GOVERNMENT has disclosed that the K1 trillion to be used on an urban roads rehabilitation programme will be paid by mining companies.
Minister of Finance and National Planning Situmbeko Musokotwane said this is money that the mining companies owe the government in taxes.
He said in 2008, mining companies had a dispute with Government over corporate taxes, variable income taxes and mineral royalties but the matter was resolved after meeting, and the mining companies are now paying arrears.
“The arrears that the mining companies are paying have created extra revenue that has been channelled to infrastructure development and rehabilitation of urban roads,” he said.
Dr Musokotwane said another potential source of the money will be the selling of bonds on the international market at US$500 million. Part of this money will be used for the urban road rehabilitation programme.
He said this in Lusaka yesterday during the recording of the Ministry of Finance and National Planning television programme, Culture Remodelling.
The programme also featured Minister of Works and Supply Gabriel Namulambe.
The theme of the programme was infrastructure development, progress and financing arrangements.
Dr Musokotwane said most roads in urban areas have had their useful life, hence the need to rehabilitate them.
He said there is nothing political about infrastructure development, rehabilitation and construction of roads.
He said when an economy is growing, there is always need to grow infrastructure to match the expansion of the economy.
Dr Musokotwane said if it was political, the private sector would not have joined in infrastructure development but they foresee more growth of the economy, which will result in high demand for more and better infrastructure.
He said more investment is coming despite this being an election year because investors have confidence in the government.
Dr Musokotwane said a review of the growth of the economy will be madebetween July and August.
He said the economy is no longer stagnant but is growing and it is only right to improve the infrastructure.
And Mr Namulambe said works on major roads are progressing well because most contractors are on site or just waiting to sign contracts.
He said some of the major road projects are the Chipata-Mfuwe, Sesheke-Senanga, Isoka-Muyombe and for the Kalabo-Sikongo roads.
Mr Namulambe expressed disappointment that some Kitwe residents were stoning the machinery moved to the site to start the road rehabilitation.
He said that the MMD government wants to ensure that more roads are constructed to ease movement of goods and people.
Mr Namulambe said it is a pity that his predecessor, Mr Mike Mulongoti is condemning the construction and rehabilitation of roads on the Copperbelt when he is the one who promised that township roads would be worked on.
He said K19 billion has been allocated for feeder roads on the Copperbelt in this year’s budget and K6 billion has already been released.
Mr Namulambe commended mining companies such as Mopani Copper Mines and Konkola Copper Mines for supplementing Government’s efforts by rehabilitating some township roads on the Copperbelt.
He said President Banda should be commended for initiating and completing development projects started by President Mwanawasa.
He said Mr Banda has shown that he is a responsible leader who wants to improve the lives of all Zambians.

PF meetings in Sikongo, Kalabo flop
SIKONGO member of Parliament Mundia Ndalamei has said that attempts by the opposition Patriotic Front (PF) to organise meetings and subsequently form ward executive committees in Kalabo and Sikongo have flopped.
Mr Ndalamei said most people in the two Western Province parliamentary constituencies are MMD members and they shunned the PF meetings, prompting the opposition party to abandon its mission.
He said this has proved that the PF is unpopular in the province contrary to its recent claims that it is gaining popularity.
Lozis reject Sata’s Bembas party reminding him how he insulted late Emmanue Kasonde for aligning with the then National Party. In Kasama told people there that they should disassociate themselves from Kasonde he accused had sold bembas to lozis through NP he called a lozis party.
Mr Ndalamei, who is in Sikongo to inspect various developmental projects, said there were low turnouts when the PF called for meetings in Tuuwa and Lulanunyi wards.
“On May 1, 2011 the PF failed to form an executive committee in Tuuwa Ward because only seven people turned up for the meeting. A minimum of 24 officials are expected to meet to form a ward executive committee. So the meeting flopped unless they wrote false names from somewhere,” he said.
He said the situation was the same in Lulanunyi Ward where only 12 people turned up.
Mr Ndalamei said the people in the constituencies have resolved to rally behind President Banda in this year’s tripartite elections.

In Malawi, the Government couldn’t fund the budget from 2 years because they failed to pass the budget and a hung parliament. The Govt has hinted that they also intend to borrow money for these road works (USD500m FTA). My question is, why do we pay road tax, and what happens to this money? The whole purpose of the road tax is to develop and maintain the road infrustructure. If this is not happening, then Govt needs to scrap the tax since it is not achieving its intended objective. The same can be said of the carbon tax. What environmental projects is it funding?

