Political parties urged to educate cadres against violence

The Christian Council of Zambia (CCZ) General Secretary Susan Matale has advised political parties to educate their cadres against engaging in violence.

And Reverend Matale has observed that ferrying party cadres from one place to another creates an enabling environment for political violence.

Rev Matale said peace is an ingredient for development advised party presidents to strongly condemn the violent acts ahead of the forth-coming Chilanga and Mpulungu parliamentary elections set for next month.

Speaking in an interview with ZANIS in Lusaka on Friday, Rev.Matale said Zambia needs peace and it should not be deliberately spoiled for the sake of an election.

Rev Matale said political leaders should strongly come out in open in condemning violence perpetrated by their members.

She hoped that the parliamentary elections in the two constituencies in Chilanga and Mpulungu would be held in a free and fair environment adding that the violence that rocked Mufumbwe to the run-up parliamentary elections were unfortunate.

The CCZ-GS advised political leaders to talk about development as opposed to advancing petty issues based on individualism.

The Electoral Commission of Zambia has set October 28, 2010 as the date for holding the parliamentary by-elections for both Chilanga and Mpulungu seats respectively.

The Mpulungu seat fell vacant following the death of area MP Mr Chibombamilimo while the Chilanga seat fell vacant after the expulsion of area MP and former Finance and National Planning Minister Ng’andu Magande from the ruling MMD party for gross indiscipline.

Mr Chibombamilimo who passed away in India after an illness was Deputy Minister of Energy and water Development.

Meanwhile, the Southern African Centre for Constructive Resolution of Disputes (SACCORD) Executive Director Lee Habasonda has bemoaned the lack of implementation to translate the election materials into Braille to be used for people with disabilities.

Mr Habasonda told ZANIS in an interview that ECZ should consider meeting the demands of disadvantaged people in society.

He urged government through the Ministry of Home Affairs to look into the plight of people with disabilities noting that such people are denied secrecy during election periods because their ‘tools’ for reading and writing is usually not available at Polling Stations.

“It is common knowledge that people with disabilities here in Zambia do not vote because of lack of Braille materials. As SACCORD, our concern is the lack of the Electoral Body to translate the election materials into Braille to benefit the people with disabilities,” Mr Habasonda lamented.

According to Mr Habasonda, people with disabilities use other people to vote during elections which he described that the vote is ‘no longer a secret’ because it has been exposed to the second party.

Health and agriculture remains constrained with human resource

Government has revealed that the health and agricultural sector remains highly constrained with human resource.

This is despite the fact that the sectors are vital in economic and national development.

Speaking on Friday when he graced the swearing in of 52 Peace Corps volunteers at the American ambassador’s residence, Health Minister, Kapembwa Simbao observed that the nation’s aqua agricultural sector and that of the health greatly lack expertise.

Mr Simbao who’s speech was read by director of technical support services, Dr.Elizabeth Chimeza, acknowledged the extensive support that the American government has been giving to Zambia in these areas through their peace corps project.

He said that over 34 thousand beneficiaries have been impacted through the Peace Corps project.

The newly sworn in American ambassador to Zambia, Mark Storella challenged the volunteers to respect the Zambian culture and not interfere in their politics.

NRC issuance takes off at low note in kabwe

Provincial local government officer for central province Alfred Nyambozi says lack of publicity and adequate issuance of National Registration cards had contributed to the low voter turnout in the first phase of voter registration.

Mr. Nyambozi said that most voter registration points in Kapiri Mposhi had been deserted by registration officers after Electoral commission of Zambia (ECZ) delayed to announce the extended exercise.

And conflict management committee member Miss Victoria Mwanaumo who stood in for Kabwe town clerk Ms Vivian Chikoti said, a lot of people in the districts have not registered because of lack of registration cards and wide publicity.

Ms Chikoti commended (ECZ) for incorporating the National Registration department ,who will be issuing registration cards to people who had not managed to register as voters.

On publicity Ms Chikoti said despite her office and (ECZ) using radio stations to publicize the voter registration, many people in the outlined areas had not known about the exercise.

Mr Nyambozi told the voter registration briefing that the electoral officer in Kapiri Mposhi had not informed those registering voters not to demobilize from the voter registration focal points they were engaged to conduct voter registrations.

He said that during, his visit to Kapiri Mposhi many places had been left without officers manning the registration focal points.

