Weekend Scorecard: Pirates Raid Warriors To End Unbeaten Run

Kabwe Warriors took one of the longest and forgettable drives back to Kabwe over the weekend after losing their first Division 1 South game of the season.

Livingstone Pirates on Saturday in the tourist capital ended Warriors four-match winning streak since the Railwaymen were demoted from the Faz super Division last season.

Pirates beat Warriors 2-1 in a match the visitors had taken the early lead after Musonda Mweuke scored the opener, and his fourth of the season, in the 7th minute.

George Mubita equalised in the 18th minute to see the two teams go 1-1 into half time before Pirates sealed an important win for the 10th placed side 11 minutes from time through Ben Chongo.

However, Warriors remain at the top despite the defeat on 12 points, two points less than second placed City of Lusaka.

And in Division 1 North, Mufulira Wanderers lost 3-2 to Nkwiza in a match that saw the latter go top and Mighty slip from third to 7th on 10 and 8 points respectively.

Keagan Mumba, Janza In Near Punch-up at Football House

Zambia assistant coach Honor Janza and Zambia Under-20 coach Keagan Mumba are said to have been involved in a near fist of fury at Football House over a week ago.

According to sources at Football House, the incident happened in Faz general secretary George Kasengele’s office when Mumba asked Janza to choose between staying on as Faz technicial director or as Herve Renard’s number two.

“The two were involved in a heated argument that almost led to fight. Keagan was asking Janza to choose between being TD or coach because it is unclear which work he is doing every time he appears at football matches,” the source said.

“And it appears Kasengele was also agreeing with Keagan because local coaches are complaining about the way he (Janza) selects coaches for coaching courses.

“They appear to only recognize KNVB trained coaches but there are others like Kelvin Kaindu trained in England, Keagan who did training in Germany who are not looked at in good light.”

Kasengele is said to have pacified the situation after Mumba, who is also Zanaco coach, bravely demanded an explanation on Janza’s dual roles.

CONCLUSION

Rather than creating an uneven mix or trying to focus more heavily on any one specific character, writer/director Joss Whedon has constructed The Avengersas a balanced ensemble. In addition to everyone getting at least one great action sequence, all of the characters are fully fleshed out and given an arc to work with, whether it’s Captain America’s struggle to adjust in the modern world, Thor’s guilt about his brother, Iron Man’s ego and single-mindedness, or Hulk’s fear of his own power. Even Black Widow and Hawkeye, who were largely minimized in their previous appearances, are fully fleshed out and provided with backstories that give us a better understanding of their characters.

It is an absolutely amazing movie that the whole family will enjoy.

First Draft constitution unveiled, Ministers to be appointed from outside parliament, Dual Citizenship included

The technical committee drafting the constitution has finally unveiled the long awaited first draft constitution. The committee has also launched the public consultation on the constitution making process and the website.

Speaking during the launch in Lusaka today, Committee Chairperson Justice Annel Silungwe urged Zambians to understand the document. Justice Silungwe said the technical committee has reviewed the reports of the previous constitution review commissions to identify and adopt provisions that are of value to the Zambian people.

He said the draft constitution has incorporated social, economic,cultural,religious and environmental right.

Some of the key point in the draft constitution is the enactment of the day of elections, which shall be the last Thursday of September after 5 years and the elction date shall be a public Holiday. The President shall be sworn in 14 days after the elections results have been declared

Minimum requirement of education for the post of the president is a Grade Twelve certificate or something equivalent. The 50+1 % is also included together with the role of a presidential running mate who will serve as a Vice President. In case of the death of the president, the Vice President will be sworn in as the President of the Republic.

The threshold of nominated members of Parliament has been increased to 21. The President shall appoint Ministers from persons who are not Members of Parliament.

A Minister shall only attend the sittings of the National Assembly where it is necessary for the performance of a particular function specified under this Constitution or any other law or when required to do so by the Speaker, and the Minister shall, while in attendance in the National Assembly, take part in the proceedings of the National Assembly but shall have no vote.

The draft constitution also aims to reduce by-elections which by using a proportional representational system where the party holds the seat in parliament. In case of a vacancy, a seat is re-allocated to the party’s next prefered candidate or the Electoral Commission shall submit to the Speaker the name of the candidate who received the next highest votes in that multi-party
constituency, from the ballot paper used in the previous election.

