Zambia will not be significantly affected, Magande

264

Finance and National Planning Minister Ngandu Magande has assured that the current financial crisis sweeping global markets will not have a significant effect on Zambia’s economy.

And the Bank of Zambia has so far recorded and accumulated an initial US$1.3 billion in reserves.

This development indicates that Zambia ‘s economy will be able to withstand external pressures on the global financial instability in relation to her financial markets.

Mr Magande said Zambia’s current foreign policy stance was to promote its economy to the outside world by encouraging inward investments, trade and other economic opportunities from the international community.

He said it is therefore imperative that diplomatic staff in missions abroad postively promotes and portrays Zambia’s international image.

The Finance Minister made the assurance in London today (Thursday) when he briefed members of the diplomatic staff at the Zambian Embassy in Britain.

This is contained in a press statement signed for High Commissioner by Second Secretary for Press Rejoice Lukumba and released to ZANIS in Lusaka today.

He stressed that the exchange rate has fairly been with minor fluctuation on account of changes in the price of oil adding that these concerns surrounding the commodity (oil) are beyond government’s control.

On the home front, Mr. Magande said Government has put in place measures to contain food security by subsidising fertiliser inputs to support the small scale farmers.

Mr. Magande added that despite the demise of President Levy Mwanawasa, the current policies in place are entrenched and designated to be sustainable in long term.

“In the wake of current global crisis, it is imperative diplomatic staff in missions abroad promotes and portrays Zambia’s image internationally and positively by encouraging inward investments, trade and other economic opportunities from the international community.

”I challenge those in foreign missions to explain Government policy so that the international community knows what we as a country are doing,” said Mr. Magande.

FRA in Isoka using classroom to store maize

14

School lessons at Kafwibi Basic School in Isoka district have been disrupted because the Food Reserve Agency (FRA) in the area has resorted to using some classrooms at the school to store maize bought from farmers in the area.

Northern Province Education Officer Selisho Chanda has since directed FRA to remove the bags of maize from the school and take them to designated maize sheds.

Mr. Chanda lamented that the move by FRA was not welcome and was done without the knowledge of his office.

This came to light today when Mr. Chanda visited Kafwibi Basic School to inspect the site where a 1 x 3 classroom block would be constructed at the school.

Efforts are underway to expand the Basic School in a bid to increase enrollment at the school.

MMD spokesperson Ben Tetamashimba stands beside a political party billboard that was misleading voters as it had the electoral commission of Zambia logo.

The Patriotic Front has denied allegations that it has produced Electoral Commission of Zambia billboards carrying the party’s symbol.

PF spokesperson, GIVEN LUBINDA, says his party has never produced any such billboards.

Mr. LUBINDA says the party can not spend money producing Electoral Commission of Zambia billboards instead of making its own election materials.

He has called on the ECZ to investigate the matter and ensure that the culprits are reported to the police.

On Wednesday, the MMD complained to the Electoral Commission of Zambia over an ECZ election poster allegedly bearing a Patriotic Front symbol.

The MMD said the election poster should not be allowed because it displays the PF symbol.

MMD spokesperson, BENNY TETAMASHIMBA, said he had seen a lot of such posters in the North-Western Province where he was recently.

Mr. TETAMASHIMBA, is also the election agent for MMD presidential candidate, Rupiah Banda.

Twin Sister Act Mints Medals

51

Twins sisters Rachel and Rabecca Nachula made history for Zambia in international track and field with gold and bronze wins respectively in the same event during the 400 meters women’s final race at Commonwealth Youth Games in Pune, India on Wednesday.

Rachel also set a new games record of 52.97 sec to cap her Gold medal triumph after finishing ahead of Poovamma Raju Machettira of India who took silver for the host nation with a time of 55.17 sec.

Rebecca got bronze but only after a photo-finish for bronze with Canadian Alyssa Shela Johnson after finishing with the same time of 55.20 sec.

The twins wins made up for Zambia’s gloomy start on day one of the Commonwealth Youth Games when two of three hopefuls in the boxing event tumbled out.

However on Wednesday, flyweight boxer Peter Shula who was the last Zambian fighter still standing was also eliminated to end all medal hopes in that event.

Shula lost 16-0 at the quarterfinals to Sunil Sadhu of India after a promising start in Tuesdays preliminary stage bout that saw him qualify to Wednesday’s quarterfinals.

The boxer from ZNS amateur boxing club was overwhelmingly out-pointed by Sadhu who won 6-0, 3-0, 4-0 and 3-0 in the 1st, 2nd, 3rd and 4th rounds respectively.

