Nkana face Arrows in Charity Shield final

The first silverware in the 2014 local soccer season is at stake as league champions Nkana face Red Arrows in the Samuel “Zoom” Ndhlovu Charity Shield final on Saturday in Kitwe.

Nothing is expected to be for charity as the two teams clash in the 15h00 kick off final at Arthur Davies Stadium.

Arrows reached the final after eliminating Zesco United 2-1 at the semifinal stage while Nkana saw-off Nchanga Rangers via a 2-0 win at the same stage in January.

This is the first encounter between Nkana and Arrows after last Novermber’s Week 30 Super League tie which the Kitwe side won 4-1 to win the league title.

This match provides a chance for Arrows to revenge the Wusakile massacre as the sides clash in the Charity Shield final.

For Nkana this will be a warm-up match ahead their CAF Champions League match against Uganda’s Kampala City Council Authority next weekend.

Excessive presidential powers dictatorial – Sondashi

Forum for Democratic Alternatives (FDA) president Ludwig Sondashi has observed that the excessive powers vested in the Presidency have undermined the country’s democracy because they are dictatorial in nature.

Dr. Sondashi says it is because such excessive powers vested in the presidency that President Michael Sata has been able to deny the people of Zambia the opportunity to have a new constitution that reflects their aspirations.

Dr. Sondashi, who is a constitutional lawyer, has further observed that it is such same excessive powers enjoyed by successive Presidents that some of them could have engaged in corruption.

He says with chances of the country having a new constitution slowly diminishing, Zambians should demand that President Sata let go of the constitutional making process for it to proceed as scheduled.

Dr. Sondashi has however told Qfm News that being a constitutional lawyer he would have preferred that the country’s new constitution leaves the Head of State in a position where he does not engage in politics.

Finance Minister Alexander Chikwanda has ruled out government allowing the Bank of Zambia to offload Dollars into the economy in order to stop the rapid depreciation of the Kwacha stating that this will be of no value.

Mr Chikwanda told Parliament today that the country’s exchange reserves are limited for government to give speculators the leeway to take away the country’s limited foreign reserves.

He says government’s intervention through the Central bank in the exchange market will be limited.

Mr Chikwanda says the Kwacha will strengthen and stabilize as the economy grows, stating that government will not prescribe the exchange rate.

He added that Statutory Instruments number 33 and 55 have helped bring some sanity but that there is still more to be done to get the economy in top gear.

Mr Chinkwanda further states that the rate at which the Kwacha is depreciating is not very worrying.

A coal mining company in Zambia has observed that the country’s electricity power supply deficit is higher than the reported 1, 900 megawatt deficit.

Maamba Collieries Limited Power Plant Project Manager Gadde Ramesh said this is because of the growing demand for the commodity.

The demand has been necessitated by the increasing pace of economic development in the country.

Mr. Ramesh said Zambia is developing at a fast pace with many ongoing development projects consuming a lot of electricity, a situation which has resulted into increasing demand for power supply.

He said this situation means that the country will continue having power deficits for the next couple of years if Zambia’s power utility firm is not complemented with external supply.

He said there is therefore need to generate more power in the country in order to meet the growing demand.

Mr. Ramesh was speaking during the Engineering Institute of Zambia (EIZ) discussion forum in Lusaka last night.

He said Maamba Collieries’ US$800 million coal-powered thermal electricity generation plant will play a significant role in reducing the power deficit once it is completed.

And EIZ vice president Francis Mwape said there was need for the country to create a pool of technical cadres in engineering in order to grow and sustain productivity of the country.

Mr. Mwape noted with regret that there were few people in the country who were venturing into the engineering career.

He said this situation has the potential to constrain the productivity of the nation as well as the growth domestic product (GDP) and the competitiveness of the country.

Seven miners have been injured regrets to announce an incident at the Konkola Deep Mining Project (KDMP) in Chililabombwe District, today.

According to a statement signed by the company’s spokesperson Shapi Schacinda, the accident took place about 07:15 hours , today.

A cage tripped and during this incident seven people have been injured in the cage. One of them is in a critical condition in the ICU at the Konkola Mine Hospital in Chililabombwe, read the statement in part.

Mr. Shacinda said a medical team is conducting further examinations on the other miners , who were rushed to hospital by a rescue team.

