Rupiah Banda launches MMD Kasama Central by-election campaign

President Banda has urged Movement for Multiparty Democracy (MMD) officials in Kasama, to start selling the ruling party’s Manifesto in readiness for the Kasama Central by-election.

Mr. Banda has also announced the commencement of the maize buying programme thought out the country.

Speaking on his arrival at Kasama airport today, on his two-day working visit, Mr. Banda said people of Kasama and MMD members should start a door-door campaign to sale the ruling party’s manifestos.

He said MMD cadres and members should start working towards selling the party to the people in the area so that the ruling party can scope the Kasama Central seat.

“You should not wait to have a motor vehicle. National Executive Committee (NEC) will soon mobilize funds to get campaigns materials for the elections,” he said.[quote]

The Kasama Parliamentary seat fall vacant after Patriotic Front (PF) Member of Parliament Saviour Chishimba resigned from the party.

And speaking earlier MMD National Chairman Michael Mabenga said the MMD was the only Democratic Party that listens.

Mr. Mabenga said democracy was all about listening to what people want adding it was for this reason that the National Convection has been put on hold.

He added that just like the NEC had earlier on listened to calls for President Banda to be the sole candidate for the 2011 elections, NEC would similarly listen to calls for the ruling party not to go a head to hold the National Convention.

This was after MMD Provincial chairperson Grievers Sikasote said the ruling party in the province was not for the idea of holding the national convention.

Mr. Sikasote said the MMD in the province will petition the NEC to postpone the convention.

He said  Provincial MMD committees in Southern and Central provinces has shared similar concerns.

He said by postponing the convention, the party will have more money for the campaigns in readiness for the 2011 general elections..

Meanwhile, President Banda has directed Agriculture and Co-operatives Minister Brian Chituwo to ensure that his ministry puts measures in place so that all the maize is bought from farmers throughout the country.

Mr. Banda said it was disheartening to note that unscrupulous business Men and Women had continued to exploit the farmers by buying their hard earned crops cheaply.

He urged farmers to take advantage of government’s move to start buying maize and be able to prepare themselves for the next planting season.

Mr. Banda took cognizance of the people of Northern Province saying they not only play leading role politically but were also active players in the country’s economy.

He said most of them were engaged in various Professions such as Teaching, Nursing, Agriculture and economics in most parts of the country.

The President is on a two days working visit to the Northern Province .

Solwezi man gets 20 years for defiling step daughter

A Solwezi high court has sentenced a 38 year old man to 20 years imprisonment with hard labour for defiling his step daughter aged less than 16 years,contrary to section 138 (1) Cap. 87 of the Laws of Zambia.

Before Kitwe based Judge in-charge Mrs. Justice Royda Kaoma was Paul Samangolwa of Sikambotwe village in Mufumbwe district in North-western Province who was committed to the high court by Mufumbwe subordinate court.

Particulars of the offence are that Simangolwa on 25th February 2009 had carnal knowledge of his step daughter under the age of 16 years.
Simangolwa lured the minor to his bedroom where he defiled her when his wife was away in the hospital.

In passing judgment, Justice Kaoma said defilement case carries a statutory sentence of minimum 15 years imprisonment.
She said the accused was the child’s guardian and took advantage of the child when his wife was in the hospital.

Mrs. Justice Kaoma stated that defilement warrants the court to pass a sentence more than the minimum sentence of 15 years as to deter would be offenders.

She said the court would not deal leniently with offenders even if they are first offenders hence his 20 years imprisonment with hard labour.

In mitigation, Samangolwa who was represented by a defense counsel from the legal aid Board said he was a first offender and that he was a married man with a wife.

Govt distributes hearses

Government has finally handed over the 100 hearses to all the local authorities in the country.

Acting Local Government and Housing Minister, Bradford Machila handed over the 100 hearses to the local authorities at a ceremony in Lusaka today.