The draft constitution also provides for decentralisation of power from State organs. The management and administration of the affairs of the State shall be devolved from the national level to the local level while retaining, at the national level, the Executive authority, as provided for under this Constitution.

The basis for the devolution of State functions and responsibilities is to give powers of direct self-governance to the people living in the Provinces and districts of Zambia in order to enhance
their participation in the governance of the State and the making of decisions that affect them.

There shall be a provincial speaker and deputy provincial speaker for each provincial assembly both of whom shall be elected by the members of a provincial assembly from amongst themselves.

The declaration of Zambia as a Chritian nation has also been maintained in the Draft Constitution.

The Dual Citizenship clause has also been added to the Draft Constitution. A citizen shall not lose citizenship by acquiring the citizenship of another country. A citizen who, before the commencement of this Constitution, acquired the citizenship of another country and, as a result, ceased to be a citizen shall be entitled to apply to the Citizenship Board of Zambia to regain
that citizenship.

Zambia’s metal and non-traditional exports decline

ZAMBIA’s metal and Non-Traditional Exports (NTEs) have dropped from K3,621.0 billion to K3,589.1 billion between February and March 2012 representing a decline of 0.9 per cent.

Central Statistical Office (CSO) director John Kalumbi attributed the decrease in Zambia’s metal exports due to the work stoppages and floods which halted production at the mining companies recently.

Mr Kalumbi said the overall contribution of metals and their products to the total exports earnings in March and February 2012 averaged about 72.4 per cent.

Addressing journalists in Lusaka, Mr Kalumbi said the share of traditional exports which were mainly metals in value terms accounted for K863, 907 million in March, 2012.

“The share of the NTEs recorded an average of about 27.6 per cent in revenue earnings between the two months,” Mr Kalumbi said.

He said the major export products in March were from intermediate goods comprising mainly of cathodes and sections of refined copper which accounted for about 84.5 per cent.

Other exports include consumer goods, raw materials and capital goods which collectively accounted for about 15.5 per cent of the total exports.

Mr Kalumbi said this implies that between March and February Zambia had a net exporter of intermediate goods, mainly metals and their articles, accounting for an average of 80.0 per cent of the total exports for two months.

Most of Zambia’s goods were exported to countries such as Switzerland, China, South Africa, Democratic Republic of Congo (DRC) and the United Kingdom.

These five countries collectively accounted for 76.6 per cent of Zambia’s total export earnings in March 2012.

Mr Kalumbi said the Southern African Development Community (SADC) was the largest market for Zambia’s total exports accounting for 30.4 per cent in March 2012.

Within the SADC, South Africa was the dominant market with 31.7 per cent.

Other notable markets were Tanzania, DRC and Zimbabwe. Asia was the second largest market for Zambia’s total exports accounting for 23.9 per cent in March 2012.

Mr Kalumbi said within Asia, China was the leading market with a share of 75.8 per cent.

Other notable markets were India, the United Arab Emirates and Hong Kong.

“As well, the Common Market for Eastern and Southern Africa (COMESA) was the third largest market for Zambia’s total exports accounting for 11.5 per cent in March 2012,” Mr Kalumbi said.

Within COMESA, DRC was the largest market with 53.6 per cent while other important markets were Zimbabwe, Malawi and Kenya.

The European Union (EU) was the fourth largest market for Zambia’s total exports accounting for 7.8 per cent in March 2012.

Within the EU, the United Kingdom was the leading market for Zambian products accounting for 77.9 per cent.

Other markets were Belgium, Luxembourg and Netherlands.

Zambia maize output drops about 6 % – Agriculture minister

Zambia’s maize output declined by about 6 percent to 2.8 million tonnes in the 2011/2012 season from 3 million tonnes last year, the agriculture minister said today.

Emmanuel Chenda also said at a media briefing that Zambia still had a huge maize surplus because of carry-over stocks from last year and is planning to export some of the excess.

“When the carry-over stocks of 770,931 tonnes from the last season are added to the current production, the country ends up with a maize surplus of 1,035,333,” Chenda said.

Zambia needs just over 2.5 million tonnes of maize for human consumption, strategic reserves, stock feed and brewing, he said.

Erratic rains delayed the planting of this year’s maize crop, the country’s staple, raising the possibility of a poor harvest.

