BOZ assures the nation on Old Kwacha note

The Bank of Zambia (BOZ) has advised the nation not to panic over the old Kwacha currency note which ceases to be legal tender on 30th June, 2013.

BOZ Deputy Governor Bwalya Ng’andu says this is because the Central Bank has put in intermediary measures to address the issue.

He said it was for this reason that people especially those in rural area should not panic as the central bank has put in measures to address such situations.

He has advised the nation that the old kwacha notes will still be accepted for exchange with the new currency.

“Zambians should relax and exchange their money through commercial banks and other designated agents and therefore those still holding to their old kwacha should not transact using it but take it to the nearest bank or authorized agent and exchange it without any cost,” said Dr Ng’andu.

The BOZ Deputy Governor has also disclosed that the long awaited Statutory Instrument no, 55 is now out .

He has advised the media fraternity and other interested parties to check for it on the central bank’s website to enable them understand what it entails.

Dr Ng’andu said Statutory Instrument no. 55 will enable the central bank to monitor the liquidity levels in the country.

He also said that with the enactment of this Statutory Instrument, BOZ will be able to know the correct amount of money leaving and entering the country thereby controlling money laundering.

Dr Ng’andu further said Statutory Instrument no. 55 which replaces no. 32 will also enable BOZ to monitor what is happening on the market as well as to know business companies that are not tax compliant among other benefits of the instrument to the nation.

BOZ Corporate Public Relation Manager Kanguya Mayondi, Assistant Director, Currency Banking and Corporate Public Services Department, Angela Chileshe among others were the notable figures who attended the meeting at the Trade Fair grounds.

And Assistant Director, Currency Banking and Corporate Public Services Department Angela Chileshe disclosed that as of 26th June 2013, BOZ has withdrawn in circulation a total of K3.7 Trillion old currency which translates to 95.3 per cent and that only K182.5 Billion old currency is still in circulation.

Ms Chileshe however, said though it is not possible to withdraw all the old currency in circulation, the central bank will try be all means to make sure only negligible will remain in the hands of individuals and that will be due to other factors beyond the bank’s control.

She also brushed assertions that there is still more money in rural areas, saying BOZ had earlier received similar information about Nabwalya area as among those with more of such kind of money but it was discovered to the contrary as only KR 5,000 (K5 million) was collected from there.

The tribunal appointed by President Michael Sata to investigate the professional conduct of three judges has begun its sittings in Lusaka.

The tribunal led by Malawian Judge Lovemore Chikopa commenced its siting this morning after the state led by Attorney General Mumba Malila indicated that the state was ready to proceed.

Mr. Malila told the tribunal that the state was ready to start sitting and submitted documents to that effect.

And Judge Chikopa objected to an application by the defence team that the tribunal be disbanded following the retirement of Judge Philip Musonda.

He said it was not the mandate of the tribunal to cancel its own sittings but that it can merely recommend to the appointing authority.

This was after the defence team led by Sakwiba Sikota objected and asked that his team be given more time to study the documents submitted by the state and further get instructions from his client Judge Musonda.

The state did not object to the request and Judge Chikopa adjourned the proceedings to July 15 2013 at 09 Hours.

Supreme Court Judge Elizabeth Muyovwe has nullified the 2011 election victory of MMD Petauke Central MP Dora Siliya.

This was after Losing PF candidate in the 2011 elections Leonard Banda petitioned the election victory of Ms. Siliya in the courts of law.

Mr. Banda had appealed to the Supreme Court after he lost the original petition in the High Court.

In delivering judgement this morning, Judge Muyovwe stated that there was overwhelming evidence of widespread corruption in the run up to the election in Petauke Central.

Chanda Mbao delivers an amazingly fresh mixtape. What stands out immediately is the production .The beats have a nice soulful/old school hip hop vibe to them. The lyrical content is fresh and inspiring at times. His delivery is smooth and straight forward.

