FLASHBACK: Finance Minister Situmbeko Musokotwane (l) with Nchelenge Member of Parliament Ben Mwila

GOVERNMENT has disclosed that the K1 trillion to be used on an urban roads rehabilitation programme will be paid by mining companies.

Minister of Finance and National Planning Situmbeko Musokotwane said this is money that the mining companies owe the government in taxes.

He said in 2008, mining companies had a dispute with Government over corporate taxes, variable income taxes and mineral royalties but the matter was resolved after meeting, and the mining companies are now paying arrears.

“The arrears that the mining companies are paying have created extra revenue that has been channelled to infrastructure development and rehabilitation of urban roads,” he said.

Dr Musokotwane said another potential source of the money will be the selling of bonds on the international market at US$500 million. Part of this money will be used for the urban road rehabilitation programme.

He said this in Lusaka yesterday during the recording of the Ministry of Finance and National Planning television programme, Culture Remodelling.
The programme also featured Minister of Works and Supply Gabriel Namulambe.

The theme of the programme was infrastructure development, progress and financing arrangements.

Dr Musokotwane said most roads in urban areas have had their useful life, hence the need to rehabilitate them.

He said there is nothing political about infrastructure development, rehabilitation and construction of roads.

He said when an economy is growing, there is always need to grow infrastructure to match the expansion of the economy.

Dr Musokotwane said if it was political, the private sector would not have joined in infrastructure development but they foresee more growth of the economy, which will result in high demand for more and better infrastructure.

He said more investment is coming despite this being an election year because investors have confidence in the government.

Dr Musokotwane said a review of the growth of the economy will be madebetween July and August.

He said the economy is no longer stagnant but is growing and it is only right to improve the infrastructure.

And Mr Namulambe said works on major roads are progressing well because most contractors are on site or just waiting to sign contracts.

He said some of the major road projects are the Chipata-Mfuwe, Sesheke-Senanga, Isoka-Muyombe and for the Kalabo-Sikongo roads.

Mr Namulambe expressed disappointment that some Kitwe residents were stoning the machinery moved to the site to start the road rehabilitation.

He said that the MMD government wants to ensure that more roads are constructed to ease movement of goods and people.

Mr Namulambe said it is a pity that his predecessor, Mr Mike Mulongoti is condemning the construction and rehabilitation of roads on the Copperbelt when he is the one who promised that township roads would be worked on.

He said K19 billion has been allocated for feeder roads on the Copperbelt in this year’s budget and K6 billion has already been released.

Mr Namulambe commended mining companies such as Mopani Copper Mines and Konkola Copper Mines for supplementing Government’s efforts by rehabilitating some township roads on the Copperbelt.

He said President Banda should be commended for initiating and completing development projects started by President Mwanawasa.

He said Mr Banda has shown that he is a responsible leader who wants to improve the lives of all Zambians.

  1. PF meetings in Sikongo, Kalabo flop

SIKONGO member of Parliament Mundia Ndalamei has said that attempts by the opposition Patriotic Front (PF) to organise meetings and subsequently form ward executive committees in Kalabo and Sikongo have flopped.

Mr Ndalamei said most people in the two Western Province parliamentary constituencies are MMD members and they shunned the PF meetings, prompting the opposition party to abandon its mission.

He said this has proved that the PF is unpopular in the province contrary to its recent claims that it is gaining popularity.

  2. Lozis reject Sata’s Bembas party reminding him how he insulted late Emmanue Kasonde for aligning with the then National Party. In Kasama told people there that they should disassociate themselves from Kasonde he accused had sold bembas to lozis through NP he called a lozis party.

  3. Mr Ndalamei, who is in Sikongo to inspect various developmental projects, said there were low turnouts when the PF called for meetings in Tuuwa and Lulanunyi wards.

“On May 1, 2011 the PF failed to form an executive committee in Tuuwa Ward because only seven people turned up for the meeting. A minimum of 24 officials are expected to meet to form a ward executive committee. So the meeting flopped unless they wrote false names from somewhere,” he said.

He said the situation was the same in Lulanunyi Ward where only 12 people turned up.

Mr Ndalamei said the people in the constituencies have resolved to rally behind President Banda in this year’s tripartite elections.

