Serenje residents demand extension of mobile N.R.C exercise

Luombwa ward residents in Serenje District
have called for the extension of the National mobile Registration
Card (N.R.C) exercise.

Concerned residents told ZANIS, that there is need for the extension of
of the exercise as most people do not have access to transport to
travel to the registration center at Katonga in the neighbouring Lulimala
ward.

The mobile NRC issuing exercise has since inception been done at Katonga
in Lulimala ward on the other side of Luombwa River.

Villagers in Reuben Muntanga and Kamaka areas in Luombwa ward are
forced to walk to katonga for issuance of NRCs.

They said it would be unfair if the mobile N.R.C team left for another area before
attending to them as this was their only chance for those
that had attained the age of 16 years and those that lost the
cards.

District Commissioner Stanley Chibwana when contacted, assured villagers
in the area not to panic as the NRC mobile team was ready to attend to them.

Mr. Chibwana said the mobile team leader had assured him that even
if the team at Kotanga moved to another area, it would still get back to continue the exercise
in the said ward.

Meanwhile, people of Chipyapya fishing camp along Lulimala river near
Mukuku bridge, in Serenje, did not take advantage of the mobile
registration to obtain NRC when the mobile team was at Gibson basic
school.

The reports say a lot of them remained in the fishing camp busy
catching fish while only a few returned to obtain the cards.

Another by- election victory for PF/UPND pact

THE PF/UPND pact has won the Kauba ward by-election in Pemba constituency of Choma district.
This is according to election results released to ZANIS in Choma early today by district electoral officer Enock Kandingwa.

Mr Kandingwa who is also Choma town clerk said the PF/UPND candidate, Hudson Bbole polled 945 votes against the MMD’s Hosea Mwana who only managed 308 votes.

He said there were 15 rejected votes. Voting in the Kauba ward by election took place yesterday, November 19.

The seat fell vacant after area UPND councillor Harry Hamuntanga resigned to take up the appointment of local court presiding justice in Chief Moyo’s area.

Luapula has signs of oil- Mines Dep. Minister

Mines and Minerals Development, Deputy Minister, Boniface Nkhata, says studies conducted by the Geological Survey Department in 2007 have indicated some positive signs of oil deposits in Luapula Province.

Mr. Nkhata told Parliamernt yesterday that the districts identified as showing signs of oil deposits include Samfya, Kawambwa, and Kaputa.
He said government will soon advertise for bids during the next bidding period that should be closed by mid 2010.

Mr. Nkhata was responding to Chifunabuli Member of Parliament (MP) Ernest Mwansa who wanted to know the progress made in the oil prospecting exercise in Luapula Province.
Mr Mwansa also wanted to know the number of the districts that are earmarked for oil prospecting.

Meanwhile, Mr. Nkhata said Nchanga Smelter lost US$ 25 million after it was gutted by fire in April 2009.
He said US$ 20 million was from production losses while the remainder was used to repair the smelter which was damaged by some molten materials.

He has however disclosed that management at the company has since put up strict measures to avoid the occurrence of a similar incident in future.
The Deputy Minster was responding to a question from Kanchibiya MP Davis Mwango who wanted to know the total financial loss Nchanga smelter incurred in 2008 following its closure after being gutted.

I’m not fighting Litunga, says Aka

SPECIAL assistant to the President for political affairs, Akashambatwa Mbikusita-Lewanika has said that he is not fighting the Litunga of the Barotse Royal Establishment (BRE) or blaming him for the alleged weakening of the MMD in Western Province.

Mr Mbikusita-Lewanika said in response to a Press query yesterday that he did not as alleged in the Post newspapers of November 18, 2009 speak against the Litunga and his leadership and that no one mentioned the name of the Litunga in the MMD meeting that was held on November 15 this year at Andrews Motel in Lusaka.

He said he did not, during the meeting, bring any person, name, title or authority of the Head of Barotse into disputable or contentious issues or any other traditional leadership during the meeting.

