3rd placed Power, on 47 points, on Saturday drew 0-0 away to Green Buffaloes at Woodlands Stadium in Lusaka in a Week 27 game that saw them fail to close the four-point gap between them and number 2 team Zanaco who were not in action this weekend.

“It was a tough game (Against Buffaloes),” Chambishi said.” But we still have a chance to finish second all we need to do is win our remaining games.”

Nkana made a modest return to form on Saturday after two successive competitive loses.

The promotion chasing Nkana drew 0-0 away to Muchindu in Mufulira on the back of defeats in Luanshya United at home in division 1 north and Choma Eagles away in their Barclays Cup quarterfinals going down 3-0 and 2-1respectively.

Nkana stay 2nd on the table on 53 points three behind Nchanga Rangers who travel to Shinde on Sunday afternoon to face Mufulira Wanderers.

Today’s verse tells what God has given us: power, love, and self-discipline or self-control. When you are confident in God’s promises, there’s nothing that can stop you. But when fear creeps in, you hesitate. You’re not as strong as you were before. You feel powerless. Not only that, but it affects your love. Love prompts us to give, and when we are afraid, we tend to clench our fists and act selfishly. Fear also affects our self-discipline or self-control. It makes us panic and do things without thinking.

If you’ve allowed fear to steal from you in any area of life, today you can be free–you can be finished with fear. Conquering fear starts with a choice to believe God’s promises, and then taking a step of faith to act on them. As you step out, God will be with you. Zesco United Rally To Consolidate Lead

Zesco United’s league title credentials where enhanced today when they rallied from 1-0 to beat hosts Red Arrows 2-1 at Nkoloma Stadium in Lusaka.

Zesco trailed 1-0 into the break against Arrows after Simon Lupiya gave the hosts a 5th minute lead.

However, Zesco had other ideas and equalized bin the 56th minute through midfielder Mathews Chikwete.

Clifford Chipalo made sure of the three points three minutes from time to hand Zesco the win.

Zesco are now six points ahead of Zanaco who did not play today on 57 and 51 points respectively.

51 arrested for cannibis possession across the country

The Drug Enforcement Commission (DEC) says it has arrested over 51 people across the country for illegal possession of psychotropic substance during the 45th Independence period.

DEC spokesperson John Nyawali confirmed the development in an interview with ZANIS in Lusaka today saying about 800 kilograms of cannabis was seized in the process.

Mr. Nyawali further said DEC in Siavonga arrested a female Zimbabwean national for drug trafficking.

He said Kerina Chivima was arrested when she was found with four pieces of compressed cannabis weighing 4.4 kilograms concealed in her traveling bag.

Mr. Nyawali said the Zimbabwean national was arrested together with Felix Musakanya, a bricklayer of Kaleya compound in Siavonga who was allegedly found with 268 balls of loose cannabis found after a search at his house.

The spokesperson further disclosed that the Commission has arrested two peasant farmers in Chief Hanjalika in Mazabuka district for allegedly trafficking in 768 kilograms of cannabis.

The DEC Public Relations and Press Liaison Officer warned people against engaging themselves in psychotropic substances because they risked being prosecuted.

Rich cultural heritage vital for national unity – RB

President Rupiah Banda says there is need for the country to use its rich cultural heritage to promote national unity.

President Banda says despite having 73 tribes with their own culture and traditions, Zambians have continued to be one.

The President says that the richness of the cultural heritage of these different ethnic groups should make Zambia proud as a nation because this represents unity in diversity.

Mr. Banda was speaking in Chongwe today, when he officiated at the Chakwela Makumbi traditional ceremony of the Soli people of Chieftainess Mukamambo II at her at Makuyu Royal Palace.

The President said there was need for all Zambians to continue promoting unity and pride in the country.

Mr. Banda challenged the Soli people and all Zambians in general to preserve cultural events at they serve as important for a through which the communities can learn and assimilate useful customs, values and attitudes.

And President Banda said culture was also key to development.

The President observed that apart from its potential to safeguard the country’s traditions, culture can be used to promote tourism development, creative industries and local commerce.

Mr. Banda noted that there was need for the country to harness the potential of the cultural activities to create jobs for the people, especially in rural areas.

