Mama Kankasa urges Zambia’s next president to unite the country

Veteran politician Mama Kankasa has advised the four candidates taking part in the forthcoming presidential elections to eliminate all forms of discrimination which were in the colonial days in order to foster peace and development in the country.

Mama Kankasa said all aspiring candidates should aim at unifying all tribes in Zambia as the country continues to build on economic development

She told ZANIS in Lusaka today that as Zambia marks 44 years of political independence, there was need to enhance cooperation and unity among all citizens.

Mama Kankasa said whoever would be elected as Zambia’s new president in the October 30th presidential election should respond to the needs of the people who voted for him.

She said the next president should also ensure that all sectors of economy were developed in the next three years.

She advised whoever will win the election to emulate what the late President Levy Mwanawasa did to uplift the living standards of people in the country.

Mama Kankasa stressed that the elected president should ensure that all the developmental projects which were started by the late President Mwanawasa were completed before the 2011 elections.

She has since urged all the registered voters in the country to turn up in large numbers to cast their vote on October 30th, adding that it is the only way they can usher into office a president of their choice

She also called on politicians to desist from engaging in politics of character assassination in order not to injure feelings of other people.

Mama Kankasa said a sober language amongst politicians would promote peace, which she said has been a rare commodity in many parts of the world.

And the Inter Religious and International Federation for World Peace (IIFWP) has advised Zambian citizens to work together and develop the nation regardless of their political affiliation.

IIFWP General Secretary, Rudolf Faerber, said there was need for people in Zambia to work hard in both politics and region for the betterment of the nation.

Mr. Faerber noted that freedom is precious and important in any nation hence the need to be maintained at all levels and embrace the “one Zambia one nation slogan”.

He was speaking today when he officiated at a one day seminar organized by IIFWP in Lusaka today under the theme” how should Zambians approach the challenges of the forthcoming by election”.

HH to scrap off the proposed new salaries for the ministers

Opposition United Party for National Development (UPND) president, Hakainde Hichilema has said he would scrap off the proposed new salaries for the ministers and senior government officials.

“I will allocate the money meant for new salaries of ministers and others to civil servants, water improvement and other services,” he said.

Mr. Hichilema also said that he will not use his salary for himself if elected president of Zambia this month end.

Mr. Hichilema said the presidency was not there to make one rich but to provide service to the people of Zambia.

He said he already has a lot of money and therefore, there would be no need for him to draw a salary during the whole period he would serve as president of Zambia.

Mr. Hichilema said he would donate his salary to women and youth program for them to venture into various business activities.

Mr. Hichilema said to be a president was a serious business which required a strong and alert person, who would ensure there were better roads, clinics, schools and other necessities.

He has since urged Serenje residents to choose him as president in the October 30th, 2008 presidential election.

He said people should not elect people who have grown over retirement age.

Mr. Hichilema reiterated that his government will pay K3.5 million as a minimum salary for government workers.

He said starting from next school term, education will be free from grade one up to university level.

Mr. Hichilema alleged that the MMD did not have its own policy on agriculture and that what it was using now was a UPND policy.

He added that the ruling party had failed to achieve desired results in the agriculture sector because it was using a “borrowed” policy.

He said currently, there was widespread hunger in the country because people were failing to produce sufficient food due to alleged poor implementation of the “borrowed” agriculture policy.

The UPND leader said his first problem to tackle will be agriculture, adding that his government would for three years, provide free fertilizers to farmers so that they could produce more food.

Earlier, UPND provincial chairperson, Ferdinand Chipindi said time had come for the people of Zambia to change government.

Mr. Chipindi said the only person who could deliver goods and services to Zambians was Mr. Hichilema.

And provincial chairlady, Christine Lemba, urged women to rise and vote for Mr. Hichilema on October 30th this year.

Mrs. Lemba said women were the most vulnerable people in Zambia and hence the need for them to vote for Mr. Hichilema because he had their interest at heart.

Kafue farmers to benefit from the FSP

Kafue district has been allocated 1, 296 metric tonnes of basal and top dressing fertilizer under the Fertilizer Support Programme (FSP) for this year’s farming season.

Kafue District Acting Commissioner, Henry Bowa, disclosed the development to ZANIS in an interview today that a total of 3,240 small scale farmers will this year benefit from the subsidized agriculture inputs in the district.

Mr. Bowa further added that a total of 64.8 metric tonnes of seed has been allocated to the district under the same programme.

Mr. Bowa said farmers will this year only pay 25 per cent of the total cost for both seed and fertilizer.

