PF-UPND pact emerge winners of elections across the country

The PF-UPND pact emerged as winners of yesterday’s elections held across the country. The pact won the Kasama seat and two other ward elections seat.

In Kasama, PF candidate, Geoffrey Bwalya Mwamba, amassed 10 688 votes and was followed by MMD’s Burton Mugala who polled 4 184 votes.UNIP candidate Alexander Chansa was third with 189 votes with Independent, Mohammed Ayoub Hamir, managing 170 votes. Another Independent candidate, Christy Ntalasha, got 50 votes with APC’s candidate Maggie Ngona trailing with only 40 votes. This is according to results from all the 50 polling stations in the constituency.

In Livingstone, The United Party for National Development (UPND) won the Kasiya ward by-election in Livingstone.UPND candidate, Cacius Mauma emerged winner after the returning officer, Tedson Nyirongo, cast a lot following a tie between the UPND and MMD.This is in accordance with the Electoral Act of 2006 and the Electoral Returning Officer’s Handbook. The Act allows the Returning Officer to decide between the candidates with tying votes by lot.

Both the UPND and MMD candidates polled a total of 497 from the seven polling stations, forcing the returning officer to cast a lot to determine the winner.

Official results indicated that UPND’s Mauma polled a total of 497 votes, MMD’s Mary Chiwisha Kaimba got 497 votes, while United Liberal Party’s candidate, Ifunga Mubiana, got 110 votes and UNIP’s candidate, Mwansa Andreas, only polled a total of 16 votes.

And Returning Officer,Mr Nyirongo, has described the general situation as peaceful with no serious incidences experienced. Mr Nyirongo said the general turnout was better than in the previous by-election in Maramba ward.

He said a total of 1,128 registered voters in Kasiya ward cast their vote out of about 2,800, representing about a 40 per cent turnout. The winner was declared around 01:45hours this morning.

In Itezhi-tezhi district, the opposition Patriotic Front PF/UPND pact scooped the Lubanda ward local government by-elections by a landslide victory.

A local pastoral and farmer, Harrison Kamano, won the seat after getting over 491 votes under the PF/UPND ticket.

The ruling Movement for Multiparty Democracy (MMD) candidate, Bettis Mambonwa, managed to get just over 240 votes as a closest rival, while UNIP got 48 votes only.

The Lubanda ward seat fell vacant following the incaceration of former UPND councllor, Harry Namaluba, for participating in unlawful assembly at which he incited people to dethrone chief Shimbizhi.

Returning Officer, Cheembo Mangwato, officially declared Mr Kamano as the new councillor for Lubanda ward last night at 20:00 hours.

GBM is childish, tribal, a hooligan and this is typical of PF leadership and will never bring ANY development to Kasama. Mark my words he will soon stop going to the constituency. It is because of his and other leaders’ careless talk on issues of tribe that some  of the voters in north-western province are now asking that only a Kaonde stands in solwezi central . I fear for this country and the MMD is entirely to blame for failing the people of Zambia

    My point is why should we vote for them when they do not really do anything for their constituencies!! Mostly they are not even in touch with the grassroots. I think the best is to vote for the parties and they the parties choose the MP in relation to the percentage of votes. That way we won’t waste resources in by elections and all the sh!t which come with it e.g compaigns. We should then vote for our Ward Councellors who basically leave within the communities and fully understand the extent of problem within their areas.

This election has hurt us in PF as defenders than MMD.Lets pull up the 2006 election of PF and UPND, its a shame and dangerous outcome for the PACT to have an embarrassing 10,000 plus in a constituency of 27,000 registered votes.As a PACT. Its not like the the PF has flipped a seat. These results just go to show that the status quo is still intact. In MMD we don’t feel a great sense of loss, we just know where our weakness is. If we had lost Chitambo and if we lose Solwezi then we shall panic, but for now. We have not lost and we have not gained either. For you own information there has never been 27,000 votes cast in Kasama central , secondly there are 34,000 registered voters and thirdly there is no loss in the PF pact. UPND alone got not more than 500 votes in Kasama Central in Both elections ( 2006 – 2008). So dear get your facts straight. Dont be like The MMD who bury their heads in the sand and pretend their nothing out their, and wanting to talk about the Pact and about how it is failing even before we cross the bridge.   26. I, personally, have no problem with GBM. I wont go into his personal life and marital issues.. Which man Hasn’t got BIG SKELETONS in their closets which one???? every man has their issues.. no ones a saint.. at least he’s still married to his childhood sweetheart he married at 20.. Not much can be said of most successful men…. especially Banda and all the concubines he’s had.. We know his stories.. let’s for change learn to be honest with ourselves.   27. #17-Kuku or chicken or whatever…The results in Kasama are something to be proud of. There may be 27000 registered voters, but think of the decline in people’s interest to vote. Obviously because it does not seem to make sense whether they do or not, past disappointments. So the fact that amidst such a decline a candidate can poll such fractions of the cast votes is a big plus.

