Frank Tayali dismissed

Drug Enforcement Commission-DEC- Chief Investigations Officer under the Anti-Money Laundering unit Frank Tayali has been dismissed for breaching the code of conduct for officers in the Commission.

Mr Tayali was suspended last year to pave way for investigations into allegations that he solicited for a bribe from a suspect.

DEC Public Relations Manager John Nyawali has told ZNBC in a statement that the termination of Mr Tayali’s employment is with immediate effect.

Meanwhile, A 34 year old Zambian businesswoman risks a possible death penalty after being arrested in China for drug trafficking.

Monica Seketi was arrested at Hong Kong International Airport for trafficking in over 700 grams of cocaine.

Ms Seketi becomes a second Zambian woman to be arrested in China for drug trafficking after Mary Musiyalike was sentenced to death by firing squad about two years ago.

China has one of the toughest drug laws in the world with a minimum sentence of death by hanging or firing squad.

Zesco, GBFC Clash At Woodlands

Defending Super Division champions Zesco United return to Lusaka seeking vital win when they visit Green Buffaloes in a delayed Week 10 game at Woodlands Stadium.

Zesco are a team in transition following the departure of Fighton Simukonda earlier this month.

Under new coach Masautso Mwale, they have a record lost one, won one and drawn one in that order from his three games in charge.

The draw result was recorded last Thursday in their last game in Lusaka when they squandered a 2-0 lead to finish 2-2 away to Nkwazi.

That game also marked the return to form of key striker Alfred Luputa who scored a brace in the game away to Nkwazi after a four-month injury layoff.

It seems Luputa did not miss anything during his recovery period because he is two goals shy of the top scorer Lottie Phiri who has 10 goals.

Luputa has managed to record 7th and 8th goals of the season while some strikers during his absence struggled to breach the five-goal gap.

Mwale will be banking on him to try and get the three points over Buffaloes have are struggling in 8th place.

Meanwhile, both Buffaloes and Zesco are on 25 points with the latter in 7th place setting up an interesting match-up at Woodlands.

Winner will move within eight points of leaders Red Arrows while a draw will not be good enough for either side with 12 games remaining before the end of this season.

UPND accuse MMD of getting bicycles meant for the poor to use for campaigns

The United Party for National Development (UPND) has accused the Movement for Multi-party Democracy (MMD) of looting the national treasury in the run-up to the national elections.

UPND spokesperson Charles Kakoma says that the UPND has evidence that the MMD has gotten bicycles meant for the poor people.

Mr. Kakoma discloses that the MMD has forcefully gotten bicycles from the ministry of community development and social services, and redistributed to the MMD candidates to entice them to vote for them.

Mr. Kakoma in an interview with QFM radio further discloses that the MMD has also gotten money meant for women’s clubs to aid its campaigns.

He says that the action by the MMD cannot entirely be described as corruption, but also plunder of national resources for selfish gains.

Mr. Kakoma has warned Zambians against voting for a political party that is plundering resources meant for national use.

He has expressed sadness that the MMD is selfishly campaigning using tax payer’s money at the expense of the poor Zambians

Guy Scott urges PF members to engage in door to door campaigns

PF Vice President Dr. Guy Scott has called on PF members to engage in door to door campaigns for the party to emerge victorious during the elections.

Dr. Scott observed that the PF lost the previous elections because it relied on rallies to campaign while the MMD engaged people in door to door campaigns.

And according to PF press release, the Patriotic Front has scooped two Local Government seats in Western province after its candidates went through unopposed.

The statement further went on to state that the development now goes to prove to all those still sitting on the fence that the wind of change of government is truly blowing across the country seeing that the PF is today able to grab seats in territories that were previously considered difficulty.

PF secretary general, Wynter Kabimba, confirmed this, naming the two seats as Lulang’uuyi and Lweti wards in Sikongo constituency, Kalabo district.

Mr. Kabimba described the development as “the beginning of history in the making as PF marches toward forming government.”

He said the MMD should be embarrassed and ashamed that they failed to find anyone willing to stand on their ticket when they are the ones that have been shouting loudest that they were a national party with presence across the country.

