ZEGA workers down tools

Workers at the Zambia Export Growers Association ZEGA have downed tools demanding better working conditions.

The workers also want their Managing Director Don McDonald removed citing poor management of the company.

The workers action has paralysed some operations at the Kenneth Kaunda International Airport as the company handles ground operations at the institution.

The workers locked management out of the premises and several people who had turned up to collect their parcels were stranded.

Workers representative Mathews Njovu said the workers had also rejected a 3 per cent salary increment because it was not enough.

In response, Mr. McCDonald said the board is addressing the workers grievances.

Female officer assaulted taxi driver for refusing to bribe her

A female police officer, who assaulted a traffic offender in Livingstone after he refused to bribe her, must be disciplined, the Police Public Complaints Authority (PPCA) has recommended.

PPCA chairperson James Mwanakatwe announced the recommendation after a two day public complaint hearing for both parties in Livingstone recently.

A Livingstone taxi driver was alleged to have abducted the named female police officer after she instructed the taxi driver to drive to the police station. The taxi driver defied the orders and sped in a different direction while allegedly threatening her with death.

But it was later established that the police officer allegedly solicited K80,000 as a bribe for her to drop the traffic offences against the offender.

According to a formal letter of complaint and findings of the PPCA, the police officer hit the taxi driver with a glass bottle in the head after he refused to pay the bribe.

“It is not in dispute that the complainant had committed some traffic offences. We have found that the evidence of the complainant was more credible than that of the respondent (police officer). The respondent had claimed that the complainant had threatened to kill her. The authority found no evidence to support the respondent’s defence,” Mr Mwanakatwe said.

“We have, therefore, found that the complaint before the authority has merit. The evidence in our record shows that it was in fact the respondent who was the aggressor. There was nothing that the complainant did to justify that act of violence. It is clear by the evidence on record that an offence was committed by the respondent,” he said.

Mr Mwanakatwe urged police officers in the country to observe and respect human rights while in the execution of their duties.

And the PPCA has directed Livingstone police traffic section to track down and fine an offender who has not paid an admission of guilt fine for an offence he committed about three years ago.

This follows a complaint by a member of the public against police inaction by allowing the culprit to go scot-free.

This is in a matter where a Livingstone resident Trywell Tembo, 70, reported a named police officer for not collecting a fine imposed on the offender by the police.

“It is unfortunate that police had adopted a laissez-fare attitude in handling this matter and Mr Tembo as a citizen has the right to report cases and offences to the police which he comes across.

As police you have to treat all offences seriously and take appropriate action in accordance with the law. We shall in that vein submit our findings and recommendations to the Inspector General of Police,” He said.

Mr Mwanakatwe said the offender must be located and fined or face possible prosecution.

The PPCA a Zambia Police Service ‘watchdog’ are conducting public complaints hearing against inappropriate police action and inaction in Southern Province.

This is in accordance with the authority’s mandate by an Act of Parliament to help promote good governance in the country.

This is further in tandem with President Sata’s resolve to revive and restructure police operations in the country.

Mr Mwanakatwe is in the company of his vice Emmanuel Chileshe and acting executive secretary Maureen Chilende. Others are PPCA commissioners James Nyambaza, Geoffrey Samusungwa and Simasiku Kalumiana.

The authority has so far conducted hearings of some members of the public against some police officers in Livingstone, Kalomo, Choma and Namwala.
And speaking during a courtesy call to the Southern provincial administration and commanding officer Brenda Muntemba, Mr Mwanakatwe said the PPCA should not be perceived by police officers as an institution interfering with their core duties.

He said the authority’s primary concern is to ensure that police act professionally in maintaining law and order.
“The police must at all times act professionally in the execution of their duties by upholding high ethical standards. It is only through this, public confidence in the police will be enhanced thereby making their work easier,” Mr Mwanakatwe said.

First Lady’s mother takes threats to court

FIRST Lady Christine Kaseba’s mother, Loyce Kaseba, is seeking the help of the law after a 29-year-old man threatened to kill her using a chair.
The man, Rashid Ibrahim, a professional truck driver, appeared before resident magistrate Boniface Mwiinga and denied having threatened to injure Mrs Kaseba.

