FODEP boss must go – members

Members of the Foundation for Democratic (FODEP) have petitioned for the removal of their president Alex Ng’oma, alleging that he is a Patriotic Front (PF) sympathiser.

They also contend that Dr Ng’oma did not enjoy the mandatory two-year membership at the grassroots for him to constitutionally qualify to head the organisation.

The constituency executive committee chairpersons signed the petition against Dr Ng’oma and handed it over to the district executive committee demanding his removal from office.

The members also want FODEP national secretary Nalukui Milapo removed for the same reasons and have said they would seek a court injunction should the two officials refuse to vacate their offices.

Lusaka district executive committee chairperson Whiteson Banda wrote to the provincial committee through chairperson Clement Zulu on March 31, 2011 informing him that they had received the petition against Dr Ng’oma and Mr Milapo.

Mr. Banda said the district committee did its own investigations on allegations that the duo did not qualify and described the petition as credible.

“As a district, we have also made our own independent investigations in this matter, especially after we received the petition.

“We felt duty bound to do so before we could hand over the petition to the provincial committee through you, Sir. Unfortunately, we, too, could not establish the duo’s membership status within any constituency in Lusaka District,” Mr Banda said.

Procedure demands that the provincial chairperson should have handed the petition to the national executive committee and this was done but the committee had not acted on the matter.

“Therefore, we also raise the same concerns on the duo’s eligibility to ascend to NEC by virtue of the positions they are currently holding in the organisation and hope that through you, Sir, we need to know why the duo who are not members of FODEP in any constituency in Lusaka District were allowed to contest elections at the national convention held at Andrews Motel on 21st March, 2011,” Mr Banda said.

Dr. Ng’oma, however, denied the accusations saying he was the oldest member of FODEP and that the recent national executive committee meeting did not discuss the matter but only addressed how the organisation should participate in the 2011 general elections.

He said the calls were from people who had mixed his identity with Edgar Ngoma, a well known PF member, and that having lived outside Zambia for many years, he had never been a member of the opposition party.

He said FODEP had been experiencing “internal politics” and that allegations that the organisation was propagating the ideals of PF were inaccurate and should be dismissed.
“FODEP does not speak the language of PF and people think that I am Dr Edgar Ngoma who is well known to be a member of PF and not me.

“When we met as NEC, we did not discuss the petition but we were discussing election preparations,” Dr Ng’oma said.

Some members who spoke on condition of anonymity claimed they had information that Dr Ng’oma wanted to use FODEP to promote PF and its leadership.

Negotiations to establish a free trade area in COMESA, SADC, and EAC launched.

Vice President George Kunda has said Zambia will benefit a lot from the trilateral Free Trade Area (T-FTA) of the Common Market for Eastern and Southern Africa (COMESA)-Southern Africa Development Community (SADC) and Eastern African Community (EAC) once it comes into effect.

Mr Kunda said the Summit which culminated into the launch of negotiations to establish a trilateral Free Trade Agreement (T-FTA) also discussed among other issues Zimbabwe and Madagascar.

The Vice President in an interview with ZANIS shortly after arrival at the Lusaka International Airport from Johannesburg, South Africa, where he attended the just ended Summit on behalf of President Rupiah Banda, described the high level meeting as a success.

Mr Kunda who is also Justice Minister arrived at 14:00hours aboard a Zambia Air Force Plane.

The Summit whose vision is ‘towards a single market’ under the theme ‘Deepening COMESA-EAC-SADC Integration officially closed yesterday and was attended by 12 Heads of State and Government, 13 representatives of Heads of State and Government and six observers.

Meanwhile, Minister of Commerce, Trade and Industry, Felix Mutati has urged Zambian entrepreneurs and producers to take advantage of the greater export market in the Common Market for Eastern and Southern Africa (COMESA), East African Community (EAC) and Southern African Development Community (SADC) economic bloc.

Mr. Mutati said the launch of negotiations to establish a trilateral Free Trade Agreement (T-FTA) at the just ended Summit in Johannesburg yesterday should invoke efforts of Zambian producers of goods to increase production and export to the tripartite economic regional body.