  4. Iwe chikili Red Card Where is Fr Bwalya to Salvage Pact read the Post or call your brothers in Mongu to tell how the rally in Mungu went yesterday! Ati ni fire mwaiche!

  5. “So to say PF is popular in Western Province, they are only cheating themselves. If they want, (PF president Michael) Sata can go there and see for himself how many people will turn up for his meetings. Let them stop cheating people that they are popular in Western Province,” he said.

Mr Ndalamei has also said that chiefs in Kalabo and Sikongo have resolved to back President Banda in this year’s elections because of the significant social and economic development they have witnessed.

The chiefs are Chimbula, Namakaya, Lwambo, Kaonga, Mwananawa, Maluti and Mukubesa.

    • Your lies are so clear and dirty. Please there are no chiefs in Barosteland otherthan those that follow Litunnga(the King). they are in the levels of Yeta of Mwandi . The rest are called indunas, those your see on NRCs. Don’t disrespect the Lozis by peddling lies across the nation. Your lies are sickening to every Lozi who know the stand of the King concerning the endorsing propaganda.THE KING AND CHIEFS EMBRACE TRUE DEMOCRACY AND DOES NOT TAKE SIDES WITH ANY POLITICAL PARTY DURING AND AFTER ELECTIONS. YES IT SUPPORTS THE GOVERNMENT OF THE DAY ON DEVELOPMENT ISUES NOT POLITICS. EXAMINE YOUR LIES!!!!!!!!!!!!!!!

  6. #1 i don’t support Sata’s political party but i saw a very large crowd in Mongu yesterday. Any comments on that new development?
Okay, back to the topic, so these chaps now know the mines owe them money, since 2008? hahaha, Dr Situmbeko mwilabepa otherwise your PhD will just be another piece of trash paper. We already know that the mines have been dodging tax for a long time and how exactly have you come with such a collosal amount because there are mines in Nortwestern which use CB roads and are you telling me that the same mines will also repair the Solwezi Chingola road? lack of ideas ba MMD. we are tired of 5 year leaps in development. kabepeniko abakashi nabana benu bamudala

  7. # 1, 2, 3. Please check your dictionary for the description of insanity. What you have just done is like going to a math test with all your prepared geography answers.

  8. #1,2,3,5 Always hallucinating!! Even in your grave you will be hallucinating! Anyway we know the real situation obtaining on the ground. In Mongu it was all Mwamukolo, Mwamukolo, Mwamukolo……….

  9. Even seemingly young leaders like GABRIEL have fallen short of the mark. ala we can read and write and browse the net nowadays so you politicking is not new. we have danced to this 5 year hush hush pronouncement of devt for a loooooooog time now and i rekodi or cd nalikwebulukuka so its repeating the same thing again and again, the only remedy is either buy a new one or simply if stocks are finished change to some other music because we must continue dancing but not the MMD tune. Even those who were babies in 1990 are now graduating from Unza and can see that the govt they have grown into a mass of pathetic born again liers so selfish that they would do anything to just retain the title honorable before their names. we are coming to whip your tuman stomachs this year until you vomit

  10. all the riches you have stolen. Ask GABGO or the egyptian 21st cent Pharaoh what it means when people are no longer afraid of bullets

  11. Red Card Where is Fr Bwalya to Salvage Pact you are a lost soul! I would have thought you would be on the ground to verify yourself all these facts you present! But alas, you quote from Daily Mail- a paper to misinform you and then misinform you. The short end of the stick is that Musokotwane will be brought to book for misuse of public funds! In the USA (a country of great resources) is about to shut government fund because Senate (or our parliament) has not passed the budget to approve funding!

  12. In Malawi, the Government couldn’t fund the budget from 2 years because they failed to pass the budget and a hung parliament. In a true democracy this scale of spending should have been approved by parliament before misusing such colossal sums on campaign projects! If the new government in 3 months took over they would find ‘no money’ (as the Tory Government in the UK found when they took over government from Labour).

  13. I find it very surprising MWEBA BUTUKA ICHIPOYE PA ZED CAN ANALYSE THE CURRENT STATE OF POLITICS PA ZED….IF U ARE SO PATRIOTIC, U SHUD COME AND EXPERIENCE WHAT WE HAVE LIVE THROUGH…….LEKENI UKU PWEKAUKAFYE KWATI NIKUBALA FYE SAMFYA!