Mr Nyambozi said the number of people who registered before the extension of the voter exercise was, Mumbwa recorded 15 888, Mkushi 8974 , Serenje 10 652 , Chibombo 17 000 and Kapiri Mposhi 14 049 respectively.

And district registration officer Norah Shanene reported during the voter registration briefing that Luapula , Copperbelt and Lusaka provinces were the most hit by fake national registration cards.

Miss Shanene said her office was eager to issue (NRC’s) to as many people to ensure that they were not disfranchised from participating in the 2011 elections.

She said a lot of the people who have not been issued with (NRC’s) are those who are an able to give collect information.

12 Gwembe headmen dragged to court

A civic leader in Gwembe District has dragged 12 headmen to court for failing to spearhead the construction of a health post in his ward.

Bbondo Ward councilor, Patrick Hanjeme yesterday told ZANIS in Munyumbwe that he had decided to sue the 12 headmen in his ward so that they could explain in court why construction works at Bbondo have not started despite that all building material had long been delivered in the area.

Mr Hanjeme explained that construction material worth K24m bought from Constituency Development Fund (CDF) for the construction of a clinic is still marooned in Bbondo.

“About K30m CDF money had been released and already, K24m has been used to purchase building material and delivered on site,” he said.

He said about 100 pockets of cement, planks, iron sheets, window frames and other building materials were delivered in June this year and construction works were scheduled to complete this month.

Mr Hanjeme added that he was forced to drag the headmen to court because they had failed to mobilize their subjects to mould and burn bricks as part of the 25% contribution by the community, leading to staled construction works of the health post.

He told ZANIS in Gwembe that he hoped that the court would issue a court order to ensure headmen work in the stipulated time to complete the clinic project that he said would greatly reduce the distance that people in his ward have to cover to access health care services.

And Malambo Village headman, Mailoni Simonga told ZANIS that he was shocked when he received a court summon over the matter.

Headman Malambo who sat outside court to await court to open said headmen were doing their best towards the construction of a clinic in question.

In addition, Pathius Cheelo of Kantundwa Village said works on the clinic were moving, though at a slow pace.

“We are working bit by bit”, he said.

Magande’s new party does not scare MMD – Mabenga

The Movement for Multi -Party Democracy (MMD) says it is not scared with its expelled Chilanga Member of Parliament Ngandu Magande forming a political party.

MMD National chairman, Michael Mabenga said the party will not be affected but remain intact.

Mr. Mabenga who welcomed the decision of its former MP forming a political party said he has a democratic right to do so adding that the ruling MMD is unmoved by the development.

He told ZANIS in an interview in Lusaka today that the party is not concerned adding that it was the party that chucked him out in the first place.

“We welcome the formation of his party it is his democratic right. If we were scared of him impact we would have not chucked him out of the party but the reason that he was expelled shows that we are unmoved.” He said.

Meanwhile Foundation for Democratic Process (FODEP) Information Officer, McDonald Chipenzi said the proliferation of opposition political party is only adding misery to the opposition.

He said the formation of more opposition political parties are giving an upper advantage to the ruling MMD.

He doubted whether the new party formed by the former Finance Minister will have an impact on the Zambian political scene saying all other parties formed in the past have failed to produce expected results.

Mr. Chipenzi added that the formation of more opposition political parties only shows the desperation of people to go to state house.

“It is sad that Zambian politicians think that going to plot one is the only way to serve the people, but there are many other ways you can serve the people. This development of every person who is disgruntled form a party is retrogressive to our politics” he said.

He has since called on people who want to form political parties to first reflect on whether they will add value to the Zambian democracy.

Former Chilanga MP is reported in the media to have launched campaigns for his presidential bid for 2011 and distributing fliers in Southern Province under his party the National Movement for Progress (NMP).

Don’t connive with the donor community to stop aid, Mulongoti warns disgruntled MPs

Works and Supply Minister Mike Mulongoti has warned members of Parliament (MPs) against ‘conniving with the donor community’ to stop aid to the Zambian Government in road infrastructure development.

Mr. Mulongoti says utterances by some disgruntled MPs are capable of souring the good relations government has with the donors.

He observed that the donors have high esteem for Zambian parliamentarians but warned that they should be careful as they interact with the donors.

“You MPs, you should not complain if there is no development in your respective areas. Stop telling the people who give us moneys negative stories because…” the Minister said.

