    Iwe its not that the staff is not qualified not,but its because our govt does not pay them.How can they work effectively when the govt has not paid them for 18 months?.So please before you conclude that the staffs not qualified you should also find out why they are not working effectively and efficiently.Mind you a salary is a motivation to every employee.

    Thats very true!! These people do not perform at all because half the time they are busy doing their own staff, tryin to make moni to make ends meet.How can u save two masters at a time, obviously one of them has to suffer and in this case its the community. Untill they start payin them well, they will continue goin to the office just to leave the jacket on the chair and go out to attend to their own business or better still…..just go in and read a newspaper the whole day. All these are scenarios I have seen and quite honestly….I dont blame them. :-??

18. Aren’t councils supposed to be self sustaining to some extent. With all the potential revenues they can earn its a shame that ALL th councils in Zambia require a “conkanious” govt bailout. Western countries manage to raise cash in some very cunning ways. Whe I was younger and watchin tv shows from the west I thought that the ambulance service was a great free feature of western society… Then I got here and managed to get sick enough to call an ambulance…
    The flurry of mail I consequently received was not get well cards but stunning bills from ahem, “city services”

    uziba pa zed abantu balipatafye ukubomba mwandi,even if they were given that money it wouldnt really motivate them.so many people have adopted a very bad attitude towards work.pa zed you find that someone is sleeping even at work why??? you cant really blame that on non payment or low salaries it has more to do with the attitude.guess you saw that blog real baby c posted on how to spend time at work (like on emails and staff) thats what most people do.you have 3 managers for the same department at the end of the day they have no work to do kanshi kulaangala fye, too much injhuka and watching things pa pc.i hate the attitude some peole have towards work.