  14. #13 flags before blog names can be decieving. It depends on which satellite you are trasnmitting from. Some one can be in ZED yet the flag is for some country only known by perusing the ATLAS

  15. our president mr sata has invited party members to challenge him for the position of party president at the forthcoming party national convention in June. the initiative by mr sata is not a gesture of democracy at all, it is his desperate desire to find someone to replace him as presidential candidate for 2011 and avoid another embarrassing defeat at the hands of rb. he expects the mother of all defeats and so he seeks a dignified exit from the political arena. as the central committee of the government in waiting we strongly advise, implore and plead with eligible party members to take up this challenge. don’t miss this chance, turn up in numbers to save our president, you will still benefit from what remains of his popularity and build on that!

  16. @4, i will read the discredited post later. for now tell me if the lozis could understand the intambi bemba language of pf rallies.

  17. The Govt has hinted that they also intend to borrow money for these road works (USD500m FTA). My question is, why do we pay road tax, and what happens to this money? The whole purpose of the road tax is to develop and maintain the road infrustructure. If this is not happening, then Govt needs to scrap the tax since it is not achieving its intended objective. The same can be said of the carbon tax. What environmental projects is it funding?

  18. Just a campaign gimmick. Why such serious focus on roads now?Are you also working on improving drainage & sanitation in these areas since those two are big contributors to urban rd dilapidation?

When politicians see light at the end of the tunnel, they go and buy more tunnel to prove to the electors that their work is not done hence the need to vote them in again.

  19. RB just made a new budget. Dream on MMD. Musokotwane is the who presented the budget. Did he skip this Road Rehab page?

  20. PF Government- you have no right to misuse the PF logo, words or acronym! You and your type will be sent to disinformation camps in the next real PF government

  21. And this is why we are a banana republic. All this expenditure was unplanned?Ok,these mining companies coughed up.Was the road repairs the next big thing on the list?Is there any planning in this country? They got money and a few days later spent it.How much was paid? What total lack of responsibility. But am from the CB and am thankful that our roads are getting done finally.not too sure you gettin my vote though RB.

  22. Sata brings Mongu to a stand still. MMD is having diarrhoea after seeing how the charismatic PF Leader pulled the croweds in Mongu. Doubt you own doubts,Western Province is in the boat.
Copperbelt residents are too enlightened to be deceived by last minute development as evidenced by Kitwe residents who are stoning MMD chaps. Rupiah is scared of being prosecuted by Sata and thats why this boy Musokotwane is explaining the source of the funds now. MMD is collecting this tax secretely and that’s why MMD members have become too rich.

  23. The money is too much to b spent without parliament aproval. Nd wen did da mines pay this money? Did they pay at once? How much is da balance? Anyway its gud dat finaly my road wil get a new life but i know dat mulepyamo ba kembo

  24. Bloggers there are some points you have been unable to note from this article.Last week Nyama Soya blusted Sata that he (Nyama Soya) was initiative by sourcing a LOAN of K1trillion from “stakeholders” for the road works he commisioned on the Copperbelt.Today Situmbeko is saying the money is coming from the mines which they have been owing GRZ since 2008!!!Mind you, mines operating in Zed are being doubted by the international community on wether they are paying adequate taxes or the money is ending in a selected few’s pockets. Please be connecting issues presented in these articles and follow them passionately.Thanx

  25. PF leader Michael Sata yesterday brought Mongu to a standstill when hundreds of women, men and children lined up along the road to welcome him as he made his way from the airport into Mongu town.

And later in the afternoon Sata addressed a mammoth rally at Blue Gums ground and promised to develop Barotseland in different areas within the first 90 days of PF in government.

When the plane carrying Sata landed around 10:20 hours, there was a huge crowd waiting to catch a glimpse of him. They shouted, as they waved the PF symbol, that PF was the only party they could look up to. Many others shouted, “mwamukolo, mwamukolo (in the boat, in the boat).

  26. PF to rule, if you cant see that you are your own let down, Sata for President, VIVA and Banda, FTJ to go to jail….. and all old cases thrown out by the courts for MMD chaps who had one or two issues on them will be re-openned….face JUSTICE “umulandu taubola”

  27. This is what we have been calling for all along. The mines heavy trucks are destroying roads so it is good that they should fund the rehab, but itshould notbe from taxes they owe.