He said administration would continue supporting traditional ceremonies because it believes that no meaningful development can take place without culture.

And Senior Chieftainess Nkomeshya Mukamambo II, commended government for the many developmental project in the province and Chongwe district in particular.

Speaking through her principal advisor, John Luputa, Senior Chieftainess Nkomeshya, said her people were happy that government was working hard to improve their lives.

She also appealed to government to consider upgrading the Chalimbana Teacher’s College into a university.

The traditional leader said despite massive infrastructure, the college has continued to be underutilized.

She said over the years, the number of students at the college, established in 1939, has continued to reduce.

Senior Chieftainess Nkomeshya said the student enrollment rate now stands at 83 from the previous 500.

And Chakwela Makumbi National Chairperson, Noreen Mapala said the ceremony could not taker place last year, following the demise of late President Levy Mwanawasa.

Mrs. Mapala said the Basoli people in whose land President Mwanawasa’s remains lay, have now decided to release his spirit.

She thanked government for its support to the ceremony.

This year’s ceremony was attended by over 20 traditional leaders including Paramount Chief Chitimukulu of the Bemba.

Meanwhile, President Banda has called upon all traditional rulers in the country to play an active role in the fight against retrogressive vices in their chiefdoms.

Mr. Banda said as custodians of the country’s culture, chiefs should bring to the attention of their subjects, issues pertaining to the contemporary agricultural methods, girl child education, early marriages, HIV/AIDS, risky traditional practices such as sexual cleansing, spouse inheritance and spouse battering.

President Banda also appealed to traditional leaders to help sensitize their subjects on the dangers of deforestation.

North-western Province Police Chief calls for discipline among political parties

North-western Province Police Chief, Fabian Katiba has called on political parties to ensure that their cadres observe discipline during elections to avoid violent confrontations.

Mr Katiba appealed to political parties to support the police and cooperate with them in order for elections to be conducted in a peaceful manner.

He said if police are not given support and cooperation from political parties, whenever there are confrontations, police may be completed to use some force to quell the violence and maintain peace and order.

Mr Katiba said it is sad that political parties are always in the habit of condemning police when they are involved in confrontations when such acts of violence are caused by their cadres.

During filing-in of nominations in Solwezi yesterday, MMD and UPND/PF pact cadres crushed when they collided at Chawama market.

Mr Katiba said this during a plenary session at the Electoral Commission of Zambia (ECZ) briefing for election agents, political parties, media, monitors and observers held in Solwezi today ahead of November 19 Solwezi central constituency by-elections.

The Solwezi central seat fell vacant following the death of area Member of Parliament, Benny Tetamashimba who was also Local Government and Housing Minister.

Zambian media comes up with a self regulatory body

The media Liason committee (MLC) says the media fraternity has developed a self regulatory body that will ensure accountability and professionalism of the media in Zambia.

According to a statement obtained by ZANIS, today, the MLC says it has made consultations locally on the matter saying in this same score some individuals will on Monday travel to South Africa and Kenya to study how those countries are running their media self-regulatory frameworks.

The other countries to be toured include Tanzania and Bostwana.

The MLC says in the statement that the media bodies have taken time to ensure that the self-regulation process in Zambia is done in an inclusive and consultative manner to avoid failure.

It says years after it comes up with a workable self regulatory framework, the country’s media bodies needed a different approach to come up with a system that will learn from other countries, professionals and media councils.

” The framework that has been developed will serve as a guide for us to share notes with our Southern African counterparts. There can never be press freedom and freedom of expression if the media is regulated through statutory means, ” reads the statement in part.

The committee has urged government, politicians , civic society and the general public to join in supporting self regulation for the media in the country.

The committee comprises the Media Institute of Southern Africa (MISA),Press Association of Zambia (PAZA), THE Zambia Union of Journalists (ZUJ) and the Zambia Union of Broadcasters and other Information Dissaminators(ZUBID).

Others include the Zambia Media Women Association(ZAMWA, PANOS Southern Africa, Catholic media services and the Press Freedom Committee (PFC) of the Post newspapers.

Protea group to construct hotel in Chipata

Plans are under way to construct a hotel in Chipata district following its advancement in attaining city status.

