic freedoms. We have tried to comply with the Public Order nonsense (Public Order Act) but this Government still denies us the go ahead to meet our members. We will defy this Public Order nonsense and let’s see what Jere will do.”

He added, “Last year, we sent out 40 notifications for public meetings and the police only allowed us to hold those meetings on two occasions. The Kabwata and the Mandevu rallies and all those two occasions were almost disrupted by PF cadres and Jere has failed to arrest any of those cadres who came to cause confusion. We are now saying, we will go ahead and have our meetings with or without police approval.”

Mr Siakalima revealed that Mr Hichilema will not be stopped by the Public Order Act from meeting the growing numbers of people across the country who are joining the UPND.
“Just last week we received members from the MMD in Mpika, Mpika is Mr Sata’s bedroom and they have requested that HH visits them because they are saying he is the only leader who can redeem them. So from Eastern Province, HH will go to Luapula and Muchinga and Northern Provinces later. We are serious about forming government and not even the Public Order Act will stop us.”

Mr Siakalima said traditional leaders and the party’s senior leadership in Eastern Province requested that Mr Hichilema visits them to have a better understanding of how the PF has messed up the agriculture sector in the province.

He also cautioned Justice Minister Wynter Kabimba against downplaying the significance of the recent Katuba victory for the UPND.

“The people have decided that UPND will form the next government not even Kabimba’s and M’membe’s (Post Managing Director Fred M’Membe) propaganda will change that. These crooks will run around when HH forms government in 2016 because they are busy misleading President Sata. This little worm (Kabimba) should not even think he knows President Sata, he was all over ZRP and only joined Mr Sata later on and he wants to pretend as if he knows him better.”

Stanley Nshimbi headed Arrows in front after 17 minutes in this delayed Week One match at Nkoloma Stadium as the two teams went to the break with a 1-0 scoreline.

Two minutes after the restart Arrows doubled their lead when veteran striker Adubelo Phiri tapped in from close range to beat advancing Nakambala keeper Kelvin Musonda.

Eight minutes later, first half substitute Evans Musonda who replaced injured Nshimbi inked his name on the score sheet when he headed in a Daniel Sibanda cross from inside the box.

This was before second half substitute Morgan Kaoma wrapped up the scoring with his first touch.

General Miyanda writes to AG over Kavindele’s attempts to drag President Sata into a libel case about Mwanawasa’s 1992 road accident

Heritage Party leader Brigadier General Godfrey Miyanda has written to Attorney General Mumba Malila protesting over Enoch Kavindele’s moves to seek audience with President Sata regarding a case in which he has been sued for libel.

The case originates from comments published and attributed to Mr Kavindele who in October 2002 as Vice President alleged that Brigadier General Miyanda had a hand in the road accident in which Mr Mwanawasa sustained serious head injuries.

This is a libel case filed in the Lusaka High Court on 27th February 2004 following the publications in October 2002 authored by Mr Kavindele.

Brigadier General Miyanda contended that the publication was to impute treasonable acts on his part in spite of the final judgements of the High Court and Supreme Court in the 1980 Treason Trial.

He further contends that the published imputations also tend to dispute the findings of the report of the Commission of Inquiry into the Mwanawasa road accident which dispelled any assassination theories.

In a letter dated 4th March 2014, Brigadier General Miyanda contends that the attempt by Mr Kavindele to seek audience with President Sata is a fishing expedition.

He said he objects to the request by Mr Kavindele to involve President Sata at this late stage.

“My objection pertains to a verbal Application to adjourn which was made without notice on 25th February 2014 by his lawyer Mr Clavel Sianondo of Messrs Malambo & Company. His application was supported by the Chief State Advocate, Mrs M.C. Kombe, who confirmed that the Attorney General advised Mr Kavindele to engage the President. Mrs Kombe has conduct of this matter on behalf of the State,” Brigadier General Miyanda’s letter read in part.

He added, “Mr Kavindele’s lawyer wishes his client to give evidence which requires presidential authority. Consequently he approached you for advice. This has taken the matter outside the court’s ambit.”

Brigadier General Miyanda maintained that pleadings closed after Mr Kavindele had filed his defences.

