UNZA lecturers call-off strike

UNIVERSITY of Zambia Lecturers and Researchers Union (UNZALARU) members have resolved to resume work on Monday after a three-week go-slow.

UNZALARU General Secretary Fenson Mwape said his members have called off the strike in the interest of the students and the nation.
This is according to a statement issued in Lusaka yesterday.

“In the best interest of the students and the nation at large, the strike has been called off and all academic staff will resume academic activities on Monday the 20th of July 2009,” Dr Mwape said.

He said union members held a meeting yesterday at which they agreed to forgo the proposed three per cent salary increase that UNZA management and council offered them.

Dr Mwape said the UNZA council can use the proposed three per cent salary increase to purchase books for the library at the university.

“Members of the University of Zambia Lecturers and Researchers’ Union met today, the 17th of July of 2009 to review the state of affairs at the University. In view of the meeting, they resolved that as a matter of principle, they do not want the three per cent salary increment management and council have offered. The money meant to cover this increase can be used to buy books for the university library,” he said.

Dr Mwape said UNZALARU has maintained its call for the council and management at UNZA to resign and that they are requesting the Minister of Education Dora Siliya to dissolve the council in the event that it does not step down.

He said his members have given Government up to the end of this semester to address all their concerns.
Dr Mwape said it is UNZALARU’s expectation that authorities of the University will take their gesture of goodwill seriously.

He said his union is grateful to the University of Zambia Students Union (UNZASU) for its patience and support during the strike.

“The Union wishes to thank the leadership and the general membership of the University of Zambia Students Union and all other well-wishers for their patience and support during the industrial action,” Dr Mwape said.

And UNZASU president Duncan Nyirongo has thanked UNZALARU for calling off the strike.

“We want to sincerely thank the leadership and general membership of UNZALARU for calling off their strike despite their appeal not having being heeded,” Mr Nyirongo said.

He commended the lecturers’ union for forgoing the proposed three per cent salary increase so that money can go towards the buying of books for the university library.

Mr Nyirongo also thanked students at the university for having been calm during the go-slow.

Accountants urged to help govt stop abuse of public funds

Copperbelt University (CBU) Vice Chancellor Mutale Musonda has urged graduating accountants to desist from any professional misconduct that paints a negative picture of the profession.

Speaking when he officiated at the 2nd graduation ceremony of the Zambia Institute of Chartered Accountants (ZICA) in Lusaka today, Professor Musonda called on the 1550 graduands to be concerned about the persistent media reports of alleged abuse of public funds in government ministries and departments.

He said the Auditor General’s office has consistently reported about the misapplication and misappropriation of public funds.

“I appeal to you to desist from any form of professional misconduct, as I am reliably informed that the Accountants Act No. 13 of 2008 has given more powers to the Disciplinary Committee of ZICA to reprimand erring Accountants,” he said.

Prof Musonda told the graduands that people were expecting to see the change they would bring to the accounting profession and to what extent they would make a difference.

“In life one is not too small to make a difference. May I also add that the process of change begins with one individual and I am challenging each one of you to be that one individual,” he said.

He advised them to endeavor to uphold high professional conduct as they enter the profession, so that they do not disappoint the people who had invested in their professional education by engaging in unprofessional conduct.

Prof Musonda also said the current depressed employment market will provide an opportunity for ZICA to entrench innovation and creativity in its design, packaging and delivery of the Technician, Licentiate and Professional Accountant curricula.

The Vice Chancellor said curriculum, as a tool in the transmission of knowledge and skills in any given area of study, needs to be responsive to the dictates of the labour market.
He said it was the desire of the nation to see ZICA produce job creators in addition to the job seekers.

Prof Musonda further called on the graduands to keep themselves abreast of professional developments as they have the responsibility to give up to date and relevant advise which is also in line with the generally accepted accounting principles to their non-financial employers.

Prof Musonda further challenged them to make use of relevant reading materials so that they apply themselves rigorously in order to guarantee their professional advancement and excellence.

And speaking earlier, ZICA President Chintu Mulendema said there is need for the country to employ qualified accountants to manage public funds in government and other grant aided institutions.

Mr. Mulendema said the Accountant Act of 2009 is clear on the need for employing qualified accountants and the illegality of holding out as an accountant when not registered with the act.

He further commended government on its decision to change the budget cycle. He hoped that the change would now enable departments of government and quasi-government organizations fully utilize the funds for the whole 12 months.

“Failure to spend money for three months each year, demand that such funds should be sent back to the treasury. These are funds which should have been used to implement various government programmes such as infrastructure development”, he said.

