Malawi Veep jets into Zambia for a private visit

Malawian Vice President Joyce Banda has arrived in the country for a private visit. Vice President Banda arrived at Dr Kenneth Kaunda International Airport aboard an Air Malawi flight at exactly 10: 10 hours amid tight security.

Vice President Dr Guy Scott was on hand to receive his Malawian counterpart and immediately proceeded to greet ruling Patriotic Front (PF) cadres who were dancing and singing solidarity songs.

Lusaka Province Minister Miles Sampa and Acting Lusaka District Commissioner Martha Mwitumwa were also on hand to receive Vice President Banda. ZANIS reports that upon arrival Vice President Dr Scott and his Malawian counterpart where immediately driven to Lusaka’s Pamodzi Hotel where she will be lodging during her visit.

While at Pamodzi Hotel, Vice President Dr Guy Scott and his Malawian counterpart held private talks and journalists who followed from the airport to have an interview with the visiting Vice President were advised to leave as Ms Banda would not brief them on her mission to Zambia because she was in the country in her private capacity.

Recently, Zambia and Malawi have come under spotlight following President Michael Sata’s refusal to honour an invitation by that country’s President Dr Mbingu Wa Mutarika to attend the just ended COMESA summit. The President instead delegated Vice President Dr. Guy Scott who attended on behalf of Zambia.

President Sata’s refusal to honour the invitation followed his un-ceremonial ejection from that country in 2007 when he was an opposition leader and was invited to Malawi by former president Bakili Muluzi.

To this effect, Mr Sata demanded that the Malawian government should furnish him with reasons for his deportation.

The Malawian government has since revoked the ban on Mr. Sata to that country where he was declared a prohibited immigrant and said President Sata would be accorded all entitlements of a Head of State.

Malawi, like many other neighbouring countries have enjoyed cordial relations with Zambia since independence from the British colonial masters on 24th October, 1964.

All farmers to be paid their money by 31st October-Guy Scott

Vice President Guy Scott has assured farmers in the country that Government would finish paying them their dues through the Food Reserve Agency by 31st October this year.
Speaking during the Kulamba Kubwalo traditional Ceremony of the Lenje speaking people held in Chibombo yesterday, Dr Scott said if there would be cases of some farmers not paid their dues by the specified date, his office should be informed so that he could direct FRA to do as stated.

He also informed farmers that all the farming inputs for the 2011/2012 farming season were in place and that Government through the Ministry of Agriculture and Cooperatives would ensure that the inputs were distributed by November this year.

The Vice President said contrary to what the former ruling Movement for Multiparty Democracy (MMD) indicated in their quest to de-campaign the Patriotic Front (PF) that it would terminate free distribution of farming inputs once it came to power, Government would continue with the Fertiliser Support Programme and that this time Soya Beans has been included in the package to allow farmers to widen their horizons.

Dr. Scott said it was Government’s intention to see a better Zambia with economic values and that it wanted proper farming methods for farming and hoped that the inclusion of Soya Beans on the FSP programme would enhance crop diversification and subsequently boost the country’s economy.

He thanked the people of Chibombo for their support during the elections and said the main reason he was attending the ceremony was not because he was Vice President but because he grew up in Lenje land and just wanted to know how his tribesmen were doing after the elections.

Dr. Scott, was accompanied to the ceremony by Ministry of Chiefs and Traditional Affairs Deputy Minister Mary Kawandami.

Later, speaking when he met PF party officials at Chibombo District Council Chamber, Dr. Scott said the victory experienced by the ruling party was not a mere victory but the hand of God.

He said the PF faced a lot of intimidation and character assassination by the ruling MMD and that it was never possible for the PF to emerge victorious without the glorious hand of God which he said he would forever be grateful to.

The Vice President said PF was happy to have won three Parliamentary seats out of the 14 seats in Central Province especially that Central Province was an MMD stronghold.
He said PF would have actually done much better in many constituencies and even scooped the Muchinga Constituency seat had it not been for the fact that former Vice President George Kunda had spent a lot of state resources to win the elections.

However, Dr Scott said his Government was happy with the people of Central Province and would ensure that they delivered on their campaign promises.

