GOVERNMENT says it will not condone any proposals on the distribution of condoms to inmates in prisons as it will promote homosexuality which is against the law.
Home Affairs Minister Ngosa Simbyakula said Government would not accept any calls from stakeholders to introduce the distribution of condoms in prisons.
Dr Simbyakula in an interview yesterday said distributing condoms would promote homosexuality and sodomy which was against the Zambian laws.
“We are not in support of calls or proposals to start the distribution condoms to inmates in prison, what are they going to be used for? This will just promote homosexuality and sodomy which is contrary to section 164 of the penal code of the laws of Zambia,” he said.
Inmates at Lusaka, Mwembeshi and Kamfinsa prisons rejected the proposal to distribute condoms in prisons and called for behavioral change programmes among prisoners.
The church mother’s bodies last year also rejected the proposals to introduce condoms in prisons saying it was immoral and against Christian values and the laws of Zambia.
Some Non-Governmental Organisations (NGOs) have been advocating for the promotion of condoms to inmates in prison facility as a way of reducing sexually transmitted disease.
that is wonderful, position, by government congratulation, where on earth could any one suggest condoms in prisons. that was an indirect way to subject the government to allow homosexuality.
This stupid idea was being championed by Dr manase phiri, without shame and abhorence to our feelings as zambians.
our pastors are doing great works in prison to preach reformative gospel,to inmate in line with prison authority programmes.
Well done government ,keep a close look on all foreigners who visit prisons. condoms to do what and for what in prisons .the idea that HIV is prevelent in prison hence the need to distribute condoms foolish research. many inmates comes from the public already with the virus into prisons. and those illneses just continue from the hiv they contract from…

Well done Ngosa! Since male and female prisoners are kept separate, how then can condoms be used? Immoral NGO’s! Read the Bible about the cause of Sodom and Gomorah, you will learn that God, the almighty, caused destruction by FIRE because of the hate he has about homosexuality.
Even myself an ordinary citizen condemn whoever proposed the idea of considering to start distributing condoms in prisons. I am HIV/AIDS Mitigation and Behaviour-Change activist besides being a staunch Catholic christian with almost 40 years experience in community services. Condoms do not work effectively because users are not adherent and faithful users. They only use condoms in the initial rounds /early contact with each new sexual partner, there after it becomes business as usual and condoms get shunned. From the time condoms were invented to date, if they were useful for the purpose meant, all infections and unwanted pregnancies could have been avoided. The only beneficiaries from condoms are its manufacturers and NGOs propagating use of condoms for their own survival and sustenence.
THIS IS SHOCKING IT WAS THE SAME GOVERMENT THROUGH THE MINISTER OF HEALTH WHO WERE ADVOCATING FOR THE SAME BUT TODAY IT THE OPPOSITE
As usual we are calling upon the bible and the constitution. At the expense of saving lives. How naïve can we get as a nation?
Of course the inmates refused the introduction of condoms because they don’t want to be arrested nor called homosexuals. It was just a cosmetic statement.
So my question is, do u still want these inmates to bring HIV into society once they are released?
Must all HIV interventions be clothed in religious semantics?
To all those that say Sodom And Gomorrah were destroyed because of homosexuality, please note the following:
1. It is absolutely impossible that sodom & gomorrah only had the sin of homosexuality. Are u saying there were no adulterers, murderers, defilers, thieves, liars, etc in that whole place? God destroyed those places because of ALL sin.
2. Lot’s two daughters had sex with their own biological father and both became pregnant and gave birth to sons. Why didn’t God destroy the two women? I mean, that was also a grave sin!
3. You do not know the mind of God. Do not speak on his behalf. Just mind your own business!
With or without condoms, homosexuality will be there in prisons. We have to come with ways of keeping the inmates separated.
Organized religion is healthy for human beings on a whole, it provides social interaction and enrichment in a person’s life.
I believe that the bible condemns having more than 1 partner, polygammy, instead of homosexuality, unless used as a means of sexual perversion instead of legitimate feelings for the same sex.

its this same lopsided thinking that the church has used for ages to stop the promotion and use of condoms in the fight against AIDS.Do church goers abstaining or stick to one sexual parrtner? NO.Do church goers get infected with HIV?Absolutely.Do condoms prevented the spread of HIV in some instances? YES of course.
Will inmates stop practising sodomy if condoms are not distrbuted in prisons?NO.Is it possible to prevent some of the sexually transmitted infections prevalent among inmates in zambia with the use of condoms?Absolutely.lets learn to do the right thing for once.if it was up to the church and govts like the one we have now,syphilis would have wipe out the ENGLISH,simply because the church and state preached abstinence at the time.thankfully someone thought of penicilin…
How embarrassing that the English left us stupid archaic laws and we cling to them and yet we reject “western ways”? I don’t understand Africans. I really don’t. Ok so we keep clinging to the Bible and let people die; people including you, your friends, family etc? What is that? Please don’t insult God by justifying your myopic thinking. On a monthly basis, the prisons service releases 30 inmates into society. These inmates simply go back to their girlfriends and wives and new females partners and the virus spreads on!
How can one possibly promote homosexuality? Is heterosexuality also promoted?
Better safe than sorry. Let us be objective. This ‘thing’ is here to stay and the best we can do is have tolarance and acceptance. It is better to teach inmates safe practices instead of promoting rape. Health practitioners should take the lead on this and give sound advice on the way forward to protect and save lives. Like I said “we can not run away from this. Let us be objective”.