“To do otherwise is a taboo. I would not do it, even to save my life. Only an ill socialised and traditionally uncultured person can do that,” the statement reads in part.

Mr Mbikusita-Lewanika also said the meeting was not dominated by issues pertaining to one person or one part of the country and that the issues that were raised that related to the former Western Province chairperson Simasiku Namakando were the most marginal and least consequential.

He said the views that he expressed on the matter were not the ones that were ascribed to him in the Post newspaper.

He said of late, accusations bent on alienating him from the Barotse and Zambian leadership even those to divide his family had been based on inaccuracies and falsehoods.

“In decent times of fair and just media and decent honest politics, this statement would not be necessary, even in self defence. In the past, I have often not responded to outrageous accusations. I had hoped that the knowledge of, and respect for our customs and traditions would prevent such falsehoods being taken seriously. But these are not decent times,” Mr Mbikusita-Lewanika said.

He said people that fear him would continue attempting to assassinate him politically or otherwise.

He said the meeting referred to in the article was convened as a private party conversation facility by the MMD through the treasurer, Suresh Desai.

Mr Mbikusita-Lewanika said he did not officiate the meeting as alleged because he was not an office holder in the party.
He said there was no opinion or decision of the meeting that was made through him.

The Post newspapers of November 18 this year carried a story that said that Mr Lewanika officiated an MMD meeting that blamed the Litunga and Mr Namakando for the party’s recent fall out in Western Province.

PF/UPND Pact scoops Solwezi central seat

The UPND/PF pact has scooped the highly contested parliamentary by-election in Solwezi in Noth-Western Province.

Official results from the Electoral commission of Zambia (ECZ) indicate that the PF/UPND Pact has beaten the ruling Movement for Multi-party Democracy (MMD) in its strong hold giving another upper hand to the pact that scooped the Kasama central seat last month.

PF/UPND Pact Candidate Watson Lumba got 5669 MMD ‘s candidate Albert Chifita got 4457 FDA’s Muhammad Kalela 189, and Thomas Kafula who stood as independent managed to get 51 votes.

On Thursday Vice President George Kunda said the MMD was confident of retaining the Solwezi central constituency parliamentary seat.

Mr Kunda said the MMD has done its best and accomplished its mission of convincing the electorates in Solwezi central constituency to vote for Albert Chifita as he was the only credible candidate who had a heart to save them.

The Solwezi central seat fell vacant following the death of the Member of Parliament Ben Tetamashimba who was also the Local Government and Housing Minister.

Political analyast says the Solwezi Central by-election was being used to determine the strength of the UPND/PF Pact in its readiness for the presidential and parliamentraly elections in 2011.

LCC budgets K 3 billion for Kulima tower shelter

The Lusaka City Council has disclosed that they have budgeted for K 3 billion towards the construction of a shelter at the Kulima Tower bus station.

LCC Public Relations Officer Henry Kapata confirmed the development to in an interview with ZANIS in Lusaka today.

He said that the council will strictly follow tender procedures in awarding a contract to a deserving bidder.

Mr. Kapata said everything is on course to start works at the bus station despite several anomalies that had occurred but the situation is now back to normal

He said the council wants to give chance to as many people as possible to tender their bid so that no one is left out.

The Public Relations Officer said the council will soon place an advert in the newspapers.

He said construction works are expected to start immediately after a successful bidder is chosen through a tender procedure.

He said the council is aware of the difficulties the commuters face and has assured them that the construction works will be completed by December this year.

Bus drivers and commuters have over the years lamented over the lack of shelter at Kulima Tower Bus Station which made it difficult to go about their business especially during the rainy season.

Mansa Officials differ on enforcement of statutes

Luapula province local government officer Alfred Nyambose and Mansa Municipal council town clerk Bwanga Kapumpa on Tuesday openly differed over the enforcement of the bus station and market boards Act of 2007.

This was during a two-day sensitisation workshop on decentralisation for seven local authorities in Luapula province that closed yesterday.