Also in attendance at the ceremony was Central Province Permanent Secretary Denny Lumbama, Opposition MMD Provincial Chairlady Grace Mulando, Kembe MMD Member of Parliament Ronnie Shikapwasha, Former Member of Parliament for Kapiri Friday Malwa, among others.

Government acts to resolve health personnel shortage

Minister of Health Joseph Kasonde, says Government has taken big strides to resolve the shortage of health personnel in facilities around the country.

Dr Kasonde said Government has identified strategies such as the need to scale up training programmes for health personnel as one way to mitigate this crisis.

He stated that Government has directed nursing training schools to boost the number of student enrolments per intake.

The Minister disclosed that this will be supported by Government capacity building projects to expand infrastructure development in the training schools to enable them accommodate increased number of intakes.

ZANIS reports that Dr Kasonde said this in a speech read on his behalf by Western Province Permanent Secretary, Seth Muleya, at the 21st graduation ceremony for 82 nurses and midwives at Lewanika School of Nursing and Midwifery in Mongu yesterday.

The Minister also said the training programmes for Nurses and Midwifery will help to contribute to the reduction of maternal and neonatal morbidity and mortality rates.

He stated that the training of medical personnel is cardinal especially if Government is to achieve the reduction in maternal
deaths.

Dr. Kasonde has since urged the graduates to work hard and keep their nurses’ pledge to uphold their professional standards as they serve communities.

“As health professionals you shall be privileged to work closely with other professionals and clients at large. Therefore bear in mind that there are still a lot to learn. Every opportunity you get in contact with a person as you discharge your responsibility is actually a chance to learn new experiences to enrich your knowledge.”

“Our clients are not only consumers but also partners in the delivery of health services. Remember to keep the nursing pledge you have made to uphold the standards of nursing and midwifery and keep a good image of the profession as you are aware nursing is a caring profession.” He said.

Speaking earlier, Lewanika Nursing School Principal Tutor, Alfred Mandona, observed the high number of maternal rates in Western Province.

However, Mr. Mandona commended efforts Government is making in addressing the high mortality rate in the country through the training of health personnel.

He observed that the training of more health professionals will greatly help the country in meeting the Millennium Development Goals (MDGs) number five of reducing by three quarters maternal mortality ratio and achieving the universal access to reproductive health by 2015.

Second Lady underscores need for teens vital info

Vice President’s wife Charlotte Scott has emphasised the need for young people to have vital information that would enable them live better so that they could make informed decisions to unplanned teenage pregnancies.

Mrs. Scott noted that these unplanned pregnancies in young girls mostly led to unsafe abortions and high prevalence rate of HIV.

ZANIS reports that speaking when she officiated at the Planned Parenthood Association of Zambia (PPAZ) general conference at Andrews Motel in Lusaka today, the second lady observed that if the country did not pay particular attention to the young people’s sexual and reproductive health needs, it’s future was being risked.

She said it was therefore important to enforce and safeguard the reproductive health rights of the young people by creating an environment in which they would easily access information and services needed.

Mrs. Scott also called upon young people in Zambia to fully participate in programmes that were meant to benefit them.

She further noted that the association had served Zambia for a long time trying to meet the reproductive health needs and aspirations of the Zambian people.

Mrs. Scott observed that the role of PPAZ was to promote good reproductive health among women, men and the youth.

And The Planned Parenthood Association of Zambia (PPAZ) has urged teenage girls in the country to be responsible and have protected sex if they cannot abstain.

Executive Director Edford Mutuma said there is need for young people to have critical information that will enable them to lead empowered lives in the country.

Speaking in an interview with ZANIS on the sidelines of the PPAZ general conference in Lusaka today, he said there is need for the country to continue providing services to the communities to help young people realise their rights and achieve goals.

He added that this will facilitate a society whose people have access to equal and affordable sexual and reproductive health services.

Mr. Mutuma also called on teenage girls to desist from unprotected sex as it leads to unplanned pregnancies and abortions which can endanger their lives.

He also implored young people to make informed decisions at all times.

Mr. Mutuma further noted that Zambia is currently faced with a high number of maternal mortality adding that having teenagers being pregnant at early stages is a clear indication that they lacked information.

He also appealed to young girls to be partners with various stakeholders in reducing the number of early pregnancies in the country.

