The Patriotic Front, PF, in Kalabo district want government to consider reviving rice production in the area. District PF Chairman, Joseph Muzaza, said Kalabo still has great potential for rice production that could help contribute to the enhancement of national food securityonce fully exploited. Mr. Muzaza is of the view that government implements a programme that would facilitate the sensitization of farmers with new farming methods to enhance their ability in rice production. Mr. Muzaza told ZANIS in an interview that farmers in the area should be equipped with new methods of rice farming in an effort to increase production. He said crop diversification in the agriculture sector is significant to efforts of achieving reduced dependence on relief food aid in time of natural disasters. Mr. Muzaza, however, thanked government for efforts being made to uplift the status of agricultural cooperatives in the district. Mr. Muzaza, however, regretted that poor road network in Kalabo has negatively impacted on the marketing of farm produce. Green Buffaloes make their first visit to Egypt in over 25 years when they face Ismaili on Friday night in a Caf Confederations Cup round of 16 first leg fixture in Cairo.
Buffaloes are Zambia’s sole flag bearers in Africa this season after Caf Africa Champions League representatives Zanaco were knocked out in the 2nd round by Tunisian giants Esperance last month.
It has never been easy for Zambia clubs to play away in Egypt where a local side has yet to win in ten visits there.
All ten visits in all African club competition have ended in defeats away against Egyptian opposition with Nkana, Power Dynamos, Mufulira Wanderers, Nchanga Rangers, and Kabwe Warriors all cut down in Cairo.
A draw or win for Buffaloes will not only be a historic but psychological boost for them as they attempt to stay in the hunt and advance to the pre-group stage of the competition.
Buffaloes last visit to Cairo in 1982 saw them lose 3-1 to Al Ahly before beating the latter 1-0 in the reurn leg played in Lusaka to bow out 3-2 on aggregate in the quarterfinals of the old Caf Africa Champions Cup against the eventual winners that year.
Meanwhile, George Lwandamina takes a modest attacking side to Cairo this time that will need some inspiration from midfielders Sebastian Mwansa and Noel Mwandila to try and conjure a positive result against Ismaili.
Buffaloes advanced to the last 16 thanks to a 2-0 aggregate win over St Pauloise of Reunion after a 0-0 away draw in the 1st leg while Isamili crushed Ajessia of Madagascar 6-1 in Cairo in the final leg after a 2-2 result in the 1st leg away.

Maamba Police Arrest Father for raping daughter

Maamba police have arrested the man who raped his 13 year old daughter and charged him with incest.
A check at Police by ZANIS on Wednesday found the man was in the Police custody and would be referred to Choma for the hearing of the case.
The wife to the arrested rapist was trying to talk to police if the case could be withdrawn and the matter be discussed out side the court.
Senior Chief Mweemba confirmed receiving the information but said he was not briefed officially on what transpired.
The Man identified as Frank Siakakaye allegedly raped his daughter when the mother to the girl to brought the other child for medication at Maamba Hospital.
For the past four days since the girl was rapped she was unable to walk.
Siakakaye has since chased the wife from her matrimonial home and she is staying.

Government urged to explore Oil, Gases in Sinazongwe

Senior Chief Mweemba of the Tonga people in Sinazongwe district has appealed to government to send a team of experts to verify the oil traces and gases in his kingdom.
The senior chief said since the reporting of the matter last year no government official has visited his area.
Last year Energy Minister Felix Mutata said government would send a team of experts to determine the presence of oil and gases in Senior Chief Mweemba area.
“No government officer has come to the area, I want them to come and see we are ready to take them to the site,†the Senior Chief said.
The Senior Chief reaffirmed that oil is found at Kanesiya stream near Siameja but the road leading to the site was impassable as it needs a motor bicycle to reach it.
The Senior Chief noted that if oil was found it would improve the country’s economy and improve the general welfare of all Zambians.
He also showed ZANIS the bottles containing suspected oil that looks like diesel and petrol to the eye which his subjects had collected from the sources where it is found.
Senior Chief Mweemba explained that when people get water from the stream in the dry season and light fire on it, the water burns entailing that there was a possibility of oil and gases.
Last year government discovered oil and gases in Kapombo, Zambezi, and Chavuma district in North Western Province.
President Levy Mwanawasa appointed a team of experts to explore the possibilities of oil and gases after the chiefs from North Western Province briefed him about it.
Sinazongwe Constituency suspends Muyunda