Mr. Mulongoti said this in parliament today shortly before responding to Chipili Patriotic Front MP Mr. Davies Mwila who wanted to ask when the Government will rehabilitate the Mwenda-Kashiba, Mukabi-Kawambwa; and Mansa-Kashikishi roads in Luapula Province.

He further wanted to find out from government what has caused the delay in starting the works on the roads; and how much money will be spent on the rehabilitation works.

Meanwhile, Special Assistant to the President on Monitoring and Implementation of government projects Ben Kapita has expressed displeasure at the poor workmanship by wayimbala awana contracting company at Chitundu middle basic school in Chinsali.

Mr Kapita was speaking when he inspected the construction of a 1 by 3 class room block at the school by the named company.

He said that he was not impressed with the work the company had done at the site. He noted that the company could have done a better job than what was obtaining at the site.

Mr Kapita said government has done so much in terms of implementing projects and programs a move that ought to be embraced and supported.

He stressed that there were so many schools, clinics and hospitals in the country which the government had constructed and is still constructing for the benefit of its citizenry.

Mr Kapita further said that it was unfortunate that some people were bent on saying that Government was doing nothing in terms of development despite seeing a lot of programs and projects being implemented.

City Barclays Cup Standoff Averted At Woodlands

The Barclays Cup quarterfinal doubleheader at Woodlands Stadium set for this Saturday came close to not happening after landlords City of Lusaka denied teams and TV crews access to the designated match venue today.

According to sources familiar with the development on Friday, City officials say they were not officially notified that the doubleheader was going to be played at Woodlands.

“It was a case of an outsider telling you they was going to be holding a party at your home when you were out of town without your permission,” a City source said.

According to sources, Woodlands was set to host a religious gathering this weekend that was paid for by the group before Faz had booked the venue to host the Barclays Cup quarterfinal.

The SuperSport Satellite TV crew who will be filming the Woodlands games live were said to be stranded outside the stadium by 09:00 this morning after being denied entry to the premises.

Also affected by the lockout were Zesco United who will face Nakambala Leopards in 12:00 kickoff and they had to cancel their planned morning training after entry was denied.

Quick action by tournament sponsors Barclays Bank Zambia and City official’s by lunchtime saved the scene from turning into a fiasco after a compromise was reach after finding an alternative venue for the religious group to host its function this weekend.

Meanwhile, in the other Barclays Cup quarterfinal matches taking place on Saturday, defending champions Power Dynamos will play Nkwazi in the 14:00 match at the same venue.

And at Arthur Davies stadium in Kitwe, Zanaco clash with Green Buffaloes at 13:00 while Nchanga Rangers take on Lime Hotspurs in the second Barclays Cup quarterfinal doubleheader.

Zambian women cited as most vulnerable to HIV/AIDS

The Zambia AIDSLaw Research and Advocacy Network (ZARAN) says women in Zambia are the most vulnerable to HIV/AIDS as they are denied rights to make informed sexual and reproductive choices.

ZARAN Board Chairperson Eddie Mwitwa said research has shown that out of the percentage of people infected with HIV/AIDS the majority are women.

Mr Mwitwa noted that the pandemic in women especially is being accelerated by cultural practices and other traditional practices which forces women to endanger their lives to fulfill traditional roles.

He said some of the means ways his organisation is using to curb the pandemic is through research and debate by students thereby educating the public on risk behaviours and how they can protect themselves.

Mr Mwitwa said the high risk levels of HIV/AIDS have prompted his organisation to embark on preventive and treatment measures to ensure that the rates are reduced.

He noted that the pandemic in women is being accelerated by cultural practices and other traditional practices which forces women to endanger their lives to fulfill traditional roles.

Mr Mwitwa was speaking in Lusaka today during the annual students’ 2010 debate organised by ZARAN for university and college students.

Two Universities and two colleges battled it out for the K4 million grand prize money in which the runners up are expected to take home K3 million while the best debater will get away with K500,000.

The debate attracted participation from the Copperbelt University (CBU), Cavendish University of Zambia (CUZ), National Institute for Public Administration (NIPA) and Zambia Centre for Accountancy Studies (ZCAS).

The first tie was between Cavendish University and ZCAS who debated under the topic, “Women Living and affected with HIV have access to prevention, treatment, care and support.”

While the second session was between CBU and NIPA who argued for and against the motion, “discrimination of HIV transmission will benefit women.”