Town Clerk, Golden Banda, said a high powered delegation from Protea Group of Hotels, led by group General Manager, Mauro Gaurdigli, held talks yesterday with Chipata Municipal Council on the construction of the hospitality industry.

Mr Banda said the construction of the two storey building of a hotel was expected to start in January next year under the supervision of project manager, Peter Shakafuswa.

He said all the drawing plans for the hotel, which will be built along Umodzi Highway on the entrance to Chipata town from Katete, were already approved by the Ministry of Local Government and Housing.

The hotel, which he said would be slightly different from Protea Hotels in Chingola on the Copperbelt Province, would also have shops on the ground floor.

And Mr Banda also said the council was vigorously scouting for land to give to Protea Group of Hotels for the construction of a Spar Supermarket.

Meanwhile, Eastern Province Permanent Secretary, Euralia Syamujaye, commended the group for its plans to construct a hotel in Chipata.

Mrs Syamujaye said the construction of the hotel would add value to the town which would soon attain a city status.

Last week, Chipata Town Clerk, Golden Banda, told the District Development and Coordinating Committee (DDCC) meeting that surrounding traditional leaders had given out land to the local authority to increase the township boundaries.

“Following the giving out of land by the chiefs to the council, it has now become a reality that Chipata is a city-in-waiting and the programme has reached an advanced stage as ten kilometers of the current boundary will now be part of the township,” Mr Banda said.

He also said the council had received K 294 million for putting up traffic and street lights in Chipata.

Mr Banda said the local authority had also applied for K 796 million from government through the Ministry of Lands for opening up of roads and culverts in the township.

ECZ bemoans continued electoral code violation in Solwezi

The Electoral Commission of Zambia (ECZ) says it is concerned with the continued violation of the electoral code of conduct by some political parties during campaigns.

ECZ Commissioner Joseph Jalasi said it is important for candidates and election agents to understand the provisions of the code as it is now law adding that any violation of this piece of legislature defeats the purpose for which it was made.

Mr Jalasi said during campaigns some political parties conveniently forget the existence of the code of conduct and behave as if they are a law themselves, adding that this kind of behavior does not help at all.

He has since challenged all candidates and political party members to familiarize themselves with the electoral code of conduct in order for them to carry out their campaigns in a very peaceful manner.

Mr Jalasi was speaking during a post-nomination briefing for candidates, monitors, observers and the media for the forth coming parliamentary by election held in the IFAD hall in Solwezi yesterday.

Commissioner Jalasi said there is need to lift political campaigns to a higher level where name calling and politics of personalities will be a thing of the past.

He said candidates should base their campaigns on real issues that face the electorate in their day to day lives rather than castigating each other.

The Commissioner advised all political players to resolve conflicts through established channels and not resort to violence as this violates the code of conduct.

Mr Jalasi said the commission is hopeful that all stakeholders will play their respective roles in the forth coming by election in order for it to be conducted in a credible manner.

Speaking at the same briefing ECZ Public relations manager Cris Akufuna advised the media not be used as campaign tools by political parties but execute their duties professionally and in accordance to their roles provided for in the electoral code of conduct.

Mr Akufuna said the media should exercise professionalism in their duty and provide balanced and fair coverage to all political players.Violence rocked Solwezi , yesterday, between the ruling MMD cadres and UPND /PF cadres who gathered Kyawama Market fro a rally after filing nominations papers in the Soplwezi Central parliamentary by-elections scheduled for November 19, 2009, left vacant following the death of Local government and Housing minister Ben Tetamashimba.

The ruling MMD is fielding Albert Chifita, while UPND/PF pact are fielding Laston Lumba, Forum for Democratic Alternative are fielding Muhammed Kalela.

Inhumane Kalomo investors warned

THE district administration in Kalomo has warned foreign investors in the area to stop using racial remarks and exercising inhuman treatment to their Zambian workers or risk being sent back to their countries of origin.

Acting District Commissioner, Justus Phiri, issued the warning yesterday when a number of workers from Estate Bird Farm stormed his office seeking protection for what they called inhuman and victimization by the farm proprietor.

