Zambia contributing 1,200 fatalities to global accidents – Mwalusaka

The Road Transport and Safety Agency (RTSA) has disclosed that Zambia is contributing about 1,200 fatalities to the global accidents recorded every year.

Road Transport and Safety Agency Executive Director Fredrick Mwalusaka says of all the fatalities, over 50,000 people left permanently injured.

ZANIS reports that Mr. Mwalusaka made the disclosure in a statement ahead of the commemoration of the Decade of Action for Road Safety 2020, a resolution which was passed by the United Nations (UN) General Assembly this year, which falls on May 11.

Mr. Mwalusaka told ZANIS that RTSA has partnered with the Ministry of Health and non-governmental organisations to champion the cause of road safety.

He said the Decade of Action signifies the commitment and support for the global initiative to dedicate the next ten years to curb the ongoing disaster which has destroyed and claimed millions of lives in Zambia and across the globe.

He noted that the Decade of Action was aimed at addressing the noted and worrying tremendous global burdens of fatalities and injuries from road crashes and giving countries an opportunity to work together in reducing road traffic accidents.

Mr. Mwalusaka said it was unfortunate that road crashes were the number one cause of deaths for young people in Zambia and worldwide adding that according to World Health Organizations (WHO) reports, road traffic accidents kill more than 1.3 million people and injure about 50 million people every year.

He has, however, urged all Zambians to put to use all preventative measures to modify the road user behavior in order to save lives.

He added that it was detrimental that money meant for national investments which needs immediate attention was redirected to emergencies resulting from avoidable road accidents.

Chief Chikanta praise Catholic Church for working with chiefs irrespective of their beliefs

Chief Chikanta of the Tonga people of Kalomo has thanked to the Catholic Church for for embarking on an initiative of sensitizing traditional leaders on their important roles and responsibilities in society.

The traditional ruler says many churches in Zambia shun working with chiefs because of certain beliefs.

” But it is encouraging that the Catholics have taken it upon themselves to break the barrier between traditional leadership and the church,” he said.

Chief Chikanta said this during a local leaders meeting organized by the Catholic Church under the Sustainable Economic and Social Empowerment (SESE) project at Saint Marys Parish in Choma yesterday.

Others in attendance were Chiefs Singani,Siachitema , Muchila and eight headmen from outside Choma district.
The chief pointed out that the sensitization meeting came at a good time as the nation will be going to the polls later this year hence creating an opportunity for traditional leaders to lobby for attention for some concerns from national leaders as they will be much available for campaigns.

He disclosed that chiefs ‘s roles and responsibilities is currently compromised due to the introduction of the adopted human rights citing that it has left them with no respect from the public as they are no longer feared.
“In as much as we appreciate the introduction of human rights but on our side as chiefs, they have made our subjects to lose respect for us,”he said.

Chief Chikanta said there is need for the church and traditional leaders to work closely in sensitizing members of the public according to the written role of chiefs act and village registration in order for people to fully understand what they are required to do.

He cited lack of cooperation between the church and traditional leadership as the major source of current vices which have been adopted mainly by youths.

The traditional leader pointed out there is need to revisit the human rights act if respect and order in society is to be promoted stating that the current scenario pauses a danger to the young generation as it is impossible to discipline because of the rights which protects them.

Chief Chikanta said currently chiefs have been made mute due to human rights which are barring them from disciplining offenders.

“Human rights have promoted laziness, excessive beer drinking and prostitution because as chiefs we are not doing anything to stop the act for fear of being taken to court,” he said.

He called on other churches to emulate the catholic church ‘s stance of sensitizing local leaders of their responsibilities in society.

Lusaka General Hospital construction works nears completion

Ministry of health spokesperson Kamoto Mbewe says construction works at Lusaka General Hospital have neared completion.

 

ZANIS reports Dr.Mbewe saying during a press briefing at his office today that construction works at the latest government hospital is nearing completion saying currently the road to the hospital was being constructed.

The water reticulation works and ZESCO substation construction have also reached an advanced stage.

