Zambians urged to join hands in fighting for the inclusion of the Dual Citizenship clause

As the constitutional making processes enters a next phase. all Zambians at home and abroad have been urged to join hands in fighting for the inclusion of the dual citizenship clause in the constitution. Economist, Mr Trevor Simumba said dual citizenship was very important in enhancing the growth of the Zambian economy.

Mr Simumba said statistics have proved that most countries with dual citizenship have economies that were doing very well.

” Zambians need to pass the dual citizenship law so that all our people in the diaspora can stay connected. Dual citizenship will help build a great partnership between those Zambians at home and abroad”, Mr Simumba added.

Mr Simumba who is also an International business consultant was speaking on Zambia Blog Talk Radio over the weekend. Government can actually collect a small contribution from Zambians in diaspora to maintain public institutions such as , hospitals, schools and road maintenance, Mr Simumba added.

While in power, former President Rupiah Banda gave the clearest indication that his government was working on passing the dual citizenship clause. Mr Banda, believed dual citizenship will enable Zambians with foreign citizenship to invest and develop the country’s economy”.

A group of Zambians in the Diaspora launched an online signature petition drive to urge the government of President Michael Sata and the Technical Committee of Experts drafting the new constitution to embrace the idea of Dual Citizenship.The group believes dual citizenship is a win-win situation for all Zambians.

President Sata still argues that there will be more Zambians and jobs will be taken away by other nationalities living in the country if the law is changed.

The president during his visit to London said that people should not be “selfish” but should choose whether to be Zambians or hold other forms of citizenship.

And Elias Chipimo junior said that President Michael Sata’s opposing view on dual citizenship causes public worry because of the history attached to constitution-making processes in the country.

Commenting in June this year on President Sata’s opposition to the clause in the draft constitution, Chipimo who is National Restoration Party president said the government should not have the final say on the process.

He said President Sata’s view on the matter would be fine if the constitution-making process had not been hijacked in the past by successive governments.

And Chipimo fears were echoed by MMD President Nevers Mumba. Featuring on Muvi TV’s The Assignment on sunday evening,Dr mumba said MMD was aware that the PF was soliciting for numbers in parliament in order to pass laws that were favourable to their agenda.

Dr Mumba said the move give MMD MPs jobs in the PF Government is aimed at the PF creating numbers in anticipation for the passing of the new constitution.

He said the PF was against the running mate clause and the 50 plus 1 percent for a president and was now preparing to defeat the clauses in parliament where they were handicapped with regards to marshalling two-thirds support.

We will not allow myopic minds with their tunnel visions to inhibit our country on  socioeconomic benefits dual citizenship would deliver to the country.   3. The people that are not decided which country they want to belong to should come back home and fight for dual citizenship. We have not seen any development so far from Zambians living abroad. Point at one project in the country you have done and why we should trust you if so far you have done nothing. We have more pressing issues as Zambians living in Zambia than start fighting for wanna be Americans and probably future gay advocates.

    • you are right man. Especially, Zambians in the U.S, most of them are nurses (or aids) working in nursing homes, cleaning old people’s poop. Very few intellectuals as most intellectuals go home and find jobs in banks and other institutions in Zambia. Sata is right, we dont need dual-citizenship to satisfy poop-cleaners

    • There is nothing wrong with being a nurse or a cleaner! Remember some parents worked as maids and cleaners to pay school fees for guys like us.

      The point is do not hate what you do not understand fully and unfortunately this understanding always changes when you live outside of your country. Visiting for a couple of days may never make one understand how life really is and what contacts you can generate among a people. 

      I am very convinced this will help the lot in Zambia and bring about some measure of prosperity but it may not be the solution alone to Zambia’s problems. Part of the solution is changing the way some people perceive issues and the contributions we make on this debate does show that there is a great lot of perception we need to change.

    • Hardworking men or women putting in their all to better the lives of their families – how dare you disparage them for that. Work is work whether in the nursing home or ivory tower: important thing is educate your children & give them better opportunity. 

