PF-UPND pact defers RB impeachment motion

OPPOSITION Patriotic Front (PF) president Michael Sata says the PF-United Party for National Development members of Parliament will not move the planned impeachment motion against President Banda in this sitting of Parliament, citing lack of time.

The MPs of the PF-UPND pact were today expected to present the motion for impeachment of Mr Banda following the expiry of the 14-day notice given to Speaker of National Assembly, Amusaa Mwanamwambwa.

A law firm representing the pact, Wynter Kabimba and Company, wrote to the Speaker on July 21 giving notice to present a motion of impeachment after 14 days of receipt of the letter.

Mr Sata said in an interview in Lusaka yesterday that the PF-UPND are unable to present the motion because the house will be adjourning next week.

He said the motion will not be presented because the MPs will not have enough time to pursue it.

Mr Sata, however, claimed the pact has gathered enough support from the House to move the motion to impeach President Banda.

“Parliament will soon be rising (adjourning) hence we do not want to be caught up in that move. We won’t be able to present the motion now because we do not want the motion to be caught up in other business of the house.

“Let people not panic because we have the right number of members of Parliament to support the impeachment. It is just that the period left before the House adjourns in this sitting is inadequate,” Mr Sata said.

He said the pact will present the motion when Parliament is sitting for a longer period.

“We are definitely on track with the motion and it will only be presented when the house is sitting for a longer period because then we will have enough time to adequately pursue it,” Mr Sata said.[quote]

But Parliamentary Chief Whip Vernon Mwaanga said in a separate interview in Lusaka yesterday that the move by the pact to defer the impeachment motion to another sitting of Parliament is a clear indication that it has failed to raise the required MPs to support it.

Mr Mwaanga said the motion of impeachment was a non-starter and that the pact is hoping to gather more people to support the move before the next sitting of Parliament.

“This move by the pact is a nice way to say they have failed the intended motion and it is clear they (pact) do not have the right number of MPs to support the motion.

“ They should have known that moving an impeachment motion is not an easy thing and to talk of this proposed motion is meaningless because they do not have solid reasons to initiate such a move,” Mr Mwaanga said.

He said the pact should concentrate on issues that would help develop the nation as opposed to politicising everything being done by Government and coming up with fictitious impeachment ideas.

Mr Mwaanga said the pact has more serious things to worry about such as the Chitambo Parliamentary by-elections where it will suffer defeat.

“The problem we have is our politicians are now fond of politicising everything that Government does and as a result they have turned to bring up all sorts of issues such as impeachment which does not even carry weight.

“Let the pact concentrate on the campaigns in Chitambo because if they lose, which I expect to happen, the pact will fall off. Let them prove what the pact is made of instead of deceiving the nation.

The pact definitely does not have 53 MPs to sign the impeachment motion,” Mr Mwaanga said.

And Chief Government spokesperson Ronnie Shikapwasha has advised the PF-UPND pact to split because it is worthless.

Lieutenant-General Shikapwasha said the pact is wasting Zambians’ time because it has no clear vision on what it wants to achieve.

He said the two political parties will have a clear vision when they operate as individual parties and not as a pact.

Gen Shikapwasha, who is Minister of Information and Broadcasting Services, said in an interview yesterday from Serenje that the pact was a failure from the start on the impeachment proposal because it has no concrete reasons for trying to impeach President Banda.

“I said it from the start that this pact is going to fail because they have no ground to move the impeachment motion and actually even some of his (Mr Sata) members of Parliament are not in support of this motion because it is baseless.

“Even people in the Diaspora have strongly condemned this move and so the statement by the PF leader is an indication that they have failed to carry out the impeachment motion because they have no solid ground,” he said.

Lusaka man kills Chinese employer

A CHINESE national was yesterday killed when one of his employees struck him on the forehead with a pistol butt.

Police said the suspected killer, who used his employer’s pistol, was on the run and police were looking for him.