Shula joined two other Zambian boxers out of the Commonwealth Youth Games namely light flyweight Pethias Chisenga and welterweight Stephen Silungwe.

Chisenga and Silungwe both bowed out in the preliminary stage of the games on Monday.

The Commonwealth Youth Games kicked off on Monday, October 12 and close this Sunday on the 12th.

Scrutinize all the Manifestos – MMD

122

The ruling Movement for Multiparty Democracy (MMD) has called on Zambians to scrutinize the manifesto’s of the various political parties fielding candidates in the October 30 presidential poll.

MMD presidential candidate Rupiah Banda’s Campaign Manager Mike Mulongoti says party manifesto’s should be the basis for supporting any given presidential aspirant.

Mr. Mulongoti, who is also Information and Broadcasting Services minister, told ZANIS in an interview in Lusaka today that  inferior and vague manifesto’s point to the quality of leadership of the respective political party leaders.

He urged the electorate to vote for Mr. Banda in the October 30 presidential election because his candidature is backed by a sound manifesto.

Mr. Mulongoti said MMD has a vision of how to propel national development for the benefit of the citizenry.

He said Mr. Banda is the best person to carry on the policies of government because he worked closely with the late President Levy Mwanawasa in efforts aimed at moving the nation forward.

Mr. Mulongoti said voting for the opposition would be a big mistake because such a move would disrupt developmental programmes currently underway.

He said it was evident that the ruling MMD’s economic policies were bearing fruit.

Zambia goes to the polls on October 30 and the presidential hopefuls include Rupiah Banda of the ruling MMD, Patriotic Front’s Michael Sata, Hakainde Hichilema  of the United Party for National Development and Godfrey Miyanda of the Heritage Party.

Teachers squatting in Villages

Authorities at Siamambo basic school in Choma have bemoaned the shortage of teacher accommodation at the institution which has  forced teachers to be squatting  in surrounding villages.

Head teacher Milton Miyoba says the government school which was built in 1957 with a pupil population of 600 has only three houses against twenty two (22) permanent teachers.

Mr Miyoba was speaking yesterday during celebrations held at the school to commemorate the Global Hand Washing day.
The function was also attended by chiefs Macha, Moyo and Singani as well as UNICEF senior officials.

He said apart from the permanent staff, the school was also facing problems to accommodate student teachers posted to the institution.

Apart from accommodation challenges, the school were faced with the problems of toilets facilitates.

Mr. Miyoba however   stated that  UNICEF  come to the aid of the institution by providing funding the construction of the facilities in the 2004.

Mr Miyoba said the provision of the toilet facilities has dramatically increased the number of pupils attending school.

He said this increase has overwhelmed the classroom facilities with some pupils being forced to have lessons under the tree outside.

Mr Miyoba said this situation has made it difficult for pupils to learn properly during rain and cold season as they are forced to cram in one classroom.

He appealed for assistance from well wishers to help the institution put up infrastructure to accommodate both the pupils and teacher.

ART adherence failing in Zambia due to lack of food

64

A regular food supply is vital for people living with HIV as nutrition plays an important role in improving their general standard of health. Many Zambians with HIV however are failing to adhere to treatment regimes because they don’t have enough to eat.

In Mkushi’s Chalata village, poverty has robbed some HIV patients of the physical strength they need to take antiretroviral drugs (ARVs). The drugs increase people’s appetites and many choose to stop taking them when they are unable to buy the food they need.

People living with HIV who stop taking ARVs are more likely to develop opportunistic infections or a resistance to first-line drugs.

Donor countries have invested billions of dollars into antiretroviral treatment (ART) and other medications to counter the growing impact of AIDS in developing countries but the benefits of their investments are mitigated by poverty and a lack of food and clean water.

ARVs are most effective when taken by people who are adequately nourished. Food support can play an important role in ensuring that these people receive the full benefits of their treatment.

“It is irresponsible to ignore the issue of hunger and malnutrition particularly in the battle against AIDS,” said Dennis Muponda, an HIV-positive father of four from the Mulila area in Chalata.

Mr Muponda lost his job in Ndola’s Chifubu town in 2004 after he became sick and was diagnosed with HIV. He was immediately placed on ARVs but his loss of income meant his children dropped out of school and he did not have the support he needed to cope with his marriage breakup and failing health.

“When my health failed me, I had no option but to be back to the village in Mkushi where my mother is, this was after my relatives that were living in town abandoned me because of my illness,” he said.

Mr Muponda said life in the village was unbearable for him and his children and that he would often go for days without food and medication.