“On 1st November 2013 the case was adjourned to 25th February 2014 for Hon Kavindele to begin his defence. On 25th February his lawyer applied for an adjournment for his client to go and meet the President to obtain authority to give evidence touching on paragraph (iii) of his Defence. In my Evidence-in-Chief on oath I never raised any security issues and neither does his Defence at (iii) raise security concerns. This paragraph reads as follows; “…The 1st Defendant will further aver that the following facts are true, (iii) that the Plaintiff is the only person, whilst serving as Vice President of Zambia in the third Republic who ever addressed the nation on radio and television in the absence of an incumbent President”. The Attorney General should not assist him in this State House fishing expedition.”

“At the time he published the libels, Hon Kavindele was the substantive Vice President of Zambia. However the State disowned him and declined to represent him,” he wrote.

Brigadier General Miyanda stated that at the close of pleadings, no security concerns were pleaded, instead Mr Kavindele pleaded justification and not security.
He wrote, “Your office should not be siding with one of the parties at this late stage. The least you would have done was to refuse to grant him audience in my absence as he is NOT your client. Further the State’s filed Defence is clearly against him. So what is the purpose of arranging the meeting with the President? There is no justification for this especially that Mr Siakanondo declined to appraise me of what the security concerns are. Further Mr Siakanondo, supported by your Chief State Advocate, even declined to indicate the concerns to the Court, other than that his client had sworn an Oath of Secrecy!”

He further wrote, “Please do not assist Mr Kavindele in his time-wasting escapade but let him and his lawyer stand by the Defence as pleaded. During cross-examination the Defendants did not bring up the issue of “security concerns” and no suggestion regarding security aspects was made. So this is a mere after thought. By the way I am unrepresented.”

He observed that Mr Michael Sata who gave oral evidence to the Commission of Inquiry into the road accident on 10th February 1992.

“He is a potential, though not compellable, witness in this case. His evidence spoke volumes and will not advance Mr Kavindele’s case. Let us avoid embarrassing and suspicious procedures. Please DO NOT take my complaint lightly; at least on two occasions Mr Kavindele has threatened me that by the end if this case he will destroy my political career. Do not help him; let him bring up his own credible evidence as pleaded by him,” he wrote.

Brigadier General Miyanda, “If it is really necessary for Mr Kavindele and his lawyer to have audience with the President, then please ensure that I am included in the discussion as he is NOT your client. Better still, let him bring this matter up in Open Court for argument before troubling the busy President!”

Government has not ignored the late Litunga’s wife’s funeral – Scott

Vice president Guy Scott has refuted assertions suggesting that the Patriotic Front (PF) government has ignored the funeral of the late Litunga’s wife Mulako who was the Queen of the Barotse Royal Establishment.

Dr. Scott has said that , contrary to some reports, his office for example is working hand in hand with the Barotse Royal Establishment to make arrangements for the late Litunga’s wife’s funeral and that government does not expect any hiccups.

Dr. Scott has disclosed to Qfm news in a telephone interview this morning that among other things that government has organized resources for is her coffin, aircrafts to be used today and that the Zambia National Service (ZNS) and the Disaster Management and Mitigation Unit (DMMU) are working on the burial site of the late Litunga’s wife.

The Vice president said that others working on the burial site include the Mongu Local Authority as well as the provincial administration.

He said that this is why assertions that the PF government and President Michael Sata in particular have ignored the funeral of the late Litunga’s wife are complete falsehood.

And Dr. Scott has urged Media Houses in the country to avoid basing their queries for him to respond to on reports being published by anonymous media institutions that are allegedly bent on causing embarrassment to individuals.

He said that the media should base their queries on facts that they themselves have investigated.

BOZ’s injection of US$178M is a temporal measure – Milupi

Opposition Alliance for Democracy and Development (ADD) president Charles Milupi has observed that any attempts to manipulate the exchange rate by injecting money on the market can only give temporally relief on the country’s currency.

Mr. Milupi says what is required to stabilize the Kwacha’s exchange rate is the strengthening of the economy so that investors and operators that generate foreign exchange have confidence in the country’s economy.

Mr. Milupi says when investors and operators alike that generate foreign exchange have confidence in the country’s economy it will be then that they will be able to offload their export earnings in the economy and ultimately build on the stabilization of the country’s currency.