The Chinese, who owned a company located on Lumumba Road in Lusaka, was killed after a fracas with his employee over the salary increment.

Lusaka Province police chief, Greenwell Ng’uni said the employer, whom he just referred to as a foreign national, was killed at the company premises in the morning.

Mr Ng’uni said the alleged killer would soon be apprehended because the police managed to trace some of his workmates.

Sources said the worker wanted a salary increment but the Chinese man pulled his pistol with which he allegedly threatened to shoot the employee.

The worker, however, struggled and overpowered the Chinese and managed to get the gun from him.

The angry worker then hit the employer on his forehead, instantly killing him.

Shikapwasha advises journalists not to march to Statehouse

INFORMATION and Broadcasting Services Minister Ronnie, Shikapwasha has appealed to media bodies not to demonstrate against the harassment of journalists by MMD cadres, as some politicians may take advantage and disturb the country’s peace.

The spokesperson for the media bodies Henry Kabwe, however, said journalists would proceed with their plan to petition President Rupiah Banda and would ensure that peace was not disrupted.

Lieutenant-General Shikapwasha said in an interview in Lusaka yesterday that the harassment of journalists was receiving due attention by the president and his ministry.

He said the media bodies could only send their letter of petition to the president without necessarily demonstrating.

Last week, MMD cadres beat up Times of Zambia senior reporter, Anthony Mulowa, photojournalist Richard Mulonga and Chibaula Silwamba from The Post newspapers.

“It is not necessary to demonstrate because the president has already spoken on the matter and the speaker of the National Assembly has instructed that I, as minister responsible issues a ministerial statement,” Gen Shikapwasha said.

“If journalists demonstrate, politicians and other people with wrong agendas may take advantage and cause problems,” he said.

Gen Shikapwasha said as much as it was a constitutional right for media bodies to hold peaceful demonstrations, the Government felt that an amicable solution could be found through dialogue.

“The media institutions have the right to speak out on many issues but we have to work together and find solutions to all the problems,” Gen Shikapwasha said.

On Sunday, media bodies said that they would petition President Banda on the continuous harassment of journalists by MMD cadres.

The bodies included the Media Institute of Southern Africa Zambia chapter, Press Association of Zambia, Zambia Union of Journalists and the Press Freedom Committee of The Post.

The rest are the Zambia Media Women Association , Zambia Union of Broadcasters and other Information Disseminators, PANOS Zambia and the Zambia Community Media Forum.

The organisations said they would this Friday march to State House and petition the president and ensure that action is taken against perpetrators of violence.

FORMER president, Frederick Chiluba has warned young politicians who are insulting President Rupiah Banda that they are cursing themselves and risk ruining their political careers.

Dr Chiluba said in Kitwe that young people who were insulting President Banda were going against the teachings of the Bible on respecting old people and would reap what they were sowing.

Speaking on Sunday at Living Water Global Ministries Church in Kitwe, Dr Chiluba said those who were insulting people who were old enough to be their parents should not blame anybody for the bad luck that they could encounter in their lives.

He said the country would only receive God’s blessings if the people embraced dialogue and followed the teachings of God.

He said it was imperative that Zambians should embark on reconciliation for the country to continue receiving blessings from God.

“In the Bible, we are told to respect our parents. When we are told to respect our parents, it does not mean that only our biological fathers and mothers alone but all those who are old enough to be our father or mother.

“Those who are insulting President Banda are just cursing themselves because they are going against the teachings of the Bible, which talks about respecting our parents,” he said.

Dr Chiluba urged the Government to strengthen its relationship with Israel because it was a blessed country and Zambia stood to benefit a lot from the good relationship of the two countries.

He said when he became Republican president, he restored the relationship between Zambia and Israel because the Middle East country was a blessed state.[quote]

He said God had used him to restore Zambia’s relationship with Israel and it was imperative that the present Government strengthened the existing ties.