He told ZANIS in Johannesburg today that Zambia, like many other members of this regional economic block, will be able to export her goods to more countries on a quota and duty free basis. He said Zambia was reaping huge results of belonging to regional trade organisations hence citizens should take advantage of this membership and create wealth.

The Minister was outlining benefits which Zambia would realise from the launch of the T-FTA negotiations instituted during the second COMESA-EAC-SADC Heads of State and government at Sandton Convention Centre yesterday.

Meanwhile, British High Commissioner to Zambia, Carolyn Davidson said the FTA agreement was a huge step towards alleviating poverty among African people. Ms. Davidson, who also attended the summit, said Zambia should now
design her infrastructure projects towards fulfilling the economic criteria of the COMESA-EAC-SADC and other economic bodies.

She said Zambia and other countries in the regions should invest massively in their economies in order to make the T-FTA a success. The summit, whose vision is ‘towards a single market’ under the theme ‘Deepening COMESA-EAC-SADC Integration was attended by 12 Heads of State and Government, 13 representatives of Heads of State and six observers. FQM listing to attract more capital – Saasa

THE planned listing of First Quantum Minerals Limited (FQM) on the local bourse will increase confidence in the economy thereby attracting ease finance in the expansion of the mining firm, economic consultant Oliver Saasa has said.

Professor Saasa said the move is a positive development that will bring about openness in the company’s dealings and finance money markets.

Prof. Saasa said this in an interview in Lusaka yesterday.

He said the listing will enable the company to explore venture capital and invest its capital in the economy.

FQM announced its intentions to list its Zambian depository receipts on the Lusaka Stock Exchange (LuSE) by the end of July.

Depositary receipt which trades on a local stock exchange is a negotiable financial instrument issued by a bank to represent a foreign company’s publicly traded securities. It makes it easier to buy shares in foreign companies because the shares of the company do not have to leave the home state.

“What listing does is that there will be ease of financing by raising additional capital in the capital market. When you list, the company goes public and the public will be able to look at the financial transactions hence the quality will be thorough,” he said.

Prof. Saasaa urged other multi-national companies to consider list on the local bourse to reap the many opportunities.

First Quantum Minerals owns 80 percent of Kansanshi mine and has common shares dual-listed on the Toronto Stock Exchange and on the London Stock Exchange.

FQM becomes the first-ever mining company to consider local listing although Vedanta Resources, owners of Konkola Copper Mine (KCM), announced recently its intentions to list KCM shares on the London Stock Exchange and later float shares on the local bourse.

Finance Bank seeks to seize Mpombo’s farm

FORMER minister of Defence George Mpombo’s legal woes have deepened with Finance Bank Zambia seeking to seize his farm for failing to pay a K675,695,865.14 debt.

This is contained in the originating summons filed in the Lusaka High Court commercial registry.

In an affidavit in support of the summons, Finance Bank credit manager Christopher Silungwe said Mr Mpombo pledged his farm number 10701 located in Ndola Rural as security under which the bank gave him a loan worth K500 million.

The loan attracted 26 percent interest rate per annum from November 19, 2008 to November 30, 2010, bringing the total loan amount to K675,695,865.14, which was still outstanding as at May 10, 2011.

The outspoken Kafulafuta member of Parliament borrowed the money to buy farming inputs, including a planter and a spray boom.

“The applicant (Finance Bank) has not received the sum, any part of it, or anything of value towards satisfaction of the said sum.

“Despite many reminders to settle the said sum, the respondent (MrMpombo) has neglected, failed and or has refused to settle the same,” Mr Silungwe says.

He states that Finance Bank is therefore claiming payment of all the monies due to it under the covenants of the mortgage deed sated March 6, 2009, made between the bank and Mr Mpombo; or an order of foreclosure to possess and sell the farm to recover the outstanding amount with continuing interest, and any other relief the court may deem fit.

The farm was professionally valued at K1.9 billion on July 31, 2008.

Mr Mpombo is also on trial in the Lusaka Magistrate’s Court for theft, forgery, and uttering a false document involving K18 million unretired imprest.

Last week President Banda’s son James sued him for libel over his allegations that the latter was involved in the alleged procurement of arms worth US$100 million from South Africa.