“We would also like to report that the equipment has arrived and is currently being installed. The Hospital has a bed capacity of 150
which will be increased to accommodate more patients” he said.

The commissioning of the hospital is likely to take place next month. When fully operational, the demand for health services and congestion currently expirienced at the University Teaching Hospital (UTH ) will be minimized as new hospital will be an alternative.

And in another development the ministry has procured 13,000 pairs of shoes for nurses country wide.

Ministry of Health Spokesperson Kamoto Mbewe said the provincial health offices are collecting the shoes for distribution. Earlier in the year 13,000 uniforms were procured and have since been distributed.

Health minister Kapembwa Simbao, launched the distribution of shoes for nurses last week on 5th May , 2011 during the International
Nurses Day commemoration in Chipata, Eastern Province.

Meanwhile the ministry has received K10 billion towards the dismantling of the debt owed to all health workers.

Dr. Mbewe said earlier this year K 12 billion was released which covered leave travel arrears for the workers country wide.

He stated that K 50 billion has been set aside for this year for the dismantling of the debt saying a total of 22 billion kwacha
has been released so far.

Audit all councils, government urged.

The Citizens Forum has called on government to conduct audits in all Councils in the country.

Reacting to Government’s latest move banning Kasama municipal council from allocating plots citing irregularities in the system, executive Secretary Simon Kabanda told QFM in an exclusive interview that government should not to apply the law selectively by only concentrating on Councils controlled by the opposition political parties.

Mr. Kabanda says his organization is not against the ban on any City Council that abrogates its mandate but that the way in which government is handling matters relating to Councils run by the opposition leaves much to be desired.

He says if government’s action on certain Councils in the country is to be viewed as being in good faith, but there is need to consider auditing all councils.

And opposition Patriotic Front (PF) chairperson for local government Given Lubinda says he will issue a statement after studying circumstances leading to the ban of Kasama Municipal Council from allocating plots.

ZAWA fails to capture two stray lions terrorising villagers

Chibombo District Commissioner ( DC ) Colonel Philip Chabakale has expressed his dissapointment at the Zambia wildlife authority ( ZAWA )’s officers failure to capture two stray lions that in the recent past terrorised Chiyuni area.

Col. Chibakale said he was concerned that ZAWA officers who were in the area to capture the dangerous beasts had not succeeded in their mission.

He said this had left lives of people and their domestic animals at the mercy of the marauding lions. The beasts recently killed two cows in the area.

The DC has since appealed to the ZAWA management to redeploy its officers to control the situation.

The beasts are suspected to have come from Kafue national park and Kaindu area in Mumbwa district have so far slain 3 cows in the area since they were spotted.

And the presence of the lions in the area has delayed the re-opening of schools in the area.

One of the schools is Kalebuka Basic school. The school head teacher Belington kunda says the lions were spotted by several local residents in the area around 04:00 hrs this morning.

Mr Kunda says the lives of innocent children trailing to school every morning are at stake because of the lions which are looming around in the area.

He further appealed to local authorities to move in to curb the situation as the lions pose a serious security risk in the area.

Minister calls for counselling to reduce suicide cases caused by HIV/AIDS pandemic.

Sports, Youth and Child Development Deputy Minister Bryan Sikazwe says psycho – social counseling is key to reducing suicide cases in the country mainly due to HIV/AIDS pandemic.

Mr. Sikazwe says psycho – social counseling is paramount to reducing suicide cases in the country as most members of the general public are astonished and shocked after they go for Voluntary Testing and Counselling ( VCT ).

” There is great need for all citizens especially mothers to be taught ways by which they can prevent contracting HIV/AIDS to their unborn babies, ” he said.

The minister noted that lack of psycho social information leads to avoidable abortions and infanticide which can all be prevented if health centers are equipped with skilled counseling personnel.

Mr Sikazwe also commended the youths of influence organization for their initiative and untiring effort to provide the ministry of health with counselors that are skilled.

The minister said this in a speech read on his behalf by Central Province Executive officer Mwape Godfrey at a graduation in psycho social counseling in Kabwe over the weekend.

The training was done in conjunction with youths of influence and the ministry of health counseling service unit (HCSU).