Chanda Mbao may be a Zambian but his style of rap cannot be compared to other mainstream Zambian rappers. The first reason being, he raps entirely in English. This may make it harder to get over with Zambian fans, but once they look passed that and appreciate the music, they will get into it.  The second reason is; he has a more mature approach to his music, i.e.  He does not rap about “swag” and “the good life”; his raps are not punch line driven as he adds an element of storytelling. He does not use profanity in his songs, so everybody from your little sister to your grandmother can enjoy his music.

Open your eyes: This is the first song on the mixtape and my personal favorite.  It is about opening your eyes and realizing what is happening around you.

Chief Rocka: This is Chanda Mbao’s version of the classic hip hop song Chief Rocka by Lords of the underground.

Live on: A very touching song dedicated to anyone who has ever lost a loved one. Eva Ramos sings the chorus beautifully “You know that I miss you and I will never forget you “she sings melodiously .This song will bring a tear to your eye.

I vow before I’m 40, to be in the top 40”

The only down side to this album is that some of the featured artists just cannot match up to Chanda Mboa .The only features that added value to the songs were Eva Ramos on “Live on” and Robert Dante on “The Girl from yesterday” . The others were unnecessary.

This may be only a mixtape, but it has the feel of a mainstream hip hop album. It was professionally executed and is a great way to introduce Zambia and the world to Chanda Mbao.

June 30th deadline for Technical committee stands – Kabimba

Justice Ministers has maintained that the Technical Committee Drafting the Constitution should windup its work by 30th June.

This is contrary to the announcement this week by Committee Spokesperson Ernest Mwansa that the committee will wind up its work on 31st July.

Mr Kabimba told parliament this morning that there is no standoff between the Ministry of Justice and the Technical committee on the deadline for the completion of the work.

He said that government wants to uphold public confidence in the constitution making process because it wants public ownership of the process.

Mr Kabimba said that his ministry considered the technical committee’s announcement that it will go up to 31st July to complete its work as hearsay.

He added that question of whether the draft constitution will be subjected to a referendum will be determined by the format of the final draft constitution.

Mr Kabimba further stated that decision on whether to hold a referendum will only be made upon government being in possession of the final draft constitution.

Alliance for Democracy and Development (ADD) President Charles Milupi has observed that the PF government is setting a terrible precedent by embarrassing former president Rupiah Banda before he is even found guilty by the courts of law.

Speaking on radio Phoenix’s Let the people Talk program this morning, Mr.Milupi says the government is infringing on the privileges and rights of Mr Banda as former president by cancelling his Diplomatic passport.

Mr. Milupi adds that not only is the government embarrassing the former president but embarrassing the whole country to the international community that has respected Zambia for its god tenant of democracy since 1991.

The ADD leader says government should understand that in as much as they want curb corruption in the country the case of Mr. Banda is baseless.

Health Minister Joseph Kasonde has said that results of tests conducted on imported samples of Zambeef beef products have revealed evidence of contamination.

Dr Kasonde has told Parliament in a ministerial statement today that evidence of chemical and microbial contamination has been found in the beef products tested.

He explained that the chemical contamination is that of aromatic aldehydes, but that further tests are required to establish the exact aldehydes in the meat products.

He said that this is the very reason for further analysis on the meat products is to establish actual aldehydes contained.

Dr Kasonde said that the presence of aldehydes alone is not enough to take action at this stage until it is established which specific chemical is present in the meat.

He added that there is also need to establish the point of contamination.

And Dr Kasonde said that his ministry will take legal action in the districts were the seized beef products have disappeared and that whoever is involved will be dealt with.

Former United states President George w. Bush has arrived in Livingstone on a private visit, during which he will help refurbish a clinic that will help
strengthen the country ability to detect and treat cervical cancer.