    • Dual Citizenship is NOT ABOUT being undecided which country one belongs to, IT IS ABOUT OUR UNALIENABLE RIGHT TO OUR MOTHER COUNTRY plus any other country or jurisdiction one finds themselves living in for one reason or another!!!! Dual citizemship is not beneficial to the majority of Zambians as we risk loosing independence to the worlds most populus nations that shall take advantage of our situation, exploit and take over both the economical and political dominance of the country. Think before advancing personal agendas. Zambia is the only country that we have and as responsible citizens, we shall not put her on sale for free.

    • Dual Citizenship will only be for Zambians living abroad and want to get citizenship of their country of residence, if it is permitted in that country and NOT for foreigners coming to or living in Zambia. No populous nations will take advantage of you if you set the record straight. Dual Citizenship is NOT about opening the doors for everybody to come in!

I think and know that the duel nationality is the way to go in the 21 st century it enhances new ideas new culture of doing things why you people per zed are scared you .are already loosing your jobs anywhere we need new thinking and ideas now to revamp your lazy thinking in doing work i am endorsing my vote on duel nationality for a better zambia

    There are more Zambians today going abroad than at anytime in the history of our country and they are all not going out there to clean poo.

  16. No one has come up with a list stating the bad side of Dual Citizenship(DC). I have read all the good things about DC but what are the bad things about it so we debate rationally. From all the positive things said about DC it clearly is not in favour of the majority poor Zambians who are even struggling to own land in their own country or passport. For now i support the President position. Another true side of the coin is most intellectual Zambians are not concerned about national building but themselves unless someone proves otherwise.

    1,  Is the fear due to the fact that people from other countries can become Zambians without denouncing their citizenship? This they always do dubious.

If so called diasporians are enjoying the wealth of US or UK, why bother about you being attached to Zambia.   23. I am a dual citizen until I arrive at the KK international. You lot who think we all clean poo; good for you. Its your naive perception that we cannot change. Truth be said; who needs a visa for what ever country you are sent to work? So with or without dual citizen you can never take away by birth right of being Zambian.     • Your arguments are based on “emotions” and anecdotes; no real value in what you are saying. If Japan cannot give you citizenship tough; the same cannot be replicated in other countries. Laziness is in Zambia; and people wanting dual citizenship are not in Zambia though they are Zambians. Development is driven by many factors of which foreign contribution of wealth is but one key areas. Check real data from the World bank about the contribution of remittances to nations as a percentage of GDP. Then you will realise how shallow your arguments are. Good luck with our Zambia though.

  30. I am of the opinion that we should push for the inclusion of the said clause for a number of reasons. One of which comes to mind is that under WTO, as developing countries we a pushing for liberalisation mode 4 (temporal migration of labour) in which we have comparative advantage compared to developed countries whose populations are ageing and expensive to hire. Such a close would make people feel free to work aboard and enjoy social services in those countries. What we should look at is how to benefit from our citizens working abroad. One way would be to ensure that we benefit from taxes paid by such citizens. We enter into double taxation agreements with countries that have companies present in Zambia and do not benefit from such agreements because we do not have companies in those .

  31. This issue of dual citizenship is immaterial if Zambians in the diaspora are serious about promotion and contributing to development of the country. Zambians want to continue to live in the diaspora for reasons such as education, better health care and access to retirement programs etc, but at the same time retain connections to the motherland.
    If its for the purposes of contributing to Zambia’s development, advocating for better policies by govt to encourage Zambians to invest home are needed and dual citizenship is not a pre-requisite for this. Nothing under the current law stops Zambians from investing back home.The real reason is Zambians want to go and come back when ever they so wish and this has nothing to do with investment

    • Government was in the policy of developing a diaspora policy which could have looked at how to encourage Zambians abroad to invest back home. the key stumbling block was the issue of dual citizenship. I believe something can be crafted that can benefit of both the individuals and country. What we need to get away from is this notion that citizens abroad are enemies of the country. the country is not creating enough opportunities such that if all those abroad came back all there would increase is unemployment. By taking advantage of opportunities in the global economy those citizens have given an opportunity to those of us who we not employed to get a job