MUKOSHA GETS MODERN CALL

Former Zambia and Power Dynamos defender Ronald Mukosha was handed a surprise appointment as coach of Division 1 North club Kalulushi Modern Stars last week.

The former defender won his first match in charge on Sunday when Kalulushi beat promoted Kabwe United 1-0 at home.

This will be Mukosha’s first high-profile coaching job after a previous stint at Division 3 side Jokers Cave of Kitwe where he worked with one Rotson Kilambe.

Political parties free to conduct their campaigns-ECZ

Electoral Commission of Zambia Director Priscilla Isaacs said political parties were free to conduct
their campaigns despite the ECZ not having given a go ahead to the exercise as long as they did not violet the Constitution and the Penal Code.

Mrs. Isaacs stated that this was an election year and that the Commission could not stop people from campaigning as long as they were cleared by the Zambia Police Service. Speaking during the ZNBC programme dubbed National Watch yesterday

She explained that people have the right of assembly under the Zambian constitution as long as their assembly did not cause conduct likely to breach the law.

Meanwhile, Mrs Isaacs has called on all registered voters in the country to turn up in large numbers and vote during this year’s elections.

Mrs. Isaacs said people should exercise their right to vote in order to choose a leader of their choice. ZANIS reports that she said people should not exhibit apathy in voting because doing so would not help the country in any way.

And Mrs. Isaacs said the electoral body would only allow two election agencies per polling station in this year’s elections.

She explained that only one election agency would be allowed inside the polling station on the polling day adding that the two agencies would carryout the work to reduce congestion.

Mrs. Isaacs explained that this would also apply to election monitors from various political parties contesting in this year’s elections.

US to Give Zambia K480m

United States of America (US) State Secretary Hillary Clinton

The United States of America (USA) government will give Zambia about 480 billion Kwacha in the next five years under the feed the future project, a programme aimed at improving agriculture research and food security.

American Ambassador to Zambia Mark Storella says an initial funding of 160 billion Kwacha will be given.

He was speaking when the American and Swedish Governments launched the Feed the Future project at Mount Makulu Research Centre on Monday.

Speaking during the launch at Mount Makulu Agriculture Research Institute on Monday, Mr Storella says the launch marks a new era in partnership between the Zambian and US Government in fighting poverty and improving food security.

Livestock and Fisheries Minister Bradford Machila thanked the American Government for its support to the food security programme.

Mr. Machila says the Zambian government has placed great importance on supporting agriculture growth and this has resulted into recording a bumper harvests.

Meanwhile, Swedish Deputy Head of mission Per Lundell has pledged his country’s continued support to the Food Security Research Programme-FSRP.

Solar geysers not driven by politics, but desire to reduce carbon emissions-ZESCO

The Zambia Electricity Supply Corporation (ZESCO) has dispelled remarks from some sections of society that the recently launched solar geyser installation programme was politically driven and  not aimed at benefiting the majority of Zambians.

ZESCO Public relations Manager André Makulu told ZANIS in an interview today that such remarks were disparaging and retrogressive to ZESCO and all well-meaning Zambians.

Mr.Makulu stated that people making such comments were merely speculating and did not understand the origins of the programme, adding that there was need for people to recognise that the programme was part of a five- year plan that ZESCO was fulfilling.

He said that the programme dates back to as far as 2007 but the power utility could not embark on it due to financial constraints and other matters that required attention.

Mr. Makulu advised Zambians to instead dwell on positives of the programme and desist from engaging in unnecessary criticisms.

“There is no need for politicking this issue because ZESCO wants to ensure that Zambia just like any other country in the world reduces on carbon emissions” Mr. Makulu said.

Mr.Makulu explained that the programme was applicable to all Zambian households who were ZESCO customers with readily available pipe water connected to their homes to sustain the geysers.

“The programme works on an exchange basis principle” Mr. Makulu added. He urged all Zambians to support the programme and take time to learn about it and its benefits.

Zambian Private Sector to start exports to USA

The Private Sector Development Association (PSDA) will in the next 12 months start exporting various Zambian products to the United States of America (USA).

 

PSDA Chairperson Yusuf Dodia said the private sector in Zambia should be united and organised in order to access the international market and unlock numerous business opportunities in the USA.

