Sata pledges to continue supporting traditional ceremonies

President Michael Sata has pledged to continue supporting traditional ceremonies because government recognizes the role they play in promoting unity.

Speaking which he officiated at the Nc’wala traditional ceremony of the Ngoni people in Chipata this afternoon, President Sata said traditional ceremonies continue to serve as platforms on which traditional spheres where cultural heritage is passed on from one generation to the next.

He stated that government recognises the role that traditional leaders play in helping to improve the welfare of people in the country.

“It is for this reason that the decentralization policy will involve direct participation of chiefs in developmental programmes,” he said.

The Head of State has since urged traditional rulers in the country to thank God for the peace that the country has continued to enjoy since independence.

Mr Sata has further commended the Ngoni speaking people for preserving their cultural heritage.

And Paramount Chief Mpezeni of the Ngoni people of Eastern Province has praised President Michael Sata for ensuring that the Chipata/Mchinji railway becomes operational.

Speaking in a speech read on his behalf by Nc’wala National Organizing Committee Chairperson, Noel Nkoma, Paramount chief Mpezeni noted that the project, which was considered a white elephant, will be launched next month, adding that this proves the political will that the Head of State attaches to it.

Paramount Chief Mpezeni also commended government for the many developmental programmes taking place in Eastern province.

He observed that President Sata has shown political will of upgrading the Great East Road of which the contractor is already on site.

Paramount chief Mpezeni also commended First Lady, Christine Kaseba, for launching the campaign against early marriages in Eastern province.

He said the campaign is of great importance to the province and disclosed that over 50 girls have since been rescued from early marriages in his chiefdom.

The traditional leader also noted that the upgrading of schools in the province will improve access to education among children in rural parts of the country.

And Paramount Chief Mpezeni has commended government for implement the Food Security Pack Programme (FSP) among the vulnerable in the province.

He, however, expressed concern that the Farmer Input Supply (FISP) programme has not been performing to the expectations of many.

Paramount Chief Mpezeni appealed to government to scale up the delivery of farming inputs under the FISP as Eastern Province contributes 26 per cent to national food security.

Meanwhile, Paramount Chief Mpezeni has reiterated his calls to government to effect a ban on public transport and trucks to move at night in order to reduce road carnage.

He stated that he was saddened with the road accident which occurred on Mazabuka/Monze road in which eleven people died on Friday.

Non availability of funds cause Capital projects in Mpika to be abandoned

A contractor engaged to construct Kapamba, Kopa and Chewe Shimfwamba Day Secondary Schools in three Chiefdoms in Mpika district has abandoned
the project.

The contract was awarded to Heros Construction Company in August, 2011 by the then MMD government and was expected to be handed over to government in December, 2013, but is behind the agreed timeframe.

This came to light when Permanent Secretary for Muchinga Province, Bwalya Ng’andu, who was accompanied by the Provincial Education Officer, Jobbicks Kalumba during a familiarisation tour of Mpika district.

The three day schools, whose infrastructures such classrooms, libraries, tuck shops, laboratories and teachers’ houses have reached different levels will be turned into white elephants if government will not consider allocating more resources to complete the four projects.

Provincial Education Officer for Muchinga, Jobbicks Kalumba, told the PS that the total cost for each project varies but on average was K18,350 but inconsistent funding from the Ministry of
Education has frustrated the contractor.

Mr Kalumba feared that if the Ministry of Education will not come to the rescue of the abandoned capital projects which his office had less control over, it will create a serious effect on pupils’ enrolment especially the grade ten classes looking at the pace at which Mpika district population is growing and appealed to the ministry to look into the matter urgently.

He added that there are four similar day secondary schools under construction in Mpika district in different chiefdoms namely; Luchembe, Kopa, Mpepo and Chikwanda, adding that the challenges that the contractor was facing were similar.

The PEO highlighted the effects of not having the four schools completed saying it will work against the PF manifesto on education to phase out basic schools and reintroduce the secondary and primary schools separately.

And Muchinga Permanent Secretary, Bwalya Ng’andu, said government cannot afford to lose both the infrastructure and money at the level the projects have reached and called the Ministry of Education to look into the issues critically.