Sinazongwe Constitunecy Member of Parliament (MP) for United Party for National Development (UPND) Raphael Muyunda has been suspended from the party for alleged insubordination and acting as a party Spokesperson.
But the UPND provincial Publicity Secretary Douglas Mweemba said the issue was not official as it was coming from the disgruntled members.
In letter written to UPND Secretary General at the headquarters and the Provincial Chairperson for Southern Province by the District office, Muyunda has been suspended for embarrassing Sinazongwe people.
“Muyunda became a spokesperson for the party between UPND and MMD by appearing on Television Zambia and in newspapers such as the post to comment on matters that could have been dealt by our beloved president Hakainde Hichilema.†the letter read.
Sinazongwe Constituency Chairperson Alfred Sikalala and the District Chairperson Simeion Siatwiinda signed the letter saying Mr. Muyunda assumed himself as the party’s Publicity and Information Chairperson to speak on behalf of party president.
“Therefore the entire constituency and the District officials have strongly resolved to and recommend disciplining Sinazongwe MP by suspending him from the party here in Sinazongwe constituency with immediate effect,†reads the letter.
Siatwiinda said Mr. Muyunda fails to cooperate with the constituency and district officials from his first term and second term as MP.
“If he does not consult from his constituency what to represent Sinazongwe people in parliament, as a result the People of Sinazongwe have said he goes to parliament to serve his own interest not to save us,†Siatwiinda said.
He said Sinazongwe people were fed up with his bad conduct and if he wanted to leave the party he should go alone than involving them.
However, Mweemba said Mr Siatwiinda and his team that suspended the MP were no longer members of UPND because they supported the Independent candidate during the last year’s tripartite elections.
“As we know that he is the Chairperson but the moment he crossed to support the independent candidate he ceased to be UPND member,†Mweemba.
He said the provincial management committee looked at the letter on 27th March 2007 and it was treated as not being official.
But Siatwiinda said that the Party President Hakainde Hichilema issued instructions that all the members that supported independent candidates during the last years election would continue being members and holding their positions.
“We have decided to blow up the issue because the Provincial and the National leadership were mute over the issue despite sending the letter to them in February,†Siatwiinda said.
When contacted for comment over the suspension Mr. Muyunda’s cell phone has been always outside coverage.
Confusion is brewing among the camp that supported the Independent candidate Mr. Richwell Siamunene and Muyunda in Sinazongwe district as they treat each other as enemies

The Zambia Under 20 national team today broke camp after the teams initial three-day training camp in Lusaka.
18 players reported for training over the opening three days since Monday with the other two: Goodson Kachinga and Richard Phiri missing due to their pending transfers from div 1 north club Chambishi to top-flight club Red Arrows.
The squad will regroup again in Lusaka after the Easter break on Monday, April 9.
George Lwandamina’s squad is preparing for its participation in this years Fifa Under 20 world Cup to be held in Canada this July with weekly training-camp get-togethers in Lusaka.
Zambia is in Group B with Spain, Uruguay and Jordan and opens its World Cup pool campaign with the latter on July 1.
MWEETWA GETS EURO TRIAL.
ZESCO United and ex-Zambia striker Nchimunya Mweetwa is scheduled to attend trials at Finland 2nd division club RoPS.
Mweetwa is expected to leave for Finland next week after Zesco complete his clearance formalities with FAZ and the National Sports Council of Zambia.
It will be the former Kitwe and Ndola United players’ first trial with a European club after attending tryouts with some South African clubs over the last two years.
RoPS currently have one Zambian player on their books in former Nkana and Zambia international striker Zed Sialeti who has been at the club for over ten years.
Meanwhile, Mweetwa joined Zesco this season on a permanent move after earlier spending the 2006 campaign on 12-month loan deal from Kitwe United.
He has several senior Zambia caps spread across 2005 and with three international goals.
The highlight of his stalled international career was a brace against Liberia in 5-0 away win in 2006 Africa /World Cup qualifier victory played on October 1, 2005 in Monrovia.
Man defiles seven-year-old girl
Police in Mongu have launched a manhunt for a man who
allegedly defiled a seven-year-old girl.
Western province police commanding officer Vael Muzwenga confirmed the development
to ZANIS and identified the suspected defiler as Nyambe Nyambe from Lyayeneno
village in the plains.
Mr. Muzwenga said the juvenile, who is also from Lyayeneno village sustained wounds
around her private parts following the alleged sexual assault.
The police chief said the girl was defiled last month on March 7 but the matter was only reported to police yesterday by the victim’s father.
He has therefore called on the public to immediately report any defilement and sexual harassment related cases to the police in order for the culprits to be
brought to book.
Mr. Muzwenga said people should not resort to settling such serious cases outside the courts of law but should allow the law to take its course.
He further said it was important that defilement cases are reported early to ensure the safety of the victims and the successful prosecution of the offenders.