Three Copperbelt teams made it through to Tuesday’s Barclays Cup semifinals draws after recording wins in their respective quarterfinal doubleheader matches played on Saturday in Lusaka and Kitwe.

Power Dynamos cruised to the semifinals of this year’s Barclays Cup after a thumping promotion chasing Division 1 South side Luena Buffaloes 7-0 at Arthur Davies Stadium in Kitwe this afternoon.

Luka Lungu scored a hat-trick as the 2009 Barclays Cup champions hurtled to their fourth successive Barclays Cup semifinal appearance.

Lungu scored his goals in the 3rd, 9th and 55th minutes.

Defender Govender Simwala scored a rare goal with Power’s third of the match in the 33rd minute before Gift Wamundila turned the ball into his own net in the 44th minute.

Simon Bwalya made it 6-0 a minute before fulltime before Felix Nyaende completed the rout on the death.

Nkana will be making their first Barclays Cup semifinal appearance after beating 2010 runners-up Zanaco 2-0 away at Nkoloma Stadium in Lusaka today.

The win was Nkana’s first competitive victory over Zanaco this season after losing and drawing with The Bankers in the league.

EFZ tips political parties not to politicise Uhuru anniversary

The Evangelical Fellowship of Zambia (EFZ) has called on political party leaders not to politicise this year’s Independence celebrations which falls on Monday, 24th October.

EFZ Executive Director Pukuta Mwanza observed that political party leaders were fond of politicising events such as the independence celebrations which were very cardinal to the nation.

Rev Mwanza told ZANIS in an interview in Lusaka today that celebrations such as the Independence Anniversary were supposed to unite the people in the country and not divide them.

He said that it was high time politicians buried their differences and looked up to God for strength and guidance to lead the country.

Rev Mwanza noted that Independence Day was a very important event in which the leaders were supposed to show solidarity instead of expending their energies on character assassination.

He said political leaders should work together in the country regardless of their political affiliations, if peace was to continue prevailing in the country.

He said that political leaders should show oneness adding that this was in line with the country’s motto of ‘One Zambia, One Nation’.

And Rev Mwanza advised political party leaders who were fond of shunning Independence celebrations when invited not to do so this year as the trend sent a wrong signal to the outside world.

The Clergy appealed to members of the public not to be overexcited with the celebrations but that they should remember to praise God for the country’s 47th Independence anniversary.

This year’s independence anniversary falls on Monday next week and will be celebrated under theme; ‘Rejuvenating Our Prosperity, Patriotism and Fight Against Corruption’.

First Lady calls for affordable cancer care services

First Lady Christine Kaseba has observed that there was need to make more affordable and easily accessible cancer care services in order to serve the lives being lost at a high rate.

Speaking at a Cancer Awareness launch organised by the Cancer Support Network of Zambia at Edinburgh Hotel in Kitwe last night, Dr Kaseba observed that Zambia was recording an increasing number of cancer cases with 1 600 new cases recorded every year at the Cancer hospital in Lusaka with cancer of the cervix on top accounting for 38 percent of all cancers while breast cancer was around 11 per cent. She added that every year about 1 300 women die from cervical cancer in Zambia.

Dr Kaseba said screening of cervical cancer should be incorporated in screening exercises of frequently screened diseases such as breast cancer, diabetics and hypertension among others so that most cancer cases are detected in the early stage and treatment sought unlike the current trend where women were shunning screening of cervical cancer.

She also noted that vaccination of girls against the Human Papilloma virus, the virus that causes cancer, would greatly help in the prevention of the disease although she observed that the vaccine was currently too expensive for most developing countries.

She bemoaned that cancer especially cervical cancer was the leading cause of deaths among women especially those who were highly productive depriving the country of the people who could have contributed to the country’s development.

However, the first lady acknowledged that Zambia as a country had made positive strides in the fight against cancer through the recently opened cancer hospital with modern equipment and skilled officers, in Lusaka but noted that the services needed to be expanded to all parts of the country.

She added that there was also need to improve the quality of services offered and that cancer medical officers should be skilled so as to put to an end to cancer patients seeking medical treatment outside the country

The first lady further observed that the rapid increase in cancer cases in Zambia needed concerted efforts on prevention from all stakeholders through creation of public –private partnerships to supplement the Ministry of Health in the fight against the disease.