Dr Ng’andu promised to make follow-ups with the Ministry of Education.

And both Senior chief Kopa and chief Luchembe expressed similar worries over the abandoned secondary schools in their chiefdoms.

The two chiefs, who made calls on separate incidences when the PS paid a courtesy call on them, said pupils are walking long distances to school which has resulted in the increase in school dropouts.

Senior chief Kopa added that it is becoming difficult to fight early marriages as parents are posing a challenge to the traditional leaders to push for a secondary schools near the people.

Efforts to get a comment from the Heros Construction company Director, Henry Bwalya proved futile as his mobile phone went un answered.

Oasis Forum says best jubilee gift is constitution

Forum Spokesperson, Cleophas Lungu, says the best way to honour the fallen heroes is to put in place a new constitution that will ensure that their noble aspirations of having a prosperous and democratic Zambia are realised.

Fr Lungu has urged well-meaning Zambians to stand firm and strong in the resolve to deliver a new constitution that will give them a good cause to celebrate this year’s the Golden Jubilee.

KCM miners’ condition improving as they remain on treatment

The miners who were injured during the cage tripping incident at the Konkola Deep Mining Project (KDMP) Number 4 Shaft are responding well to treatment and making tremendous improvements.

One of the miners is being evacuated to South Africa for specialist treatment in a critical but stable condition, while the other six who are in high spirits, will continue to receive treatment at the Konkola Mine Hospital in Chililabombwe.

KCM has continued to work closely with the Mines Safety Department and has reviewed and started to implement the department’s recommendations in order to facilitate the re-opening of the shaft and resumption of operations following the unfortunate incident.

Investigations have continued to ascertain the cause of the incident.

Zambia Daily Mail Managing Director and Editor Anthony Mukwita has been dismissed by the board. According to the statement released to the media, Mr Mukwita’s contract of Employment has been terminated with immediate effect as part of the re-organization of the management team of the Zambia Daily Mail Board has embarked on.

In the interim, the Board has appointed the current Director of Finance, Mr. Bryson Mumba to act as Managing Director until the substantive holder of the position is identified by the Board.

STATEMENT MADE ON BEHALF OF THE BOARD OF DIRECTORS OF ZAMBIA DAILY MAIL LIMITED BY THE BOARD VICE CHAIRPERSON, MS TAMARA KAMBIKAMBI, ON THE REORGANISATION OF THE COMPANY.

The Zambia Daily Mail Board of Directors has with immediate effect terminated the Contract of Employment for the Managing Director, Mr. Anthony Mukwita as part of the re-organization of the management team of the company the Board has embarked on.

It has become clear to the Board that the Company needs a new direction and that the current situation at the Zambia Daily Mail is no longer conducive for the advancement of the objectives of the Company.

The Board has had to make this decision to serve the best interests of Zambia
Daily Mail limited.

Other measures to be instituted as part of the reorganization will include the immediate addressing of operational weakness pointed out by our external auditors at the close of last year.

The Board is determined to ensure that the financial status of the company is strengthened while improving news gathering and coverage in an ethical and professional manner.

Nkana win 2014 Charity Shield

Nkana came from behind to beat 10-man Red Arrows 3-1 to lift the 2014 Samuel ‘Zoom’ Ndhlovu Charity Shield this afternoon in Kitwe.

Nkana sealed the win without five first team players who were side-lined due to injury namely strikers Ronald Kampamba and Lottie Nyimbili, midfielders Claude Bwalya, Kelvin Mubanga and Frank Chibuye and defender Masauso Zimba.

Three second half goals from Simon Bwalya and Evans Kangwa settled this contest at Arthur Davies Stadium after Arrows had taken a 1-0 halftime lead through Dube Phiri in the 5th minute.

Second half substitute Bwalya levelled in the 54th minute before adding his second in the 77th minute.

Kangwa marked his return to Nkana after a seven-month self-imposed exile with a stoppage time header to hand Nkana their first Charity Shield title since 2000.