For example host countries could charge them lower taxes on the understanding that they will be required to contribute to our treasury. Collect could be in the lines of withholding tax where the host governments could collect on our behalf and remit to Zambia. Obviously this would require threshold numbers to justify the cost of collection and remittance. (Threat this as a wild idea)

  33. The opposition to Dual Citizenship is spiritual, thank God by faith it will be enacted as it will be beneficial to Zambia, look at countries like Ghana, India to see how they are benefiting.     NO one can stop ME from getting another citizenship. After all we don’t consult the Govt when we go out in the Diaspora. We are received by the new country, given citizenship and someone wants us to give up a GOD Given citizenship. Sorry, we will always be Zambians even of it will mean hiding our new passport and Entering Zambia on its own passport. The objective is to be home bound, not which passport we used when entering Zamunda. The fight is futile.

    No one will ever surrender his God Given nationality. I was born in my land and Zambian Govt found me on the land and not the other way round.

  35. I find it pointless to debate this issue, I am for progress and the world is now one global village for all to explore, therefore no politician will decide for me on this one. You may block dual citizenship for now but come 2016 a more progressive administration will be ushered in and give the people what they want. Forward with Dual Citizenship!

All these oppositions to dueal citizenship are really baseless and are just people who want to block others becausewhat they can’t get others should not . If you look today the majority of countries from zimbabwe, pakistan, liberia etc all are looking to allow it in future because they know what money it will bring. If you ask any of these naysayers as to why dual citizenship to not be allowed all you hear is emotional unstable responses borne out of some sort of scorn.   41. Giving up on one’s citizenship is a VERY HARD thing to do, trust me I have been there. Its not as easy as throwing a passport on the table and I dont care if you are from a war torn or impoverished county. But to a fair minded person, they should understand that circumstances do force people to make those tough decisions whether its kids or work etc. I can understand the frustration on some that they kept their citizenship and each time they travel overseas they may have to go thru the cumbersome process of visas etc, but if the shoe were on the the other side, i wld be proud that even those in far away places did not forget home. The fear mongering is simply bush, its a global world now and there is no dialing back.

Now who would GRZ rather have, a Zambian who keeps all his money in Zambia or a foriegner who externalizes his money ?   47. The way some bloggers have come out on this issue..its like the govt decided to take away their Zambian citizenship when in fact the individuals themselves elected to give it up on their own volition. The govt is not fighting anyone.
    As the situation stands today nothing stands in the way of Zambians in the diaspora from investing back home and dual citizenship alone does not in any way guarantee a sudden inflow of investment by Zambians in the diaspora.
    All the examples of countries cited, attractive investment policies formulated for their citizens in the diaspora have been critical than dual citizenship alone.

    Dual citizenship has more advantages than disadvantages.
    Look at the Lundazi library project started and supported by a Zambian Professor based in America. He brought in close to 3,500 books with his own initiative last year in 2011.
    I fail to understand the negativity and animosity of dual citizenship. There are more honest Zambians in the diaspora who would feel satisfaction at giving back through dual citizenship. They have made strong links and contacts while abroad that would help ALL the sectors of Zambia, especially the education and health sectors.
    #3 kci I hope you heard of the what the old Canisians based in Botswana did for their Chikuni Mission Secondary School in the year 2000. Clue: Electrification of the entire school with help from the Zam High Comm.

  52. My father originally came from Zambia, moved to Botswana as a young man, married a Tswana and I was born and bred in Botswana. I have many relatives in Zambia and regard it as my other country. Although I now live and work in the UK nobody can deny me the citizenship of any of the 3 countries. There are many Zambians in a similar position like myself including former and the current president with roots in Congo, Malawi, Zimbabwe, Tanzania, Angola, and so on. If you want to remain stuck in Zambia, it’s your choice.

  61. It’s evident that many of you are misinformed about dual citizenship. If you’re a citizen of more than one (1) country, it is actually an advantage to whatever countries you hold citizenship. It is difficult for someone who has lived in one country most of their life to understand why anyone would want Dual Citizenship. For most Zeds, dual citizenship automatically implies dual loyalties and that is what throws up the very uncomfortable questions among Zambians.