The two local government officials argued over the law after it was learnt that Mansa Municipal council has not formed the market and bus station boards as provided by the local government Act.

It was also learnt that the council had also continued to use associations not prescribed by the law as its agent for revenue collection at markets and bus stations.

The town clerk, Mr Kapumpa, said the market and bus station Act was a very bad law and Mansa municipal council had found it difficult to enforce it.

He alleged that the formulation of the law was just intended to outlaw Zambia National Marketeers Association (ZANAMA) with a view of removing Elvis Nkandu from Chisokone market in Kitwe.

He said this is why the law says that no any other association is supposed to operate in markets and instead the market boards were prescribed by the Act.

However, he said such laws that are known as the law of the mischief are bad and cannot be easily enforced as it is the case with market and bus station boards Act.

Mr Kapumpa said Mansa municipal council found it very difficult not to work with ZANAMA because it is an association that draws its membership from among the marketeers.

“In law there is what is called mischief law. This is just intended to deal with certain characters just as is the case of the Market and Bus station Act. It was meant to get rid of Elvis Nkandu from Chisokone market, but councils have failed to enforce it,” Mr Kapumpa said.

He said the council was even using ZANAMA to collect its levies, and had signed a memorandum of understanding that allows the association to retain 60 percent of the revenue for market development projects.

However, the PLGO, Mr Nyambose said the use of unauthorised associations to collect levy was wrong.

He directed all local authorities in the province to follow the Market and Bus stations Act and enforce it forthwith.

Private sector critical – Musokotwane

Government says the private sector plays a critical role in realizing the transformation of this country into a medium income economy.

Finance and National Planning Minister Dr. Situmbeko Musokotwane said the private sector is critical in ensuring that government’s plans of citizen’s economic empowerment are realized.

Dr. Musokotwane was speaking in Lusaka today at the signing of Lunsemfwa Hydro Power Company Limited (LHPC) US $ 7 Million Bond Redemption ceremony at intercontinental hotel.

He said government expects the private sector to have a long term strategic perceptive in the development of their enterprises in order to develop the Zambian economy.

Dr. Musokotwane said the resources in the custody of Zambian institutional investors are local resources which must be utilized for the development of the country.

Dr.Musokotwane, also said government will in the next few weeks advertise ten projects to be run under the Private Public Partnership Agreement.

Dr. Musokotwane says the projects will include development of shopping malls and banking facilitities at four border points.

They will also include the development of a 70 kilometer road linking Lusaka to Chirundu through Leopards Hill Road.

And LHPC General Manager Katai Kachesa said they managed this bond to the best of their ability and to the satisfaction of the bond holders.

Mr. Kachesa urged other Zambian companies needing capital never to fail to honor their obligations because that is the only way to establish partnerships with lenders.

LHPC was incorporated from the privatization of ZCCM, Kabwe Division power stations, Mulungushi and Lunsemfwa, at privatization the total installed capacity was 38 mega watts.

K 3.6 Billion spent on new sanitary facilities in Kitwe

Nkana Water and Sewarage Company ( NWSCO )has spent over K3.6 Billion on the rehabilitation and construction of new sanitary facilities in Kitwe ‘s Wusakile Mine Township.

Nkana Water and Sewerage Company acting managing Director Kenneth Chense said the Company had secured a loan from the Africa Development Bank (ADB) to redesign the over loaded sewerage system and undertake other projects aimed at improving sanitation and hygiene in the City.

Speaking during commemorations to mark World Toilet day at Kitwe’s Kaunda Square today Mr. Chense said the Company was working on projects with special emphasis on promotion of improved sanitation and hygiene education particularly at household and community level.

He said the Company has constructed 18 toilets and installed sewage pipe network in Wusakioe bringing the total number to 846 at total cost of K3.6 Billion.

He added that there was need to celebrate November 19, which was toilet day to raise awareness about the need for good sanitation and practices world wide.