In the year 2010, the ministry of health counseling service unit came up with a programme to train and empower central province residents with psycho social counseling skills a move meant to boost the number of skilled human resource within the area of counseling in the ministry of health.

And in an interview with ZANIS shortly after the ceremony, youths of influence director Stanley Mwila urged all stakeholders across all sectors to improve their interpersonal skills by taking part in psycho-social counseling training.

SADC academicians, scholars challenged to make use of indigenous languages

Education Minister Dora Siliya has challenged academicians in the SADC region to learn from major world economies like Japan
and China that have used their indigenous languages in enhancing their technological advancements.

Ms. Siliya observed that academicians in the region can also assists their governments in dispelling widely held misconceptions among many Africans that their indigenous languages cannot be used as instruments for scientific and socioeconomic development.

Ms. Siliya implored civil society organisations to partner with governments in the region and take the lead despite the fact that language is a cross-cutting issue that can impact greatly on the socio economic development of the SADC region.

ZANIS reports that Ms. Siliya said this in a speech read on her behalf by Education Deputy Minister, Boniface Kawimbe at the official opening of the 11th Biennial Conference of the Linguistics Association of SADC Universities in Lusaka yesterday.

The three-day conference that has drawn academicians and scholars from the SADC region is being held under the theme” Linguistic theory and language documentation: Innovations, Successes and Challenges”.

The Education Minister said language has remained the most important tool for communication and dissemination of information through activating the citizenry to participate fully in development initiatives.

She further urged the conference to devise mechanisms that will facilitate the formulation and implementation of language policies in the region.

Ms Siliya explained that this will enhance the documentation of community languages so that they can be used as instruments of mass communication, mass education, and science and socio-economic development in the region.

And speaking at the same occasion, University of Zambia (UNZA) acting Vice Chancellor, Wilson Mwenya commended government for supporting the institution to become an education hub for research and teaching community service in the region.

Dr. Mwenya urged academicians and scholars to engage their governments in formulating language policies that can enable the citizens to meaningfully participate in the governance and attainment of sustainable social and economic development in the region.

Earlier, Linguistics Association of SADC Universities (LASU) chairperson Professor Armindo Ngunga said the right to education is one of the fundamental human rights saying language has a direct impact on the quality of education.

Professor Ngunga pointed out that this was evident by the language a person was more proficient with as the right to education and knowledge was hence the best exercise through the language.

RB , Viser discuss construction of an ultra-modern judo centre in Zambia.

President Rupiah Banda held talks with International Judo Federation (IJF) President Marius Viser and discussed a number of issues concerning the development of sports and, in particular, the construction of an ultra-modern judo centre in Zambia.

Viser told President Banda in Instanbul, Turkey, that his federation has agreed to set up a multi-million judo centre in Zambia, the first of its kind in Africa, ahead of the 2012 Commonwealth Games in London.

The IJF boss said the centre will be used to train judokas from African countries.

The construction of the centre is scheduled to begin in a few months’ time once suitable land is identified in the Zambian capital, Lusaka.

President Banda thanked the IJF for considering Zambia as the first African country to have the centre. He assured Viser that Zambia will look after the facility very well once constructed.

The meeting was also attended by IJF goodwill ambassador Nicholas Buzaiunu.

Judo is one of Zambia’s reliable sports disciplines in terms of winning medals at international sports events.

President Banda is an ardent follower of sport and has for many years also been involved in sports management in various disciplines.

ECZ accused of manipulating register

The Patriotic Front (PF) Party in Lusaka has accused the Electoral Commission of Zambia (ECZ) of manipulating the voters register ahead of the tripartite elections this year.

Some PF members from Mandevu last evening stormed Muvi TV with claims that they have documents of untallied figures of the number of registered voters in the area.

PF Constituency Secretary, Lusale Kanyanta also claimed the documents show that some polling stations registered no voters during the registration period, which he says can never be the case for Mandevu.

They further appealed to ECZ to clarify the issue.

But ECZ Public Relations Manager, Chris Akufuna says the claims by the PF members are not justified.

