Measures in place to ensure Zambia benefits from mineral resources-Musokotwane

Finance Minister, Situmbeko Musokotwane says stringent measures have been put in place to ensure Zambia gets a fair share of resources from the country’s mineral wealth.

Dr Musokotwane says this is being pursued without scaring away investors in the mining sector.

And Dr Musokotwane says a team of experts appointed to do an audit on the operations of mines, marketing and sales should be given sufficient time to do a thorough job.

He was speaking when he opened a regional meeting on Tax Policy and Development in Livingstone.

The meeting hosted by the Zambia Revenue Authority focuses on cooperation between organisations for economic cooperation and development OECD and Non OECD countries.

Earlier, Zambia Revenue Authority Commissioner General Wisdom Nhekairo said there is need to scale up cooperation in tax issues between OECD and non OECD countries.

He said lessons from the meeting will be used to improve on tax policy and administration in Zambia.

Government with the help from the International Monitory Fund -IMF- and other cooperating partners has instituted a special audit of mines.

VISA debit card usage in Zambia grows by 34%

World leading electronic payment network VISA, has reported a 21 per cent growth of its payments volumes across the sub Saharan Africa for the year 2010.

The increase in the transaction volume followed a successful year for VISA terms extending its debit business in the region.

This is according to a statement by VISA and made available to ZNBC News in Lusaka on Monday.

VISA said the payment volume in Zambia grew on its debit cards by 34 per cent.

VISA believes that access to secure electronic payments through products such as debit cards is a vital first step towards financial inclusion and economic growth.

RB expected in Livingstone tomorrow

President Rupiah Banda is tomorrow expected in the tourist capital Livingstone, to officiate at the Seventh Zambia International Business Advisory Council-ZIBAC meeting.

The main objective of the ZIBAC meeting, scheduled to take place on March 30th to 31st will be to identify key actions and responses to enhance the creation of jobs in the country.

President Banda who will join several international advisors and key investors says the creation of jobs for youths is top priority on government’s development agenda.

Mr. Banda says government will also provide support to Zambians wishing to start their own businesses.

This is contained in a statement released to ZNBC news by the President’s Special Assistant for Press and Public Relations Dickson Jere.

President Banda says his government is determined to create quality jobs for Zambians.

The President is of the view that government can address poverty through the creation of quality jobs.

President Banda is expected to convene a Heads of State SADC Troika Summit after attending the ZIBAC meeting in Livingstone.

The meeting of the SADC Organ on Defence and Security Cooperation is expected to tackle among others the Zimbabwe and Madagascar political challenges.

Zambia has attracted a lot of foreign direct investment over the past two years since Mr. Banda became Republican President.

President Banda has also accelerated the business reforms, which have led to Zambia being rated as one of the top ten reformers in the world.

Supreme Court allows UPND MP to file for appeal

The Supreme Court has delivered a consent judgment to pave way for Mufumbwe Member of Parliament Elliot Kamondo to file records of appeal against the nullification of his election results.

However, the restoration of the High Court’s verdict to nullify his election results still stands, pending the hearing of a fresh application before the full bench of the Supreme Court.

On March 16, Supreme Court Judge Muyinda Wanki restored the High Court’s decision to nullify the Mufumbwe poll result.

He had last year stayed the execution of the judgment after Mr Kamondo sought the stay of the judgment.

Re-instating the High Court’s decision Judge Wanki agreed with the sentiments by the petitioner Mulondwe Muzungu that Mr Kamondo had not adduced evidence whether his appeal would succeed.

Mr Muzungu of the MMD lost to UPND’s Elliot Kamondo during the Mufumbwe parliamentary by-election held last year.

Mr Muzungu asked the Supreme Court to discharge the stay of the High Court’s judgment on grounds that Mr Kamondo’s appeal was ill fated and had no prospects to succeed.

He also submitted that the appellant had lamentably failed to demonstrate that the appeal was meritorious.

He submitted that Mr Kamondo had only adduced that he had appealed, and would inform the speaker of the National Assembly not to declare the Mufumbwe seat vacant.

On December 15, 2010, High Court Judge Philip Musonda nullified the Mufumbwe Parliamentary by-election.

This was after a protracted hearing where many witnesses testified that the by-election was marred with violence.