Mr. Machila said the councils would be charging a minimal fee of not more than K300, 000 for the usage of the hearses which would go towards maintenance of the vehicles.

“There will be a cost in administering of these vehicles as such it is prudent to attach a minimal fee to the usage of these hearses. I therefore direct that the councils not charge more than K300, 000 per service” he said.

Mr. Machila also said the hearses will remain the property of the state and urged the councils to take good care of them.
He warned that any misuse of the hearses would result in government repossessing them and giving to deserving councils.

Mr. Machila said government had insured all the 100 hearses with the Zambia State Insurance Corporation (ZSIC) at a total cost of K744, 600 million.

And speaking on behalf of the other councils, Kitwe Town Clerk Ali Simwinga said the hearses would now help people in the country bury their loved ones in a dignified manner.

He has however said the minimal fee the council would be charging for people to access the hearses would help to buy fuel and maintain the vehicles.

Mr. Simwinga said the fee should not be understood as a way to disadvantage the people but that it would help the vehicles be in good condition all the time.

“People should not view the minimal charge as something the council is doing to disadvantage them but this will help us the councils to service the vehicles, maintenance and also to buy fuel,” he said.

Lusaka, Livingstone, Kitwe and Ndola City Councils have been given four hearses each while, Municipal Councils have received two each and all District Councils have received one each.

Sports Council Expects Faz Report in 4 Days

The National Sports Council of Zambia (NSCZ) has said it is due to receive a report from Faz on the London debacle in the next four days of their 10-day ultimatum.

NCSZ chairman Chifumu Banda said at a press briefing today, Friday the sports watchdog had officially written to Faz on Thursday, August 20 and receipt of the letter confirmed on the same date by Football House.

Sports minister Kenneth Chipungu last week gave Faz a 10-day ultimatum to submit an official report on Zambia’s trip to London where they traveled with a 10-man squad to face Ghana in a friendly on August 12.

“The National Sports Council of Zambia (NSCZ) general secretary has written to FAZ requesting them to prepare a report which should guide the NSCZ in preparing a detailed report for onward submission to the ministry of sport, Banda said.

The briefing comes just 24 hours after Faz boss Kalusha Bwalya said Football House had done everything in its powers to insure the Ghana friendly went without a hitch but fail short of a full apology .

“We have thoroughly gone through the processes and circumstances leading up to the game in London and have unanimously concluded that no individual was at fault and that no effort was spared by the secretariat and team management in rounding up the players,” Kalusha told a press briefing at Football House on Thursday.

Zambia Voluntary Soccer Fans Association (ZAVOSOFA) says the Football Association of Zambia (FAZ) is to blame for Zambia’s 4-1 loss to Ghana in a friendly played in London.

ZAVOSOFA Patron, Pastor Peter Makembo says FAZ should desist from issuing statements that will disturb the morale of the nation but instead put things in order in preparation for the game against Algeria.

Pastor Makembo further said FAZ should apologize to the fans and the republican President Rupiah Banda who was in the fore front organizing finances for FAZ for the London trip to be a success.

He told ZANIS in an interview in Lusaka today that FAZ should concentrate on building the team’s spirit in readiness for the match against Algeria next month adding that pointing fingers will not yield any results.

Pastor Makembo said the fans have not lost hope as the game against Algeria is a must win.[quote]

Meanwhile, Association of National Team Supporters (ANTS) has since asked FAZ president Kalusha Bwalya to step down.

ANTS Secretary General Bob Kayukwa said Bwalya should resign on moral grounds because he has practically failed to run the affairs of football as FAZ President.

Kayukwa accused Bwalya of taking advantage of soccer fans in the country adding that there are a lot of other soccer legends in the country that can run the affairs of soccer when given an opportunity.

Last week, Zambia was forced to field an under strength team against the Ghanaian’s strong side following FAZ’s failure to secure visas for ten foreign based players.