“I restored the relationship with Israel because I knew that Israel was a blessed nation. Just after restoring the relationship with Israel, the shortages of essential commodities like sugar, mealie meal and others came to an end,” he said.

Dr Chiluba said he was happy that people had appreciated his decision to sell houses to sitting tenants and that he did not regret having made such a decision.

He said he could not imagine what life would have been for retirees and retrenchees if he had listened to those who were against selling houses to sitting tenants.

“The mines were in Zambia and the people who were working in the mines that had produced the money to build the houses were Zambians and so, it was just fair that I sold them houses so that they could benefit,” he said.

Steven Mwakibinga said the sale of houses to sitting tenants and the coming up of many churches were some of the good things that Dr Chiluba did for the country.

Pastor Mwakibinga said it was good that following Dr Chiluba’s declaration of Zambia as a Christian nation, a lot of churches came up.

He said it was good that President Banda also wanted Zambia to remain as a Christian nation, and urged other Zambians to support the declaration of Zambia a Christian nation.

President Rupiah Banda says peace is a prerequisite condition for attracting investors into the country.

President Banda says foreign investment would only come into the country if stability is assured.

Mr. Banda was speaking today at a rally to drum up support for the Movement for Multiparty Democracy (MMD) candidate in the Chitambo Constituency parliamentary by-election Dr. Solomon Musonda at Chitambo Basic School.

President Banda said he would fight those trying to promote tribalism and divide the country.

He called upon all Zambians to have a clear vision and build a Zambia ideal for prosperity.[quote]

He pointed out that when investors come into the country this would translate into job creation.

Mr. Banda said those instigating actions that would result into the instability of the country were enemies of development.

He said government was focused and determined to encourage the setting up of manufacturing firms and would encourage the opening up of new mines in a bid to address the obtaining unemployment levels in the country.

Mr. Banda said it is therefore wrong for the some opposition leaders to say that government was not doing anything to move the nation forward.

He said the MMD was fielding Dr. Musonda in a bid to sustain development efforts in the area.

And speaking letter at Mukando Basic School, President Banda cautioned United Party for National Development leader Hakainde Hichilema against using insulting language towards him.

Mr. Banda said the UPND leader should not join in the cousinship exchange of words between him and Patriotic Front (PF) leader Michael Sata.

On the partial privatization of ZAMTEL, Mr. Banda said there was nothing irregular about the move to partially privatize the company.

He said the move was inevitable as the company was facing financial difficulties and needed to be recapitalized.

The ruling Movement for Multiparty Democracy (MMD), the Patriotic Front (PF) and United Party for National Development UPND pact, the Forum for Democracy and Development (FDD) and the United National Independence Party (UNIP) candidates are contesting the parliamentary by-election in Chitambo Constituency.

Dr. Solomon Musonda will stand on the MMD ticket and Chanda Mutale will contest for the seat on the PF ticket. FDD would be represented by Evans Chola, while UNIP is fielding Timothy Kapolo.

The Chitambo by-election which has been slated for August 13 was necessitated by the death of area member of parliament Nasim Hamir.

Former Kasama Central Constituency Member of Parliament Saviour  Chishimba says youths must take up leadership roles and contribute to national development.

Dr Chishimba made the pronouncements today during the official launch of the United Progressive People (UPP) party at Broadway Cinema Hall today.

He said currently the country lacks transformational leaders who need to spearhead developmental projects.

Dr Chishimba explained that the UPP had come with a gentle but revolutionary voice and that it would stand the test of time as it was founded on sound principles.

Speaking earlier, UPP Chairperson Mable Manda said the party would in the next three months hold a party convention where party leaders would be elected into office.

And party General Secretary Carolyn Nanyangwe said the people of Zambia had for the past 45 years yearned for a leadership that guaranteed justice and dignity for all.