She said the cancer fight and awareness also called for coordinated national and international cooperation.

Dr Kaseba urged women and girls to willingly go for cancer testing so that the disease could be detected early and be treated.

She thanked the Cancer Support Network of Zambia for their support in the fight against the disease.

And Cancer Support Network of Zambia Chairperson Doreen Grant said the Copperbelt had the highest number of cancer cases due to lack of awareness on the disease and limited access to the cancer care services due to the centralised location of the service provider which was away from the province.

At the same occasion Copperbelt Province Minister John Kufuna said it was imperative for everyone in the country to take part in the fight against cancer because of its magnitude and negative effect towards the country’s development.

He urged the Cancer Support Network of Zambia and all members of the public to fight cancer with the same vigour the Patriotic Front government had taken in the fight against corruption.

Earlier, Kitwe Mayor Chileshe Bweupe observed that Cancer had become an increasing cause of death in the city and called for concerted efforts from all stakeholders in the fight against the disease.

Mr Bweupe also urged members of the public especially women to go for cancer testing to reduce death causes resulting from Cancer.

Meanwhile, first lady Dr Christine Kaseba today flagged off the Breast Cancer Awareness walk which took place in Kitwe.

Government to act on non performing Board of Directors

Commerce Minister Robert Sichinga says he will not hesitate to recommend the dissolution of non-performing Board of Directors of Parastatal companies. Mr Sichinga has given parastatal companies that fall under his Ministry three months to create sector codes, saying Government will impose sector codes if they fail to do so.

He said parastatal companies have a critical role to play in realising the Patriotic Front’s dream of putting more money in people’s pockets through the creation of employment.

Mr Sichinga said this dream cannot be realised if the country fails to create employment for people in the country. The minister was speaking in Lusaka yesterday after conducting a familiarisation tour of the Citizens Economic Empowerment Commission (CEEC) and the Consumer Competition and Protection Commission (CCPC).

He noted that CEEC has not been discharging its mandate to the expectation of the Zambian people saying only 40 percent of its loans were being paid back.

He urged management to ensure that loans it disburses to the people are paid back to service others.

The Minister also urged CEEC to ensure it comes up with a minimum amount of loan for disbursement to public to avoid giving huge sums to one individual.

Mr Sichinga said the PF Government would demand for transparency in the manner empowerment funds were disbursed to the public to ensure equitable distribution of funds among citizens.

He also promised to ensure there was no political interference in the operations of the Commission.

And Mr Sichinga has given parastatal companies that fall under his ministry three months to create sector codes, saying Government would impose sector codes if they failed to do so.

He stated that sector codes were important because they gauged the performance of institutions hence the need for every sector in the country to develop these..

Speaking earlier, CEEC Board Chairperson Overs Banda bemoaned the erratic release of funds to CEEC for its empowerment programmes.

Mr Banda disclosed that Government had this year only released K18 billion of its K40 billion budget saying the K22 billion balance had not yet been released until now.

He said CEEC was ready to support Government in realising its dream of empowering citizens to enable their contribution to the country’s economic development.

Mr Banda said the Commission was fully committed to ensuring that it addressed the economic imbalance existing among people in the country.

Meanwhile, Mr Sichinga has urged the Consumer Competition and Protection Commission (CCPC) to be professional, impartial and to stick to the law in the execution of its mandate.

Mr Sichinga said Government wants zero tolerance to corruption in an effort to ensure that public resources were prudently utilised.

He further urged the Commission to remain steadfast in protecting consumers against counterfeit products that were being imported into the country.

And CCPC Board Chairperson Benard Chiwala said the Commission had set four objectives that it would endeavour to implement in the next five years in a bid to contribute to the country’s economic growth.

Mr Chiwala said the Commission would ensure that there was consumer protection, and that its effectiveness was strengthened.

He said the Commission would further enhance its visibility and ensure that companies complied with the law on competition.