The ADD leader has however observed that with the current situation where the Central Bank has injected US$178 million on the country’s market, it will mean that once investors no longer have confidence in the economy, capital flights will resume and the Kwacha will continue to slide.

The opposition leader says this is why it is important that the Central Bank induces confidence in the country’s economy.

He has told Qfm news in an interview that it is further important that government becomes fiscally disciplined to avoid budget overruns.

Opposition political parties to go ahead with demonstrations despite Police warning

Opposition political parties have vowed to go ahead with the planned countrywide mass demonstrations to pressure Government for the release of the Constitution despite police warning of action against such protests.

The United Party for National (UPND), the MMD as well as other political parties and the civil society plan to embark on countrywide mass demonstration over the Constitution making process without permission from the police.

But Deputy Inspector General of Police Solomon Jere has warned that political leaders who plan to cause anarchy over the Constitution will face the wrath of the law.

However, MMD leader Nevers Mumba said in an interview that he was ready to face the wrath of the law in order to defend the liberty and the freedom of the Zambian people as enshrined in Constitution.

Dr Mumba said as an opposition leader, whose role was to provide checks and balances to the ruling party, he was not scared to face the wrath of law in his quest to defend the liberty and freedom of the Zambian people.

He said police officers should not tell opposition political parties what freedom was because they had the right to demand for a people driven Constitution.

Dr Mumba advised the police service to desist from intimidating political parties on issues of the constitution.

“Police officers should not tell us what freedom is, they should stay away from intimidating political parties on issues of constitution, we are not scared to face the wrath of the law in our quest to defend the liberty and freedom of the Zambian people,” he said.

And Alliance for Better Zambia (ABZ) president Father Frank Bwalya said the police would be breaking the law by blocking political parties and other stakeholders from demonstrating.

Father Bwalya said it would be a violation of human rights for police officers to block citizens from demonstrating to demand for a people driven constitution.

Meanwhile, opposition United Liberal Party (ULP) President Sakwiba Sikota has reiterated the need for the ruling Patriotic Front (PF) to realize that the constitutional making process is not for government alone.

In an interview to express his view on the rejection of the constitutional motion by Parliament on Tuesday, the 11th of March, Mr. Sikota has told the media that his party still holds the position that the PF government owes the people of Zambia a new constitution.

Mr. Sikota said the fact that the constitution is not for government alone but for all Zambians is basis enough for the demand for a new constitution not to be something that should make people in the country to start fighting each other.

The ULP leader said that the new constitution is something that should instead bring joy to all people in the country.

The opposition leader has emphasized that this is why the PF government should step up to the plate and do what is right.

He said that the right thing to do at this end is for the government to follow what is being discussed by everybody on the country’s new constitution.

Shepolopolo lose World Cup opener

Italy dashed Shepolopolo’s plans of a dream 2014 FIFA U17 Women’s World Cup debut in Costa Rica after beating the Zambians 2-0 on Sunday morning in a Group A opener in San Jose.

A brace from Annnamaria Serturini in the 41st and 53rd minutes handed Italy victory over their fellow tournament debutants Zambia.

Shepolopolo are third in Group A on zero points, Italy are second while Venezuela top Group A after thumping hosts Costa Rica 3-0.

Shepolopolo face Venezuela in both sides penultimate Group A game on March 19.

Sunzu scores for Sochaux

Defender Stopilla Sunzu scored his third goal of the season for Sochaux on Saturday to inspire the troubled French club to a 2-0 home win over Lorient.

Sunzu is enjoying a flying start at Sochaux whom he joined in January on a three year deal from DR Congo side TP Mazembe in January on a Euros 1 million deal.

The Zambia defender scored Sochaux’s second goal in the 78th minute to see them unbeaten at home since the start of 2014 with four successive wins.

And Sunzu’s goal came after missing Sochaux’s 2-1 away loss at Monaco last Saturday together with his compatriots Nathan Sinkala and Emmanuel Mayuka due to flight connection problems after playing in Zambia’s 2-1 win over Uganda on March 5.

Meanwhile, Sunzu and Sinkala played the full 90 minutes while Mayuka watched proceedings from the bench.

However, Sochaux remain second from bottom after 29 games played on 25 points, three behind Valenciennes in the bottom three relegation zone and have eight more games to try and ensure their Ligue 1 survival.