“We are extremely delighted that we are the first party to record victory in the elections that are yet to be held, especially that it is in Western province, ,” Mr. Kabimba said.

PRESIDENT Rupiah Banda has said he will not allow anybody to derail the 2011 tripartite elections on flimsy grounds.

Mr Banda said when he addressed a mammoth rally in Nakonde yesterday that he would not listen to the same people who relentlessly pressed for the announcement of the election date but were now searching for reasons to have the elections delayed.

The Patriotic Front has recently sued the MMD starting with challenging the party for floating president Banda alleging that his parents were not Zambian.

The PF also challenged the continued stay in office of vice-president George Kunda. But the High Court has since dismissed the two legal suits.

President Banda said the MMD, as a ruling party, could have found every reason to delay the elections but because it believes in good governance and democratic principles, it had allowed the elections to be held this year.

President Banda said the Government had played its part by making all the necessary arrangements to have the elections conducted in a free and fair environment.

“We are a ruling party and we could have found every reason to delay the elections. The MMD mandate expires this year and our Constitution demands that we must have elections where we are going to choose our leaders.

“We have done our part and put everything in place for the Zambians to choose their leaders,” President Banda said.

He told the crowd that attended the rally at Nakonde Civic Centre that although a lot had been achieved in only three years that he had been Head of State, he was not satisfied.

He said Zambians should give him a five-year mandate so that he could continue steering the country’s economy and give the people the best service.

President Banda said the people of Nakonde should entrust him with the Republican presidency and also allow the MMD to continue guiding the nation.

“Trust me and my leadership and vote for me and the MMD in the coming elections. We shall overcome the challenges facing the country. We are determined to build schools, hospitals and roads,” Mr Banda said.

He also told the people to allow other political parties to talk to them so that they could be judged for what they were.

The president said he was happy that the rural farmers had responded to the Farmer Input Support Programme which had resulted in the country recording two consecutive bumper harvests.

Wynter Kabimba is ignorant of the law-Kunda

VICE-PRESIDENT George Kunda has said Patriotic Front (PF) secretary general Wynter Kabimba is ignorant of the law and that is why he took frivolous cases against him and President Rupiah Banda to court.

And Mr Kunda has said calls for change of Government by the opposition are unfounded as the MMD Government has remained steadfast in fostering national development.

Addressing a rally at Kapeshi Basic School grounds in Serenje yesterday, Mr Kunda said it was illogical for Mr Kabimba and his cronies to challenge the parentage of President Banda now when he is Head of State and has been a minister before.

He said the opposition PF had failed to garner support from the Zambian people ahead of the September 20 elections that is why it has desperately resorted to going to court over cases it knows it could never win.

“They have gone to court to try and stop President Banda as a candidate allegedly on a basis that his parents are not Zambian when he is already our president.

“He has been minister before, he was elected president in 2008 and surely today they say he does not qualify to stand? Does it make any sense? No, but they are just confused,” Mr Kunda said.

He said the action by the PF and Mr Kabimba to take President Banda to court was malicious and that it was not surprising that it was thrown out.

“I am a State counsel myself and I knew that there was no way he could win such a case, which was malicious. Kabimba is mischievous. He misled everybody over the case and now it has been thrown out,” Mr Kunda said.

He said Zambia needed President Banda because he was hard-working and was governing the country well.

Mr Kunda said after Mr Kabimba and his sympathisers lost the parentage case against President Banda, he decided to take him to court on grounds that he should cease to be vice-president.

“The court action was malicious and vindictive that was why it was summarily dismissed. It was an ignorant action by Kabimba.

“These people are really scared of me and President Banda that is why they are acting desperately,” he said.

He said the people of Zambia had seen that the MMD Government was working well in developing Zambia and they would re-elect President Banda and his team.

Mr Kunda said there was no need to remove the MMD from power because the ruling party was ably delivering on its promises.

“The opposition has nothing to offer other than empty promises. What change are they talking about when we are already delivering on development as MMD?” he said.

THE Electoral Commission of Zambia (ECZ) and MMD have challenged Patriotic Front (PF) president Michael Sata to disclose the location of the ballot papers he claims the party is hiding in Lusaka.