Mr. Akufuna says the documents in question are old and are not a true representation of the current register as at now.

He has,therefore, urged the general public to seek consultation from the commission for any query.

Mr Akufuna further said the ECZ has also announced a voter verification period to allow people to verify their registration and details.

Meanwhile, Mr. Akufuna says the ECZ has managed to cover all the nine provinces in the delimitation exercise.

Mr. Akufuna says the commission is overwhelmed with the response from the various submissions.

He says most of the demands from public are that the number constituencies should be increased.

Mr. Akufuna says the ECZ will have to compile the data then submit to the relevant authorities.

Uncle accidentally shoots nephew

A 23-year-old man of Shachele Village in Chief Shakumbila area in Mumbwa district is battling for his life after he was accidently shot in the stomach by his uncle.

Police spokesperson, Ndandula Siamana says Hilux Muleza was shot by Alison Hanyama, when he was demonstrating how to operate a pistol.

She says the uncle did not realize that there was one bullet in the pistol when he was demonstrating to his nephew how it works.

Ms. Ndandula says Mr Hanyama has since been apprehended while Mr Muleza is battling for his life in Nangoma Hospital.

And the police in Kabwe have recovered an AK-47 riffle after a tip from the general public.

She says the gun was retrieved after criminals attempted to rob residents of Kafulamase compound in Kabwe east.

Mabenga urges people of Western Province to use their vote wisely

Government has urged the people of Western province to guard against opposition political parties that want to use mere politicking to destroy the peace that is prevailing in the province.

 

Lands Deputy Minister Michael Mabenga said Zambia is a Christian nation which should continue to enjoy the peace it has enjoyed since independence.

Mr. Mabenga said this when he addressed a mammoth rally in Winela area in Mongu District yesterday.

He also urged women and youth to use their votes wisely by voting for credible leaders who can foster development in the whole country.

Mr. Mabenga appealed to women and the youth to give President Banda another five year term in this year’s tripartite elections.

He said by voting President Banda into office, government will continue to build more schools, hospitals and roads.

Mr. Mabenga further challenged men who attended the rally to join women and the youth in the good decisions to support good leadership in the country.

Meanwhile, MMD Youth District Chairman Mbangu Mbangu said the votes for Western Province are for the MMD.Mr. Mbangu said the youth in the Mongu district will rally behind President Rupiah Banda during this year’s polls adding that the party is still strong in the district and all its structures are intact.

US$37 million pirated, counterfeit products destroyed last year – Shikapwasha

Information Minister Lieutenant General Ronnie Shikapwasha has disclosed that about US$ 37 million worth of pirated video and audio materials were last year destroyed by government through numerous seizures of pirated and counterfeit products.

Lt. Gen. Shikapwasha says the exercise showed how much artists and government are losing through piracy and counterfeits although most of the works that were destroyed were of foreign origin.

ZANIS reports that Lt. Gen. Shikapwasha said this in a speech read on his behalf by Information Permanent Secretary Dr. Sam Phiri during the official opening of a three-day World Intellectual Property Organisation-Africa regional meeting on copyright and related rights in Lusaka today.

The meeting which has drawn participants from Zambia and other countries in Africa among them Gambia, Kenya and Ghana has jointly been organized by the World Intellectual Property Organisation (WIPO), the African Regional Intellectual Property Organisation (ARIPO) and government.

Lt. Gen. Shikapwasha stressed that government attaches great importance to the promotion and protection of intellectual property rights as demonstrated by the numerous seizures of pirated and counterfeit products from the markets across the country.

He said intellectual property provides employment to artists and creators hence the need of protecting the Intellectual Property Rights.

The Minister further noted that artists pay taxes such as Value Added Tax among others to government and that it was therefore important that intellectual property in general, copyright and other related rights in particular are respected to safeguard the rights holders.

Lt. Gen. Shikapwasha also announced that government has taken deliberate measures aimed at protecting intellectual property rights which includes the Amendment to the Performance Rights Act.

He added that all statutes governing industrial property are being reviewed to make laws compliant to the international treaties and conventions that Zambia is part of.