  31. The MMD Leadership must be very worried today on the realisation that their political future is bleak. If I were RB, I would simply dissolve the entire cabinet and fire all Advisors for telling me lies and misleading me. Coming up with a new team(cabinet) would make a big difference for him.     I’m a man of my words.

    1-I opened the door of accepting results and maturely congratulating PF and their GBM which you would never do but usual crying foul.Accusations of rigging would have come into your losing orchestra but not MMD does that.

    2-This has triggered a call for me to enter active politics and join active patriots serving the nation. I will be doing this voluntarily and wittingly before the end of the year. My active role will be to take part in levels of analysis, planning, implementation, monitoring and periodic review first of the political war room then other areas of public interest.

    You will keep seeing my opinion until a full transition to real clear politics.

  43. # 17 Nkuku, you are confused brother. There was voter aparthy in the Kasama Central bye election. Only a total of 16 thousand something people voted. The pact got 10 thousand somthing which is about 62% of the votes while MMD got only 25% of the votes. Remember also that even before the pact, Saviour Chishimba did not win by any better margin.

  45. #27, note that the 27,000 registered voters of 2006 is not the same now as most people have relocated or died since then. Mind you, in 2006 we had the Tetamashimbas who are no more now so as other people. Alot of Bembas have died from AIDS in Kasama and most of them who were registered voters. therefore, 14,500 out of initial 27,000 is not bad. Viva Pact!!!!

  47. Good a sign of things to come………..I believe after 20 years of the Movement for Mass Destruction (MMD) government the time for their removal has come.
    I pity poor old Chitimukulu he had misread the signs of time. The people are up in arms against RBB and his govt, the monkeys have equally joined in. His `Royal highness’ should have read this and stayed mute or neutral.
    This serves as a lesson to briefcase traditional leaders stay out of politics, concentrate on resolving traditional disputes, witchcraft issues et al.

    A lesson for RB and MMD that people are not as happy with them as they want to believe.
    A motivation election result for the PACT.
    A sigh of relief for the whole nation that they can boot out an unpopular govt despite their resources.
    An embarrassment for RB to go to Kasama, campaign hard and say all kinds of terrible things, but still fail to win a new seat for MMD.
    A scary realisation by MMD that RB, the VP and Chitimukulu put together, can still be put to shame.

    If MMD fail to win seats from the opposition at 2011, they should hope that the opposition doesnt grab any of their seats. Come 2011.

  49. First of all congratulations on winning Kasama Central ba PF/UPND. I think PF/UPND were always going to win that election so Solwezi will be the real test. Its funny though how you PF/UPND supporters have chosen to forget Chitambo where the Pact lost. I think Solwezi on the other hand will be another story and most likely MMD will win.

Though roads are built in Kasama, people are voting for the future and showing that they may be tired of RB and the MMD.     If MMD was dynamic, recall Magande and Masebo and RB should announce that he is not standing and a younger candidate like Mutati or Pande be made VEEP in readiness for 2011. This will catch the opposition worng footed. Take this free advice , and if u ignore it , it is at your own peril…..

    What this race which the party and candidate that publicly invoked tribalism on the trail does is, invoke regionalism.The party that will feature the best candidate with money from the locals will carry the day in that region.If not rich, the local tribal candidate must be heavily supported from the party to win.My fear is that MMD could offload the entire national treasury on their candidates and party elections stifling their opponents across the country.Assume we have 275 constituencies.Party Politics has invoked tribalism to take over national politics.

    I do not agree with you from a logical view point. Zambian politics have gone tribal bear that in mind first. Secondly, Party politics are not individualistic but institutional. I don’t know what makes you think Magande would be a national election magic bullet with all this tribalism in the ring.Don’t forget that he was chased by his own tongas when visited the village for the first time in 2006. By the way Magande did not win Chilanga until the court saved him against Captain Moono.Now if not accepted for betraying Mazoka to defect to MMD besides the fact that since 1964 Magande has only visited his village in 2006, where would he pull the votes from when Luapula has gone tribal, northwestern tribal, central tribal, Eastern tribal, northern tribal and Western?Where do see

  58. The situation the PACT has put PF and UPND is never to be admired. It is an aukward situation because the three major scenarios i.e.
    1) Putting HH as candidate and losing Luapula, Northern, CB, and most of Lusaka to MMD or
    2) Putting Sata as president and losing Southern, Western, Central or
    3) Spliting because of leadership disagreements (which is most likely) near elections will cause a lot of shaking in the structures of both PF and UPND leaving them worse than they were before the PACT formation.
    The latter will also cause many members from both parties to drift to MMD. The conclusion is that PF and UPND has created the worst political error of 2009. This is always the problem when people make decisions just to win an election at the expense of objectivity.

  60. By now PF-UPND pact should have defined the pact structures as clear as possible.
    The presidential candidature issues for 2011 should have been resolved already and the public should have begun to know who the pact presidential candidate is and mindsets would have begun to form around such candidature.
    It will not help to start a journey before defining how you will move.
    It is not appropriate to arrange for a wedding when you have not even agreed whether or not you want to marry each other.
    Yes, jokes are always an integral part of society but this joke stretches rather too deep.
    It will be very interesting to watch the events of the pact leeding to 2011 elections and during the elections themselves.