And UNIP has said the PF has already conceded defeat in the September 20 elections and is now using the printing of ballot papers in South Africa as an excuse to try and deceive the Zambian people.

During The Post Press Freedom Committee-organised newsmakers’ forum on Sunday, Mr Sata said the MMD was hiding some ballot papers in Lusaka that they want to use to manipulate the September 20 polls.

However, MMD deputy national secretary Chembe Nyangu in an interview yesterday challenged Mr Sata to report his allegations to the relevant authorities.

Mr Nyangu said the ruling MMD was not in the habit of rigging and did not even know how the process was done hence it was not right for Mr Sata to accuse MMD of hiding some ballot papers.

“If Mr Sata knows about those ballot papers he is claiming, let him come out in the open and report to the relevant authorities. He is in the better position to know and why he is not taking action. MMD is not in the habit of rigging,” Mr Nyangu said.

He said the ruling party would concentrate on issued-based campaigns.

ECZ public relations manager Cris Akufuna said in a telephone interview yesterday from Durban that a Mr Mwila from PF was among several representatives from various political parties who went to witness the printing of the ballot papers in South Africa.

He wondered why Mr Sata could allow Mr Mwila to travel to Durban if he knew MMD was hiding some ballot papers in Lusaka.

Mr Akufuna also challenged Mr Sata to reveal where the ballot papers are being hidden by the MMD.

Mr Akufuna said he and many political parties’ representatives including media were currently in Durban to witness the printing of ballot papers and he was surprised Mr Sata made such claims on the ballot papers.

He said representatives of civil society organisations (CSOs), Zambia Police Service and the Drug Enforcement Commission (DEC) were expected to arrive in Durban yesterday in the afternoon to join other stakeholders to witness printing of ballot papers.

He said some officials from Anti-Corruption Commission (ACC), journalists from institutions such as Zambia National Broadcasting Corporation and Zambia News Information Services were already in Durban.

He said Mr Sata’s claim of ballot papers in Lusaka was not true because the printing process of ballot papers was yet to start after arrival of all invited stakeholders to witness the process in Durban.

Mr Sata claimed during the newsmakers forum that his party knew the location where the MMD was hiding ballot papers and would fight hard to ensure there was transparency in handling of ballot papers.

And UNIP Copperbelt provincial vice-chairperson Brian Chishimba said there was nothing sinister for ECZ to award the contract to the Universal Printing Group of Durban to?print ballot papers.

He said UPG was the same company that was contracted to print the 2008 ballot papers during 2008 presidential by-elections and that it was sad that the PF was now condemning it at the expense of various stakeholders witnessing the printing process.

Mr Chishimba said attacks on the printing of ballot papers could be an indication that PF was jittery of the elections and wanted to find a way to buy time by trying to deceive Zambians if it lost the elections.

In an interview yesterday, Mr Chishimba said when MMD finalised its parliamentary adoptions recently, PF expected some MMD aspiring candidates who were not adopted to defect to the opposition party.

“There is nothing sinister about printing of the ballot papers in Durban. In my view, I think PF are just trying to make what I would say compensation for their failed anticipation that there could be massive defections of MMD candidates to PF,” Mr Chishimba said.

Political parties must disclose funding to enhance transparency-Fodep

Foundation for Democratic Process (FODEP) says disclosing the source of funding by political parties would help enhance transparency and accountability among all the political parties.

FODEP president Alex Ng’oma tells QFM that lack of a legal framework to compel political parties risks the country having political parties receiving funding from the unscrupulous people.

He adds that disclosing of sources of funding should not only be imposed on selected political parties but that all parties taking part in the electoral process.

Dr. N’goma however, notes that disclosing of funding as at now is at the discretion of the political parties as there is no law to compel them.

Dr. N’goma observes it will therefore be important for country to come up with a legal framework that will help monitor resource inflow of the political parties.

Team to monitor priniting of ballot papers arrive in South Africa.

Members of the team constituted to monitor the printing of ballot papers for the 20 September general elections have started arriving in South Africa.