Meanwhile, the Minister has indicated that the country still faces a lot of challenges with regards to copyright administration among them lack of capacity to effectively run collective management organizations despite the efforts that government has been making.

He appealed to the two organisations to continue training officers from his ministry and other agencies involved in the administration of copyright and related rights as that would ensure that the country has an effective mechanism for administering intellectual property.

And WIPO Assistant Director General Trevor Clerk said counterfeit products are a serious concern on people’s health and that copyright undermines the rights of creators hence the need to have everyone’s involvement in addressing such issues.

He observed that the 21st century was entered with tremendous copyright challenges and his organization is mandated to protect intellectual property globally.

Speaking on his behalf by ARIPO Director Christopher Kiige, Director General Jeff Sibanda thanked government and the rest of the country for the support it has given to his organisation since its inception.

Mr. Sibanda hoped that the meeting would be used as a platform for crafting appropriate recommendations for full implantation of the mandate on copyright and related rights within the framework of his orgainisation.

Hooliganism reared its ugly head in familiar locales on Sunday when Garden Park in Kitwe erupted into a riot.

This is after home side “Chingalika” Kitwe United supporters rioted in the closing stages of their Faz Division 1 North Week 8 game against Chambishi.

The game was goalless until the 85th minute when Erick Chibuye scored what looked like the winning goal before all hell broke loose.

“Chingalika’s” hardcore supporters stoned the Chambishi bus and match officials forcing both players and officials to seek refuge in the centre circle as the home fans stepped up from their customary weekly match-day verbal assault to physical attacks.

United’s fans complained that referee Abel Mumbe of Chililabombwe had disallowed two chances on goal for their side, one that was ruled for offside and the other a penalty.

No injuries were reported from both clubs in the ensuing riot.

Machila cautions young people

Livestock and Fisheries Minister Bradford Machila has cautioned young people in the country not to be swayed into voting for leaders that have no agenda for them as the country heads towards the general elections.

Mr. Machila says it is important for young people to scrutinize leaders and take into consideration their track record of good governance before giving them a vote.

ZANIS reports that speaking when he addressed youths in Mongu during the Western Province youth indaba, the Minister stated that the MMD government is the ideal choice for the youth in this year’s election because of strides government has made in uplifting their living standards.

Mr. Machila urged the youth to be careful with leaders especially from the opposition whose main objective is to use and exploit them in order to get to power.

He said it is imperative for the youth to exercise caution and ensure they vote wisely, saying the decision they make today will not only affect them but the future generation as well.

And Mr. Machila has urged the youth to be wary of the scourge of HIV/AIDS for them to continue contributing effectively to national development.

He said government is depending on the young people to push the development agenda of the nation hence the need for the youth to guard their health jealously.

Kapoche Member of Parliament Fashion Phiri says he expects improved School attendance at Kamjoma Basic School after successful construction of a multi-million kwacha 120 meters foot bridge in Kamjoma area.

Mr. Phiri said the development has come at the right time as it will help improve class attendance at the school and motivate the pupils to learn more.

The Parliamentarian , who is also Foreign Affairs Deputy Minister, said School attendance was in the recent past poor as a result of floods during every rainy season.

The situation forced some pupils to eventually discontinue their education.

Professor Phiri said it was governments desire to ensure that children from rural areas have an equal opportunity of accessing quality education.

He said this during a handover of a multi-miilion kwacha 120 kilometers foot bridge constructed by the Rotary Club of Nkwazi.

And the club’s Director for Bridges for Prosperity, Zoe Kaone says her club has spent over US $ 30,000 Cable Foot-bridge project in Kamjoma area in Kapoche constituency in Petauke district.

She said the project has been completed successfully in partnership with the New Port News Rotary club of Virginia in the United States.

” We are particularly grateful to the government of the Republic of Zambia and also the rotary club of New Port for the construction of the first ever cable suspension foot bridge in Eastern province,” she said.

The 120 meters modern facility Foot Bridge at Kamjoma has changed the face of the area adding that Kamjoma would now become popular because of the foot bridge.
