Confrontational stance taken by CSOs on the constitution wont achieve results-Shamenda

GOVERNMENT says the confrontational stance by the Civil Society Organisations (CSOs) and other stakeholders to push Government to release the final Draft Constitution will not achieve tangible results.

Acting Information and Broadcasting Services Minister Fackson Shamenda said the avenue the CSOs had taken would not achieve tangible results as the confrontational approach usually ended up badly.

The consortium of Civil Society, political parties and other stakeholders calling itself the Grand Coalition yesterday met at Golden Bridge Hotel in Lusaka to continue with their demand to push for the release of the final draft to the public.

Mr Shamenda advised the Coalition and other stakeholders who feel aggrieved over the Constitution making process to engage Government in a proper manner.

“The idea of just making resolutions on a platform won’t take this country anywhere, that is why we are not developing because of this idea of going on an anthill and passing resolutions,” he said.

He said Government had a responsibility and was also concerned more than the civil society to bring to a logical end the Constitution making process.

He said Government had an open door policy for those that have suggestions on how the Constitution making process to freely offer suggestions using right channels.

“Government is anxious to produce the new Constitution like yesterday, and the CSOs should not think that they love this country more as compared to Government,’ he said.

He said if Government had failed to release the Constitution on the stipulated dates there must be a reason and an explanation would be given.

“The civil society should not think they are more patriotic than Government. We were elected by the people unlike them and we want to ensure that we release the Constitution that would stand the test of time,” he said.

  1. Shamenda has no clue why he country is not developingn but to Blame it on coalitions demanding for the constitution. There is no job creation because your government has no clue how it will create a competitive advantage and stimulate manufacturing for export of goods. We produce hundreds of graduates every year that will work and develop other countries like South Africa, USA, UK, CAnada etc. this shows your PF is still Chimbwi NO PLan, that’s why we are not developing

    • The Draft Copy of the Constitution is already in public domain, what a FULL. You and your boss can keep your copies.

    • Truth be told: Shamenda is a fool. When ever he talks, there is no wisdom in his words. Making statements without thinking not even once before uttering them.

    • Iwe Shamenda stop wasting your time. We already have the constitution in it’s original form and cannot allow you to fiddle with it. WE, THE PEOPLE OF ZAMBIA ACKNOWLEDGE THE SUPREMACY OF GOD ALMIGHTY AND OUR POWER TO ADOPT OUR OWN CONSTITUTION IN ITS ORIGINAL UNCONTAMINATED FORM…..

    • Exporting manpower is another way of job creation and foreign exchange earning.The problem with Zambians is that we always think within a prescribed box.Government simply creates an enabling enviroment for job creation not actual creating the jobs.Yes,the gvt has to create jobs,the bulk should be done by the pvty sector.This is the real development.Why use abusive language,this clearly shows that we are looking at issues seriuosly.Let be constructive and give praise where it is due.Don’t misuse other people’s names.Patriotic Zambia analyse issue with a balanced mind.Thank you!!!!!!!!!!!!!!!!!!!

    • These guys think running a country “kubuuta” (madimbi). Shame what poverty does to people. Some once fine minds have abandoned their principles and intellect just for the hefty pay packet of a PS or cabinet minister. Those perks of multiple cars, free fuel, free talk time, free housing and helpers at home are too much to relenquish. To be grouped with the likes of Kambwili, Shamenda or Kapeya is nauseating.

  3. Mr. Shameenda has meenda (water) in his head. It’s a serious abnormality for a man of his caliber to talk like a child like he is doing. Telling lies in public and to the public is un acceptable. The old man is a disgrace to the Zambian community and indeed to himself .
    Believe me God will case Mr. Shamenda in a very special way.
    The clock is ticking fast towards his end.

  4. mr shamenda sir,its good that you have a heart for all of us zambians than the csos thats why you have failed to release the copys to the public.any way,zambian are busey downloading the draft constitution on zambian watch dog and by the end of the day us zambians will be all smilling and u will look foolish.the csos will be all be smilling.keep those ten copys to yourself bwana.

    • Mr. Shamenda does not even understand what you mean by downloading – he is out of coverage like his boss. Explain in local language with the help of a diagram………..

  5. A lot has been said, we are wasting a lot of time in endless debates because talking is the PF speciality. President Michael Sata was man of action then not now. These endless debates are taking Zambia backward – leadership demands a culture of decission making. We know that people like Hon. Shamenda can talk the whole day – they are paid for talking, they have done this for years. We thought we had chosen leaders only to wake to reality and find a debating club. We are now asking a debating club to become a government – it won’t happen, its don’t kubeba all the way

  8. The pressure is mounting and the PF cannot handle it anymore. Now Shamenda is talking about government maintaining an open-door policy; since when? This is hypocrisy of the worst kind because the same government has been arresting people with any slightest dissenting views. The government is now feeling the heat. The people are demanding for what is rightfully theirs. The CSOs have made this chaps in government realise that the people are the ones with the power. The pressure is too much and the PF is cracking. Government thought they would win people’s hearts by lying that the CSOs hijacked the demands for the constitution. Now it is very clear that the PF is isolated and fast losing popularity because it is detached from reality. More pressure is coming until we kick you out.

No one trusts this govt anymore including yourself, if its you even your own children no longer trust you. But mind today were with the NGOs that are for what you promised us “a good constitution.

  11. Hon Shams; you accused the CSO organisations of being bought for demanding the release of the constitution. You accused all that are demanding for the release of the constitution to the public as having hijacked their own process. They asked you to name those that had received bribes to advance the call for the simultaneous release of the Constitution and we await your evidence. You say you are doing what you are doing for the Zambian people who elected you. These people speaking and demanding for the release of the new Constitution voted and are Zambians and they form the larger Zambian constituency. So which Zambians are you waiting to hear from?

    • Everything you have said is true, we need the new constitution now! However, the people making noise are minority on behalf of majority Zambians who are voiceless. That is what CSO is about, representing the voiceless.

The opposition has less numbers to out do PF no wonder they want to hide in the constitution mind you UK has no written constitution yet they govern well.TRUST ME The tOPPOSITION IS GOING NO WHERE THE PARLIAMENT WILL DECIDE THE METHOD OF ADOPTION USING THE EXISTING LAWS.     • @Tell us …: First and foremost, you can not compare the UK with Zambia. How many years has Zambia been democratic and how many years has the UK been a democratic government. Secondly, what type of government does the UK follow as opposed to Zambia. If you can point to me a Republican government that has no consititution as opposed to a mornachy then you will be comparing like for like. Try reading the Magna Carta and the evolution of law in England then and only then should you return and blog on what you are trying to talk about. Little knowledge can be dangerous.
