Namwala District Records Low HIV Prevalence Rate

3

Namwala District Aids Task Force Chairperson Father Kennedy Sitemeki has said that the HIV Prevalence rate in the district has drastically reduced.

In an interview with ZANIS yesterday Father Sitemeki revealed that 13 VCT centres in the district which carried out tests during the National VCT campaign recorded a low number of people with HIV/AIDS and a high number of negative cases.

Father Sitemeki attributed this to government intensified efforts aimed at providing good health care to its citizens.

He added that Non-governmental organizations and the church have also done a lot to sensitize people on the dangers and how to prevent HIV and AIDS.

The Clergy has since appealed to youths to abstain from sexual activities and concentrate on building their careers because they are the country’s future leaders.

Father Sitemeki has also appealed to married couples to be faithful to each other so that they do not acquire the virus outside marriage.

He commended NGOs who are engaged in distributing condoms for the good work done in Namwala as evidenced in the low prevalence rate recorded during the National VCT day campaign in the month of June 2011.

Mangani questions MMD’s Mufumbwe violence allegations

Former Deputy Minister of Works & Supply and MMD Chipata central MP Lameck Mangani speaking during the press briefing

Former works and supply deputy minister Lameck Mangani says it is questionable for the ruling MMD to accuse him of causing the Violence in during the Mufumbwe by-election last year.

Mr. Mangani wonders why such reports are coming out now when he has decided to defect to the opposition Patriotic Front.

He tells QFM in an interview that the MMD should have presented to the courts all the evidence if they knew he was the one that caused the violence during the Mufumbwe by-elections.

MMD Eastern province chairperson Kennedy Zulu recently stated that Mr. Mangani, during his tenure as home affairs minister, fueled the violence in Mufumbwe by giving orders to beat up other people.

Mr. Mangani says the MMD should have reported him to the police the time he was still in the party if the allegations are true.

And the Southern African Centre for the constructive resolution of Disputes (SACCORD) says it is pointless for the MMD to apportion blame on an individual for causing the violence in Mufumbwe.

SACCORD information officer Obby Chibuluma says the MMD as the ruling party should be made accountable for all the violence that erupted during the Mufumbwe by-election.
Mr. Chibuluma says it is pointless and disappointing for a party in power to exhibit such irresponsibility.

In an interview with QFM, Mr. Chibuluma says the MMD leadership should instead begin to transform itself into a positive party that seeks to use non-violent means of winning any elections.

Govt to re-introduce failed constitution bill

24
Vice President George Kunda greeting people before he addressed a rally in Chinsali

Government will re-introduce the failed constitution amendment bill which failed in the last sessions of parliament.

Vice President George Kunda says the bill failed because it was sabotaged by the opposition.

Mr Kunda says Government is determined to bring the bill back to the house because it contains good and new reforms.

The Vice president made the announcement when he addressed a public rally at Silolo Basic School Grounds in Sesheke District over the weekend.

And Mr. Kunda says the Patriotic Front-PF manifesto has no vision for the country.

Mr Kunda says he has scrutinized the PF manifesto through one of the tabloids and discovered that it contains no policies.

Mr. Kunda has urged the people of Sesheke not to waste their votes on the opposition PF and its leader Michael Sata.

Meanwhile Mr. Kunda has castigated the alliance between Mr. Sata and the Post Newspaper Editor Fred M’membe.

Mr Kunda says the relationship between the duo is premised on vindictiveness.

Mr. Kunda says both Mr. Sata and Mr. M’membe are heartless, thereby finding it easy to collaborate.

He says it is clear that Mr. Sata wants to run a Government of witch-hunting, especially on people who have wealth.

Mr. Kunda wonders what has changed about Mr. Sata whom Mr. M’membe described in past Post Newspaper editions as an extremely corrupt person with no leadership qualities.

Land and minerals: Worth Defending

11
File:Workers at Lumwana mine

By Gerald Nkisu Katayi
Word on the streets of copperbelt in the 70s had it that Northwestern province was “backward” and the people from the area were “sleepy.” Today the province is opening up to investments and many Zambians are flocking there for jobs.