Production has been temporarily suspended and investigations commenced to determine the cause of the incident, he said.

Guy Scott defends wife’s inclusion on ZAWA board

Vice President, Guy Scott, has defended his wife, Charlotte’s inclusion on the Zambia Wildlife Authority (ZAWA) Board, saying she is committed to service delivery contrary to assertions of ‘soliciting’ funds.

Dr Scott says his wife is merely a volunteer and she gets no remuneration sitting as a Chairperson on the ZAWA Board.

Others currently sitting on the ZAWA Board includes prominent farmer Guy Robinson and Tourism Permanent Secretary, Stephen Mwansa.

The Vice President clarified in Parliament that Mrs Scott is not pocketing a single Ngwee directly or indirectly from the Board. This was during the 30-minute Vice President’s oral question time.

The Veep was responding to a question raised by MMD Chembe Member of Parliament (MP), Mwansa Mbulakulima, who wanted to find out the inclusion of his wife, Charlotte sitting on the ZAWA Board.

Dr Scott, who is also Patriotic Front (PF) Lusaka, Central MP, explained that Charlotte was working for UNICEF but her employer asked her to vacant from the UN body job following his appointment as Republican Vice President in 2011.

He is, however, proud that his wife is rendering her services to help the under-17 football team, nicknamed the Junior She- polopolo, to excel in soccer besides being the Matron of the Ministers’ Wives Club whose core agenda is charity work and to assist vulnerable communities.

And Dr Scott has urged PF MPs to work hard or be booted out from the ruling party because the PF culture is founded on service deliver and does not condone laziness.

He also called on civil servants to be abreast with the PF party manifesto.

The Vice President clarified that the statement by the Head of State that most PF MPs are ‘useless’ is a signal for them to pull their socks and deliver to the aspirations of the people who sent them to National Assembly.

He was answering MMD Sinda MP Levy Ngoma who challenged PF MPs to resign on grounds of abusing tax payers’ money since President Michael Sata considered most of them useless.

Former Finance Minister Ng’andu Magande has observed that the continued weakening of the Zambian Kwacha against global cumulative currencies requires government to revisit the Bank of Zambia (BoZ) Statutory Instrument (SI) No. 55 of 2013.The PF Government issued Statutory Instrument 55 of the Bank of Zambia (Monitoring of Balance of Payments) Regulations in July 2013. This revoked and replaced Statutory Instrument 32 of the Bank of Zambia (Monitoring of Balance of Payments) Regulations, 2013.

The Kwacha has dropped to a record low in 20-years as much K5.78 per US dollar.

Mr Magande also observed that the weakening of the country’s currency is an indication that very little foreign exchange is coming into the country’s economy.

He said government should establish whether investors are now withholding their export earnings as a possible protest against Statutory Instrument no. 55.

Mr Magande who is National Movement for Progress president and an Agriculture Economist by profession told Qfm News in an interview that the Kwacha’s volatility requires government to revisits SI 55 and possibly reverse it.

He further advised government to ensure that all export proceeds are coming back into the country’s economy to cushion the economy, as opposed to being channeled to foreign reserves.

The Bank of Zambia recently called an emergency meeting with lenders to probe a drop in the nation’s currency to a record against the dollar.A falling currency increases the risk of higher inflation in Zambia, which imports items from oil to breakfast cereal. It also makes repayments on external borrowings more expensive.

Continuous floods on the Zambezi river have isolated 23, 000 people on the West Bank of the Zambezi River in Zambezi west constituency in North Western province .

The floods which have stretched across Chavuma and Zambezi districts has disrupted the normal operations and living standards of the people on west bank as they cannot access basic services from the eastern side.

The people living on the west bank are cut off from accessing fuel, food supplies, education for school going children and health services until April when the rain subsides.

The area District Commissioner Catherine Mukuma confirmed the development at her office today.

This was observed when north western permanent secretary Amos Malupenga visited the district on his familiarization tour.

“The pontoon has also temporally stopped operating until April or May when the rain stops. Our officers that side may have food at least because by October they start storing to cover up but my worry is the rest, I’m not sure what the situation is like,” Ms Mukuma lamented.

And Mr Malupenga says the situation in the two districts is a challenge that needs concerted efforts of stakeholders including members of parliament.