  28. SATA is behaving like the emperor who loved suits and ended up walking naked. He was very much disappointed yesterday when a small boy reminded him that he was only wearing his tie. There was no mammoth rally yesterday in Mongu. I hope he has learnt a lesson that he is not popular in western Province. He attacked late Kasonde Bcoz he enjoined the NP. He accused him of selling the Bemba to the Lozi but now he wants votes from them. Shame on you old tribalist. The man is desperate he can even allow his wife to screwed for vote

  29. Mwa mukolo. SATA & PF ki mwamukolo. Mongu came to stand still. This will be a very clean win in Western province. \:d/\:d/\:d/\:d/

  30. The Kaponyas were very disappointed with sata‘s rally in Mongu yesterday quarter of the attendees were brought from the copperbert and Lusaka including some other districts with the province

  31. He said President Banda should be commended for initiating and completing development projects started by President Mwanawasa.
Why the minister can say its Mwanawasa who initiated this project ‘Do u have any proof’????? When Cabbage was alive you pipo had no good words for him, so now lets praise RB and never talk about late mwanawasa to initiate projects.

  32. It is not true that MMD is popular in Western and N/W these have titled to UPND. UPND enjoys support Chisamba Chibombo ,Mumbwa, kabwe , Kafue and Chongwe and some rural parties of the CB. PF does not control Northern MMD has still support in Mbala, Mpulungu, Isoka, Nakonde and Kaputa
    PRESIDENTIAL RESULTS PARTY AND PROVINCE
    MMD Eastern 79 % Northern 48% Luapula 45% Central 38% CB 20 %N/W 15 % Western 14 % Lusaka 26% Southern 10% =32%

    • Keep on dreamin boy by the time you will wake up, your friends will be in sate house signing twaabuka!

  33. i hate ama sundays bane. but apa we are going to visit family na va madamu. she is white for all those who dont know. ifyo fyama road fyawupuwa. but chali kwata point ichi chi finance minister. good strategy but question is, will those bastards pay bane. move to london if you want better roads is all i can say. elo last nyt bane we made love naba madamu so nili mu good mood. in terms of fyama elections ifyo i still stand on my point that zambia needs a white female president for a years if we want to see it developed. white women bring changes in mens lifes esp ifwe bafilika. white women are supportive and dont stress you. white women are never mad about nothing. deuces bane

  34. i have seen the picture of mr sata’s rally in mongu in today’s post. i cannot comment on the huge crowd or whether it was a rented crowd as some people would say. all i can say is that what those “supporters” do when they are alone in the polling booth only they know. there is a story of one politician who received 2 votes even when his own immediate family of 5 had voted. on the other hand i would be surprised that lozis still listen to the 90 days children’s bed time stories, i have never thought that lozis can be that stupid and i am not about to start now.

  35. Wait for other big rallies in Senanga,Sesheke and Livingstone where the Charismatic PF Leader will address those who want change.
THE WIND OF CHANGE IS BLOWING ACROSS ZAMBIA.
BE PART OF THE BALLOT REVOLUTION.
MICHAEL CHILUFYA SATA AND PF COME 2011. MULEKENI MWANAWABENI ATEKE.
MWAMUKOLO,PABWATOOO THE ONLY PARTY WHICH CAN BRING CHANGE.
Beware of small tribal parties which split votes.

  36. All the moronic excuses made by the MMD depend on the belief that we, the ordinary people, can’t count. From ‘but the mines, they are paying taxes’, to this so-called ‘corporate responsibility’ garbage, we’re not supposed to add the numbers. I quote:

” GOVERNMENT has disclosed that the K1 trillion to be used on an urban roads rehabilitation programme will be paid by mining companies. ”

    So K1 trillion (at K5,000/$) is $200 million. However…

They owe $1300 million in corporate income taxes and dividend payments.

So now we’re supposed to be happy with $200 million in roads, instead of $1300 million in taxes and dividends – every year? Because if you drill even deeper, these roads projects are multi-year projects.

  37. So if road construction lasts 5 years, they are really paying $40 million a year to rehabilitate the road THEY THEMSEVES WEAR DOWN with their millions of tonnes of ore they carry from the mines.