Ibrahim is charged with one count of threatening violence contrary to the Laws of Zambia.

Particulars of the offence are that on December 12, 2011 in Lusaka Ibrahim threatened to injure Mrs Kaseba by saying, “I will kill you” while armed with a chair.

And Mr Mwiinga has denied Ibrahim bail because he had given contradicting addresses and if granted bail, the accused would be difficult to trace.

“The address on the indictment is that you are from Kapiri but when taking plea you said your address is 145 in Emmasdale. So it will be difficult to tell which address is correct.

On that basis, I sustain the objection by the prosecution,” he said.

Mr Mwiinga, however, ordered that Ibrahim be taken to hospital for medical attention because even an accused has the right to access health care.

He said Ibrahim should be taken to hospital because it is unacceptable to have an accused person die in prison.

Earlier, Ibrahim applied for bail so that he can seek medical attention because he was allegedly beaten by the police officers while in custody.
But the prosecution objected to the application stating that it will be difficult to find Ibrahim because he had given two different addresses.

Meanwhile, former Minister of Mines and Minerals Development in the Movement for Multiparty Democracy (MMD) administration, Maxwell Mwale, appeared for mention in a case, he is charged with one count of unlawful possession of property.

In a letter to Lusakatimes Dr. Mumba said the headline article was misleading and he never said what was written and insinuated.

‘I have read your headline story with utter shock.Your story was poorly written and has compromised my message and I demand that the correction be made,’Dr.Mumba said.

During the ZNBC interview what Dr.Mumba actually said was that since Mr. Sata as opposition leader was allowed to furiously attack former MMD presidents, he(Sata) should also accept the vicious criticism that shall now come from the opposition.

Dr.Mumba said he was not praising Mr.Sata for being the best opposition politician but was stating that Mr.Sata should be the last person to stifle criticism and opposition since he did it so well against the former presidents.

Secondly, Dr.Mumba stated that he shall join PF in celebrating the 90 days and use the opportunity to prove that they(P.F) conned their way into government by promising things they could not do in 90 days.

Government freezes former President Rupiah Banda’s benefits

GOVERNMENT has with immediate effect suspended the disbursement of entitlements and benefits to former Republican president Rupiah Banda following the announcement by the MMD that they had maintained Mr Banda as the party’s interim president which is in breach of the Benefits of Former President’s Act.

Chief Government Spokesperson Given Lubinda said in an interview in Lusaka yesterday that the law was clear on the entitlements of a
former President.

Mr Lubinda, who is Information, Broadcasting and Tourism Minister, was reacting to the announcement by MMD Spokesperson, Dora Siliya, on
Saturday that the party had resolved to maintain Mr. Banda as its leader in the interim before electing a replacement in the next two
months.

“Immediately they made the announcement to the effect that RB (president Banda) is still the acting president, he is also disqualified from receiving any emoluments due to a former president because it means that he is still in active politics.

“There is nowhere in the world where you have a robot president. No political party can be headed by a robot, it is in fact an insult on president Banda for the MMD to say he is a dormant president or to say that he is a robot,” he said.

Mr Lubinda was reacting to MMD deputy national secretary, Chembe Nyangu, who when contacted on the matter said Mr Banda was a ‘dormant member’ of the opposition party who is only acting as its leader in the interim before another leader could be elected.

Mr Nyangu said the party was cautious and alive to the fact that the former president would lose his benefits if he continued in active politics.

“Even during the national executive committee (NEC) meeting, he remained quiet and the meeting was chaired by the national chairperson Mr Michael Mabenga. So he is just a dormant member of the party,” he said.

But Mr Lubinda, said the mere fact that the MMD had announced that he was still the acting president of the party, it meant the former president was still active in politics.

“The MMD cannot have it both ways, so immediately they announced that he is their president, Cabinet Office and the Minister of Finance must take note and forthwith, the calculation of his emoluments is frozen.