Yesterday,  FAZ president Kalusha Bwalya said no individual was at fault in Chipolopolo’s embarrassing outing to London for an international friendly against Ghana on August 12.

“We have thoroughly gone through the processes and circumstances leading up to the game in London and have unanimously concluded that no individual was at fault and that no effort was spared by the secretariat and team management in rounding up the players,” he said.

Bwalya said everything possible to meet the expectations of the Zambian people in the London game were done.

“We tried everything humanly possible to meet the expectations of our people by fielding a formidable side and this is evidenced in the official team list we sent to the organisers in London,” he said.

President Rupiah Banda says he has not yet considered restoring  the immunity of second republican president Dr. Frederick Chiluba.

Mr Banda was speaking to Journalists in Lusaka today shortly before departure for Kasama in Northern Province for a two-day working visit.

He said Dr. Chiluba is free to seek legal redress just like any other person.

The President said he respects the judiciary, parliament and the executive because the separation of powers makes government and Zambia, a peaceful nation.

“I very much respect the judiciary, parliament and the executive because the separation of powers makes government and Zambia a peaceful nation,” President Banda said.

Ndola High Court Registrar Jones Chinyama acquitted Dr. Chiluba on August 17, 2009 on all counts of embezzling public funds amounting to US$500,000.

And, Vice President, George Kunda said the Director of Public Prosecutions (DPP) will make a decision on whether or not to appeal against Dr. Chiluba’s immunity request.[quote]

Meanwhile President Banda has said he has no intentions of relieving Local Government and Housing Minister Benny Tetamashimba of his duties.

Mr Banda said he is receiving reports that Mr Tetamashimba, who is also MMD Spokesperson, should be maintained because the people of Zambia still need his services.

He urged Zambians to continue praying for the Minister’s quick recovery.

The President was seen off at the Airport by Vice President George Kunda, Cabinet Ministers, Permanent Secretaries, Defense Chiefs, senior MMD party officials and patriotic Zambians.

The President is expected to return to Lusaka soon after completing his official programme in that province.

MPs Kambwili and Kachimba reconcile

Luanshya Member of Parliament Simon Kachimba and Opposition Patriotic Front Roan Member of Parliament Chishimba Kambwili have reconciled following a meeting the duo had in the District Administrator’s office.

Mr. Kachimba told ZANIS that he had forgiven his Roan counterpart over the disparaging remarks the latter made about him that he was dull because he hailed from North-Western province.

Mr. Kachimba further appealed to the Lunda people who sued Kambwili in the luanshya magistrate court to withdraw the matter as a gesture of reconciliation.

He said the two Mps agreed to start a new chapter and work together in order to develop Luanshya town as opposed to antagonizing each other.

Mr. Kambwili also said it was true the two had reconciled and pledged to work for the development of the people of Luanshya.

He said the two Members of Parliament were national leaders who were supposed to show exemplary integrity in society, adding that in-fighting would not take them anywhere.

Mr. Kambwili further said he hugged with Mr. Kachimba in the presence of the District Commissioner George Kapu and that the two committed themselves to keep consulting each other on how to develop the town of Launshya. developmental issues.

Mr. Kambwill was recently arrested and charged with conduct likely to cause breach of peace when he raised a Patriotic Front symbol to a peaceful crowd of the Lunda Cultural Association who gathered at Civic Centre where they read a petition to President Rupiah Banda over Kambwili’s remarks against Kachimba and the people of North-western province.

Mr. Kambwili denied the charge and has been appearing in court over the same case.

100,000 OVCs in Kitwe live in abject poverty – Mtine

Kitwe District Commissioner MacDonald Mtine says about 100,000 Orphans and Vulnerable Children (OVC) in Kitwe are currently living in abject poverty.

Speaking at the Children in Need (CINDI) partners stakeholders meeting at Mpelembe Secondary School today, Mr. Mtine said there was urgent need for international and Local partners to assist the organization in addressing the plight of OVC’s in the city.