World Oil Prices continue to rise
World Oil Prices have continued to raise amidst tension between Iran and Britain over the capturing British sailors.
According to Oil Producing and Exporting Countries (OPEC) daily bulletin obtained by ZANIS , oil was yesterday trading at $US63.73 per barrel as compared to $US63.87 as
of Monday this week.
On a weekly basis , the prices of oil is higher as compared to the month of January when it was trading at $53.99 , February $US54.47 per barrel .
While on monthly basis, the commodity was trading at $US 50.73 per barrel for January , $US54.45 per barrel for February, $US58.47 for March this year.
The oil prices have sharply increased in the opening month of April as compared to $US 57.2 at the end of last month.
However , Chinese News Agency ( Xinhua) says oil prices today fall as tension between Iran and Britain eased.
Light sweet crude oil for may delivery lost $USI.30 to $US64.4 per barrel on the New York merchantile exchange.
Last month, OPEC indicated that oil market volatility is likely to continue in the coming quarter although the international market remains well supplied with crude
oil.
The organisation stated that indicators showed that oil volatility would continue although the market was adequately supplied with crude oil.
OPEC has however decided to continue closely monitoring market developments to ascertain that oil market stability is achieved and that global economic growth is
sustained.
The organisation made the disclosure at the end of the 144th (Ordinary) Meeting of the Conference of the Organization of the Petroleum Exporting Countries (OPEC)
convened in Vienna, Austria .
Oil Prices on the international market has be fluctuating between the levels of over $50 a barrel and $60 a barrel from December last year to this year march.

Multi-choice Zambia unshaken by Free-to Air providers
Multi-choice Zambia says it is unshaken by the competition arising from Free-to-Air facilities that have come on the scene.
Multi-choice Zambia Public Relations Officer Kamiza Chikula says the firm has witnessed a rise in subscribers amid the competition from Free-to-Air providers.
He told ZANIS in an interview that any well-meaning competition is welcome as it helps to better service delivery.
Meanwhile, Mr. Chikula has announced that the firm has increased the subscriptionfor Dstv free by 3 percent, translating into US..2.
He said the increase, which is effective April 1, 2007, is aimed at covering the procurement of new programming and technology to improve service delivery.
Mr. Chikula said the fee increase on Dstv subscribers applies to all global clients.
He added that following the fee hike, the company has added more channels to its bouquet.

Sondashi takes his ”Sondashi Formula” abroad
Former Works and Supply Minister Ludwig Sondashi says he is determined to break through the international market with his herbal HIV/AIDS remedy the ”Sondashi Formula” which he maintains can cure HIV/AIDS.
The former cabinet minister disclosed that he has since dispatched his medicine to South Africa for further analysis by experts in that country.
Dr. Sondashi told ZANIS in an interview that he has also received numerous requests from internationally acclaimed researchers who want to test his medicine.
He maintained that the efficacy of his traditional remedy should not be doubted saying recent reports suggesting that the Sondashi formula, can not cure HIV/AIDS were misleading.
Dr. Sondashi maintains that he has so far healed over 65 patients suffering from the deadly pandemic using his herbal traditional remedy.
He has also accused the Zambian media of not doing enough to investigate the potency of his drug by finding time to talk to former HIV/AIDS patients who have been cured from his drugs.
Dr. Sondashi noted that the media should undertake an independent and impartial investigation over claims that the drug could cure HIV/AIDS.
The former cabinet minister said a number of people especially those involved in the marketing of ARVs were afraid of telling the truth on the efficacy of his medicine because they feared that they could lose business.