“This was the case with former presidents Frederick Chiluba and Kenneth Kaunda. Dr Kaunda was denied his benefits for the whole time he remained in active politics so what is so special about president Banda,” he said.

And Mr Banda’s administrative secretary, Mikatazo Wakumelo said he was out of town and that he would only give an elaborate comment once he got back to Lusaka and had consulted the former head of State.

Mr Wakumelo said he was sure that the MMD NEC was alive to the provisions of the Benefits of Former President’s Act and considered this at their meeting on Saturday.

“All I hear is that this is reported in your paper. I have not read the paper and I was not even in the NEC meeting. I want to ask so that I get to understand what really is on the ground. In the meantime, it would be wise to get hold of the party as this is a party matter,” he said.

According to Section 5 (1) (b) of the Benefits of Former President’s Act (CAP 15), the pension and other benefits conferred by the Act, shall not be paid, assigned or provided to a former president who is engaged in active politics.

On Saturday the MMD NEC resolved that former Republican president Banda would continue to lead the party until the former ruling party holds a mini-convention to elect a new leader.

Government to consider free education up to Grade 12

Government is considering extending provision of free education up to Grade 12 to enable more Zambians have access to quality education.

Currently the provision is from Grade one to seven.

Education Minister Dr John Phiri said this when he featured on a Radio Phoenix programme dubbed “Government and You” in Lusaka yesterday.He sais the Government would upgrade free education from Grade one to Grade 12 to enable many children have access to education.

The Government intends to phase out the basic schools and re-introduce the traditional system of education of primary and secondary school education. He said this would be phased out methodically without disadvantaging anybody

Dr John Phiri also praised teachers across the country for their continued hard work despite working under difficult conditions with low salaries.

He has disclosed that government would next year recruit 5, 000 teachers saying the move would go a long way in removing teachers from the streets.

Dr Phiri said his vision was to ensure that his ministry attained the highest education for all and improve the standards of living for
Zambians.

“My overall vision is to ensure that the Ministry of Education, Science and Technology attains higher education for all and promote science and technical education and for me, this vision will depend on the technocrats and teachers in my ministry who must show diligence to their work.

Let’s do a lot of hard and practical work for the benefit of a miserable child especially in the rural and shanty township to ensure that they escape from the shackles of poverty which is dehumanising. I promise accountability in this ministry and that every ngwee allocated to it will go to the intended purpose,” Dr Phiri said.

He said deployment of teachers to rural areas was a nightmare because of the deplorable conditions which made it difficult to attract teachers.

Dr Phiri said other than the rural hardship allowance, the Government would put in place incentives that would attract teachers to go and teach in rural areas to make their lives more bearable.

He said it was unfortunate that housing for teachers was a source of concern. The minister disclosed that the Government would build 200 houses for teachers next year and engage with commercial banks to give housing loans to teachers at affordable lending rates for which Government would act as a guarantor.

He said the Government was thankful to the thousands of teachers in the country who have endeavoured to work under difficult conditions with low salaries.

The Government is waiting for the report from the Salaries Commission that was put in place by the former MMD government to come up with recommendations on the way forward.

Dr Phiri said the PF Government was committed to the plight of teachers hence the increased budgetary allocation to the ministry among other things.

Since there were already many primary schools in place, the Government would concentrate more on expanding secondary and tertiary schools.

“We will endeavour to construct 2,000 classrooms in schools though this will still not be enough to bridge the gap between primary and secondary schools,” Dr Phiri said.

The Government would study how the current free education system to grade seven was performing so as to draw lessons that would assist in guidelines on the way forward.

He said free education would only be effective after the study and drawing of lessons from the current system.

He commended the MMD government for doing a good job in the education sector adding that the PF Government would continue building the sector from where their predecessors ended.

Some callers to the programme commended the ministry for performing well but expressed concern on issues of special education for the disabled children and scrapping of basic schools which they said would send many children to the streets.

But Dr Phiri assured the nation that no child would be sent to the street as a result of phasing out the basic schools which would be done methodically without disadvantaging anybody.