The Former President who arrived at Harry Mwaanga Nkumbula International Airport at 09:20 hours today aboard flight VQ, BMS on a direct flight from Texas in the US to Livingstone, was met at the Airport by Southern Province Permanent Secretary Bernard Namachila, Livingstone City Town Clerk Vivian Chikoti and other senior Government officials.

While in Livingstone Mr. Bush who is accompanied by his wife Laura Bush will work with Zambian officials and other volunteers to refurbish a health clinic in the tourist capital in support of the Pink Red Ribbon initiative that seeks to expand critically needed cervical and breast cancer interventions.

Mr. Bush and his entourage will also visit Nsongwe Women’s Association garden that is supported by the American government to help women grow vegetables and other crops as income generating activity.

The Pink Red Ribbon initiative, which the First Lady Christine Kasaba launched in Zambia in December 2011, has so far seen more than 40,000 Zambian women have being screened for cervical cancer.

In addition, many Health Workers have been trained and are serving at 10 new, “Screen and test” , health facilities, eight of which offer procedure to diagnose and treat early invasive cancers.

The Goals of the initiative is to reduce deaths from cervical cancer by an estimated 25 per cent among women screened and treated, to increase access to breast and cervical cancer prevention, and to create innovate models that can be scaled up and used globally.

The Pink Red Ribbon is an innovative partnership between the U.S Presidents’ Emergency Plan for AIDS Relief(PEPFAR), George W. Bush Institute, Zambian government, Susan G. Komen for the cure, Joint United Nations Programme on HIV/AIDS(UNAIDS), and the corporate and NOG partners.

Cervical and breast cancer are the two leading causes of death among women in sub-Saharan Africa and Zambia has the second highest rate of cervical cancer in the world.

Meanwhile, City Town Clerk Ms Chikoti said the visit by the former U.S president will significantly boost the marketing of Livingstone as a tourist destination.

In an interview with ZANIS, Ms Chikoti said the visits by high profile persons before the forth-coming United Nations World Tourism General Assembly (UNWTO) will put Livingstone and Zambia on the world Map as a best tourist destination.

KAPA187:  Who is Iyembi Nkanza?

IYEMBI NKANZA: I am an ambitious and driven 25-year-old Zambian entrepreneur. I was born and bred in Lusaka and attended The International School of Lusaka. I moved on to the University of Cape Town where I completed a BCOM Degree in Law and Economics followed by a BCOM Honors Degree in Financial Analysis & Portfolio Management. I am determined and passionate about bringing my ideas to life in order to fulfill my destiny and add value to the world.
KAPA187:  Give us a brief description of your social media platform, Pulce

IYEMBI NKANZA: Pulce is a social network that allows users to express how they feel accurately using emoticons. This ease allows you to determine the sentiment of a large number of people, as opposed to simplistic “likes” or the time consuming task of reading numerous tweets.

The connections page shows a representation of a breakdown of all your friends in real time.
KAPA187:  What was your inspiration to create it?

IYEMBI NKANZA: I make use of social networks to keep in touch with friends and through this experience I realized the difficulty in determining the sentiment of a large number of people.

For example, I would like to instantly see a breakdown of how all my Facebook friends are feeling. I would also like to instantly determine how fans of Kanye West feel about his new album.

This is a painstaking (and often inaccurate) task in the noisy social media world at the moment. Pulce is designed to answer that problem.

KAPA187:  How does Pulce differ from other established social media platforms such as Facebook and twitter?

IYEMBI NKANZA: Facebook is centered on pictures.

Twitter is centered on 140 character updates.

Pulce is centered on emotions. Emoticons can sometimes encapsulate a feeling so well that words are not required. If we all used an emoticon to express emotions about a certain topic we would be able to quickly determine general sentiment i.e. Pulce.

KAPA187:   Who are the targeted users of Pulce and why?

IYEMBI NKANZA: I know that it is ill advised to “spray and pray” but rather focus on a target market. Nevertheless, I believe that Pulce will be useful to a wide range of people.