Levy calls for revival and diversification of the mining sector
President Mwanawasa has called for the revival and diversification of the mining sector in a bid to enhance the growth of the national economy and employment creation in the country.
Mr Mwanawasa says his administration will remain committed to creating a conducive
environment which will attract increased investment in the mining sector.
He was speaking at the ground breaking ceremony of the construction of the Munali
Nickel mine in Mazabuka today.
Mr Mwanawasa said the conducive mining environment created by his administration
since 2002 has resulted in increased foreign investment in Zambia and has also helped in employment creation for the local people.
He noted that his government has put the mining sector on its development agenda because of the role it plays in the economic development of the country.
President Mwanawasa pointed out that his government will strive to put in place prudent policies which will translate into increased investment in all the key sectors of the national economy.
He called on Mines and Minerals Development Minister Dr Kalombo Mwansa to step up
the ministry’s mining and gas geological exploration to attract more mining investors into the country.
Earlier, Mines and Minerals Development Minister Dr Kalombo Mwansa said the opening
up of the Munali Nickel Mining plant in Mazabuka district was a clear demonstration of the great importance the MMD government attaches to the mining sector.
Dr Mwansa said his ministry will continue putting in place policies that will attract increased investment in the mining sector and also contribute significantly to oil and gas exploration in Zambia.
Speaking at the same function, Southern Province Minister Joseph Mulyata commended
government for putting in place policies, which have translated into economic development of the province.
Mr Mulyata said the development projects initiated by the new deal administration
have helped to raise the people of southern province from the shackles of poverty.
And Albidon Zambia Limited Managing Director Dale Rodgers said his company will
invest US$100 million in the development of the Munali Nickel Mining Plant.
Rodgers pointed out that the US$100 million investment into the Munali Nickel Mining
Plant will result in employment creation as well as contribute positively to
sustainable development of Zambia.

Provide evidence of corruption, members of the public challenged
Zambia Sugar Plc has challenged the general public to come forward and provide evidence of corrupt practices at the company.
Zambia Sugar Plc corporate affairs manager Lovemore Sievu said corruption is counterproductive and any member of the public with evidence of corruption should
be free to provide such information to the company.
He said this in an Interview with ZANIS in Lusaka today.
This was in reaction to public complaints of tribalism and corruption in employing
workers at Zambia Sugar Plc.
Mr. Sievu explained that the company cannot employ everyone who applies for a job
adding that management ensures fairness and merit when employing people.
Mr. Sievu said the company gives first priority to workers from the previous season
when employing because Zambia Sugar Plc employees work on a seasonal basis.
He added that the company does not encourage casualisation of labour.
On 30th March, 2007, there were complaints of corruption from some members of the
public in the employment of workers at Zambia Sugar PLC.

ZANACO is finally in Rabobank hands
After months of negotiations, government has finally, handed over the management of the Zambia National Commercial Bank (ZNCB) to Rabobank of the Netherlands.
The deal was sealed in Lusaka today after government agreed in principle last December that Rabobank should buy 49 per cent shares in ZANACO.
Commerce, Trade and Industry permanent secretary Davison Chilipamushi disclosed during a press briefing that Rabobank’s assumption of the management of ZANACO was
in line with the agreement on the partial sale of the bank.
As part of the sale and purchase agreement entered into by the bank and the Zambian
government, both parties agreed that Rabobank takes over management rights of ZANACO while government will retain its representation in the bank at board level.
The new board includes three members from Rabobank , two government representatives and one representative to be appointed by board members.
These are Mark Wiessing, Arnald Kuipers , Jan Dijkstraa , Chintu Mulendema and
Getrude Akapelwa.
Mr. Chilipamushi said the take-over of the bank today marked the end of the long
process of partial privatization of 49 percent sales in ZANACO which he said has been conducted in a transparent manner.
Mr. Chilipamushi said ZANACO’s partial sale will enhance economic development in the
country.
He added that the sale was also done in accordance with the provisions of the law as stipulated in the Banking and Financial Services Act.
He however could not state the sale value of the bank saying government through the
minister of commerce will inform the nation after the evaluation process is completed.
Mr Chilipamushi said the value of the bank’s assets has increased over the years compared to 2004 when ZANACOÂ was offered to Rabobank hence the need to revalue the assets.
The permanent secretary said 25.8 percent shares would be offered to the Zambian public so that they have a say in the running of the bank.
Mr. Chiliupamushi who is also past chairman of the board thanked board members and
the staff of the bank for their contribution during the privatization process, which he said has helped to increase the value of the bank.
And speaking at the same function, new ZANACO managing director Mark Wiessing said
the vision of his team was to take the bank to another level.
Mr. Wiessing said ZANACO has built a strong foundation and has the largest rural branch and ATM network.
He said the vision of Rabobank was to build on the achievements and move towards a more customer focused organisation.
“We need to capture the market share of ZANACO as we are look for a sustained
profitability in the long term so that the bank can recapture the share it lost on the market.
The bank will in the next three months present a new business plan to indicate the future of the bank.
The managing director said the bank would also seek new opportunities of expanding
its  corporate presence in agriculture, mining and public sectors.
Mr Wiessing said ZANACO will maintain its presence in rural areas, adding the bank has a plan of expanding its branches network to cater for both urban and rural
areas.
On fears of job losses, Mr Wiessing said the bank had no masterplan of retrenching workers saying the philosophy of the bank was to grow the business .
He however pointed out that there will be changes in the staff mix depending on the outcome of the new business plan.
He said Rabobank has 110 years experience in banking and is ranked 20th in the world
in asset base and equity.
“We bring to Zambia expertise in retail and agriculture gained in 110 years of banking,’ the said.
Following the partial sale, Government will now have 51 percent shares while Rabobamnk intends to sell four percent shares to the farmers out of its 49 percent shares.