“I had stopped taking my ARVs because of lack of food until the home-based care givers from Family Health Trust found me home on my death bed, and encouraged me to start the drugs again,” said Mr Muponda.

The care workers are helping Mr Muponda with food and he hopes to see his children go into school but he does not see the point in continuing to live in such difficult and stressful circumstances.

He has reached a point where death seems like his only option but if he just had enough food to eat he would be stronger and would not be prone to opportunistic infections.

Many more people in Mkushi are experiencing the effects of hunger and are compromising their ARV adherence. According to World Health Organization, the energy needs of adults on ARVs increase by 20% to 30% because of poor absorption in the intestinal tract.

Chalata Rural Health Centre Officer Lackson Chisenga said the facility had started providing food assistance to the villagers in a bid to encourage people in the area to adhere to their medication.

“We are sensitizing people to the importance of adherence through our officer nurse trained in that area, although it will take time for people to grasp the message, our campaign for a change of attitude among the villagers would help us,” Chisenga said.

The United States Secretary-General’s Special Envoy for AIDS in Africa said nutrition interventions for HIV programs were often overlooked in the international HIV policy debate and remain critically under-funded.

The Joint United Nations Program on HIV and AIDS has forecast that 900,000 people receiving ARVs for the first time in 2008 will require food assistance and that the average cost of providing food to a patient is just US $0.66 a day, or less than 2% of the cost of current drug programs.

The Ministry of Health should consider supporting the distribution of drugs with the provision of food.

NMC to re-open wheat plant in Kabwe

22

National Milling Company (NMC) is

soon expected to set up a wheat milling plant in Kabwe.

NMC Managing Director, Peter Cottan disclosed this in Kabwe yesterday when he paid a courtesy call on District Commissioner, Musonda Chungwa, together with boxer Esther Phiri and her coach Anthony Mwamba.

Mr. Cottan described the removing of the wheat mill from Kabwe five years ago as a big mistake which would be corrected by putting it up again.

He said the town of Kabwe was thriving because many industries were being put up in the area, making the town a hive of activity again.

Not long time ago, the town was called a ‘ghost town’.

Mr. Cottan said the wheat mill would also cater for the Copperbelt province in providing it with flour and other wheat products.

And Kabwe DC, Mr. Chungwa said government was happy that the private sector was buying maize from the farmers thereby relieving it of pressure of buying all the grain from the farmers.

He commended NMC for the service it has been rendering to the community, especially Esther Phiri whom it was taking to greater heights.

Mr. Cottan said although the floods had affected the yields of maize in the last farming season, NMC managed to buy about 30,000 tones of maize from farmers this year alone.
Meanwhile, Esther Phiri has been awarded a scholarship to train as a coach in Germany, National Milling Company (NMC) Managing Director Peter Coartan has disclosed.

He said this today when he paid a courtesy call on Kabwe District Commissioner (DC), Musonda Chungwa in the company of Ester and her Coach Anthony Mwamba.

Mr. Coartan said that Esther would leave Zambia for Germany in three weeks time together with her coach Antony Mwamba where she is expected to stay for about three months.

He added that National Milling Company hoped that Esther would have a fight there (Germany) so that she could get another belt from outside and show the world that she is a champion even outside her Country Zambia.

“Esther has been a very hard worker even for the last fight she had to undergo training for three months. That shows you just how committed she is to her work,” Mr. Coartan said. And DC Chungwa encouraged Esther to soldier on without any regrets but remain focused in her work.

He said in as much as she was a champion, the best that she could do was to be disciplined and follow instructions that will be given by her coach as well as Mr. Coartan. Mr. Chungwa thanked Esther for making Zambia proud and putting in on the world map were boxing was concerned.

Mr. Coartan, Esther and her Coach Mwamba are touring Central, Copperbelt, North western and Western Provinces for road shows to promote the National Milling Company brand.

FAWIB cries foul over high interest rates

10

The Federation of Association of Women in Business (FAWIB) has bemoaned the inability by its members to access bank loans to expand their businesses.

Speaking in an interview with ZANIS in Ndola yesterday, ZAWIB chairperson Ndola chapter Suzan Kawandami said members of her association had difficulties in accessing loans from banks because financial institutions were charging exorbitant interest rates.

Ms. Kawandami said members from her association could not afford to settle loans with high interest rates because they fell in the category of small scale entrepreneurs.

She added that even micro finance institutions were demanding high interests and had conditions which did not favour growing entrepreneurships.

She has since called on government to intervene and ensure that micro finance institutions and banks were regulated for the growth of small and medium entrepreneurs.

