President Michael Sata has, with immediate effect, revoked the appointment of Hon. Elijah Muchima as deputy minister in the Ministry of Lands, Natural Resources and Environmental Protection.

The Head of State confirmed the revocation of Hon. Muchima’s appointment during a swearing-in ceremony at State House today.

President Sata, who thanked Hon. Muchima for the services rendered to the nation during his tenure of office, wished the Mwinilunga West [Ikeleng’i] parliamentarian God’s blessings in his future endeavours.

And President Sata has appointed Kabompo East MMD member of parliament Hon. Danny Chingimbu as deputy minister and assigned him to the Ministry of Lands, Natural Resources and Environmental Protection.

The Head of State wished Hon. Chingimbu success as he embarks on a new journey in his political career and service to the nation.

And, President Sata this morning swore in Mr. Palan Mulonda as Zambia’s Ambassador to the United States of America.

The President expressed confidence that Ambassador Mulonda will execute his duties to the satisfaction of the nation.

“The United States (US) is a very key development partner to Zambia. Therefore, we expect you, Mr. Mulonda to represent us very well in Washington DC. We wish you well as you embark on your tour of duty,” President Sata said.

Meanwhile,President Michael Sata has urged Zambians to show compassion and care to one another, especially to the needy this Christmas.

President Sata said though Christmas is mainly a period for celebration and family get together, people must find time to thank Almighty God and reflect on the purpose of Charismas.

“We should be persistently inspired by the life and deeds of our Lord Jesus Christ. And during this period let us all endeavour to extend goodwill, love compassion and care to each other, especially to those who are disadvantage or less privileged than ourselves,” said President Sata.

This is contained in a media statement released to the media in Lusaka today, by President Sata’s Special Assistant for Press and Public Relations, George Chellah.

Mr Sata further urged the Zambian people to use this period as an opportunity for reconciliation and service to others and more importantly give assurance and hope to one another.

“This is the time to reflect with pride and satisfaction that despite our different political persuasions, we have allowed a peaceful atmosphere to prevail in our country. This is how it should be and I implore all leaders to ensure that this status is upheld,” the President said.

He also counselled Zambians to avoid over-indulgence in order to minimise fatalities and human suffering during this festive period.

“Let us all conduct ourselves in a responsible manner and desist from behaviour that will endanger our lives and that of others. Zambia needs all of us and I therefore, urge all road users to observe traffic rules,” he said.

“I wish you all, my dear beloved compatriots, a merry Christmas and we pray that this will be a memorable day to us all.”

And President Sata has directed the police and other law enforcement agencies to strictly enforce law and order in the country as well as ensuring that there is sanity on the roads during the festive period.

New terminal building at Harry Mwaanga Nkumbula Airport to be completed ahead of schedule

THE construction of a new terminal building at Harry Mwaanga Nkumbula International Airport will be completed in May 2013 ahead of schedule in readiness for 2013 United Nations World Tourism Organisation (UNWTO) general assembly, Project manager Peter Kapala has said.

Currently, the existing airport building has the capacity to attract 250, 000 passengers per year while the new terminal building would be attracting about 700, 000 passengers per year annually.

Mr Kapala said the completion of a terminal building had been moved to May 2013 from the earlier timeframe of June next year because most resources were currently available to do finishing touches.

He was speaking in Livingstone at the weekend when a delegation of Permanent Secretaries led by Deputy Secretary to Cabinet Peter Kasanda inspected the construction of a new terminal building at Harry Mwaanga Nkumbula International Airport.

The Permanent Secretaries, who are members of the National Steering committee supervising and overseeing the preparations for the holding of the 2013 UNWTO general assembly, were in Livingstone and other surrounding areas to inspect various projects and facilities ahead of the tourism conference.

“We are ahead of schedule and we will finish the remaining works by May 2013. Almost all the resources required are available while other materials will be arriving in the country soon after New Year holiday,” Mr Kapala said.

He said most pending works only needed a shorter period for them to be completed such as five days or less than a month.

National Airports Corporation Limited (NACL) managing director Robinson Misitala assured the Permanent Secretaries that the new airport infrastructure would be commissioned before the UNWTO general assembly.

Mr Misitala said it would take many years to fill the capacity of Harry Mwaanga Nkumbula International Airport once the terminal building was completed.

The new terminal building would have two boarding gates, five club lounges, 30 retail spaces and viewing terraces among other facilities.

And National Steering Committee chairperson for the August 2013 UNWTO general assembly Peter Kasanda has called for an improvement of border facilities to improve the image of the country.