Mr. Mtine said government was faced with various economic and social problems hence making it impossible to provide for OVC’s in an effective manner.

He added that CINDI Kitwe has made its mark in supporting orphans and vulnerable children by encouraging active community participation in addressing the problem in a holistic manner.

He said there was need for various institutions to come up with ways through which resources could be realized to address problems that have beset the orphans in Kitwe.

And CINDI Executive Director George Chiyeke said his organization would not go on relaying on donor support to address the plight of OVC’s.
Mr. Chiyeke said there was need to design a mechanism to encourage local intervations.

Chief Government Spokesperson Ronnie Shikapwasha has challenged Catholic Diocese of Ndola Treasurer- General Augustine Mwewa to produce evidence that President Banda was involved in the judgment in which Dr Chiluba was acquitted of corruption charges.

He said this in an interview in Lusaka yesterday in response to claims from some sections of the public that the acquittal of Dr Chiluba was political.

Father Mwewa was quoted in The Post newspaper of yesterday as saying that President Banda was insulting Zambians by thanking them for having accepted Dr Chiluba’s acquittal when he had a big influence on the court’s judgement.

Lieutenant-General Shikapwasha said it is sad that a man of God had resorted to lying on the matter, adding that President Banda has nothing to do with the acquittal of Dr Chiluba.

“Whatever decisions the courts make, the President does not have any influence and so it is only necessary for Fr Mwewa to show his integrity as a man of God by showing evidence to all the Zambians on how the Head of State got involved in the judgement.[quote]

“Rather, it is Fr Mwewa who is lying on the matter, and this is not good for a man of God. Maybe people misinterpreted the President’s remarks when he said it was good that the case had finally ended because, like many other Zambians, he felt that the case had dragged on for seven years. It was good that the judgment had finally been made,” he said.

Lt-Gen Shikapwasha, who is Minister of Information and Broadcasting Services, said Zambians should speak with facts, adding that this is the only way the country can move forward and develop.

He said people should believe and move with the truth all the time as opposed to commenting on anything which comes their way.

Lt-Gen Shikapwasha advised all Zambians to read and study the judgment made by the court in Dr Chiluba’s case and desist from making unsupported statements against President Banda.

And MMD youths on the Copperbelt have condemned Fr Mwewa for insinuating that President Banda had influence on the outcome of former President Frederick Chiluba’s corruption case.

MMD provincial youth chairman Evans Chibanda said in a statement issued in Ndola yesterday that there is need for men of God to respect the court’s decision involving Dr Chiluba’s corruption cases.

“As MMD youths, we want to condemn Father Mwewa, he must learn to respect the verdict of the courts because this country is governed by law. It is such men of God that want to portray a bad picture about the President unnecessarily,” Mr Chibanda said.

He said Fr Mwewa’s comments should not be entertained because they are aimed at inciting Zambians to rise against the court judgment.

Mr Chibanda said youths on the Copperbelt will not entertain such comments from the clergy who are supposed to promote peace and reconciliation in the country.

He said Zambians have accepted the verdict in Dr Chiluba’s case and that it was up to the government to appeal against the decision of the court or not.

“Our worry is that even young priests are issuing political statements instead of promoting peace and unity in the country. Let them desist from issuing such comments because the judiciary is an independent organ of Government which should be respected,” Mr Chibanda said.

MMD cadre jailed for 2 years with simple labour for manslaughter

THE Chipata High Court on Wednesday sentenced an MMD party official to two years in prison with simple labour for causing the death of a Patriotic Front (PF) cadre.

The accused, who is MMD Luangeni constituency youth chairperson, pushed the PF cadre out of a moving truck during last year’s presidential by-election campaign trail.

Appearing before High Court Judge, Philip Musonda was Allan Tonga, 37, a peasant farmer of Masiwa Village in Chief Saili’s area in Chipata District who was charged with one count of murder.