Twelve perish, as truck rams into Mazabuka Shoprite

Twelve people have died in a fatal road traffic accident in Mazabuka after an over loaded light truck they were travelling in plunged into Shoprite Checkers killing eleven people among them two toddlers on the spot.

Ten others are battling for their lives in the district hospital.

Both Mazabuka district officer commanding, Lizzy Machina and Southern province commanding officer, Lemmy Kajoba who confirmed the accident in Mazabuka today said the death toll was expected to rise because of serious injuries the victims sustained.

Mr. Kajoba said the accident occurred around 06: 45 hours when a Mitsubishi Canter Registration Number ABJ 3688 lost control and rammed into Mazabuka Shoprite barriers before it overturned.

The commanding officer says six men including the driver who he identified as Lovewell Chileya of Lusaka, four women and two children died in the accident.

Mr. Kajoba says the vehicle was carrying twenty seven fish traders from Lusaka to Monze.

He has cautioned drivers to be careful whenever they approach the slop in front of Mazabuka Shoprite due to the many accidents that have so far occurred at the same spot.

He said the loaded truck had been reduced to a shell because of the impact of the accident.

And Mazabuka district commanding officer, Lizzy Machina who supervised the search of the bodies at Shoprite said a toddler was discovered dead at 08:45 as well wishers, council workers and Zambia Sugar employees helped in the search.

Machina said the accident could have been avoided if all the passengers heeded to the advice by the driver after he had asked them to offload their cargo near Mazabuka Community radio.

According to Machina, the victims were pitched on top of the cargo which included, mealie meal, sugar, sugarcane, opaque beer and fridges.

But Mazabuka district hospital Superitendant, Cosmas Chishimba said the hospital has only recorded 11 deaths among them five males, four females and two children.

Dr. Chishimba further said 10 others are battling for their lives and described their condition as serious.

He however said the challenge the hospital administration is faced with is the identification of the dead because of lack of identity cards.

Dr. Chishimba said his office was now working closely with Police to find ways of searching for identity cards for the deceased from their bags.

She explained that the driver pleaded with the passengers to get off the truck because Police traffic officers had cautioned him against travelling to Monze using a non roadworthy vehicle.

And conductor of the fateful truck, Kennedy Kasongo explained that the truck which departed Lusaka around 19:00 hours from Chibolya market had mechanical faults on two occasions.

Kasongo said the first break down was in Chilanga where the truck had a tyre burst but the driver managed to control it.

He further disclosed that after the tyre was mended at 23:00 hours yesterday, the driver started off for Monze and managed to by-pass the Kafue road block without any problem despite the over load.

Kasongo however said Police traffic officers at Ten miles police post advised the driver not to proceed with the truck to Monze because it was overloaded and advised that he finds alternative transport in order to decongest the truck.

He said some passengers refused to heed to the advice.

Kasongo said it was at that point that the driver kick started the truck and later switched off the engine forcing the truck to drive at a faster speed as it descended to the sloppy Shoprite road.

Land scam hearing starts

A committee investigating the Lilayi land scam that rocked the Lusaka City Council was scheduled to start receiving public submissions at Nakatindi Hall in Lusaka today.

 

Committee Chairman, Barnaby Mulenga says the committee will start receiving submissions for the next two weeks starting.

Mr Mulenga, who is also commissioner of lands, said this in a telephone interview to ZNBC News.

The investigating team will include the ACC, DEC, Zambia Police, Auditor General, ministry of Local government, among others.

The committee will also consider other submissions on land allocation around Lusaka.

The Lusaka City Council was suspended in January following allegations of impropriety in the allocation of one hundred and two plots at the Lilayi housing project.

Shoprite workers in Livingstone down tools

Unionised workers at Shoprite in Livingstone have downed tools demanding for improved salaries and conditions of service.

A check at Mosi-o-tunya shopping complex found workers outside singing and dancing.One of the workers talked to said the salaries they are getting are not enough to support their families.

And workers closed the shop with a lock which prompted management to look for someone to break the lock.

When workers saw the locksmith, they charged at him but he was rescued by armed Police officers that were in full riot gear.

The workers wrote on the placards denouncing the management saying it was making a lot of sales while workers were not paid enough money.