  • Everyday social networkers that would like to keep up to date with their many friends
  • Celebrities that would like to understand the sentiment of their fans
  • Radio shows tracking the emotions of their listeners in real time
  • Companies tracking brand sentiment
  • Governments that would like to hear the voice of its people more clearly.

KAPA187:  Do you feel that Pulce will become part of people’s everyday lives?

IYEMBI NKANZA:My goal is to solve a global problem and I know that the key to this lies in execution. If people like the website and grow to love our brand I do believe Pulce will become a part of everyday life, much like other social networks.

KAPA187:  As a young Zambian entrepreneur, what challenges did you face and how did you overcome them?

IYEMBI NKANZA: When you are on a journey to bring an idea to life there will be constant challenges. The biggest challenge was overcoming the fear of failure. I overcame this by leaning on my faith in God and trusting that I am moving in the direction that was meant for me. I have learnt to be comfortable in discomfort, knowing that stepping out of my comfort zone will lead to growth.

KAPA187:  Tell us what you do in your spare time

IYEMBI NKANZA: These days I use most of my spare time to work on the website and continuously improve it. Otherwise I love listening to music, Dj-ing, traveling and reading business/entrepreneurship books.

KAPA187:  Are you inspired by Mark Zuckerberg, do you feel you will reach his level of success?

IYEMBI NKANZA: I am inspired by anyone who has changed the world for the better, and Mark Zuckerberg is certainly in that category. I cannot say whether Pulce will reach Facebook’s level of success, but my goal is to create a product that will change the way the world communicates online. The high density of mobile phones in Africa is an opportunity that I plan to use to achieve widespread uptake.

KAPA187:   Where do you see yourself and your social media platform in the next 10 years

IYEMBI NKANZA: I hope Pulce grows to become a tool used track global sentiment across different groups. The explosion of social media is testament to the fact that people want to be heard, I want Pulce to enhance the voice of the people.

Regardless of the outcome I am determined to add value to Zambia (and Africa). I will continue to be driven by faith and pursue goals that will shine a light on Africa’s vast potential.

KAPA187:  What words of advice do you have for other young Zambian entrepreneurs?

IYEMBI NKANZA: Dream big; do not limit yourself to possibilities within your immediate surrounding. Think about how your idea can help the world.

-Even if you do not have the expertise/funding/contacts, use what you have at your disposal right now and start making positive steps towards your dreams. I guarantee that miracles happen when faith is backed by action.

-Follow your passion. If you have an idea that torments your mind, dare to give it life and make it a reality.

A Political Analyst says government should come up with better ways of covering up the purported budget overrun instead of refuting the truth.

Dante Saunders says the issue of the budget overrun is not a question of debate by political leaders but a fact.

Mr. Saunders tells QFM News that government should find a solution instead of running away from the fact by stating that it has enough money.

He says it is for the same reason that people do not agree with the decision to remove subsidies, accusing government of trying to cover up the budget overrun at the expense of the people of Zambia.

Mr. Saunders adds that the government of former president Rupiah Banda left a lot of money in the foreign reserves but that no one has accounted for how the money has been used since the former president left office.

He has encouraged Zambians should question how their money is being used by government.

United Party for National Development (UPND) President Hakainde Hichilema has charged that the ruling Patriotic Front has now shifted its attention from harassing opposition leaders to harassing businesses as the case is with Zambeef.

Speaking in an interview with Qfm, Mr. Hichilema said that the PF should follow the due process of investigations before using some media organisations to destroy businesses.

Commenting on the Zambeef meat scandal, Mr. Hichilema said that even if the company was found wanting, it is a matter that requires sitting down together and resolving.

He said that the PF government should learn to act maturely and professionally in handling matters.

Mr. Hichilema added that the PF are too focused on demonizing and allegedly killing anyone with a different opinion.

The UPND leader has charged that the PF is an irresponsible government that has introduced a dictatorship kind of leadership.

He said that this can be seen from the recent Kampasa shooting.