TRANSPARENCY International Zambia (TIZ) has implored

the Government to evaluate the work of the Task Force on Corruption considering the huge amount of money that is paid to lawyers on the investigative wing.

TIZ president, Reuben Lifuka said in an interview in Lusaka that if an evaluation process was undertaken, the Government would draw up lessons on how best to set up the financial intelligence unit under the Anti-Corruption Commission (ACC).[quote]

Justice Deputy Minister, Todd Chilembo last week told Parliament that the Government had this year budgeted US$720,000 for legal fees for local lawyers on the task force.

“While we appreciate that fighting corruption is expensive, the results should justify these huge expenses. “We want to urge the Government to conduct a thorough evaluation of using a task force to investigate and prosecute high-profile corruption cases and use these lessons as it embarks upon setting up the serious frauds unit or the financial intelligence unit,” Mr Lifuka said.

He said the TIZ had for some time been concerned with the design of the task force and its subsequent operations especially in terms of securing the services of private legal practitioners.

He said one of the reasons advanced for setting up the task force was that experts from the different law enforcement agencies would be pooled together and, thus, ensure success in the investigation and prosecution of high-profile cases. “The engagement of private legal practitioners is a clear indication that the task force on its own lacks the necessary technical capacity. The payment of $700,000 each year would not be necessary if Government had concentrated on developing the institutional and technical capacity of the ACC.

“This is not to say we do not recognise some of the important successes scored by the task force, but we are convinced that it is an expensive undertaking,” Mr Lifuka said. He said part of the money being paid to private lawyers on the task force could have been used to strengthen the work of the ACC.

“The unfortunate part of this whole episode is that it is possible that despite Government spending such colossal sums on lawyers and other operational costs, little may come out of the several court cases,” Mr Lifuka said.

Luanshya mine investor cheers miners

The National Union for Miners and Allied Workers (NUMAW) has expressed happiness over the progress achieved at the former Luanshya Copper Mine by China Non-ferrous Metal Group Company Limited (CNMC).

NUMAW president Mundia Sikufele said the new investor is living up to its promises in the managing of the mine’s operations.

“Currently, they cannot do everything at once because they are experiencing teething problems,” he said.
Mr Sikufele said the number of employees that are being recalled keeps increasing.

He said this shows how committed the new investor is in bringing back to life the operations of the mine which was placed under care and maintenance in January this year.

Mr Sikufele is optimistic that once CNMC resumes operations at both Baluba and Muliashi, the number of employees would increase to 1,500 as projected by the investor.

And Zambia Chambers of Commerce and Industry chairman north Eddie Kapungulya said CNMC should be given time to meet its timetable.

Mr Kapungulya said it is difficult for any country to find an investor when the world is experiencing an economic recession.

He said CNMC should ensure that it gives business to local suppliers and contractors as opposed to outsourcing goods and manpower.

Mr Kapungulya said operations of the mine would increase economic activities in Luanshya and the country as a whole.

CNMC will spend US$60 million in rehabilitating the mine.

And CNMC has set August 9, 2009, as the date for resuming underground operations at Baluba Mine following the near completion of feasibility studies.
The company has since re-engaged 610 former miners and the number is expected to increase.

Meanwhile, Government has asked mining companies to put in place safety measures to avoid unnecessary loss of lives through accidents.

Ministry of Mines and Minerals Development Permanent Secretary Godfrey Beene said in Chingola that mine accidents can easily be avoided if mine owners put in place safety measures aimed at protecting the lives of their employees.

He said mining is hazardous and that protection of workers’ lives should always take centre stage.

Dr Beene said Government will not tolerate mining companies that overlook the importance of safeguarding the lives of their workers.

He was speaking in Chingola when he launched Konkola Copper Mines’ health and safety at work policy.

Dr Beene said the launch of the health and safety at work policy by KCM was a clear indication that the firm cares about the safety of its workers.

“I have noted with satisfaction that KCM is spending huge amounts of money on safety of its workers.

