Three more health officials arrested

Three more Health ministry officials and one from the Ministry of Labour and Social Security have been arrested for theft involving fraudulent payments amounting to more than K6.8 billion to a consultancy company.

The arrests are related to those made on Saturday involving seven Health ministry officials and two others over the fraudulent payments made to Algonquin Management Consultancy for services which were not rendered.

Police spokesperson, Bonny Kapeso said in Lusaka yesterday that the payments were related to various workshops purported to have been conducted for staff in the Ministry of Health but did not take place.

Mr Kapeso said in a statement issued in Lusaka that the payments ranged from K200 million to K940 million and a total of K6.8 billion was paid to Algonquin Management Consultancy.

“The suspects have been remanded in custody and are expected to appear in court for plea,” Mr Kapeso said.

Health ministry staff, Justin Phiri, 37, an internal auditor of plot 787, Kabwata Site and Service and Luke Makeche, 52, a senior accountant of plot 12951, Chilenje South, have been charged with theft by public servant involving K618,068,850.

The other Ministry of Health member of staff, Christopher Bwalya, 44, an assistant internal auditor of House number 38/24, Emmasdale, has been charged with theft by public servant involving K592,925,150.

Mr Kapeso said Esau Banda, 38, formerly an assistant internal auditor at the Ministry of Health but now at the Ministry of Labour and of plot 575, Avondale, had been charged with two counts of theft involving K886,317,500 and K732,350.000.

“All these are charged contrary to sections 272 and 277 of the Penal Code Chapter 87 of the Laws of Zambia,” he said.

Police, Drug-Enforcement Commission and the Anti-Corruption Commission discovered the alleged thefts, which took place between October 2007 and December 2008.

  7. Vitendeni, if you went to Chalala today you find that most of the houses are owned by poor civil servants who only earn below K1.5m as salary and have no any other businesses. This can be proved at Ministry of Lands through title deeds but one wonders the criteria they use to put up such nice and expensive structures. Kanshi its illicit wealth.

  9. #11, most civil servants get peanuts for a salary but we are also entitled to advances and loans. We also do whatever private jobs or business (NOT STEALING). We have learnt to be content with what God has given us but also to sacrifice and be industrious with the little we earn. So we’re not stupid when we sacrifice so we can save money for a bag of cement. When you look at payslips you can cry, but there’s nothing wrong with selling vitumbuwas or tomatoes in our homes to feed and clothe our children, You should be more concerned with incompetent and clueless directors at Ministry o Health who are not looking after our funds, loans and grants as citizens and tax payers. Grow with God!

They are too demanding wanting a different car for going to Kitchen parties, saloon, Manda hill, Arcades, taking kids to school. I blogged sometime betwin May 5 & June 15 that some of the chaps were classmates from Primary, Secondary, College & University at one stage and used to strugle to meet ends mit but as soon as they joined GRZ things changed all over, cars, building houses, chain of women dont even toku of buzi. I was dimised that was practising Peti jelasi. Something has gone wrong with GRZ system. This whole scam is not only ministry of health instaed these guys have bin moving with their syndicates from one ministry to another on transfers. Go to clubs its the same chaps who are chairmen, treasurers, sponsors of community madalas fotubo teams. One wonders ma seminer month in month out. It was a network involving alot of them.   33. Guys if you dont understand how Criminal Investigations go,just shut up.Who told you that you just arrest anyone even when you dont have evidence against them? Leave ACC do there work.This was a scandal of selfisf kapentas who never wanted the big fish to benefit.Thats why the net that is being used is that of small fishes. if the big fishes were involved the nets could have been destroyed and even the small fishes could have been saved.Now that no big fishes signed on any of the documents, the signatories will suffer instead.Just support ACC for their good work.
