Dr Matibini is the new Speaker of the National Assembly.

High Court Judge Patrick Matibini is the new Speaker of the National Assembly.

Dr Matibini polled 78 votes against UPND Vice President Richard Kapita’s 77 votes, in an election held in Parliament Thursday morning.

Lundazi MP Mkhondo Lungu is the new Deputy Speaker of the house after going through un-opposed.

And Chasefu MP, Chifumu Banda has also gone through unopposed for the position of Deputy Chairperson of Committees of the whole House.

Clerk of the National Assembly Doris Mwiinga who was the returning Officer, declared the three Parliamentary Presiding Officers duly elected.

Ms Mwiinga says there was no spoilt or rejected ballot.

And Dr Matibini says he will submit himself to the will of the Members of Parliament.

He has described his new task as a tremendous challenge while promising to be an impartial guardian of the rights and privileges of all Members of Parliament.

Meanwhile, Vice President Guy Scott says Dr Matibini is best suited for the Position of Speaker.

Dr Scott has expressed confidence that Dr Matibini will preside over the affairs of the house with impartiality.

And President Michael Sata has thanked all Members of Parliament for demonstrating unity of purpose in ensuring that the Speaker in elected.

President Sata said this at State House when he swore in Judge Matibini as Speaker of the National Assembly.

The President has asked the new speaker to exhibit impartiality when presiding over the affairs of the house.

President Sata has also sworn in Deputy Speaker Mkhondo and Deputy Chairperson of the Committees of the whole house Chifumu Banda.

The President has also thanked Chief Justice Ernest Sakala for allowing one of his Judges to be elected Speaker.

President Sata further expects no problem with Deputy Speaker Mkhondo Lungu and Mr Chifumu Banda because they have vast experience in parliamentary business.

Meanwhile The Southern African Centre for Construction Resolution of Disputes-SACCORD- has welcomed the election of High Court Judger Patrick Matibini as Speaker of the National Assembly.

SACCORD Executive Director Lee Habasonda says Dr. Matibini is suitably qualified for the position.

Mr. Habasonda has told ZNBC News by telephone that Dr. Matibini is a unique choice for the post because he understands the law and has demonstrated his passion to protect human rights.

He says his organisation is happy that Dr. Matibini who is past SACCORD Chairman is now Speaker of the National Assembly.#

  3. Sata has outsmarted HH by not getting kabimba as speaker but a highly qualified lawyer. HH should have pushed someone else coz kapita is very partisan while Matibini is an outsider.

It will not be hard to rename something one day as Michael Chilufya Sata da da da. However, right now were he to be incapable of working as President (God forbid), Dr Scott would do the job of President as caretaker, but were Dr Scott also indisposed, guess who would act as President? I have been out of Zambia for some time, but i need somene to explain to me, why does the president have to swear in everybody, i thought the swearing in of the speaker and his deputy should be done by the chief justice? I just seems to be that the separation of executive, legislature and judiary is very blared with the president seeming to tower over all activities of these various government wings.

    • The President is the Head of State, as well as Head of Government. As such he is the ultimate boss. It might help if you actually researched before you ask questions because the information is there. The Chief Justice swears in The President-elect because he is the returning officer of the presidential election. Now the speaker should swear to uphold the constitutional and to serve the country and the only person who is chosen by the people from every corner of the state is The President, as others are chosen through indirect democracy, like the Chief Justice. So the representative of the people must conduct for them these ceremonies.

  56. We have so many people here who hate HH for nothing. The fact that the country voted a very 73 years old person to be president is testimony enough that the country is moving backwards all the time. We have a situation where there are more opposition MPs but some have already been compromised by accepting appointments in MMD government. Those MPs will be voting with PF in parliament and come next general elections they will stand on PF ticket. Party with worst problems at the moment is MMD, they have allowed PF to infiltrate them. They have no leader at the moment because any time RB will criticize PF government he will be arrested and prosecuted for the sins committed while in office. MMD must regroup and choose another leader.UPND will remain resolute while MMD will be destroyed by PF.