Mr Kasanda said border posts were very important for tourism because that was where the picture of the country emerged to the outside world.

He was speaking on Saturday after members of the National Steering Committee inspected Katimamulilo, Kazungula and Victoria Falls border posts.

The three border posts are entry points to Livingstone, a city which would co-host the UNWTO general assembly with Victoria Falls town in Zimbabwe from August 24 to 29, 2013.

Zambia and Zimbabwe are expecting a maximum of 4 000 participants during the UNWTO general assembly next year.

This would comprise of 1 500 delegates from more than 180 member states, affiliate and associate members of the UNWTO, the World Travel and Tourism Council (WTTC) and the general travelling public.

The two countries have so-far agreed to share the costs of co-hosting on 50/50 basis, which means that each country would host about 2, 000 delegates.

Livingstone General Hospital to have CT scanner and ICU – Dr Mwaba

Livingstone General Hospital will acquire a Computerised Tomography (CT) scanner and an Intensive Care Unit (ICU) to prepare the institution for the United Nations World Tourism Organisation (UNWTO) general assembly, Health Permanent Secretary Peter Mwaba has said.

A CT scan, which is mostly used in advanced medical institutions around the globe, uses X-rays to make detailed pictures of structures inside of the body.

Dr Mwaba said the popularised CT scanner and ICU would be procured from the K204 billion that had been allocated to Livingstone, Ndola, Kitwe and University Teaching Hospital (UTH) in next year’s national budget.

He said designs had already been done for a specific new wing of Livingstone General Hospital which would carter for the UNWTO general assembly.

Dr Mwaba was speaking in Livingstone at the weekend during a meeting between the National Steering Committee and the local organising committee.

“From the health point of view, Livingstone will never be the same again and you need to sing this song as local organising committee.

We need to market these preparations very well so that people who will come during the UNWTO general assembly will know what is available in Livingstone,” Dr Mwaba said.

And Information and Broadcasting Permanent Secretary Amos Malupenga has urged the media in Zambia to be objective and patriotic in their reporting of UNWTO general assembly.

Mr Malupenga, who is Information, communication and publicity sub-committee chairperson, said there was need for the media to paint a picture that gives inspiration ahead of the conference.

He noted that Zambia recently hosted Zone six games in Lusaka successfully yet some media houses played a prophet of doom role prior to the event saying such negative publicity should not recur in UNWTO general assembly preparations.

“People form opinions on what they here in the media. We are very critical as the media in shaping the destination of the country,” Mr Malupenga said.

The delegation of the Permanent Secretaries led by National Steering Committee chairperson Peter Kasanda was in Livingstone and other surrounding areas to underscore Government determination to the successful hosting of UNWTO general assembly.

Others in the delegation are Local Government and Housing Permanent Secretary Benald Namachila, Commerce, Trade and Industry Permanent Secretary Stephen Mwansa, Home Affairs Deputy Permanent Secretary Kaizer Zulu and Tourism and Arts acting Permanent Secretary Monde Gwaba.

President Sata’s creation of more districts will help bring efficiency in service delivery-UNDP country rep

United National Development Programme (UNDP) assistant country representative Ian Milimo says President Sata’s creation of more districts will help bring efficiency in service delivery.

Mr. Milimo adds that Zambia needs to increase the participation of people in making decisions that affect them if in order to sustain quality service delivery.

He says it was for this reason that government needs to quickly implement its decentralization policy, which he said would create demand for services.

“ it will also provide space for private partners to get involved in service delivery and wealth creation, “ he said.

He said this on Friday when he flagged off the provincial launch of Zambia Human Development Report ( ZHDR ) for 2011 at Kansanshi Hotel in Solwezi, North western Province.

A number of new Districts have been established on the country an effort government sees will ensure that development is taken as close to the people as possible as well as to meet job creation needs especially among the young Zambians.

And quoting the ZHDR, Mr Milimo said Zambia has made considerable progress in its human development outlook in the last decade, with positive and sustained change achieved in the education, agriculture, health, water and sanitation sectors.

He said between 1990 Zambia experienced a decline in the Human development Index, reaching its lowest ranking on the HDI of 0.32 in the year 2000.

However, he noted that since the year 2000 there has been improvements in key dimensions of the index that include health, education and material wealth and as a result the country’s ranking has now risen to 0.395 on HDI rankings.

Meanwhile the Zambia Human Development Report hails the country’s increased investment in social service infrastructure development.