Electoral commission of Zambia (ECZ) public relations manager Cris Akufuna has told QFM in a telephone interview from South Africa that members of the team started arriving in Durban on Sunday and by press time others were expected to arrive yesterday.

Mr. Akufuna notes that the team includes the various stakeholders from the civil society political parties and the public and private media among others.

Mr. Akufuna however could not give further details saying he could only be able to give more details on the process of printing ballot papers commences.

The ECZ has contracted Universal Print group of South Africa to print the ballot papers for the for this year’s elections a move that has received criticism from the opposition political parties such as the PF.

On Sunday, one of Zambia’s best kept secret local derbies erupted into mayhem.

There is a saying at Shinde Stadium in Mufulira that Mighty Ee Wina Ichungulo  (Mighty Always wins at the death) and late on Sunday things got a little out of hand after the folklore script didn’t go according to plan.

Mighty Mufulira Wanderers were hosting their old and less glamorous foe from the other side of town Mufulira Blackpool in a derby most referees would rather avoid.

The two teams were locked at 1-1 deep into time added-on of the 90 minutes of their tense FAZ Division 1 North Week 21 games.

This is after promotion chasing Wanderers had taken a 1-0 halftime lead from a penalty before Blackpool, coached by ex-Mighty defender Allan Kammwanga, equalized in the second period.

The game seemingly looked destined to finish all-square as did the scoreless first leg played in April.

However, referee Chris Mauma awarded Wanderers another penalty in the 94th minute and also sent off Brian Chisanga of Blackpool.

The decision was cue for the Blackpool camp to go mental as they mounted a pitch invasion joining their players on the pitch in accosting Mauma over the decision.

Mauma in the midst of the commotion lost balance as he staggered backwards and fell that left his face bloodied.

The finger was pointed at Blackpool defender Rogers Lwandamina for kicking Mauma while Kamwanga blamed for failing to control his players.

Quick action by both team’s officials and the police saved Mauma from any further punishment before the match was called off.

Patriotic Front leader Michael Sata has accused government of neglecting first republican president Dr. Kenneth Kaunda, who is reportedly sick in Windhoek, Namibia.

Mr. Sata says it is unfortunate that government has not done anything for Dr. Kaunda during his illness.

He says if it was president Rupiah Banda who was ill, government would have quickly rushed him to Cape Town for special treatment.

Mr. Sata also wondered why the Drug Enforcement Commission on Friday stopped Kaunda’s son, Waza Kaunda from leaving Lusaka for Windhoek to see his sick father.

Dr. Kaunda, who is still in hospital, is reported to be in a stable condition.

This afternoon, Government has dispatched a team of medical experts to assess the condition of first republican President Kenneth Kaunda who is hospitalised in Namibia.

The team of health experts that has left for Namibia included Dr Kaunda’s former personal physician Professor Chifumbe Chintu, Director of Emergency and Mobile Health Services Dr Welani Chilengwe and University Teaching Hospital Director Luckson Kasonka.

Ministry of Health Spokesperson Kamoto Mbewe has told ZNBC News that the team will examine and review the condition of the former head of state.

He says government will keep the nation informed on the health of Dr Kaunda and the progress made by the medical team sent to assess his condition.

Former Parliamentary Chief Whip Vernon Mwaanga says the MMD is proud of President Rupiah Banda’s achievements over the last three years.

Mr. Mwaanga has urged the people of Malambo Constituency to vote for President Banda in the September 20 polls as well as MMD aspiring candidate for the area Maxwell Mwale.

Mr. Mwaanga says he is consistent in saying that President Banda is president for all Zambians.

He adds that it is further an honour for the people of Eastern Province to produce a President.

Senior Chief Ishindi of the Lunda people of Zambezi District in the North-Western Province has thanked government for tarring the Mutanda-Chavuma road.

The traditional leader says the Mutanda- Chavuma road project which is near completion will greatly improve economic activity in the province.

Senior Chief Ishindi says the road will also boost business between Zambia and Angola.

He was speaking through his representative Smart Mushinzhi during this year’s Lunda Lubanza traditional ceremony at Mukanda Nkunda palace over the weekend.