The province is not only dishing out jobs but also distributing land and minerals to investors at the expense of the locals. Is this the reason they earned themselves a title “ukushishita?”

Why should leaders give land and minerals from Lumwana, Kansashi and now in Chief Museli’s area in a very short period of time? Media has it that Mwinilung’a is also going to give up a huge piece of land to a foreign company. In the 70s, Northwestern province had Kansanshi mine.Copper was dug and sold but all the profits went to other provinces leaving the locals in poverty. Is that not lesson enough?

Well, not all of them are “sleepy.” His highness Chief Museli of the Lunda people of Solwezi needs to be supported in his quest to give land to the investors. He is willing to give much smaller land to the investors than what was requested. Others leaders from this part of Zambia should follow his example. If not, Northwestern province will become another “scramble for Africa” kind of experience and it will lead to struggles again for the local people to “liberate” their land.

Leaders should take precautions when it comes to matters of land and minerals. These are things we don’t just give away. The investors are coming in the province to plunder your own natural resources in the name of investment. A good example is that of countries that are rich in copper, oil, diamonds, and gold and yet the locals are still poor.

The spine tingling matter here is that not only land is being given away but minerals as well. Why should they give away their naturals resources for back breaking jobs? This is like Judas Iscariot who sold his Master for few pieces of silver, why should some of these leaders give away so much land just to get toilet cleaning jobs for their own people in return? Giving up more land after all they have already given will be suicidal for the province.

The leaders in this province should learn from Copperbelt province where land was given out but the locals never benefited, chiefs are still poor, their language was hijacked and the political scenario of the province up to now remains in those who came from other provinces. Is this the route Northwestern wants to follow? The motto one Zambia one Nation is the best, but it should be carried out in a sober way where the national cake is eaten by all Zambians.

Politicians should not sell land as a campaign gimmick to win elections as they get kudos from the investors. In Africa many political leaders are easily turned against their own people. But this should not be the case for those in political or traditional leadership in Zambia.
Every province in Zambia has enough supply for her inhabitants if that wealth is well managed. The wealth of Zambia must be well organized and distributed to meet the needs of all inhabitants, province by province.

SA high commissioner calls for dialogue as opposition parties denounce ECZ

South African High Commissioner to Zambia, Mr Chikane, has called on all political stakeholders to dialogue and work towards maintaining peace in the run up to the elections. He said Zambia should maintain the peace it has been renowned for and for which the AU stands for.

Meanwhile Opposition parties have denounced the ECZ for not liaising with them on the choice of a South African company to print ballot papers and have asked it to furnish them with full details about the company in the interest of transparency and confidence building.

The Electoral Commission of Zambia (ECZ) last week announced that it had awarded Universal Print Group Limited of Durban South Africa,a tender to print ballot paper booklets and nomination forms for the 2011 tripartite elections.

ECZ Public Relations Manager Cris Akufuna said the tender was awarded to Universal Print Group after fulfilling all the tender requirements.
He said the award of the tender followed invitations by the commission of sealed bids from interested bidders through open tender procedures for the supply and delivery of ballot paper and nomination forms in April this year.
Mr. Akufuna said the tender was advertised in the print media for four weeks.

Universal Print of South Africa was also contracted to print the 2006 General elections and the 2008 Presidential elections.

Underprivileged Children receive winter warmers

British Airways staff, Barefeet representatives and children from Mapode School and Kanyama Compound

Excited children in Lusaka’s Kanyama Compound received much-needed blankets this week as international airline British Airways continued its programme of community support.

BA staff, joined by representatives from Barefeet Theatre, were on hand to distribute some 70 airline fleece blankets and SkyFlyer activity packs to the underprivileged children at Mapode Girls’ School and the surrounding area.

“It’s cold now, so it was an ideal time to bring the blankets to Kanyama and make a difference in the lives of these children,” said British Airways commercial manager Beatrice Kamanga.

Her sentiments were echoed by Mapode teacher Josephine Kashina, who said: “It means a lot as at these times it is very cold and some children share one blanket between four or five children.”