It says investment in education has resulted in more schools that has led to increased enrolment at primary school reaching universal level.

The report notes that desks and learning materials have been distributed including in community schools that have increased coverage and access to services.

Under health the ZHDR says essential drugs are now available, including medicine for diseases like HIV/AIDS which were previously not affordable.

It lauds the country’s supportive agriculture policies that have led to positive growth in maize production and nontraditional exports.

But the report has advised Zambia to remove structural bottlenecks and adopt broad based pro-poor strategies that address poverty in all dimensions, if the country is to realize its vision of reaching middle income status by 2030.

It also criticized the biased distribution of services, with provincial comparisons showing skewed economic and human development processes that give advantage to urban than rural areas.

It also says that improving the coverage, efficiency and effectiveness of essential services in agriculture, education, health, water and sanitation alone are not enough prerequisites for sustainable human development.

The 128 paged report calls for a different philosophy of increased participation of people and their institutions in decision making, saying people’s power to effect change is important to sustainability of service delivery.

Government is planning to re-open Mbereshi and Chitambo Schools of Nursing which were closed because of a critical shortage of nursing tutors, Southern Province Minister Josephine Limata has said.

Ms Limata said the feasibility studies were currently being done to reopen the two nursing schools.

She said Kalene, Nchanga North and Roan Antelope Schools of Nursing, which were previously closed because of a critical shortage of nursing tutors, had already been opened and were operational currently.

Ms Limata said this in a speech read for her by Livingstone District Commissioner Paul Sensele in the tourist capital yesterday during the official opening of the 1st Health Workers Union of Zambia (HWUZ) biannual delegates’ conference.

The gathering, which has attracted delegates across Zambia, is currently being held at New Fairmount Hotel under the theme Health Key to High Productivity and A Better Zambia.

Ms Limata said the Ministry of Health was also planning to introduce new programmes in existing training institutions such as midwifery training.

“I wish to assure you that my Government is committed to improving the health sector in terms of providing appropriate infrastructure and improving the conditions of service among others.

Health workers have already benefited from this year’s collective bargaining through consolidation and rationalisation of salaries and allowances in line with the Patriotic Front (PF) mission statement for the health sector,” she said.

HWUZ president Chrispin Sampa commended Zambia’s foreign cooperating partners who recently pledged to continue supporting the health sector in various programmes.

Mr Sampa said the pledge was a step in the right direction and implored other donors to emulate the gesture.

He however said the PF Government should begin to reduce donor dependence as soon as possible to avoid a black last when donors decide to withdraw like they did in 2009.

Zambia Congress of Trade Unions (ZCTU) president Lenard Hikaumba urged health workers not to vote for parliamentarians who deliberately cause by-elections.

Mr Hikaumba said the money spent during by-elections should be used to improve the health sector and hence people who cause by-elections should not be supported.

In a vote of thanks, HWUZ provincial secretary Damiano Tembo urged the Government to ensure that the promise of liquidating outstanding alliances was done before the next bargaining process.

FAZ president Kalusha Bwalya says Zambia’s 0-1 loss to Tanzania was a good but tough match in which the Chipolopolo were unlucky not to score a goal.

The FAZ chief says on the FAZ official website, today, that Tanzania were worthy winners as they grabbed what he called a well taken goal and were determined against an Africa champion squad which commences its final preparations for the 2013 continental soccer show piece on 26 December in Johanesburg.

Said Kalusha: “The match against Tanzania was a good practice match. It was a tough encounter but in the end a very good training game.”
Added the FAZ chief: “I thought our boys did well for long moments and were just unlucky not to have gotten a goal ourselves. Credit to the Taifa Stars for their determination and well taken goal.”

“Most importantly, the match provided Herve Renard a good opportunity to see more boys in action before naming his 26 man squad to prepare for the Africa Cup finals,” Kalusha said.

Thanks to a Mrisho Ngassa strike just before the break, Tanzania pulled off what may go down as a famous result against the reigning African champions. Zambia hit the upright twice and came close a number of times but could not find a way past Juma Kaseja as the hosts rallied and held on to their first half lead.

Herve Renard will now announce the 26 man squad to start the Nations Cup preparations in Johannesburg on 26 December. In between the intensive preparations for the defence of the title, Zambia will play Morocco on 8th January in Johannesburg, Norway at Levy Mwanawasa in Ndola on 12th January and Namibia on the 15th.

The kings of African football open their campaign to retain the Nations Cup title with a match against Ethiopia on 21st January before taking on Nigeria who return to Afcon finals competition after failing to qualify for the 2012 finals.