He noted that a lasting solution has to be found considering that the problem is not new but has existed from the time of creation, “political will has been missing otherwise it would have been sorted a long time”

And the district education board secretary Ms Trifornia Tembo told the permanent secretary during a meeting that a number of schools have collapsed in the west bank while nine schools have their roofs blown off in the district since 2006.

She said teachers at the affected schools have been relocated to other schools to continue teaching but most pupils are not learning at the moment because of the floods.

“ We want our roofs repaired just like we have heard that a school in Katuba with the same problem will be roofed soon as announced by the vice president last week”, Ms Tembo added.

While the acting head teacher at Zambezi secondary school Mr. David Simau lamented that the school infrastructure has become inadequate due the increase in population.

Mr. Simau said the entire district has only two secondary schools a situation which has forced the school administration to introduce afternoon learning in order to accommodate every pupil.

He cited the inadequate desks and classrooms as major challenges that have come with growing population at the school.

“To accommodate everyone, the school will have 15 classes for grade 10s while the grade 11s will have nine classes that is the situation sir, Mr Simau said.

Mr Malupenga noted that though infrastructure is key in the district provincial administration may not manage to provide the required funds due to limitations in the budgets.

He said the province has only K42 million allocated for developmental projects. ‘What my office can do is to facilitate through your line ministries funding for infrastructure.

Fatal accident in Mazabuka kills 12

12 people have died while 23 others sustained injuries after an accident which happened around 02:45 hours on 21st February 2014 near Frogmall located about 15Km from Mazabuka. Out of the 12, one died on the way to the University Teaching Hospital.
This is according to a press statement released by Zambia police spokesperson Charity Munganga-Chanda.

The accident happened when the driver of the South African Front Liner truck Reg. No. WXV 588GB and WXZ 598 T failed to keep to his lane as he was trying to avoid hitting into a cyclist. The truck in the process collided with an on-coming Marcopolo bus Reg. No. AJB 1652. Both drivers of the motor vehicles died on the spot. The bus was travelling from Namwala to Lusaka.

Some of the injured have been rushed to UTH while others are in Mazabuka District Hospital. The bodies of the deceased are lying in Mazabuka District Hospital mortuary.

Levy Business Park mall tenants owe NAPSA K11 million rental arrears

THE National Pension Scheme Authority (NAPSA) is owed K11 million in rental arrears by 15 tenants at Levy Business Park mall in Lusaka.

Some tenants accrued arrears over a two-year period while others have not paid rentals since they occupied the shops.

NAPSA has engaged Masauso Banda Debt Collectors and Certified Bailiffs to recover the money from defaulting tenants.

Yesterday, the bailiffs swung into action to execute warrants of distress on defaulting tenants.

Those served with warrants of distress include Ndanji Fashions, which owes NAPSA over K1.2 million, Radian Stores with a debt of K504,309 and Wimpy restaurant under Zana Properties Limited with a debt of over K1 million.

Other debtors are SBM Bridal Concepts (K694,600), Dolce Vita (K257,000), Guess and Nine West (K228,922).

NAPSA director general Charles Mpundu told journalists yesterday that some tenants have defaulted for a long time.

“Some of the tenants have for some time defaulted instead of respecting their obligations by honouring rental payments, some since the building was opened.

“There have been several reasons advanced particularly that at the beginning, some of the lease agreements were not properly executed when we had the previous property manager Liberty Properties of South Africa,” Mr Mpundu said.

He said when Liberty Properties of South Africa handed over management of the mall to J H Anderson, there were issues which were not reconciled.

Mr Mpundu said that could have contributed to some tenants not honouring their obligations but that those issues have now been addressed.

“If the people do not pay rentals, then the property can’t perform and we can’t honour obligations in terms of paying the benefits.

“For Levy in particular, we are not evicting our tenants because they have an injunction in the courts of law but for continuing obligations nothing stops us from issuing warrants of distress,” Mr Mpundu said.

He said NAPSA has not only issued warrants of distress to tenants of Levy Business Park mall but also to others occupying NAPSA buildings who have not been paying rentals.

He said NAPSA needs to recover the money because it has a responsibility to invest money collected from tenants as it embarks on other major projects.

Mr Mpundu also said some tenants have argued that NAPSA belongs to the people and that since they are part of the people, they should be given concessionary rates for rentals, which he said is wrong.