Having worked in the mining industry myself, I clearly know and understand why safety and health should be paramount to your company,” Dr Beene said.

He said Government will not tolerate mine companies that overlook the importance of safeguarding the safety of their workers.

And Dr Beene commended KCM for supplementing Government’s efforts in addressing problems faced by vulnerable children and people in various communities.

“I must also state that KCM has been contributing to the development of our country by supporting the HIV/AIDS campaign and malaria programmes in various communities,” Dr Beene said.

Speaking at the same function, KCM chief executive officer Kishore Kumar said productivity in the mining sector can only be achieved when workers operate in a conducive environment.

“We are not just here to make profit, but to see to it that the health and safety of our workers is ensured.

“I am proud to announce that despite the economic meltdown the country is facing, we did not get discouraged and now things have started getting better,” Mr Kumar said.

The New Generation Party (NGP) has urged Zambians to let

government decided on how best the privatization of ZAMTEL should be handled.

NGP President Humphrey Siulapwa says government has the mandate from the people to make decision on ZAMTEL.

Speaking at a press briefing in Lusaka today, Mr. Siulapwa said Zambians should not be defensive and confrontational on the issue of ZAMTEL.

Mr. Siulapwa said ZAMTEL has continued to make losses hence the need for the people to let government to privatize the firm.

The NGP President said the privatization of ZAMTEL was inevitable adding that what matters was how the privatization was going to be managed.

He said Zambians should offer alternative solutions on how best the government could handle the privatization of ZAMTEL.

Meanwhile, Mr. Siulapwa condemned the shooting and the use of live bullets on Copperbelt University students where Cornelius Mwape, a CBU student, was shot and wounded by police.

He said there was need for the Police Service to produce a comprehensive report on the matter.

Mr. Siulapwa said the Police officer involved in the shooting of Cornelius Mwape must be prosecuted.

And Mr. Siulapwa also condemned the violence on Journalists by some Movement for Multiparty Democracy (MMD) cadres.

He said violence against journalists by some MMD cadres was unfortunate.

Zambia’s August 12 friendly international against Ghana in London will be without players from Zesco United.

Zesco have reiterated their earlier statement that any call-ups from the defending league champions will not be released for any international engagements involving the national team this month.

The friendly, to be played in the London east-end at Brisbane Road, clashes on Zesco’s departure date  for Sudan for their Caf African champions League Group A match against hosts Al Hilal.

Zesco will face Al Hilal in Khartoum three days after the Zambia-Ghana friendly on August 15.

The Ndola club has said they will only release any call-up 5 days before Zambia’s  2010 World/African Cup Group C qualifier against Algeria to be played on September 6 in Algiers.

Man hangs himself after killing wife, baby and mother in law

A 39-Year-old man of Shinampamba Village in Luchena area of Chief Shezongo in Itezhi-tezhi District has committed suicide  after killing his wife, his  mother-in -law and his nine-month-old child.

Police and relatives to the assailant confirmed to ZANIS in Itezhi-tezhi over the weekend, that the incident happened on Friday around 18:00 hours.

Police said Albert Kabangu,39, killed his wife Nyambe Mary, 33, his mother in-law Annah Kabangu,57, and his nine month- old child following a failed reconciliation attempt with his wife.

Police said the assailant attempted to reconcile with his wife from whom he had been separated for over two weeks, but the wife vehemently refused resulting in a fierce fight between the two.

Osten Mangwato, a relative to the husband, said the mother-in-law tried to stop the fight but the son-in-law hit her with a hoe stick on the head and she died instantly.

Mangwato narrated that when the wife saw that her husband had become uncontrollable,  she attempted to run away but he caught up with her and repeatedly hit her with a hoe stick until she died.

Mangwato said the man then ran home and killed his nine month-old child and then hung himself.

All the bodies have been placed in the Itezhi-tezhi district hospital mortuary awaiting a postmortem.