President Rupiah Banda has today sworn in newly appointed Deputy Minister for Community Development Moses Muteteka and new Principal Private secretary at State House, Edwin Mwanza, who takes over from Austin Sichinga.

Dr. Sichinga has been elevated to the position of chief of staff at State House.

President Banda expressed confidence in Mr. Muteteka and Mr. Mwanza, describing them as hardworking citizens.
He said Mr. Muteteka would greatly assist government to improve people’s welfare in the country.

Mr. Banda noted that Mr. Muteteka, who is also Chisamba member of parliament has always been hard working in his constituency and therefore, he had no doubt that he would do his best at the Ministry of Community Development.

And President Banda has described Mr. Mwanza as a dedicated, honest, hard working and efficient civil servant.
He expressed confidence in Mr. Mwanza’s appointment who he said worked diligently.

Before his appointment as Principal Private secretary, Mr. Mwanza was Director of State Functions at Cabinet Office.

ECZ certifies four candidates for Chitambo by-election

The ruling Movement for Multiparty Democracy (MMD), the Patriotic Front (PF), the Forum for Democracy and Development (FDD) and the United National Independence Party (UNIP) candidates have been validly nominated following the lodging in of nominations for the parliamentary by-election in Chitambo Constituency.

Electoral Commission of Zambia (ECZ) Public Relations Manager, Cris Akufuna confirmed this to ZANIS in Lusaka today.

Solomon Musonda will stand on the MMD ticket and Chanda Mutale will contest for the seat on the PF ticket.

FDD would be represented by Evans Chola, while UNIP is fielding Timothy Kapolo.

Mr. Akufuna also announced valid candidates for some ward by-elections which include Zambezi ward in Kabwe where MMD, UNIP and PF candidates have successfully filed in their candidature.

The Zambezi ward race is between Julius Musongo of the MMD, PF’s Donald Mulunda and Christopher Lutanda of UNIP.

high-courtA retired judge says the attacks on individual judges by government officials are undermining the integrity of the judicial system in the country.

Judge Noah Kabamba said the continued attacks might bring about disrespect for the law, which will result into anarchy in the country.

He told ZANIS in an interview in Lusaka today that legal practitioners should show respect to decisions made by the judges, adding that they should not be making unnecessary comments which were influenced by their personal feelings.

Judge Kabamba added that government officials should also stop to publicly challenge decisions of the court.

On the other hand, Judge Kabamba advised the government officials to desist from praising individual judges following certain judgments.

He has since appealed to the people in government to take the lead in restoring the faith of the Zambian people in the judicial system.

Sikaneta receives cold shoulder in Chama

Sports Permanent Secretary, Susan Sikaneta, was yesterday

shocked to find the district administration in Chama deserted by 12:00 hours.

Ms Sikaneta, who is in the area on a familiarization tour of youth activities under her ministry, arrived at the District Commissioner’s Office but there was no one to receive her.

The tentative programme for the PS was put at 14:00 hours in the afternoon but Ms Sikaneta, who arrived at 12:00 hours, was only received by an unidentified officer from the office of the president.

The PS went to pay a courtesy call on area DC, Peter Nyirenda who was not around at the office.

The officer explained to the visiting PS and said the DC, Peter Nyirenda was committed to some other duty while the District Administrative Officer (DAO), Geoffrey Chirwa, had gone home to have an early lunch before the visiting Sports PS arrived.[quote]

Ms Sikaneta wondered how government hours could be wasted in that manner when civil servants are supposed to remain committed to duty.

“I am very disappointed with the Chama District Administration. I am a senior government official who is supposed to be given maximum courtesy and respect but there is no one to receive me. Instead, these civil servants have deserted the office to pursue their personnel errands on pretext that there have gone for lunch. They knew of my coming in Chama and they decided to stay away,” Ms Sikaneta lamented.

Soon afterwards, the PS proceeded to inspect Chama Youth Resource Training Centre (YRTCs) that is near completion in the district.

At this point the DAO, Mr Chirwa, accompanied by his team ,the Council sercretary Newtone Nyirenda and other district government heads of departments, apologized to the PS, saying she was being awaited at 14:00 hours and not 12:00 hours.

Ms Sikaneta expressed happiness that Chama youths would soon start benefit from government programmes.

She said government is committed to implementing programmes for the young people not only in Eastern Province but the country as a whole through the establishment of Youth Resource Training Centres.

She said her ministry, that is mandated to rehabilitate and improve the welfare of youths, is working closely with donors, including UNPFA and UNCIEF, in ensuring that young people fully benefit from government programmes.