  70. After this round of by elections results and considering what money and energy the MMD put in, one has to wonder why any sane Zambian would still think Banda can win. The Solwezi by election should be the last nail in Banda’s coffin, this ugly ape cannot win anywhere in Zambia outside of Eastern province. Instead of Kumodzi Kumawa, what we are seeing here is Kwamwazikana Kumawa. Let them field him and we’ll see if he can win only with Eastern votes. With amaLozi antagonised, Kavindele and Teta’s Kaluvale/kaonde alienated, Banda is doomed. The MMD will do well to discard this used condom.

    It will not help someone who has a headache to confess that he cant feel it even when it is painful.
    The reality on the ground id that the PACT will have great many adverse effects on the two opposition paties.
    Usage of simple arithmetic based on Kasama results will only prepare many people for quite some shock in 2011.
    Simple maths do not go together with public opinion because public opion is volatile and dynamic.
    I think that it is very dangerous for the PACT to get only 10,000 when MMD gets 4,000.
    The pact should have done better than this considering that Kasama central is a serious stronghold of PF.
    In fact GBM managed to get it because he wore PF identity and not UPND identity of the PACT. Try a UPND member in Kasama next time.

    So what we are saying is that the Pact can be very strategic in selecting the candidates for parliamentary elections.
    This because they can field PF candidates in the PF strongholds and field UPND in the UPND strongholds. But the big problem is the big one – the presidential candidate. This will remain not only a puzzle to the PACT but also a dividing factor.
    It will also determine the success of the PF-UPND pact or indeed its failure.
    The main question is, how will the pact manage the devided tribal political preferences in our country. The most hit in this area is the opposition.
    Someone might say, no let us not talk about tribal issues!
    Well, we may not choose to talk about it but that does not change reality. It will only be like a child seeing a dog and closes eyes.

  80. If you total the voters that participated, you will find that the Pact did a tremendous job. 10000 plus on the Pact, 4000 plus on MMD and almost 3000 other parties. That is way above the national average in terms of voter turnout. Almost 19000 showed up and voted out of 27000 registered. We have not added spoiled ballots. I think this was a great turnout that even US or British voters will not match in a by election situation. The turnout was due to MMD failures and we anticipate the same come 2011. Hunger and anger makes people do the right thing. Vote out the failed and mistake infested govt. Look at what happened to Barack. Kudos Kasama people.

  90. But Senior Citizen, going by the last but one local government by-elections, the MMD lost 14 seats if I am not mistaken and in these last ones, the MMD has lost a seat it previously held while the PACT has held on to its seat. Things do not look good for the MMD bashemi.

  91. To use the results of Kasama by election as a yardstick PF victory in 2011 is a very dull thing to do. First of all MMD has taken almost 40% of the votes cast in Kasama. Now lets suppose the by-election was in Chipata central , would PF have amassed 40% of the vote? Without sounding cynical the rural voters will make Mr Sata to bleed again in 2011. He has work to do particularly that the constitution will be changed to reflect a 51% on the presidential election. MMD will win again this time by 300,000 votes.

In Mwinilinga East Constituency, Samuteba Ward By Election the MMD lost badly 880-210 votes. A deputy minister and his supporters had to run for their lives after they caught trying to stuff votes in a ballot box. One guy from Lusaka who is eying the Mwinilunga East saet in 2011 tested politics when he received a few punches from alert PF-UPND cadres when together with the minister attempted to rig. The next station will be Solwezi Central. Ba Kaonde twayiya. Time is ripe to remove the clock from the walls.

  98. But without sounding cynical, how will the pact do in Luapula Province and indeed the Northern Province where the MMD has penetrated the heartland of the PF? I don;t see the PF winning in Central, Eastern, Western, Northwestern , Lusaka rural, some huge chunks of Northern Province. They will not form government in 2011.

Also, the total votes cast do not even meet half of the total number of registered voters in the area! The pact managed a 3rd of that! Please also consider the fact that UPND in this area is not a major factor. Anyways, looking at your last blog, I think your “harsh” criticism is based on the fact that if the pact are to be of any real influence in 2011, their gains now must be pretty high so that they provide a more certain assurance to their support base about their ability to win the polls then.     firstly the number of registered voters in Kasama Central is 34,450 .And if one compares the votes in 2006 partiamentary elections to the recent bye elections in percentage terms PF/UPND has done better now then 2006.Kasama Central in 2006 PF/UPND polled 13,090 (53%) ,MMD 6,853 (28%) in the recent bye election PF/UPND 10,688(70%) ,MMD 4184(27%).IN Chitambo 2006 MMD 6,659(75%), PF/UPND 1179 (13%) in the bye elections that were held this year MMD 3,149 (56%) and PF/UPND 1803(32%).Clearly the pact has improved its perforamce in these 2 bye elections.