Meanwhile, Arrows were earlier on reduced to ten men after defender Joseph Zimba was sent off for a second bookable offence by referee Jan Sikazwe in the 84th minute.

Nkana have now completed key back-to-back wins over Arrows in a four month period whom they thumped 4-1 on November 17 on the final day of the season to lift the 2013 league title.

American company to invest in housing project

An American housing company called Enviro Board has confirmed its interest to invest in Zambia and the region.

This follows the visit to Brazil and the United States by Government and the Zambia Development Agency (ZDA) in 2012 in pursuant to the invitation to Enviro Board Corporation.

Enviro Board has since appointed a local team to spearhead its operations in Africa and Zambia in particular.

Vincent Chakulya and Chabuka Kawesha will head Southern Africa and Zambia respectively.

In a statement released to ZANIS in Lusaka today, Enviro Board Corporation Chairman, Glenn Camp, has thanked the authorities and the people of Zambia for the opportunities to invest in the country.

Enviro Board Corporation had together with Zambian officials discussed the use of Enviro Board’s fiber extrusion technology as a ‘Solution’ for a sustainable and affordable housing model for the people of Zambia.

The Enviro Board milling technology converts many agricultural waste materials such as wheat straw, rice straw and elephant grass and sisal into concrete-like wall panels for construction of homes, commercial structures, warehouses, hospitals and schools at a significantly lower cost than pre-existing conventional building processes.

Mr Camp said the company has a great opportunity in 2014 to bring Enviro Board’s durable, affordable and simple building system to the people of Zambia.

He said setting up multiple mills in all ten provinces will allow the Zambian people to construct more than half a million homes over the next ten years, thus significantly reducing Zambia’s severe housing deficit.

Mr Camp said Enviro Board factories will create 3,200 direct and over 10,000 indirect jobs drastically increasing employment levels country wide.

He further said the transfer of Enviro Board’s innovative technology allows the Zambian workers to multiply their respective skills and competencies in the housing, development and construction markets.

Youth and Sport Minister, Chishimba Kambwili, says he is not worried about Republican President Michael Sata’s sentiments that some Patriotic Front (PF) members of parliament are useless as he is very much useful.

Mr. Kambwili says he has no reason to worry about the President’s remarks because he has been working very hard to represent people in his constituency.

The minister was speaking in Luanshya when he donated 440 mathematics and science text books to Roan Antelope and Twashuka Secondary Schools yesterday.

Mr. Kambwili noted that President Sata’s remarks were timely as there were many MPs who have relaxed after being elected into office.

He stated that he was disappointed with people condemning the President for calling MPs useless, saying the President’s words were simply a reminder for Members of Parliament to wake up and perform their responsibility.

The minister reiterated that any MP who does not want to work is useless, and Zambians should be grateful that the President wanted MPs to perform the duties they were elected into office for.

Mr Kambwili urged pupils to stay away from premarital sex but instead work hard and take advantage of government’s commitment to constructing more universities countrywide by ensuring that they pass and get admission into university.

And a civic leader in Mongu has appealed to Mongu Central Member of Parliament Nathaniel Mubukwanu to sit up and make himself available to the people of Mongu central constituency for the greater good of the party.

Patriotic Front Lewanika Ward Councillor Mwenda Akoyawa Lishebo says the party in the area agrees with President Michael Sata’s sentiment that a good number of parliamentarians are riding on the fortunes and popularity of the ruling PF.

Mr. Lishebo added that most PF parliamentarians where undeniably useless going by the realities on the ground.

The councilor said this in a in a letter addressed to the Provincial Chairman dated 20th, February 2014.

The councillor called on the party to take introspection of itself in line with massage from the head of state to the warning.

He reminded the Chairman that the coming into power of the Pf was not easy, President Sata’s remarks should be viewed in the context of his longing desire to keep the PF party relevant to electorates.

“It is not gain saying that, this can only be made possible if MPs were sufficiently useful to the people sworn to represent at the behest of their call of duty,” He said.

Sakulanda tips Sate Sate to excel as a winger

Nkana legend and retired goal goal-poacher Musole Sakulanda has recommended that striker Ronald Kampamba switches from being a top striker to a winger.