ZANIS reports that commenting on the just ended Africa Growth Opportunity Act (AGOA) forum held in Lusaka last week, Mr. Dodia said the forum provided an effective platform for local businesses to establish business links with the USA.

Mr. Dodia explained that local businesses will work with the Zambian Embassy in the USA to set up trade missions and conduct business in that region.

He expressed happiness at Government’s commitment to ensuring that Zambian producers and manufacturers have access to the American market
through the successful hosting of the AGOA forum.

Mr Dodia also urged local businesses to consistently improve on the quality of their products and production capacity in order to meet standards of the American Market.

The AGOA forum was held under the theme “Enhanced Trade Through Increased Competitiveness, Value addition and Deeper regional integration,” and drew over 3000 delegates from the 37 sub-Saharan eligible countries and the USA.

ZRA overwhelmed with tax payers’support

The Zambia Revenue Authority (ZRA) is overwhelmed with the support it has received from tax payers in the country towards the recently launched call centre.

ZRA Project Director for Domestic Taxes Modernisation Programme Mofya Chisala said the call centre has provided an opportunity for tax payers to engage with the authority on all tax matters.

Speaking in an interview with ZANIS in Lusaka today, Mr. Chisala said ZRA is on track and will achieve the set objective of creating a platform for taxpayer education and fostering partnerships between ZRA and tax payers.

Mr. Chisala noted that ZRA has been receiving calls from remote parts of the country adding that the call centre has made it possible for ZRA to listen to concerns and views of all taxpayers whether small, medium or large.

“We are now in the process of formulating answers to frequently asked questions regarding tax matters for us to use in tax payer education,”
he said.

Mr. Mofya said the call centre will continue to be an integral part of tax payer engagement and education for ZRA to maximise on its revenue
collection.

The call centre was launched on May 27 and is aimed at sensitising members of the public on various tax matters and benefits of being tax compliant.

The call centre whose number is 5972 is accessible on a 24- hour and 7 day basis.

Zambia records decline in Malaria cases

Government says Zambia has recorded a decline in malaria cases by over 60%.

 

Health Minister Kapembwa Simbao said this has surpassed the set Abuja and Roll Back Malaria (RBM) targets of reducing malaria illnesses and deaths by 50% by 2010.

Mr. Simbao disclosed this when he officially opened a three-day Parliamentary Forum on Malaria for East and Southern Africa at the Mulungushi International Conference Centre (MICC) in Lusaka today.

The theme for the forum is “Achieving near Zero Malaria deaths by 2015 through the framework of the Abuja Plan Action.

Mr. Simbao said there is need for a strong political will, leadership, increased financial resources,strengthened and well coordinated partnership if success has to be recorded in the decline of Malaria cases.

The Health Minister said with evidence based strategies, Zambia and other countries represented at the Parliamentary Forum have greatly reduced both illness and deaths resulting from malaria adding that the resolve now should be to attain the goal of Near Zero Malaria by 2015.

Mr. Simbao recognised the vital contributions of all partners who include multi and bilateral organisations, Civil Society, research organisations and Non-Governmental Organisations (NGOs) among others in fighting malaria.

At the same occasion, Deputy Speaker of the National Assembly Mutale Nalumango said the Zambian Parliament is aware of the devastating impact of malaria on development of the nation.

Mrs. Nalumango said it is in view of this that in 2005, the Parliamentary Committee on Health, Community Development and Social Welfare undertook a etailed study in attaining the health related Millennium Development Goals (MDGs).

The Deputy Speaker of the National Assembly noted that in their study,the committee focused on prevention and case management of malaria in the country.

Mrs. Nalumango also pointed out that the committee conceded that malaria was endemic throughout Zambia and that it was a major public health problem.

And Roll Back Malaria (RBM) Executive Director Awa Marie Coll-Seck said malaria is a complex disease that requires multi sectoral response.

Professor Coll-Seck said the success to win the fight against malaria requires the ability for all to work together across Africa.

‘Voter verification should re-start’

A Human Rights advocacy Organization has called on the Electoral Commission of Zambia (ECZ) to re-start the Voter Verification exercise that expires today.