The case was later reduced to manslaughter by the court after the prosecution team applied for an amendment to change the charge to manslaughter.

Facts before the court were that the accused on October 29 during the presidential by-election campaign caused the death of a PF cadre, Chindao Msoni.[quote]

The court heard that the accused pushed Mr Msoni from a moving canter truck, registration number ABG 7344, which was going to Luangeni constituency.

One witness, Whyson Msoni who was on the truck narrated how his brother picked up a quarrel with the accused and how he was pushed out of the moving truck.

He told the court that the fight ensued between the two when the deceased had chanted a PF slogan in the midst of the MMD cadres who were on the truck.

The PF slogan angered the accused who threw Mr Msoni off the moving vehicle.

The deceased’s trousers belt got hooked into the truck and was consequently pulled by the truck for some metres.

The witness told the court that the people on the vehicle shouted to the driver to stop the vehicle but the accused ordered the driver to continue driving.

The deceased who sustained serious multiple injuries and bruises later fell off to the ground after the belt of his trousers that was hooked to the vehicle got cut.

He was picked by another car which was coming behind and was rushed to Mwami Mission Hospital where he died a few days later.

In mitigation, the accused who had pleaded guilty to the charge of manslaughter said he was a first offender and was remorseful for the act.

The accused’s lawyer, Stambridge Chilambo said his client was an HIV/AIDS patient and was taking care of 13 children.

He pleaded with the court to exercise leniency when giving out the sentence.
Mr Justice Musonda said he had taken into consideration what the accused had said in mitigation.

However, Mr Justice Musonda said Zambia was a peaceful and democratic country and everyone had the right to support the party of his choice.

“You should thank the learned counsel who has mitigated for you so well. Initially, I wanted to send you to 10 years in prison with hard labour in order to send a message that I do not condone political hooliganism, but because of your HIV/AIDS status and other factors raised in the mitigation, you cannot get a better sentence than this,” he said.

He said the two-year sentence was in effect from the day he was put in remand.

Indo Bank donates to first lady

Indo Zambia Bank has donated assorted items worth forty million Kwacha to first lady, Thandiwe Banda towards her charity works.

Indo Zambia Bank Managing Director, Satish Shukla says it is important for corporate organizations to support government’s efforts in mitigating the suffering of the vulnerable and less privileged in society.

Mr Shukla said the suffering of orphans and vulnerable children in rural areas is as a result of malnourishment adding that efforts such as Mrs Banda’s charity deserve support and encouragement.

He said, during the donation at State House, that Indo Zambia Bank is delighted to be associated with her charity works.

And receiving the donation, Mrs Banda said she is aware that the global economy is going through a difficult period and that the crunch has severely affected the performance of many companies.

She said despite the difficulties that the country is going through, Indo Zambia Bank has continued to render support to disadvantaged people.

The items donated include two hundred blankets, fifty mattresses and fifty bed sheets.
The first lady expressed gratitude to the bank for its continued support towards her charity work.

Mrs Banda appealed to corporate organizations to emulate Indo Zambia Bank in assisting the less privileged in the country.

MMD Deputy National Chairman Kabinga Pande says President Rupiah Banda is on the right track in implementing the legacy of the late President Levy Mwanawasa.

Mr. Pande challenged the opposition to exhibit maturity and show leadership in their utterances.
He says the UPND/PF pact leaders are the ones inciting the Zambian people to turn against the government of the day.

Mr. Pande was speaking in an interview with ZANIS in Kasempa yesterday during the memorial of the late President Mwanawasa.

Mr. Pande, who is also Kasempa Member of Parliament (MP) and Foreign Affairs Minister said the pact is headed for doom and that the ruling party is not threatened by the formation of the Pact.

He said while government is concentrating on developing the country through various projects, the PF/UPND pact leaders;
Mr.Michael Sata and Mr. Hakainde Hichilema were busy criticizing government and the leadership of President Rupiah Banda.