The school for orphans is one of the centres where Barefeet Theatre works, running drama and dance workshops with important health and environmental messages that the children then perform in the community.

“Through the activities we can really help them change their mindset and not go onto the street. We are there to help them and show them someone cares,” said Barefeet events and programmes director Taonga Tembo Liwewe.

British Airways works closely with Barefeet Theatre and will be helping to bring artistes from around the world to Zambia in August for a festival organised by the group.

Don’t divide flock – Pikiti

6

A Catholic Priest in Kasama has cautioned the clergy to guard against dividing the flock on partisan lines because of their vested interests in this year’s tripartite elections.

Cathedral of Saint John’s Parish Priest, Rudolf Pikiti says it is not the duty of the clergy to decide for their followers which candidates to support during elections.

Father Pikiti says members of the church should be left to make their own choices because they belong to various political parties.

In his sermon during the morning English service on Sunday, Father Pikiti said just as individual priests have their own preferred candidates, church members should also be left to make their own independent choices.

He says imposing candidates on church members will divide the church because it comprises members from different political parts.

Father Pikiti, however, urged Christians to exercise good judgment in selecting candidates in this year’s tripartite elections.

He says some people are now regulars at church services and functions only because they want to be supported as candidates in this year’s tripartite elections.

And Father Pikiti advised Christians to avoid judging others without any tangible facts.

He says even sinners have a future which offers them hope to reform while the righteous have a past which may include the dark side of life.

Recently, retired Kasama Archbishop James Spaita urged the clergy to act as a uniting force before and after this year’s tripartite elections.

Archbishop Spaita urged priests to resist the temptations of dividing the flock because of partisan interests.

Lets dialogue about ZNBC’s biased news coverage LAZ urged

34

The Press Association of Zambia (PAZA) has called on LAZ to dialogue with it over LAZ’s comments about ZNBC and the government controlled media’s biased news coverage in the run up to the elections. LAZ has threatened to sue ZNBC over its biased and unfair news coverage. PAZA said it represented the news media and has to be consulted over these concerns.

Earlier this month LAZ president Musa Mwenya alleged that ZNBC is in complete conflict with the law and contrary to the provision of the ZNBC act Chapter 154 of the laws of Zambia. He said that other political players are not given equal coverage adding that at times,ZNBC broadcasted libel and slander against MMD political foes.He further accused ZNBC that it is currently operating without a board of directors, a thing he said compromises the entire operations of the institution.

There has been public outcry at the skewed news coverage by ZNBC TV where MMD cadres are given unlimited coverage to attack opposition parties and campaign for a vote for MMD and RB; ministers in MMD regalia ostensibly inspecting “development projects” ( not necessarily within their portfolios) across the country but openly asking the electorate to vote for MMD and attacking opposition parties; political rallies or statements by opposition parties or persons defecting from MMD to opposition parties are not featured or at best only negatively reported on.

Under developement in N/Western Province unacceptable despite Lumwana mine

47
A family in Solwezi district narrating folk tales

Aspiring PF parliamentary candidate Davies Kapijimpanga said in Solwezi that he was very disappointed with the level of underdevelopment in the North Western Province despite the province having one of the biggest copper mines in the world ( Lumwana Mine ) and Kansanshi Mine. He said there should have been industries developing in tandem with the mines to produce spares etc for the mines. He said there wasn’t even a single industry producing bolts and the mines have to import nearly all their requirements from outside the country.

He added that the mining investors were reaping huge profits and living in luxury whilst the majority of the people of North Western Province still wallow in poverty.

Meanwhile copper prices rose for a third straight week last week. The prices for the three-month copper on the London Metal Exchange (LME) rose 0.7 per cent to US$9,720 a tonne while the most-active September copper contract on the Shanghai Futures Exchange jumped nearly 1.9 per cent to 72,460 Yuan per tonne.

Rupiah’s reluctance in announcing elections date questioned.