Hope for human Rights and Justice Executive Director Smart Chanda says the exercise should be extended to ensure that more registered voters are captured.

Mr. Chanda has also expressed disappointed at the anomalies discovered during the verification process so far with regards to people’s particulars.

He says an extension of the verification exercise is inevitable if the majority of the Zambians are to exercise their right to vote in this year’s elections.

Mr. Chanda has also expressed sadness at the recorded low turnout of people to verify their details in the voters’ register.

ECZ Director Pricilla Isaacs has maintained that the country’s electoral body will not extend the voter verification exercise adding that doing so will delay the certification of the final register which is expected to be done by July 31st.

Voting patterns: Which party has national character?

Elections are the central institution of democratic representative governments. In a democracy, the authority of the government derives solely from the consent of the governed.

The principal mechanism for translating that consent into governmental authority is the holding of free, peaceful and fair elections at their intended time.

Jeane Kirkpatrick, a scholar and former United States of America (USA) envoy to the United Nations (UN), who once offered the definition of democratic elections as, “Democratic elections are not merely symbolic, they are competitive, periodic, inclusive, definitive in which the chief decision makers in a government are selected by citizens who enjoy broad freedom to genuine criticise governments and to present alternatives,”

Renowned former USA President Abraham Lincoln who is revered to be the pioneer of liberal democracy stated that “Democracy is a government of the people by the people for the people.”

In a lay man’s language this simply means government leaders are legally ushered in office with the blessing of the electorate themselves, through credible elections.

Historically known for their love for peace, Zambians would be on the spot light again eager to cast their vote to choose credible leaders who would deliver on the successful developmental programmes that the current Government of President Rupiah Banda and the ruling Movement for Multiparty Democracy (MMD) are continuing to score.

Recently, United Kingdom (UK) envoy to Zambia, Ms Caroline Davidson praised the peaceful manner the Zambians exhibit during elections time.

As per elections tradition, Zambians who are registered voters are later this year expected to vote in the forthcoming tripartite polls.

Republican President Banda has and is continuing at various foras, urging the citizenry to maintain the peace that the country is known for as a beacon of tranquillity not only in Sub-Saharan Africa but the world at large.

“What is the purpose of having so many political parties when on the ground there is only MMD, UPND and PF which are worth calling active,” Ms Mwandila states.

Polls in the past elections have been perceived to be characterised by regional voting, especially in regions where the opposition political parties claim to command a lion share of supporters.

But the MMD seems to be the only genuine political party among the more than 40 registered parties with the Registrar of Societies Act Cap 119, to genuinely claim that they for sure exist in all corners of the country.

Without mentioning names, some of the political groupings are only regionally based in either a single province or in a district in Zambia, while other political clubs exist only on paper gathering dust on shelves.

Similar sentiments were echoed by a cross section of the public. Ms Ruth Mwandila, a resident of Kitwe’s Chimwemwe Township but came for her shopping in Lusaka, was of the view that some political parties that seem not to be active are supposed to be deregistered by the Registrar of Societies.

“What is the purpose of having so many political parties when on the ground there is only MMD, UPND and PF which are worth calling active,” Ms Mwandila states.

Kenneth Mafuta a resident of Lusaka’s Kamanga Township questioned as to why in his views, some opposition political parties do not hold conventions like the way the ruling MMD party converged its delegates to elect office bearers in Kabwe recently.

To substantiate this fact, the ruling party under the able leadership of President Banda got overwhelming results of 708,683 from all the 73 districts of the nation in the 2008 Presidential by- election held on October 30.
The elections were occasioned following the untimely death of late Republican president Levy Mwanawasa who died on August 19, 2008 at the Percy Military Hospital in France.

To name one constituency in Central Province’s Chitambo as an example, official results declared by the Electoral Commission of Zambia (ECZ) indicate that President Banda garnered 2,752 votes while PF leader Michael Sata managed to get 1000 with UPND’s Hakainde Hichilema collecting a paltry 93 votes.

In Chisamba President Banda polled 6,376 votes with Mr Hichilema grabbing 4,234 votes while Mr Sata got only 489 votes.

The region mentioned is an area where the president does not even hail from.