And speaking earlier at the same function Kitwe Mayor Councilor Steven Chipungu commended Nkana Water and Sewerage Company for its efforts in trying to improve the state of toilets in the City.

He said lack of access to clean water and decent sanitary facilities threatens the development and social well-being of any community.

He further said the City of Kitwe was currently faced with a major developmental challenge of proper access to appropriate and acceptable and affordable excreta disposal facilities.

The Mayor at the same function commended the Copper belt Energy Corporation for donating six dust bins to the Local Authority to enhance hygiene in the city.

Zambia’s growing population outpaces social services

Government says the increase in population has caused an in increase in demand for goods and services.

Minister of Tourism, Environment and Natural Resources Catherine Namugala says the current demographic and socio-economic development situation of Zambia reveals that there are a number of population concerns that need attention.

Ms. Namugala said government has recognized that distribution, structure, growth rate and demographic processes of the fertility, mortality and migration affect and are in turn affected by development.

She said this during the launch of the 2009 state of the world population report in Lusaka today.

She added that climate change is one of emerging challenges to the potential of the population to contribute to accelerated development and attaining good standard of living and quality of life.

And speaking earlier, United Nations Population Fund (UNFPA) Country Representative Duah Owusu-Sarfo says climate change threatens to deepen poverty levels and increase the suffering of already burdened and vulnerable groups of women and children.

Mr. Owusu-Sarfo said the impact of climate change reveals that men and women are affected differently and that women are most vulnerable to the suffering brought about by climate change.

He added that this is because in many countries women make up a larger share of the agricultural workforce and tend to have fewer access to income.

Kapiri accident victims stable – Samakau

The condition of two survivors from
yesterday’s road traffic accident in Kapiri Mposhi and admitted to Mine hospital in
Kabwe has been described as stable.

And Central Province Permanent Secretary Denny Lumbama today took off
some time from his official duties to visit funeral houses of the
deceased two United Church of Zambia (UCZ) clergymen.

Mine hospital administrator Misheck Samakau told ZANIS at the hospital
that the condition of Mrs. Mary Mutale 60 and Mrs. Christine Chanda 50
who were involved in an accident in which four people died after the
vehicles their collided, was stable.

Mr. Samakau said Mrs. Mutale and Mrs. Chanda who sustained fractured
legs respectively were admitted to the hospital yesterday.

And speaking from her hospital bed, Mrs. Mutale complained of painful ribs
and the fractured right leg while Mrs. Chanda also complained of pain
in the fractured leg.

Meanwhile burial of the two deceased UCZ clergymen who died in a road traffic
accident at Mubalashi in Kapiri Mposhi has been set for Saturday, 21
November 2009.

Rev. Laston Chisanga of Kabwe told ZANIS that burial of the late Rev.
Patrice Simumba 39 and Bishop Petheus Siame 40, would take place this
Saturday.

And Permanent secretary Denny Lumbama visited the funeral house of the
late Bishop Siame at house number three (3) Chishimba falls avenue and
All Saints where mourners for the late Rev. Simumba have gathered.

The two clergymen died on the spot when their vehicle collided with a land cruiser, which was coming from Nakonde in which two people including the driver also died.

Govt to scale up Social cash transfer

Government says it will scale up the Social Cash Transfer Scheme (SCTS) next year as the review of the scheme shows that it is an effective instrument in fighting poverty among the poor and incapacitated households.

Community Development Deputy Minister Friday Malwa said the scheme which started as a pilot has provided strong evidence about the feasibility of implementing such a programme on a large scale.

Mr. Malwa said the Ministry has taken bold steps in combating poverty and vulnerability and has been implementing the SCTS in Kazungula, Kalomo, monze, Katete and Chipata.

He was speaking at the launch of the HelpAge International report on the Katete Social Cash Transfer Scheme in Lusaka today.

Speaking at the same event, Senior Citizens Association of Zambia (SCAZ) Representative Mwiche Siwale said the Association is grateful to government for establishing Social Cash Transfer in five Districts of the country to reduce starvation and extreme poverty in most destitute and incapacitated households.