Sakulanda said Kampamba can succeed in the flanks as opposed to being deployed at the top.

The Nkana striker was the 2013 FAZ Super League top scorer after netting 18 goals.

Sakulanda noted that Kampamba’s small stature limits his potential as a top striker.

“Sate Sate should be used as a winger, it is better for him to play seven or eleven,” he said.

“When he is playing in the wings he can be more succesful, he can even go out as a proffesional,” Sakulanda added.

He observed:”Because of his small body he cannot play at the top accordingly.”

Kampamba has so far this year registered two goals in three competitive matches for the Nkana.

Opposition MPs reject Chikwanda’s motion to increase Government borrowing threshold from K200 million to K13 billion

OPPOSITION Members of Parliament (MP) yesterday refused to back a motion by Finance Minister Alexander Chikwanda seeking to increase the threshold of domestic borrowing from K200 million to K13 billion, among other adjustments.

Alliance for Democracy and Development (ADD) Luena Member of Parliament (MP) Mulumeui Imenda said once the threshold for domestic borrowing was increased, the country risked falling into a debt trap.

“I oppose this motion, we are coming from a background when we were heavily indebted whether domestically or internationally and we are now going back to the same situation. This development is bringing shivers,” Ms Imenda said.

She said if the borrowing threshold was increased, it would also trigger a hike in interest rates, apart from suffocating private sector participation in economic affairs as borrowing would be difficult for them.

United Party for National Development (UPND) Monze Central MP Jack Mwiimbu, in opposing the motion, expressed fears that Government would fail to pay back the domestic debt.

Mr Mwiimbu said a similar approval of the threshold for international borrowing last year led to indiscriminate borrowing by the Government.

“Government has been failing to pay contractors and that is why they want to increase the borrowing threshold.

“A number of countries that are in the habit of borrowing are now on their knees, that is where we are heading to,” Mr Mwiimbu said.

Mwandi MMD MP, Michael Kaingu felt that increasing the domestic borrowing threshold would plunge the country into unsustainable debt.

“Excessive borrowing will not benefit the economy and the paradox of heavy borrowing is that it will choke the economy and negatively affect the private sector,” he said.

In presenting the motion, Mr Chikwanda assured the House that the increase in the borrowing threshold was meant to help Government implement various economic projects in view of the Budget deficit.

“Raising the threshold will help Government to implement the various projects. This borrowing will be sustainable, it will not disadvantage the private sector,” he said.

He said Government regarded the private sector as key players in advancing economic growth, adding that borrowing would not be done indiscriminately.

The minister assured the House that Government would endeavour to get loans for the progression of the economy and would ensure it was within sustainable levels.

Mr Chikwanda proposed to increase domestic loans, payable over a period of 10 years, from K200 million to K13 billion.

Others were to raise domestic loans within the Republic, payable over a period of more than one year, from K10 million to K20 billion, as well as the contingent liability of loans and guarantees (Authorisation) Act, to persons ordinarily resident in Zambia, from K2 million to K2 billion.

Masebo to call 20 witnesses to defend the allegations leveled against her

TOURISM and Arts Minister Sylvia Masebo has told the Tribunal constituted to probe her alleged interference into the operations of the Wild Life Authority (ZAWA) that she will call 20 witnesses to defend the allegations leveled against her.

Ms Masebo told the Tribunal chairperson Rhoyda Kaoma who sat with two members Livingstone Judge-in charge Ernest Mukulamutiyo and Lusaka high court judge Chalwe Mchenga when they sat yesterday to outline the ground rules that she was ready to call 20 witnesses but the proceedings would dictate whether all of them would have to testify.

The Tribunal is officially expected to start its sittings sitting on Monday and Ms justice Kaoma told both parties that the tribunal which had 45 day to complete it sittings from the time it was appointed was now remained with reduced days.

It was appointed on February 13, 2014 after former communications and transport minister William Harrington petitioned the acting chief justice Lombe Chibesakunda to set up a tribunal against Ms Masebo.

“We have less than 40 days and out of the 40 days 20 should be left to the tribunal to prepare and submit its findings to the President and the Speaker,” she said.