NGOCC Board Chairperson Beatrice Grillo
NGOCC Board Chairperson Beatrice Grillo

The Non Governmental Organization Coordinating Council (NGOCC) has wondered why President Rupiah Banda is reluctant to announce the election date when the Electoral Commission of Zambia has stated that the voter register will be ready on the 31st of July, 2011.

NGOCC Board Chairperson Beatrice Grillo says the delay in announcing the date of elections is causing unnecessary anxiety in the country.

Mrs. Grillo says it is either the president announces the date of the elections or the ECZ states that it is not yet ready to avoid unnecessary misunderstandings.

Speaking to QFM, Mrs. Grillo observed that early announcement of the election date will help create a levelled playing field for all players in the preparation of the forthcoming general election.

The NGOCC Board Chairperson has since appealed to Republican president Rupiah Banda to announce the election date on take for people to plan well.

Last week President Rupiah Banda appealed to Zambians, especially politicians, to exercise patience and allow the Electoral Commission of Zambia (ECZ) and other institutions involved in organising elections to carry out their duties without undue pressure.

Mr Banda said that announcing the date of elections was done in consultation with all key stakeholders, especially ECZ that was mandated to run elections in Zambia.

President Banda further said ECZ had not yet compiled the final voters’ roll following the verification exercise which ended on June 12, 2011 and all mistakes had since been corrected.

The president reiterated that he would only announce the date for the presidential, parliamentary and local government elections once all logistics were in place.

Interview with cinematographer Paul Kabungo

        PAUL Kabungo

Paul Kabungo is an upcoming film maker who specializes in cinematography. He entered into the media world 3 years ago in South Africa , working at Mnet/Supersport. He started his in house training there and was part of the  crew on a number of projects including: big brother Africa 3 (Endemol for Mnet), survivor S.A, S.A idols 3 (Fremantle media for Mnet), Carte blanche (Active blue for Mnet), deal or no deal , super diski (super sport 4), nedbank golf challenge (super sport 1), and some concerts for international artists like ; Keri Hilson, John Legend, Bow wow, the killers, and many more.

Last year he got a scholarship to study film in Europe , that’s where he started to specialize in cinematography. He also took a few photography lessons both on film and DSLRs.

He is currently working at Meanwood communications as head of productions/resident photographer.

KAPA187: What first interested you in film making and cinematography?

PAUL Kabungo: I think it started when I was about 10years old. I was always fascinated with cameras. When I went to South Africa to study IT, I decided to explore this career more seriously.

KAPA187: How was the experience of being on the crew for a number of of shows for Mnet, such as Survivor SA, Big brother 3? How did you get the opportunity?

PAUL Kabungo: The experience was great, especially on Big Brother because they usually get students and interns as crew. It’s a very good platform to practice what you learn either at school or as an intern at work. The opportunity came about because I was an intern at Mnet and a company owned by Mnet. The people who assemble the crew for these shows give priority to in house staff then freelancers.

KAPA187: What are the pros and cons of being a cinematographer? Please be specific.

PAUL Kabungo: Cinematography is the art or technique of using a motion-picture or digital camera. This art includes camera type and support equipment choices e.g. dollies, cranes, steadycams, lens choices, filters etc. Basically a Cinematographer executes what the Director sees aesthetically. While the Director is artistic, the Cinematographer is technical.

Some of the pros are that you get to dictate and bully all departments on the film set, hahahaha. Seriously all departments on the film set must confirm with the Cinematographer also known as the Director of Photography (DoP) before an idea is locked and executed.

The con of this job in Africa is we don’t have all the equipment needed to execute what the scripts of the films we shoot require. This can be very frustrating and if one is not flexible and is not good with improvising, the whole movie project can be a sham!

KAPA187: If you weren’t a cinematographer, what would you want to be? Why?

PAUL Kabungo: In the filming industry if I wasn’t a cinematographer then I’d have been an editor. Because editing is the closest and second most technical department *BIG SMILE* Otherwise away from the film world I’d have been a Computer Programmer.

KAPA187: What type of training have you had?

PAUL Kabungo: I have a Diploma in Legal Studies from University of London, an Advanced Diploma in Computer Science ABMA and a Diploma in Media and Film Studies from Finland.