He said each farmer will be entitled to a pack consisting of eight bags of fertilizer and two 20 kilograms (kg) bags of seed.

He said this may be increased depending on how much a farmer was willing to pay.

Mr. Bowa however said the amount of inputs allocated to the district was not sufficient as Kafue has more than 10,000 small-scale farmers.

He noted that it was important that the Ministry of Agriculture considered increasing the amount of inputs so that more farmers benefit, especially that many of them lost their crop early this year due to floods.

And Kafue District Agriculture Acting Coordinator, Frank Simushi, and each pack will be selling between K508, 000 and K550, 000.

He said many farmers in the district have already deposited their money through cooperatives to which they belong.

Mr. Simushi said no farmer will be sold the subsidized inputs if one does not belong to a cooperative.

He said all the inputs were already in the district, adding that buying and collecting of the inputs by farmers will commence soon.

Mr. Simushi also disclosed that the district agriculture committee has since appointed a Kafue District Cooperative Union to distribute the inputs to respective depots throughout the district.

2008 Barclays Cup Quarterfinal Preview

Zesco United march in the Barclays Cup continues on Saturday when they host Red Arrows in a quarterfinal doubleheader at Trade Fair Grounds in Ndola.

The defending champions come into this match on the back of an embarrassing home defeat in the league against Power Dynamos who beat them 2-0 at Trade Fair on Wednesday.

Zesco’s defeat at the hands of Power was their first in the league in since September, 2006.

The Barclays Cup defending champions will be looking to make amends for the loss against Arrows in their 15:00 kickoff whom they drew 1-1 with in their last meeting this season in Ndola in the league in May.

And in the lunchtime kickoff at the same venue, Green Buffaloes will be looking to making their second semifinal appearance when they face Division 1 south promotion chasers Nakambala Leopards.

Nakambala will be the second Southern Province club Buffaloes will face in the competition this year after disposing of Division 2 side Kascol Rangers 2-1 in Mazabuka in the preliminary stage on October 4.

And in the other quarterfinal doubleheader at Woodlands Stadium in Lusaka, Zanaco take on Lusaka Dynamos in a lunchtime kickoff.

Dynamos coach Fighton Simukonda comes into this clash with an edge after leading his men to a 1-0 win over the same side in the BP Top 8 semifinals last weekend.

Zanaco will surely be hoping to avoid another embarrassing defeat against Simukonda whom they fired in July last year.

And in the second kickoff, Kabwe Warriors and Power Dynamos face-off in the potential match of the Barclays Cup quarterfinals.

Reports of impounded truck of ballot papers false, ECZ

A combined team of the Electoral Commission of Zambia (ECZ), Zambia Police Service, Examinations Council of Zambia today went on a fact finding mission to establish the truth over allegations by the Anti- Rigging Zambia limited that they had impounded a truck in Kafue laden with ballot papers.

Speaking to Journalists at his office before the exercise, ECZ Director Daniel Kalale said that he had invited the Anti- Rigging Zambia to attend the press briefing to clarify this issue at hand to the nation.

But the Anti Rigging Zambia did not attend the meeting and instead directed the ECZ to go to Kafue police post to verify the matter for themselves.

The team went to Kafue Police Post and Zambia National Service (ZNS)in the same district to verify the matter where officers who were spoken to expressed ignorance over the matter.

At the Police post when asked whether such an incident had occurred, Chief Station Officer Moses Malumbe expressed ignorance over the matter.

At ZNS Lieutenant Colonel Geoffrey Kabwe equally said he had no idea about the matter and that it was shocking news.

“I don’t know anything, if you want you can go round and check for yourselves,” said Lt Colonel Kabwe.

When asked what ECZ would do having found no evidence regarding the issue, Mr. Kalale said he would consult the Attorney General on the action to take further.

Mr. Kalale warned people from issuing sensitive stories that were unfounded as these could breach the country’s peace.

Press reports indicate that Anti-Rigging Zambia claimed to have intercepted an Examination Council of Zambia truck in Kafue carrying both examination and ballot papers to their designated districts.

Fuel prices to reduce further-RB

Acting President Rupiah Banda has announced that the price of fuel will further be reduced.

And Mr. Banda has maintained that the reduction in crude oil and fertiliser prices is not politicking but a service to benefit the Zambian people.

Speaking at a rally at Chimusanya Basic School in Chongwe today, Mr. Banda said the price of oil on the world market had reduced from US$180 to less than a US$100 per barrel hence the need for the ruling Government to be in tandem with such a trend.

He disclosed that Government has already purchased oil from the Middle east whose pump price would be reduced further once the stock arrives in the country.