Chipolopolo end the group campaign against Burkina Faso – all at Mbombela.

MMD will eventually remain with genuine members-Machungwa

40
Dr Peter Machungwa addresses MMD members and officials when he was introduced as the adopted party parliamentary candidate for Kabwata constituency in Chilenje township in Lusaka6
Dr Peter Machungwa

MMD national executive trustee Peter Machungwa has observed MMD will eventually remain with genuine members once all people with hidden motives have left.
Dr. Machungwa said that the defections currently being expressed in the MMD will create an opportunity for people with fresh ideas to take up positions.

He added that MMD is a strong party which most Zambian cannot allow to go into extinction.

And Dr. Machungwa has also described the perceived PF wrangles as total confusion. Dr Machungwa added that the PF as a ruling party is expected show good leadership skills as well as good governance.

Meanwhile, MMD President Nevers Mumba has advised the PF government to consider using tax payer’s money to developing the country and addressing the many challenges that continue to affect the citizens.

Dr. Mumba has charged that the PF government has resorted to during tax payer’s money to destabilize the opposition in the country and MMD in particular.

The opposition leader has observed that there are a lot of needy areas in the country that require the attention of the party in government rather than attacking the opposition.

Dr. Mumba has told journalists in Lusaka today that it is also regrettable that Statehouse has continued to issue threats on the opposition in the country.

He says such a trend is very undemocratic and that with time the PF will pay for the injustices that it seems to be subjecting the people of Zambia to.

And United Liberal Party (ULP) President Sakwiba Sikota has it is incumbent upon President Michael sata to ensure tenets of democracy are upheld.

Mr. Sikota has indicated that the democracy of Zambia has continued to degenerate from the time that the PF went into government.

He adds that the PF government has been trying hard to silence the opposition who in most cases are advocates of the citizens on governance issues.

At the same occasion, Alliance for Democracy and Development (ADD) leader Charles Milupi wondered why the opposition was being stopped from holding meetings when the PF has been holding its political gatherings.

Mr. Milupi has since reminded President Michael Sata how he used to enjoy freedom of association the time he was in opposition.

Mr. Milupi what is more worrying is that the opposition is being stopped from having any form of political meeting including at grassroot level.

UPND leader Hakainde Hichilema and ZDDM president Edwin Sakala were also present.

President Michael Sata has advised the opposition to seek sober forms of engagement with the Government.

President Sata has further counseled the opposition political parties to cooperate with specific law enforcement agencies mandated with the responsibility of maintaining law and order as opposed to creating unnecessary tension.

Herve Renard has defended his team’s performance in Saturday’s loss away to Tanzania.

Tanzania beat Zambia 1-0 in a friendly played at the National Stadium in Dar-es-Salaam.

“I accepted this game because sometimes you can’t refuse a nice invitation,” Renard said.

“The most important thing was to see how the young players will perform.

“Yesterday we were missing 12 players that means yesterday’s game was not significant.”

Christopher Katongo, James Chamanga, Isaac Chansa, Chisamba Lungu and Felix Katongo all featured in the friendly.

Missing were the European-based quartet of Jacob Mulenga, Emmanuel Mbola and Emmanuel Mayuka.

All the South African-based players including Collins Mbesuma and Kennedy Mweene did not travel with the team due to league commitments in midweek.

Power “90” to be Honoured

Power Dynamos chairman Owen Silavwe has revealed that the club will early next year introduce a cup competition to honour members of the popular Power 90 squad.

Silavwe said the pre-season tournament to be called Power 90 cup will be staged in early 2013.

He said Power has realised the need to honour ex players.

“We will be honouring our own heroes. We thought of coming up with a pre-season tournament where we should be able to invite some of the top teams in Zambia,” he said.

“We should be able to start the tournament before the 2013 season kicks off,” Silvwe added.

The 1990 Power team that won almost all silverware on the local front that year included the late Wisdom Chansa and Webby Chilufya plus Linos Makwaza among others.

I have a bright future in PF and will report to work on Monday to carry out duties assigned to me by the President-Lubinda

67
FILE: President Sata confers with Given Lubinda

Embattled Kabwata MP Kabwata Given Lubinda says he still has a bright future in the PF despite mounting pressure to resign from the ruling party.

In an interview in Lusaka, Mr. Lubinda said he does not see any reason why he should reconsider his future in the PF.

“I see my future very bright in the PF. There is no reason for me to start doubting my stay in the party. I’m here and I plan to stay here for the long haul.”