Draft Constitution Goes Public

AFTER several months of anxiety and speculation among members of the public, the Constitution Technical Committee will today release the first Draft Constitution.

This is a breakthrough after the initial schedule to release the document at the end of February this year was staggered to today.

There have been varying voices on the document with some sections of society expressing doubt while others have embraced the process with confidence.

Committee spokesperson Simon Kabanda said in Lusaka yesterday that the chairperson Justice Annel Silungwe will today unveil the working document of the new Constitution.

Mr Kabanda said the consultation period on the Draft Constitution would last for 40 days.

“The chairperson of the Technical Committee on Drafting the Zambian Constitution (TCDZC), Justice Annel Silungwe, SC will today launch the period for public consultations on the contents of the working document of the new Republican Constitution,” Mr Kabanda said.

Mr Kabanda said the committee has lined up several activities aimed at sensitising members of the public on the contents of the draft constitution in order for them to make informed decisions.

Activities lined up include discussion programmes on the Constitution-making process on both radio and television stations throughout the country.

The committee will also place copies of the working document in the three daily newspapers. Members of the public have been urged to take advantage and make comments.

Mr Kabanda said the Draft Constitution would be transcribed into braille and large print for the benefit of the visually impaired.

He said that the working document would also be translated into seven major local languages namely Lunda, Chitonga, Kaonde, Silozi, Chibemba, Chinyanja, and Luvale.

Zambia has attempted four times to review its Constitution but this had not resulted in expected results.

State looking into Kuomboka issue

Government says it has not been notified of the decision by the Barotse Royal Establishment to cancel the 2012 Kuomboka ceremony and will engage the organisers to ascertain why the ceremony has been put off.

Minister of Foreign Affairs and Tourism Given Lubinda said the organisers of the traditional ceremony, which pulls hundreds of local and foreign tourists every year, will be engaged to establish the reasons behind the cancellation.

Mr Lubinda said in an interview in Lusaka yesterday that traditional ceremonies are no longer tribal but important national heritage events.

“The country has major interests in traditional ceremonies because they are no longer for a specific tribe but are a national heritage,” he said.

He said the reasons given by the organisers are unsatisfactory and contradictory.

Mr Lubinda said three different issues have been cited as reasons for the cancellation and he would hold talks with the organisers to clarify the matter.

“We will engage the organisers of the ceremony because they are contradicting themselves on the reasons for the cancellation,” he said.

Mr Lubinda’s comments follow a disclosure by the Ngambela of the Barotse Royal Establishment Clement Sinyinda that the Kuomboka ceremony will not take place because of the emerging full moon.

Ngambela Sinyinda said the ceremony cannot take place under a full moon as this is against Lozi tradition.

He also cited low water levels as the other reason for putting off this year’s Kuomboka.

Ngambela Sinyinda also said the Barotse National Council does not have enough time to organise the ceremony as it had spent most of its time and resources planning for its meeting last month.

Kuomboka means ‘to get out of water’. The traditional ceremony takes place at the end of the rainy season, when the Zambezi River floods the plains of the Western Province.

The festival celebrates the relocation of the Litunga, king of the Lozi people, from his compound at Lealui in the Barotse floodplains of the Zambezi River to Limulunga, which is on higher ground.

Masebo Ticks Off Mulongoti

Masebo has described former Works and Supply minister Mike Mulongoti as “childish and embarrassing” on his remarks that President Michael Sata has not rewarded him with a job despite campaigning hard for him.

Ms Masebo said it was unfair for Mr Mulongoti to cry foul because President Sata could not focus on creating employment opportunities for a few individuals when all Zambians needed better jobs.

Mr Mulongoti, who is former MMD national campaign manager, was expelled from the former ruling party after he differed with former Republican president Rupiah Banda when he attempted to stand as party vice-president.

Ms Masebo said on Muvi TV last night when she featured on the Assignment Programme dubbed “The Anti-Corruption Commission Clearance,” that genuine democrats should not hold narrow interests.

She said Mr Mulongoti should not have made reference to her in his statement in the media last week in which he complained that the president had not met him since Patriotic Front (PF) emerged victorious in the September 20, 2011 tripartite elections.

“It is very childish and so embarrassing for people to cry foul on jobs from President Sata because the PF Government is working to create jobs for all citizens.