Some placards read “The company is growing, while workers are suffering”, another one read “More sales, more labor low salaries”.

When contacted for a comment National union of commercial and industrial workers chairman Robert Msanje said the union is
waiting for labor Minister Austin Liato to address them at 14 hours in Livingstone.

He said management at Shoprite was last time directed by the Minister to increase salary for workers but they did not do so.

And a worker who opted to be anonymous for fear of victimization said management have failed to agree with them regarding their salary increment, she said they will not go back to work until management meets their demands.

Efforts to get a comment from the Shoprite manager failed as he could not give any comments.

Rugby coach and players killed in fatal freak accident

LUSAKA Rugby Club and national sevens coach Owen Busange and two other players died on the night of March 26 in a fatal road accident that left nine ‘Powerhouse’ players with serious injuries.

Busange, UK-based rugger Mwango Katema and Kapasa Bwalya met their fate when they were travelling from Kitwe where Lusaka Rugby Club had gone to compete in the Zambia Rugby Football Union (ZRFU) American tournament.

Copperbelt police commanding officer Martin Malama, who confirmed the death of the trio in Ndola on March 27, said the accident involving two vehicles happened at about 21:40 hours near the junction to the Ndola Girls Technical High School along the Kitwe-Ndola dual carriageway.

He said Busange and Katema died on the spot while Bwalya, who sustained serious injuries, died at Ndola Central Hospital around 02:00 hours.

Malama said the accident involved a Toyoya Hilux van registration number ACM 6192, which was being driven by Lusaka and national team veteran player Musonda Kaminsa and a BMW registration number ACL 9599 that was being driven by an unknown person.

The driver of the BMW has since been arrested and detained at Ndola Central Police station.

Malama said Kaminsa lost control after his car ploughed through a pool of water, following a heavy downpour and hit into a tree and Katema, who was a passenger in the car, died on the spot.

Kaminsa immediately contacted Diggers’ player Happy Chipili and Busange, who rushed to the scene of the accident along with Kapasa Bwalya and Julius Chilowezi to help the victims out.

But while they were helping the victims, a BMW car, which was coming from Kitwe, hit the players who included Bwalya. Busange was knocked and dragged some 50 metres away from the accident scene into the bush and died on the spot.

“I must confirm that three people died on Saturday night that include Lusaka Rugby Club coach Owen Busange, 37, in a road accident involving a Toyota Hilux and a BMW car. The two died on the spot while the third person died at Ndola Central Hospital,” Malama said.

Malama said Busange, Katema and Bwalya’s bodies are lying in the Ndola Central Hospital mortuary.

Kaminsa and Mulama sustained deep cuts on their heads but were treated at Ndola Central Hospital and discharged around 01.00 hours along with Isaac Munganga.

Other players that sustained injuries and were admitted to Ndola Central Hospital are club captain Kaiko Lungu, Chipampa Mwila, Taona Kalunga, Julius Chilowezi and Fidelis Busange.

ZRFU media and communications manager Martin Musunka said the national rugby governing body is devastated by the untimely death of the trio.

“As ZRFU, we are saddened by the misfortune and we send our heartfelt condolences to the families of Busange and Katema on the death of Owen and Mwango respectively. We also wish a quick recovery of the injured players.

“The union is devastated by what has befallen us and we pray to God that those that incurred injuries recover quickly,” Musunka said.

Meanwhile, the final of the American tournament between champions Diggers and Red Arrows was halted due to heavy rains.

The two teams were declared joint winners and were given K4.2 million each.

To qualify to the final, Diggers beat Green Eagles 12-0 in the quarter-finals and went on to edge Chibuluma 5-0 in the semi-finals while Red Arrows drew 0-0 with Ndola Wanderers before beating Lusaka 5-0 in the semi-finals at Nkana West Rugby Field in Kitwe.

MMD NEC must be credible

The Forum for Leadership Search (FLS) has advised delegates to the MMD’s national convention to elect leaders of high integrity.

 

FLS executive director Edwin Lifwekelo said in Lusaka on March 27 that it will be important for the delegates to elect leaders who will add value to President Banda’s administration.

“I think President Banda is looking for value addition to his administration. He is not just looking at numbers in terms of individuals.

