THE MMD has written to the Electoral Commission of Zambia (ECZ) requesting them to stop the Patriotic Front (PF) from engaging in premature campaigns that it has embarked on in Mansa Central Constituency in Luapula Province.
MMD National deputy secretary Chembe Nyangu wrote to ECZ executive director Priscilla Isaac complaining over the PF campaigns in Mansa Central constituency.
Mr Nyangu said it was not fair that the PF had undertaken campaigns in Mansa district before the ECZ fixed and declared the filing of nominations and polling dates for the by-elections.
The Mansa Central seat fell vacant following the death of area Member of Parliament (MP) Kennedy Sakeni.
“Our local structures have been advised to strictly follow electoral laws before they can start to campaign. However, and strangely, the PF and its government have already started campaigns,” Mr Nyangu said.
He cited the recent visit by the Vice President to the constituency who he accused of having gone to the area under the guise of Government work.
He said several ministers were in the area campaigning in the name of doing Government work and had been covered by Government and private media institutions.
“This type of impunity in flouting the electoral laws is unacceptable to us and we protest against this sort of political behaviour in the strongest possible terms.

New Patriotic Front Lusaka District chairman Robert Chikwelete has said that it was unfortunate that Vice-President Scott described him during Parliament session last week as ‘a self-appointed chairman’.
He said that Dr Scott was not being truthful in the manner he was informing the nation about his appointment.
The Vice-President told Parliament last week that Chikwelete was a self- appointed district chairman and the party did not recognise him.
When contacted for an interview, Chikwelete said that, “My brother, you know it well, it is just unfortunate that he took it to Parliament and made that statement which was full of empty words. There was no single truth in what Dr Scott told Parliament. It was just politics at play.”

He said that it was unfortunate that Dr Scott had exposed himself to be working against President Sata by joining the enemies of the party who thrived on peddling lies, tribalism and other vices in the ruling party.
Chikwelete reminded Dr Scott that he was enjoying the position of Vice-President because he was just appointed by President Sata just like he was also appointed by the head of state as district chairman.
He questioned Dr Scott’s scathing attacks on him over the Presidential appointment which all senior party officials enjoy.
“We are all appointed by President Sata, Dr Scott himself was appointed by the head of state. He was there when I was being appointed and I am surprised that he went to Parliament and lied to the house that I am self imposed or appointed chairman when it is His Excellency who appointed me.
I respect Dr. Scott as our Vice President but that statement he gave in parliament was empty and had no truth in it. God is great and he has exposed him. God exposes people with hidden agendas like those working against President Sata and Dr Scott has dragged himself into that problem,” said Chikwelete.

He said that it was unfortunate that the number of people working against President Sata was growing, adding that as district chairman he had touched on a matter that exposed Dr Scott.
Dr Scott told Parliament on Friday morning during the Vice President’s Question Time that Mr. Chikwelete was self-appointed.