“People like Mr Sata’s recent campaign manager Willie Nsanda was not given a job. So why should Mr Mulongoti come out to even speak for others. Who said I wanted another job”? Ms Masebo wondered.

She said the job that she has as MP for Chongwe was already enough because her electorate wanted her to work for them.

Ms Masebo said she was comfortable with her job and it was unfair for anyone to wrongly lobby for job from the president whom she could call and tell him if indeed she wanted another job.

“I talk to President Sata often and we discuss many issues. I eat with him and the First Lady. So, It’s not right for people to speak on my behalf as if I don’t know the President myself,” she said.

Mr Mulongoti was quoted in The Post on Friday as having said he was disappointed with President Sata for not meeting him after last year’s elections.

On the PF’s performance, Ms Masebo said it was too early for some Zambians to start criticising the PF Government.

“President Sata is an honest man and for a new Government, 90 days or even a year is too little to develop. People should be patient and Mr Sata is going to deliver because he knows people’s expectations are high,” she said.

On illegal land allocation in Chongwe, she said, she recently took Lands, Natural Resources and Environmental Protection Minister Wybur Simuusa to assess the situation.

Kambwili dares families of Gabon Air crash victims

SPORT and Youth Minister Chishimba Kambwili has dared the families of the 1993 Gabon air crash disaster victims to go ahead and exhume the remains of their beloved ones from the Independence Stadium memorial site in Lusaka.

Government says it will only follow the Football Association of Zambia (FAZ) programme to commemorate the memorial of the fallen heroes, who died after the Buffalo plane carrying them for a 1994 FIFA World Cup qualifier against Senegal perished off the coast of Libreville, Gabon.

Kambwili said in an interview in Lusaka following complaints by some family members of the deceased that Government and FAZ had neglected them and thus want to exhume bodies and bury them near where they stay.

The minister said the families were free to do what they wanted if they so wished as Government will not stop them.

He wondered what else the families wanted after Government paid them their benefits adding that Government cannot be commemorating the event every year but the families can be remembering their relations without Government being present.

“We are not stopping them from exhuming the remains of their beloved ones if they want to do so. What else do they want? Their benefits were paid and Government cannot be commemorating the memorial every year, it’s the families to do that.

In fact we were not availed any programme for this year because the ministry was not given any programmes concerning the memorial of the Gabon disaster heroes. So how do you expect Government to make a plan like that,” he said.

Kambwili said Government was following the FAZ programme which says that the commemorations will be taking place after five years as opposed to holding the event yearly.

He also took a swipe at the widow of late goalkeeper Efford Chabala, Joyce, for issuing wrong statements on Radio Ichengelo, where she alleged that all governments were the same adding that the families would treat the Patriotic Front (PF) Government just the same as the MMD.

“She cannot blame the Government for that programme because it’s not us who look into the matters of football in the country but FAZ. There are so many fallen heroes in Zambia including presidents but we don’t hear their families make noise like the Gabon disaster relatives,” he said.

On the Africa Cup of Nations pledge by a Tanzania national, Kambwili said the only beneficiaries of the AFCON victory fruits will be the players and officials who took part in the tournament.

Kambwili has urged the families to be patient and wait and see what type of activities Government in liaison with FAZ will put up in its five year cycle commemoration unlike rushing to exhume bodies.

FAZ through its spokesperson, Erick Mwanza recently announced that the Gabon disaster memorial will be commemorated every five years but low key ceremonies will be held every year to remember the heroes.

Mwanza said the association wants to make the five-year commemorations big with a hive of activities to celebrate the lives and success that the fallen heroes left adding that people should not mistake holding the commemorations every five years as shunning away from the yearly memorial.

But the families who held a meeting after laying wreaths at the burial site resolved to exhume the bodies from the site and bury near their respective places as that would be easier and cheaper since both Government and FAZ seemed not to be interested in the event.

SBM What’s New Boutique chief executive officer Sylvia Mwansa launched the Kenneth Kaunda’ or ‘KK’-branded safari suits over the weekend at Lusaka’s Manda Hill Shopping Mall at an occasion that also doubled as President Kenneth Kaunda’s 88th birthday party.

Mrs Sylvia Mwansa said KK’s 88th birthday celebration proved a milestone and it was the duty of Zambia’s sons and daughters to show him that he is valued and dearly loved.