“Members of the MMD national executive committee must recognise that the positions they are aspiring for relate to the interpretation of MMD policies and programmes,” Mr Lifwekelo said.

He said the aspirants must vie for positions which are in line with their specialties and competence.

Mr Lifwekelo cautioned all the aspirants not to harbour selfish motives, but to aspire for office with a view of putting service delivery before self.

“People, like Dr Mbita Chitala, who were looking for jobs are now regretting supporting President Banda because their support was based on the hope that the President will give them jobs. It is important to ensure that those aspiring for positions do so with the idea of providing service, otherwise they will regret like Dr Chitala,” he said.

He said all MMD national executive committee (NEC) aspirants should make it a point to add value to President Banda’s administration, should they be elected into the NEC.

Mr Lifwekelo said the national convention will provide an opportunity to the MMD to pick a diligent team that will work with President Banda.

He said Mr Banda has not had the latitude to work with people of his own choice, as most of the people he re-appointed as cabinet and deputy ministers were initially in Dr Mwanawasa’s administration.

He said there is no basis on which anyone can accuse President Banda of being tribal.[pullquote]aspirants must vie for positions which are in line with their specialties and competence[/pullquote]

Mr Lifwekelo said credibility and morality will be of paramount importance for MMD delegates to elect leaders of integrity, loyalty and commitment.

The MMD national convention takes place from April 5 to 7, and all the provinces have endorsed Mr Banda as the sole candidate for the MMD presidency.

Mr Banda filed his nomination last week while Vice-President George Kunda filed for the position of party vice-president.

Others, who also filed their nominations include Minister of Information and Broadcasting Services Lieutenant-General Ronnie Shikapwasha (chairman security), Minister of Works and Supply Gabriel Namulambe (elections chairman), Minister of Livestock and Fisheries Bradford Machila (chairman lands), Minister of Local Government and Housing Brian Chituwo (chairman local government), Minister of Mines and Minerals Development Maxwell Mwale (chairman mines).

Minister of Education Dora Siliya (chairperson publicity and information), Minister of Science, Technology and Vocational Training Peter Daka (chairman transport), Minister of Labour and Social Security Austin Liato (chairman labour), Minister of Finance and National Planning Situmbeko Musokotwane (chairman finance and economics), Minister of Agriculture and Co-operatives Eustarckio Kazonga (chairman agriculture) and Deputy Speaker of the National Assembly Mutale Nalumango (chairperson labour) also filed their nominations.

Confusion erupts at PF Copperbelt conference

Confusion engulfed the Patriotic Front (PF) Copperbelt provincial conference in Mufulira when delegates rejected the party president Michael Sata’s manouevres to impose his preferred candidate Rebby Chanda for the position of Provincial chairperson against the delegates’ preferred candidate Sturdy Mwale.

The party leadership present at the conference, which included party vice-president Guy Scott, failed to control the situation, forcing the conference to be postponed to a later date.

Some delegates at the conference told the Times Reporter that Mr Sata had allegedly left instructions to ensure that Mr Mwale was barred from contesting the position of Provincial chairperson and that Mr Chanda should go through unopposed.

However, Mr Mwale filed his nomination amid chants from the delegates as opposed to Mr Sata’s preferred candidate who never received any chants from the delegates when he went in to file his nomination.

After realising that Mr Sata’s preferred candidate had no support from the delegates, the party’s senior official at the scene, a Mrs Atanga had difficulties to announce to the delegates that only Mr Chanda had successfully filed his nominations, while Mr Mwale was unsuccessful.
Her efforts to convince Mr Mwale to withdraw failed, prompting her to inform Dr Scott, who came in fuming against Mr Mwale.

This infuriated Mr Mwale’s supporters who grabbed the phone from their preferred candidate and locked him up in one of the rooms to ensure that Dr Scott or any other party national leader could not communicate with him to convince him to rescind his decision of contesting the position.

After locking up Mr Mwale, the delegates continued to chant “we want democracy, we want democracy and “no Mwale, no elections” and started throwing chairs all-over the Hindu Hall wherethe conference was held.

In an interview, Mr Chanda, who is Ndola District PF Chairperson said the confusion that erupted at the provincial conference was unfortunate.

