President Rupiah Banda has condemned the use of live

ammunition by police in quelling disturbances that occurred at the Copperbelt University of Zambia yesterday.

Speaking in Kampala today when he addressed Zambians residents in that country on the sidelines of the ongoing Smart Partnership Movement conference at Munyonyo Commonwealth resort, President Banda said he is extremely disappointed that police had to use live ammunition instead of teargas.

He said he did not understand why police had to resort to shooting
when there were other options of containing the riotous behavior of
the students.

President Banda has demanded for a comprehensive report on
circumstances leading to the use of live ammunition by police.

I am glad that the commissioner of police is here with me. I want to know why police used live ammunition. I am not happy at all. This report has disturbed me and spoiled my stay here in Uganda,” said
President Banda.

He said he was particularly disappointed to learn that the riotous behaviour emanated from a trivial matter involving the theft of a laptop from one of the students.

President Banda has advised University students and other youths not to resort to violent means in resolving personal differences.

He said there are other amicable ways of resolving problems emanating from the highest learning institutions citing the use of dialogue as the most preferred means of settling disputes.

President Banda said Zambians should emulate the way Uganda has scored tremendous strides in the provision of tertiary education to its people resulting in socio-economic development.

He said education is key for any country develop that this explained why Uganda has recorded significant growth in economic growth because of a large number of its citizens who attained university education.

“Education has a lot to with the development of Uganda. Imagine that every year they are churning out 30, 000 graduates,” he said.

President Banda regretted that Zambia’s education base had not been wide enough because of the limited number of people going through tertiary education.

    Oh yes Mr President, this is bcoz in Uganda the education sector is a priority and funding is well considered. Bursaries are not corruptly obtained and Lecturers are well paid and looked after. You can’t compare the Zambia education system with Ugandas. Ours has been neglected and this is further shown by your appointing of corrupt elements to this ministry as ministers.

I supposrt the police on this one because these students tend to get out of hand and start stoning innocent motorists damaging our treasures cars that we have worked so hard to buy. Tertiary education has become very expensive and is now a preserve of Apamwambas and the well connected. To obtain government bursaries is an enigma. We are failing to even retain the few that have done so due to a horde of conundrums.

  17. It pains me to read such disturbances at our two state universities. What has happened to critical analysis of issues at UNZA. When we were there at Camp D as we used to call it we could not demonstrate over useless things. We demonstrated over real issues such as GRZ supporting UNITA, Students shot at at Lubumbashi University, Re introduction of Multipartism, Try to force GRZ to declare war with Rhodesia rather than just watching when our people were being killed, lifting the ban on UNZASU and many more national issues. Not what these boys and girls are demonstrating over. ZP shoot them in the head so they stop stoning innocent motorists. VIVA real UNZASU!! Abash myopic analysis!

I do not suppot him but this is a technology era, so we should not make it an issue. That was my argumnet even on the striking nurses when everyone kept on saying he decided to go for an operation when he should have made a decision. Well, he could make a decision anywhere even on the moon. In fact, the man came back but did he change his position even after addressing a press conference in zed? No. Are we going to let Prof to stay put or rush back from an important conference just to come and make a comment whenever stupid students riot, or a market catches fire?   21. The behaviour of the these police officers is very shameful. They are never supposed to use live ammunition on unarmed students. I have seen more violent public protests in SA but the police in SA never use live ammunition. They use rubber bullets or tear gass. But this is one example of how unprofessional the Zed police is. Live ammunition must be used only on armed criminals, and never on protesters or rioters.

    Anyway, what is the way forward? Are we going to see building of new universities of say atleat one in each of our 9 provinces? The planned turning of Nkweme Nkhuluma Teacher’s Training College into a university is not enough, MMD GRZ led by Mr President RB Banda. We need seriousness over our education sector.

  23. With Zambia Police’s behaviour which has been followed by “President Banda has demanded for a comprehensive report on circumstances leading to the use of live ammunition by police“, who is instigating instbility in Zambia?

    Is it the UPND-PF PACT or the mis-ruling Zambia MMD GRZ treating every small problem as their hold on power threatening? Why are the MMD GRZ people panicking always — even to the extent of leeting the Zambia Police Service behaviour as a police force? Is the serious opposition right to indicate that Zambia is now a police state or wrong?

    Please, MMD learn to govern Zambia properly. If you lose an election too bad, try next time.