The PS was accompanied to Eastern Province by two directors, Collins Mulonda, who is in-charge of Youth department, and John Zulu who is in-charge of Child development.

Others included Eastern Province Youth Development Co-ordinator, David Musonda, and officials from the province under Ministry of Sport, Youth and Child Development.

Government to consider increasing funding to ZNBC and ZANIS

Government says it is aware of the various operational problems that both the Zambia News and Information Services (ZANIS) and Zambia National Broadcasting Corporation (ZNBC) are facing.

Information and Broadcasting Services Minister, Ronnie Shikapwasha says it is for this reason that government will consider increasing funding to the two institutions so that they operate effectively.

Lt Gen. Shikapwasha who is also chief government spokesperson, said this after touring Joy Fm radio, Times of Zambia and ZANIS premises yesterday.

He said that he was impressed with the equipment at ZANIS and government will look into possibilities of assisting the institution as is the trend with other countries where government news agencies are funded.

Lt Gen. Shikapwasha however said the equipment should be taken care of by the employees adding that they should not misuse it.

Earlier,ZANIS Director Gilbert Maimbo said the institution is facing a lot of operational challenges in executing its mandate.

Mr. Maimbo said the development has made it difficult for the institution to propagate government’s programmes and policies.
He has since appealed to government to assist the institution with resources in order for it to operate effectively.

Sport, Youth and Child Development Permanent Secretary Susan Sikaneta has sternly warned civil servants in Chama District of Eastern Province against absconding from work, reporting late for duty and knocking off early.

Ms. Sikaneta says those tendencies are against general orders which regulate the civil service.

She was speaking in Chama yesterday when she visited the Chama District Administration block where she was shocked to discover that by 12:00 hours most public service workers had abandoned their offices.

Mrs. Sikaneta arrived at the District Commissioner’s office at 12:00 hours but there was no one on hand to receive her as the office was deserted.

A lone unidentified officer who was found at the Boma, explained to Ms. Sikaneta that the District Commissioner Peter Nyirenda was not present because he was attending to other official duties.

The unidentified officer further said District Administrative Officer (DAO) Geoffrey Chirwa had gone home to have an early lunch.

The visibly annoyed Ms. Sikaneta wondered why working hours were being wasted when government was in a hurry to develop the country.

“I’m very disappointed with the Chama District Administration as public service officers are stealing government’s time by pursuing personal errands,” she lamented.

Soon after, Ms. Sikaneta proceeded to inspect Chama Youth Resource Training Centre which is under construction.
She was impressed to see that the construction was near completion.
She said government was committed to implementing programmes that will benefit youths in Chama District and throughout the country.

The Permanent Secretary is in the area on a familiarization tour of projects under her ministry.

Michael Sata’s reasons for Impeaching President Rupiah Banda

satarallyPATRIOTIC Front (PF) president Michael Sata wants to have Zambian Republican President , Rupiah Banda, impeached and he claims that he has the numbers from the opposition parties, independents and the ruling MMD to execute the process successfully.  Mr Sata said President Banda has created several scandals since assuming office in November last year. Below are the four main  reasons advanced by Mr Sata as grounds for impeaching the president.

  1. President Banda has breached the Constitution by appointing corrupt people like Ms Dora Siliya and Mr Micheal Mabenga. Ms Siliya was found with a case to answer by the tribunal, but was later acquitted by the High Court when she sought judicial review of the tribunal findings. Mr Mabenga has a Supreme Court ruling against him. The Supreme Court established that he abused about K30 million Constituency Development Fund (CDF).
  2. President Banda, through his government, wants to introduce a bill in Parliament to amend the Zambia Tanzania Pipeline Act to provide immunity from execution of judgments against the assets of the Tanzania Mafuta Pipeline Limited as well as provide for matters connected with or incidental to the foregoing.
  3. President Banda, through his government, wants to run away from paying the US$100 million dollars debt owed to ABSA of South Africa. On 29th June, South Africa’s Absa Group Limited , a subsidiary of Barclays Bank PLC sued Zambia for breach of contract involving more than US$74 million in the importation and refinery of feed stock.
  4. President Banda, through his government, wants to introduce two bills to create different salary structures for politicians and those for civil servants. The first bill is to empower the Minister responsible for finance to prescribe, by statutory instrument, the emoluments payable to the holder of the office of Vice-President, Speaker, Deputy Speaker, Cabinet Minister, Leader of the Opposition, Chief Whip, Deputy Chief Whip, Deputy Minister, Deputy Chairperson of Committees and Private Member of the National Assembly. The second is to make another salary structure aimed at making the minister of finance a paymaster for those in the Judiciary. This could compromise the Judiciary.