Beef up Timber industry to exploit South african market

Zambia is losing revenue from illegal cutting of trees. Mongu district forestry department confiscating timber from unlicensed dealers at Mongu central market during a market inspection exercise in MonguGovernment should beef up the timber industry so as to effectively take advantage of the looming timber shortage in South Africa. It is projected the South African local timber industry will not be able to meet the increasing demand for sawn timber, a situation that opens up the market to other countries to meet the shortfall.

Zambia, one of the most reliable timber producers in Sub-Saharan Africa, is not in a position to exploit huge export opportunities owing to immerse structural and administrative problems facing the timber industry. Timber production is currently controlled by the private sector of which over 50 percent are small scale entrepreneurs who lack financial and technical capacity. Zambian banks equally shun financing the sector as it is considered too risky risks for investment.

Given that the annual demand for timber is expected to grow at about 4.5 percent with a projected supply deficit of 15 million tonnes in the long term in South Africa, the Zambian Government can facilitate growth in the sector so that timber becomes one of the key non-traditional exports. It is also known Zambian timber is on huge demand in Zimbabwe and China but the potential for exports has been limited by ad hoc timber production arrangements in the country. At present, the South African government has not instituted tariff protection on imports, implying that there is a huge opportunity for exporters to fill the gap in the timber deficit.

Government support can be in the form of restructuring the production process of timber, streamlining export mechanisms, increasing acreage of land for cultivation of timber and enabling investors to access affordable finance for the acquisition of timber processing equipment. This will allow companies, especially the Small and Medium enterprises, add value to the product through which they can get competitive returns.

A significant investment in forestry and timber production has potential to create jobs for thousands of people in the country. This is one sector that can easily be controlled by local investors if Government renders full support.

MMD contests seizure of motor vehicles

The opposition MMD has contested the seizure of its 101 motor vehicles. The party has lamented that its vehicles have been indiscriminately targeted by Patriotic Front-PF members and the Zambia Police Service.

This is according to the petition filed in the Lusaka High Court by MMD National Secretary Richard Kachingwe. Mr Kachingwe has alleged that private resources and donations to the party were used to purchase the seized vehicles.

He has accused the Police Service of having objected to release the vehicles. Mr Kachingwe has claimed that police have no legal cause to continue to keep the vehicles in question.

He also contended that he has not been informed of the charges pertaining to the seized vehicles. Meanwhile Mr Kachingwe has alleged that the homes and offices of MMD members and officials have been subjected to illegal search.

Former Minister of Finance and National Planning Dr Situmbeko Musokotwane and MMD Liuwa Member of Parliament has advised the Patriotic Front Government to cool down and get to work as it was elected to carrying on where MMD left. Dr Musokotwane was speaking yesterday in Parliament when he contributed to the debate on the president’s speech.

Dr Musokotwane further said that the MMD will support the PF government because its successes will benefit all Zambians. Dr Musokotwane said the PF should take up the development projects the MMD has left and ensure the country maintains its status of being one of the fastest growing economies in Africa.

Mafinga MMD member of Parliament (MP) Catherine Namugala urged the Patriotic Front (PF) government not apologise to anyone for creating a 10th province to be called Muchinga.

Ms Namugala said when she contributed to the President’s speech in Parliament yesterday that Northern Province is a big province, and President Sata’s decision to divide it into two is right.

“The PF government has my full support in creating a 10th province because Northern Province is too big to remain one province. My appeal to Government is not to apologise to anyone for making such an important decision,” she said.

Ms Namugala said there are 13 districts in Northern Province, but the region receives budgetary allocations similar to provinces with less than seven districts.
She said dividing the province will accelerate development in the area.

Ms Namugala also urged Government to maintain law and order because it is a prerequisite for tourism attraction. She said Government should concentrate on maintaining the peace the country has enjoyed over the years.

And Mwembeshi MP Austin Milambo (UPND) said the Constituency Development Fund allocation should be increased to K5 billion from K720 million so that parliamentarians can implement development projects in their areas.
Mwandi MP Michael Kaingu (MMD) said PF leaders should heed President Sata’s advice to concentrate on work and not finger-point to develop the country.