She however noted that government through the Ministry of Commerce, Trade and Industry, has helped the association to penetrate the market in the Southern African Development Community (SADC) and the Common Market for East and Southern Africa (COMESA) region.

Ms. Kawandami said her association penetrated the markets in the SADC and COMESA countries with textile products and crafts, which are the products that are most marketable in the regional market.

She said the products were fairing well on the regional markets although they still had a challenge of penetrating the global markets.

ZAWIB is holding a product exhibition in Ndola which runs from Tuesday to Thursday this week.

The exhibition ran concurrently with the commemoration of the ‘Woman Entrepreneur’ which fell on Tuesday, 7th October 2008.

Luapula has enough water to generate hydropower-Sata

424

Patriotic Front Presidential candidate Michael Sata has said that Luapula Province was endowed with enough water resource to generate sufficient hydropower to mitigate the power shortage that Zambia was faced with.

And Mr. Sata has lashed out at Bahati Constituency PF MP and seven other party MPs who were working with the MMD despite being voted for to represent the people on the PF ticket.

At a public rally in Mansa today ahead of the October 30 presidential election, Mr. Sata said once elected as President of Zambia his government would ensure that development was brought to Luapula.

He said the Province had enough water resources to have its own water utility company to provide improved water services and sanitation.

Luapula is the only Province without a water utility company in Zambia.

He said it was sad that many people including civil servants were using pit latrines and had no running water in their homes despite the abundant water resource in the Province.

The PF leader said there was no need for government to engage foreigners to develop the area saying Zambians were capable of developing the country on their own.

“we don’t need to run to China to come and develop our country. Zambians are the owners of the resources and they are the first investors,” Mr. Sata said.

Mr. Sata said the province also had great potential in major sectors such as tourism but had been made to lag behind.

He said the party had only one royal MP, Chipili constituency Davies Mwila out of nine PF MPs in Luapula saying that the other eight MPs had opted to support MMD in the Presidential Election.

“Business used to tick here in Luapula but it has died. It’s because you have been betrayed by people like (MP) Chimbaka and other members of parliament here, they want to fatten their pockets before they work for you the voters you need productive and honest leaders with ideas to take this area forward,” Mr. Sata said.

And Mr. Sata has said his government would do away with basic education saying it was a mockery and would emphasize secondary school education by constructing Secondary schools every 10 kilometres across the country.

Mr. Sata said he would also ensure that all community schools were upgraded to ensure that they produced the same standard of pupils.

He also said that he would ensure that each district had a Hospital and doctors to attend to the health problems of the people.

He said that teachers and other government officers’ welfare would be improved for them to be motivated to provide proficient services for the country to move forward.

And Mr. Sata has said that his government would decentralise fertiliser distribution from Lusaka to village level saying traditional leaders would be empowered to manage and administer the distribution of fertiliser to farmers in the village.

He said that the current system of distributing fertiliser from Lusaka was cumbersome noting that village headmen and chiefs knew committed farmers with potential to produce once they benefited from the support.

Mr. Sata also said that every village will have an extension officer to oversee agriculture activities.

He further said that his government would supply tractors and fertiliser to farmers and would be recovering the costs from the farmers’ harvests annually.

At the same rally, Mr. Sata said that the people saying that he would bring war once he was President were aimed at killing the people because the only war he had to fight was hunger and poverty that many Zambians were going through.

Mr. Sata said he was a proven and practical leader to make the best President for Zambia.

The opposition Patriotic Front (PF) has won by a landslide victory in a parliamentary by-election held in Nkachibiya constituency in Mpika yesterday.

The by-election was held to fill a vacant seat for the Member of Parliament (MP) for Kanchibiya constituency in Mpika following the death of the area’s representative earlier this year.

The results for the seat were considered important because it would serve as a litmus test for political parties contesting the presidential elections in two weeks time.

The ruling Movement for Multiparty Democracy (MMD) spokesperson Ben Tetamashimba, conceded defeat on Wednesday after its candidate who came second was left behind by an insurmountable lead by the PF candidate.

Despite heavy campaigning for the seat by the ruling party with senior party members, including the Acting President Rupiah Banda appealing with voters to select its candidate, the voters overwhelmingly voted for the PF candidate.

Political analysts said the result was an indication of the pattern of voting that will characterise the presidential election in Mpika.

Two other candidates who included an independent candidate with no political party affiliation who contested the by election came a distant third and fourth.

Analysts consider the Northern Province to be a crucial battle ground in the 30 October presidential election because of the ability of the province to swing the poll results, owing mainly to the large number of voters and non-tribal voting that characterises the votes from the province.
