Father Bwalya awaits government response on contentious clauses in draft constitution

Outspoken Catholic Priest Father Frank Bwalya says his organization still awaits government’s official stance on most of the progressive clauses that have been included in the draft constitution.

Father Bwalya who is also Executive Director for ‘Get Involved Zambia’, a local Non-Governmental organization has observed that there was no need to extend the period for public submissions on the draft constitution regardless of the slow inflow of submissions from the public because the constitution making process should be expedited.

He added that there was even no guarantee that people would overwhelmingly make submissions if they are given an extension when it is not known why they are not making submissions at the moment.

Father Bwalya however said if the technical committee working on the Constitution feels there was need for an extension, it should only be done on the basis of the fact that there has not been copies of the document in the local languages yet. The Catholic Priest was speaking in an interview with ZANIS in Kitwe.

And Father Bwalya has cautioned senior government officials against commenting on certain critical clauses so that the general public can be free to debate the contents of the document.

He pointed out that comments on certain clauses issues by senior government officials are likely to curtail free public debate on the draft Constitution.

Father Bwalya said this in reference to Vice President Guy Scott who was quoted in some sections of the media as saying the Draft Constitution clause which proposes that the Republican Vice President should be a running mate to the President may not be workable in Zambia.

  2. Some sense from Father Bwalya for once. Dotty Scott should shut his mouth and desist from influencing the people of Zambia on what should be in the constitution. We want a running mate. We want the Dual Citizenship clause. Reduction of presidential powers. The constitution should be people driven for it to last. Otherwise, it will all be in vain.

  3. Bwalya should just tell us his input and what he wants or want not.Just telling us that you are waiting for the outcome of the critical issues is not enough,please go and slaughter more chickens as a sacrifice for the best outcome.

Father Bwalya in all fairness you were part of the Lies innocent Zambians were fed on like more money in your pockets, winfall tax, honouring the Baroseland agreement etc etc and frankly speaking I find it difficult for my Faith the Roman Catholic to still keep you or let alone you to continue misleading Gods children. Remember we all at one time face our maker and we will be asked to account for our deeds. God bless you

  7. please dont expect any thing good from PF contitution. Do expect Sata can allow presidential powers reduced coz he is a hardcore dictator. Also he want a veep who control and fire has he wish. This contitution making is a talking shop.

  8. I wish you can say the same about Dr Rodger Chongwe’s beard. Lets not misconstrue the father’s sincerity. He did not say the PF would not be held accountable if they error. He was before more focused on the MMD as government because as a father he used to go into townships, shanty compounds and villages as per the church’s directive, and saw the harm the corrupt MMD and its government had done to the common citizenry. It’s therefore unfair to chastise him just because he speaks freely on what he sees wrong as a man of God. He’s not allergiant to the PF or any other party which some of you think otherwise. Do not underestimate father bwalya just because you would rather he was pro MMD. He’s not pro PF or pro party let alone pro government. And by the way, he’s Zambian too.