  62. HH should be supported and encouraged to oppose and scrutinise what ever SATA and his government are doing. All those dancing with the wind of SATA very soon will live to regret because the man changes like a chameleon. You can observe how he is instructing his ministers to sort out problems that have not been discussed in cabinet. Later he will turn round and say it was that minister who did this and that and not him. Sata does not believe in collective decisions but always blames others for his mistakes. When MMD government retrenched health workers by voluntary separation he was a minister but later said Chiluba made that decision. Opposition MPs must do their work effectively, Obama is not having it easy in USA because the opposition have enough numbers. Zambians, wake up.

  72. Very good appointment, a change from the generation of the Nabulyatos’ and Mwanamwambas’. Nothing against Mkhondo Lungu, except that he was Minister of Home Affairs during the shootings in Mongu and Mansa.

  73. Matibini is not a bad choice while Kapita was, frankly speaking, too partisan and something was not going to be right. But i like the make-up of this parliament, there will real debates and no one party will run away with the show. Good for Zambian democracy.

  103. Zambians!!! We need to encourage the opposition as they are the ones who bring sanity to decisions that don’t make sense. We need someone who should oppose the president lest he makes bad decisions. It’s highly unlikely that someone within PF would be able to stand up to Sata and therefore our voice should be the opposition in case we are not happy with something.

  104. A good example is England where you have the Labour party challenging the Conservatives and Liberal Democrats on the way they run the country. The same happens in the US between the Democrats and the Republicans. That’s what democracy is all about. If we keep on demeaning and belittling HH, then we are for sure not encouraging democracy. Let’s wake up from our slumber! The opposition are there to challenge the ruling party on worse decisions on our behalf. 

  105. Was very close. Good indication of opposition unity. We needed a speaker who is smart and financially stable, so the executive cannot rubberstamp him. Kapita is more financially stable business guy, than Matibini who relies on government pay checks .

  106. Yes it is true the Opposition are there for checks and balances, but when you have 10 political parties in opposition. Its total defragmatation there cannot be unity in the opposition. Let the opposition bury their personal grudge against the PF and they will oppose and contribute constructively to National Development.

  109. When a president comes in power they have alot of support. HH is good for checks and balances. However, he needs to be careful not to over attack over every little issue otherwise it will give the impression he is bitter. In the long run this could alienate his potential supporters. He needs to balance his political view. Give objective praise where President Sata is helping eradicate corruption i.e develop Zambia whilst making constructive arguments on the ones that are not.

  111. I predicted this outcome based on the following voting parttern: MMD = 55 – 6(taken by PF as D/ministers) = 49. UPND = 28. 49 + 28 = 77 for MMD/UPND pact. PF has 60 MPs + 8 (nominated MPs) + 6 (MPs appointed as D/ministers from MMD) + 3 (independed MPs) + 1 (ADD MP) = 78. Congrats Dr. Matibini!!!!!

  113. Lets respect what UPND and MMD ve done, its good for democracy. PF without Sata is dead. There is no one to replace Sata.so the next president is HH. U can argue but thats the truth.

  114. Just saw Kunda, Dora, Musokotwane, Shikapwasha, Mutati etc sitting in this order in parley as back benchers. Dora hid her face with a hat suited for royal ascot than parley.

  120. People never seem to know when to give up…!!! Yesterday Muvi tv showed a UPND MMD operation frantically trying to meet coluding to frustrate the PF over the election of the Speaker of the National Assembly in the night with Dora Siliya complaining about why pictures of them were being taken, fortunately they ended up loosing. Clearly there is going to problems with the voting going by what happened however, whom they’ll end up frustrating is the people of Zambia and that is a dagerous thing to do, be warned. UPND has been in Parliament with more or less the same number, is this when they feel they are able to provide checks and balances? Checks are balances are fine but not doctored and useless things.

  121. Congrats to Dr. Matimbini. HH u have eaten dust again. I was amused when hh addressed his last campgain rally in kanyama. He came on the stage and started kicking in the air. I said these must be the last kicks of a dying horse. HH  dont think that PF will be in power for 5 years only by the time they leave you will be a wrinkled old man. You are too full of yourself, arrogant, rude, you have no respect for others. We dont feed from your house. Mind you there is Milupi and Chipimo on the political arena. Am happy Milupi need thot of a meagrer with you.