And Common Market for Eastern and Southern Africa (COMESA) Secretary General Sindiso Ngwenya has said that the recent revelations on imported Zambeef beef products raises concern.

Speaking in an interview with Qfm, Mr. Ngwenya said that the Zambeef issue is one that affects health and that anything that affects health is of extreme importance to COMESA.

Mr. Ngwenya stated that COMESA as a regional trade organization is the high priest for inter regional trade hence wants to know why such products have to be imported from outside the region.

He added that it leaves one wondering if the region is in short supply of such beef products if Zambian beef industry cannot satisfy the market.

He said that there is need to promote intra-regional trade in all sectors.

Mr. Ngwenya said that this will also help empower people in Zambia’s rural areas who own herds of cattle.

Budget planning process hasn’t been comprehensive-Chikwanda

Minister of Finance Alexander Chikwanda has noted that over the years, the planning and budgeting processes in Zambia have lacked a comprehensive and well articulated guide.

Mr. Chikwanda said this has resulted in fragmentation of the key facets of planning, budgeting, monitoring and evaluation mechanisms.

He made these remarks last evening when he officially launched the consultative process on the planning and budgeting policy on the Zambia National Broadcasting Corporation (ZNBC) television.

The consultative process will culminate into the development of the planning and budgeting bill.

Mr. Chikwanda indicated that the policy and ensuing Act will make provisions that will firmly anchor national development plans as benchmark documents to transform national budgets to an extent that they become tools for operationalising national development plans.

He explained that as a result of this development, the resources will be allocated and appropriated in line with projects and programmes contained in national development plans as a matter of priority.

The Minister added that the draft policy also spells out mechanisms for ensuring that programmes and projects were thoroughly assessed through a comprehensive appraisal system and effectively monitored so as to yield the intended results.

He said the draft policy will also enhance transparency, accountability and provide a basis for evidence based decision making process.

Mr. Chikwanda stated that the policy further stipulates the roles, responsibilities and procedures required in developing national plans and how they will be financed and interfaced with annual budgets and Medium Term Expenditure Frameworks (MTEFs) and other policies and operational tools.

Furthermore, the Finance Minister said the draft policy provides for more enhanced system of engagement with the people and streamlines their participation mechanisms at all levels including the grassroots.

He said this was so because the Patriotic Front (PF) government desired to ensure that national plans and programmes were rooted in people’s aspirations.

Mr. Chikwanda has therefore called on the members of the public to read and digest the contents of the draft planning and budgeting policy with a view to provide suggestions on how it can appropriately be refined.

He said his ministry, through the national planning department and budget office will be at hand to articulate issues to the citizenry that are contained therein.

Mr. Chikwanda has also called on provincial administrations to carry out provincial consultations through the provincial development committees to elicit as broadly as possible comments from various stakeholders.

The Minister further implored all stakeholders to be open- minded and candid in their submissions so that the document is enriched.

BoZ sets $10,000 threshold for importing, exporting goods

Government has reiterated that the soon to be implemented Statutory Instrument(SI) number 32 of 2003 is not aimed at reintroducing exchange controls but at providing transparency and securing benefits for the economy.

And the Bank of Zambia (BoZ) has set a threshold of $10,000 (about KR52, 000) of goods for importers and exporters.

BoZ Balance of Payment (BoP) Team Leader, Wilson Mazimba stated that the statutory instrument will allow the country to effectively monitor money flows from imports and exports.

Mr. Mazimba said people must not be worried about the new instrument because it has a lot of economic benefits which include increased revenue and foreign exchange liquidity.

He also said the new law will give proper and credible statistics on balance of payments in the country.

He said the SI will further accord businesses that were operating outside the financial system an opportunity to come on board thereby enhancing financial inclusion.

Mr. Mazimba said this in Lusaka yesterday when he presented a paper on the SI at a media breakfast that was organised by the First National Bank (FNB).

