Musokotwane cautions Zambians over PF

Finance and National Planning Minister Situmbeko Musokotwane has warned Zambians that they would grapple with huge supplementary budgets if they voted for opposition parties such as Patriotic Front (PF) that had promised to give cash to the people and undertake development projects within 90 days.

Dr. Musokotwane said such parties would leave chaos in the country because they would mismanage the economy and cause high levels of poverty since there was no example of a place where such promises had been fulfilled anywhere in the world.

The minister said this in Parliament on Tuesday evening after Kabwata PF Member of Parliament (MP) Given Lubinda submitted that the K1.4 trillion supplementary budget the Government was asking for showed lack of control and was contrary to the promise the Government made in 2003 not to overspend by more than two per cent of the budget.

This was when the House debated the Supplementary Appropriation Bill for 2009.

Mr. Lubinda said the K1.4 trillion represented about eight per cent of the national Budget and called on the minister to assemble measures that would curb over-expenditure by permanent secretaries.

But Dr Musokotwane said Mr Lubinda debated from a point of ignorance because the supplementary budget resulted from the global economic crisis when the buying power of the Zambian people went down and affected the taxation system because of uncertainty about their jobs.

The minister said as such, the Government had to spend more to cushion the impact of the crisis and also protect Zambians from losing their jobs.

He also told the House that the lack of controls had resulted from the failure by the opposition MPs to support the Constitution Amendment Bill that sought to implement the draft Constitution where progressive provisions on controlling budgets were contained.

Dr. Musokotwane said instead of supporting the progressive law, the opposition MPs from the PF walked out of the House and wondered why they were not steadfast on national matters.

Dr. Musokotwane told the House that economics were not just about figures on how one spent more but were about explaining contexts which Mr Lubinda failed to do when he accused Government of overspending.

Bweengwa MP Highvie Hamududu urged the Government to provide a ceiling of supplementary expenditure beyond which controlling officers should not exceed.

And Foreign Affairs Minister Kabinga Pande said the Government was in the process of training officials working at Zambian missions abroad to improve their skills in promoting the country’s economic and political interests internationally.

Mr. Pande said the embassies had a lot of work for Zambia, resulting in the Zambia Development Agency approving US$2.4 billion by September last year and $7.6 billion from the Asian market between 2007 and 2010.

  3. Musokotwane is confusing himself. Injecting money in the economy to stimulate growth is not the same as overspending on fancy and electioneering projects. So lubinda is right. Uncontrolled expenditure such as RB is doing is what will leave us bunkraft.

In short the changes that Sata promises to effect within 90 days will be job distribution to cadres, relatives and friends. There are procedures to follow.     I think I somehow like Mushota’s off the wall comments. So unpredictable and independent and fresh from the usual expected comments from the usual trained minds that think in an expected way. I think she is truly free , liberated and creative and fears no one and just expresses herself. And that is a mark of a truly creative person with leadership quality able to challenge the established norms without fear of  being hacked down.

    I think Sata will legalize homosexuality. I just don’t know if he will send his chief financier Madumbo Maliketi Kapompa Saladi (GMB) to jail if he hits his wife. That will be asking too much in a single candidate.

    Literacy rates in Zambia are at 80.6%, and if you don’t know what this means, it means that 80.6% of the people above the age of 15 can read and write.

    What people should know is there is growing interest in Africa. Wal-Mart (worlds largest retailer) has already started investing. There are many investors who regret not investing in China 30 years ago because they missed out on the opportunities.

    In today’s age, who doesn’t want to invest in Africa. Africa has 52 countries, this gives investors opportunities to shop around for an investment destination. Zambia is predicted to be amongst the top 10 worlds fastest growing economies (2011-2015). It is attractive for investment.

  115. I just wonder how people think. How can you expect development overnight? Zambia was broke, busted and disgusted in 1991. The MMD did not start at ZERO, it started at MINUS $7 billion. We came to zero during Mwanawasa’s rule when our debt was FORGIVEN. We could no longer borrow to invest but only to consume. Remember the mealie meal coupons? ZCCM ground to a halt. Some mines were put on care and maintenance. To compound things further, we had a famine in 1994-6. In 1999 came El Nino! Development may be slow but it is sure and we should give credit where it is due. Whichever government comes next, will build on this and should, but we risk going backwards in time.

  116. As for the so called ‘abject poverty’, I do not know whether people just like the flow of these words or what? There is poverty EVERYWHERE in the west. In the UK, thanks to Lloyd George, they have welfare. They tax the rich in order to give handouts to the poor. Now, that is possible in a country where 60% of the population are above the age of 20 and earn good money. In Zambia, 60% of the population is below 21 and earn close to nothing! You will have to tax the minority until the pips squeak to support a welfare state! We need to create wealth as a nation as well as individuals to provide a larger tax pot to help the under-privileged.

  117. We criticise, criticise and criticise all the time, but no one is offering solutions to the problems the country is facing. My sister Mushota is disgusted, and rightly so, with the filth etc, but Scotland has not always be like this you know. The United Kingdom was built on the blood and sweat of our ancestors, trans located from their homeland and sent to the sugarcane and cottton fields of the west. Cecil Rhodes came to Kimberley as a sickly teenager, and by 30 he had become a millionaire plundering the diamonds and gold of the Xhosa and Tswana peoples. Now, you cry foul over the Chinese who are mining with our INFORMED consent! The British ruled and sacked Zambia for 60 years, and never built a university! Come on!

  118. Usually the negative minded individulas make the most noise. They are negative in everything they do. I am a proud educated Zambian, who has had an opportunity to see Many countries developed and non developed alike from America, asia and Africa through my job. I have also spent time in Scotland, where Mushota mistakes it for heaven. I can never stay anywhere else other than sweet Zambia, I want to make it big right here and I am on course. Zambians, don’t be cheated, Zambia is lovely, let us fight to make things even better for ourselves and not be negative all the time. Let us not tolerate any bad leaders who ever they can be. Viva Zambia!

  119. 133 u calling zambians sleepy,u shud know for sure that most of them are busy making money and if they had the time they too would go abroad but the questin is to do wat?u embarance me shud going abroad be such an achievment,i’ve had a chance of being in ,cleveland,cincinati and finally setled in columbus,you will be amazed at the kindo of jobs zambians have out there,so shody even pipo thiz ends are much happier its so stressing unless you are being kept or something,its amazing how we forget our roots,mwayamba chizungu cho slanger you even call ur own pipo sleepy,you cant compare zedians to those lazy white pipo out there,mushota knows why she apologised her sentiments were wrong,this is what i call slave mentality ba 133

  120. I am afraid the good doctor is being carried away with his anti-PF paranoia. My understanding of the PF slogan of “more money in your pockets” is that it refers to the increase in the purchasing power of consumers that would result if the PF government reduced the currently extortionate taxes we are all subjected to. I don’t think this means printing money and giving it to citizens like confetti or recklessly spending it like drunken sailors. On achieving certain development goals, Dr. Musokotwane is contradicting his own boss RB who has actually demonstrated that certain infrastructural projects can be completed in less than 90 days. Just look at the rapid rate roads in Kitwe, Ndola, and Lusaka are being rehabilitated in less than 90 days before the 2011 elections!

  121. Economic Shifts are real, the reason why china is growing fast is as a result of cheap labor. As its citizens build income and become more independent, labor cost will go up and what NEXT….. Manufacturers will run to Africa for cheap labor……… watch this unfold in the next decade or so. But what is Zambia doing about it? Can our leadership see this coming? I doubt it very much.

    You have to wonder what is keeping them from building roads the rest of the year. Maybe we should have elections every 90 days. :)