224 Katuba headmen want area MP Shikafuswa expelled from the MMD party

About 224 headmen from Katuba constituency have appealed to President Rupiah Banda and the Movement for Multi-party Democracy (MMD) to expel Katuba area member of parliament Jonas Shakafuswa from the party.

Speaking when presenting the appeal to MMD National Treasurer Jeff Kaande, the headmen’s representative Headman Chilwana charged that Katuba constituency has continued to lag behind in development because the area MP has failed to deliver on his election promises.

Headman Chilwana said there is nothing the area MP has done in Katuba constituency in terms of development.

Headman Chilwana said apart from not to bring development to the area, the MP had shown that he had no respect for elders as he was always in the habit of insulting the headmen.

“We the Headmen have discovered that the young man has no respect for elders. We don’t want him. We have rejected him. We don’t understand up to now why NEC decided to adopt him as the MMD candidate”, he said.

Headman Chilwana further charged that the people only voted for Shakafuswa because they did not want to disgrace late President Levy Mwanawasa who had asked the people of Katuba to vote for him.

He called on President Banda to visit Katuba constituency so he could hear for himself that the people no longer wanted Mr Shakafuswa as their area member of parliament.

Headman Chilwana said the headmen are calling for a by-election in Katuba by August so that their preferred candidate can be elected to lead them.

Speaking earlier, Headman Kapilamilanga said the headmen in Katuba constituency were ashamed of the conduct of Mr Shakafuswa.

He said the 224 headmen shall march to the MMD secretariant and state house with all their subjects if the MMD does not heed their call to expel Mr Shakafuswa from the party.

He said the people of Katuba greatly need help from the party leadership as they have greatly suffered under the leadership of Mr Shakafuswa.

And responding to the petition, MMD Jeff Kaande said he had heard the appeal and will deliver it to the President to respond.

Mr Kaande urged the headmen to be patient and remain calm as the party would deal with the matter at an opportune time.

“When we seem not to take action on certain matters, it is not that we are weak or the President is weak but the MMD Government is a government of laws”, he said.

He explained that when the National Executive Committee (NAC) expelled Mr Shakafuswa from the party, he ran to the courts and filed an injunction restraining the party from expelling him.

Mr Kaande called on the headmen to wait until the court process takes place so that no one is held in contempt of court for disregarding the court process.

Impeachment statements from opposition alarming, CPD

The Centre for Policy Dialogue (CPD), has described the recent impeachment statements from opposition political parties as alarming and disturbing to the nation.

Centre Executive Director Neo Simutanyi has advised political leaders in the country to better means of solving their current political differences.

Speaking in an interview in Lusaka yesterday, Dr. Simutanyi said there are better ways that the parties could use and ensure that the political field is made stable rather than making sentiments that are likely to create confusion.

Dr. Simutanyi explained that despite the country’s constitution providing for presidential impeachment, there must be convincing reasons why such an action should be applied and that it should also be supported by the majority Members of Parliament (MPs).

He noted that the current debates are having a negative impact on the socio-economic development of the country as they are likely to divert the attention of politicians from more crucial developmental issues.

Dr. Simutanyi said, during parliamentary debates Members of Parliament should concentrate on debating on how best Zambians should speed-up the development of their country.

Dr. Simutanyi however said the re-appointment of Dora Siliya as Education Minster and Michael Mabenga as Lands Deputy Minister are some of the decisions that President Rupiah Banda should have made with caution.

And the Committee of Citizens (CC) has condemned the move to impeach the President, saying it is disturbing and shows lack of seriousness on the part of politicians.

Committee Executive Director Gregory Chifire said there is need for politicians to put the national interest first than their personal agenda.

Mr. Chifire charged that it is a waste of time and money on the part of politicians to start debating the impeachment of the President who has not committed any constitutional breach.

He expressed sadness that the constitution in its current form does not have provisions that should punish MPs who are abusing their parliamentary privileges to bring about anarchy and unrest in the country.

He advised the Patriotic Front (PF) and the United Party for National Development (UPND) pact to concentrate on solving their intra-party squabbles and divisions than creating confusion in the country.

The opposition PF is reported to have been calling for the impeachment of President Banda adding that he is a danger to the nation if allowed to continue with his tenure of office the move which has been condemned by Civil Society Groups in the country.