2 die in accident

Two people have died on the spot while 22 others sustained serious injuries when the bus they were in, hit into another bus on the Samfya-Serenje road.

Police Public Relations officer Ndandula Siamana confirmed the accident on Thursday

Mrs Siamana said the accident happened in the early hours of Wednesday, about six kilometeres from Samya.

She said the driver of the Gemin bus only identified as Chris hit into a stationary CR Carriers Marcopolo bus which had caught fire after developing a fault.

She identified the deceased as Benard Kaite, 29 of Chiengi district while the other person has only been identified as Derson of Kapiri Mposhi.

Mrs Siamana said the bodies of the two are lying in Mansa General Hospital mortuary.

In another development MMD National Chairman Michael Mabenga’s son in law Chansa Chitika has been charged with murder.

Mrs Siamana said Mr Chitika appeared in court Thursday.

UPND denies breaking away from the Pact

The united party for national development UPND has denied media reports that the party has resolved to pull out from the UPND/PF PACT.

It has been reported that The United Party For National Development (UPND) has resolved to withdraw from the electoral pact with the Patriotic Front (PF).

It is said that National Executive Committee (NEC) and the National Management Committee (NMC) have rejected the alliance with the PF describing it as not workable because of serious differences which have spilled to the media.

But UPND deputy spokesperson Cornelius Mweetwa has described the reports as misleading.

He says that the UPND has not resolved to break away from the pact and that it is sad that certain media houses are fabricating stories.

He however says that the pact is currently standing on sick ground because of certain members who are issuing statements that have potential to undermine the pact.

Mr. Mweetwa says that such a decision to break away from the pact can only be arrived at under a high level meeting.

“My declaration to stand as MMD veep is on time”, Kavindele

Former republican Vice-president, Enoch Kavindele has charged that the public declaration of his candidature for the MMD vice-presidency at the forthcoming party convention is right on time.

This is in response to claims by the acting MMD national secretary, Chembe Nyangu that it is too early for Mr Kavindele to declare interest to contest the MMD vice presidency at the convention given his membership status in the party.

Mr Kavindele said that it wrong for people to question his membership of the ruling MMD.

He said that his decision to declare interest in running for the MMD vice president position is on time.

The Former republican vice president has since said that he is ready to contest the party position whenever the NEC chooses to announce the date for the national convention.

Mabenga’s son-in-law appears in court for murder

MMD national chairperson Michael Mabenga’s son-in-law David Chitika has been jointly charged with his nephew for murder and yesterday appeared in a Lusaka Magistrate Court.

This is in a matter in which Chitika, 37, a Barclays Bank Zambia support specialist of 20 Petauke Road in Chilenje South, who is jointly charged with Lawrence Kaunda, 21, a student, are charged with murder contrary to section 200 of the Penal Code.

Particulars of the offence are that Chitika and Kaunda on dates unknown but between September 10 and 11 this year jointly and while acting together did murder Gladys Maketo Mabenga-Chitika.

The duo first appeared before Chief Resident Magistrate Charles Kafunda who allocated the matter to Magistrate Kelvin Soma where the charge was read to both of them in a packed courtroom.

Mr Soma read the charge to the accused persons in presence of their lawyer, Mwansa Phiri of Phiri and Associates.

He informed the duo that the court could not try the matter as it did not handle such cases and that it would be heard in the High Court once the Director of Public Prosecutions (DPP) issued a letter of committal.

“This murder charge is not triable by the subordinate court but by the High Court, you are only here to appear for explanation of the charge and thereafter you will be required to appear for mention in court until the DPP issues a letter of committal for your matter to be heard in the High Court,” he said.

The matter has since been adjourned to October 7 this year for another mention.

Continue turning down Sata — Siliya

The MMD has called on Zambians to continue rejecting Patriotic Front (PF) president Michael Sata in next year’s elections because he has caused deep divisions among Zambians.

Addressing a rally at Zyamba primary school in Mpulungu yesterday, MMD spokesperson Dora Siliya said Mr Sata’s style of politics and campaigns has led to some areas of the country to support his politics while vast areas of the country have widely rejected him.

She urged people of Northern Province to join the rest of the country in rejecting Mr Sata because he had been promoting bad language, which had led to him being resented in Eastern, Southern, Central, North Western and Western provinces.

“Mr Sata uses fists and bad language to promote hate against the Government, but the good part is that the major parts of the country have rejected his politics,” she said.

