Vice President Guy Scott has said that the decision to set up new provinces is the prerogative of the republican President and not any other person.
Dr Scott told parliament on yesterday that the out cry over the realignment of districts in Southern province was caused by the same people who are now calling for the division of the province.
He told parliament during the vice Presidents question and answer session in parliament that President Michael Sata is justified in refusing to join tribal fights in Southern province.
Dr Scott said that people in the province are contradicting themselves by calling for the division of the province into two while at the same time opposing the realignment of Chirundu and Itezhi tezhi districts.
He was responding to Mazabuka Member of Parliament who wanted to know if the stance taken by the President is not against fundamental rights of the people of Southern province.

Let truth be told, realignment of Chirundu and Itezhi tezhi does not bring development to these areas. It brings COSMETIC development. It simply says chirundu just remain as you are and just access services from Lusaka. The chiefs and the people of SP are saying bring real development to these areas dividing the entire SP. The past govrnments have tended to take development only along the established line of rail/road while neglecting remote areas. So SP is asking the government to GENUINLY commit to taking development to the people–everywhere not just the established routes. Dividing the SP would be done in such a way that no one area is neglected. But PF is proposing COSMETIC development and SP is unilateraly opposed to that kind of DECEITFUL development.
Sata and Scott are diverting the attention to something that only exists in Sata’s head. Tribal fights? Those are your wishes Mr. President. That’s the kind of seed you have been trying to sow. By the way who is Scott to start telling the people what they want? The people on the ground in Southern Province have made their submissions according to the plight of the people. Now someone who doesn’t even live there is trying to tell them “No, you don’t know what you want. I know better what you need.” My foot, Scott and your Sata, that’s tantamount to insulting the people. The submissions have been made, now your part is to honour them.
The people of southern province should know that being controlled by an opposition party will hinder development in the province. Remember it has gone in record that Southern province alone will never usher in a president, no matter how many times you reject a popular party in favor of a tribal party your party will never win an election. How many times did southern province reject MMD, how many times have they rejected PF? You have MPS who are just busy politicking in parliament instead of bringing development to the province. By the time you will wake up, other provinces which where behind will be doing far much better than southern Province.Â

province en district issues are not neccessary or important no country has same size of provinces or states, u dont have that low IQ ppl, a school committee can work out province allocation of resources on proportion en ratio basis, example scotland is about 7% of uk population en it gets its finance on that percentage no need to divide uk. en the government shld not get involved in such petty issues, they need to formulate policies to uf lift en boost the national economy simple as.

The amount of unproductive hours and energy spent on these blogs by Zambians discussing useless stuff, spreading hatred, innuendos and simmering indignation that comes with it is shocking.
As blog owners you can control the direction of debates and stir rhetoric into something positive that will benefit the country. These blogs should be a place where politicians visit to come and get ideas. Instead they come here and find insults and ethnic hatred.
A dog can only feed what’s given to it and bloggers can only discuss what they are fed by you. The question is: who does benefit and stands to lose in all this?
Imagine your children reading what their grown up mothers and dads write on these blogs? How could I, for example, ever ask my daughter whose mother is Bemba and whose father is Lozi, to come on these blogs so she can read about her heritage?
You have a responsibility website owners… please minimise rage provoking stories and steer debate in the right direction by choosing educational articles. We have scientists, engineers, medical doctors, economists, etc being forced into de facto politicians, spewing nothing but hatred out of their mouth. Am from the east, the worst thing we ever did as Zambians was to put another northerner or Bemba back in office. Bembas am sorry to say lack tack and visionary leadership. Even when intelligent a Bemba thinks with a less than Basic mindset.