And The Movement for Multi party Democracy (MMD) has distanced itself from media reports quoting Patriotic Front leader ,Michael Sata, as having said that some parliamentarians from the party intends to impeach President Rupiah Banda.

He described PF/UPND pact leaders as unpatriotic Zambians whose political manoeuvers are aimed at swaying some MMD parliamentarians into their scheme.

Lt Gen, Shikapwasha further said the motion is baseless and bound to fail as Zambians need credible leaders to take the country to greater economic heights.

He has reiterated that President Banda has led the country in an exemplary manner, despite the economic crisis brought about the global economic depression.

He stressed that the opposition has no developmental agenda needed to stir the country out of the current problems hence hoping to gain political capital out of the ensued political instability.

Lt Gen, Shikapwasha observed that the opposition has no clear agenda and hope to the people on how they intend to govern the country.

Movement for Multi-party Democracy (MMD) National Secretary Katele Kalumba has directed all party leaders to desist from debating the 2011 Presidential and Convention elections for the sake of the party.

In a letter addressed to all National Executive Committee (NAC) and provincial leaders yesterday and copied to the party President and the party’s National Chairman, Dr Kalumba said the continuous debate within the ranks of the MMD leadership on the subject posed a great danger to the integrity and survival of the party.

The MMD National Secretary said it is unfortunate that the party leadership has continued debating the 2011 elections when it was barely nine months of President Banda’s mandate given to him through the MMD.

He has since advised all MMD party leaders curtail debating the 2011 elections and channel their energies toward helping Government to deliver on the challenges facing many people in the country.

“President Banda’s mandate given to him through the MMD is barely nine months. It is imperative that MMD’s energy be focused in helping Government deliver on the challenges facing our fellow citizens”, he said.

He said the party will have greater opportunity at some opportune time next year to allow NEC to signal debates regarding the 2011 elections.

He said it is wrong for the party leadership to continue debating the issue when the President expressed his disquiet regarding the 2011 election debate during his last Press Conference.

Dr. Kalumba warned party leaders that shall fail to abide by his directive that they shall attract the sanctions of his office.

Zesco United begin their historic campaign in the lucrative stage of the Caf African Champions League on Saturday when they host Kano Pillars of Nigeria in both sides opening Group A match.

Both clubs will be making their debut in the group stage of the tournament and each is hoping to making a great impression on match-day one when they clash at Konkola Stadium in Chililabombwe.

Moreover, Zesco and Pillars are both unbeaten  since they began their Caf African Champions League campaigns in preliminary and first round engagements respectively.

Coach Fighton Simukonda’s team are unbeaten at home where they have won in all their last three games played in this years competition.

Meanwhile, they face Pillars who are on a trailblazing run in the Caf African Champions League campaign in their debut appearance in continental club competition.

Pillars have shown they are the team to watch in this years competition especially after causing seismic waves in the pre-group stage when they eliminated defending champions and record 6-time African club champions Al Ahly of Egypt.

Pillars knocked out Al Ahly 3-3 on aggregate to reach the group stage on the away goals rule.

However, Pillars have yet to win a single match in the Caf African Champions League with four draws since entering the competition in March when they disposed of AS Douanes of Senegal also on away goals rule.

They drew 1-1 away in Dakar and 0-0 at home in Nigeria and know they must improve although coach Ivo Sahj is confident his side can pick up their first Caf African Champions League win this weekend.

“The players know the importance of this game. So they are prepared for it,” Sahj said.

No MMD MP wants to impeach President Rupiah Banda, Teta

Local Government Minster Ben Tetamashimba has said President Rupiah Banda is not a danger to the nation and refuted the statement made by Patriotic Front [PF] President Michael Sata that some MMD members of parliament want to impeach the Republican President.

Mr. Tetamashimba said nobody in the MMD party wants to impeach President Banda, adding that there is no division in party. He was speaking in Lusaka today.

The minister challenged the PF leader to mention the names of the people who he claims want to impeach President Banda and also to table the motion to parliament and give reasons for the impeachment of the President.

Mr. Tentamashimba said Mr. Sata is not credible enough to think that President Banda has committed an offence and needs to be impeached.

Meanwhile, Mr. Tentmashimba has said Government will continue to purse all those who stole in president Chiluba‘s government, the late president Mwanawasa’s and president Banda’s government.

He said anybody who does not agree with these investigations should be thought to be a thief with no morals, adding that all the malpractices in the previous governments will be pursed.

Mr. Sata was quoted in the local media as having said that some members of parliament from the MMD want President Rupiah Banda to be impeached because he is a danger to the nation if allowed to continue in office for three years.