“My feeling as one of the candidates for the position of provincial chairman is that the confusion was unfortunate. I have been in this party for a long time and I have seen the party grow and so I thought I should aspire for the position of provincial chairman,” Mr Chanda said.

When asked if it was true that he was Mr Sata’s preferred candidate, Mr Chanda just laughed and refused to comment on the matter, saying “I can’ t comment on that.

”And Mr Mwale, who is Masaiti District chairperson, said he was happy that he had the support of the delegates at the conference and would now be just watching the events after the postponement of the conference.

But Dr Scott said some people with money wanted to violate the party’s constitution, hence the confusion.

Some delegates at the conference said even Nkana Member of Parliament(MP) Mwenya Musenge was currently serving his suspension because of his attempts to contest the position of Copperbelt provincial chairperson.

Mulungushi textiles coming back

Government has assured Kabwe residents that it is making joint efforts with the Chinese government to re-open the Zambia-China Mulungushi Textiles joint venture (ZCMT) which was closed due to under-capitalisation.

 

Mr Kunda said on March 27 at a public rally that the construction of schools, health centres and other infrastructure and the implementation of other economic policies is intended to make Zambia a better country.

“The future of this country (Zambia) is assured under the leadership of President Banda and this is why he should be re-elected this year,” Mr Kunda said.

Mr Kunda said the economy of Zambia is being well managed and this has led to the country producing more food. He said a lot of farmers are now fully participating in the management of the economy through agriculture.

He also said “Government has this year put K1.3 trillion in the pockets of farmers who have sold their maize to the Food Reserve Agency”.

The Vice-President said the ruling party attaches importance to education and that is why it has allocated K57 billion to transform Nkrumah College of Education into a university and provided K60 billion for the development of Mulungushi University into the country’s third public university.[pullquote]Government has this year put K1.3 trillion in the pockets of farmers who have sold their maize to the Food Reserve Agency[/pullquote]

On the possible re-opening of the ZCMT which was closed in 2008, Mr Kunda said every effort was being made to re-open the textile plant.

Mr Kunda said ZCMT will soon be re-opened because Government is aware that the company employed many people in Kabwe.

“We have engaged the Chinese government through the Ministry of Defence and the Ministry of Commerce to provide funds,” he said.

He said the equipment at the closed textile company needs to be overhauled before the company can start operating.

Task Force on Land razes 70 illegal houses in Lusaka

THE Task Force on Land swung into action on the night of March 26, demolishing over 70 illegally-built structures in Lusaka.

The exercise which was carried out in conjunction with the Lusaka City Council (LCC) and Zambia Police Service, started on March 26 around 23:00 hours until the early hours of March 27.

Task Force on land spokesperson Mukela Lubasi confirmed that the task force went to farm 915A where people had built houses on land whose title is held by the LCC.

She said the land in question is alleged to have been shared by the LCC Councillors.

“This land belongs to the council because it holds title for it but we found that people had put up structures on the land which is earmarked for a housing project,” she said.

Ms Lubasi said the task force also razed houses and uncompleted structures along Kasama Road in Chilenje South.

She said three houses built on land meant for the construction of a police post and market was demolished.

Other structures which were demolished are at a place called shaft five where the LCC has put up boreholes for the supply of water to Lusaka residents.

“We found that people have even dug pit latrines, posing a danger to the water reticulation system with fears of water contamination,” she said.

Ms Lubasi said the task force had given the residents prior notice of the action that was to be taken on properties built illegally.

She said the role of the Ministry of Lands is to give out land but the problem is that some people buy property from the street. Mr Lubasi said the task force will not allow the construction of illegal structures.

Asked how the victims took the action, Ms Lubasi said some did not resist while others tried to resist. She said the task force insisted that the structures were built on illegally acquired land.

But some residents complained that it was unfair for members of the task force to conduct the exercise at night when people were trying to rest.

Ms Lubasi said members of the public should obtain proper documentation before building any structure.

“The action by the task force was done in accordance with the law. We referred to the Lands, as well as the Town and Country Acts, when we undertook this exercise. We would like to encourage people to operate within the confines of the law,” he said.

Early this year, President Banda formed a task force to deal with illegal land allocation and encroachment.

The task force is made up of officials from the Ministry of Lands, Ministry of Home Affairs, Ministry of Tourism and Natural Resources, Ministry of Justice and the LCC.