Mr. Lubinda stated that the party cadres who have petitioned for his removal from the party are merely exercising their democratic right.

“I have no control on how the cadres behave. They are not under my control and what they do is really not for me to control,” Mr. Lubinda explained.

He said as far as he is concerned, he is still a committed member of the PF and will continue with his commitment to the party.

Mr. Lubinda who is also Foreign Affairs Minister said he does not see why he should not report for work on Monday following threats that some PF cadres will block him from entering the Ministry Headquarters.

“I will go on and carry out my duties as assigned by President Michael Sata, I will report for work on Monday.”

Meanwhile, PF Secretary General Wynter Kabimba has instructed party cadres not to forcibly remove from office any party official facing disciplinary actions.

Mr. Kabimba told a party fundraiser in Chilanga on Saturday that party cadres should allow the full disciplinary process to run its course before removing anyone from office.

Denying PF boyfriends sex is an act of civil disobedience – UPND

62
Edwin Lifwekelo (L)

United Party for National Development (UPND) has said that the directive by its leader Hakainde Hichilema to single ladies to deny their boyfriends sexual intercourse is nothing but just an act of civil disobedience.

UPND deputy spokesperson Edwin Lifwekelo has told QFM news in a walk-in interview that such kind of civil disobedience has been accepted and used to punish a repressive regime.

Mr. Lifwekelo has noted that the Mr. Hichilema has been quoted out of context by the Post newspapers for political expediency.

He added that there is nothing Mediocre about Mr. Hichilema’s statement other than the fact that the PF government has failed to deliver its promises.

Mr. Lifwekelo has since noted that denying PF boyfriends’ sex as earlier indicated by Mr. Hichilema is one way of protesting over the bad state of affairs in the country.

Mr. Lifwekelo has since advised the PF leadership to concentrate on resolving its internal wrangles rather than mudslinging the Mr. Hichilema.

Bweupe Points Out Kitwe Utd’s Woes

Kitwe mayor Chileshe Bweupe has tied Kitwe United’s failure to win promotion in the ended season to the financial difficulties the team has been grappling with.

Bweupe said with proper sponsorship the Kitwe City Council owned side has the potential to bounce back to the Faz Super Division.

In the ended season, Kitwe finished fourth on the table with 56 points.

The Parklands Ward Councilor acknowledged that council has been limping to backroll the Buchi Boys.

Bweupe promised that council will continue scouting for sponsors ahead of the 2013 campaign.

“As Kitwe City Council indeed we have struggled in the past to find sponsorship for our team Kitwe United. It is partly our fault that we missed out on promotion to the Super League by a very small margin. “However we are proud of our boys and our coaches,” he said

“We will continue pushing for sponsorship to help the team.”

Former Works and Supply Minister Mike Mulongoti has advised President Michael Sata to break his silence on the ongoing squabbles in the ruling party.

Speaking in an interview with Qfm news, Mr. Mulongoti says President Sata must clearly state his stance on the demands by PF cadres to have Kabwata Member of Parliament Given Lubinda expelled from the party.

Mr. Mulongoti notes that it is unfair for PF Secretary General Wynter Kabimba to harass a leader who has been given the mandate to serve by thousands of electorates.

He has also challenged President Sata to hold a press conference where he should address the many pending issues in the country.

Mr. Mulongoti says the continued silence by the President is causing anxiety in the Zambians as a number of questions on the governance system remain unanswered.

President Michael Sata has advised the opposition to seek sober forms of engagement with the government.

President Sata has further counselled the opposition political parties to cooperate with specific law enforcement agencies mandated with the responsibility of maintaining law and order as opposed to creating unnecessary tension.

“As Government, we have noticed a strange appetite for aggression and attempts to create panic and despondency in our people by a certain cluster of politicians within the opposition movement,” President Sata says.

“Our word of caution is that, we are wide awake to these low-priced political maneuvers and are ready to handle any situation, which is at variance with our laws with the firmness it deserves.”

President Sata said in a statement by his Special Assistant for Press and Public Relations George Chella, yesterday, that government will not be derailed from its responsibility of safeguarding and preserving the peace the country has enjoyed over a long period of time.

The President says there was a lot Government and the opposition could do together for the benefit of the country, provided there is decency, sincerity and patriotism from both ends.

“As leaders, we should all strive to build a united, democratic and disciplined nation. This can only be achieved if we all endeavour to adhere and respect the laws that govern us as a people,” President Sata says.