When the mines pay taxes, the government can pay for these roads themselves, many times over.

Of course, the MMD shields ‘their friends’ in the mining industry from actually paying the Zambian people what they are due from their mining sector.

Just like minister Musokotwane never pushed for payment of dividends to the shareholders of ZCCM-IH when he was a non-executive director of ZCCM-IH.

These individuals are corrupt to the core. And now they want to throw us trinkets, PAID FOR BY OUR OWN MONEY.

  38. Some one explain to me why we are talking about Sata on this particular forum. People are busy slinging mud blinding those of us that are more interested in developmental issues.
The fact that this was politically motivated is overshadowed by the fact that those roads will remain there long after MMD leaves the GRZ. You cannot deny that you are all tired of those bathtubs in the roads. I may agree that the Parliament should have sat (if they didn’t) but to be honest that could have only served to further politicise this very pertinent issue.
Thank the GRZ for at least doing this right then look at other issues. How populat Sata/PF is in the western province won’t change your car’s ball joints. Bravo GRZ! Now go get some Taxes from the NGOs and Churches. hehehe

  39. This past week has been dubbed MMD U-turn week.First it was on PVT which we learned they will do despite strongly condemning it,then came labor minister castigating the Chinese which the MMD strongly support, now this issue,MMD is now willing to get money from the same mines they have strongly shielded from Taxes. What does MMD take Zambians for?fools who cant reason or bamumbwamumbwa? cos this is to much

  40. Breaking NEWS : Abyei town that is occupied by our own Zambian Soldiers has been overrun by Sudan Armed Forces.

  41. @46.Afrozed.

that is not how you run a country or a company or any organisation.Even in a good family, when a husband comes a across an unexpected bit of cash,he goes to the wife and then they make a budget of sorts. This is a dangerous precident. The budget is the pipo’s why, thru their representatives the mps,to hav an oversight on grz spending.if their is no budget how do you hav this oversight.

If RB was well meaning he could hav done a suplimentary budget or something.anything to create a modicum of legality.

  42. this country will be doomed, i foresee a situation where F.O.O.L.S will rule over us and they’ll be no F.O.O.L to control the other

  43. Mr Minister clarity is required here, how much is the money? where are you using the balance? Also can you state; how much from corporate tax? How much mineral royalties? and variable tax? we need a proper breakdown Sir. And where is the balance?

It is like you just want an escape from your adamant on the inappropriate tax you were opposing and now you want us to believe this?

Otherwise repair the roads it is long-overdue no appreciation whatsoever because this is not enough. There are drainages to do also in the townships otherwise the roads will not last.

  44. @50 Ali, 😕
I do understand that, the problem I have lies with people like #51 people that don’t pay attention to issues enough to make positive contributions. Such are the people we have in our parliament brethren, you let them rule over these monies and they will continue to hold back the country almost as if they enjoy to live in squalor. We the the people put the MPs there so the onus is on us to question these things. Personally I feel the problem is that there are simply too many vehicles using these roads especially heavy duty vehicles, reduce these by reinventing the railway systems, that way we don’t have to worry about always fixing roads.

  45. The words “another potential source is bonds” let the cat out of the bag. if the govt is talking abouut potential sourcing it  shows there s really no concrete plans. Elections are forcing them to blurt out imagined plans. They are merely thinking aloud.

  46. I find the comments from Dr Musokotwane puzzling. Where did this man get his degree in economics? How can expenditure on such a large scale be conducted through ad hoc means, without appropriate approval and accountability? Here we see the modus operandi of this government. Even if they were running a store, there would be need for proper planning and accountability. Here is a government which has failed to collect money through an upfront and open elevation in taxes on the mines and now wants backhanders to help retain power. Shameful corruption and a bad precedent. Musokotwane and his lot should be held answerable, alongside RB.

  47. Naka Benjamin Mwila kalepandilila ati mpenkiko imisebo ndyepo naine pantu Sata ngaisa, minestone ikawa

  48. @55 I’m in agreement with you but in all honesty there is very little these complaints do. Where do the parliametarians have to say about this, why don’t we task them to finaly take the reins? To be honest it is easy to throw rocks at the most visible target but let’s face it, these guys have taken the back seat for far too long. forgive me but like you me, they can hardly claim to do much in helping the nation change.
Selfish as as their intentions may be the money is being earmarked for more useful purposes. If I recall last time these guys had anything to do with large amounts of money, we blew it on a useless constitution.