    Particularly, if one has any political affiliations how can they be loyal to more than omne country? Well, there are a number of advantages that a dual passport holder has…and many of them are financial. If you’re a business traveler then it means less wastage of time in getting visas, permissions etc for example….

There is also a very good chance that whenever you have dual nationality, you’ll be required to report all worldwide income in your annual tax returns. Now tell me if this would not benefit Zambia?   64. All in all, becoming a citizen of another country other than Zambia is a person choice and to each is own. However, I’ll go on record by saying…the Zambian government MUST know that, at the end of the day, we the Zambian citizens living abroad will end up becoming citizens of other countries whether PF government or whomever, likes it or not. It’s the Zambian governments’ loss from a broader perspective. And if our politicians (including MC himself) can’t see it then, there’s nothing more to be said.

The onus is on us in diaspora to make this a national issue, we need to get more organized on the ground by lobbying influential parties, use all channels at our disposal to get the message across; which we have lamentably FAILED to do in the past; when a President can go to UK and make ill-researched bold statements against Dual Citizenship just imagine the weight it carries when he makes the selfsame statements in Kitwe, Mongu, Choma, Chipata or Lusaka it’s a just a knockout punch.   66. That is the problem when your leaders are blind and do not know what they are doing? Currently there is a serious shortage of experienced and competent people globally. If one has a Phd or Masters, it is not difficult to organise a passport. It takes anywhere between 2 years and 3 years for a person to get an EU passport if you are working there. How is Zambia going to develop without human capital? One answer would be to give dual citizenship so that there is free movement of skills. The other is giving citizenship to other nationals that want to live in Zambia. The current leaders have a negative perception of people that are living abroad for no proper reason.

  67. Zambia is ranked #164 on the Human Development Index while Jamaica is ranked #80 and Ghana #135. One major factor going on for Jamaica and Ghana are the Jamaicans and Ghanaans in diaspora respectively. A Ghanaan in diaspora considers Ghana as his or her home country and so does a Jamaican. Because of this, they are able to invest, visit or send money to their respective countries. It was this factor among others that made former president of Ghana Jerry Rawlings to institute policies that were meant to encourage Ghanaans in diaspora to embark on development projects in their country. Today, Ghana has a per capita income twice that of Zambia. Considering that at independence in 1964, Zambia was the richest country in Africa north of the Limpopo, this is quite an issue to ponder.

It started off with the africa cup championship and the last game Ghana last to Zambia. His whole argument was that, despite winning the afcon, Zambia would not see the vast benefits of that because of certain factors: The landlock issue and also the dual nationality debate came up! It’s true that Zambia should be one of the richest countries to date in Africa. IT IS NOT. And one wonders…whatever happened?

Most of us never choose to be born Zambian but it is birthright that we all enjoy. Why should the government take it away when I decide to Go live somewhere apart from Zambia ? By virtue of being born Zambian, you have the right (birth right) to citizenship, period. As you stated, the flip side of that is, your foreign born spouse and kids have zero right to the same. That is infact true to some degree. But, if you decided to become a citizen of your wife’/husband’s country or any other country indeed, you forfeit the right to become a Zambian. I’ll say it again: If one chooses to become another country’s citizen, that is a personal choice and should not have any bearing on your nativity. These are facts that our government needs to take into consideration. I support PF on many fronts but certainly not on this issue here. Sorry!

I am of the opinion that a Zambian “foreign investor” will have Zambia more at heart than non-Zambian investors on average, and I believe that a Zambian “foreign investor” will not externalize much of his profit. Besides, a Zambian “foreign investor” has a broader back-ground with relation to being in touch with the history of the country’s struggle and other processes.

  77. I have to agree with the PF and president Sata on the issue of dual nationality. Zambia is, quite frankly not ready for dual nationality considerations. We are already second class citizens in our own country when when we are in similar situations with foreigners. Zambia has minerals but people lack the financial capacity to balance this out evenly. You will be opening the flood gates for all sorts of nationally sponsorsored opportunity seeking individuals from china and the India’s of this world. It is already happening in the mines and construction industry where there are complaints of unskilled labourers being brought in. Give dual nationality and these guys will come in numbers.   80. I don’t see anything wrong with Dual Citizenship. If President Sata is worried about having more Zambians and less jobs, the solution is simple. Put strict requirements in place that must be mate by every applicant like we have for one to qualify as a president. Some of the requirements are: an applicant must have been born in Zambia, an applicants both or one parent must be a Zambian citizen. The idea is to make it easy for Zambians in Diaspora and their kids born in Diaspora. This process will then eliminate all the non Zambians living in Zambia.