  25. Any one suggesting that the use of live ammunition against students is justified needs to have their heads examined. Granted, the University students do cause damage to private property, but the value of that cannot be equated to a human life. Not only that, the police response is disproportionate to threat. Are our police not trained to handle situations by any other less dangerous means? The Police Chief should resign for failing to issue clear guidelines for use of firearms, and if he did issue, then he should resign for failure to command the obedience of his force. If we as a people tolerate such behaviour it will be to our own peril. From my Unza days i know Police can easily be disarmed and the weapon used on them or other innocents.

  31. Copperbelt University used to be very stable those days.As a UNZA student I wished our institution could have been that stable.It’s a sad state of affairs.We can’t be having the same problems every year.A permanent solution needs to be found a.s.a.p.

  34. My concern is that when a woman who has committed a crime is denied bail and gives birth in police custody, there’s uproar to an extent the officer on duty is arrested. Come the shooting of a student who probably was just watching, some people are fine with it. Be reminded that as citizens, everyone has a right to life. Supporting the shooting is in essence supporting the Police State Zambia is turning into. There are a lot of issues at Zambian institutions that have made these students not to take it any more. The theft of a laptop was not the main reason for the riot. Police, like parents, must be able to know when to take such extreme measures. We saw the Sharpville Massacre under apartheid in SA, We saw the Tiananmen Square murders in 1989. We should learn from such incidences.

  37. Sadly, we as a people will not learn from such incidences as long as it did not affect me. But be mindful that in the process of doing so, we are either creating a monster out of the police or may be out of the students. But the latter has short life to live as a student and as such, his behavoir will be limited to that period. A policeman who uses the gun to stop a crime or student protest is a danger. We cannot allow our police to be Arresting Officer, Judges, and Excussioners as doing so will mean anarchy and police control of people’s lives. Probably I am wrong, the last time I checked, I was informed that students don’t carry guns to their protests and riots. A trained police officer knows when to use a gun and also how to do crowd dispesal.

This is because Zambians might have their eyes awoken to the true and harsh reality of why our country is stagnant. In this day and age; don’t cops have other nonlethal means of dealing with riotous students? Incidents like these does not reflect well on ZP and the nation, period!! If students damage property in the process of airing their grievances, it is the duty of the police to isolate, arrest and charge ring leaders in the court law. It is not a licence to harm or shoot to kill—-that’s how CIVILIZED PEOPLE are supposed to do things.

  50. According to the PSOT, Mr UNZASU president Nyirongo said “How does one give out firearms without putting in place a system that can be used to monitor its usage? Even with a bullet cartridge and a bullet that was used to shoot one of the students at UNZA last year in March, police still failed to trace the police officer who fired the gun” and “there was no difference between police and armed robbers” and I want to believe that this behaviour is what has caused Zambia to dropped on the peaceful countries list that was portrayed just some few days ago.

    All this behaviour shows Zambia as a Police State instead of a Chrsitan Nation its supposed to be.

  51. GOVERNMENT has dispatched a six-man delegation to deliver a pregnant Friesian cow to Tanzanian President Jakaya Kikwete. And sources have revealed that the government has spent over K68 million in per diem for 10 days on the six officers that have been sent to deliver the cow to President Kikwete in Tanzania.
    The black and white cow which was given to President Kikwete by President Rupiah Banda at the Ndola International Trade Fair early this month was transported to Tanzania by road last Saturday.

    According to government sources, each of the six officers led by Copperbelt Provincial veterinary officer Dr Alishenke Mutemwa was given US $220 per night equivalent to K1,148,400 [at K5,220 per US $] as out-of-pocket allowance for 10 days.

  57. Its unfortunate that a student was shot at and wounded. The students should learn that the police are trained how to control riots. Due to lack of resources to procure things such as water canons, rubber bullets etc and depending on the situation on the ground. The strategy is to cut off the head of the riot by firing live shots at one or two targets to bring it to QUICK END. Was there any need for students to block and make fires on the streets causing uncalled for traffic congestion. The students should exhib good conduct. With that type of behaviour how are they going to be good future leaders. They should learn that when you resort to fire it will be met by fire.

Even buying of porsh vehicles was not tradition of GRZ, it was Landrovers all over. ZCCM/ZIMCO used to buy porsh cars for their senior staff and expertraites as they were productive and as an incentive to retain them.