FOOTBALL ASSOCIATION OF ZAMBIA SETTLES FOR HERVE RENARD AS TRAINER OF THE ZAMBIA NATIONAL SOCCER TEAM BUT SUBJECT TO FURTHER CONSULTATION WITH VARIOUS STAKEHOLDERS INCLUDING GOVERNMENT

 

Following extensive consultations and deliberations with various stakeholders and partners, the Football Association of Zambia is pleased to announce that it has settled for Mr Herve Renard as new head trainer of our Chipolopolo; the Zambia National Soccer Team.

This appointment is however subject to further consultation with various stakeholders including the government and Mr Renard’s acceptance of the offer to once again coach the Zambia National Team.

The Executive Committee (ExCo) arrived at this decision considering sentiments from well wishers and other stakeholders on the need to identify a coach who can take charge of the team leading up to Africa Cup finals 2012. The ExCo also considered the time between now and the start of the 2012 finals and the need to select a trainer who would be in a position to settle in quickly and deliver a successful championship. Mr Renard was therefore considered the best option from amongst a very competitive group of coaches from around the world.

At the time of issuing this statement, FAZ President Kalusha Bwalya and General Secretary George Kasengele were scheduled to meet the Minister of Labour and Sport Honourable Fackson Shamenda to officially brief him of this decision.

Mr Renard, who will be offered a one-year contract to compete for the Africa Cup title and commence the FIFA World Cup qualifiers in June 2012 will be assisted by Mr. Patrice Beaumelle while Honour Janza will form part of his local technical staff. Mr. Janza will be with the team for the period of the preparation and competition in Gabon and Equatorial Guinea.

Football House is very confident that with the selection of Mr. Renard, our Chipolopolo will be very competitive at the Nations Cup and will effectively compete for the title. We keep our eyes on the ball and remain focused and steadfast in taking our game to the highest levels possible – goals and objectives of which are clearly spelt out in our vision and mission of being at the pinnacle of the game on the continent.

As we thank the government, partners, sponsors and all stakeholders for wonderful collaboration and support, we call upon the fans and nation to rally with Mr Renard and support the team which we have undertaken to prepare adequately for the 2012 finals so that we can have a successful tournament.

Further, we wish to thank the dozens of coaches worldwide, including most recent expressions of interest from an Ivorian, who expressed interest in the job. 2012 National Budget to be presented in 21 days’ time

Vice President Guy Scott has told parliament that the 2012 national budget will be presented to Parliament in the next 21 days. Dr. Scott said that issues of job creation, government expenditure and taxation among others will be explained in detail during the presentation of the national budget by the Minister of Finance Alexander Chikwanda in the next three weeks.

The Vice President was responding to Mafinga MMD Member of Parliament Catherine Namugala who wanted to know how many jobs the Patriotic Front government intends to create in 90 days of taking office. This was during the 30 minutes Vice President’s question time in Parliament.

And on the new constitution, Dr. Scott has said that the PF government’s view at the moment is for the country to go for a referendum after the committee of experts has made recommendations on what should be in the new constitution.

Dr Scott said that the document will then be tabled before parliament for enactment. Dr. Scott was responding to Solwezi East MMD Member of Parliament Richard Taima who wanted to know the road map for the adoption of the new constitution.

Dr Scott has also asked the Minister of Labour, Sport and Youth Fackson Shamenda to issue a ministerial statement on the way forward for the Football Association of Zambia-FAZ.

Dr. Scott was responding to Moomba UPND Member of Parliament Vitalis Mooya who wanted to know the way forward for the Zambia National Soccer Team. Earlier, Mr. Mooya says the football house is embroiled in squables and that the coach has been fired.

NFCA Mining in Chambishi re-instates the fired workers

The 2 000 workers who were dismissed at NFCA Mining Plc in Chambishi on the Copperbelt have been reinstated. NFCA mining Chief Executive Officer Wang Chunlai has confirmed the development to ZNBC News in Kitwe.

He says eighty five percent of the workers have since resumed work. Mr Wang says production was expected to resume this Friday.

And a check by ZNBC news at the plant found workers collecting the forms from the main gate which the company has provided for the purpose of screening. Mr Wang says the summary dismissal letters were meant for employees who were threatening others who were willing to work.

He says the forty eight hours ultimatum given to the workers has not elapsed and employees willing to resume work should do so. Mr Wang however says the screening exercise will continue so that all the trouble shooters are disciplined in accordance with the company disciplinary code of conduct.