Zambians had an opportunity to continue with the current President Rupiah Banda who had continued to unify the country under extreme difficulty because of Mr Sata.

Ms Siliya was in the Northern Province to tour development projects and also hold public rallies to woo support ahead of the parliamentary by-election set for October 28.

Ms Siliya also announced that K3 billion had been disbursed for the payment to farmers who supplied maize to the Food Reserve Agency (FRA).

“For the first time, Mpulungu is getting a high school which has been constructed already and the Government will enroll 7,250 teachers next year which is a serious jump from the 2,500 employed this year,” she said.

She explained that the current leadership is doing everything possible to reduce the cost of living for all Zambians and the first step was the uniform fuel price announced by the president last week.

Earlier, Ms Siliya urged civil servants aligned to partisan politics to immediately quit and join full time politics ahead of the 2011 presidential and general elections.

She said this when she addressed hundreds of teachers in Mpulungu yesterday where a by-election takes place on October 28, 2010 following the death of Lameck Chibombamilimo who held the seat under the ruling MMD.

Ms Siliya, who is MMD chairperson for information and publicity, said the Government wanted such civil servants to be bold and face an open competition instead of frustrating Government development efforts using covert political methods.

There had been reports that civil servants were deeply engaged in aligned politics to an extent of attending planning meetings at the expense of service provision to the people.

This had compromised their integrity and reduced the balanced trust they held among the people they served.

Ms Siliya said the code of conduct for civil servants was clear and intended to promote integrity among the bureaucrats who had stead taken to political activities.

She also challenged opposition political party leaders to ensure that the campaigns for the Mpulungu seat were violent free to serve children and women who were the most affected by the violence in Mufumbwe in North-Western Province.

THE United Party for National Development (UPND) has said statements by Patriotic Front (PF) leader Michael Sata and his secretary general, Wynter Kabimba on the status of the pact go against the spirit which prompted its formation.

And the opposition party has said PF is no longer as strong as it was in 2006 and 2008 and therefore cannot claim that only its president could lead the pact.

Reacting to statements by Mr Sata and Mr Kabimba in yesterday’s Post, UPND acting party spokesperson Douglas Syakalima said by their own statements, the two did not believe in the spirit of the pact.

“By saying that UPND should accept that PF has more MPs than the UPND and the issue of presidency only means that they don’t believe in the pact,” Mr Syakalima said.

But when contacted for comment, Mr Sata said his party was still strong.

“If they respect the pact they would not speak like that. We have helped them to condemn Chizyuka (Namwala Member of Parliament Robbie Chizyuka).

“Those rebels in PF are our problem. We went to Chifubu where there was a rebel MP and we won,” Mr Sata said.

But Mr Syakalima said the pact had never discussed the issue of presidency as claimed by Mr Kabimba.

He said in Lusaka yesterday that the claim by the PF that it had more Members of Parliament (MPs) was wrong.

“The reason why people enter into pacts or alliances is because they realise that they cannot single-handedly win and form Government.

“That’s why we have had a slogan in the pact that if it is not Michael Sata as president then it should be Hakainde Hichilema,” Mr Syakalima said.

He said PF was no longer strong because most of its MPs voted with the MMD in Parliament and wondered why the PF could not accept reality that they had been losing to the MMD in Luapula Province.

Mr Syakalima said that PF could no longer bank on its past glory because the “political pendulum is emotional and unpredictable.”

He said while the Liberal Democrats were a small party in the United Kingdom, they determined who formed Government in the last elections.

UPND chairperson for energy Garry Nkombo said it was wrong for Mr Sata to create an impression that PF was larger than the pact.

Mr Nkombo noted that the more than 70 per cent of the people who voted against the MMD were more than the share of the PF.

He maintained that Mr Kabimba was an enemy of the pact and that the Zambian people would blame him for breaking the opposition alliance.

And UPND national youth chairperson, Joe Kalusa has claimed that Mr Sata has lost wisdom despite having served in Government for a long time.

“As an old man, we expected Mr Sata to provide wisdom in the pact, but he has failed. If anything his statements in the media are showing that he is losing wisdom every day,” Mr Kalusa said.

And Copperbelt UPND chairperson Elisha Matambo said in Ndola yesterday that the party grassroots members were “sick and tired” of the attitude of the PF bigwigs who had continued to issue statements that belittled the UPND.