Away from your comment, That reminds me. When I was leaving Zambia, using my non-Zambian passport. The dude checking in the luggage, I believe looked at my passport was like, “So ati tamuli ba Zambian” I just looked at him and smiled. The lady standing next to him then went like, “Ine teti inje bombe mu toilet, ukusuka e-bale or ukusunga utukote”. Then the dude went like. “Imwe ba Zambian aba.” I just got my passport and moved on. I still don’t understand how I offended them. Its just beyond me. Imagine how many people would have the same atitude towards you if you ever went back. lol… Good luck

  85. Why waste time on debating on dual citizenship. Our orginal home is Zambia whether you have acquired a second citizenship. Are you aware that if I did something bad in a country I have acquired a second citizenship I will be expelled to my original country. Cleaners and other jobs are professionals. These professionals from abroad have brought more dollars in Zambia by sending to their relatives. Is there any good reason why you can boast that you are a Doctor, Master of science or a cleaner if you are not employed or self employed. Stop wasting time on debating on dual citizenship or professions, Zambians are Zambians despite acquiring 2nd citizenship. MPs, opposition parties and non governmental organizations should concentrate on finding ways, solutions of reducing poverty in Zambia.

  86. Dual nationality applies to allowing Zambians who have acquired other citizenship to continue with their Zambian citizenship as well. Currently, the Constitution states that you lose your Zambian citizenship automatically three months after acquiring another. It has nothing to do with foreigners in Zambia becoming Zambians. They have always had the right to apply if they feel they qualify and it is up to the Zambian govt. to give it to them or not. For example, the British govt. will give citizenship to Zambians who qualify for it, regardless of whether Zambia allows dual citizenship or not. Whether the Zambian govt will allow you to still hold a Zambian passport (which the law currently doesn’t) is your own indaba. The only difference is that if Zambians are allowed to hold two passports

  87. …..and they do not renounce their Zambian citizenship when dual nationality comes in, they will not be afforded the full protection of the British govt. when they are visiting Zambia. The Zambian law will govern your stay in Zambia while the British law and full protection in any eventuality will apply when you are in Britain or any other country than Zambia. I believe its a personal choice and people should be allowed to make that choice. There will still those who have become citizens of other countries who will choose not to re-apply for Zambian citizenship. Its not as if this is new. Dual citizenship was allowed before in Zambia. Kaunda abolished it after some years. Re-introducing it wont have any dire impact on Zambia as it is. I fail to note any convincing argument against it.

  88. In my opinion when one takes up citizenship of another country its a big commitment and therefor should not be asking to keep the other.

    Why on earth taken on another countries nationality if dual is not present??? normally people do that because that country has become there home

  89. allowing dual citizenship does not mean that anyone can become Zambian at anytime. theres a s.h.i.t load of conditions that you have to satisfy so i dont see how how allowing it is going to give away jobs to foreigners..

    • As much as I respect your reasons for leaving & wanting to have nothing to do with Zed, a simple way of advice is, RUNNING AWAY FROM PROBLEMS, IS NEVER A FOOL-PROOF SOLUTION!
      This is becoz sooner or later, similar problems will arise, your coping mechanism, which is running away, may not be readily available – so sometimes, it is worthwhile trying to work your way through them. The are some difficult ones though, e.g. when @ UNZA, about 1984, some high ranking politician thought he could come & pump sense into us, so his spiel was,” you think you are clever? Some of you will die with your degrees!!” Now this type, one is justified to avoid it, especially if you will end-up being the breadwinner for a poor family, like putting ones head down & completing their degree.