“Exporters will be allowed to avail us with monthly reports to allow us know and plan for the inflows and outflows,” he said.

Mr. Mazimba further said the SI will safeguard the export and import remittances in a bid to reduce the risk of money laundering.

At the end of April this year, Minister of Finance Alexander Chikwanda signed a statutory instrument that brought into force the Bank of Zambia monitoring of balance of payments regulations 2013, aimed at monitoring the BoP in a transparent and accountable manner.

Government then rescheduled the implementation of the SI from Thursday 16th May 2013 to Monday 1st July 2013 as contained in SI number 35 of 2013.

Mr. Chikwanda said the rescheduling of the SI implementation date was meant to give room to finance service providers and other relevant stakeholders to establish systems for adhering with the provisions of the instrument.

Meanwhile, the Bank of Zambia has set a $10,000 (KR52, 000) threshold for exports and imports in the country.

Mr. Mazimba stated that businesses were therefore allowed to export goods and services greater than or equivalent to the said amount in any other foreign currency.

He further explained that payments of more than the threshold but less than $100,000 will need to be remitted electronically while amounts more than $100,000 will be paid by way of irrevocable letters of credit.

Stop harbouring illegal immigrants, Zambians told

The Immigration Department has urged members of the public to stop keeping illegal immigrants in their homes because these were a threat to national security.

Immigration Department Director General Moola Milomo told ZANIS in Lusaka yesterday that his department was putting in place measures of ensuring that all illegal immigrants were brought to book.

Mr. Milomo observed that it was undisputable that the rising number of crime is linked to illegal immigrants whose businesses were not clearly known.

He regretted that some Zambians were in a habit of only reporting matters of illegal immigrants in their community when their business deals with foreigners fail to work out.

He said this month, the department carried out a number of operations with the recent one being the one where 51 Ethiopian illegal immigrants were arrested in Kabwe.

Mr. Milomo further stated that last week on Friday, the department arrested eight Egyptians who were illegally staying in Bauleni compound in a one roomed house.

He appealed to patriotic Zambians to help the department to deal with the problem of illegal immigrants because on its own, it cannot manage to bring sanity in the country.

He added that there was need for the community to be involved by reporting any suspicious looking residents to relevant authorities.
Mr. Milomo expressed sadness that some Zambians were also supporting illegal immigrants by giving them jobs when they do not have documents that permit them to work in the country.

He said despite the SADC region supporting cross border trade, there was need to find ways of conducting businesses in a common place so that the security of the country is not infringed on.

He added that the department has plans to meet the Cross Border Association for the region to find ways of creating a trading avenue such as COMESA.

Mr. Milomo further stated that the department has since January this year managed to prosecute 213 cases of illegal immigrants involving human trafficking, which saw three vehicles being forfeited to the state.

Mwanawasa is not a threat to PF in the Kafulafuta By-election- Kabimba

Patriotic Front (PF) Secretary General Winter Kabimba says opposition MMD candidate Evelyn Mwanawasa is not a threat in the forth coming Kafulafuta by-election.

Mr. Kabimba said that this is because Ms. Mwanawasa cannot ride on the legacy of her late brother , President Levy Mwanawasa.

The PF Secretary General said this in an interview in Ndola, yesterday.

The Kafulafuta seat fell vacant after area Member of Parliament James Chishiba ditched the former ruling party to join the ruling Patriotic Front.

He joined the PF along with Kafulafuta MMD district executive.

And Mr Kabimba has said the PF is headed for a landslide victory in Kafulafuta as MMD did not leave any development in the area during the reign of late president Levy Mwanawasa.

Mr Kabimba who is also Justice Minister said no matter what kind of force is formed by the opposition in Kafulafuta the PF will scoop the seat.

He said for the first time in the history of Zambia the PF is the only party which is dedicated to taking development to all parts of the country.

He also appealed to traditional leaders to encourage their subjects in all the four areas where there are by-elections to go and vote in numbers.