It is worth mentioning that even in parliamentary by- elections like the one that was held in the Chitambo Constituency on August 13, 2009, the ruling MMD retained the seat with a run-away victory against their closest contenders the PF-UPND pact candidate.

MMD’s Solomon Musonda won the polls with 3,149 votes beating the defunct PF-UPND pact’s Chanda Mutale who garnered 1,803 votes, while Timothy Kapolo who stood on the former ruling party UNIP only poured 309 votes.

Southern Province which is no doubt the stronghold of the UPND but recently the ruling party seems to make inroads and this surely is sending shivers in the opposition camp.

For the record, in the 2008 Presidential polls, in Chikankata Constituency where the UPND and Mr Hichilema got 8,782 votes, President Banda and the MMD garnered a convincing 2,131 votes there by proving that the party in power has a nationalwide support to its cadreships.

In Lusaka Province which is perceived to a PF stronghold, official results indicate that in Chawama Constituency, President Banda amassed 9,918 votes while Mr Sata and his PF received 17,563, the UPND’s Hichilema got 4,052.

In Solwezi Central Constituency, the cosmopolitan capital of North-Western Province, President Banda garnered a whopping 9,622, Mr Hichilema got 2,562 and Mr Sata trailed with 2,270 votes.

In Luanshya Constituency, President Banda polled 6,188 while Mr Sata got 9,620, with Mr Hichilema managing a paltry 829.

The results of the last presidential polls confirms that where as some opposition political parties that are still active command votes in few regions of the country, the MMD is the only party that has a high traffic of cadres whom they would be courting to give them another mandate if the citizenry are happy with the huge developmental programmes that the State is tirelessly embarking on.

Needless to state that in as much as armchair critics of the Government would want to blind themselves from appreciating and giving credit to the State where it deserves it, the public are able to see for themselves the various projects that have either been completed or are currently under way.

Against this back ground, every peace loving Zambians who are registered voters should indeed turn up in large numbers to cast their votes.

World leaders calls for timely production of ARVs

World leaders who recently gathered for the United Nations (UN) high-level meeting on HIV/AIDS in New York, United States of America (USA) have called on pharmaceutical companies to take measures to ensure timely production and delivery of affordable,good quality and effective Anti Retro Viral medicines (ARVs).

In a Political Declaration on HIV/AIDS that the leaders released following the adoption of a resolution entitled ‘Political Declaration on HIV/AIDS: Intensifying our efforts to Eliminate HIV/AIDS’, they expressed concern that funding devoted to HIV/AIDS responses was still not proportional to the magnitude of the epidemic nationally or internationally.

UN General Assembly President Joseph Deiss released the declaration during the closing proceedings of the three-day 2011 meeting which reviewed progress achieved in realising the political declaration of
commitment to the fight against HIV/AIDS.

They also reaffirmed the need for all countries to implement commitments and pledges in the Declaration consistent with national laws, development priorities,and international human rights.

This is contained in a Press Statement released to ZANIS by First Secretary (Press) at the Zambian Mission in New York Moses Walubita and which was also copied to Information Permanent Secretary Dr Sam
Phiri.

‘’This Declaration reaffirms the sovereign rights of Member States, as enshrined in the Charter of the United Nations,’’ the State read in part.

The leaders further welcomed the availability of increased resources as the result of the establishment by many developed countries of timetables to achieve the 0.7 percent target of Gross National Product
for Official Development Assistance (ODA) by 2015.

The 17-paged declaration acknowledged the importance of this year’s high level meeting, which marked 30 years since the first report of AIDS, 10 years since the adoption of the Declaration of Commitment on
HIV/AIDS, and five years since the adoption of the Political Declaration on HIV/AIDS.

World leaders also commended the Global fund to fight AIDS, Tuberculosis and Malaria for the vital role it was playing in mobilising and providing funds for national and regional HIV/AIDS responses and in improving the predictability of financing over the long term.

They remained deeply concerned that globally women and girls were still the most affected by the epidemic.

They welcomed the establishment of UN-Women as new stakeholders that could play an important role in global effort to combat HIV through promoting gender equality and empowerment of women.

The Declaration is committed to redoubling efforts to achieve, by 2015, universal access to HIV prevention, treatment care and support.