The Acting President noted that fuel was an engine to national development adding that improving the lives of the Zambian people was on the MMD agenda.

Recently, the acting President announced a reduction in fuel prices by K2 000 and promised that the country should expect price slashes in essential commodities.

And at a Kasama rally a few days ago, Mr Banda announced a cut in the fertiliser for farmers under the Fertiliser Support Programme from K200,000 to K50, 000 for a 50 kilogramme bag.

He also said Government had decided to increase the number of beneficiaries from 120,000 to 200,000 representing an increase of 15 percent from 60 to 75 percent on fertiliser subsidies.

Voting for Opposition will cost Zambia K500 billion, RB

Acting President Rupiah Banda has warned Zambians against voting for the opposition as this would cost the country colossal sums of money.

Mr Banda also said if Zambians voted for the opposition in the October 30 presidential election, the country risked losing donor support.

Speaking at a rally at Chongwe’s Chimusanya Basic School today, the Acting President said voting for the opposition will cost Zambia K500 billion as the new president from this wing would automatically dissolve Parliament.

Mr Banda said the dissolution of Parlaiment if an opposition Government is voted into power would mean going for another general election that would cost the country K500 billion.

The Acting President said it is therefore imperative to vote for the ruling MMD to avoid a scenario where the country would be turned into a laughing stock by the global community.

He urged the Zambian electorate to vote for him because the late President Levy Mwanawasa entrusted him with running the affairs of the nation.

The Acting President requested the Zambian people to given him the mandate to rule the nation under the MMD for the remaining three years in order for the legacy of the late Dr Mwanawasa to continue.

‘’Give the mandate for the next three years, as you are aware l have been running the nation in my capacity as vice president and in certain instances l have acted as President each time the late Head of State was out of the country’’, said Mr Banda.

He challenged the Zambian people to vote for him as he already had experience in governing the country unlike opposition leaders who were novices.

Mr Banda reiterated that voting for the opposition leaders would plunge the nation into chaos as their dealings were questionable.

At the same rally, Chongwe MMD District Chairman Edward Mwaangwa assured Mr Banda of massive support on October 30.

Mr Mwaangwa said Rufunsa Constituency resolved to rally behind the Acting President just as they supported the late president.

He said Mr Banda should be supported as there was need for continuity.

Earlier, Area Member of Parliament Kenneth Chipungu attributed the loss of the Kanchibiya seat to the opposition PF due to the demise of the Dr Mwanawasa saying the MMD was still mourning their instrumental leader.

Mr Chipungu however told the rally that this time the opposition had no chance to win the October 30 presidential polls.

And Lusaka Province Minister Lameck Mangani reminded the Zambian people not to disown Mr Banda as the opposition leaders were only bent on insults.

Mr Mangani said MMD believed in mature politics as opposed to petty issues adding that Government was focused on service delivery.

Those present at the rally were Headmen Sheleng’I, Mwanduwa, Malisawa, Ndauzeni, Lutanti and Chimusanya of Chongwe district.

PF challenges MMD to disclose source of K6 billion for chitenge materials

The Patriotic Front PF, has challenged the ruling Movement for Multi Party (MMD)to disclose the source of the alleged K6 billion spent on campaign chitenge material .

PF spokesperson Given Lubinda alleged that his party had information that the MMD was using money from the national treasury for its campaign chitenge material bearing the face of Acting President Mr Rupiah Banda.

Mr Lubinda who was speaking during a press briefing in Lusaka today, claimed that the MMD were about to distribute the campaign material and challenged the party to disclose its source of the money.

The PF has urged the ruling MMD to stop distributing the chitengi materials and called on the acting president to ensure that the October 30 elections were free and fair.

At the same press briefing, the Unemployment Association of Zambia president Mpundu Mwanawela pledged to back Patriotic Front leader Michael Sata.

Mr Mwanawela said his association had made such a decision because they believed PF would address the poverty levels and the high unemployment in the country.

But when contacted for a comment on the matter, Chief Government Spokesperson Mike Mulongoti simply said the allegations were unfounded and described the PF as immoral and evil.

Mr Mulongoti who is also Campaign Manager for Acting President Rupiah Banda urged the PF to observe dignity in their campaigns and remain mute if they had no real issues to talk about.

Government has given Second Republican President Dr. Fredrick Chiluba’s Office a brand new Vehicle valued at K295 million for his official use.

Works and Supply Permanent Secretary Buzwayo Nkunika told ZANIS in a statement that the Toyota Land Cruiser GX , beige in colour is part of the former President’s Constitutional entitlements.