Last month a man of Luubwe ward in Itezhi-tezhi disrict killed his wife and his eight month-old child after suspecting her of flirting with another man of the same area.

Zain Africa CEO Chris Gabriel stressing a point at the launch of Zambia’s first ever Pre-paid roaming service.

Zain Zambia announced the launch of its prepaid roaming, a service that gives customers the ability to automatically make and receive voice calls and SMS using their local Zain number when they have travelled out of the country.

Pre-paid roaming is yet another first from Zain, the largest mobile phone company in Zambia, renowned for its innovative products within the mobile industry.

Zain is also the only mobile phone company to offer BlackBerry business communication solution to the Zambian customers.

Announcing the launch in Lusaka on Friday, Zain Chief Executive Officer for Africa, Mr. Chris Gabriel, said, “this is innovation that I believe will have a positive dent on Zambian commerce”.

“This is the first time any mobile phone company is introducing pre-paid roaming service to customers in Zambia”, Mr. Gabriel said.

Pre-paid roaming will enable all customers on the pre-paid platform of the Zain network to enjoy roaming so they can stay in touch with their family and friends back home whenever they travel out of the country for work or pleasure.

“To start with, we are launching this pre-paid service with roaming partners in South Africa and the United Kingdom,” he added. In South Africa customers will roam on Cell C while in the UK on Vodafone.

Zain has promised to sign up a lot more roaming partners in key countries where Zambians frequently fly to.

Until now, only post-paid clients have been able to use roaming on their home Zain numbers each time they travel abroad.

“Effective today, any one of our pre-paid customers can roam away from home on their local numbers each time they travel to any of the two destinations mentioned above, the list will keep on growing as we add more and more destinations,” Mr. Gabriel said.

Zain has introduced the pre-paid roaming service in response to the demands of its customers and convinced that it will add value to the business environment in the country.

This is also another bid from us to continuously strive towards ensuring that we contribute to efforts aimed at creating a conducive business environment that will make Zambia a more attractive investment place, the company said in a statement.

For as long as pre-paid customers have their phones credited with sufficient talk time, they will be able to use their local number to call back home and or receive calls from friends and family.

He said prepaid customers have luxury to still top up their phones while away using various options including Mobile Top Up, Me2U and even better still, someone can travel with physical Zain scratch cards and still be able to top up while abroad.

Corporate clients who are on the pre-paid platform have now got the privilege to enjoy roaming, which for a long time has been restricted to post-paid clients.

Zain believes that the Small to Medium Entrepreneur (SME) sector, which commands great growth potential, needs to be supported with the right business tools to realize its inherent potential that will eventually benefit the nation.

“I’m happy to advise that pre-paid roaming can be a very ideal business tool that can help unlock the business potential in the SME sector and speed up business transactions that could otherwise be delayed on account of communication limitations,” said Mr. Gabriel.

Zambia to achieve the 10% inflation target – Fundanga

BANK of Zambia (BoZ) governor Caleb Fundanga is optimistic that Zambia’s inflation rate will be reduced by four per cent or less to meet the 10 per cent inflation target set by Government in the 2009 national budget.

Speaking during a media briefing at the BoZ stand at the on-going Zambia Agricultural and Commercial Show, Dr Fundanga said it is possible for Zambia to achieve the 10 per cent annual inflation rate target in the remaining quarter of the year.

He said the reduction in food inflation due to the on-going crop marketing season including the reduction of mealie meal prices, will play a significant role in boosting the national economy.

Dr Fundanga said the high inflation rate was caused by the discontinuation of Government-subsidised maize by the Food Reserve Agency and pass-through effects of depreciation of the Kwacha against foreign currencies.
He said the BoZ hopes to see continued stability in the exchange rate and would continue to employ indirect instruments in monetary operations.