The workers alleged that the named white farm proprietor of South African origin has directed that no relatives of workers should come into the farm compound and while workers’ children should leave the compound when they become two years old.

Female workers have also been directed not to have their babies behind their backs when working in the farm orchard.

The same proprietor of Dentro Game Ranch, Balla – Balla Safaris in Namwala district, early this month is reported to have forced his way into a house of his male game scout in his ranch at night while the worker was sleeping with his wife.

The proprietor allegedly beat up the worker for what he claimed non adherence to company procedures and forced the couple to flee naked into the wilderness infested with wild animals.

The acting DC, who summoned the proprietor, Dene Bird, warned that abuse of workers, racial remarks and victimization would not be tolerated.

Mr Phiri urged the investor, who later apologized for his conduct, to follow disciplinary labour laws when dealing with erring workers other than inflicting inhuman treatment on them.

Mr Phiri also urged investors to respect the Zambian culture of having extended families, saying chasing away workers’ grown up children and their relatives from one’s farmland was abrogating the Zambian family way of living.

Health sector’s performance is below par – Simbao

Health Minister, Kapembwa Simbao, says the Zambian public health sector is operating at far less than the required human resource capacity, resulting in a vicious cycle of over-worked staff and under served patients.

Speaking during the 7th Registered Nurses’ Graduation Ceremony for the Livingstone School of Nursing, Mr Simbao said government was aware of the shortfall of health workers in the country and conversant with the negative effects of such a shortfall on service delivery.

Mr Simbao said government shall take health human resource development and citizens’ health security as centre stage as it pursues national development.

The minister said government is firmly and steadily implementing the human resource for Health Strategic Plan which he said was road map for the resolution of the human resources crisis.

“Cognizant of these human challenges that the country is facing, we are now firmly and steadily implementing the HRH, which is out chosen and informed roadmap for the resolution of the human resources crisis that we are bedeviled with,” he said.

Mr Simbao said that with the help of cooperating partners, government has put in place measures that would ensure that the country gradually meets the human resources needs by training, recruiting and retaining more staff to the health sector.

The minister urged graduating students to be compassionate and diligent in their execution of duties and to put up an exemplary attitude.

Mr Simbao further urged the graduating students to grab every opportunity to learn more things in order to be abreast with emerging diseases and to ensure optimal care provision on their part and to stay clear of HIV and AIDS that he said had remained a major local, regional and global health challenge.

And Acting Medical Superintendent, Dr Namani Monze, has commended government and cooperating partners for improving hospital infrastructure at the institution.

Dr Monze said the hospital has a fully functional eye department, out patient and operating theatre, adding that plans are under way to have an optical workshop within the eye unit.

He noted that the pediatric and adult medical blocks have been constructed.

However, Dr Monze said the staffing levels for specialized doctors like ear, nose and throat and physicians need to be improved upon if quality health service was to be delivered.

Meanwhile, Livingstone General Principal Tutor, Likando Likando, says there had been an improvement in the performance of students from 88 per cent last year to 93 per cent this year in the pass rate.

However, Mr Likando observed that lack of staff accommodation, modern library and lecture theatre were some of the challenges for the institution.

Mr Likando added that reduced and erratic funding which lead to delayed and non implementation of student activities were additional challenges.

Government says it is in a process of launching and implementing the code of ethics for public service workers aimed at improving their service delivery to the public.

Secretary to the cabinet, Joshua Kanganja, says the code of ethics will create a public service that will enhence values and provide guidelines on the standards of accountable behavior required for public service employees.

Speaking when he officially launched the Payroll Management and Establishment Control (PMEC) Luapula Office in Mansa today, Dr Kanganja said there is need for public service workers to be responsible and accountable to the public in the way they execute their duties.

Dr Kanganja noted that this is because civil servants have an important role to play in the development process of the country through quality service delivery.

He added that with total commitment, public service employees could assist government in achieving the set targets of developmental goals such as the Fifth National Development Plan (FNDP) and the Vision 2030.

He explained that the realization of the set developmental goals will require efficient and effective public service participation, hence the need for workers to be proactive.

“You should be aware that the vision for our country to become a middle class income status by the year 2030 demands purposeful, efficient and effective action on the part of the public service”, he Said.

