EASTERN Province has potential to export power to neighbouring countries by 2015 if Government invests in mini-hydro power stations, says United Nations (UN) resident co-ordinator Kanni Wignaraja.
Ms Wignaraja says investing in hydro power stations is the answer to Eastern Province’s energy problems, which have hindered the growth of other sectors such as manufacturing.

She urged the provincial administration through the permanent secretary Hlobotha Nkunika to come up with a detailed plan on how the province can woo investors in the energy sector.

The UN co-ordinator, who was touring of the province recently, said this during a courtesy call at Mr Nkunika’s office where she presented 2011 Human Development Report.

Mr Nkunika presented the challenges the province is facing such as lack of hydro power stations despite the province having enough water bodies such as Luangwa River.

“What the province needs is to identify one sector which will trigger development in other industries and that sector is energy. Investing in mini-hydro power stations will enable the province to export power to neighbouring countries by 2015,” she said.

Ms Wignaraja said power will not only be exported but will also help run the local industries such as textile, which currently is not in existence despite cotton being grown in the area.

She said her office will offer help but first the provincial office should indicate which sector needs attention and how much help is required.

In thanking Ms Wignaraja, Mr Nkunika said the province wants investors who will run manufacturing plants where finished goods will be produced.

He said investing in hydro power stations seems to be the answer considering that the province has enough water bodies for such ventures.

He said Lundazi district gets power from Malawi, but that will end once the province starts to have its own hydro power stations.

He said as a result of power supply deficiency for both domestic and industrial use, some people have resorted to cutting down trees, which has resulted into deforestation.

Mr Nkunika said the only way to solve the problem is to bringing electricity to the people and improve the road network which is also in a poor state.

PATRIOTIC Front (PF) secretary general Wynter Kabimba says the PF Government is determined to fight corruption and restore confidence in the economy.

The Government will strengthen institutions like the Anti-Corruption Commission (ACC) to tackle the scourge effectively.

According to a statement issued by First Secretary for Press and Tourism at the Zambian High Commission in India, Bwalya Nondo, Mr Kabimba said corruption was a serious scourge which diverted resources from national development.

Mr Kabimba, who is in India at the invitation of that country’s Congress Party, said the PF Government would not discriminate in its fight against corruption and warned those serving in public offices to be men and women of integrity.

He said this when he addressed Zambian diplomats and students at a dinner hosted in his honour by Zambia’s High Commissioner to India Susan Sikaneta.

The PF leader said there would be no sacred cows in the fight against corruption because it was a serious impediment to development.

He said it was everyone’s duty to ensure that Zambia made progress in economic development by contributing to efforts aimed at making the country corruption-free.

‘’Rwanda, a country smaller in size than Zambia is making quantum leaps in development because of a committed civil service,’’ he said.

In his message to diplomats, Mr Kabimba said India was a strategic mission in terms of attracting investors to Zambia.

The mission, he said, had a big challenge of attracting direct foreign investment whose benefits should trickle down to the people.

The dinner was also attended by director for human resource and administration in the Ministry of Foreign Affairs and Tourism Margaret Bwanga Miyoba, who is leading a Survey Board delegation to India.

At the same function, some Zambians, who are in India for medical tourism, gave testimonies of excellent medical attention received from health facilities in that country.

Ms Sikaneta said the Government spent a lot of money on foreign missions and it was only right that the resources matched what went back to the country in terms of investment.

15 liquor companies take government to court over Tujilijili ban

FIFTEEN liquor companies have challenged the Government’s decision to ban the manufacture and supply of alcoholic drinks popularly known as Tujilijili in the High Court.

The ban announced two weeks ago extended to importing, exporting, selling or supplying of the drink in sachets.

The liquor firms have filed a notice of application for leave to apply for judicial review over the ban on the beverage.

Local Government and Housing Minister, Nkandu Luo on April 16, 2012 signed Statutory Instrument Number 23 of 2012 cancelling liquor licences of the 15 companies.

The minister prohibited the manufacture, importation, exportation, stocking, bottling, packaging, conveyance, possession, sale, supply or consumption of the applicants’ liquor.

AED Advocates are representing the companies which are seeking an order to quash the ban, charging that it is illegal.

According to the application, the liquor firms contended that Professor Luo’s decision to revoke the liquor licences was procedurally improper, illegal and was a breach of rules of natural justice.
The minister, they said, breached rules of natural justice when she arbitrarily revoked the licences.

They said they were investors who had legitimate expectation to continue running their businesses in accordance with the terms of their investment licences and agreements.
If leave to apply was granted, the companies would want a declaration that such grant operated as a stay.

They contended that they came into Zambia at varying times but between 2002 and 2011 and were given investment licences by the Zambia Development Agency after meeting the
mandatory minimum requirement of US$500, 000.