Dr Scott said the PF will not allow lawlessness perpetuated by political party cadres to become the order of the day.
“Cadres, PF, MMD or the UPND or indeed real, genuine, fake or self-appointed cadres will not be allowed to break down law and order in this country. Zambia has laws and everybody has to follow them,” Dr Scott.
Newly crowned African Boxing Union ABU Bantamweight Champion Catherine Phiri says passing her grade nine examinations will be the greatest thing to ever happen this year.
Catherine says her aim is to make education her priority.
She also says she does not plan to stay in boxing for long, although she will only quit after winning a world title belt.
And Oriental Quarries Boxing Promotions operations Director Chris Malunga says the stables will bid to the World Boxing Council WBC for Catherine to vie for the world title.
On Saturday, Catherine added the ABU bantamweight title to her accolades after beating her Ugandan opponent Toma Hawa Babirye at Mulungushi International Conference Center.
On the same night, Zimbabwean boxer Charles Manyuchi crashed Isaac Sowah of Ghana in the third round to defend the ABU welterweight belt.
Road Transport and Safety Agency (RTSA) Chief Executive Officer Zindaba Soko says he will not report to Deputy Inspector General of Police Solomon Jere following a heated exchange of words the two had over the mounting of road blocks by RTSA to curb cases of drunk driving.
Mr. Soko says this is because by the Act of Parliament which created RTSA only mandates him to report to the Minister of Transport and communication and not to the Deputy Inspector of Police.
Mr. Soko however, says he is ready to attend a meeting with Dr. Jere at a higher level to iron out there professional differences.
Mr. Soko has also maintained that the agency will continue with its patrols as prescribed under the RTSA Act No. 11 of 2002.
Mr. Soko was speaking to Qfm in an interview.
The Anti Corruption Commission (ACC) has confirmed that it has instituted investigations into the cancelled National Digital Migration tender.
ACC Public relations Manager Timothy Moono has told QFM News in a statement that the Commission has received a number of queries regarding investigations into the cancellation of the National Digital Migration tender.
Mr Moono however, says the Commission has not received any documents from Information and Broadcasting Services Permanent Secretary Emmanuel Mwamba pertaining to the cancellation of the tender for the supply, delivery and commissioning of the National Digital Terrestrial Television Broadcasting System in Zambia.
Information and Broadcasting Permanent Secretary Emmanuel Mwamba announced the cancellation of the tender a week ago on the advice of the Zambia Public Procurement Authority (ZPPA) which had raised concern with regard the way the tender was given by then Permanent Secretary Amos Malupenga.
Patriotic Front (PF) in Luapula Province has distanced itself from the internal fighting that has characterized the ruling party in the past weeks.
Luapula Province Vice Chairperson Benson Chisanga says as loyal PF members they will remain silent and watch whatever is happening until they are informed of what is causing the infighting in the party.
Mr. Chisanga says the party members in the province are not aware of the origin of the wrangles, and have pledged their loyalty to President Michael Sata and the party leadership.
He notes that party members in the province will not involve themselves in calls for Party Secretary General Wynter Kabimba to go because they do not understand were the wrangles originated from.
Mr. Chisanga has since implored the Head of State and the Central Committee to intervene and put an end to the current wrangles.
The Islamic Council of Zambia (ICZ) has said that it was surprised to hear about the Islamic organisation that had applied for a broadcasting permit. Speaking to the media today, ICZ president Suzyo Zimba said that his organisation was not even aware of the Islamic organisation that was applying for the permit to broadcast religious Islamic programs in Zambia.
Mr Zimba urged government to seriously scrutinise the applicants so that only genuine organisations were given permits.
Mr Zimba said that ICZ support government‘s decision to put on hold the issuing of radio permits to applicants wishing to broadcast Islamic religious programmes in Zambia. He said that Zambia was guided by laws which were
supposed to be followed by everyone wanting to operate.
“For us as a council we are behind the decision because government means authority and power and they have decided on this matter and we expect everyone to exercise patience by allowing government to conclude its consultations,” Mr Zimbia said.
“People or organisations that are applying for such permits should know that Zambia is a country guided by rules and laws which are supposed to be followed before the decision by government to issue them with permits” Mr Zimba said.
Independent Broadcasting Authority (IBA) chairman Emmanuel Mwamba announced on Sunday government’s decision to halt the issuing of radio permits saying no further permits would be considered until the IBA had completed comprehensive consultations with the church, Government, the Islamic society and other interest groups.
Emmanuel Chitoma registered a brace as Kitwe United thrashed struggling Mighty Mufulira Wanderers 3-2 in the FAZ Division One North match at Kachofa Stadium in Mufulira on Sunday.
Chitoma scored a first brace before Rupert Musonda inked the third goal for the Buchi Boys late in the second half.
Taonga Bwembya and Panji Sikanyika scored a goal each for relegation threatened Wanderers.
The Buchi Boys have completed a double over Mighty whom they humbled 2-0 in the reverse fixture on May 12 in Kitwe.
The win has pushed fourth placed Kitwe to 43 points on the table while Mighty who are fourteenth on the table remain stuck on 26 points after a round of 25 matches.
Elsewhere, Indeni maintained their stay at the top of the FAZ Division One North table after beating Kalewa 1-0 in the Ndola derby on Sunday.
Simon Mwenya scored a lone goal that helped Indeni overcome Kalewa at Indeni Sports Complex in Ndola’s Ndeke area.
The win pushes Indeni to 50 points, one behind second placed National Assembly who have a game in hand.
Assembly beat Mufulira Blackpool 1-0 in Lusaka to move to 49 points.