Earlier Dr Phiri said the Government has set aside K145 billion for recruitment of 5,000 teachers next year in order to reduce the backlog of unemployed graduates as well as to improve the education standards.

The ministry has in the 2012 National Budget been allocated K4.85 trillion compared with the K3.71 trillion for 2011.

Other things that have been improved are personal emoluments that saw an increase to K3.05 trillion from K2.59 trillion and the ministerial ceiling for non-personal emoluments was also increased from K1.1 trillion this year to K1.8 trillion next year.

On infrastructure projects, Dr Phiri said at primary school level, K18.6 billion has been allocated for contractor mode projects while K143 billion has been set aside for community mode projects.

At secondary school level, K303 billion has been provided for contractor mode and K5.4 billion for community mode projects.

On the allocation to public universities, Dr Phiri said the University of Zambia has been allocated K138. 4 billion grant while K56.4 billion in grants would go to the Copperbelt University though this was not enough.

SEVEN people died in separate road traffic accidents across the country at the weekend, Zambia Police Service spokesperson Elizabeth Kanjela has said.

Ms Kanjela said one person in Lusaka died on the spot while three others sustained serious injuries when the drivers of the vehicles they were travelling in lost control.

She said in a statement yesterday that the deceased had been identified as Nkonkola Kabwe aged 21 while the survivors were Joel, Kapeya, Mfula and Mumbi Benson aged 17.

Ms Kanjela said the accident happened on Saturday around 23:00 hrs on the Great East Road opposite Chainama Hospital.

She said the accident happened when a vehicle of unknown registration number cut into the lane in which the other driver was and in trying to stop, the driver lost control and hit into a bill board.

And Victor Banda of unknown age died on the spot after being hit by a Hino Ranger truck registration number AJB 3873.

The accident happened on Saturday around 18:20 hrs on the Kafue Road opposite Total Filling Station when Victor was crossing the road and was hit by the motor vehicle driven by a Chris Banda of Chawama Township. The driver is detained at Castle Police Post while the body of the deceased is in the University Teaching Hospital mortuary.

In a related development, an unknown person died on the spot after being hit by a motor vehicle with unknown registration number.

In North-Western Province, an unknown person died after being hit by a motor vehicle ABZ 8012 driven by Mulyokela Waluka aged 26.

Ms Kanjela said the accident happened on Saturday when the driver lost control of the vehicle and hit into the pedestrian who died upon reaching the hospital.

Another unknown person died on the spot after being hit by a motor vehicle from FQM registration number ABD 657 while in Chipata a man identified as Goldwin Mukisi died after being hit by Scania truck.

State House comments on Dr.Musokotwane’s double pay

Following a number of public pronouncements and accusations, and blatant assailing of the integrity of the Republican President, His Excellency Mr Michael Chilufya Sata, and Ministers by ex-finance minister Dr. Situmbeko Musokotwane, State House has decided to reluctantly clarify this matter of public interest.

Dr. Musokotwane was employed by the Bank of Zambia as an Advisor-Research in 1991.

He requested to get leave of absence of two years at the time he was acting—for administrative convenience—as Deputy Governor (Operations) in October 1997 when he took up the post of Economic Advisor to the Minister of Finance.

He further requested for leave of absence to take up a position offered by the International Monetary Fund (IMF) as General Advisor to the Governor of the Central Bank of Swaziland in 1998.

On 8th January 1999, Dr Musokotwane applied to go on early retirement through Voluntary Early Separation Scheme (VESS) and was separated from the Bank of Zambia with effect from 11th January, 1999. Payment for his separation package was made to him in December 1999.

In September 2003, he was appointed as Secretary to the Treasury with an arrangement that he be recruited as an ‘ADVISOR’ to the Governor of the Bank of Zambia, for purposes of him accessing a Bank of Zambia salary, and ‘seconded’ to the Ministry of Finance as Secretary to the Treasury for a period of two (2) years to August, 2005.

The public may wish to know that this is a junior position for the Secretary to the Treasury who is the supervisor of the Central Bank as Chief Controlling Officer of the Government.