Dr Kanganja further pointed out that there is also need for workers to adopt a positive mind set and apply themselves to the different tasks that they are expected to do in a transparent and accountable manner.

“As public workers there is need for a major paradigm shift in the manner you conduct yourselves, as employees, institutions engage in culture of excellence, accountability and transparency in your service delivery”, he added.

Meanwhile, Dr Kanganja said it is for this reason that government will also use the PMEC system to establish a sustainable process and systems that will ensure effective monitoring of the government employment act.

He further expressed optimism that the establishment of the PMEC office in the province will go a long way in the enhancement of accountability and ownership in the execution and administration of the payroll system in the area.

Earlier, Public Service Management Division (PSMD) Permanent Secretary, George Kawatu, said the establishment of the PMEC payroll system in all provincial centers will help government reduce costs of sending financial officers to Lusaka to retire their input.

Mr Kawatu also disclosed that this is because about 140,000 government workers are on the PMEC database, adding that the system will assist in addressing some of the challenges that government faced in the establishment of an effective payroll management.

“The opening of provincial centers without external consultants means that the money is saved and is being redirected to other needy areas in the country, “he said.

And Luapula Province Permanent Secretary, Jazzman Chikwakwa, thanked government for opening PMEC offices in the province, adding that the move will contribute positively to the development of the area through an improved payroll management system.

Secretary to the Cabinet Joshua Kanganja says the decentralisation of the payroll management and establishment control (PMEC) system will help government to remove ghost workers from its payroll.

Dr Kanganja said today that the decentralisation of the PMEC system will make it possible for government to completely eliminate the problem of ghost workers.

He said PMEC will improve accuracy in the public service establishment, budgeting of salaries and wages while at the same time help detect and eliminate abuse.

He said government initiated the new payroll system after realising that the number of people being paid salaries was more than than the approved number of workers in the public service establishment.

“In most cases the numbers of those on the payroll were higher than those appearing in approved establishment registers,” he said.

Dr Kanganja was speaking in Mansa today when he launched Luapula province PMEC office, installed with automated equipment to facilitate the new payroll system.
He further said that the decentralised payroll system will reduce the costs of payroll management as accountants will no longer have to travel to Lusaka every month for salary inputs.

He said addressing the ghost workers problem and cutting down input costs will in the long run prevent budget overruns that could have resulted from Personal Emoluments expenditure incurred by government.

“Government is using PMEC system to establish a sustainable process and systems that will support effective monitoring of government employment policy, prevent budget overruns in personal emoluments expenditure, improve accuracy of the establishment, help detect and eliminate payroll abuse,” he said.

And Dr Kanganja has advised provincial administration controlling officers against abusing the decentralised payroll management and establishment control system.

He said permanent secretaries and other departmental heads should also ensure that only those employed by government are on the payroll, adding that stringent measures are in place to punish those who will attempt to abuse the new system.

The Luapula province PMEC system is the last of the eight decentralised systems that have been launched across the country.

CEG welcomes Taskforce disbandment

Centre for Elections and Governance (CEG) Zambia has welcomed the disbandment of the Task Force on Corruption charging that it has failed to deliver to public expectations.

CEG Trustee Gershom Musonda says Government’s decision to dissolve the Task Force on Corruption is long overdue as the institution has not performed to public expectations despite it being funded heavily.

Mr Musonda said in a statement made available to ZANIS today that that the creation of the Task Force was a duplication of work done by other wings such as the Anti-Corruption Commission (ACC).

He said that the dissolution of the Task Force should include transfer of files, property and funds to institutions that will carry on the work.

Mr Musonda said that the ACC does not need additional lawyers from the defunct Task Force to prosecute cases successfully as the country will continue losing public funds when key sectors of the economy like health institutions need money.

He urged the ACC to rise to the occasion and show its relevance by fighting all forms of financial scams recently reported at the Ministry of Health, Evelyn Home College and other public institutions.

Mr Musonda said his organization salutes government for taking this decision to disband the Task force on corruption at the right time to save public resources.

He however appealed to donors to exercise patience with the ACC and give it time to do its work as it takes on additional responsibilities emanating from the dissolution of the Task Force.