Mr. Siwale said the pilot has made significant difference in peoples lives and are achieving many impacts.

And Help Age International Africa Regional Development Centre Representative, Nesta Hatendi said HelpAge will continue to focus on issues of access to appropriate and quality health services for older people and their families.

Ms. Hatend said HAI’s anticipates a much larger presence of its network in both West and Southern Africa over the next three years especially through developing stronger linkages with ECOWAS and SADC.

Zambia records about 6.1% GDP growth- Musokotwane

Government says it has recorded a Gross Domestic Product (GDP) growth of about 6.1 percent out of the targeted 7 percent per annum.

Finance and National Planning Minister Situmbeko Musokotwane said the development is one of the highest the country has ever recorded since independence.

Dr Musokotwane said the increased GDP has since contributed to the country’s social, economic and infrastructure development.

He however noted that the reduction in maternal mortality rate is likely going to make it possible for the nation to attain the Millennium Development Goal (MDG) five of reducing MMR to 162 per 100,000 live births by 2015.

The minister disclosed the developments in Lusaka today during the Mid Term Review of the Fifth National Development Plan (FNDP) 2006-2010.

Mr. Musokotwane also disclosed that the 2007 Zambia Demographic and Health Survey indicates a reduction in HIV and AIDS prevalence rate of 14 percent for adults aged between 15-49 years, from 16 percent in 2001 and 2002.

He also observed that malaria prevalence levels have slightly reduced from 373 per 1000 population in 2002 to 358 per 1000 population in 2007 and are expected to drop further due to governments programs in the fight against malaria.

Meanwhile the Minister has expressed sadness on the continued poverty levels in the country.

He said a recorded reduction of 80 percent to 64 percent is not good for the nation adding that government is working towards creating an enabling environment for investments to help create more jobs and increase revenues in an effort to reducing poverty.

Kalulushi MMD condemns Sata

Kalulushi MMD District Vice Chairman Andrew Nawa says the continued attacks of the Chief Justice Ernest Sakala by Patriotic Front ( PF ) leader Michael Sata is uncalled for.

Mr Nawa told ZANIS in Kalulushi, today, that the attacks on the Chief Justice were meant to turnish the image of the judiciary and that of the chief justice.

He said the Chief Justice is simply applying his wisdom and the the trust vested in him by the Zambian people.

Mr. Nawa said Zambian would not stand by watching greed and selfish people harass the Constitutional office bearers to their advantage either individually or severally.

“However, Mr. Sata has got better ideas of how the office of the Chief justice should be run, then he must wait until he is appointed to the same office, as for now it’s Chief Justice Ernest Sakala,” said Mr. Nawa.

Mr. Nawa disclosed that if Sata was being informed by his Defence and security agents that there was something sinister about the way the Chief Justice Sakala was handling the Regina Chiluba’s appeal, then he should have addressed his concerns using other arms of the law.

PF President Michael Sata last week said that Chief Justice Ernest Sakala was protecting plunderers through his directive that all high profile criminal appeal cases involving people accused of plunder and corruption be heard by a panel of three judges and that he was being selective in his work.

Barclays staff clean cancer ward and donate K8m

Barclays Bank Zambia today donated assorted items worth K 8 million to Breakthrough Trust Cancer ward at the University Teaching Hospital (UTH) in Lusaka. The Bank’s staff present at the donation also took time to clean the ward, B21.

Speaking in an interview with ZANIS, the Bank’s Managing Director Zafar Masud said the donation was made because of the Hospital’s committed fight against cancer.

Mr. Masud added that the donation is also part of his bank’s policy of giving back to the community. He said Barclays Bank would continue giving back to the community and that the community plays an important role in the Bank’s operations.

And Breakthrough Trust Cancer Hospital Publicity Secretary Amy Sikazwe thanked Barclays Bank Zambia for the gesture.