And Debt Collectors and Certified Bailiffs managing partner Masauso Banda said tenants who have decided to close their shops will not escape “punishment.”

“Some of these tenants have started closing their offices, saying they have gone for stocktaking. We know that they have got information that warrants have been issued by NAPSA but we will not relent. We will move in and get their goods,” Mr Banda said.

He said the tenants have been reminded on several occasions to settle their arrears but they have ignored the reminders while some have vowed not to pay the debts.

Other companies that owe NAPSA are Cell Site, Debonairs Pizza, Mwasuwila Christian Bookshop, Book Hut, Bathroom Boutique, Bimm Bureau de Change and Travel, Nakachi, Top of the Town boutique and Incredible Digital Connections.

And an official from the National Business Tenants Association, who asked not to be named, complained of an unfair trading environment at Lev mall.

The source said in an interview that most Zambian companies have been forced out of business due to high rentals.

He charged that Zambian companies subsidise the foreign ones.

“The rentals are too high, in most cases, Zambian small and medium enterprises are paying as much as K80,000 compared to K15,000 being paid by South African companies as these are regarded as anchor tenants, meaning they attract crowds to the mall,” he said.

The source also wondered why NAPSA has engaged a foreign estate agent to manage the mall when it has the capacity to collect rentals.

FAZ fined by Fifa for breaking transfer rules

BBC sports news reports that the Zambian Football Association (FAZ) has been fined by Fifa for breaking international transfer rules.
Fifa said on Wednesday it had fined FAZ $56,000 for allowing deals involving three professionals and five amateurs without the correct paperwork and outside the official transfer period.

A trio of Zambian clubs were also punished.

Zanaco FC were fined $22,500 for transferring a professional player, while while Power Dynamos and National Assembly both received a $25,000 fine for deals involving amateurs, and for failing to cooperate with a Fifa enquiry.

Fifa toughened its international transfer information rules in October 2010.

MMD President Nevers Mumba has observed that most Zambians are now finding President Sata’s comments on the constitution making process irritating.

In an interview, Dr Mumba said President Sata’s recent comments on the constitution are also distressing Zambians.

He said most Zambians are also irritated by President Sata’s level of arrogance over the constitution making process.

He said President Sata has shown a lot of disrespect and contempt to the Zambian people who elected him into office.

“Zambians are very distressed by the behaviour of this President, his altitude to the Zambian people, his arrogance, his disrespect, his contemptuous talk continues to irritate Zambians,” Dr Mumba said.

Dr Mumba was reacting to President Sata latest remarks that proponents of a people driven constitution must first show him an animal driven constitution before demanding for a people driven one.

“I think that God has allowed him to lose his way because I can’t imagine a President making such comments. What Zambians are saying is that look, we want a better constitution in which we participate in its formulation,” Dr Mumba said.

He added, “For him to make such comments shows arrogance of the highest level. I appeal to the President to be presidential about this matter. We are determined to have a new constitution, with or without him anyway.”

And speaking when he addressed a campaign rally in Katuba constituency Thursday afternoon, Dr Mumba stated that Zambians have themselves to blame for sufferings brought about by the PF government.

Dr Mumba said the many lies told by the PF during the 2011 campaigns were believed by so many Zambians.

“He tried to be President of this country in 2011, 2006 and 2008 and you Zambians rejected him. He then went to Chitulika village to find out how he could win a general election in this country. He was told to just go back to the Zambians and lie to them and so in 2008 he started going round the country telling lies,” Dr Mumba said.

He added, “People are not happy because they have no money in their pockets, Mealie meal prices are up, insults are the order of the day in this country. There is too much intolerance in Zambia today because the Bible says when the evil men rule, people cry and when the righteous rule, people rejoice.”

Dr Mumba said, “Mr Sata came all the way from Chitulika village to Chibombo in 2011 promising that he would give you more money in your pockets, a new constitution in 90 days and that he would create jobs for the youth, Mealie prices and bus fares would reduce.”

The MMD leader stated that Mr Sata was such a good liar that he managed to convince millions of citizens to vote for him in 2011.

“I met somebody in Solwezi who told me that President Sata is a man, he said you Dr Mumba who can’t match up to Mr Sata. He said Mr Sata singlehandedly managed to lie to the entire nation including the rich in posh cars and suits.