+K148 million recovered in unretired imprest at COMDEV
The permanent secretary in the ministry of community development and social services has told the parlaimetary accounts committee that his ministry has managed to retrieve K148 million in unretired imprest.
Teddy Kasonso said over K5 million was recovered from a former minister, K27 million and K115 million from two former deputy ministers and K101 from other officers in the ministry.
Mr Kasonso said the ministry was still remaining with K19 million to recover in unretired imprest.
He explained that he has since written to the officers who have not retired the imprest to do so failure immediately failure to which the ministry will start deducting the money from their salaries starting next month.
He added that the affected officers will not be allowed to travel on government expense until they have retired the imprest.
On the distribution of hammermills purchased in December 2005 worth over K59 million meant for women groups, Mr Kasonso explained that two were given two women organisations in Lwampa constitunecy in Kaoma while the other two were given to
Keembe member of parliament who has since been written to explain where he took the hammermills.
The chairperson pointed out that there was need for civil servants to protect government property and resources by following laid down procedure.

Levy lashes out at good for nothing critics
President Mwanawasa has lashed out at politicians bent on frustrating government efforts in fostering development in the country.
Speaking when he officiated at the ground breaking ceremony of the construction of the Albidon Zambia
limited Nickel mine in Mazabuka today, Mr Mwanawasa said some politicians had alleged that the mining company had disadvantaged Zambians.
Mr Mwanawasa who had earlier toured the resettlement
site said he was impressed with what he saw as villagers were being built a house each and were given two animals.
He said villagers were happy and were looking forward
to move to the site.
”Who are you speaking for when you say Zambians are
being disadvantaged. We have been independent for 43
years, why didnt you develop the nickel project,” he said.
Mr Mwanawasa urged critics to stop wasting government’s time.
He noted that he was happy that the mining company had
invested U$ 100 million in the development of nickel.
Mr Mwanawasa also said the pace at which the company
had moved from discovery to exploration underscored
the commitment of Albidon.
He said the investment would generate employment and
would result in wealth creation not only for the Mazabuka community but for the country as a whole.
The president said the theme of the ground breaking
ceremony was ‘Revival and diversification of the mining industry in Zambia.”
He noted that over U$4 billion has been invested in the mining industry which has seen the production of copper doubling from 250,000 metric tonnes in 2001 to 500,000 metric tonnes in 2006.
Mr Mwanawasa said with the coming in of new investments, copper production was projected to rise
to 1 million tonnes per annum by 2011 which would push the country back among the major global copper producing countries.
”We are now seeing diversification in the mining sector itself. We however want to see more development in the country as it is under explored,” he said.
He said the exploration and mapping project undertaken
by the ministry of mines will cover the remaing 45 percent adding that this would enable the country to do more mining activities.
Mr Mwanawasa said his goal was to see to it that the private sector establishes one mine in each province
with significant ownership being placed in the hands of Zambians.Â
And speaking earlier when he toured a house of one of
the evicted families, Mr Mwanawasa said he had received complaints that the displaced villagers were being exploited and that the investor had taken away their land.
Mr Mwanawasa said contrary to the reports, he was happy with what he had seen on the ground.
He said it will be retrogressive for some politicians to fight development as innocent people would suffer just because selfish politicians want to champion their cause.
Mr Mwanawasa said it was important for people to realise that the project was being taken to their area because government was interested in fostering development.
”The important thing is that people should realise that these are projects of the party and government and people should grasp this. It will not do for us to start fighting development,” he said.
And one of the resettled villagers Robert Chilobya told
the President that each of the resettled villagers has
been given two cows and that the mine management would
provide fertiliser for the initial year. He said the
construction of the rest of the houses was still in
progress.
Mr Chilobya said before he was resettled he had 10
hectares and noted that he now has an additional five
making it fifteen hectares.
