Ministry of Finance extends deadline for submission of budget proposals

The Ministry of Finance and National Planning has extended the deadline for submission of proposals for Tax and Non-Tax revenue to 24th July 2009.

Ministry Public Relations Officer, Chileshe Kandate, says the extension of the deadline is to ensure that all citizens including youth groups, individuals, and other stakeholders are given a chance to fully participate in the 2010 budget formulation process.

Mr. Kandate noted that by so doing all people will be playing a direct role in contributing to the attainment of the objectives of the Fifth National Development Plan (FNDP) and the Vision 2030.

In statement to ZANIS in Lusaka today, Mr. Kandeta explained that the extension is also aimed at appealing to the public to embrace the gesture so that consultations on the 2010 to 2012 Medium Term Expenditure Framework (MTEF) and the 2010 national budget are broadened.

He said by making such submissions on the tax and non-tax policy proposals at this stage, stakeholders will be contributing to the formulation of a people centered 2010 national budget.

Mr. Kandeta has explained that there is need for the submissions to clearly state the nature of the proposals, demonstrate pitfalls of the current tax regime and also indicate the pros and cons of the off shoot measures on how the tax base could be fairly and equitably expanded.

He added that then the Government’s Tax Policy Committee will scrutinize and assess all proposals based on their merit, impact on tax payers, effect on the economy and the significance to the shape and focus of the Zambian Tax Policy orientation for the period 2010 to 2012.

Mr. Kandeta has also confirmed that the Ministry of Finance has been receiving proposals from individuals and organizations since February this year.

He said to this effect the Ministry has been given enough time to study all the proposals adding that the deadline for the proposals for tax and non-tax will be published in order for stakeholders to analyse the submissions for next year’s budget.

He has, however, thanked individuals and organizations who have responded and have made submissions saying the 24th July deadline is final and there will be no further extensions of the budget formulation as the Ministry has a tight schedule before the 2010 National Budget is presented.

    less than 30% of the population are literate and benefit from the budget.