  49. Afrozed, I also persuaded that GRZ has done the right thing to proceed with these projects, sad as it may be, that they have not allowed the relevant Parliamentary Committee (if there is one) to review it in detail. The relevant ministry is responsible, isn’t it? By the way, I know we are a poor country, but to put this in context we are ony looking at $200m over, I believe five years. The Highways Agency in the UK just lost GBP1billion on a stretch of the M25 (ring road) because of delays etc. I am also guessing the Roads Board is overseeing these projects. Let us applaud GRZ.

  50. even if RB gave me a house,i’d accept it gladly and praise him loudly..in the booth bane its me and my secret vote..DONCHI KUBEBA!!

  51. There was no variable income tax introduced in 2008, but windfall tax which you Musokotwane have been refusing. Now shamelessly you want to use the same money to build roads after demonising windfall tax. Tell us how much revenue you have collected from your variable tax introduced in 2009. why dont you use your 2009 variable income tax to build roads if at it is there. Shame on you deceiver. You are luck that most zambian educated people are actually illieterates who cant follow your foolish reasoning properly. You are a shame of PHD graduate.

  52. Musokotwane is a thief with RB and the whole of the MMD government. They are now reading the mood of the nation and have realized that they are on a collusion path against the majority of Zambians. Now they are looking for an exit point so that they can save face. These people cannot be and should not be trusted. They represent no one other than their bank accounts. They are what corruption means. They are as dirty as you can imagine. Why should we as Zambians now accept mines to be responsible for our roads when the same GRZ should have collected Windfall tax on the first place and then device means and methods of its utilization in making Zambia a better place? How can we as Zambians hold foreign owned mines responsible for roads, when we all know that is NOT their mandate?

  53. 4 reasons why MMD must go:
    1. Failure to enact a people driven consititution. Development of evry country begins with having a people driven constitution without which there is no meaning devpt to the masses. 2. Removal of the Windfall Tax introduced by the late LPM, whom RB promised to uphold his legacy and he has since thrown in a towel and wants to be given credit over the plans Levy initiated. He has categorically claimed that he has done developmental projects within the 2 years he has been in power than any other president. My foot may God deliver RB. 3. Dubious acquital of FTJ means RB is a proponent of corrupt activities in Zambia as can be seen in the manner his son James is behaving.
    4. Purchasing of mobile hospitals is a sham which every well – meaning Zambian should condem.

  54. Can we please stop nagging over what was not and start looking at what is. Whether you are UNIP,MMD,UPND,PF or PPP we shouldn’t let these political affiliations go above national development. Secondly, we have to understand that as human beings, our leaders are liable to make mistakes, they have been doing so since independence and we the sorely impressionable electorate can only look at them and not the corrections made. Yes there were oversights. Yes there were alterior motives. Yes they may have made poor precedences but what of where we stand? Here and now fellow countrymen.

  56. Yes there were oversights. Yes there were alterior motives. Yes they may have made poor precedences but what of where we stand? But let us look at the Here and Now fellow countrymen. Those who complain about mobile hospitals are shamelessly exposing their greed, it is not enough that you have access to medical facilities (poor as they may be) and electricity, while the rural Zambian only gets a Nganga!! or worse yet kochkali for an abulance..Back to the basics bane, ONE ZAMBIA, ONE NATION

  57. #1 ,what is the population of Sikongo? You should consider the population of a place before you talk of masses of people. Please let’s try to avoid tribal references every time we talk about Western Province, it is part of Zambia like any province. The neglect the people of Western province are feeling is the same in all the provinces, MMD has failed the nation as whole. Just look at Copperbelt province, the bread winner of the country

  58. The explanation by Finance Minister is shallow! We all know that though such developments are welcome, the timing of this project is purely CAMPAIGN!

  59. The minister is cheating!!!!! How can such huge sums of money not pass through the public financial management system for accountability and transparency purposes. These funds needs to be approved by parliament as supplementary funding. Who are you fooling Sir!!!!!

  60. of course like your website but you need to check the spelling on several of your posts. A number of them are rife with spelling issues and I to find it very bothersome to inform the reality on the other hand I will definitely come again again.