They employ 1, 000 people directly and about 10, 000 indirectly. The firms said the decision had far-reaching consequences of job losses, creditors losing their monies and loss of revenue on the part of the Government.

Opposition MMD spokesperson Dora Siliya has threatened disciplinary action against senior party members planning to derail the hosting of the forthcoming national convention.

Ms. Siliya says the party has received information that some senior members are trying to destabilize and derail the hosting of the convention despite calls from the general populous of the party that they want an elective president.

She stressed that the main aim of the convention is to elect a president and amend the MMD constitution to allow for the position of vice president.

Speaking during a media briefing in Lusaka, Ms Siliya also dispelled wide speculations suggesting that she was eyeing the party’s top position.

The MMD has since set May 25th, 2012 as the date for provincial conventions to elect the party’s new leader.

The convention will see the election of a new party president to replace former president Rupiah Banda who relinquished the position last month.

Among the party’s presidential aspirants includes former Minister of Commerce, Trade and Industry Felix Mutati, Zambia’s former High Commissioner to Canada Nevers Mumba and former Minister of Finance and National Planning Situmbeko Musokotwane.

Others are Chisamba Member of Parliament Moses Muteteka who is the party’s Youth National Chairman and former Minister of Foreign Affairs Kabinga Pande.

Nkana head of security Davies Simunyola says he is impressed with the conduct of club supporters so far in the season.

Nkana whose supporters are known for intimidating visiting teams, last October were handed an indefinite home ban due to crowd trouble at their ground located in the heart of Wusakile Mine Township.

In an interview, Simunyola said club supporters have shown maturity this season.

“If you have observed Nkana fans have changed. So far we have played about six games and we have not seen any violence,” said the chief of Nkana’s internal  security wing known as “FBI”.

Simunyola attributed the behavioural change among supporters due to the door to door sensitization his wing has been conducting in Wusakile.

” We have been telling our supporters  who are known for throwing stones that football is supposed to be played in harmony and we have continued with our sensitization program in Wusakile,” he added.

“We are happy with the conduct of our fans.”

President Michael Sata this morning visited Robiana Muteka at the University Teaching Hospital.

Robiana recently underwent an operation to remove a 14.7 kilogramme tumor on his back.

President Sata said he wanted to personally see how Robiana was doing rather than depending on media reports on the progress of his healing process.

President Sata later asked Robiana’s mother to accompany him so that she could go and receive the money that the first lady had pledged towards Robiana’s upkeep in hospital.

The president who arrived at UTH at about 10:40hrs also took time to visit the Intensive Care Unit, admissions and pediatric wards.

President Sata who also signed in the visitor’s book indicated that the he was impressed with the way UTH was being looked after but noted that the institution needed more health personnel and funding.

The head of state was accompanied by the permanent secretaries from the ministries of health and community development Dr. Peter Mwaba and Alwyn Chomba.

And speaking to journalists soon after the President’s visit at UTH, health Permanent secretary Peter Mwaba noted under the Human resource strategic plan of 2005-2011governmnet has increased the number of health personnel from 23 thousand to 32 thousand.

The permanent secretary however added that the government still has a challenge of ensuring that it trains more health workers in the country in order to improve the health care system in the country.

Dr.Mwaba also indicated that the ministry needs to come up with an effective retention scheme that will ensure that the government keeps the people that trained in various medical professions.

Sata suspends three Judges, appoints Judge from Malawi to head tribunal into judges conduct

President Michael Sata has with immediate effect suspended Justices Philip Musonda, Charles Kajimanga and Nigel Mutuna.

The President has since appointed a tribunal which will be headed by Justice Lovemore Chipoka of the Malawi High Court to investigate the alleged misbehavior of the three Judges.

Other members of the tribunal include retired Zambian high court Judges Naboth Mwanza and Thomas Ndlhovu while Chipili Katunasa will serve as secretary for the tribunal.

President Sata says the tribunal is expected to present him with a report on the findings in the next 2 months but that the tribunal may recommend on how long the process would take.

Kabwe Warriors took one of the longest and forgettable drives back to Kabwe over the weekend after losing their first Division 1 South game of the season.

Livingstone Pirates on Saturday in the tourist capital ended Warriors four-match winning streak since the Railwaymen were demoted from the Faz super Division last season.

Pirates beat Warriors 2-1 in a match the visitors had taken the early lead after Musonda Mweuke scored the opener, and his fourth of the season, in the 7th minute.

George Mubita equalised in the 18th minute to see the two teams go 1-1 into half time before Pirates sealed an important win for the 10th placed side 11 minutes from time through Ben Chongo.

However, Warriors remain at the top despite the defeat on 12 points, two points less than second placed City of Lusaka.

And in Division 1 North, Mufulira Wanderers lost 3-2 to Nkwiza in a match that saw the latter go top and Mighty slip from third to 7th on 10 and 8 points respectively.