The position of Advisor is at a level of Director at the Bank of Zambia, a position which is below that of Deputy Governor of the Bank (a position which Dr Musokotwane had served in prior to asking for leave of absence).

He was paid his gratuity by the Bank of Zambia as per the contract he signed with the Bank in August 2005. His contract as Advisor to the Governor was extended for another two years in June 2005 to September, 2007 after which period he was paid his gratuity accordingly.

It was further extended for another two years in August, 2007, when Dr Musokotwane was re-engaged as Special Advisor to the President.

On 14th November, 2008, when he was appointed as Minister of Finance, Dr Musokotwane received two salaries (from the Bank of Zambia and from the Central Government) for the period November 2008 to January 2009.

Dr Musokotwane received a salary of K210,664,558.20, that is K70,221,519.40 per month from the Central Bank , and he further received K40,478,512.10, that is K10,281,069.30 as salary for the month of December 2008 and K30,197,442.80 as salary for the month of January 2009 with arrears of salaries and housing allowance for November 2008, from the Government as Minister of Finance.

Accumulatively, from this arrangement with the Bank of Zambia, from 1st September 2003 to January 2009, Dr Musokotwane collected a total of about K5.5 billion in form of salaries, leave pay, leave commutation, Christmas bonus and gratuity.

This amount is far in excess of the amounts which any officer who has served in the capacity of Secretary to the Treasury in the past and present has ever gotten in a period of 4 years, 3 months.

Although this was approved by the previous Government, this excessive payment raises moral issues in terms of equity with regard to the whole of the public sector remuneration payment.

It is quite evident from the foregoing that Dr Musokotwane has no plausibility to stand on moral high ground.

Angola Beats Zambia in Friendly

Angola shocked Zambia 1-0 this afternoon in a friendly match played in Dundo.

The two teams went scoreless into the break of this 2012 Africa Cup preparatory game played at the estádio Sagrada Esperança.

Angola broke their former coach Herve Renard’s hopes of a win against his old team in the 59th minute when veteran striker Love headed in the games’ lone goal.

The win for Angola comes just four days after drawing 1-1 at home with Cameroon in another friendly played in Cabinda.

Reynold, Kangwa Hype Faces Angola Test

Reynold Kampamba and Evans Kangwa will get a short to edge closer to winning a place in the 2012 Africa Cup team when Zambia face Angola on today.

Both Nkana players are part of the 20-man team that left for Angola on Saturday morning to play a friendly against the hosts in Dundo.

The duo have rocked Zambian football over the last three weeks with their free-scoring displays at both senior and junior level.

The current strides by the former ruling party MMD to reorganize itself into one formidable opposition party is a good sign for Zambia’s democracy. With the unaccepted loss it suffered in the last general elections, we expected the party to lament over its problems and eventually die slowly like the UNIP of yesteryears.

We expected the members of MMD to play a blame game for the loss. Yet, what we are seeing is a rare ray of hope for the party that needs a lot of
organization to see its way back to the top of national politics.

Without divulging into the manner in which MMD will reorganize itself,it is sufficient to say that a good opposition party will put necessary pressure on the PF government. In a democracy, one does not end at choosing one party over the other. The chosen party needs others to provide it with checks and balances. As a nation, we will be committing a political suicide if we put all our eggs in one basket.

That is why a strong opposition is a necessity in contemporary politics and in every democracy.

The thought of MMD as a better opposition party is too irresistible.The party has more Members of Parliament than any other opposition party. It has structures through which it can reorganize itself. Moreover, the MMD has much experience in national politics than any other opposition party.

Some people are predicting that UPND will be the main contender in the next election. Whereas the UPND was always fairing well alongside PF, it cannot be taken for granted that UPND will automatically take the place of PF as the main opposition party. The issues surrounding UPND puts it at a disadvantaged position.

First of all, a lot of Zambians see in UPND betrayers of their hopes.When it was clear that Zambians needed an organized opposition to oust MMD from power, UPND cast a big blow to their hopes by shunning the infamous Pact. Allegations that UPND even campaigned for the MMD when it realized that it would not win the elections have not been adequately denied.