“Today marks a memorable day in the history of SBM Investments,” Mrs Mwansa said. “Our 10-year plan has come to pass through the launch of the KK suits and regalia. For us, we are simply invoking the goodwill and fatherly love of the father of the nation.”

Mrs Mwansa said SBM wants to develop Zambian brands to create awareness of Zambian products and show that Zambian names can be used to bring honour and a sense of pride to the country’s citizens.

The suits were specially manufactured in Istanbul, Turkey. The name ‘Kenneth Kaunda’ is embedded in the inside left jacket pocket as well as on the lower bottom of the jacket’s left sleeve. The jacket also has an additional feature of a pen pouch above the left breast pocket.

As KK was a proponent of socialism, SBM has considered making the suits affordable by selling them at a cost ranging from K1.2 million to K1.7 million.

Mrs. Mwansa says her company will, in future launch the levy Mwanawasa suits and President Michael Sata’s campaign shirt.

The occassion was graced by both the young and the old.Notable people present political veterans like Grey Zulu, Lewis Changufu, General Kingsley Chinkuli, General Tom Fara and Peter Matoka.

Others on the guest list included United States Ambassador to Zambia Mark Storella, South African Ambassador to Zambia Moses Chikane, United Nations Development Programme country representative Viola Morgan and former first lady Maureen Mwanawasa.

The launch was graced also by Foreign Affairs and Tourism Minister Given Lubinda.

The event drew the attention of curious on-lookers.Shoppers and diners from restaurants had to abandon shopping and meals to join in wishing Zambia’s founding father a happy birthday.

Many of the young present craned and strained their necks to catch a glimpse of this adored national icon while simultaneously chancing their luck at a photograph with him.

KK proved a good sport as his mouth constantly creased into a smile in front of numerous flashing cameras and adoring invited and uninvited guests.

Love was also in the air as KK could not resist the opportunity to openly proclaim his affections and unfading love for his lifetime sweetheart, Zambia’s first ever first lady, Mama Betty Kaunda.

The first republican president, Kenneth Kaunda says he would not have been where he is now without the support of his wife, Mama Betty Kaunda.

Dr. Kaunda, who even sang a song for Mama Betty, thanked her for her support and guidance

“When I remember the first kiss,” KK crooned away in a determined raspy melody that prompted an escape of ‘oohs’ and ‘aahs’ from the ecstatic audience.

Dr Kaunda said he was grateful to be honoured in such a way while still alive and was a very happy man to witness the launch of the suits branded in his name.

“Not many people live long enough to reach this age,” he said.

Foreign Affairs and Tourism Minister Given Lubinda said the special launch of the KK safari suits has contributed to making KK the icon that he is, who should be remembered for much more than being a fashion trendsetter but also for helping liberate Zambia, unifying its 73 tribes and building patriotism among its citizens.

“He is a living legend and launching the KK suits adds to the long list of things he’ll be remembered by,” Mr Lubinda said. “For me it is much more than wearing his suit, but living his legacy of love for God and love for mankind.”

Kalusha Gesture At Gabon Memorial Snubbed

Some families of the Gabon air crash victims on Saturday rejected Kalusha Bwalya’s monetary gesture left during the 19th anniversary at the heroes’ acre at Independence Stadium in Lusaka.

Peggy Mwape wife of the late Faz president Michael Mwape who died in the air crash off the coast of Gabon in April 1993 said thanks but no thanks for the gesture from Kalusha.

Mwape including other families commemorating the 19th anniversary also held a separate remembrance service to the Faz delegation who had come earlier on Saturday morning.

“We are told that he came, whoever was present we do not know.We marched as families but when we came here we are told that the president had just left,” Mwape said.

“Then he left some money that should be used as talk time surely….pressmen and women K200, 000 ! We have survived for 19 years without any help from FAZ, not even a pennyor even a ngwee. Why should he today give us that money we do not need it.

“Kalusha Bwalya should not forget that he was part and parcel of that team but fortunately was saved by the grace of God.”

Mwape also demanded that the crash report be released by the PF Government as promised by sports minister Chishimba Kambwili.

“If the government does not do anything I myself I have the powers to exhume my late husband and bury him by my farm,” Mwape said.

“It is pointless coming here every year getting nothing.”

The District administration in Kalomo has expressed concern over the misuse of Insecticide Treated Mosquito Nets (ITNs) by some people in the communities.