Keagan Mumba, Janza In Near Punch-up at Football House

Zambia assistant coach Honor Janza and Zambia Under-20 coach Keagan Mumba are said to have been involved in a near fist of fury at Football House over a week ago.

According to sources at Football House, the incident happened in Faz general secretary George Kasengele’s office when Mumba asked Janza to choose between staying on as Faz technicial director or as Herve Renard’s number two.

“The two were involved in a heated argument that almost led to fight. Keagan was asking Janza to choose between being TD or coach because it is unclear which work he is doing every time he appears at football matches,” the source said.

“And it appears Kasengele was also agreeing with Keagan because local coaches are complaining about the way he (Janza) selects coaches for coaching courses.

“They appear to only recognize KNVB trained coaches but there are others like Kelvin Kaindu trained in England, Keagan who did training in Germany who are not looked at in good light.”

Kasengele is said to have pacified the situation after Mumba, who is also Zanaco coach, bravely demanded an explanation on Janza’s dual roles.

CONCLUSION

Rather than creating an uneven mix or trying to focus more heavily on any one specific character, writer/director Joss Whedon has constructed The Avengersas a balanced ensemble. In addition to everyone getting at least one great action sequence, all of the characters are fully fleshed out and given an arc to work with, whether it’s Captain America’s struggle to adjust in the modern world, Thor’s guilt about his brother, Iron Man’s ego and single-mindedness, or Hulk’s fear of his own power. Even Black Widow and Hawkeye, who were largely minimized in their previous appearances, are fully fleshed out and provided with backstories that give us a better understanding of their characters.

It is an absolutely amazing movie that the whole family will enjoy.

First Draft constitution unveiled, Ministers to be appointed from outside parliament, Dual Citizenship included

The technical committee drafting the constitution has finally unveiled the long awaited first draft constitution. The committee has also launched the public consultation on the constitution making process and the website.

Speaking during the launch in Lusaka today, Committee Chairperson Justice Annel Silungwe urged Zambians to understand the document. Justice Silungwe said the technical committee has reviewed the reports of the previous constitution review commissions to identify and adopt provisions that are of value to the Zambian people.

He said the draft constitution has incorporated social, economic,cultural,religious and environmental right.

Some of the key point in the draft constitution is the enactment of the day of elections, which shall be the last Thursday of September after 5 years and the elction date shall be a public Holiday. The President shall be sworn in 14 days after the elections results have been declared

Minimum requirement of education for the post of the president is a Grade Twelve certificate or something equivalent. The 50+1 % is also included together with the role of a presidential running mate who will serve as a Vice President. In case of the death of the president, the Vice President will be sworn in as the President of the Republic.

The threshold of nominated members of Parliament has been increased to 21. The President shall appoint Ministers from persons who are not Members of Parliament.

A Minister shall only attend the sittings of the National Assembly where it is necessary for the performance of a particular function specified under this Constitution or any other law or when required to do so by the Speaker, and the Minister shall, while in attendance in the National Assembly, take part in the proceedings of the National Assembly but shall have no vote.

The draft constitution also aims to reduce by-elections which by using a proportional representational system where the party holds the seat in parliament. In case of a vacancy, a seat is re-allocated to the party’s next prefered candidate or the Electoral Commission shall submit to the Speaker the name of the candidate who received the next highest votes in that multi-party
constituency, from the ballot paper used in the previous election.

The draft constitution also provides for decentralisation of power from State organs. The management and administration of the affairs of the State shall be devolved from the national level to the local level while retaining, at the national level, the Executive authority, as provided for under this Constitution.

The basis for the devolution of State functions and responsibilities is to give powers of direct self-governance to the people living in the Provinces and districts of Zambia in order to enhance
their participation in the governance of the State and the making of decisions that affect them.

A citizen who, before the commencement of this Constitution, acquired the citizenship of another country and, as a result, ceased to be a citizen shall be entitled to apply to the Citizenship Board of Zambia to regain that citizenship. There shall be established, in each Province, a provincial assembly. The Electoral Commission shall facilitate the election to a provincial assembly of representatives.Parliament shall enact legislation to provide for the procedure to be followed by a provincial assembly.

There shall be a provincial speaker and deputy provincial speaker for each provincial assembly both of whom shall be elected by the members of a provincial assembly from amongst themselves.

The declaration of Zambia as a Chritian nation has also been maintained in the Draft Constitution.

The Dual Citizenship clause has also been added to the Draft Constitution. A citizen shall not lose citizenship by acquiring the citizenship of another country. A citizen who, before the commencement of this Constitution, acquired the citizenship of another country and, as a result, ceased to be a citizen shall be entitled to apply to the Citizenship Board of Zambia to regain
that citizenship.