PF leader Michael Sata yesterday brought Mongu to a standstill when hundreds of women, men and children lined up along the road to welcome him as he made his way from the airport into Mongu town.
And later in the afternoon Sata addressed a mammoth rally at Blue Gums ground and promised to develop Barotseland in different areas within the first 90 days of PF in government.

i have seen the picture of mr sata’s rally in mongu in today’s post. i cannot comment on the huge crowd or whether it was a rented crowd as some people would say. all i can say is that what those “supporters” do when they are alone in the polling booth only they know. there is a story of one politician who received 2 votes even when his own immediate family of 5 had voted. on the other hand i would be surprised that lozis still listen to the 90 days children’s bed time stories, i have never thought that lozis can be that stupid and i am not about to start now.

All the moronic excuses made by the MMD depend on the belief that we, the ordinary people, can’t count. From ‘but the mines, they are paying taxes’, to this so-called ‘corporate responsibility’ garbage, we’re not supposed to add the numbers. I quote:

So K1 trillion (at K5,000/$) is $200 million. However…
They owe $1300 million in corporate income taxes and dividend payments.
So now we’re supposed to be happy with $200 million in roads, instead of $1300 million in taxes and dividends – every year? Because if you drill even deeper, these roads projects are multi-year projects.
So if road construction lasts 5 years, they are really paying $40 million a year to rehabilitate the road THEY THEMSEVES WEAR DOWN with their millions of tonnes of ore they carry from the mines.
When the mines pay taxes, the government can pay for these roads themselves, many times over.
Of course, the MMD shields ‘their friends’ in the mining industry from actually paying the Zambian people what they are due from their mining sector.
Just like minister Musokotwane never pushed for payment of dividends to the shareholders of ZCCM-IH when he was a non-executive director of ZCCM-IH.
These individuals are corrupt to the core. And now they want to throw us trinkets, PAID FOR BY OUR OWN MONEY.
Some one explain to me why we are talking about Sata on this particular forum. People are busy slinging mud blinding those of us that are more interested in developmental issues.
The fact that this was politically motivated is overshadowed by the fact that those roads will remain there long after MMD leaves the GRZ. You cannot deny that you are all tired of those bathtubs in the roads. I may agree that the Parliament should have sat (if they didn’t) but to be honest that could have only served to further politicise this very pertinent issue.
Thank the GRZ for at least doing this right then look at other issues. How populat Sata/PF is in the western province won’t change your car’s ball joints. Bravo GRZ! Now go get some Taxes from the NGOs and Churches. hehehe

I do understand that, the problem I have lies with people like #51 people that don’t pay attention to issues enough to make positive contributions. Such are the people we have in our parliament brethren, you let them rule over these monies and they will continue to hold back the country almost as if they enjoy to live in squalor. We the the people put the MPs there so the onus is on us to question these things. Personally I feel the problem is that there are simply too many vehicles using these roads especially heavy duty vehicles, reduce these by reinventing the railway systems, that way we don’t have to worry about always fixing roads.
The words “another potential source is bonds” let the cat out of the bag. if the govt is talking abouut potential sourcing it shows there s really no concrete plans. Elections are forcing them to blurt out imagined plans. They are merely thinking aloud.
I find the comments from Dr Musokotwane puzzling. Where did this man get his degree in economics? How can expenditure on such a large scale be conducted through ad hoc means, without appropriate approval and accountability? Here we see the modus operandi of this government. Even if they were running a store, there would be need for proper planning and accountability. Here is a government which has failed to collect money through an upfront and open elevation in taxes on the mines and now wants backhanders to help retain power. Shameful corruption and a bad precedent. Musokotwane and his lot should be held answerable, alongside RB.

Afrozed, I also persuaded that GRZ has done the right thing to proceed with these projects, sad as it may be, that they have not allowed the relevant Parliamentary Committee (if there is one) to review it in detail. The relevant ministry is responsible, isn’t it? By the way, I know we are a poor country, but to put this in context we are ony looking at $200m over, I believe five years. The Highways Agency in the UK just lost GBP1billion on a stretch of the M25 (ring road) because of delays etc. I am also guessing the Roads Board is overseeing these projects. Let us applaud GRZ.

Musokotwane is a thief with RB and the whole of the MMD government. They are now reading the mood of the nation and have realized that they are on a collusion path against the majority of Zambians. Now they are looking for an exit point so that they can save face. These people cannot be and should not be trusted. They represent no one other than their bank accounts. They are what corruption means. They are as dirty as you can imagine. Why should we as Zambians now accept mines to be responsible for our roads when the same GRZ should have collected Windfall tax on the first place and then device means and methods of its utilization in making Zambia a better place? Dubious acquital of FTJ means RB is a proponent of corrupt activities in Zambia as can be seen in the manner his son James is behaving.
4. Purchasing of mobile hospitals is a sham which every well – meaning Zambian should condem.
Can we please stop nagging over what was not and start looking at what is. Whether you are UNIP,MMD,UPND,PF or PPP we shouldn’t let these political affiliations go above national development. Secondly, we have to understand that as human beings, our leaders are liable to make mistakes, they have been doing so since independence and we the sorely impressionable electorate can only look at them and not the corrections made.