Mr. Pande said Mr. Banda has keenly followed the legacy of the late president such as the fight against corruption and the strengthening of the governance system.

He said President Banda had implemented several development projects in North Western Province.
He cited some of the projects as the rehabilitation of roads, opening up of Lumwana mine and attracting more investors to invest in the province.

FRA buys only 13,000 out of 46,000 bags of maize in Kafue

The Ministry of Agriculture and Cooperatives in Kafue district says only 13,000 bags of maize have been purchased from farmers in the area out of the allocated figure of 46,000 to be bought by the Food Reserve Agency(FRA).

Kafue District Agriculture Coordinator John Hikanyemu has however expressed worry at the delay by the FRA to pay for the maize on time as indicated at the start of the exercise.

He says the delay in paying for the maize by FRA is discouraging farmers from bringing maize to the agency.

Mr. Hikanyemu said today in Kafue during a stakeholders meeting held in the office of the District Commissioner that the district has been subdivided into two zones namely Kafue and Lusaka west zones.

He said the five cooperatives sheds have been identified in Kafue whilst three are in Lusaka west.

Mr. Hikanyemu told the meeting which was also attended by District Commissioner Winford Ngoma that there was need for FRA to work out a fast paying mechanism unlike what was happening now.

He said whilst the district may have other buyers of the commodity, many farmers were more comfortable with government.

Meanwhile the Ministry of Agriculture says 10,500 small scale farmers are expected to benefit under this year’s fertilizer Support Programme.

He said the criteria of selecting beneficiaries will be done through respective agriculture block offices.

Mr. Hikanyemu said the process of scrutinizing cooperatives in the district has started so that no fake groups benefited from the programme.

Meanwhile, .Omnia Zambia Limited has started delivering farming inputs for the 2009/2010 farming season in Kafue district.

A check by ZANIS at the Omnia shed in Kafue today found trucks offloading 50kg bags of urea fertilizer.

Depot Manager Jones Musanya told ZANIS in an interview that the company has been assigned to deliver 814 metric tonnes of top dressing fertilizer and another 814 metric tonnes of basal dressing to Kafue district under this year’s fertilizer support programme.

He said the company is also to deliver 8,140 by 10 kg bags of seed to the district.

Mr. Musanya disclosed that a total of 8,790 bags of urea have since been delivered to the warehouse in readiness for this year’s farming season.

He was optimistic that the company would complete the exercise of delivering inputs to the warehouse in the next two months.

Mr. Musanya however expressed worry that the distribution of D compound fertilizer may be delayed because Nitrogen Chemicals of Zambia has not yet started production of the fertilizer.

He said at the moment the company was only stocking up top dressing fertilizer and had been told to wait for the D compound which is expected to come from NCZ.

Split of Agriculture Ministry worries-Principals of Agricultural colleges

Principals of Agricultural Colleges have expressed worry that the split of the Ministry of Agriculture in two ministries leaves them in a quandary as they do not know where they would belong and report to.

Speaking on behalf of others Mazabuka’ Zambia Institute of Animal Health (ZIAH) Principal Mabvuto Banda said todate no official communication has been made to inform them where the colleges would fall under following the split of the ministry.

Dr. Banda said this development has left colleges in a state of uncertainty adding that there is urgent need for the government to give guidance to all agriculture colleges.

Some Principles also started that the structure under which the colleges are operating does not exist adding that there is need for government to put place a deliberate policy that would formalise tha latter.

Deputy Minister in the ministry of Livestock Development and Fisheries, Albert Mulonga however could give a definite answer but assured the staff not to panic because government is seriously addressing the matter.

” Government is aware of the problem and is seriously looking at ways of addressing the problem,” said Mulonga.

Mr. Mulonga explained that at district level, respective districts would be headed by district veterinary officers while at the Province, Provincial Veterinary Officers will be in charge.

He said the split of the ministry will improve efficiency especially in the fight against livestock diseases.