District Commissioner, Omar Munsanje has since directed all concerned authorities to ensure that the vice comes to an end and to let the mosquito nets be used for their intended tasks.

Speaking at the commemoration of the World Malaria day in Luyaba area in Kalomo district yesterday, Mr Munsanje expressed concern that some people were reportedly using the ITNs to make chicken run fencings, making wedding dress laces and some using them for fishing purposes.

He said this action by some communities was saddening especially that malaria poses a significant burden on the health system and economy in general.

Malaria accounts for 40 per cent of all outpatient attendance during the peak transmission period and 15 to 20 deaths in under five children while it is rated third leading cause of morbidity and mortality across all age groups after HIV and AIDS and Tuberculosis in Zambia.

In Kalomo district, malaria has been the leading cause of morbidity and mortality after Pneumonia and hence the combined interventions with communities and collaborating partners to eradicate the disease.

The district has five top facilities with high malarial incidences with Simwatachela area topping the list with 1,500 cases, Luyaba 1,479, Kanchele with 1,099, Mapatizya with 567 and Kalemu having 312 incidences.

The district has so far received 159,800 ITNs and is waiting for guidelines from the national malaria control centre on how to evenly distribute them to the four chiefdoms of the district in an effort to combat malaria.

According to World Health Organisation (WHO) 2010 report, 216 million malarial cases were reported and an estimated 655,000 deaths occurred.

The delay to recognise the Community Led Total Sanitation (CLTS) legal enforcement has been cited as one of the factors that has led to the slow pace to enforce the Public Health Act Cap. 295 in the country.

CLTS Public Health Prosecutor, Michael Musenga made the observation during on-going five day legal enforcers’ workshop in Kalomo.

Mr Musenga who is also CLTS Legal Advisor lamented that some of the preventable diseases have continued to ravage our communities though 80 per cent of them were environmental related and could be easily avoided.

And Southern Province Sanitation and Hygiene Advisor for the provisional team under the Ministry of Local Government and Housing, Anne Mutunda accused the environmental health department of not doing much as expected.

Ms Mutunda who exclaimed when she learnt that most of the environmental health technicians (EHTs) did not have copies of most of the Acts related to the public health Act wondered how the officers who are the backbone of a ‘friendly environment’ would enforce these laws without having those necessary pieces of legislation.

“I am surprised, it’s like a pastor working without a Bible, how can he preach, if you don’t have these Acts. Our Environmental health department in the country has gone to slumber, its time now to get up because we are getting a salary without working for it,” Ms Mutunda said adding that that was the objective of the workshop.

And officiating at the workshop, Kalomo District Commissioner, Omar Munsanje reminded participants which included traditional leaders, business entities, the media, law enforcement wings that the laws had been in existence and that the onus was on the stakeholders to make
combined efforts to enforce them.

Mr Munsanje also pointed out that sanitation plays an important role in the welfare of society and urged law enforcers to seriously look into how best to apply the provisions of the public health Act Cap.295 and food and drugs Act Cap 303 and the liquor licensing Act no. 20 of 2011 to address public nuisance.

Chief Chikanta and Sipatunyana of Kalomo have welcomed the awakening call on law enforcers and called for collaboration between the local civic authorities, health, police and the judiciary if sanity was to return to communities.

The workshop is sponsored by UNICEF.

And Government has been called upon to improve funding and transport to the local authorities if councils are to deliver services to the public adequately.

Mwense District Council Chairman Willie Mumba made the request when the Deputy Minister of Local Government and Housing in charge of administration Forrie Tembo visited the area.

Mr Mumba said the three percent of the national budget allocated to the Ministry of Local Government is too little to enable it deliver services to the general public.

He further said the district has no reliable transport apart from one utility vehicle which is also in poor condition.

Meanwhile, Mwense Council Chairman has asked the Ministry of Local Government to start paying Councillors salaries so as to improve their living standrads.

Mr Mumba said Councillors are the engines of national development as they are close to the people who voted them into office hence the call to improve their conditions of service.

He added that the civic leaders have great role to play in the implementation of the decentralization policy saying there is need to motivate them.

He said both Councillors and Members Parliament (MPs) are elected by the same people and wondered why MPs get salaries and other benefits like gratuity while Councillors are neglected.