KAPA187: Describe your typical day on the job

PAUL Kabungo : Am currently the Head of Video Productions/Photographer at Meanwood Communications. My typical day requires me to plan, schedule and carry out shoots, both photo and video.

KAPA187: Would you recommend this career to someone else? And what traits do you feel are necessary for the job.

PAUL Kabungo: Yeah, most definitely I would. It’s a very interesting career. Most productions done in Zambia luck a cinematographer’s touch, we need more of us *smiles*

To be a good cinematographer one has to be very focused, ready to listen and flexible, must know how to communicate without offending others, and must have a heart to endure (some shoots can be very frustrating). Having a good understanding on Lighting and Photos is a very big plus because there is a very thin line between Photography and Cinematography.

Kapa187: What has been the highlight of your career?

PAUL Kabungo: Too many to single out, but maybe when I was given to operate the crane (jimmy job) camera at a concert for American artists.

KAPA187: Do you feel you have a signature visual style to your work?

PAUL Kabungo: Yeah very much! In-as-much-as we listen and execute Director’s visions, we always leave footprints of our style on films. Am a fan of high contrasts and dynamics. Am also a fan of Low key lighting because DRAMA is my preference genre.

KAPA187:  What projects are you currently working on

PAUL Kabungo: Am working on 3 documentaries; Cardiac Trust of Zambia, Electro Commission of Zambia and one on Zambian DJs.

Am doing adverts for ECZ, Engen Filling Station, Uniturtle, Portico and ZESCO.

Am working on a music video for Slim Tim (hip hop artist). Am also scheduled to shoot music videos for Macky II, Karasa, Alpha Romeo, Damian AKA Nameless and Nick Pro.

Am doing a Black n White photo series to be exhibited at Alliance Fransaise. Am left with 3 female models 🙂

KAPA187:  Where do you see yourself in 5 years?

PAUL Kabungo: In five years time I would have bought most of the necessary equipment needed to shoot decent productions, and I’d be running my media company fulltime… The sky is the Limit.

 SAMPLE OF HIS WORK

BLACK N WHITE:  these Photos are of models as well as photos from music video shoots. These photos and more can be seen at Aliance Francaise.

COLOUR : these pictures are in natural light

Arrows Toil For Top Spot In Six-Goal Thriller

0

Red Arrows returned to the top of the Faz Super Division table after drawing 3-3 with Nkwazi in a pulsating Week 14 game that produced some quality goals played at Nkoloma Stadium in Lusaka today.

Arrows move one notch up the table on 29 points ending Power Dynamos 24 hour reign.

The draw was the fifth in succession between the two teams in the Super division since 2008 when Nkwazi got the better of Arrows at the same venue with a 1-0 win there.

Arrows today took the lead in the 18th minute through Bruce Musakanya who tapped in a loose ball from close range to beat Nkwazi goalkeeper Maybin Phiri.

Nkwazi leveled two minutes later through Derrick Mwansa whose goal acted as a catalyst for the visitors to pressurize their hosts.

The pressure paid off seven minutes later when Kasongo Mwepya put Nkwazi ahead after a flowing one-two move with Jeff Lungu inside the box before the former rounded goalkeeper Medson Luwawa.

Arrows however refused to succumb and on 45 minutes Shadreck Malambo fired in a looping shot from just outside the penalty area to see the sides go even into halftime.

The second half started on a combative note, though, with little in terms of real goal mouth action until the 70th minute when Dube Phiri’s attempt landed on roof of the net.

Five minutes later, Malambo completed his brace as Arrows looked on their way to picking up the three points.

The midfielder could have won the match for Arrows two minutes later had he not been very selfish in search of a hat-trick.

Malambo was robbed of the ball when it was easier to just lay it off for veteran and much-travelled striker Zachariah Simukonda who was unmarked and needed just a simple tap-in from his range.

Nkwazi punished Arrows dead on 90 minutes when Mwansa completed his brace with a tame shot that Luwawa failed to collect for the match to finish fair and even.