He said the 19.4 per cent rise in copper price to US$4,045. 66 per metric tonnes from US$3,389.42 per metric tonne, the doubling of sugar production by the Zambia Sugar Company and cement production by Lafarge Zambia, and the diversification of the economy would help the country pick up from its current economic woes.

He said it was too early to comment on whether or not Government will borrow from the public to meet its budgetary costs.

“There is still hope that some donors will honour their budgetary pledges before the end of August,” Dr Fundanga said.

Dr Fundanga also said China’s economic recovery will play a significant role in copper export revenue for Zambia because China is one of the major importers of copper.

He said, however, that relying on copper for more revenue would be risky because prices of the commodity are volatile.

Dr Fundanga observed that inflationary pressures are expected to emanate from high production costs due to current power shortages and the recently approved 35 per cent electricity tariffs and higher international crude oil prices.

The local currency is said to have been relatively stable against the US dollar and appreciated by one per cent compared with a depreciation of 9.3 per cent recorded in the first quarter of the year.

“The average inter-bank exchange rate of the Kwacha against the US dollar strengthened to K5, 281.64 against the US dollar as at the end of June from K5,337.18 against the US dollar as at end of March 2009.

Foreign players made net supplies of US$59.8 million in the previous quarter.

Dr Fundanga also said the volume of unpaid cheques declined by 11 per cent to 5,568 bank cheques and has urged the media to educate the public on the consequences of bouncing cheques.

He also said preliminary data shows that Zambia recorded an overall balance of payment surplus of US$24.9 million during the second quarter of 2009 with a deficit of US$147.7 million the previous quarter, due to narrowing of the current deficit to US$107.3 million from US$231.3 million.

He said copper export earnings have recorded about 19.4 per cent rise.

“Similarly, cobalt export earnings recorded a 39.2 per cent increase to US$18.0 million following an increase in the realised price to US$12.97 per pound from US$5.03 per pound,” he said

However, cobalt export volumes declined by 46 per cent to 628.51 tonnes.

He said that investment pledges totaled US$762.7 million compared with US$1.820.7 million during the same period in 2008.

Dr Fundanga also said the importation of vehicles declined by 25 per cent mainly because of the economic crisis the country is facing but acknowledged that the development is good for the economy.

President Banda urges Chitambo residents to vote for the MMD candidate

President Banda urged Chitambo residents to vote to the Movement for Multiparty Democracy (MMD) candidate Dr. Solomon Musonda because he would bring about development in the area.

Mr. Banda was speaking at when he addressed scores of residents during a rally at Gibson Basic School and Katinda Basic School in Serenje today.

President Banda said Dr. Musonda was a capable leader because he understood and articulated issues well.

Mr. Banda said government, through its Area Members of Parliament, was particularly committed to bringing development to rural areas.

On the rehabilitation of roads, Mr. Banda said government has since dispatched Earth moving machines to all districts to work on the road network in all the districts.

He said the move was in line with the election campaigns during the presidential by-election.[quote]

Speaking earlier, MMD National Chairman Michael Mabenga urged political leaders in the country to emulate the leadership of President Banda who is focused on national development.

Mr. Mabenga urged the people of Chitambo to vote for the MMD candidate because the MMD government is committed to national development.

And Chief Kankomba said the people in Serenje District were happy with the leadership of President Rupiah Banda.

He said President Banda is the first Republican President to visit the area since independence.

Chief Kankomba said it was wrong for some people to label traditional leaders as partisan by virtue of supporting the government of the day as they were justifiably helping to all the people regardless of political affiliation to bring about development.

Meanwhile, all the eight chiefs in Serenje District have thrown their support behind the MMD candidate Dr. Solomon Musonda.

President Banda is tomorrow, Monday, scheduled to hold another rally at Chitambo grounds before moving to Kando Basic School where he will hold another rally before leaving for Lusaka.

The Chitambo by-election which has been slated for August 13 was necessitated following the death of area member of parliament Nasim Hamir.