“Somebody asked me as a Reverend of 30 years why things are not going well in Zambia since the PF came into power. Why does everything seem so dark? He said Mealie meal prices are now at K 80, agriculture crops are not growing and he asked for my thoughts. I told them that there is something that Zambians did wrong and that we have to change that for us to win favour from the Lord and that is the issue of leadership, we gave leadership to evil men.”

He continued, “How many people have died here in Chibombo on that road, so much blood has been shed, It looks like God has forsaken us in Zambia even Mangoes have disappeared in PF when during the MMD, mango trees were full of the fruit, even mushrooms have refused to grow this year.”

He charged that Zambians have themselves to blame for finding themselves in the current mess.

He urged the electorate in Katuba to vote for MMD candidate Cecil Homes in Tuesdays by election as a way of saying no to the PF mismanagement of national affairs.

High Court judge recuses himself from handling GBM’s expulsion case from PF

LUSAKA High Court judge Mubanga Kondolo has recused himself from handling a matter in which former defence minister George Mwamba Bwalya has challenged his suspension and expulsion from the ruling Patriotic Front (PF).

Mr Justice Kondolo said he was declaring interest in handling the matter because he had close family ties with Mr Mwamba.

“I wish to advise that the plaintiff and I are personally well acquainted with close family ties. I therefore declare my interest and wish to recuse myself from conduct of this matter” Mr Justice Kondolo said.

Mr Justice Kondolo further stated that he requested for the matter to be transferred to another judge and that Mr Mwamba had, through his lawyers Makebi Zulu and company, indicated that the application was an urgent one.

The case has since been re-allocated to another judge, Annie Sharpe Phiri.

Mr Mwamba is in this matter asking the Lusaka High Court to stop his suspension and expulsion by declaring that it was null and void.

He claims that no formal charge of any misconduct was ever preferred against or if preferred, the same was not and still has not been communicated to him.

Mr Mwamba said he was, in the events leading to his suspension, recommended expulsion and subsequent expulsion not given an opportunity to be heard.

Mr Mwamba who has sued Justice Minister Wynter Kabimba in his capacity as PF secretary general said because of the happenings, he has suffered damage, loss and inconvenience.

Freedom fighters dispell assertions that President Sata’s parents are from Tanzania

Concerned Freedom fighters in Kasama have dispelled assertions that Patriotic Front (PF) President Michael Chilufya Sata’s parents are from Tanzania.

NORTHERN Province Freedom Fighters Association Vice Chairman Daniel Mutale says those who were saying that Mr. Sata’s parents were from Tanzania did not know him too well.

The freedom fighter says he personally stayed with Mr. Sata’s family in Mpika and at no time did he discover that the president’s parents hailed from Tanzania.

Mr. Mutale was referring to a report in one of the daily tabloids attributed to a named opposition political party leader indicating that president Sata’s parents came from Tanzania.

He has advised people talking about the origin of president’s Sata’s parents to stop misleading the nation as they have no proof over the matter.

Mr Mutale appealed to Zambians not to be swayed by what he referred to as cheap politics by people who were not happy with the development initiatives that President Michael Sata has brought in the country.

The Freedom Fighter said President Michael Sata has demonstrated a good style of leadership since he came into office adding that all forward looking citizens needed to embrace his mantle of leadership so that the country can develop to greater heights.

Meanwhile, Mr Mutale has appealed to the youths in the country to rally behind the president so that he can fulfill a number of development initiatives he promised them during campaigns in 2011.

He said the youths should desist from being used as tools to cause trouble in the nation adding that such tendencies were retrogressive to development.

Government to launch second female condom next year

Zambia is making headways to launch phase two of the female condom in 2015.

Minister of Health Joseph Kasonde said technocrats from his ministry were working with cooperating partners on the second phase of the female condom.

The first female condom was received with mixed feelings especially amongst the women themselves.

Dr. Kasonde said Zambia needed to have an improved and qualitative female condom that will encourage women to play a part in protecting themselves from sexually transmitted diseases and unplanned for pregnancies.

He further said the first female condom had efficacy problems in that it was a barrier to semen during sex.

Dr. Kasonde however urged women to play it safe and help government reduce unplanned pregnancies, HIV and sexually transmitted diseases (STIs).
He also urged the male folk to practice abstinence, to be faithful to their partners and to consistently use condoms.