  91. #111 with such kind of bitterness I wonder how well you are doing. Here is Zambia we are building houses, big houses participating in developing. Personally I am in telecoms and taking a lead in improving this area. On top of that I am helping my brothers and sisters finish their degrees, master degrees. By the time you come back with empty hands you will be cleaning our shoes. Everything in Zambia is booming. Even 14 year olds are owning property.

There’s no question in my mind that the Zambian president is blind with respect to this question of dual citizenship. The question is whether or not we should choose to follow a blind leader and risk falling into the ditch or reject his leadership? If it were true that dual citizenship encourages those in the diaspora to come back and take away jobs from the locals, wouldn’t we have seen this trend in those countries that already have dual citizenship? Check the facts for yourself and you will discover that what is happening in those countries is actually the opposite. Is this another CNP case or not? It’s indeed frightening to have a blind man at the helm of power.

  93. @84 Umupondo I appreciate your comment. Whichever way one looks at it, dual citizenship is a winning way for any country in this globalized economy. The world is increasingly becoming like a global village. No country can control the movement of human capital. Any country that chooses to shut the door against those that leave is commiting sacrilege against itself. Less than five years ago, Zambia’s per capita income was comparable to that of Ghana. Now, it’s about half that of Ghana. Considering that Zambia’s population is about half that of Ghana, it’s unfathomable that Zambia could have fallen that far much behind in so short a time.

  96. Let us not be cheated by those advocating for dual citizenship that it will help develop the country. The reasons they want it are simple. They just want to move freely between the two country to avoid VISAs, scrutiny, fees. They want to be able to educate their children easily and cheaply especilly in the USA were there is a very big difference in schools between USA citizens and Aliens. These are personal interests and do not take me wrong that i am against DC, but I am asking you guys to come and have this included in the constitution. Local Zambians are not going to fight this for u because the has mo pressing issue include.

If you choose to be in Zambia because you can not leave (for whatever reason) then, that’s too bad for you. Matter of fact, people like you need to remain in Zambia indefinitely because with that attitude of yours, I guarantee you wouldn’t survive in the western world. Zambia deserves more than just mere primary school drop outs. Most of us left Zambia, to further our education so that we can not just be better individuals but also better world citizens.   98. Lol… The only way for Zambia to develop is for the people to change and progress in the level of thinking. Don’t make it your business to know what your neighbor is wearing or eating. If the Dual citizenship does not affect you in anyway, leave it be and concentrate on issues that affect you. There is so much hate from the comments towards people who have left Zambia, which I really find to be sad. That’s not who we Zambians are. FYI, remaining in Zambia does not make anyone inferior at all. If anything you are legendary hero who is still standing despite the economic thwarting.
    People leaving abroad can bring in development ideas, which we can buy in or not in my opinion.

  100. Dual nationality does not mean job loses for Zambians at home. It is a birth right to have citizenship. Most Bembas come from Kola region which Cameroon, Congo etc.. Bembas are NOT originally from Zambia – they are from the North Kola area. They fled Kola and came and settle in Zambia’s Northern province and started stealing land, cattle, wives, children etc.. from the mambwes and namwangas from Tanzania. “Abemba atize” they cried. Having taken over ownship of Northern region, they started spreading South and branching off to all areas. Bembas are diasporas in Zambia

  101. We need to ask ourselves why America is the most successful country in the world. The American forefathers were risk takers who left Europe and went to live in a foreign land. In a way, there was a sort of genetic migration of highflyers out of Europe. This is what has happened to our country as a significant group of people with a lot of economic potential left the country due to economic opportunities. History has shown that such people can play an important role, if they are managed properly like the Indian case.
    The choices we make now will have an important consquence in future. In my opinion, we have more to gain by removing the restrictions on citizenship than letting them remain

    Let those who want it get it. My question is when are we going to start working out how the rest of us who are happy with residence status or who reside in Zed can have a better travel experience. Tired of filling in forms, getting biometric mugshot and finger prints taken just for a Schengen visa. Jokingly told the French embassy rep I felt violated and she blushed and was so apologetic coz they do get it. Yes switching nationalities is an easy out for me but I don’t need or want to so how long do we just take this nonsense that emanates from someone else’s previous abuse of a system? Maybe we need to collect foreign biometrics and share the blushes :)