Sata career ending, says UPND

THE United Party for National Development (UPND) has predicted that Patriotic Front (PF) president Michael Sata will lose terribly in this year’s general elections and the loss will mark the end of Mr Sata’s political career.

UPND spokesperson Charles Kakoma said the PF are no match to the MMD in the elections.

“The PF has no capacity on its own to dislodge the MMD from power. The PF has not expanded anywhere; its strongholds are the same. It is not in Central Province, North-Western Province and Southern Province,” Mr Kakoma said.

He said this in an interview on March 27 when he reacted to a story in the Sunday Post in which UPND member Colonel Panji Kaunda insisted that he will support Mr Sata for the presidency despite his (Col. Kaunda’s) continued stay in the UPND.

Mr Kakoma said Mr Sata’s loss will also mark the end of Col Kaunda’s stay in politics. He said the UPND will be stronger in the general elections than the PF because a lot of PF members who do not like Mr Sata’s leadership style are defecting to the UPND.

“Several PF members whose toes have been stepped on by Mr Sata and PF secretary-general Winter Kabimba are leaving the PF. Even those who vowed not to support the UPND because of its association with the PF are returning to the party,” he said.

Mr Kakoma said the political landscape in Zambia has changed dramatically and the UPND is getting stronger through alliances it is entering into with other opposition political parties, like the All Peoples’ Congress (APC).

Recently, the PF made an appeal to opposition political parties to help it dislodge the MMD but the plea has not borne any fruit so far.

Mr Kakoma said Mr Sata is losing a lot of members including those from the church who are against his stance on some issues, including gay rights.

He said since the pact is dead, the PF should forget about forming government.

Mr Kakoma accused Mr Sata of failing the pact by fielding candidates in all the 150 constituencies, without the consent of its partner then, the UPND.

He said Col. Kaunda should stop maligning UPND president HakaindeHichilema and that he (Col Kaunda) should know that as a military person, it does not help for one to be in one party and support another.

Mr Kakoma said it would be helpful for Col. Kaunda, whom he accused of being Mr Sata’s campaign manager, to come out in the open and state that he is a member of the PF.

“It’s bad politics to pretend. What’s so difficult about him coming out in the open to say he’s PF? He should be clear so that we know who is with us and who’s not,” he said.

Mr Kakoma said the UPND is disappointed with Col. Kaunda over his attacks against Mr Hichilema and advised him to reflect on his political activities.

William Banda accuses Sata of being a foreigner

Lusaka Province MMD chairman William Banda has accused Mr Sata of being a foreigner and has challenged him to disclose his true nationality.

Mr Banda made the accusations at an MMD card renewal exercise in Mtendere Township on March yesterday.

The MMD card renewal saw about 32 UPND cadres, including Ngwerere ward chairman John Mutumwa, defecting to the MMD.

Mr Banda said the MMD is geared for the elections this year and that the party will work hard to ensure that Lusaka is recaptured.

And Vice President George Kunda has warned Zambians that Patriotic Front (PF) president Michael Sata cannot be entrusted with national affairs.

Speaking when he addressed MMD members at Namakuba Lodge in Kapiri Mposhi on March 26 at the Central Province card renewal exercise, Mr Kunda said Mr Sata is corrupt, tribal and is now calling for homosexuality to be introduced in Zambia.

“This is a serious matter and let’s tell our people that it is dangerous to vote for a person like Mr Sata. Zambia will become a rogue state if Mr Sata is elected president,” he said.

Mr Kunda said those who will vote for Mr Sata in this year’s elections will waste their vote because he enjoys only pockets of tribal support compared to President Banda who is enjoying national support.

The Vice-President said in its past publications, The Post newspaper accused Mr Sata of being a corrupt and unruly person.

He said that Mr Sata did not defend himself against those stories when they were published but now the Post has an uphill battle to re-brand him because they are now working together.

He said the Post should not lecture Government on what terminologies to use because they used the same language in their past editions.

Mr Kunda said Government will continue criticising Mr Sata’s character because he is aspiring to be president and the people should know what kind of person he is.

He said in the past, Mr Sata had insulted President Mwanawasa, President Banda and other government officials.