Justice Kaoma said the tribunal would start sitting at 09:00 hours upto 18:00 hours with only a lunch break at 13:00 hours.

Ms Masebo is represented Michael Mundashi, Bonaventure Mutale and Robert Simeza, all State Counsels while Mr Harrington has Gilbert Phiri, Makebi Zulu and Keith Mweemba.

Mr Phiri indicated on behalf of Mr Harrington that he will call 12 witnesses out of which five were supposed to be subpoenaed as they are serving in Government.

Ms Justice Kaoma said Mr Harrington being the petitioner will be the first to bring witnesses and will lay his evidence from Monday up to February 28 and Ms Masebo will start on March 3 and will finish on March 7 this year.

She said that rules of evidence and procedure which apply in civil and criminal matters in the High Court will not apply to the tribunal because Ms Masebo was not under trial but merely investigating her alleged professional misconduct.

She said the tribunal will consider the issue of relevance with the outmost importance and lawyers should endeavor to call relevant witnesses.

High Court grants GBM an injunction restraining PF from expelling him

FORMER defence minister Geoffrey Mwamba has been granted an ex-parte injunction restraining the ruling Patriotic Front (PF) from expelling him.

Lusaka High Court Judge Annie Sharpe-Phiri said that no agent or servant of the PF should expel the Kasama Central law maker from the party until her further order.

Ms Justice Sharpe-Phiri said that Mr Mwamba had established a prima facie case or a good claim to the right he was seeking to protect to enable the court exercise its discretion in his favour.

This is in a matter in which Mr Mwamba has sought the intervention of the court to challenge the decision of PF to suspend and expel him from the party.

Mr Mwamba who has sued Wynter Kabimba in his capacity as PF Secretary General has argued through his lawyers from Makebi Zulu Advocates that he was not officially communicated, not given an opportunity to be heard and that he had not been formally charged by the party for any misconduct.

But in her ruling yesterday, Ms justice Sharpe-Phiri said it was a prerequisite of the law in disciplinary matters of a Club that the principles of natural justice are observed which demands that an erring member should be notified of the charges leveled against him.

an opportunity to answer the allegations or be subjected to a fair hearing otherwise the purported actions of the Club would be invalid.

She said since Mr Mwamba had in his affidavit in support stated that no formal charge of any purported misconduct was preferred against him and that he had not been given an opportunity to be heard, it was appeared to the court that the rules of natural justice were not observed.

” for the reasons stated above, I am satisfied that the plaintiff has established a prima facie case or a god or arguable claim to the right he seeks to protect and that this is a good case to exercise mu discretion in favour of the plaintiff” Ms Justice Sharpe-Phiri said.

Ms Justice Sharpe Phiri further stated that she was however in making the above findings in no way predetermining how she would decide the main matter.

“Therefore the application for injunction succeeds. I accordingly order the defendant, whether by himself, his agents, and servants is hereby restrained from expelling the plaintiff from the Patriotic Front until further order of this court”. Ms Justice Sharpe-Phiri said.

The ex-parte injunction granted to Mr Mwamba was subject to an inter-parte hearing between him and the PF.

FAZ protests FIFA fine

The Football Association of Zambia has vehemently protested against FIFA’s hefty fine on them over international transfer irregularities.

FIFA on Wednesday hit FAZ with a US$56,000 fine for breaching player regulations after transferring eight players without any International Transfer Certificates (ITC) and outside the governing body’s International Transfer Matching System (ITMS).

Meanwhile, guilty clubs Power Dynamos and National Assembly were fined US$28,000 each in the scandal while Zanaco were fined US$22,000.

“If we are being punished for the statement as it reads on face value then it is wrong. If we are being punished for issuing a licence if you remember at the beginning of the season one or two players featured in one match before the FIFA was effected worldwide,” FAz spokesperson Erick Mwanza said.

“The moment FIFA announced the ban was worldwide we withdrew that licence nobody played. So which transfer regulation did we flout, which ITC did we issue? Which TMS did we not go to? I will wait for the response from TMS to clarify I want to understand the statement clearly.”