Opposition Alliance for Democracy and Development (ADD) leader Charles Milupi has accused First Republican President Dr. Kenneth Kaunda of obliterating the Barotseland history the reason why it is not in the Zambian school Syllabus.
Mr. Milupi said that the issue of the Barotseland Agreement of 1964 can never be stopped and will never go away.
He said this is because the Agreement forms part of the foundation of Zambia’s independence.
Mr. Milupi has maintained that the Patriotic Front (PF) government should not bury its head in the sand over the issue.

Opposition ABZ leader Fr Frank Bwalya has charged that the PF government will never settle down.
Fr Bwalya said the PF has continued behaving like amateurs even after clocking two years in government.
Fr Bwalya was speaking Monday morning when he featured on the Lusaka Star radio programme on UNZA Radio.
“This is a party without any direction, they don’t seem to know where they are going, they are confused and they will never settle down,” Fr Bwalya stated.
He said some people and organisations resisted condemning the PF early in their administrations because they wanted to give them time to settle.
“[pullquote]How does a President go to Chawama and announce that he wants all the roads in Chawama done without any regard to the national budget?[/pullquote]
“What has become apparent is that these people will never settle down. Some of the policy mistakes they are making are so basic and childish.”
Fr Bwalya stated that the two years of Zambia under the PF has proven that the party was meant to be in opposition forever.
“How does a President go to Chawama and announce that he wants all the roads in Chawama done without any regard to the national budget?”
“We all want our respective roads done up but you don’t run the country like that. On what basis is he making such a policy pronouncement without consultations?”
Fr Bwalya said the PF will continue governing in a confused manner even in its final year of the first term.
“Even in 2016, PF will never settle, there is just too much confusion in this government,” he stated.
For a visitor who may have come to Zambia in the recent months this year, he/she would be wondering whether there is still a functioning State in Zambia. The level of chaos, hooliganism and lawlessness in Zambia has reached such unprecedented levels that one would be right to question whether there is a functioning government in Zambia.
The dangerous part of this situation is that the political party in power, the Patriotic Front (PF), which was elected by the people to guarantee their rights, peace and security and justice, is deeply at the centre of these problems. The majority ordinary Zambians are yearning for a peaceful life that satisfies their basic needs, yet those they entrusted with this duty of promoting the common good have abdicated their role in preference for endless squabbles for power and fights for dominion and hegemony? Even as this exhortation is being written, the University Teaching Hospital (UTH) is severely rationing water causing great danger to patients and visitors to the hospital and yet our leaders don’t see such problems as priorities when compared to political squabbles.
We entirely agree with those who have so far commented on this matter to the extent that the squabbles currently going on in the PF can no longer be looked at as mere intra party squabbles that should not concern anyone who is not a PF member. The disruption of normal life, violence against innocent people and the stealing of private property are not the reasons why Zambians elected the PF Party into government two years ago in 2011.
All this is happening in an environment where the majority poor can hardly have access to food and nutrition, access to quality health care and jobs. Why should leaders entrusted to lead a country like Zambia with so much social desperation devote their time to political squabbles at the expense of addressing to social needs of the people?
There has been clear lack of leadership in the ruling party that could have forestalled the current problems which are affecting and irritating all of us. Top leaders themselves are at the centre of the confusion. Even when a directive was given by President Sata for members of his party to stop the endorsement campaigns and demonstrations against Mr Kabimba, he in a contradictory breath went on to elevate the person at the centre of the Lusaka based endorsement campaigns and demonstrations to a senior party leadership position in Lusaka district.
This was clearly endorsing him and giving his activities an official stamp. We hope that PF will resolve their internal issues and go back to work on the many priorities over which the people of Zambia entrusted them with the stewardship of power.
Related to the above, we are seeing escalating lawlessness on issues of land by political party carders. The perennial practice of ruling party carders illegally occupying people’s land using intimidation and violence still continues unabated. It has become a regular feature in our news now to hear of and see party carders demarcating and sharing land legally held by other people while the owners are insulted, beaten or even killed.
We note the sudden hard stand taken by the police to arrest the marauding carders on people’s land but we pray that this will be sustained and those found guilty punished severely so that clear message is sent to deter this criminality. In their action, police should not seek permission from senior party officials when they have to deal with hooliganism and criminality by carders but use their professional judgement to make firm decisions. Police should not degenerate in their usual behaviour of pretending and posturing when it comes to dealing with hooliganism and criminality from ruling party carders.
These illegal lands grab by party carders or anyone else for that matter must be brought under control to promote the culture of respect for private property which is important for our development, investment confidence and above all the culture of respect of human rights. From the events of the PF endorsement and anti-Wynter demonstrations and going on to illegal land occupations it is clear that the PF has lost control of its carders while the Police Service on the other have always been timid when faced with their lawlessness and criminality. The question is; where will an ordinary person receive protection that the state was supposed to offer through its institutions?
It was shocking last week to hear the new Ministry of Information Permanent Secretary Mr Emmanuel Mwamba announcing yet again the failure by government to take the Freedom of Information Bill to parliament. This is a bill that government has been ducking over a long period of time with a chain of unfulfilled deadlines. The reasons given by Mr Mwamba for the postponement of the bill are not credible as the same reasons have been given before by his predecessors when justifying previous goal shifting. This is surely taking Zambians for small children who would have limited memory to recall events that happened in the immediate past. Zambians must stand up for this bill because as things are now and for unknown reasons, there is clearly no political will from government to enact freedom of information laws.
Like the Freedom of Information Bill, the draft Constitution has been another document with highly “mobile” deadlines. We hope the end of October 2013 deadline will be honoured. Even more important, we want to hear a firm commitment from the Executive that the draft Constitution will next be subjected to a referendum. We demand that in the 2014 budget to be presented in October 2013, a line budget on the referendum be included.
With respect to the mode of disseminating the final Draft Constitution and Report by the Technical Committee this should be done simultaneously to all parties i.e. the President and the public in order to uphold public transparency. The public should judge for themselves if their will has indeed been respected in the Draft Constitution.