The vehicle handed over to the second republic office last week is similar to the one given to First Republican President Dr. Kenneth Kaunda.

Acting President Rupiah Banda last weekend handed over to Dr. Kaunda the official residence situated in the State lodge area and a vehicle.

SADC Election Observers start flying in

The Southern African Development Community (SADC) Election Observer  mission , says they  are  ready to deploy about 25 election observers.  The first team of SADC observers is already in the country ahead of the  fourth coming presidential by-elections  on October 30 this year.

Permanent Secretary of the Ministry of Defence of the kingdom of Swaziland and head of the SADC Electoral Observer mission Dr Jonh  Kunene said  the number is expected to increase to more than 100 observers  at the SADC secretariat in Gaborone.

Dr Kunene said this is in compliance with the SADC principles and guidelines governing Democratic Elections.

He said this at the official launch of the SADC Electoral Observer Mission for the presidential by-election  at Cresta golf view in Lusaka today.

Dr. Kunene noted that once  as  administrative and logistical arrangements are finalized the mission would deploy these observers throughout the country.

He pointed out that the mission will  ensure success the SADC electoral observers w ill not work in isolation during the their tour of duty.

Dr Kunene said the mission will interact and maintain constant working relations with the electoral  authorities as well as other missions deployed in the county.

He  however said the SADC mission was not in the country to mange the electoral process but to observer the management and conduct the noble cause.

Dr kunenue  emphasized that the SADC Observers will ensure  they operate within the SADC  frame work of the SADC Principles and guidelines governing Democratic  elections as well as the constitution and the electoral laws of Zambia.

And executive secretary of SADC  DR Tomaz Salomao  in his remarks said  the aim of the a representational  mix is to ensure that an inclusive involvement of all stakeholders to the electoral processes.

Dr Salomao further noted that in deployment  the mission  will cooperate and interact with other deployed missions of local and international  observers , local civil  society and non-governmental organization NGOs observing the electoral  process.

He however noted that the wider deployment of the mission facilitates a more accurate assessment of the national political environment and helps the makes to make a balanced report about the electoral process.

ZCTU cautions ECZ to handle ballot papers with care

The Zambia Congress of Trade Unions (ZCTU) has advised the Electoral Commission of Zambia (ECZ) to handle ballot papers for the forthcoming presidential by-election with maximum caution.

ZCTU Acting Secretary General Ian Mkandawire said in a statement to ZANIS in Kitwe today that the issue of ballot papers is sensitive and if not properly handled, could be a recipe for political instability in the country.

Mr Mkandawire said ZCTU is concerned at the lapses being reported in the media over the manner ECZ is handling the ballot papers.

He urged the commission to tighten security measures against potential areas of conflict such as election malpractices before the polls on October 30.

Mr Mkandawire said ECZ should inspire confidence in political parties and the nation by sealing loopholes in the preparation of the presidential by-election.

He said the nation do not want to see a situation where a winning presidential candidate is being dragged to court over allegations of malpractices once he is declared winner as such has a potential to divert the head of state from real developmental issues.

Meanwhile, the Zambia Congress of Trade Unions has urged the Electoral Commission of Zambia to check the reported excesses in the use of government resources during campaigns by the ruling party.

ZCTU Acting Secretary General Ian Mkandawire said his congress is saddened to see ambulances which are supposed to be providing a service to patients, being diverted to political campaign rallies.

“The ECZ should move in and provide guidance to all political parties on the code of conduct so that essential services, especially those that are meant to save lives are not disturbed by political activities,” he said.

Govt vehicle found with illegal possession of ballot boxes

An incident during the verification exercise on Wednesday has sparked a row between the Electoral Commission of Zambia and the political parties.

Reports say a driver from Kalabo district council who is one of the officials performing supporting duties during the verification exercise allegedly attempted to illegally transport ballot papers from the warehouse.

Opposition parties have accused the ECZ of engaging in practices aimed to rig the forthcoming election.

On Thursday, the Patriotic Front stated that it no longer has confidence that the ECZ can conduct a free and fair presidential election.

Spokesperson, Given Lubinda, challenged the ECZ to submit a comprehensive report on the incident to the stakeholders for them to establish the truth.

Representatives of presidential candidates met on Thursday to address the matter but adjourned the meeting to a later date.

They agreed that the next meeting should be attended by senior officials of the ECZ, who must include the chairperson, Judge Florence Mumba, to ensure the matter is addressed conclusively.

