Public workers in Lusaka province have been urged to plan well and spend within the budget in view of the biting global economic recession.
Lusaka province permanent secretary Stephen Bwalya said the global economic recession which has equally slowed down Zambia’s economic performance, calls for careful planning and prudent expenditure of resources to ensure continued implementation of development projects.
Mr. Bwalya was speaking when he addressed heads of government departments and parastatals in Luangwa today.
He called on public workers to work as a team in delivering services to the people.
Mr. Bwalya assured the people of Luangwa that government will embark on the rehabilitation of the road infrastructure in the district including the main road from Luangwa bridge to the Boma, when the rains are over.
He said a good road network was a priority in the development of the district.
Earlier in his welcome remarks, District Commissioner Stanslous Kalunga, thanked government for reintroducing the Rural Hardship Allowance for teachers in Luangwa district.
Captain Kalunga said the teachers started getting their allowance in February.
He however appealed to the government to declare Luangwa a remote rural area and spread the allowance to all the civil servants working in the area.

The master giving that lecture has 3 government cars, 3 servants, a massive rent-free house, free fuel, all children going to private schools chauffeur driven (most likely abroad) and was probably earning an allowance for outside town travel. What does spending within the budget mean to the poor civil servant. It’s like speaking Chinese to Bemba babies. Be real brothers, give the proliteriat the money, if only you need a working government.
How possible is it to make a budget when the take home pay is K500,000.
Its like global economic crisis has become every politician’s catch phrase.
I have never known civil servants to budget. Their pay gets to them when its already spent in nkongole. All they do is kongola again for the next pay and the circus goes on. Its a hand to mouth syndrome….
That piece of advice (civil servants to spend within their budgets) is not worthwhile, because this bracket of people comprises people who simply do not get paid. Thanks to the rampant corruption and theft on which our brothers and sisters thrive. Ministers’ salaries were increased in view of the then impending financial/economic crunch, excellent foresight, while our dear civil servants have only been given advice to spend their meagre income ‘wisely’. The advisor should have broken down the K500,000, especially that prices of essential commodities have risen, so we see what he means.Like 2x25kg mealie meal=K160,000; accommodation in shanty compound=K350,000. The remaining -K10,000…