South Africa and Namibia have confirmed their participation in the COSAFA Under-20 Youth Championships to be held in Lesotho from December 3-14.
According to a statement issued by COSAFA, the duo submitted their decision to participate on Friday, the deadline for countries to confirm they will take part in the prestigious junior tournament.
Zambia are the current holders of the COSAFA Under-20 Youth Championships having triumphed in the previous event staged in Botswana in 2011.
The Football Association of Malawi (FAM) have also tentatively expressed their desire to compete, though that decision must still be ratified by the FAM executive.
Earlier, hosts Lesotho, Angola, Botswana, Madagascar, Mozambique, Seychelles, Swaziland, Zambia and Zimbabwe all submitted their entries.
The draw for the first round group stages at the competition has also been confirmed for Maseru on Friday, October 11.
This year’s tournament will be played across two venues – Maseru and Mafeteng– with a round-robin group stage featuring four pools.
Dick Ngwenya is the new coach of struggling FAZ Super Division side Kalulushi Modern Stars.
Ngwenya confirmed his appointment to LT Sports on Saturday.
He takes over from John Lungu who was recently fired together with his assistant Benjamin “Kawilo” Chilongo.
Ngwenya on the other hand bounces back into coaching weeks after his dismissal at Kabwe Warriors.
The much travelled-coach is being assisted by Humprey Malikoni at Independence Stadium.
In his first eight days at the Kalulushi outfit, Modern Stars have played three games, recording a win and two defeats.
Ngwenya’s immediate task is to help 14th placed Kalulushi avoid relegation.
Kalulushi are third from the bottom of table with 19 points in 22 matches.