However, the ECZ has appealed to political stakeholders not to be sensational over the reported incident during the verification exercise.

ECZ Deputy Director, Priscilla Isaacs, says the driver in question erroneously picked the ballot papers after he was told to load a printer and a fax in the vehicle he was driving.

RTSA probes CR Carrier bus accident

The Road Transport and Safety Agency-RTSA- has instituted investigations into the road traffic accident involving a CR Carriers bus in Zimbabwe.

RTSA Director, Frederick Mwalusaka, says officers from the Agency have been sent to Zimbabwe to investigate the accident.

A CR carriers bus travelling from Zambia to South Africa, overturned in Zimbabwe recently, killing some people and injuring others.

Initial reports indicate that two people died in the accident, but RTSA says the death toll could be higher.

Mr. Mwalusaka said in Lusaka on Thursday that RTSA officers will try to establish the cause of the accident and how many people died.

Some of the injured passengers are admitted to the University Teaching Hospital in Lusaka.

A number of them have had their arms amputated as a result of serious injuries they suffered following the accident.

Chief Lukama distances himself from attacks on MMD

A traditional ruler in Shangombo District in Western Province has distanced himself from media reports suggesting that the Movement for Multi Party Democracy (MMD)Government has neglected his area.

Chief Lukama of Shangombo’s Kanja area in a statement to ZANIS in Senanga today
(Wednesday) disassociated himself and his traditional council from utterances made
by His son Sekeli Lubinda that Government had neglected Shangombo.

On 6th October 2008 it was reported in one of the newspapers quoting Sekeli
Lubinda as having said that the people of Shangombo felt betrayed by the MMD
government and that the area was neglected.

Sekeli Lubinda who was reportedly speaking at a United Party for National Development’s
public rally in Shangombo called upon people not to vote for MMD in the forthcoming October
30 elections.

But Chief Lukama said the views by Sekeli Lubinda did not represent the
standpoint of his Chiefdom or those of his traditional council.

The chief said they were working with the government of the day and that it
was not in the interest of his chiefdom to engage into partisan politics.

And in a telephone interview with ZANIS,the Chief’s son admitted that the views
expressed were purely his own. He however maintained that the MMD has
neglected Shangombo district.

CEEC urged to speed up disbursement of funds

Stakeholders in Mufumbwe and Kabompo Districts in Northwestern Province have appealed to the Citizen Economic Empowerment Commission (CEEC) to speed up the process of the disbursement of Citizen Economic Empowerment Fund (CEEF) .

The stakeholders lamented that the process was taking too long for them to access the funds which would sustain their livelihood.

The appeal was made yesterday when Northwestern Provincial Minister Kenneth Chipungu who was accompanied by Assistant Secretary Chijili Zulu addressed two separate meetings in the two districts.

Mufumbwe District Commissioner Robert Muyutu said his district has already formed Empowerment District Committee and that 42 applications have already been sent to Lusaka for appraisal.

Mr. Muyutu said guidelines for the disbursement of the economic funds have also been published for the stakeholders who wanted to apply for the funds.

Mr. Muyutu appealed to all those who did not know how to access the funds to visit his office for more details.

And Kabompo District Commissioner Rebecca Mukuka said the district was still waiting for the original forms from Lusaka so that people can start applying for the funds.

Meanwhile Northwestern Provincial Minister Kenneth Chipungu has advised stakeholders to form cooperatives through which they can access the funds.

Mr. Chipungu said that it was much easier for the cooperatives to access the funds than individuals.

Acting President Rupiah Banda launched the CEEF last month in Solwezi to so as to ensure that all citizens with viable projects access the empowerment funds.

Meanwhile, the provincial minister has advised civil servants in Kabompo and Mufumbwe Districts to stick to their role of executing government policies and programs despite their political affiliation.

Addressing heads of government departments in the two districts on the role of civil servants yesterday, Mr. Chipungu warned that civil servants should not be partisan but must respect government of the day.

Mr. Chipungu who was accompanied Mr. Zulu charged that there were reports that some civil servants were favouring the opposition political parties .

Mr. Chipungu said it does not augur well for development if politicians and civil servants pull in different directions.

And Mr. Chipungu has called on MMD members in the Province to reflect on what the party has done for the Province under the leadership of late president Dr. Levy Mwanawasa.

Mr. Chipungu said the late President had brought sustainable economic development to the once forgotten province hence the need for people to vote for the MMD presidential candidate Rupiah Banda to complete the good things already started for the people of Zambia.

Mr. Chipungu pointed out that the MMD policies have proved to some of their critics that the party was on course and will remain on course.