Zambia’s metal and non-traditional exports decline

ZAMBIA’s metal and Non-Traditional Exports (NTEs) have dropped from K3,621.0 billion to K3,589.1 billion between February and March 2012 representing a decline of 0.9 per cent.

Central Statistical Office (CSO) director John Kalumbi attributed the decrease in Zambia’s metal exports due to the work stoppages and floods which halted production at the mining companies recently.

Mr Kalumbi said the overall contribution of metals and their products to the total exports earnings in March and February 2012 averaged about 72.4 per cent.

Addressing journalists in Lusaka, Mr Kalumbi said the share of traditional exports which were mainly metals in value terms accounted for K863, 907 million in March, 2012.

“The share of the NTEs recorded an average of about 27.6 per cent in revenue earnings between the two months,” Mr Kalumbi said.

He said the major export products in March were from intermediate goods comprising mainly of cathodes and sections of refined copper which accounted for about 84.5 per cent.

Other exports include consumer goods, raw materials and capital goods which collectively accounted for about 15.5 per cent of the total exports.

Mr Kalumbi said this implies that between March and February Zambia had a net exporter of intermediate goods, mainly metals and their articles, accounting for an average of 80.0 per cent of the total exports for two months.

Most of Zambia’s goods were exported to countries such as Switzerland, China, South Africa, Democratic Republic of Congo (DRC) and the United Kingdom.

These five countries collectively accounted for 76.6 per cent of Zambia’s total export earnings in March 2012.

Mr Kalumbi said the Southern African Development Community (SADC) was the largest market for Zambia’s total exports accounting for 30.4 per cent in March 2012.

Within the SADC, South Africa was the dominant market with 31.7 per cent.

Other notable markets were Tanzania, DRC and Zimbabwe. Asia was the second largest market for Zambia’s total exports accounting for 23.9 per cent in March 2012.

Mr Kalumbi said within Asia, China was the leading market with a share of 75.8 per cent.

Other notable markets were India, the United Arab Emirates and Hong Kong.

“As well, the Common Market for Eastern and Southern Africa (COMESA) was the third largest market for Zambia’s total exports accounting for 11.5 per cent in March 2012,” Mr Kalumbi said.

Within COMESA, DRC was the largest market with 53.6 per cent while other important markets were Zimbabwe, Malawi and Kenya.

The European Union (EU) was the fourth largest market for Zambia’s total exports accounting for 7.8 per cent in March 2012.

Within the EU, the United Kingdom was the leading market for Zambian products accounting for 77.9 per cent.

Other markets were Belgium, Luxembourg and Netherlands.

Zambia maize output drops about 6 % – Agriculture minister

Zambia’s maize output declined by about 6 percent to 2.8 million tonnes in the 2011/2012 season from 3 million tonnes last year, the agriculture minister said today.

Emmanuel Chenda also said at a media briefing that Zambia still had a huge maize surplus because of carry-over stocks from last year and is planning to export some of the excess.

“When the carry-over stocks of 770,931 tonnes from the last season are added to the current production, the country ends up with a maize surplus of 1,035,333,” Chenda said.

Zambia needs just over 2.5 million tonnes of maize for human consumption, strategic reserves, stock feed and brewing, he said.

Erratic rains delayed the planting of this year’s maize crop, the country’s staple, raising the possibility of a poor harvest.

Draft Constitution Goes Public

AFTER several months of anxiety and speculation among members of the public, the Constitution Technical Committee will today release the first Draft Constitution.

This is a breakthrough after the initial schedule to release the document at the end of February this year was staggered to today.

There have been varying voices on the document with some sections of society expressing doubt while others have embraced the process with confidence.

Committee spokesperson Simon Kabanda said in Lusaka yesterday that the chairperson Justice Annel Silungwe will today unveil the working document of the new Constitution.

Mr Kabanda said the consultation period on the Draft Constitution would last for 40 days.

“The chairperson of the Technical Committee on Drafting the Zambian Constitution (TCDZC), Justice Annel Silungwe, SC will today launch the period for public consultations on the contents of the working document of the new Republican Constitution,” Mr Kabanda said.

Mr Kabanda said the committee has lined up several activities aimed at sensitising members of the public on the contents of the draft constitution in order for them to make informed decisions.

Activities lined up include discussion programmes on the Constitution-making process on both radio and television stations throughout the country.

The committee will also place copies of the working document in the three daily newspapers. Members of the public have been urged to take advantage and make comments.

Mr Kabanda said the Draft Constitution would be transcribed into braille and large print for the benefit of the visually impaired.

He said that the working document would also be translated into seven major local languages namely Lunda, Chitonga, Kaonde, Silozi, Chibemba, Chinyanja, and Luvale.

Zambia has attempted four times to review its Constitution but this had not resulted in expected results.