Also, the issue of the UPND being a tribal party is one headache that the UPND leadership has done little to alleviate. Allegations that Sata is practicing tribalism in his appointments and decisions are not an effective strategy for wiping away the tribal tag that many Zambians associate with the UPND.

Other opposition parties simply do not stand on the same par as the MMD owing to their insignificance in terms of membership and organizational capacities. They have a long way to go. Thus, the equation favors the MMD as the leading opposition.

However, the MMD needs to deal with the ghosts of its past. One battle it faces is in reassuring the electorate that it is ready for a massive revolution of its internal structures. That will begin with the person the MMD will put as its flag bearer. Politics is a game of numbers but also it’s a
game of surprises. Who knows, the MMD might just bounce back!

Jealous father kills his one year old son

Police in Nakonde district have arrested a 37 year old man for allegedly killing his one year old child.

According to police sources, the accused Joseph Sichone of Katozi village in chieftainess Waitwika’s area, got wind of a rumour that his wife has been having an affair with another man within the same village.Sichone had been on separation with his wife for a week.

On the fateful day Sichone is said to have sent his 3 year old step daughter to the market before strangling the one year old boy to death.

The toddler’s mother is said to have found her baby bleeding profusely from the nose.

Neighbours narrated that they heard the baby crying inside the house immediately after Sichone entered the house.When the crying ceased the neighbours saw Sichone walking out of the house.

Members of the public immediately set out to look for Sichone whom they later found and handed over to the police.

The Sichone is said to have confessed to murdering the toddler and added that it was no-ones concern as had he killed is his own biological child and had spared the other child because she was not his biological child.

This angered everyone including the onlookers who descended on him and forced him to take the dead body to the police station. The body of the toddler is currently laying in the mortuary awaiting a postmortem.

MMD party president to be decided at a National convention

The MMD National Executive Committee has resolved to take the selection of the party’s new leader to the National Convention.

And the MMD are appalled that the ruling Patriotic Front has appointed its members to ministerial positions without consulting or even informing the party.

Five senior MMD members have expressed the desire to take the top job of the party that lost the presidential elections after a 20 year old rule.

The five include former Zambian Ambassador to Canada Nevers Mumba, former finance minister Situmbeko Musokotwane, former commerce minister Felix Mutati, former foreign affairs minister Kabinga Pande and the party’s youth chairman Moses Muteteka.

Addressing the press after a 9 hour NEC meeting, former president Rupiah Banda said the consultation was fruitful.

“We had a lot to discuss since we were meeting after a long time,” Mr Banda said. “We had so many things to talk about.”

MMD spokesperson Dora Siliya disclosed that the issue of Rupiah’s successor was pushed to the convention.

She said the NEC could not dictate who should lead the party and that the decision was best handled by all the members at a convention, which she said, will be held in due course.

On the appointments of MMD members of parliament to ministerial positions, Siliya said that was a serious issue which the party was studying adding that it was not courteous for the Pf to appoint MMD members without informing or consulting the party.

“It is true that the president has the power to appoint anyone from parliament as a minister but it is only courteous that they should inform the party,” she said. “We are happy that the president has identified talent among MMD members whom he thinks can contribute to national development. “

Siliya also announced that the MMD has expelled Mrs Lumba Kalumba from the party and that Mwansa Mbulakulima has been appointed as party treausurer.

Friend, know today that failure is not final. God always has the final say. Mistakes don’t have to keep you from your destiny. God’s plan can override every setback. Your world may be in turmoil today in a relationship, in your finances or health. But know this: not only will God rescue you; He will set your feet on a rock and lead you to your final destination in life. Remember, the promise He placed on the inside of you didn’t go away because you had some personal failures. No, that failure is only temporarym but His Word remains forever! Keep hoping, keep believing because He will move you into the blessing and victory He has prepared for you!

A PRAYER FOR TODAY

Father God, thank You for Your hand of victory and blessing that is on my life. Today, I shake off the past, I shake off failure, I shake off poor choices and trust that You are restoring me and leading me into the plan You have for me in Jesus’ name. Amen!
